METHODOLOGY The design guide was developed with a core focus on consultation and engagement with local parties and individuals, across multiple tiers of the identified stakeholder hierarchy. Our aim was to engage both organisations (BBEST, Broomhill Forum), local individuals and user groups (Shopkeepers, school children), as well as spontaneous interactions on the street. This was intended to influence the guides aim and processes to ensure the community’s desires were centermost.

CHARACTER AREA APPRAISAL The character area appraisal seeks to identify and distinguish the key character areas present in Broomhill and discuss what makes the area distinctive. The appraisal focuses on discussing the positive contributions to the area as well as what currently is a negative influence. This is concluded with an architectural photographic survey of the area enabling visual identification of key points raised. One area has been discussed in more depth providing an example for the Neighbourhood Plan and associated design development to build upon. This appraisal discusses in more depth the influence of building frontages and skylines, as well as key architectural features that should be considered when discussing future development.

CROOKES VALLEY Lying to the north east of the Neighbourhood outside of the conservation area, Crookes Valley is characterised by two large green spaces in Crookes Valley and Weston Park, the latter of which contains multiple listed structures including the central bandstand. Weston Park Museum, which includes the Grade II* listed Mappin Art Gallery building, sites at the western boundary of the park. Crookes Valley park contains a large body of water, originally called the Old Great Dam built in 1785, and together with the rest of the ten reservoirs became obsolete by the 20th century. It remains the only one not filled in. Neighbouring the lake the Dam House, built in the 1780s when the dam was being constructed, is currently a pub and restaurant. The other notable development in the area is Goodwin Sports Centre, first opened 1960 and renovated in 2001. Pitches built on top of former water reservoirs lie to the north and south of Northumberland Road. A proposed extension to the conservation area in Moor Oaks Triangle includes Moor Oaks, Elmore, Marlborough and Highnam Crescent Roads. This area of streets has its own special character, due to a unified style, age and type of building constructed. Being examples of mid to late Victorian housing, many of these buildings retain original features such as sash windows, timber doors and decorative bargeboards. 9

HOSPITALS QUARTER Originally a predominately residential quarter, this character area is dominated by the presence of the Royal Hallamshire Hospital (main building completed 1978), Sheffield Children’s Hospital (founded 1876), Weston Park Hospital (founded 1950s), and the Charles Clifford Dental Hospital (opened 1953). The hospitals have since occupied a large proportion of the nearby buildings, lending the quarter a cohesive purpose. The 21-storey Royal Hallamshire Hospital main building towers over the skyline and is the third tallest building in the city, and whose height and bulk cannot be ignored. The Jessop Wing was opened in 2000 and is a modern replacement of the older Jessop Hospital for Women. The four main distinctive blocks of the Sheffield Children’s Hospital can be seen from Western Bank.

RESIDENTIAL SOUTH EAST Glossop Road opened in 1821 and the immediate streets to the north and south were developed with substantial brick built housing from the 1820s by members of the Newbould family. The Mount and King Edward VII school followed in the 1830s. Though originally a residential area, in current times there are only a few dwellings with many former houses in use by the hospital, university of other office uses. The Rutland Hotel is a major presence, highly prominent at the junction of Glossop Road and Broomfield Road as an amalgamation of several Victorian villas. Four large buildings dominate the townscape: St Mark’s Church, The Mount, King Edward VII school and the Royal Hallamshire Hospital which lies outside the conservation area. School grounds, St. Mark’s Crescent and numerous roadside trees contribute to the spaciousness of the character area but Glossop Road, Newbould Road and Clarkehouse Road are dominated by traffic and a noisy atmosphere. Watson Road, Broomfield Road and Beech Hill Road for a quiet enclave containing old and new development. Mount View is a focal feature on the left ascending Glossop Road, dating from 1840 with a classical frontage of three bays with the central one brought slightly forward and given a pediment.

RESIDENTIAL NORTH EAST The boundary for this character area occupies the north eastern extents of the Broomhill Conservation area, and despite including some notable large houses, predominately exemplifies the houses of those at the lower end of the social scale of 19th central Sheffield. In relation to the rest of the conservation area, this is an area of high density, with the terraces mainly dating from the last quarter of the 19th century. The area is primarily residential with several houses in multiple occupation by university students. Whitham Road is a busy road into Sheffield, flanked by small gardens and few areas of green space, with a notable exception the recreation area beside Parkers Road car park. The garden of Pisgah House, open space to the west of the chapel in Whitham Road and large gardens of nos. 33-45 Parkers Road function as ‘breathing space’ within this dense, close-knit 19th century development.

