Jimmie Halbrooks - DISTRICT 4 – NOMINATED BY COMMITTEE

Mr. Halbrooks is a high school graduate, and holds Credentialed Cooperative Director Certification and Board Leadership Certification from the National Rural Electric Cooperative Association (NRECA). Mr. Halbrooks is a Joe Wheeler EMC Board Member.

Mr. Halbrooks has worked for Monsanto/Solutia/Ascend for 50 years.

Linda Owens - DISTRICT 5 – NOMINATED BY COMMITTEE

Mrs. Owens graduated from Russellville High School before going on to receive her bachelor of science degree from Athens State University. She completed her master’s degree in education from the University of North Alabama in 1980. Mrs. Owens also received her Reading Specialist Degree (K-12) in 2001. Mrs. Owens was awarded Morgan County Teacher of the year and was a finalist for Alabama Teacher of the Year. She was also State President of the Alabama chapter of Kappa Kappa Iotta, an education sorority. She was President of the Tennessee Valley Reading Council, of which she is still a member, and was a member of the Morgan County Education Association, the Alabama Education Association, and the National Education Association for 33 years. She is presently a member of the Retired Teachers Association and the Alabama Reading Association.

She taught at Hazelwood Elementary School, then at Danville/Danville-Neel Elementary School. She was a Morgan County reading specialist from 2001-2007 and was a facilitator for the Seven Habits of Highly Effective People – Leader in ME program. She is an active member of Calvary Assembly Church. Mrs. Owens also owns and operates several real estate holdings in Morgan County.

Mrs. Owens is the secretary/treasurer of Joe Wheeler EMC and a board member since June 2013. She successfully completed the National Rural Electric Cooperative Association’s (NRECA) Credentialed Cooperative Director Program in February 2014. In 2018, Mrs. Owens competed the NRECA Director Gold Certification.

Sandy Fields - DISTRICT 6 – NOMINATED BY COMMITTEE

Mr. Fields is a retired Danville High School agriscience teacher, and a graduate of Falkville High School. He holds a bachelor’s degree in agricultural education from Auburn and a master’s degree in agricultural education from Alabama A&M.

Mr. Fields owns and runs a cattle farm in the Massey community of Morgan County with his wife, Nicole, and their son Caleb, a Junior at Danville High School. They are members of the First United Methodist Church of Hartselle.

Mr. Fields serves on the boards of the First United Methodist Church of Hartselle, the Morgan County Farmers Federation, the Morgan County Farmers Co-op, the Morgan County Farm Service Agency, and is the Chairman of the Herring Cemetery Board. He is also a member of the Morgan County Cattleman’s Association.
