Agenda / North ADX service links Adriatic ports with Egypt and global network Hapag-Lloyd is offering an express connection between the Adriatic and the Egyptian ports of Port Said and Damietta, both of which are important hubs in Hapag-Lloyd's global service network. The Adriatic Express Service (ADX) links Port Said and Damietta directly with Rijeka, Koper, Venice and Ancona with weekly sailings. The transit time from Port Said to Koper is just four days and to Venice is six days. The Egyptian ports have numerous attractive onward options within Hapag-Lloyd's global network, including in particular connections to the Far East and India as well as to Oceania, the USA, Northern Europe, the western Mediterranean and the Black Sea region. The two 1,200 TEU ships used for the Adriatic Express Service are equipped with sufficient reefer plugs. The ADX port rotation is as follows: Damietta, Port Said, Koper, Rijeka, Venice, Ancona and back to Damietta. In 2011, Hapag-Lloyd transported more than 5.2mn TEU and generated revenue of around EUR6.1bn. The company has around 6,900 employees at 300 sites in 114 countries. It operates more than 84 of its own liner services and has an A new ADX service links Adriatic ports with Egypt and the global Hapag-Lloyd network extensive feeder network, linking over 430 ports around the world. The total fleet (including charters) consists of some 150 vessels with a total capacity of nearly 680,000 TEU. This makes HapagLloyd currently the fourth-largest liner shipping company in the world.

Orascom trades in London stocks Orascom Telecom Media and Technology Holding S.A.E - a holding company that has investments in a number of North African and Middle Eastern countries - has succeeded in gaining admittance for global depositary receipts (GDRs) representing interests in ordinary shares of the company to the official list maintained by the UK Listing Authority and to trading on the London Stock Exchange’s main market for listed securities under the ticker OTMT. Khaled Bichara, Chief Executive Officer of OTMT, commented that the listing “marks the final milestone of the demerger process as we have successfully completed our admission to AIM, therewith delivering on our promises to our shareholders”. Alastair Walmsley, Head of Equity Primary Markets at the LSE, said, “This listing demonstrates continued investor appetite for IPOs in London. Orascom TMT will benefit from the heightened profile, unrivalled liquidity and investor access that a GDR listing on the LSE offers.”

Agenda / North Bombardier settles on new facility outside Casablanca Bombardier Aerospace is committed to purchasing land required for its new plant in the Midparc Casablanca Free Zone, in Nouaceur, from Midparc Investment SA. “The selection of Nouaceur as the site for our fully integrated manufacturing facility is an important first step in the successful establishment of Bombardier Aerospace in Morocco,” said Guy C. Marrakech to hold AfDB meetings Mr. Nizar Baraka, the Minister of Economy and Finance of the Kingdom of Morocco, and Ms. Cecilia Akintomide, Vice-President and Secretary General of the African Development Bank (AfDB) Group, recently committed to the organisation of AfDB Annual Meetings, from 27 to 31 May 2013 in Marrakech, in the presence of Mr. Khalid Safir, the Secretary-General of the Ministry of Economy and Finance, Ms. Amani Abou-Zeid, AfDB Resident Representative in Morocco, and other representatives of the government and the AfDB. Lighting a modern bridge in Morocco

T

he Moulay el Hassan Bridge in Rabat, Morocco, is one of the longest and most modern bridges in the Alaouite Kingdom and is now illuminated thanks to GE Lighting’s Iberia LED, a versatile outdoor luminaire that combines design excellence with energy savings and an extraordinary luminous quality. In the last decade, Morocco has undertaken an ambitious infrastructure modernisation plan. The capital of Rabat has benefited from the modernity of contemporary architecture and all the monarchy’s efforts to attract foreign investment.

Seventy-two Iberia LEDs have been used to light the new bridge

The Moulay el Hassan Bridge is the result of this massive nationwide renovation project. It replaces the old bridge that joined the cities of Salé and Rabat in the estuary of the Bouregreg River. The new structure forms part of the “Bouregreg” tourism complex, a 60mn square metre site where there are plans to build hotels, apartments and shopping and recreation centers in an attempt to revitalize the zone. This bridge, one of the most modern in the country, is 1,200 m long, 46 m wide and 12.8 m high. Marc Mimram, a consulting firm, designed and managed this project. SGTM (Morocco) is the company in charge of the project, which began in December 2007.

Agenda / East Total steps up Kenyan oil and gas exploration in the Lamu Basin Total has signed a production sharing contract with the Kenyan government for oil exploration over an area of more than 10,000 sq km titled Block L22. The exploration licence is located offshore the Lamu Archipelago in water depths of between 2,000 and 3,500 m. The first phase of the exploration programme consists of a 3D seismic survey. Jacques Marraud des Grottes, Total’s Senior Vice President for Exploration & Production in Africa, commented, “This most recent award is aligned with Total’s strategy of building a strong presence in the new The Offshore L22 License for oil and gas exploration in the basins of East Africa offering high-potential plays for exploration by Lamu Basin leveraging our internationally recognised deep offshore expertise.” Total has been present in Kenya since 1955 through Total Kenya, headquartered in Nairobi. Total Kenya is listed on the Nairobi Stock Exchange and employs 385 people.

Emirates boosts services to Zimbabwe and Zambia Emirates has underlined its commitment to Zimbabwe and Zambia by announcing that its Dubai-Lusaka-Harare route would become a daily service from 1 October 2012. The linked service, which currently operates five times a week, has performed strongly since its launch on 1 February this year. To date, Emirates has carried over 43,000 passengers on the route. “This latest boost to Emirates’ African network is testament to the continuous upward growth in demand for our flights to and from the continent,” said Jean Luc Grillet, Senior Vice President of Commercial Operations for Africa. “A daily service to Lusaka and Harare will mean greater choice for customers, while an increased cargo capacity of 40 per cent will facilitate more export business opportunities for both countries, forging greater trade links and increasing access to key trading partners in Asia and the Middle East.” A weekly cargo capacity of 224 tonnes and The Dubai-Lusaka-Harare service is operated by an A330-200 aircraft