COMMERCIAL CORE Encompassing the parts of Fulwood Road, Whitham Road and Glossop Road that contain the commercial core of Broomhill, the shopping and commercial centre that has been present since the mid 19th century. The historic character and appearance of the centre has been diluted with substantial 20th century infill and replacement building and distinctly modern shopfronts, advertising and traffic management measures. No. 210-220 Fulwood Road (the north side, 1836) have since been replaced by a nondescript 1970s shopping parade. The row of shops betwen The Mount and Broomhill Tavern date from 1878. Fulwood Road, between the junctions with Manchester Road and Nile Street is level and wide, with the new shopping parade set well back, enabling ‘herring-bone’ car parking to the front. The opposite 19th century development is three storeys in height and is built of brick and stone typical of its period and type. The Fox and Duck (refronted c.1930), the York (which smoothly turns its corner) and the HSBC bank (1911) stand out along the south side of the road. Three storey developments with ground floor shop fronts continue down Glossop Road. On the other side of the road is Pegasus House, a modern multi-storey office block. The Whitham Road junction is characterised by an abrupt drop in scale from three to two storeys, and as it progresses the shops on the north side turn into more residential.

RESIDENTIAL NORTH WEST Compared to the haphazard layout and curving roads of the rest of the conservation area, Taptonville Road, Lawson Road and Sale Road are uncharacteristically straight and parallel. The area contains southerly views over the Fullwood Road buildings to and across Porter Valley. Beginning at Taptonville Road, the area was developed from the 1850s onwards, with Taptonville Lodge dated 1852. The character area is predominately residential while Sheffield University has a notable presense at the northern end of Taptonville Road. Manchester Road is a busy thoroughfare containing two impressive Victorian buildings. Taptonville crescent is one of the Broomhill conservation area highlights and prompted John Betjeman’s 1961 description of Broomhill as the ‘prettiest suburb in England.’

RESIDENTIAL SOUTH WEST This character area contains a mix of residential and educational uses with a generally tranquil atmosphere and numerous trees and well stocked gardens. It is an area characterised by middleclass Victorian detached and semi-detached houses in large plots; at the eastern end of Ashdell Road and Westbourne Road however, there are more modest houses with a higher density. Summerfield, between Ashgate and Ashdell Roads is a formal arrangement of communal gardens flanked by opposing large terraces dating 1870. A third side of this ‘square’ is formed by nos 6-20 Ashgate Road c.1860, a classical style three-storey Grade II listed terrace. Southbourne Road with the lower end of Wesbourne Road was known as Victoria Park and developed from 1854 with a wide variety of villas including work by prominent local architects. No. 88-98 Ashdell Road form an attractive group with long sloping front gardens. No 88/90 closes the views at the top of Oakholme Road. The land between Oakholme and Westbourne Road is occuped by Sheffield University, with Oakholme (a c.1850 grade II listed house) engulfed with 20th century university buildings (Crewe Hall and Stephenson Hall) though a lodge, tree lined drive and listed stone-built stable block remain. Rutland Park is a latecomer to Broomhill, dating from c.1890. The loop of Rutland Park is enhanced by an avenue of roadside trees.

ENDCLIFFE The character area of Endcliffe, lying mostly within the borders of the Endcliffe conservation area to the south west edge of the Broomhill Neighbourhood area. It is characterised by the contemporary additions of the Endcliffe (completed 2008) and Ranmoor (2009) Student Villages, both replacing older student accommodation by Sheffield University. Endcliffe Hall, built c.1865 by local architects is a large mansion and the largest private residence built in Sheffield. Today it is owned by military, housing a base and field hospital. To the south east of the hall, the former lodge to Endcliffe Hall is also listed and is now residential. The area borders Endcliffe and Bingham parks to the south, both popular areas for walkers and cyclists. Residential areas to the south west are characterised by large detached homes with trees lining the roadside. Seperation is achieved by tall hedges rather than the walls characteristic of the Broomhill Conservation area. The north east quarter of the area is dominated by the Hallam Tower a former tower, previously under development as residential units until 2013 when it was placed under sale. It currently stands as a derelict, negatively imposing feature for all of the Broomhill area.
