Old Fort on landslide alert Matt Preprost editor@ahnfsj.ca Old Fort residents are on evacuation alert as engineers assess a reactivated landslide that has once again destroyed the only road in and out of the community. The slide, first started in 2018, reactivated June 18 and has moved a further 100 metres toward the Peace River and destroyed 150 metres of road as of press time. “The ground movement has created difficulty for the Ministry of Transportation (MoTI) to maintain the road in a safe and passable condition, and the likelihood, duration, and speed of continued ground movement is unpredictable at this time,” the regional district said in an alert. There are around 150 residents living in Old Fort, who have been told to shelter in place. A plan is being developed to determine how long they will be able to do so, the regional district said. On Saturday, Charlie Lake firefighters were going door-to-door in the community to canvass residents on their preparations. Around 13% had planned to evacuate on Sunday. The Old Fort lookout at the south end of 100 Street remains closed under evacuation order, though there were half dozen people there Saturday morning, including tourists, observing the slide and the nearby Site C work site upstream.
A rain storm June 14 to 15 drenched Fort St. John with more than 56 millimetres of rain. Reactivated cracking and movement extends 100 metres upslope, and the toe of the slide may be as much as 120 metres below the road, according to early geotechnical reports. The transportation ministry has called this a “slow-moving landslide” and says crews and construction equipment are on site. The landslide at the end of September 2018 measured more than eight million cubic metres, and destroyed one house, several utility lines, and the road. The slide was caused by a failure in the bedrock at the head of the landslide, where a gravel quarry had been operating on the hillside above the community. Old Fort residents were ordered to evacuate their homes for more than a month at the onset of winter. It hadn’t seen much slippage since, and the transportation ministry has been monitoring for movement through a network of 10 sensors placed throughout the debris. At its peak in 2018, the slide was moving 20 metres, or 65 feet, in a single day. Last August, it was reported that most recorded movements had been less than one centimetre per day, though several properties have remained on evacuation alert. Resident Elaine Smith called the recent developments upsetting, and did not plan to leave. There’s been little information given thus far to
residents, she said. “So many of us feel like we have PTSD,” Smith said. “It’s brutal. This just isn’t healthy.” In November, the PRRD hired Tetra Tech to conduct hazard assessments of the Old Fort and Buffioux Creek areas, to “determine future development requirements and examine whether emergency alerts and evacuation orders should remain in place.” At the time, board chair Brad Sperling said the province still had not finished its investigation of the slide, and that it was withholding information from the regional district, and releasing highly redacted information requests to the media. The PRRD filed its own freedom of information request in January seeking all reports related to the landslide. The province refused to release them, saying disclosure would be harmful to law enforcement. That response baffled Sperling, and the PRRD has requested a review from the province’s information and privacy commissioner. “What does that even mean?” Sperling said a board meeting April 9. “I’m really kind of confused about their response to this.” Tetra Tech, meanwhile, is expected to finish its assessments of the hillside in June. Ottawa reviews vote to remove chief Matt Preprost editor@ahnfsj.ca The federal government says it is reviewing a council resolution from the Blueberry River First Nation to remove Marvin Yahey as its chief. Indigenous Services Canada says it received the council resolution on June 15. The resolution is being reviewed to determine whether the federal government will record a change in leadership. “Indigenous Services Canada reviews a Band Council Resolution when it is received to see if there is any action required by the department with respect to the recording of leadership information,” the spokesperson said. “While ISC has no role in custom elections, the department can provide funding to a First Nation to support facilitated discussions in the community to resolve disputes.” Around 40 members attended the June 10 meeting, held by councillors Robin Ewaskow, Troy Wolf, and Shelley Gauthier. They passed the resolution after receiving a petition from more than 200 members, and said their attendance constituted quorum. Yahey has called the vote “illegal” and “undemocratic”, and says he remains chief. He did not attend the meeting, nor did councillors Sherry Dominic and Wayne Yahey. In a statement released June 16, Yahey says four councillors are required for quorum.. “I deeply regret that members of our community continue to spread false rumours about this matter, which is directly harming the in-

terests of our Nation and putting important initiatives and negotiations at risk,” Yahey said. Meanwhile, two dozen Blueberry members have chained the doors to the band’s office in downtown Fort St. John. They are calling on Yahey to accept the council’s decision. “What the people are doing here is they’re standing up, they’re staying united. We mean business, we’re not backing down,” said Judy Desjarlais. “This is our right, to elect our officials. It’s not their right to sit there as leader. It’s a privilege to lead a nation this big. And when you lose confidence of the people because of zero transparency and accountability, and you don’t have over 200 members backing you, you don’t have nothing.” “We ain’t moving forward, we ain’t leaving here until he decides to give up his fight.” Coun. Ewaskow, who chaired the emergency council meeting,
says members have lost of confidence in Yahey for allegedly acting contrary to the band’s bylaws. Ewaskow said members have expressed ongoing concerns about conflicts of interest, band finances, lack of disclosures, and COVID-19, of which there was a small outbreak in the community in April. The three councillors say they have also been excluded from meetings, and unable to get simple documents such as agendas and minutes. Those themes continued to be raised by those who took part in the protest in Fort St. John. “To be a leader, you got to be fair to everybody, whether you’re Beaver or Cree, or what colour you are, or what language you speak,” said Malcolm Apsassin, a former councillor and chief. “As long as you’re a band member, you’re there together as a family, that’s just the way it is in community. As a leader you don’t divide people for your own benefits.”