Key commodities being shipped from Lusaka and Harare include fresh flowers, fruit, vegetables and copper mining industry by-products. Tourism is another key beneficiary, with Emirates’ Lusaka service supporting the Zambia Tourism Board’s target for increasing visitor arrivals by 22.5 per cent to one million visitors in 2012. It is also expected that Emirates’ flights to Harare will support the Tourism Ministry’s projections that the sector will contribute over US$5bn to the Zimbabwean economy by 2015. The Dubai-Lusaka-Harare service is operated by an A330-200 aircraft in a three-class configuration, offering 12 luxurious first class seats, 42 seats in business class and generous space for 183 passengers in economy class. Emirates currently serves 21 passenger and cargo destinations across the African continent. New mobile broadband services in Tanzania

A

frican telecommunications operator Smile Telecom Holdings Ltd (Smile) has launched a new service in Dar es Salaam, Tanzania, enabling the delivery of lightningfast mobile broadband services including live video chat and TV streaming, thanks to advanced mobile telecommunications technology - 4G LTE - supplied by technology firm Alcatel-Lucent. The network provides businesses and consumers with super-fast, high-quality Internet access, initially in the principal commercial city and major seaport of Tanzania. Smile’s intention is to offer ubiquitous coverage as soon as possible. 4G LTE services have been rolled out by Smile in several districts of Dar es Salaam including Mikocheni, Massani Peninsula, Oysterbay and Sinza. Businesses and consumers there can now enjoy video conferencing and other business applications, streaming television programs and films without interruption and accessing other content-rich social media services. Broadband routers are used to access the services and have been installed in homes, offices and public places, such as shopping malls and Internet cafes. Smile plans to extend coverage through Tanzania in 2012, followed by the launch of similar services in the other three countries where Smile currently operates. Tom Allen, Chief Operating Officerof Smile said, “Smile is constantly introducing new innovations to expand the range of services we can offer our customers. Agenda / East Liquid support for telecoms event Liquid Telecom has signed up as the Platinum sponsor of Capacity Africa, a senior level wholesale telecommunications event taking place at the Hyatt Regency, Dar es Salaam, Tanzania, on the 13th and 14th September 2012. Liquid Telecommunications supplies wholesale fibre optic, satellite and international carrier services to telecommunications operators. The company owns and operates one of the largest regional fibre optic networks in Southern Africa connecting and providing services in five countries. The company is continuing to expand this regional network incorporating a number of metro networks in major cities in the region. Its’ Transaction Payment Solutions division (TPS) is a technology provider to financial institutions across Africa supplying secure transaction switching, point of sale and financial services software. Nic Rudnic, CEO of Liquid Telecom, will be chairing an executive round table networking session at 4pm on the 13th September, at which the focus will be on ‘Southern African coastal and landlocked countries’. This will be an opportunity for Southern African and international operators to voice their concerns and challenges with other business heads in the region to drive connectivity, capacity and evaluate partnership opportunities across the region.

Natural gas discovery offshore Mozambique

A

nadarko Petroleum Corporation has confirmed discovery of a significant natural gas accumulation at the Atum exploration well, Offshore Area 1 of the Rovuma Basin. The Atum discovery well encountered more than 300 net feet (92m) of natural gas pay in two high-quality Oligocene fan systems. Preliminary data indicates this latest discovery is connected to the recent Golfinho discovery, located 10 miles (16.5km) to the northwest.

Kenyan carbon deal on emissions Standard Bank Group has agreed to buy 313,000 certified emission reductions (CERs) from Karan Biofuels, a biomass energy producer in Kenya, over the next 10 years. Carbon credits will be generated through the implementation of the largest biomass briquettes plant in Africa to date. Its production will replace fossil fuels used by Nairobi-based industrial refinery. Biomass supply for Karan Biofuels is ensured by Muhoroni Sugar, a local sugar factory that has a large excess of bagasse. Bagasse is the fibrous waste that remains after sugarcane is crushed to take out the liquid. Standard Bank Group sells the carbon credits

to companies who may need them at any stage to allow them to offset their greenhouse emissions. In effect, carbon trading puts a monetary value to the cost of polluting the air. Fenella Aouane of Standard Bank Group's carbon trading team, said, "As a leading African financial institution we are active in global carbon markets with a special focus on the continent. "We hold one of the largest portfolios in the region and are looking to lock in opportunities that match our CDM (clean development mechanism) investment strategy, which is mainly Africa, renewable energy and green technologies."

Weather stations support farmers The United Nations World Food Programme (WFP) is giving 14 automatic weather stations to Uganda’s Ministry of Water and Environment. The high-tech sets, which come in boxes and are easily assembled, conduct an array of weather monitoring and forecasting tasks. Collected data will be available to both the government and the private sector. WFP has provided 12 automatic stations in the past three years, which are already in use in the Karamoja and Teso regions, to help farmers and food producers cope with increasingly unpredictable weather. “This contribution is being made in support of the National Development Plan which calls for the overhaul and automation of meteorological instruments in Uganda,” says WFP Country Director Sory Ouane. “This should lead to more timely and reliable weather forecasts which will be particularly useful to farmers for planting and harvesting. Ultimately, it should help address some of the root causes of hunger and food insecurity.”

"We estimate this new complex, which is located entirely within the Offshore Area 1 block, holds 10 to 30-plus trillion cubic feet (Tcf) of incremental recoverable natural gas resources. We plan to immediately commence a four-well appraisal program of this complex, which has the potential to underpin a large LNG development." The Atum exploration well was drilled to a total depth of approximately 12,665 feet (3,860m), in water depths of approximately 3,285 feet (1,000m).

Electronic support for mining enterprise

H

ealth and safety expert KBC has assisted international mining giant Anglo American in speeding up its contractor prequalification time, while improving reciprocity between its South African-based divisions, by making use of the electronic Contractor Passport system. The KBC Contractor Passport is a webbased electronic solution that monitors, records and stores all medical and training records of all on-site employees; thereby, ensuring compliance with health and safety regulations, while eliminating duplication and loss of hardcopy documents.

