Legislative Fly-In 2008 by Christine Sagan, ANP The third annual Nurse Legislative Fly-in to Juneau was the biggest yet. Fifteen nurses from around the state joined together for the Fly-In February 25-26. The luncheon reception sponsored by the Alaska Nurses Association hosted over 50 people including legislators, aides, nurses from Juneau and student nurses.

SB 28 Passes Senate, Falls Short in House Hospitals Lobby to Kill SB 28 Banning Mandatory Overtime for Nurses Publicly state they don’t require nurses to work forced overtime By Pat Senner, ANP Senator Bette Davis sponsored SB 28, which banned hospitals from forcing nurses to work mandatory overtime, capped the number of consecutive hours a nurse could work to 14 and required a 10-hour rest period between worked shifts. The bill successfully made its way through the Senate (17-3) and the House HESS Committee. The Alaska Nurses Association sent nurses to Juneau on several occasions to lobby for the protection of patients and nurses: with your help the bill made it further than any previous effort. Our lobbying effort in the last week of session generated more than 75 calls and a large volume of email. We were one committee away from a floor vote and had a strong majority in the House (picking up nine
cross-sponsors) for a vote if SB 28 had made it to the floor. However, as a result of intensive lobbying by hospitals, the bill was killed when it was kept from having a hearing in House Finance. At one point the hospitals had no less than nine lobbyists working against the bill including the Teamsters and the Tribal Health Consortium. During hearings held on SB 28 hospitals repeatedly claimed they do not use mandatory overtime and want to maintain their flexibility in meeting their staffing needs. For the last four years, the Alaska Nurses Association has lobbied hard to pass legislation banning the practice of using mandatory overtime as staffing tool. When we first started this effort the use of overtime to staff was rare, but as the nursing shortage intensifies the practice has become more common each year. The hospitals have shifted from using mandatory overtime to mandatory
