NIGEL JOOREN, JOOST ROBIGNON, AHMED FETAHU, ALGIRDAS RAMONAS, VINCENZO MALLARDO The Delhaize site, the once iconic productive hub that fed the city, has become an isolated administrative center for one of the most famous companies in Belgium. In nearly 150 years since the site was first inaugurated, it provided local employment while a neighborhood was built around it. However, the economy has changed and the site has lost its role as a hub for urban logistics and agro-food production. What is the future for a site? How can it be relevant to the economy of the 21st century? Firstly, the zoning for new urban industry will not easily coexist with adjacent homes. There are questions about the coordination of expectations between regional actors. For example, how can the site respond to the municipality's expectations for another major commercial actor to replace the current jobs on the site? Moreover, the relationship with the neighbors remains questionable - what kind of future will they want and how can this be included in the feasibility phase before it is too late to change the plan? How does this site fit into the sustainability vision of the region? How can we prevent tensions and align visions and interests at this early stage?

POSITIONING WITHIN BRUSSELS In recent years, the area in and around West Station has undergone some radical changes. It will be a new important center for Brussels. All of new projects can be both complementary and competitive with the Delhaize site program. This requires insight into how this site fits into its context in terms of housing market, commercial space and space for new productive activities.
POSITIONING WITHIN THE DISTRICT The Delhaize site is located in Molenbeek in the middle of a residential area. We want to make the site a real part of the urban fabric and anchor it in the environment by letting the historical structures take over. By opening up the area, the residents of Molenbeek get a beautiful part of the city with a unique program where local needs are cen tral. We see the Delhaize quarter as a programmatic addition to the development of the West Station, with a character that is a continuation of an industrial past.
POSITIONING WITHIN THE DIRECT ENVIRONMENT The Delhaize site changes from a gritty industrial estate into a lively commuter area with a lot of attention for sustainability. Within the site we do not want to provide a standard park or green zone, but an eligible working landscape that purifies the polluted soil and tackles rainwater locally, grows together with the area and opens itself up to the neighborhood. We believe it is necessary to atneighbo tract local businesses and initiatives and to offer them a place within this landscape.

SOCIAL ISSUES Molenbeek is one of the poorest and lowest education neighborhoods in Brussels and bears the consequences of poor investments and a lack of facilities. We are convinced that the organization of a city or neighborhood plays a role for public safety and social welfare.
SPATIAL ISSUES The morphology of the immediate area consists of closed building blocks with central private gardens that are not accessible to the surrounding neighborhoods. The houses are considered static, are often too small and are not adapted to the residents. There is a need for a trend break within this ubiquitous building morphology combined with a quality leap for the living environment.
ECOLOGICAL ISSUES The former activities of Delhaize polluted the soil. Moreover, the area is characterized by the mostly hardened surfaces. As a design team we strive for sustainability. Therefore depaving surfaces to create public greenery for the soil cleaning and rainwater treatement is the priority.

COMPATIBILITY Each site has its own morphology, functional composition and appearance that requires a specific strategy. An analysis forms a first assessment framework and makes clear what can and cannot be done. In the case of mixing housing and the economy, it is important to determine a suitable relationship between the two functions. Therefore search must be done into how these can be combined.
THE RIGHT COMPANY ON THE RIGHT PLACE The weaving of the economy into the urban fabric brings clear social value. Along with that concept come questions that need to be solved. It is important to make a socio-economic analysis of the site and its wider environment that would lead to potential activities in the plot. Therefore, it would be possible to indicate earlier which activities are better avoided and at the same time to allow sufficient flexibility. After all, by imposing too strict conditions the site would lose its development profitability or remain an empty space in the city
INTERWINING OF FUNCTIONS Finally, it is important for the housing and buisines to function in a well-considered and appropriate way to each other. Certain activities will allow you to be closely intertwined with residential typologies within the same building volume. Other types of activity require a more separate typology. The quality of the living environment and therefo re the success of the interweaving initiative is largely dependent on this.

GUIDELINES For the project, no fixed plan is proposed, only main strategic guidelines and a spatial structure within which various elaborations are possible. The proposal does not include or exclude developments, but is open to discussion and consultation.
NEW IMPULSES The current monotonous and monofunctional situation ensure little liveliness within the site. Providing a new mixed-use program can reactivate the neighborhood and give it a new impulse.
NEW PUBLIC SPACES Today most of the site is covered in hardened surface. By breaking it up, it would be possible to clean the soil, tackle rainwater and create new green infrastructure.
RETURN TO THE CITY The site is currently closed to the neighborhood and the city. By re-opening the site, providing various axes and public programs, the site reconnects with its environment.
DEFINING IDENTITY On the site there is still a lot of industrial heritage that clearly shows the traces of Delhaize. We strive for a interweaving of new and old architecture, giving the site a new identity.