Improving productivity in shipping In order to improve productivity and efficiency in challenging shipping applications in coastal regions, internationally-recognised conveyor equipment manufacturer Melco has installed its range of supreme high-density polyethylene (HDPE) rollers on entire conveyor belt systems at ports across South Africa. Melco sales and marketing director Craig Warmback explains that HDPE is a polyethylene thermoplastic, and offers superior resistance to abrasion and corrosion, and provides the conveyor belt system with a lifecycle often exceeding 12 years. Warmback highlights the fact that the Port of Richards Bay has been making sole use of Melco’s range of HDPE rollers on all of its conveyor belts since 1990. “Our HDPE rollers, branded as the Melco Supreme roller, have a longer lifespan than Melco works closely with numerous port authorities in South Africa

Melco managing director Gavin Hall notes that Melco was involved in a successful 2009 conveyor upgrade project at the Port of Saldanha Bay. “Melco was involved in the entire upgrade of the port’s conveyor belt system, in order to increase throughput. With regard to the conveyor idlers, the existing 5-roll garlands were replaced with deep trough 3-roll underslung idlers, which increased the material cross sectional area by approximately 20 per cent,” he explains.

KBC operations director Norman Hartman points out that the company developed a customised Contractor Passport for Anglo American in early 2011, with the purpose of capturing data and effectively managing the reciprocity between its divisions. “The introduction of the customised Contractor Passport at Anglo now enables a contractor who is working in the Platinum division to easily move across to Coal or Iron Ore for example, without any major delays,” he explains. “As part of the Contractor Passport, every contractor on-site is issued with a unique card at employee, supervisor and management levels. Agenda / South Digital banking enhanced with app Standard Bank South Africa has further enhanced its digital banking platform with the launch of a new transactional banking application (app). "In this increasingly digital age, Standard Bank is responding to the evolving needs of our customers by providing yet another convenient channel of banking," says Itumeleng Monale, Head of Self-Service Channels at Standard Bank South Africa. "Research indicates that there are around five million smartphone users in South Africa, and an estimated half a million tablet users, and this is set to grow." Standard Bank South Africa already has over a million customers active in online banking, and close to two million cellphone banking customers. "We are now giving our customers even more ways to bank with us using the technology at their disposal, improving on simplicity and ultimately their convenience," says Ms Monale. "Customers will be able to pay beneficiaries, transfer funds and buy airtime. Through the app, customers can also send money to any other Standard Bank customer registered for cellphone banking, by using just their cellphone number."

Self-monitoring motors for desalination plant

EG has supplied 62 self-monitoring motors for the recently- opened 55,000 m3/d Trekkopje sea water desalination plant in Namibia. The plant is the largest of its kind in sub-Saharan Africa and is a vital water supply asset in a country where 98 per cent of the land is considered arid or semi arid. The WEG motors, ranging from 18.5kW to 750kW, drive pumps that are considered crucial to the plant’s reliable operation.

Steel merchant streamlines efficiencies for local industry Recently-formed steel merchant TWR Steel has entered into a preferential supply agreement with Pan Mixers South Africa (PMSA), which supplies concrete brick, block and pavingmaking machinery and technology in Africa.

PMSA has hence improved control over the supply chain of its critical steel parts. TWR Steel is based in Boksburg, South Africa, and operates a 2 800 m2 manufacturing facility and 570 m2 of office space. It is a wholly-independent company that serves as a preferential supplier of steel products to PMSA, which are used by the company for the manufacture of equipment components. TWR Steel sets itself apart from the competition by specifically-focusing on improving the predominantly prolonged and delayed service delivery periods that currently dominate the local steel market.

Sasol expands gas capacity Sasol Petroleum International, the upstream subsidiary of Sasol Limited, has inaugurated its expanded central processing facility (CPF) recently in Temane, Mozambique. The capacity of the CPF was increased to 183 MGJ/a of natural gas, from its initial design capacity of 120 MGJ/a, in order to meet increased market demand in Mozambique and South Africa. Sasol’s partners in the CPF are Companhia Moçambicana de Hidrocarbonetos S.A. (CMH), representing the Mozambican government, and the International Finance Corporation (IFC). The CPF began full scale production of 120 MGJ/a in 2004 and is connected to the South African market via a 865 km cross-border pipeline. From the additional 63 MGJ/a resulting from the expansion, the Mozambican market was allocated 27 MGJ/a to meet their increased local demand, while 27 MGJ/a was allocated to the South African market. The remaining 9 MGJ/a represents the royalty gas allocated to the Mozambican government.

Designed and built by specialist water treatment firm, Keyplan, part of the Aveng Group, the Trekkopje plant converts sea water from the Atlantic Ocean into potable water for use at the large Trekkopje opencast uranium mine. The desalination process entails abstracting salt water via pipes that are placed one kilometre out to sea. The sea water is then pumped to the plant where screening and ultra filtration prepares it for reverse osmosis, a process where a membrane selectively retains the salt, allowing the desalted water to pass through. The 750 kW motors were fitted with soft starters while the remainder of the motors were combined with variable speed drives. All motors were supplied with anti-corrosion coating because of the corrosive nature of the environment. In addition, because the ambient air is very moist due to omnipresent fog, the installation of anti-condensation heaters in every motor was imperative to keep the motors heated and thus eliminate any moisture build-up and ingress.

