We are on the cusp of exciting change in our industry – all of us are bearing witness to the implementation of some of the most exciting technological advances that our industry has ever encountered. We’re at a critical crossroads in our industry; the decisions we make now will set the pace for implementation. It’s the key to ending incidents like drone sightings shutting down airport operations for hours, which has become all too common at major hubs across the globe. ‘Europe For Aviation’: European Aviation Organisations Team Up for World ATM Congress “Europe For Aviation” is the theme around which European aviation organisations working to implement the Single European Sky (SES) gather at World ATM Congress 2019. Strong collaboration between European aviation organisations (civil and military) is proving key to generating growth for the industry and to meeting the passenger demand for safer, smarter, greener, and more seamless air travel, in line with the EU Aviation Strategy. During the Congress, these organisations will showcase how through collaboration they can go much further in tackling pressing ATM challenges, such as air traffic delays and congestion, drone integration, digital transformation, and cybersecurity.

The “Europe For Aviation” stand (#849) and theatre (#1151) will host a wide range of debates, presentations, and guided SESAR walking tours, illustrating the collaboration in action between European aviation organisations working to implement SES, namely the European Commission, EUROCONTROL, SESAR Joint Undertaking (SESAR JU), SESAR Deployment Manager (SESAR DM), European Aviation Safety Agency, European Defence Agency, Innovation and Networks Executive Agency (INEA), and EUROCAE. ATM in the Digital Era: The Quest for Capacity By Hannu Juurakko, Vice President ATM Civil, Frequentis AG Capacity concerns continue to drive modernising air traffic operations. Rising air traffic volume is making the controller’s work more challenging. We must support them with new and improved workflows and tighter integration between all systems if we are to increase capacity while improving safety and compliance. The new generation of controllers expect highly intuitive and flexible user interfaces but are faced with multiple disconnected systems that rely on complex memorised workflows. Controllers should be able to use their skills to the best of their ability and not be distracted by perplexing operational requirements. Introducing automation in the control room will increase speed and accuracy. When machine learning becomes common place, we will be able to further enhance the overall performance. Emerging technologies will also make the industry more attractive to the new breed of workforce who have come to expect intelligent systems. Artificial intelligence (AI) will greatly increase flight efficiency and optimise fuel consumption. Australian airline Qantas has already utilised cloud-computing and automated processes to advance its flight planning solution. The flight planning database (developed by Frequentis, Smart4Aviation, and the University of Sydney) can ingest rich data sets from external sources, allowing it to continually assess and adjust its flight paths while en route. In addition, it enables the flexibility to adjust flights to fit within capacity,

reduce fuel consumption, and increase safety. Allowing systems to be fed with data examples to process and learn workflows is one thing, but when systems have the capacity to come up with their own solutions to problems or predict potential areas for improvement, we reveal a whole new level of progress. Research projects to ensure safety standards are already underway in the industry, including in the field of AI-based image recognition for remote virtual towers.

When we look at airspace safety, one of the major challenges in the industry is still the safe integration of UTM and ATM. Drones have already demonstrated that they are a significant airspace user, but their entry needs to be safely managed. The challenge is enabling timely and high-quality information sharing between ATM and UTM and communication in real-time, as well as the ability to identify the presence of a “rogue” drone. How do we minimise transition risks for ANSPs around the world by utilising existing ATM systems and standards? Our work with Altitude Angel on Operation Zenith was proof of the importance of our work. Each of these scenarios rely on the ability to process vast amounts of dynamic data in real-time. But to ensure emerging technologies find their safe place in the aviation industry, we must protect the integrity of that data. Is this where blockchain finds its place in aviation, by providing consensus protocols and restrictions to defend our data? It’s definitely an exciting time to be part of this industry.

Remote Tower Control Proves Successful, High Interest Worldwide The German ANSP DFS Deutsche Flugsicherung started operations under remote tower control (RTC) at their first international airport in December 2018. To date, air traffic controllers have handled more than 2,200 flights at Saarbrücken Airport from the Remote Tower Control Centre 450 km away. The introductory weeks proved successful, and the RTC Centre managed all takeoffs and landings safely and without traffic delays. “The RTC system has met our expectations,” said Klaus-Dieter Scheurle, DFS CEO. “Now, we are focusing on the integration of Erfurt Airport, which is planned for next year. Dresden Airport, which has around 36,500 aircraft movements per year and thus, significantly more than the other two, will follow later.”

Turnkey solutions offered worldwide

DFS developed the remote tower system with the Austrian high-tech company Frequentis. The DFS subsidiary, DFS Aviation Services, and Frequentis have set up a joint venture, FREQUENTIS DFS AEROSENSE, to deliver turnkey remote sensing solutions combining their technological and operational expertise. Remote virtual tower solutions have generated high

interest worldwide. The remote tower solution can be customised for different scenarios. Based on a scalable and modular ATM platform, it is not only suitable for small and medium-sized airports but also for contingency solutions or large airports. Digitalisation and virtualisation can support safety and productivity of air traffic services at airports. The company offers the whole range of services and products, including a wide range of camera systems as well as operational concepts. “One point is to find the right solution depending on the envisioned use case,” said Katrin Scheidgen, a managing director at FREQUENTIS DFS AEROSENSE. “However, it is equally important to manage the implementation, including training and transition, safety assessments, and regulatory requirements, as well as the change management that comes with a new concept like RTC.”

Further development of the RTC Centre in Germany

DFS is working on expanding its RTC Centre and, together with Frequentis, continuously enhance the system. They will soon launch a new software release. Additional adaptations are planned for

the connection of Erfurt Airport next year. For instance, the aircraft on the panorama display will then have labels with integrated flight plan data, which can be displayed or hidden. DFS controllers monitor traffic at Saarbrücken Airport in the air and on the ground from the Remote Tower Control Centre in Leipzig that has more than 15,000 flight movements per year. An advanced camera system with high-definition video and infrared

cameras delivers a permanent 360-degree view of the airport. The system can automatically detect movements and highlight objects. Complementary pan-tilt-zoom cameras can automatically track objects and work like automatic binoculars.

Chile Chooses Northrop Grumman Park Air to Upgrade Airspace Communications Northrop Grumman Corporation’s UK-based air traffic communications subsidiary, Park Air Systems Limited, has been selected to upgrade Chile’s airspace communications equipment. Working across 15 sites, ranging from airports to remote locations, the company will be supporting Dirección General de Aeronáutica Civil (DGAC) to upgrade their equipment to the latest VHF and UHF radios. Utilising the Park Air T6 Sapphire portfolio to bring the latest technology and introduce voice over internet protocol (VoIP), Park Air has further strengthened its presence within Latin America, building on the initial supply of eight systems in March 2017. This included supply to Antarctica’s only officially recognised airport, Teniente Rodolfo Marsh Martin located on King George Island. Park Air is able to provide customers with more

than communications equipment. Working with local experts allows Park Air to improve customer response times and give support and assistance in the local language. “Both Park Air and Aerotech teams worked very hard to deliver the best technical solution, in a cost effective manner, for DGAC. It was a great team effort,” said Anais Vernet, international sales manager for Americas at Park Air. Designed with the future in mind, the T6 is the latest evolution in ground-to-air radio sets. Part of a portfolio of products designed to work hand-inhand, and flexible enough to suit single radio installations as well as country-wide operations, it gives customers the integration, flexibility, and security they need in today’s ATM environment.
