The Government of Germany has supported the development of Bangladesh since 1972. The German Development Cooperation (GDC) is actively involved in financing and implementing projects in order to support the social and economic development of the country as well as to increase the coping capacities of the most vulnerable people and communities. They are also aiming to improve the resilience of urban areas and ecosystems. On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), GDC is implementing projects through financial cooperation (KfW) and technical cooperation (GIZ). Beginning in 2014, the GDC focuses on three priority areas: • Energy efficiency and renewable energies • Rule of law, good governance and human rights • Adaptation to climate change in urban areas Through German expertise, particularly in the area of renewable energies and energy efficiency, Germany extensively supports Bangladesh in reforming the energy sector. Improving the energy efficiency includes financing the construction and rehabilitation of the second largest gas power plant and substantial investments into the expansion and modernization of the transmission and distribution system. Energy-saving lamps and energy-saving parboiling systems are being promoted and introduced in the rice milling industry and as well as many other industries. Germany also cooperates with Bangladesh in tackling the challenges in the field of good governance. These activities include working with the government on a comprehensive prison reform, the implementation of social and environmental standards in the textile industry and projects aiming at enabling civil society participation and the support of local government authorities. To support Bangladesh’s cities and its inhabitants to become more resilient to climate change, the new priority area “Adaptation to Climate Change in Urban Areas” has been established. The first project within this area began in Khulna City focusing on climate resilient urban infrastructure improvement for the poor. Upcoming projects will support the mainstreaming of climate change in both national level and local level planning. The first batch of selected cities will benefit from improved urban planning practices to meet strategic climate change adaptation needs. GDC is also implementing natural resource management projects which focus on the improvement of specific ecosystems, biodiversity, and the adaptation to climate change in Bangladesh. Furthermore, GDC is working on disaster risk management and reconstruction, the promotion of resilience at a community level, and on the support of flood protection infrastructures in coastal areas. Germany is supporting Bangladesh’s health sector through a five-year joint program and is involved in defining and setting up sustainable mechanisms of health financing. In Sylhet, GDC focuses on sexual and reproductive health as well as family planning. After a longstanding and successful cooperation between Bangladesh and Germany in the health sector, Germany’s engagement is coming to an end in 2017.

An innovative partner for the global challenges of tomorrow The wide range of services offered by the Deutsche Gesellschaft fßr Internationale Zusammenarbeit (GIZ) GmbH are based on a wealth of regional and technical expertise and on tried and tested management know-how. Since 2002, when GIZ established its International Services department, GIZ has been offering the international market needs-oriented, business and development services powered by its many years of experience and outstanding specialist knowledge. Governments of partner countries welcome those services and commission GIZ International Services with own budget funds. The largest client, served by GIZ IS, is the European Commission in Brussels and its delegations in different partner countries. Other key clients include bilateral donors, the government of Saudi Arabia or India and private companies. GIZ IS is represented in Bangladesh through the GIZ Dhaka Country Office and its different projects in the country. Besides its traditional tender business, GIZ IS focuses in Bangladesh on direct acquisitions with public and private actors placing significant emphasis on the fields of private sector development, TVET and responsible business.
We are an integral part of KfW Bankengruppe. Our 580 personnel at headquarters and about 180 specialists in our local offices cooperate with partners all over the world. Our main client is the Federal Ministry for Economic Cooperation and Development (BMZ). More than 58% of the capital we provide on behalf of the German Government to development cooperation originates from funds raised by KfW. This capital does not just benefit our partners worldwide, because we are much more than just an ordinary bank: Our financial know-how is matched by our long-standing development-policy expertise. The women and men who work with us bring their know-how from diverse disciplines to bear every day in dialogue with our local partners, but also in advice to the German Government. We support development and climate protection projects worldwide over the long term with our extensive development experience. We attach special priority in our work to environmental and climate protection, financial sector development and the water sector. We support the use of renewable energies and programmes for raising energy efficiency. We promote programmes and projects in water supply, but also sanitation and waste management as well as ecological transport schemes. We advise partner countries in developing viable financial systems and support them in effectively integrating advanced financial sectors into international capital markets. We also help them with expert advice in setting up microfinance institutions and development banks. With these programmes and projects, we contribute to the sustainable improvement of the conditions of life of the population and to environmental and climate protection. Furthermore, we continioulsy evaluate and publish program results and success rates. An estimated 80 % of KfW-funded projects are considererd to be successful.
Deutsche Investitions- und Entwicklungsgesellschaft (DEG) mbH, a member of KfW banking group owned by the German government, is one of the largest European development finance institutions for long-term project and company financing. For the last 50 years, DEG has been financing and structuring the investments of private companies in developing and transition countries. DEG’s aim is to establish and expand private enterprise structures in developing and transition countries, and thus create the basis for sustainable economic growth and a lasting improvement in the living conditions of the local population. DEG provides long-term finance for private companies in emerging countries in the manufacturing, infrastructure, finance and agricultural industries. With total asset of 4.8 billion EUR, DEG is Europe’s major development finance institution for the private sector in Asia, Africa, Latin America and Eastern Europe. DEG has been active in Bangladesh since 1981 and has financed 26 companies with a total of 292 million EUR in the form of equity and long term loans. Among these, DEG was a founding member of IPDC and IDLC. The current DEG portfolio in Bangladesh stands at 178 million EUR financing companies in the power generation, finance, textile, pharmaceutical, and telecommunication sectors. Besides financial and economic viability, DEG gives high priority to positive developmental impact, international environmental and social standards as well as good corporate governance of the companies financed. DEG’s portfolio companies are substantially contributing to the economic development of the country. Furthermore, DEG provides grant funds for projects such as international certification of Bangladeshi textile and garment companies; improvement of ship recycling sector as well as compliance systems for seafood exporters. DEG’s representation in Bangladesh is through the KfW Office in Dhaka.

