Flying Smartphones and Remotely Controlled Airports DFS, the German ANSP, presents two leading-edge projects at World ATM Congress 2018 Mobile phone technology may be used in the future to fly unmanned aircraft systems. At the DFS stand (834), visitors can see how these flying smartphones can be operated and tracked through the skies. This is not the only innovative technology the German ANSP has in Madrid this year. DFS is also presenting its remote tower solution, which is scheduled to be up and running at the end of this year.
Infrastructure for the lowest airspace
At its stand, DFS is showing how a UTM system locates drones using the mobile telecommunications network and incorporates them into an air situ-
ation display. DFS and Deutsche Telekom have developed the technology for drones flown beyond their operators' visual line of sight – for example, for control of flights along pipelines, or for drones used in agriculture or in search and rescue missions. DFS is currently testing the technology in a diverse range of practical trials. UAS transmit their position data to the UTM system over the mobile network. For this, they are equipped with an LTE modem, a GPS module, and a mobile transmitter. The UTM system creates an air situation display from this position data. The display shows any surrounding traffic and warns of conflicts. An advantage of using telecommunication is that the mobile network provides complete geographical coverage. The UTM system is based on the DFS multi-sensor tracker “Phoenix,” which
was developed by DFS and displays radar data for ATC. DFS adapted the tracker to correctly display the movement patterns of UAS, which are significantly different to those for conventional aircraft.
Remote tower working position with camera system
By the end of 2018, DFS will start operations of a Remote Tower Centre in Leipzig, Germany. Air traffic at Saarbrücken Airport – which is located hundreds of kilometres away from Leipzig – will be controlled from there. ATC at Erfurt Airport will follow in 2019 and then Dresden Airport at a later point in time. With this project, DFS aims to cut costs in the long term by using new technologies and procedures and by optimising staff scheduling.
Visitors can see the remote tower solution with its out-of-the-window view replacement at the DFS stand (834). The displays receive information from three camera systems, which are independent from each other. A 360-degree camera provides a panorama view of the airport. Another 360-degree infrared camera allows for optimal vision during bad weather conditions and at night. With the aid of two additional cameras, air traffic controllers can zoom in and track objects.

FAA Goes International with SWIM With hundreds of US data consumers accessing Federal Aviation Administration (FAA)-provided data over its System Wide Information Management (SWIM) system, the agency is now coordinating with Europe to perfect SWIM interfaces and assisting the Asia Pacific region on its SWIM planning. The FAA is working with SESAR JU and SESAR DM to enable interactions among SWIM registries. Within a service-oriented architecture (SOA), a registry acts as a directory of information about services. The partners aim to enable organisations in Europe, such as ANSPs, to obtain aeronautical, flight, or weather data from the FAA by querying the FAA National Airspace System (NAS) Service Registry and Repository (NSRR) to find services that produce those data products. By the same token, an FAA SWIM user will be able to find services published in the SESAR registry. Two years ago, SESAR and FAA officials started with a concept of establishing a common registry, but early prototyping experiments led them to focus on achieving loosely-coupled information exchange and discovery between the two registries instead. Today, FAA and SESAR indepen-
dently publish their own information services in their respective registries. Together, they have developed a set of information exchange specifications that prescribe how SWIM users can discover services across registries. These include a specification designed to enable US and European registries to exchange information over the web, a common data model that means services will be described in a consistent fashion and a set of information classification schemes intended to help users selectively retrieve information from both registries. Building on these artifacts, FAA and SESAR are developing a general framework for SWIM registry interoperability. In the Asia Pacific region, ANSPs in more than a dozen nations are planning their own SWIM capability. For almost a year, the FAA has assisted in this planning since the US agency has an operational system and is sharing lessons learned. Some participants in the FAA-led international data-exchange demonstration known as Mini Global 2 in 2016 showed how nations could exchange data on international flights via SWIM. in Trajectory Based Operations (TBO). TBO involves exchanging 3D plus time flight data along a route from departure to destination, even for overseas flights. Many Asia Pacific nations are participating in an Asia Pacific SWIM Task Force organised by the International Civil Aviation Organization (ICAO) regional office in Bangkok, Thailand. Jeri Groce, FAA SWIM program manager, chairs the task force, which met in Bangkok in May 2017. A regional SWIM implementation work plan is
the first of two task force phases. The task force will discuss this work plan in development at the second meeting in Bangkok in April. The second phase involves SWIM deployment, which will conclude in 2025. “The task force is writing documents on the processes, procedures, and best practices that will be used in the region to implement SWIM,” Groce said. “Then each representative will go back to their country to obtain sponsorship and resources to proceed with SWIM development.”