Agenda / West Partnership to develop crop insurance Dov Zerah, Chief Executive Officer of the Agence Française de DĂŠveloppement (AFD), and Kanayo F. Nwanze, President of the International Fund for Agricultural Development (IFAD), recently signed a financing agreement to support the development of agricultural index insurance in West Africa. Weather index-based insurance can help secure the income of smallholders who are particularly vulnerable to climate variability. It can improve rural livelihoods and reduce food insecurity. One of the aims is also to improve access to credit by lowering the risk of default for financial institutions. Over the past few years, index-based crop insurance has been developed and brought to scale, particularly in India and Latin America. Compensation is calculated using an index, such as the level of rainfall, which represents as closely as possible the impact that weather shocks have on yields and therefore incomes. This precludes the need to assess losses on farmers’ plots, which is a long and costly process. To date, there have been few experiences in West Africa. Kanayo Nwanze, President, International Fund for Agricultural The development of a range of Development specific crop insurance products will help protect producer incomes in the event of weather shocks, improving their capacity to invest in their farms and thereby contributing to improved food security for the region. The objective of the project is to set up a mechanism for monitoring and managing weather risk through the development and testing of an innovative index-based insurance approach in West Africa. More specifically, the project aims to put in place adapted technical solutions by using satellite technology to measure the impact of weather shocks on yields. AFD is combining this with support to Planet Guarantee, co-financed with the Global Index Insurance Facility, a programme of the International Finance Corporation, which is part of the World Bank Group. This component will contribute to the launching and testing on a larger scale of agricultural index insurance for the region, and will contribute to mitigate food-price volatility in markets. The financing agreement signed by AFD and IFAD is a new example of collaboration between the two institutions, which already cooperate together through the African Agriculture Fund, the African Agribusiness and Agroindustries Development Initiative, and other cofinancing. Managing agricultural risk is a core focus of the project, which calls for preparation of a multi-donor platform to improve coordination among donors and to meet demand from partner countries on this issue. Agenda / West Chinese invest in Sierra Leone mining company African Minerals Limited (AML) of Sierra Leone, has signed a deal worth US$1.5bn with the Shandong Iron & Steel Group Co. Ltd. (SISG), for the scale, scope and the accelerated development of African Minerals’ Phase II Iron Ore prospects in the Tonkolili District. AML Executive Chairman, Frank Timis said, “This partnership confirms the potential for Sierra Leone to become one of the world's major iron ore producing nations thereby creating lasting benefits for its people.” The Tonkolili iron ore project has an estimated deposit of 12.8bn tonnes; with a mine-life of more than sixty years; and is being developed in three phases. Shandong Iron and Steel investment includes a 25 per cent shareholding in African Minerals Tonkolili project (mine, rail and port and power subsidiaries); the purchase of iron ore under an off-take arrangement, guaranteeing long-term orders for Tonkolili's production. In real terms the Chinese investor, currently the world's ninth largest steel group specializing in the smelting, processing and the sale of steel and related commodities, would purchase two million tonnes per annum of Phase I production; with an incremental to eight million metric tonnes per annum after the completion of Phase II; and ten Million Metric Tonnes during Phase III, with discounts in each phase ranging from zero to 15 per cent. Mr Zou Zhongchen, Chairman of SISG, expressed delight in confirming ‘’this long term partnership with AML and to endorse a relationship with Sierra Leone which provides our steel mills with a sustainable long term supply of iron ore”. Bank involved in 'future flow' deal Standard Bank Plc, a member of Standard Bank Group Limited, was one of the mandated lead arrangers and a bookrunners on the US$150 000 000, five-year amortising syndicated remittance backed term loan facility for Skye Bank Plc in Nigeria. The deal was signed in May 2012 and was supported by international and local investors. African Export Import Bank and Citi joined Standard Bank as mandated lead arrangers and bookrunners. The loan is repaid and secured by remittance flows generated by Skye Bank through Western Union and is the first 'future flow' transaction to be executed on a public basis in Nigeria. Future flow structures are a tried and tested funding method used by banks in emerging markets to raise medium-term funding for over 20 years. It typically involves a company issuing a debt instrument secured through receivables expected to be generated in the future through normal operation.

asco Networks has expanded its operations into Central Africa with the formation of Jasco Congo, a subsidiary company with dedicated presence and local shareholders in the region. And the newly-formed subsidiary has signed a partnership agreement with Warid Congo to manage and maintain a carrier-neutral co-location data centre in CongoBrazzaville. Warid Congo is part of Warid Telecom, a multinational enterprise, and is one of the fastest growing mobile operators in the region. As the owner of the data centre infrastructure, Warid will share in the revenues generated by the data centre and benefit from skills transfer as a result of the partnership. Jasco Congo will, in turn, benefit from the ability to tap into local expertise, knowledge and market presence. “Data centres are one of the fastest growing segments of the IT industry, but the data centre built by Warid was not being used to full capacity. We were looking for a seasoned, highly experienced partner in the field to help us reposition our organisation to meet the needs of corporates around data centres and carrier neutral services. Jasco delivers on all of our requirements and are the ideal partner,” says Michel Elame, Managing Director of Warid Congo. Market research conducted by Jasco in Central Africa showed that the Internet market is still in its infancy, being very expensive and only accessible via satellite due to lack of infrastructure. However, users in the region are well aware of technological innovations and businesses are eager to embrace connectivity. This is becoming easier to achieve thanks to the recent landing of the WACS undersea cable connecting West Africa to the world and growing investment into improving infrastructure. Local Internet in the region remains expensive as a result of a lack of local hosting and local Internet exchange.

Allied with increasingly affordable handsets and lower cost service offerings, this has caused the number of internet users in Kenya to rise sharply - up from just under four million in June 2010 to 10.5mn at the end of 2011 (according to www.internetworldstats.com). With 25.5 per cent of the population

accessing the Internet, Kenya is the fifth highest-ranked country in mainland Africa behind Morocco, Tunisia, Nigeria and Egypt. Facebook usage in Kenya has rocketed too, up by 142,000 in the last six months to 1,325,000 (according to social media statistics portal www.socialbakers.com). An analysis of Africa’s Twitter traffic in Q4 2011, conducted by Portland Communications in association with media platform Tweetminster, revealed that Kenya was the continent’s second most prolific country, behind South Africa, with just under 2.5mn tweets.

Consequently, mobile voice revenue is expected to decline from 60 per cent of total market revenues today to a projected 48 per cent in 2016. The predicted growth in data and broadband services will place further demands on the country’s national and international telecommunications infrastructure. Ongoing investment in both will be required to maintain social and commercial benefits.

