WELCOME to the Albany Activity Guide’s new section, City News! We have expanded the scope of this guide to share more information on City programs and projects and highlight recent accomplishments. Our goal is to share more information with you about your city, service offerings, and what we can do together as a community. Message from the City Manager A heartfelt hello and best wishes to our Albany community! Thanks to you, we continue to weather the COVID 19 pandemic uncertainties and have grown stronger together. As evident by the data tallied on the Alameda County Public Health website, covid-19.acgov.org, Albany is one of the most proactive with over 80% of residents being fully vaccinated. We are thrilled to welcome you back in-person to City facilities, while also adhering to our safety obligations including masking indoors. We have implemented a number of innovations to help make city services more accessible, including the ability to schedule appointments online at www.albanyca.org/appointments. We are also looking forward to getting back in the groove with community events in a paced and safe way, including the re-introduction of this Recreation Guide which is sent out citywide to all members of our community. The Guide has been refreshed to include more information on key City services and programs as well as new initiatives underway in a variety of departments. We hope that this guide finds you staying well and encouraged, and please take some time to pursue all the service offerings we are dedicated to providing our Albany community. A well-functioning sanitary sewer system is an essential part of any municipal infrastructure. Sanitary sewers are responsible for safely transporting wastewater to treatment facilities. If not managed properly, wastewater can contaminate groundwater, increase risk of waterborne diseases, and negatively impact ecosystems. Albany's sewer system is comprised of approximately 34 miles of pipeline. Albany has been one of a number of Bay Area cities required by the USEPA in recent years to complete periodic rehabilitation and replacement of aging sewer pipeline in an accelerated timeframe. Albany is currently in compliance with these requirements, with 5,226 linear feet of sewer pipe replaced in 2020-21 alone. Since the inception of the program in 2014, Albany has replaced 45,684 linear feet of pipeline in need of repair - or 8.7 MILES of pipe! Public Works also performs periodic filming and flushing of sanitary sewer pipes to ensure pipes are maintained in good repair and that any issues are caught and addressed in a timely manner. This helps prevent larger issues that may result in the need for more expensive and comprehensive rehabilitation. Albany's sewer program is made possible and funded exclusively by sewer fees collected as part of the City's annual property taxes.

Sidewalk Repair Program In 2016, the Albany voters approved Measure P1 – the Sidewalk Parcel Tax. This tax helps fund repair of damaged sidewalks to improve the safety of our sidewalks. Public Works implements sidewalk repair projects in phases throughout the City. To date, sidewalk repairs have been conducted at over 200 locations. The next phase of repairs is scheduled for Winter/Spring 2022. For more information and updates visit www.albanyca.org/sidewalkprogram.

Community Development Housing Plans for Albany The City is in the midst of developing two important plans for the future of housing in Albany. The first is preparation of a “Specific Plan” for San Pablo Avenue. The proposed plan will result in zoning changes intended to increase the vitality of San Pablo Avenue, allowing new mixed use housing developments and ground floor commercial uses. Cost of the preparation of the plan is funded by grants from the California Department of Housing and Community Development. For more information, visit www.sanpablospecificplan.org. The second major planning initiative is preparation of a new Housing Element component of the City’s General Plan. Pursuant to State Law, every city in California is required to have a plan that shows how each City can meet its Regional Housing Needs Allocation (RHNA). As widely reported in the news, the RHNA that each City needs to plan for has increased dramatically. This important document will address not only the location of future housing development, but also affordability and social justice aspects of City housing policy. SAHA Affordable Housing Project
Accessory Dwelling Units, or ADUs, provide additional housing and an opportunity for homeowners to generate additional income or accommodate extended family housing opportunities. To learn more about ADUs, contact the Community Development Department or visit www.albanyca. org/adu. Recent changes to state laws and local regulations make getting City approval easier than ever before.
In Fall 2020, the City Council approved agreements with Satellite Affordable Housing Associates for the development of a 62-unit affordable housing project at the corner of Washington Avenue and Cleveland Avenue. Since City Council approval, SAHA has been working on securing grants and financing required for construction. Progress is being made, and it is hoped that construction of this critically important project will begin late in 2022.
Graduate Student Housing Project In July 2021, the University of California Board of Regents approved the design of a new student housing project to be built in University Village at the corner of Jackson Street and Monroe Avenue. The project will provide 760 bedrooms in 289 apartment-style units targeted to single graduate students without children. The project is expected to begin construction in 2022 and open to students in Fall of 2024.
540 San Pablo Avenue In October 2021, the City Council approved the plans for a major new mixed use rental housing project at the site of the former Albany Bowl. The City Council’s action approved the design of a project with 207 units of housing, including 21 units of affordable rental housing, and nearly 6,000 square feet of ground floor retail space.