MAINTAIN INDUSTRIAL HERITAGE A correct balance must be found between contemporary interventions and valuable existing infrastructures. A critical investigation determines which structures must be preserved and which must make room for new interpretations.
CONNECTING THE LARGE PARKS The site is used on the one hand as a connector between two large parks and on the other hand for the new green infrastructure within the area itself. Forms of water buffering are also linked on the axis.
HEART OF THE NEIGHBOURHOOD At this central point we want to focus on greeneries, sustainable water management, meeting and relaxation. We opt for an open and inviting park that is experienced as a place of residence for various actors. 14
FINISHING THE URBAN TISSUE A similar morphology of the building blocks in the area is applied to the site. The facades face the street side, creating a central courtyard garden. This gives us interaction on two sides.
CONNECTING MAIN ATTRACTION POINTS Conecting existing attraction points through the site provides a linear street network. A separation of axis for different types of transportation ensures a safe flow.
ACTIVATE NEARBY SITES The activation of the quarter with different interpretations ensures that different neighborhood poles are connected. The site will form the heart of the neighborhood and connects to other aba ndoned and potential areas.
ACTIVE ROOFS The roofs of the larger plinth volumes are made accessible and fully utilized. This can be done either through energetic or programmatic interpretations such as a public sports field, urban fitness, etc.
FLEXIBLE ARCHITECTURE For the building block we develop a support system that allows different usage patterns in the short and long term under the influence of organizational and/or social changes. This ensures social and architectural sustainability.
COLLECTIVITY The roof of the plinth is also regarded as a large collective space that functions as a social meeting place. The greenery can be extended to the facade of the architecture.
MAKER’S SQUARE The public space is part of the makers and production space and can also be given many different interpretations such as event space, market, sports field, etc.
STACKING VARIOUS FUNCTIONS By stacking various functions, a sustainable and qualitative density can be applied within the area. Works / production areas / local food production / etc. are bundled within the same complex.
SUSTAINABLE SOCIAL HOUSES The ground floor of the building blocks is intended for social facilities that are used as common spaces. The upper floors are occupied by inovattive typologies of social housing. Rainwater is collected on roofs and stored in open ponds. 15

We decided that the most important qualities are river curve and it‘s slope, park and nature panoramas. As a result, we offer regeneration that would increase connection with river and park. Improving and adding new public functions increase neighbourhood’s social and economical impact. Other important research part was finding identity of the site. This paper factory is the oldest industrial factory in Lithuania, therefore it‘s original buildings should be preserved and visible, it also should be basis for the design of new, modern buildings. Some of these buildings we decided to use for public functions. What is more, old buildings were built in firm composition with clear axis and landmarks, therefore we designed new buildings according to the preserved situation.

ANALYSIS, CHOOSE PLACE FOR PEDESTRIAN BRIDGE, DESIGN RIVERFRONT, STREET, SQUARE AND SWIMMING POOL WITH SPA ZONE, INTERIOR DESIGN This project analyses history, connectivity, integration, zoning, cultural heritage and potential of Lower Freda terittory. What is more, it talks about pools in Kaunas and Lithuania, their needs, special features and analogues. It analysis World Water Sports Fedderation‘s (FINA) requirements. A new olympic size swimming pool with a SPA zone is designed as multifunctional project, that can host sports‘ competitions, training and various exercises. The SPA zone is for leisure with saunas, pools, baths, there are restaurant and massage rooms. Glass facades creates visual connection between visitors and pedestrians. The surroundings of the building are designed based on the research. Pedestrian bridge extends existing North – South axis of Kaunas city center. Possibility to connect with northern part of the Aleksotas is created. Under the public square the parking lot is designed. It‘s primary use is for the pool, but it also could be used for other buildings, for example, Žalgiris Arena. The profile of H. and O. Minkovskiu st. is designed as sustainable, human-scale street. What is more, green, ecological riverfront is created. It could become opposition for concrete Karalius Mindaugas pr. riverside.

PAULIUS USEVIČIUS, ALGIRDAS RAMONAS The most important part of urban concept is creation of axis between Respublikos and Kranto streets, it‘s connection with building‘s program. The main entrance is saved and highlighted from Respublikos street‘s side. What is more, we offer to create one more main entrance from Kranto street. Worker‘s entrance, underground parking entrance and place where works of art will be unloaded are positioned on the Topolių street side. Next to pedestrian alley we design long entrance hall, that is like interior extension of axis, second axis between Respublikos and Kranto streets. There are more possible entrance between hall and alley, outside terrace for caffeteria and other types of leisure. This kind of connection creates possibility to extend exterior exhibition space and join it with entrance hall, organise events in more flexible way. We decided to save the main mass of existing building, which dictated Stasys Eidrigevičius art center architectural expression. Futhermore we decided to highlight main volume‘s composition with entrance and staircase‘s volumes, relationship with it‘s surroundings.

ROADS Increased usability of pedestrian and bicycle paths creates opportunity to change widths of the roads, making them smaller and using new space for greenery.
PARKING One of the main issues of Ĺ ilainiai is parking. The loop increases use of more sustainable transport, spots for car sharing systems and short term parking reduces the overall amount of cars.
PUBLIC AND PRIVATE Lack of dear distinction between public and private is solved by closing blocks with new housing, greenery or completely opening it to public.

PUBLIC This area is defined by many sports and cultural activities. Building entrances are facing this area. This area serves as main public and leisure square.
PRIVATE In this part three closed courtyards are being created. Newly planned buildings are shaped like stairs to create terraces and diverse facade. Underground parking is built under courtyards.
COMMERCIAL New commercial and office buildings are introduced and existing ones are improved. This area has good accessibility, since it is close to the loop and main street.
FOREST New housing and commercial spaces are introduced on top of the buildings, since this area is located close to the hill with the spectacular view over Kaunas.