Telecoms in Kenya Telecoms is a very significant market in Kenya. According to Pyramid Research’s ‘Kenya Intelligence Report’ (February 2012), it was worth an expected $1.5bn in 2011 and is predicted to reach approximately $1.7bn by 2016. Increasing revenues in the mobile sector are driving growth in the telecoms market as a whole. The largest revenue currently comes from mobile voice - estimated at $886mn in 2011. However, the healthiest growth is in mobile data, due to the adoption of mobile money transfer services (M-PESA) and the penetration of 3G-based services supporting broadband internet. Mobile data revenues are expected to increase from an estimated $457mn in 2011 to $751mn in 2016, almost a 44 per cent share of total telecom revenues. Engagement in economic diversification How the United States and Nigeria are working to diversify petroleum-dominated trade

S

ince its start in 2000, the African Growth and Opportunity Act (AGOA) has tripled overall trade between the United States and Sub-Saharan Africa, with Nigeria joining Angola, South Africa, Chad, and the Republic of Congo among the biggest beneficiaries of increased commerce. At more than US$38bn, two-way trade between the United States and Nigeria is up 10 per cent over 2011 as Africa's biggest crude producer continues to boost oil exports following the drop off of Niger Delta violence. But the focus of US/Nigerian talks surrounding the 12th AGOA forum in Washington, DC, was about increasing AGOA-eligible exports in cocoa, rubber, seeds, grains, and nuts. "Our challenge with Nigeria, as with any of the countries in subSaharan Africa, is how do we take the success that we’ve had in AGOA and multiply it?" said Deputy US Trade Representative Demetrios Marantis. "How do we work to increase the opportunities that Nigerians and other sub-Saharan exporters have under AGOA to export to the United States?"

Assessed for interests Each of the 40 sub-Saharan countries eligible for AGOA exemptions are judged annually for meeting conditions of market-based economies, rule of law, poverty reduction, protections for workers' rights, and anti-corruption efforts. In Washington's opinion, they must not undermine US foreign policy interests or engage in gross human rights violations. But US Assistant Secretary of State for African Affairs Johnnie Carson said there is no denying the economic might of more than 170mn Nigerians, especially with bank recapitalisation complete and formerly-toxic assets off Asset Management Corporation balance sheets. "We hope that the benefit that it derives from AGOA will help to stimulate even further its economic growth and development," Carson said. "We want generally to be a strong, engaged trading partner with Nigeria, given its large population and the enormous economic promise and potential that it holds for those who are engaged in commerce with it." Shipping industry analysts say some African exports to Europe and China reach their destination in less than one month while intra-continental trade can take as long as two months. US Secretary of State Hillary Clinton has told the AGOA forum that she hears often about "how burdensome it can be to ship goods from one country to the country next door" when "there's so much more potential for the people of Africa to trade and invest more with each other". That is why she made infrastructure development a driving theme of this year's meeting. "It is still much harder to do business than it should be because the right infrastructure is still not in place," she said. "I mean both

physical infrastructure - like roads, ports, modern power grids - and regulatory infrastructure - like how easy it is to register a new business or get a construction permit." Africa needs more roads, but Clinton believes regulatory infrastructure is just as critical. "Now, many countries are focused on this and taking steps, taking a hard look at corruption, for example, that impedes healthy trade and investment," she said. "And some are making key investments in regional infrastructures by building, for example, regional transportation corridors that promote more economic integration." Speeding a common external tariff and trade liberalisation scheme tops the agenda of the new ECOWAS commission president Kadre Desire Ouedraogo, who sees a "rigorous application of fiscal and monetary policies" to spur development of a community investment code, common agricultural policy, and the long-discussed Economic Partnership Agreement with the European Union. The opportunity for Nigeria None of which are possible without Nigerian leadership. Secretary Clinton's chief deputy Bill Burns has said at a meeting of the US/Nigeria Binational Commission ahead of the AGOA forum that the United States is invested in Nigeria's success because it sees Abuja as a "strategic centre of gravity". "But we also recognise a broader truth: across the continent, communities are struggling to find productive paths for growing youth populations; to defeat corruption; to turn a corner in improving governance, infrastructure and public health; to hold together different faiths and regions and to take on the drivers of extremism. In other words, Nigeria’s challenges are Africa’s challenges," Burns said. "If we can help Nigeria chart a secure, prosperous and democratic course, then Nigeria’s successes can be Africa’s as well successes we can measure in improved lives, livelihoods, and leadership in the region." Through AGOA, Secretary Clinton is encouraging US capital to seek out "the highest rate of return on foreign direct investment of any developing region in the world. In fact, it is the only developing region where the growth rate is expected to rise this year." "We in the United States like to talk about ourselves as the country that is the land of opportunity," she told AGOA leaders. "It’s a point of national pride. Well, in the 21st century, Africa is the continent that is the land of opportunity." ■

A significant economy, a superior oil exporter Analysis of Angola’s oil sector, which produces over half of the country’s GDP and about 90 per cent of its exports - as the largest oil exporter to China and the sixth largest to the United States

A

ngola's oil industry has been growing steadily since deep-water discoveries in 1996 and the Greater Plutónio project coming onstream in 2007. Proven oil reserves are in excess of eight billion barrels with total reserves thought to be around 40 billion barrels. Angola rivals Nigeria as the largest oil producer in Africa, with production of around 200 barrels per day (bpd). The oil sector produces more than half of Angola's GDP and about 90 per cent of exports. By law, all oil companies operating in Angola must form a joint venture with the Angolan oil parastatal Sonangol. Sonangol is responsible for all government involvement in oil, and for administering exploration and production agreements with foreign companies. Exploration agreements usually last for three years, with an option to extend for a further two years, whereas production licences last for up to 20 years. In addition to handling legal and regulatory issues, Sonangol is also responsible for collecting government revenue from oil production. Licensing requirements stipulate that inputs are sourced from local companies and that expatriates be replaced by Angolan nationals after four years. Sonangol accounts for about 45 per cent of total Angolan oil exports and assumed a key role in Angola's recent diplomatic and economic power. Moreover, revenues from Sonangol prevented total economic collapse during and after the civil war. Due to its