Albany Fire Department Preparation and communication key to faster and safer evacuations Be Ready to Evacuate
Stay Informed
Disasters happen, and Albany is working to be prepared. Albany residents should always be ready to evacuate rapidly if needed. This can be done by packing a go-bag filled with essentials, practicing evacuating with your household, and staying alert during fire weather. Always keep your phone on and with you during a Red Flag Warning. Put go-bags by the door and back into your driveway so it will be easier to get out quickly. Visit ready.gov for more disaster preparation tips and resources. What is a “go bag” anyway? Go Bags are a collection of essential items that you can take on-the-go if you need to leave in a hurry. These bags have less supplies than disaster supply kits, which stay at home, so you can store items that would be too heavy to take with you. AC Alert
Zonehaven
AC Alert is the mass notification system for Alameda County.
In the event of an emergency, evacuation warnings or evacuation orders may be issued for impacted areas. The City is a member of Zonehaven, which provides information that can be targeted to specific areas. These notices are issued for a “zone” with an evacuation status. Zonehaven provides evacuation resources and information to help residents stay informed, prepared, and safe.
Those that sign up will receive the latest updates on evacuation orders and warnings in Albany. AC Alert can provide notifications over phone, text message, and email.

Albany Police Department Register your security camera with the police department
Albany Police and our community: Park & Walk Program
Security cameras can help provide critical information to help solve crimes in our community. Please consider partnering with us by registering your security camera with the police department. To date over 40 community members have volunteered for this partnership program. Registration is voluntary and there is no cost associated with registration. Registering your information does not provide the Albany Police Department with direct access to your camera and you may delete your registration at any time. Your personal information will be kept confidential by the Police Department and will only be of need by law enforcement personnel if there is a criminal incident in your neighborhood or in the vicinity of your security camera.
The Police Department initiated the Park and Walk program to walk Albany’s streets and personally engage with the community we serve. This program helps officers and community members build relationships and gives officers a better sense of what the Albany Community needs from their first responders. In 2021 alone, officers have taken part in over 180 Park and Walks, visiting Albany businesses and schools.

