SESAR and Partners at World ATM Congress 2017 Partnering for Excellence in Global Aviation See seven industry heavyweights all at one place – Stand 889!
P
artnering for excellence in global aviation” is the theme of the activities taking place at the SESAR stand and Exchange Theater during World ATM Congress. The activities are hosted by the SESAR Joint Undertaking (SESAR JU) and the SESAR Deployment Manager (SESAR DM) in collaboration with the European Commission, Network Manager, European Defence Agency, European Aviation Safety Agency, and EUROCAE, the European leader on industry standards in aviation. SESAR and its support of the Single European Sky is recognised in the EU Aviation Strategy as key to boosting Europe’s economy and secure its leading role in international aviation. In this respect, the suc-
cessful delivery and implementation of new globally interoperable and innovative solutions by SESAR rely on strong collaboration between all aviation stakeholders and the different mechanisms and bodies of the Single European Sky (SES). The SESAR stand and theatre will feature a wide variety of sessions, which will illustrate with concrete examples how SESAR works with their partners and with ANSPs, airports, airspace users, industry, the scientific community, and staff associations represented through the SESAR JU and SESAR DM partnerships. The featured activities will demonstrate the benefits that this coordinated approach is bringing to airspace, not only users and passengers, but the overall European economy.

LEADING THE WAY IN DIGITAL KVM From the ANSP to the controller to the technician, everyone’s better off with KVM. For the service provider, KVM adds flexibility to IT infrastructure. Major achievements show a positive trend line: The FAA provided the capability for Data Comm departure clearance to towers at 55 airports by December 2016 — two and a half years ahead of schedule. The FAA has already published more than 9,000 Performance Based Navigation (PBN) arrival, approach, and departure procedures and highand low-altitude PBN routes, which provide precise flight paths across the United States. PBN paths are much more direct than inefficient legacy flight paths. The agency is building on this achievement to make PBN the primary form of air navigation in the NAS as outlined in the “PBN NAS Navigation Strategy” published in 2016. Data Comm was identified as a priority by the NextGen Advisory Committee, a 28-member federal advisory committee comprising a cross section of senior executives
from airlines, airports, general aviation, manufacturers, the Department of Defense, and environmental agencies, along with international interests, pilots, and air traffic controllers. “NextGen is on track to meet all of its original, high-level objectives by 2025,” said Jim Eck, FAA assistant administrator for NextGen. “When we work together to solve the problems of traffic and congestion in our busy airspace, we can save fuel,
reduce carbon emissions, and increase on-time arrivals and departures.” NextGen will move the NAS to time-based management supported by trajectory based operations (TBO) as more and more NextGen systems and capabilities are deployed. TBO involves pilots, controllers, air traffic managers, airlines, and other NAS operators exchanging four-dimensional trajectories — the three spatial dimensions plus time
— for flight planning, strategic operations management, aircraft sequencing, spacing, and separation. TBO will shift the FAA from supporting individual flight paths and trajectories to gate-to-gate, NASwide trajectory operations that extend benefits to all phases of flight. Controllers are already using some NextGen time-based management decision support systems. For example, en route air traffic controllers already use the Time Based Flow Management (TBFM) tool’s scheduled times to manually speed up or slow down aircraft hundreds of miles from destination airports in order to achieve the proper sequence and seamlessly execute optimized profile descents. The FAA has already deployed its Automatic Dependent Surveillance–Broadcast (ADS-B) system and its System Wide Information Management (SWIM) system. The agency also started operations with the Standard Terminal Automation Replacement System (STARS) at the 11 largest terminal radar approach control facilities in the US. Preview Madrid 2017 NOW Indra, Key Partner in SESAR 2020, on Second Phase of One of World’s Most Ambitious Air Traffic R&D Program
I
ndra, one of the premier global consulting and technology companies, will play a prominent role in the second phase to create the Single European Sky, called SESAR 2020. The company will take part in 25 of the 27 projects launched at the beginning of this second phase, and in two cases it will be the project leader. SESAR is one of the world’s most ambitious initiatives in the field of air traffic research and development. The project is transforming air travel in Europe by greatly enhancing efficiency, safety, punctuality, and convenience for passengers. The first phase of the program ended in 2016, while the second phase, known as SESAR 2020, will be implemented over the next five years. The work in this phase is broken down into two broad packages. The first one commences now and will be executed between 2017 and 2019, and the second one will run from 2019 to 2021. The award of these new contracts strengthens Indra’s position in this strategic project promoted by the European Commission in partnership with EUROCONTROL and the
main companies in the sector. Indra has played a leading role in SESAR since it was launched in 2006. Greater punctuality of flights Indra will lead two of the key projects that mark the beginning of SESAR 2020. The aim of the first one is to further the development of 4D trajectory-based flight management systems, a technology that allows aircraft to choose the most direct route and plan flights with an unprecedented accuracy and an error margin of only seconds for landing time. This project will enable Indra to continue the work it has already completed for SESAR. The company played a key role in the world’s first flight trials ever performed with this technology, carried out in 2014 on a flight covering the ToulouseCopenhagen route. For SESAR 2020, Indra will provide new tools and more advanced capabilities to these 4D trajectorybased flight management systems, facilitating a single complete and real-time view of flight information for the entire aeronautical community.
This stage of the program will also include the first trials involving different countries, control centres, and aircraft, aimed at testing the systems in an environment that reflects the real dimensions and complexity of the future Single European Sky. Regarding Indra’s second project, the company will focus on developing a series of common services for all the actors involved in managing flights in Europe, both civilian and military. These services will facilitate
smoother and coordinated air traffic management while generating significant cost savings. Specifically, the company will work to ensure that European ANSPs can share a range of tools, including, among others, the system for redistributing and balancing capacity in situations of congestion, the trajectory prediction system that air traffic control centres across the continent will use, and the digital aeronautical charts service.

not a NextGen program itself, the STARS system enables numerous NextGen capabilities in the terminal environment. The FAA will continue to deliver useful and measurable benefits to the aviation industry and the NAS. Those are highlighted on the NextGen Performance Snapshots website.
