ADAPTING TO CHANGE IN ATM Creating the Right Culture
CONFERENCE PROGRAMME AIR TRAFFIC MANAGEMENT is a complex, high-technology industry characterised by a focus on safety, a dependence on humans, and a fragmented governance structure based on State‑by‑State institutional arrangements. It is on the cusp of significant changes as a result of deployment of new technologies, new entrants to airspace and to the ATM industry, increasing competition, and the ever-present pressures from airlines and other airspace users for improved performance and cost efficiency. Despite the desire for harmonised global approaches, ‘single’ regional skies and air traffic flows based on user requirements rather than national boundaries, the industry faces significant political and institutional barriers to change. Furthermore, there is considerable diversity among ANSPs with regard to national and regional cultures, organisation and business models, levels of traffic density, traffic complexity, ATM infrastructure, and technological platforms. The ‘what’ that needs to be done to facilitate transformation is often clear while the ‘how’ to achieve it remains elusive. The Conference of World ATM Congress 2017 considers how best to ‘create the right culture’ that will facilitate desired change, quicker, in this complex environment. It will start with an airline view — not just of the airline requirements but how the airline business has coped with and facilitated major changes and how it is seeking to respond to geopolitical changes and events. It will then look at achieving better performance through people and at how to collaborate more effectively between multiple stakeholders. It will take a fresh look at a specific example of the challenges of change in ATM — how to integrate remotely piloted aircraft systems and drones safely into and alongside airspace.