financial strength, the company now markets itself as the leading force for national development and has branched out into property development and biofuels. Risks Corruption risks remain severe as most new contracts involve a hefty kickback, especially when government officials are involved. On the Foresight Political Risk Platform, Angola’s 6.0 Bribery and Corruption score is one of the highest in the region. It falls behind Somalia’s 6.8, Zimbabwe’s 6.4 and Nigeria’s 6.2. There is pressure to operate with local partners, which increases exposure to corruption for foreign companies. On 16 April 2012, media reported the disclosure by three senior Angolan officials that they held concealed stakes in a joint venture with Cobalt International Energy, a firm which is currently being investigated by US authorities under the Foreign Corrupt Practices Act (FCPA). The officials have warned that should a US probe render Cobalt's operations in Angola 'unviable' (i.e. if Cobalt is forced under the terms of the FCPA to pay penalties and sever business ties with Nazaki, which it is in joint partnership with), Angola would renegotiate Cobalt's contracts and instead award the drilling rights to other partners. Internal MPLA reshuffles and replacements in the Army high command are likely after the 2012 elections. likely to become vulnerable to new enforced partnerships and bribery demands. This is especially the case in the mining sector. Resources termed 'strategic', such as diamonds, must, by law, be explored in joint venture with state diamond company Endiama, increasing the risk to diamond miners, including Ascorp (partially held by the president's family), Russia's Alrosa and Lev Leviev, as well as state company Sodiama. In the enclave province of Cabinda there is a risk of Liberation Front of the Enclave of Cabinda (FLEC) attacks on oil company cargo, assets and personnel. Cabinda comprises over 50 per cent of Angola's oil production, but Cabindans have fought for independence since the 1960s. FLEC statements indicate that its main targets are government troops, and that unintended civilian casualties are accepted as collateral damage because oil companies are perceived to support Cabinda's occupation. FLEC attacks on prospecting or supply convoys protected by the FAA are likely to be limited to northern and northeastern Cabinda between Republic of Congo (Kimongo and Moukondzi) and DRC (the Dingue area of Conde Grande, near Luali and Tshela). FLEC lacks the capability to target offshore assets, and Cabinda city and ChevronTexaco's Malongo oil terminals are protected by the military and private security. Although FLEC has threatened to target aircraft supporting oilfields, risks are low. The government's dependence on oil revenue and the complexity of developing deepwater finds reduce risks for large energy firms. Smaller foreign companies, however, and those in sectors other than energy are at greater risk given the government's revenue dependence. ■

Advanced technologies to connect companies Digital inclusion for Angolans, built on efficient new standards in wireless communication, promises to foster further socio-economic development

A

ngolan telecommunications company Movicel is deploying a new technological standard to put the nation’s connections ahead of the rest of the continent’s, to support prospects for business growth and socio-economic inclusion. Angola’s communications infrastructure will be the first in the continent to benefit from commercial operation of LTE FDD 1.8 GHz network technologies. The LTE stands for long term evolution, an advanced standard of wireless communications for cellular carriers, offering high-speed data for mobile phones and data terminals. It helps mobile communications firms - also known as operators - to accommodate large increases in mobile broadband traffic and reduce the per-bit costs of network operation.1.8 GHz is the radio frequency at which the installed deployment functions. Movicel’s LTE deployment is the product of a commercial contract with Huawei, a Chinese multinational networking and telecommunications equipment and services company, signed in February 2012. Under this contract, Movicel has deployed a LTE FDD 1.8 GHz network in Cabinda, the most productive crude oil region in Angola. The network was commercialised in May 2012.

A future-oriented operation According to its future-oriented network developing blueprint, Movicel is providing mobile broadband services with a downlink speed of up to 100Mb/s across the entire country. Its roll-out began with the highvalue and dense urban areas, including the capital Luanda. The business plan is to complete a step-change approach to the country’s network, to meet areas of demand for high-speed, high value telecommunications services - with a particular focus on enterprise communications. According to Mr. Yon Moreira da Silva Junior, CEO of Movicel, the move to integrate LTE technology is aligned with the booming economy of Angola, driving a demand to provide a leading service, comparable with global standards, that will support further socio-economic growth. A significant factor is speed. LTE networks offer astonishing data connectivity speeds for the population - and in Angola’s case is aimed specifically to foster the economic inclusion of the young population through digital inclusion. “Movicel is doing its share to pave the future of Angola and Africa with this stateof-the-art communication infrastructure,” said Mr. da Silva Junior. “It will remove the

gap between Northern and Southern hemispheres networks.” Network access for network solutions LTE may have to sit alongside previous communications standards, wherever in the world it is deployed. Telecommunications firms such as Movicel rely on implementation and operation of radio access network (RAN) technology to enable management of the varying technologies serving their customers. Key to the Movicel deployment is Huawei’s RAN solution - SingleRAN, a single radio access network platform that offers significant operational cost savings for mobile communications enterprises that have to manage multiple technologies. Based its analysis of its customers and communications traffic, Movicel adopted from Huawei a SingleRAN solution to meet subscribers’ demand for both voice and data under different technologies across a single radio frequency. This is a highly efficient mode of operation, which may be expected to deliver significant cost-savings. “The joint effort of Huawei’s office in Angola and Brazil ensures the best resources to deploy this challenging and passionate project,” stated Mr. Andrew Ge, CEO of Huawei Angola and Mr. João Pedro Flecha de Lima, SVP of Huawei Brazil. ■

Supporting public sector decentralisation Held on 5 and 6 July 2012 at the Law Faculty of Agostinho Neto University - a public Angolan university based in Luanda - the Second International Workshop on Decentralisation promoted the theme ‘Local Authorities and Development’. Organised by the Centre of Excellence (CPPPGL) in partnership with the Ministry of Territorial Administration, the seminar was supported by the United Nations development Programme (UNDP). Speaking at the workshop, the Minister of Justice Guilhermina Prata highlighted the benefits around the discussion of the decentralisation process so that the Angolan executive can move forward without making the mistakes already verified by other

countries. She said that the Angolan executive intends to collect the experiences of other countries that are already practicing the decentralisation process in order to avoid mistakes that others have committed. The collected experiences will be included into the relevant legislation. This woud also allow setting the best suited model to Angolan legal reality. For his part, the UNDP Deputy Country Director for Programmes, Olaf Juergensen stressed that decentralisation and local governance are now seen as key levers in the fight against poverty, social exclusion and gender inequality, lack of access to public sector services.

Key points addressed at the conference table included energy provision, and specifically opportunities for oil and gas extraction, processing, refining, and product supply. with respect to Angola, oil revenues have been particularly important, contributing to the continuity of stable political administration by the MPLA (People's Movement for the Liberation of Angola Labour Party/Movimento Popular de Libertação de Angola Partido do Trabalho), which has governed for more than three decades. Mozambique's profile is 'emergent' in nature, with greater reliance on donor finance. However, continuing stability and growth may come from a variety of forms of mineral extraction, in addition to gas.