“Thanks to the One Stop Service Center, now I know where I can receive services, and I know which services the municipality provides. I know where to get birth certificates, my water bill, citizens’ certificates. I can go to one place.” Ms. Akter Jahan Mone, Citizen Jamalpur Pourashava Jamalpur Municipality has significantly improved its service delivery for citizens with the establishment of the one-stop service center by the help of the GIZ supported project “Good governance in urban areas”. The Paurashava was able to earn more than 3 Million BDT through the centerwhich covers the operational costs of the center with some surplus. More than 88,000 citizens have been helped so far in the first 18 months. Furthermore, 84% of all citizens are highly satisfied with the service delivery from the One Stop Service Center.

I didn’t know that before.” Shahid, a smallholder who waters his fields with the KfW financed solar irrigation pump. Given the energy crisis and rising petroleum prices, farmers in Bangladesh need an alternative energy source for irrigation. KfW finances Solar Irrigation Pumps which allow cultivation 365 days a year with zero emissions.

“If the paralegals hadn’t been there for me, I would have had to stay in prison for longer. My parents were not able to get me out of prison; they could not afford a lawyer.” Jafor Elias Monir, ex-prisoner who was arrested on the basis of ‘suspicion’. He was in fact innocent, and the paralegals helped secure his release.
As part of the “Improving the Real Situation of Overcrowding in Prisons” project in Bangladesh, paralegals are helping the police, prisons, lawyers and the courts to work together and improve the justice system. In this way, paralegals bridge the gap between the judicial system and prisoners. Their work helps speed up proceedings and secure the release of innocent prisoners, including women and children. This results inminimizing the case backlog and reducing prison overcrowding. Additionally, they inform prisoners of their rights through organizing legal aid workshops, and sit on Case Coordination Committees, local bodies comprising representatives from all institutions within the criminal justice system. © GIZ BD

“The constructed embankment will protect us from the floods. It’s now easier for us to go to our work places.” Sharif, Slum-dweller in Khulna. KfW supports the people of Khulna City by improving climate resilient transport infrastructure of the poor, which are excessively exposed to the effects of climate change. Green design concepts are incorporated in all the sub-projects. As climate change adaptation measure in an urban area it is the first of its kind and has the potential to be replicated all over Bangladesh.

In Bangladesh it has financed a garment factory of Dulal Brothers Ltd. (DBL) which is now considered a role model for environmental and sustainable compliance. As of today, DBL has won many international awards for sustainability.

