Attendance Notice • Only who joins all the sessions can cast the vote

• Candidate Speech: Only 1 candidate is present on stage, the others stay in waiting room; • Voting: All candidates stay in waiting room; • Apart from Break & Lunch time, voters are not allowed to get out of election room.

Candidate Speech • Each candidate has 15 minutes for their speech • Each candidate has 25 minutes of Q&A, including 30 seconds of brainstorming & 1.5 minutes of answering per question. • Questions are raised in 3 rounds (~5-7 questions per round). • Chair is the one to exclude inappropriate questions and combine questions of the same content.


Question Rule QUESTIONS NOT ALLOWED TO ASK  Related to legality; e.g. What is the process to become NGO in Vietnam?

 Related to national level;

e.g. What are your strategies to enhance national iGIP performance?

 Too specific about any particular function;

e.g. What are your strategies to increase NPS response rate of oGCDP EPs?

 Attacking candidates;

e.g. What are your weaknesses compared to other candidates?


Lunch Time • You should come back at 12:55 to get ready at 13:00 • A list of nearby places for lunch will be suggested • Do not go too far from the venue

Dance Competition • Send your music in advance to VP TM • Be organized in order not to waste time • Make sure your performance is recorded


Panel Discussion • All 4 candidates will join the panel discussion at the same time • There 2 rounds of discussion. Each lasts for one hour • Procedure: • The plenary will raise question without pointing a specific candidate to answer. • Candidates can choose to answer or not. • In case two or more candidates start answering at the same time by coincidence, the order will be decided by Chair. • In case all 4 candidates want to skip a question, a quick draw will be conducted to decide 2 people to answer. • For each question, candidates have 30 seconds for brainstorming and 1.5 minutes to answer separately.

Group Discussion • You will be gathered in the group which has been arranged before. • There will be one person who is assigned to keep time and facilitate the discussion. • Spend 10 minute to discuss each candidate • Any opinion toward candidates should be raised with clear evidences. • Personal assumption & judgment must be warned.


Voting • The voting rules & procedures have been clearly stated down in the next part. Please read carefully to cast a right vote.

Rules & Procedures


VOTE CASTING Voting is conducted by secret ballot. All candidates are listed in alphabetical order by surname with boxes beside each name in the ballot.


There are 04 voting options: a)

number all candidates in order of preference;

b)

place an "A" beside all candidates (Abstention);

c)

place an "N" beside all candidates (No Confidence);

d)

number some candidates in order of preference; place an "A" beside some candidates; place an “N” beside some candidates;

OPTION 1: Preference If the voter feels all candidates are capable of fulfilling the job, they must rank the candidates, starting from "1" for most preferred candidate, in order of preference, ending with the last number of candidates' running. All boxes must be numbered.

OPTION 2: Abstention • If the voter feels they are unable to decide on any of the candidates, or if the voter does not care who is elected, or if the voter does not want to take part in the election, they may abstain by placing an "A" in all candidates' boxes. • However, this is to be greatly discouraged. Abstentions reduce the total pool of votes, and thus reduce the figure for the simple majority needed to reach a result.

OPTION 3: No Confidence Explanation of each option: • If the voter has no confidence in any candidate, then an "N" should be placed in all candidates boxes. N N N N

OPTION 4: Mixed • If the voter does not have an opinion on some candidates, or does not care if those candidates are elected or not, the voter may abstain by placing an "A" beside those candidates' boxes. • If the voter feels that some candidates are not capable of fulfilling the job, they should place an “N” beside those candidates’ box. This is counted as a vote of no-confidence in those candidates. • All other candidates that the voter feels can fulfill the job are then ranked in order of preference starting from "1" and ending at the number of candidates who do not have an "A" or an "N" beside their name.

Any ballot paper that does not number all or some of the candidates' boxes in consecutive number order shall have the blank boxes treated as abstention votes against those candidates and all other boxes shall be treated as the prioritized ranking of the candidates.

VOTE COUNTING A random member will be chosen to count the votes with current LCP & Chair


A N 1-4 A simple majority is a voting subset whose strength exceeds 50% of all votes.

A N 1-4 And an absolute majority is a voting subset whose strength exceeds 50% of the entire electorate.


Examples e.g. Total eligible votes = 100, including:

Vote with number = 30 Vote “N” = 20 Vote “A” = 50 Simple majority: The candidate wins. Absolute majority: The candidate doesn’t win.


VOTE COUNTING • Considering number 1’s preference of all candidates: • Candidate who receives a simple majority of the total number of non-abstention votes is the winner. • If there are more than one candidate who receive a simple majority of the total number of votes, the candidate who has highest majority of votes is the winner. • If the highest majority of votes are the same, consider number 2’s preference and start the process again.


VOTE COUNTING • In case no candidate has simple majority of total votes regarding number 1’s preference, the candidate with the least amount of number 1’s preference votes is eliminated. His/her total votes of number 2’s preferences are equally distributed to the other candidates. • Continue this process until a candidate receives simple majority of the votes.