Oil and gas in Angola The north of Angola has traditionally borne most exploration investment, but newer initiatives have seen exploration undertaken, notably by Sonangol and Total, in the south of Angola. Entry by less established companies, as by small-to-medium sized petroleum enterprises, is and may continue to be restricted by the scale of upfront investment capital required. The legal frameworks and financial considerations for large-scale projects like Mozambique, Angola bears a legal heritage in its historical association with Portugal. However, there are distinct differences to European environments. Issues to consider, with respect to investment frameworks, include fresh legislation for implementation of public-private partnerships (PPPs), using contractual models for more habitual structures. Much work remains, in both countries, beyond principles and basic structures,

frameworks in the future, driven by the need to develop infrastructure and commerce internally, and to comply externally with such financial strictures as applied by supranational bodies such as the IFC.

but dialogue in both nations is progressive. A key concern is that there is yet to be a clarification with respect to risk, and the matter of whether majority risk is to be borne by private sector investors, and the conditions applicable to risk are or might be. The exploitation of natural resources is, as might be expected, subject to a clear concern in this matter - particularly so, since there is an additional consideration with respect to clarity of governmental accounts, and particularly in Mozambique, where the investment framework may be considered less mature than Angola's. The concepts and practices that may be associated with PPPs are new to both Mozambique and Angola. PPP engagement and structures are worked out on a case-by-case basis in both countries - and the emphasis on financial and legalistic aptitude is, at least, clear - with promising prospects for the evolution of pertinent

The culture of commercial and economic advancement As is the case with Mozambique, the priorities for Angola, with respect to the development of a culture of commerce for economic advancement, primarily include investment in mining, petroleum, infrastructure, and agriculture. Concessional credits are available to the investment community. There are concerns with respect to building in the concept of local content requirements into the law. However, it may be noted that Nigeria offers an example of a nation where local business generally took what may be regarded as an inordinate period to benefit from foreign direct investment. The basic template for raising finance needs to consider local content as well as export potentials. Local supply, typically, exceeds local demand, and so the structure of risk in relation to performance requires at times extraordinary sensitivity in Mozambique, where the legislative framework is less sophisticated than Angola's, but the resource portfolio is demonstrably greater. There is a real risk of a funding gap, as the Eurozone crisis affects foreign banks, and local content rules may actually prove unhelpful to those attempting to ameliorate such strictures. What models change or are introduced to address this issue remains to be seen, but caution was a watchword at Agenda Africa this year, if with a measure of optimism borne of financial and legislative progress undertaken and in prospect. â–

here has emerged, within the context of African financial systems, a fresh impetus for inclusion enabled by technological developments that would have been foreseen by only a select few innovators even five years ago. low steaming has been adopted by the world’s shipping community since 2007, and has intensified in focus. The engines in the world’s fleet were built to run constantly at full load, which is typically not the optimal operational pattern now. This constitutes challenges to the operators in order to maximise the performance and competitiveness under these new market conditions. Fuel costs are the driving factor with a huge majority both of those who have not implemented engine retrofits or upgrades, and of those agreeing that it is the overriding reason for adopting slow steaming.

ercedes-Benz Commercial Vehicles Centurion recently delivered seven Actros 3344S/33 trucks to seven owner-drivers of CocaCola Shanduka Beverages SA’s owner-driver programme. It was a proud moment for Shanduka managing director, Mr Mlu Mathonsi, when the drivers were handed the keys to their Coca-Colared Actros trucks. Mr Mathonsi has been the driving force behind the programme for the past four years. Shanduka’s owner-driver programme aims to provide assistance to previously disadvantaged drivers in Shanduka’s employ to start their own businesses. The owner drivers boast increased self-confidence and have grown on a personal and business level. They have gained the respect of their communities and are now recognised and admired as capable business people. “The previous owners of the Coca-Cola bottler, now managed by Shanduka, had an established relationship with Mercedes-Benz and we have decided to continue the association,” says Mr Mathonsi.

An optimal design for solar cell sites Software developments to support improved planning and optimisation of photovoltaic plants

A

newly developed software system improves and accelerates the planning process for photovoltaic facilities built in open spaces. Such power plants have to be customised in line with the given terrain, weather conditions, customer requirements, and the types of solar modules to be used in them. PVplanet (PV Plant Engineering Toolbox) from Siemens generates hundreds of different plant layouts within just a few seconds. It can also analyse conflicting planning objectives such as electrical output and costs, and the effect they will have on one another. As a result, the software reduces planning times by around 80 per cent as compared to the common process to date of creating individual layouts and comparing them. Siemens Energy has been testing an initial version of PVplanet since April 2012.

More cells to convert sunlight The share of electricity generated by photovoltaic power plants on roofs or in open spaces is increasing. Installed photovoltaic output tripled worldwide between 2009 and 2011 alone. The solar cells used in photovoltaic plants convert sunlight directly into electrical energy. Planning large facilities is a very complex process, however. For example, if you spread the solar modules far apart, you can reduce the shadow each module will cast on the others, thereby increasing efficiency. This causes a problem, however, because increasing the distance between modules means fewer installed modules and thus less overall output. Planning engineers therefore have to make technical and economic compromises for a large number of parameters, while still meeting customer requirements regarding aspects such as

minimum output or cost limits. In order to make this planning easier, Siemens Energy and the Fraunhofer Institute for Industrial Mathematics (ITWM) have developed the PVplanet planning tool, which simultaneously calculates the cost and potential output of a large number of possible designs and then identifies the best solution. The software is based on mathematical algorithms specially developed by ITWM, as well as the wealth of experience Siemens has in designing solar power plants. Engineers who use the software initially enter basic conditions such as topography and weather. After that, they select module and inverter types and can also alter or limit parameters like angles of inclination, service access ways, and component costs. The software uses the results to calculate the electricity production costs and thus the potential profitability of a given facility layout. â–

Greener properties with renewable energy As fossil fuel energy costs rise, renewable energy technology is becoming increasingly viable, particularly for property development

