ALFED calls on government for stronger commitment to aluminium industry ahead of Spring Budget

As a key ingredient for clean technologies like electric vehicles and renewable energy generation, aluminium is vital for the global transition to net zero. Despite the economic outlook for global aluminium for its use in a green economy being strong, domestically the industry finds itself at a pivotal juncture. In recent years, UK aluminium has encountered significant challenges which limits its competitiveness within international markets: namely volatile energy prices and supply chain disruptions aggravated by global conflict, uneven trade policies and increasingly stringent carbon emissions requirements, all compounding to put the UK industry in a difficult situation.

Generally, there has been a real lack of government support for UK aluminium. Indeed, last year’s Autumn Statement announced £4.5 billion funding for British manufacturing to boost investment across eight sectors, including automotive, aerospace and clean energy – all of which rely on a strong UK aluminium supply chain. However, while certainly a welcome measure and a boon for the industry, it comes as too little too late, and we need to see further and stronger mechanisms put in place to protect the resilience and longevity of an industry worth almost £8 Billion of GVA to the UK economy.

Ahead of the Spring Statement, we’re calling on the government to take proactive measures aimed at both fortifying and invigorating the UK aluminium sector. Practically, these should come in the form of instruments designed to stimulate private investments and onshore manufacture to the UK, enabling us to bolster the industry’s resilience during a difficult economic climate and enhance its competitiveness on the international stage.

Moreover, we’re advocating for a recalibration of the regulatory frameworks governing the pricing of carbon. Late last, year the UK’s carbon price fell to an all-time low, both casting a shadow on the UK’s commitments to net zero and compromising our ability to engage in trade with Europe through the Carbon Border Adjustment Mechanism (CBAM). By introducing more stringent carbon pricing regulation and creating levers for raising carbon prices, we can foster a more equitable international trading environment, prevent carbon leakage and advance the climate objectives of the industry.

In addition to addressing economic challenges, it is imperative to confront issues pertaining to unfair trade practices head-on and advocate for a level playing field in international trade agreements. By safeguarding the UK aluminium industry, we can not only protect thousands of jobs and businesses but also strengthen our nation’s industrial base and contribute to economic growth and prosperity.

Without decisive government intervention, the UK aluminium supply chain remains vulnerable to unfair competition and trade tensions – amidst the backdrop of fluctuating legislative landscapes and supply chain disruptions, maintaining clear and consistent lines of communication with the government is paramount. We stand ready to collaborate with

policymakers to develop and implement effective strategies that will secure the future of UK aluminium.

The Spring Budget presents an opportunity for the UK government to demonstrate its commitment to supporting domestic industry. By allocating resources and enacting policies conducive to the prosperity of UK aluminium, the government can lay the foundation for a resilient and thriving economy that will endure for generations to come.

With Houthi rebels continuing to attack UK freighters in red sea, ALFED consulted with the DBT to provide feedback from the UK aluminium industry on how disruptions to the supply chain are affecting the sector. Thoughts below from Tom Jones, CEO, ALFED.

“The rising cost to ship goods across the Red Sea is placing a new strain on the UK aluminium sector. With sea freight companies forced to either divert container routes or else face higher shipping insurance rates, these costs are then passed along to aluminium production and manufacture. We’ve even seen an uptick in hardline behaviour from some shipping companies who demand higher charges once containers are already loaded onto vessels, which damages supplier relations and adds an additional logistical challenge to importing raw materials and goods.”

“Alongside the direct financial impacts, we’re also seeing extended delivery times and in worse-case scenarios the full displacement of goods. One of the largest challenges the industry is facing is that of unknown variables – we don’t know how long this conflict will last, how far it will escalate, or if we’re likely to encounter additional disruptions elsewhere. Aluminium is an industry with extremely complex supply chains and a lot of moving parts, so these unknown factors present significant planning and strategic roadblocks.”

“The blow to finances and operations are severely dampening growth in a sector already afflicted by a shaky global economic climate and with limited support from the UK government.”

One ALFED member confirmed this sentiment, commenting: “Since Brexit, UK aluminium manufacturing has continued to move backwards and, as a result, has very little national resilience.” On the Houthi conflict, they continued: “We do not expect any support from the

government. Historically, the aluminium industry has been on its own and left to manage whatever the world throws at us. Over the last 4-5 years we have learned the hard way the true meaning of resilience.”