City of Albany Neighborhood Services The Neighborhood Services Division coordinates and implements strategic outreach and community engagement efforts to assist community members in navigating City and community services systems by facilitating access to information and services.
Albany CARES Albany CARES offers information, assistance, and referral services to help residents access available resources. This includes information and assistance applying for local parcel tax exemptions and affordable housing, referrals to legal assistance agencies; medical, dental, and mental health programs; utility bill payment assistance; homecare programs; and much more. Albany Project HOPE Albany Project HOPE (Housing Opportunities Expanded) provides outreach, engagement, and housing navigation services to help people who are experiencing homelessness in Albany. Tax Exemption & Renter Rebate Program Every year, eligible Albany residents can apply for parcel tax exemption and/or renter rebate for up to five City of Albany parcel taxes. For assistance call 1(510) 559-4589 or by email at albanycares@albanyca.org.
Neighbors meeting to encourage safety awareness Have a neighborhood concern or want to refresh on safety awareness tips? The Albany Police Department is available to attend neighborhood meetings to talk safety awareness and any other related concerns. These meetings are intended to generate dialogue, provide information and strategies that encourage safety, and build understanding between neighbors. The Neighborhood Services Division is available to help you facilitate your meeting. Rent Review The Rent Review Ordinance and associated rent review program became effective November 2, 2018. The ordinance regulates most residential rental units in Albany and provides a mediation process for qualifying rent increases. New Food Assistance Program for low-income residents Beginning February 4, 2022, groceries and essential items will be distributed on the 1st Friday of each month starting at 10am at the Albany Senior Center - 846 Masonic Ave. Low Income Albany Residents of all ages who have been adversely affected by the COVID pandemic are eligible for this program. In response to the COVID-19 pandemic and the ever-evolving situation, the City of Albany and Albany CERT community are proud to provide Community Emergency Response Team (CERT) hybrid training to help prepare Albany to be as resilient as possible. The hybrid CERT model offers training that is partially online and inperson. The curriculum for the online course covers CERT basics, and also allows a resident to study at their own pace. GREEN NEWS New City Trees Free to Adopt Now is the time to apply for street tree planting. Individual property owners can apply to have a street tree planted by the City in the public right-of-way adjacent to their property. Additionally, as per action taken by the City Council, revenues from the recently approved Measure DD will now waive the costs for adopting a new street tree in the public right-of-way in front of your home (See Resolution No. 2021-102). What are the benefits of planting more trees in our urban forest? Albany strives to be a green City in many ways, including actively taking care of our urban forest. In summer, trees promote energy savings through shading, and in fall and winter the urban canopy helps deflect wind and water run-off, limiting flooding. Trees reduce noise pollution, create privacy, furnish homes for birds, supply fresh air, and offset the impacts of air pollution. Trees also make our neighborhoods more beautiful and increase property values! Additionally, carbon sequestering in trees helps to lower the effects of global warming by lowering ambient air temperatures and reducing evaporation, resulting in a cooler, greener environment. Creating a Carbon-Free Economy
Albany is committed to decreasing greenhouse gas emissions, creating a more sustainable community and local economy, and curbing global climate change. To meet this goal, it is important to not only look at the emissions being released within Albany, but also at the embodied carbon of goods consumed by the Albany community. Embodied carbon is all the emissions tied to production, transportation, use, and disposal of all goods.

When thinking through the best way to dispose of an item you no longer need, make sure to consider reuse and repair, before recycling or disposing of the item. This prevents another item from being created, and thus creating a larger carbon footprint. Not sure what to do with an item? Albany Public Works is proud to partner with Urban Tilth to maintain and restore the City’s beautiful natural areas! This includes multi-year maintenance and restoration of Albany Hill, Cerrito Creek, and Codornices Creek. Urban Tilth is a non-profit based in Richmond, which teaches community members about the relationships between natural ecosystems, food, health and justice, and has many educational programs. This includes a Watershed Stewardship Program for young adults, where exceptional graduates go on to become members of Urban Tilth’s staff on the Watershed Stewardship Field Crew. Since April of this year, the Stewardship Field Crew has worked with City staff in all three of Albany’s natural areas to reduce fire hazards and help native plant communities by mowing grasslands, pruning along pathways and fire roads, weeding around native plantings, and removing invasive plants. In addition, the team installed a job site box at Codornices Creek for storage of tools and supplies for Friends of Five Creeks volunteers. Future work will include trail repair and maintenance, thinning young oak trees, removing excess accumulations of bark and downed wood, and watering and planting of native plants.

Hip-Hop A G E S 5 -7
Hip hop is a high-energy class and an amazing workout that infuses the latest styles of dancing, and other traditional styles of hip hop dance. Hip hop is great for beginners. Classes will encourage students to step outside of the box by bringing their own individual style and personality to the movements.

Taught by Maida sensei, a full time professional Ki and Aikido instructor (since 1978) who is a senior personal student of Aikido master Koichi Tohei (1920-2011), has lived Monastically in Japan for 4 plus years and is an ordained Rinzai Zen priest.