Peter Sachs, Safety and Risk Architect for Altiscope at A3 by Airbus, will discuss new ways of enabling high-density UAV operations on Tuesday, 6 March, in the FABEC OPS Theatre at 16.30.
The message I want to get across in my panel is … that risk matters. There is a sea change coming in the ways we use and manage our airspace as UAV operations grow. Drone-based missions like package delivery and urban air taxis are taking to the air today. If we are proactive in how we identify and manage risk, there are safe ways to integrate these vehicles and transform our airspace. I feel most successful when … I'm able to wrap my head around a new concept, master it, and help my colleagues understand it, too. A few years ago, I made a set of training materials and simulator exercises for the new Standard Terminal Automation Replacement System (STARS) radar system at San Francisco International Airport (SFO). A few controllers at other facilities heard about it, and soon, other towers across the country were also using those training materials. If you could have lunch with anyone, who would it be? The late aircraft engineer Kelly Johnson. I’d love to hear his take on the “wicked problems” we’re tackling in aviation today. His “Keep It Simple, Stupid” principle is probably more important than ever. What book is currently on your night stand? If I'm being honest, it's Kim West's "Good Night, Sleep Tight" guidebook for helping babies sleep -- our most pressing issue as parents of a nine-month-old. How I got into the aviation/ATM industry: I was the kid who would sit glued to the window on cross-country flights listening to the ATC chatter on channel 9 on United Airlines. But it wasn't until I'd been laid off from my job as a reporter that the door opened for me to become a controller. Soon enough, it was me on local control, working all four runways at once at SFO Tower!

Uniting Aviation Stakeholders By Hannu Juurakko, Vice President ATM Civil, Frequentis AG Each year, we talk about change: planned change, adapting to change, and actively managing the change. This year, a focus on the changing face of partnerships and alliances is also prominent. Two things I am still certain of — air traffic will continue to grow, and technology will continue to advance to meet industry demands. But ANSPs and their suppliers are now facing a transformation of their business models, breaking down established, historical organisational barriers. Working together on the joint development and delivery of services will maximise opportunities, optimise resources, and share common operational methods and efficiencies. Through this we can actively shape the future of aviation by creating a united aviation ecosystem based upon open interfaces and standards, overcoming national and organisational barriers to focus on the delivery of true economic benefits. ATM efficiency can also eliminate regional or national barriers, and using new technologies like IPbased communications, virtualised ATC services, and intelligent networking, new concepts of operations can be carefully utilised to provide more costefficient ATC services. We know that the driving force for customers is always increased efficiency and cost savings, while maintaining or enhancing safety, and we are now seeing new technologies adopted much quicker than before. Remote tower is one such solution forging ahead, and no longer just for regional airports.

The increased flexibility, technical redundancy, and availability of services are attractive to airports faced with increasing costs, but there is still uncertainty surrounding visualisation systems replacing the atthe-glass view. This is where ATM-grade networks are essential to ensure a complete airport picture and end-to-end performance by detecting resolution failures and automatically rerouting the network. Enabling efficient ATC services for multiple towers
is more important than ever. We are currently working on procedures and support tools with selected ANSPs to make this happen in a safe manner. The SESAR 2020 project PJ05 aims to bring this concept to the next level. Along with HungaroControl, DLR, and Leonardo, we have successfully conducted the first validation campaign, demonstrating that this can work! The latest trend for the joint provision of remote tower through strategic alliances is set to make an even bigger impact on remote and virtual centres. Combining technical expertise with industry and operator know-how further amplifies the possibility of implementation, as it ensures customers and operators/controllers of the solution’s sophistication and the potential for job enrichment. Frequentis is a great supporter of joint ventures, combining strength and experience with technical capabilities to jointly drive the marketing of remote virtual tower solutions and promoting the technical, operational, and economic potential to customers globally.