Tom concluded with a call on the UK government to do more to protect the industry: “The future of UK aluminium is at a critical juncture, and we need government support to be able to stay relevant and competitive on the international stage. Recent conflict in the Red Sea only serves to highlight the acute lack of resilience that we as an industry have against global supply chain disruptions. ALFED calls on policymakers to take the voice of the aluminium industry more seriously in discussions of international trade, and work with member organisations like ALFED to find solutions which benefit the industry, wider supply chains, and the UK economy as a whole.”

In December, the Department for Business and Trade and the Department for International Trade announced that anti-dumping duties for cast aluminium road wheels imported into the UK from China would be scrapped, while duties for forged aluminium wheels would remain at 22.3%.

Dumping is the process of introducing a product into another country’s commerce at less than its normal value. It occurs when a company exports goods to another country at prices lower than their normal value or lower than the cost of production, often with the intention of gaining a competitive advantage or driving domestic producers out of business. Antidumping measures can be imposed if dumping is found to be occurring, especially if it causes material injury to a domestic industry.

At ALFED, we recognise the requirement for increased regulation to protect the aluminium supply chain from international dumping and the unfair manipulation of the commercial value of a product. It’s disappointing, then, that the Trade Remedies Authority has decided to limit anti-dumping duties to forged aluminium wheels only. The UK has a healthy cast aluminium market, and the scrapping of duties from Chinese exports will likely invite manufacturers in China to undercut domestic prices and dampen UK competitiveness.

Without clear measures to strengthen UK manufacture, the aluminium supply chain in this country could face further unfair competition and trade tensions. In a landscape of evolving UK and EU carbon regulations, supply chain disruptions originating from conflict in the Red Sea, and a generally weak economic climate, the industry needs clear and consistent measures from the government, partnered with open lines of communication with the Departments for Business and Trade, and International Trade.

Failing to properly open a dialogue with the UK aluminium industry could result in job losses, economic instability, frustration, and most importantly a lack of international competitiveness.

If implemented correctly, however, increased anti-dumping measures can help maintain a level playing field for domestic aluminium producers, preserving jobs and economic stability within the industry. By preventing the manipulation of prices, anti-dumping regulations will also promote fair trade practices in the international market and discourage the import of under-priced aluminium, which encourages adherence to environmental and responsible production standards.

ALFED supports the supply chain’s requirement for wider anti-dumping measures to protect the domestic aluminium industry from unfair practices and maintain a sustainable supply chain. Open dialogue and cooperation with other nations is vital to achieve a mutually beneficial global trading environment for the aluminium industry and beyond.

ALFED ESGc Course now live

The ESG-C Course is now live, with a special 2 for 1 offer for ALFED members!

Equip yourself to drive positive environmental, social, and ethical change in your business with the ESG-C Course. The course provides you with technical and legal knowledge about all the different aspects of ESG, with a special focus on carbon emissions and reporting.

The course is presented across three formats – articles, podcasts, and flashcards – and can be accessed at your own pace. Upon completing the course, you will become an ESG-C Officer registered with both the ESG-C Course and ALFED.

Confronting an issue of particular relevance to the aluminium industry, the ESG-C Course provides an outline of the carbon and greenhouse gas emissions reporting processes for UK businesses.

The dedicated module, Carbon Emissions and Reporting, covers the following areas:

• Introduction to Carbon Emissions

• Measuring Emissions

• Legal Reporting Requirements

• Climate Actions for Businesses

• Carbon Offsetting

Within this module, special attention is paid to the introduction of Carbon Border Adjustment Mechanisms in the UK and EU. The ESG-C Course introduces what a CBAM is, who they apply to, and the timelines businesses must follow to become compliant. The course presents the most up-to-date information on the EU and UK CBAMs and will be updated according to developments in both mechanisms.

Completion of the course is achieved through an interview. Each candidate who completes the course will be included on the ALFED ESG-C register (if requested). They will be supplied with all the tools to fulfil a company’s ESG-C policy requirements.

The ALFED ESG-C course is £480pp + VAT. ALFED members can send two employees on the course for the price of one.