Kids have enjoyed working with wood and learning how to use hand tools in Kids' Carpentry since 1982. Boys and girls are encouraged to develop problem-solving skills while building their own cool projects using applied math and fractions. The kids are also introduced to a wide range of woodworking hand tools, safety, and craftsmanship. Star Wars: May the Fork Be With You!
he Friendship Club is an afterschool oasis where children are nurtured, respected, and create their own community within our walls. Our curriculum is inquiry based and driven by the needs, interests and conundrums of the children. Children are encouraged to make choices, take risks, and spend time to construct their own understandings. Activities are presented to children in an open-ended approach where there is no single correct way to determine the outcome, emphasizing the process not the product. Participants have the opportunity to play inside and outside along with having time for relaxation and homework. New this year we are offering our program at an additional site, Senior Youth Annex (SYA). Marin Elementary students located at Marin Portland and Marin San Gabriel School campuses will enjoy using SYA and Memorial park spaces.

In these 90-minute classes, students will learn a range of asanas (poses) and pranayamas (breathing techniques) that Viji has learned from some of India's best yoga teachers. She has included a few other easy immune system-boosting exercises that could be particularly useful in this time of a pandemic but are not a traditional part of yoga. The class includes the practice of meditation and guided relaxation.
In this painting workshop, experienced artists work independently with water-based paints, drawing, collage and other mixed media. Participants bring their own projects and materials. Students read their own writings to the class for its criticism and evaluation. The teacher adds another voice, pointing out basic principles and approaches to effective non-fiction prose. The idea is to make our memoir writing as vivid and effective as it can be so that it will not be filed somewhere in the dark but will be read and re-read with enjoyment by children, grandchildren, and even by strangers yet unborn. No one is required to read out loud, or to withhold other kinds of writing, which are welcome. We try for a low-pressure, respectful atmosphere in which embarrassing events and deep emotions may be safely exposed.
Would you like to feel in control of your phone, tablet, or even the touch screen at the check-out counter? Touch screen devices are a part of our lives, and this drop-in support group is a place to learn, practice, explore and have fun with your senior peers.
This class provides awareness of aging as it affects driving. It offers participants compensating techniques, and emphasizes defensive practices for drivers age 50 and older. Participants must take both classes to receive their Certificate of Completion, which entitles drivers, 50 and older, to a discount for three years on their auto insurance. Albany FilmFest 2022: Coming in October Submissions open January 15
We’re back!
Join us for the return of Albany FilmFest, a multi-platform, multicultural, multi-voiced celebration of independent short films encourages conversation, community, and connection in the real world. Local filmmakers and youth filmmakers are especially welcome to submit their best work, joining independent filmmakers from the Bay Area and around the world. This year, in addition to our usual eclectic mix of drama, comedy, documentary, and animation, we’re looking for original storytellers and films exploring the issues we face in today’s turbulent world: climate and sustainability, communities in transition, employment, the LGBT+ community, women, and social justice, and more. Celebrating our Year 11 return, we are inaugurating the Joseph Andre McCord Award for the short film that best represents the themes of social justice and racial equity. All categories and genres are eligible. This award is in honor of our friend the late Joe McCord, a long-time supporter of Albany FilmFest who believed in the power of film to change society. Award winners for this honor and Best Film categories are selected by a jury of film industry professionals.