The initiatives of the German Government helped to establish the first Orthotics & Prosthetics School in Bangladesh based at CRP. CRP is working withpersons with disabilities for over 35 years in Bangladesh from 1979 till 2014. GIZ on behalf of the German Government is supporting CRP to run the first Orthotics & Prosthetics School in Bangladesh. The German Government made funds available to support the Rana Plaza Building collapse victims and their families, and CRP is one of the partner NGOs of GIZ. German Development Cooperation is also providing assistance with professional income generating training for Rana Plaza victims. This will help them to start new careers within or outside the garment industry.

“I was able to open a shop in the German Market in Sirajgonj. For my future, I feel confident now. ” Abir, is now owner of a little shop in a KfW financed market. With the “Second Urban Governance and Infrastructure Improvement” project, KfW is financing the construction of the three-storey German market in Sirajgonj, with each floor having more than 100 shops. By doing so it improves citizens’ perception of urban environment, municipal services and the overall quality of life.

Star Product : Mini Fire Brigade (Rapid Response Team) Project : Promotion of Social and Environmental Standards in the Textile Industry With Mini Fire Brigades we are able to respond to both industrial fire and building collapses, to keep fires within narrow limits and save lives until additional firefighting units enter the scene. A Mini Fire Brigade – that is a ten person crew with one vehicle that is staffed 24 hours a day. This makes sure to respond professionally within the critical first 10-15 minutes after the fire has been detected or the building has collapsed. In times where is no incident, staff members are responsible for the regular training of factory fire teams and for advising factory managers in terms of fire protection.The Mini Fire Brigades are not meant to substitute existing fire fighting forces but to support them. The project will be operated through a Public-Private Partnership (PPP) approach with the participation of Bangladesh Fire Service and Civil Defense (BFSCD) under the Ministry of Home Affairs from government side while the DBL Group, will act as private partner. © GIZ BD
Star Product : Paralegal Advisory Services to accelerate the release of prisoners Project : Improvement of the Real Situation of Overcrowding in Prisons Paralegals bridge the gap between the judicial system and prisoners. They support the justice system by accelerating the release of prisoners, particularly women and children and other under-privileged groups. The condition is that their detention is excessive, illegal or otherwise unnecessary. Paralegals are helping the police, prisons, lawyers and the courts to work together. This is how they can reduce prison overcrowding. Paralegals advance the modernization of the Prison Directorate so the service functions more effectively. They also conduct legal aid Clinics to inform prisoners and their relatives about rights. Furthermore, they sit on Case Coordination Committees. Some inside views into the KfW activities
Star Product : Immunization Campaign 2014 Project : Health, Population and Nutrition Sector Development Programme The Measles-Rubella Vaccination Campaign 2014 ensured universal coverage of the national immunization program in the country. Launched in 2014, it was the biggest ever child vaccination campaign in Bangladesh’s history to eliminate measles, control rubella and maintain its polio-free status. The Measles© Thomas Kelly Rubella Campaign targeted 52 million children aged nine months to 15 years over a period of three weeks. A total of 67,900 vaccinators and 241,000 volunteers were designated to immunize the children in 900 fixed immunization sites, 170,000 schools and 120,000 community outreach sites. The campaign has become a model in the world and has successfully contributed in the reduction of infant and child mortality and helped achieve Millennium Development Goal (MDG) 4. The vaccines are financed through the multi-donor trust fund that German Financial Cooperation (FC) amongst other development partners, contributes to.
Star Product : Prepayment Electricity Metering Project : Energy Efficiency Programme III The prepayment electricity metering system is a very simple as well as user © KfW friendly alternative to all conventional electricity meters. A smart meter, which has an inbuilt disconnection device, is installed in the consumer’s house. Similar to the process of recharging a mobile phone with a prepaid card, the consumer is able to buy electricity in advance by paying at any of the selected vending units. The consumer has the full overview about energy consumption and remaining balance on the reader. So people can calculate how much they consume daily and for how many days the balance amount lasts until they will have to recharge it. This system is completely hassle-free: consumers don’t have to keep copies of past bills and any kind of manipulation to the meters has been made impossible. As a survey of Power Cell confirms customers are highly satisfied with their new prepayment electricity meters, not only because of the new transparency, but also because of the improved maintenance.