I

mproving sustainability and reducing the environmental impact of properties has become an important issue over the last few years, particularly within the commercial sector, due to a combination of social and economic pressures. Internationally, laws around carbon emissions are driving businesses to become more environmentally friendly or risk facing large financial penalties, and this combined with the ever increasing cost of energy using fossil fuels is accelerating progress towards creating and maintaining greener, more efficient buildings and properties. There are many ways of doing this, including looking towards alternative renewable energy sources and the far easier option of simply incorporating a few changes that can improve energy efficiency and significantly reduce energy consumption. In South Africa, while we currently do not have any legal requirements around carbon emissions and reducing carbon footprint, this is likely to come into effect in the near future. With the national energy provider having to hike up the cost of electricity due to supply and demand challenges, organisations and property owners in South Africa are following the international trend of reducing one's carbon footprint and are beginning to examine renewable energy technology as an alternate source in order to improve sustainability and drive down costs. The reality of renewable application Renewable energy technology itself has evolved dramatically over the years, and while it currently remains an expensive option due to lengthy return on investment (ROI) times, as fossil fuel energy costs rise and technology matures it is becoming an increasingly viable option, particularly for new property developments. Solar energy is a real possibility for South Africa, given the amount of sunlight experienced throughout the year and the large number of buildings that have the potential to be efficient solar collectors due to their large roof footprints. Solar geysers are also becoming increasingly common, replacing one of the most energy-hungry devices in both commercial and residential properties. Wind power is another renewable energy technology that can be used to good effect in the country, as wind turbines can either be connected into the grid or used to charge batteries and supply electrical energy to buildings that are not connected to the grid. There are many more renewable energy technologies, such as landfill gas power, hydroelectric power, biomass energy which creates renewable energy from plant and animal waste and geothermal energy, as well as options for reuse and recycling such as grey water irrigation systems, all of which can be used to decrease the carbon footprint of properties. However, while these technologies are available now, the cost of implementing them has proved prohibitive in the majority of

cases. The major driver behind the move towards renewable energy will always be financial, and until these solutions become more viable in terms of payback times and return on investment they remain out of reach for the majority of property owners. While renewable energy technology may not currently be financially viable, the first step in reducing carbon emissions should always be to reduce and optimise current energy usage. Working with a consultancy to audit energy usage and examine areas where improvements can be made now and in the future is vital for reducing carbon footprints, meeting carbon reduction targets and ultimately preparing buildings to take advantage of renewable energy sources in the future. The reality is that wasteful energy consumption will further hamper the feasibility of adopting green power, so becoming more energy efficient now will not only lower energy costs, it will pave the way for renewable energy sources to be harnessed. Making buildings more efficient now, which in many cases is financially viable, will ensure that they can take advantage of renewable technology in the future and harness the benefits of reduced energy usage now, including lower utility costs. Connecting pipes for Tuareg agriculture The commitment by pump and valve manufacturer KSB to support ‘Les Puits du desert’ (‘Wells of the Desert’), a project run in Niger by a French non-governmental organisation

N

owhere else is water more precious than in the desert – a fact which is known only too well by the nomadic Tuareg people, who live in the Sahara and the Sahel region. To provide them with support in this arid area, pump and valve manufacturer KSB has committed itself for three years to the project “Les Puits du desert” (in English: Wells of the Desert) run by the French aid organisation of the same name.

Close contact has existed between KSB and “Les Puits du desert” since August 2011. Most recently, the two parties signed a partnership agreement at the 6th World Water Forum in Marseille, France.

New sources from a new partnership KSB is providing a total of 45,000 euros via its French subsidiary in Paris for the construction of wells in Niger. Tapping new water sources will help Tuareg settlers to irrigate their fruit and vegetable fields at the edge of the city of Agadez. The water from these wells will also be used to supply a girls’ school and a hospital. Under the programme, up to 400 additional wells will be created in the desert along the walking routes of the nomadic Tuareg.

Community projects “Les Puits du desert” was founded by the French woman Christel Pernet in the year 2000. Four years later, the organisation joined forces with the association “Tidène” founded by Mohamed Ixa, who himself is a member of the Tuareg community. KSB is an international manufacturer of pumps, valves and related systems for use in a wide range of applications. The group employs around 15.000 people and has a presence on all five continents, with its own sales and marketing companies, manufacturing facilities and service operations. KSB supports a range of aid projects, in particular projects that help children and young people. ■

SIMA at BATIMATEC T

he SIMA group of Spanish companies, which has 40 years of experience in the design and production of light construction machinery, was present at BATIMATEC 2012, the 15th edition of the international exhibition of building materials, construction and public works, which was held in May in Algeria, at the Algiers Exhibition Palace The organisers of BATIMATEC 2012 recorded the participation of 544 Algerian and 488 foreign companies from 23 countries - including Turkey, Italy, France and China. Spain had its own exhibition hall, which housed 47 companies. In this context and bearing in mind these figures, David Vílchez, SIMA Manager of International Sales for Europe, Asia and Africa remarked, “We attended this event as part of our policy of expansion and development in the Algerian market. We simply had to be present at the most important exhibition in the region.”

Alexis Morales, Manager of French-Speaking Markets at SIMA, points out, one objective at this fair was to complete the training of sales representatives and technical staff working for dealers, “in order to provide them with greater professionalism as regards SIMA and its products”. Thanks to its presence at BATIMATEC 2012, SIMA has secured a number of important deals.

Algeria, a strategic location Algeria has become a location of particular interest to Spain, due to its geographic situation and the strong economic growth in the last five years (approximately 3.4% on average). From the SIMA perspective, David Vílchez points out that “although 2012 started slowly, we are now seeing the pace and volume of sales beginning to pick up”. The country is the object of heavy investment and is undergoing a process of modernisation that has led to growth in the building sector. The Algerian government’s Five-year Plan for 2010-2014, which allows for total investment of 212bn euros, will see the construction of two million houses - 1.2mn of which will be delivered in the next five years and other infrastructures, such as schools, sports complexes, hospitals, health centres, etc. There has been a slow start to this year, but that is attributable to delays in a number of public tendering processes. ■
