‘RAPIDLY CHANGING SKIES – AROUND THE WORLD’ Conference Programme
For the past few years, the air traffic management (ATM) industry has been discussing and considering the potential impact of emerging technologies, new entrants and potential disruptors. Of course, this has always been with a watchful eye on safety as the number one priority, accompanied by a desire for harmonised global approaches which would transform the industry in an elegant, orderly and timely way. But the technologies from SESAR, NextGen and other ATM programmes are now being deployed. The new entrants and external technologies are already ‘here, now’, in operation and with unstoppable momentum. All this on top of pressures for improved performance and cost efficiency and increasing competition, yet frustrated by out-dated governance structures and institutional arrangements. Is the ATM industry seeing and embracing a golden opportunity for proactive, transformational change or seeking to resist or deflect some killer blows? The Conference of World ATM Congress 2018 considers this from a number of different perspectives. We will hear first from the leaders of two important organisations: the President of the ICAO Council, Dr. Olumuyiwa Benard Aliu, and the new Director General of EUROCONTROL, Eamonn Brennan – both of whom will offer their personal reflections from their respective vantage points and years of experience. We then have two important panel sessions on the growth and challenges in ATM of autonomous operations and the changing face of collaborations. Two excellent and well known moderators, Nancy Graham and David McMillan will skilfully extract maximum value from strong panels of CEOs from key stakeholders. For the final session ‘Changing Skies in the Regions’, we introduce a new element to World ATM Congress – quickfire, quick-answer ‘speed chats’ which will each provide in 20 minutes a concentrated spotlight on the essential, strategic hot topics in four growth regions of the world – Africa, Asia Pacific, Latin America and Caribbean and the Middle East. We look forward to your participation in these different sessions of valuable insights, topical discussions and much information to be absorbed.

Now the aviation system is being expanded to use airspace, and improve the lives of citizens, in ways previously beyond our imagination: • • • •
Bringing the internet to under-served places on the globe with semi-autonomous craft that function like cell towers in the sky Delivery of urgently needed medicines or other goods by semi-autonomous craft at low altitudes Providing humanitarian aid after a disaster, using semi-autonomous craft so that first responders are not put in danger while saving lives New and creative types of urban transport to ‘rise above’ congestion in other modes of transport
Billions of dollars are being invested by these new entrants – they are here NOW, and in early operation, NOW. How can the concept of operations for upper airspace (FL600 and above) for new entrants with the ability to self-separate help to put autonomous operations on the fast track for conventional airspace? Can it be one of our proving grounds for managing autonomous flight? How do we manage the challenges of autonomous operations in interaction with humans and decide on the optimum balance for autonomy and automation to supplement or replace human functions? What are the needs for organisational and process adaptations to exploit autonomy and automation safely in a fast-changing ATM environment?

The changing face of partnerships and alliances in ATM Increasing liberalisation and commercialisation of air traffic services (ATS) as well as new technologies are changing the nature of air traffic management and the structures of companies that provide ATS. Voluntary cross-border collaboration is increasingly playing a crucial role in delivering the seamless airspace desired by airspace users and policy makers. A range of industrial partnerships, based around both projects and procurements, are now maturing, showcasing the benefits that can be achieved when traditional silos are removed and ANSPs work together and with other industry partners. What are the key issues that are emerging from industry consolidations, restructuring and new alliances? What are the new forms of partnerships and alliances between ANSPs, ATM industry members and other stakeholders and how will they affect the fundamentals of ATM? What is new in civil/military coordination/cooperation for ATM?