a rt L i n da Wo n g Kanthas: Paper, Thread & Ink December 10, 2021 – March 7, 2022 Opening Reception: December 12, 3-5 pm Albany Community Center Foyer The word Kantha means “rags” in ancient Sanskrit. As a meditative practice, Buddhist monks traditionally pieced together scraps of cloth to make their robes. Early American quilts were made by stitching together old pieces of clothing using a variety of embroidery stitches. The idea of tearing something apart and reorganizing it in a new way is the inspiration behind Linda’s paper kanthas. The colors and textures of the torn paper remind her of trees and landscapes. Once her printed pieces are set in place, she attaches them using various embroidery stitches. These embroidered “markings” add additional texture and color to her work. Creating these Kanthas has become a meditation practice for Linda. They are a way for her to offer gratitude to the natural world around us. MoonJi Pickering Ti m e l es s B e a u t y March 19 - June 13, 2022 Opening Reception : March 20, 3-5 pm Albany Community Center Foyer Moonji delights in common and familiar elements that are sometimes overlooked or ignored and believes that those who see the beauty in common elements around them are able to see the world as a piece of art. This philosophy of hers was influenced by her degree in Architecture Design and it evolved into influencing her choice of mediums and subjects as an artist. She uses Colored Pencils as her main medium and her subjects are nature, animals, and ordinary matters. Drawing upon lessons she learned from designing architecture, MoonJi realized that unique and extravagant designs and features may get attention at first, but can quickly become boring rather than timeless.

Gardening Ocean View Community Organic Garden The Virtual Garden Talk series was established during the pandemic as a fun way for gardening enthusiasts of all levels to gather remotely and learn more about growing and caring for their plants from local experts. This series has provided tips and tricks for growing vegetables, herbs, fruit trees, flowers, house plants, and even pollinators for bee keeping. Dogs in Albany’s Parks
picnic area rentals The City of Albany has four parks spread throughout Albany. Each park offers a different picnic experience, no matter what size or price range you are looking for. Picnic areas have all the amenities (garbage, recycling, compost, nearby bathrooms) to make your picnic fun and enjoyable. More information and our online reservation system can be found at www.albanyca.org/ picnic. Note: Picnic rentals require a $50 refundable cleaning deposit.
MEMORIAL PARK The Memorial Park picnic area is located between two sports fields, the children’s play area and the Albany Edible Landscape Project. Memorial Park has 2 picnic areas, 9 total tables accommodating a maximum of 54 people (6 per table). Each area has reservable time block from 9:30 am-1:30 pm or 2:30-6:30 pm.

The Albany Dog Park at Memorial Park is open seven days per week from 11 am–8 pm weather permitting. Dogs are not allowed on the main ball field.
OCEAN VIEW PARK The Ocean View Park picnic area is located among Albany’s very own Redwood grove and the Ocean View Community Garden with picturesque views of Albany Hill and slivers of the San Francisco Bay. The children’s play area is spacious and features swings and climbing structures. Ocean View Park has 6 picnic areas, 12 total tables accommodating approximately 72 people. We offer two time blocks, 10 am–2 pm and 3–7 pm.

TERRACE PARK Terrace Park has 1 picnic area, 5 tables accommodating a maximum of 30 people (6 people per table). The Terrace Park picnic area is located near two children’s play areas and an open green space. Terrace Park is nestled in the Terrace neighborhood and parking is very limited. The Terrace Park picnic area has two time blocks, 9 am–1 pm and 2–6 pm.
peggy thomsen pierce street park Albany’s newest park is located at 720 Pierce Street and boasts panoramic views of the San Francisco Bay, the Golden Gate Bridge and the Albany Bulb. Pierce Street Park has two play areas for kids of all ages to explore. Peggy Thomsen Pierce Street Park has three smaller picnic tables which are available on a first come, first served basis. Street parking is limited.

The Albany Community Center features a large community room (complete with a commercial kitchen and outdoor patio) with capacity for up to 160 people. The room is equipped with sound and a stage/ dance floor, drop-down projector screen for presentations, and a variety of tables and chairs for any event setup. This room is a very popular place for wedding receptions, parties and banquets throughout the year. The Albany Senior Center is a wonderful place to host a meeting, party, banquet or get-together. The Center has one large room with a kitchen and one small room. Call the Senior Center at 1(510) 524-9122 for availability and a price quote.
Start planning for your Block Party and get together with friends and family. Organizing a Block Party or picnic in the park is a great way to enjoy the warm weather. Block Party fee is $40 (barrier drop-off/pick-up included in the fee) plus the cost of insurance. You can invite the Albany Fire Department to make a presentation about disaster preparedness at your Block Party.
