Contemporary cities 2019 The Stadium: An Unfulfilled Project The area chosen for the project is situated is in the north-west sector of Milan and was 90% placed in the municipality of the capital and for the remaining 10% in that of Rho, near the Fiera Milano exhibition center. Various projects have been combined with this area for its redevelopmentafter the Expo ended. One of the first controversies was in the far 2014, even before the start of the international fair. It concerns the two major soccer teams in Milan: F.C. Internazionale and A. C. Milan, along with the municipality. The A. C. Milan company had already proposed a project and a masterplan for the construction of the stadium and an adjacent sport citadel( example in photo ) but the idea was shelved due to too high costs and corporate problems with F. C. Internazionale who disagreed with the idea of moving from the historic stadium Giuseppe Meazza and did not want to reinvest too much money in the redevelopment of the same. The stadium project was soon abandoned and other proposals for the redevelopment of the area arose.
After the fair took place in 2015 all the pavilions were dismantled and remained a million square meters to be transformed in international examples of science parks in three different ways: with part of the areas to be allocated to public centers, others to sell (as for the Galeazzi hospital) and others to rent. Let’s start with this last slice, the one that is attracting more and more companies. In this moment, in fact, to have shown interest to conquer a space are realities, also international, different companies. The bigger one is the Watson Health center of Ibm which negotiated from 2014 with the government to make this place its European reference for computerization in the health field. Same as the stadium, even the Ibm abandoned the idea of centralizing in one place all its offices scattered around Milan and its surroundings due to the cost and the resistance of individual buildings to move away from the present place. Only the Human Technopole is now a reality, but it was accused of inefficient use of the huge funds he was in charge of managing of the 800 million euros of funding allocated in recent years, almost 500 million were not spent. The criticisms at IIT have changed the original plan for entrusting the area to the Human Technopole: since the end of March 2018, with the approval of the Foundation’s statute, the IIT has finished its task.
The Science Park: Galeazzi Hospital and Human Technopole On 12 June 2018 the Galeazzi hospital concluded the purchase of a part of the former Expo area where the new hospital will be built, becoming one of the main buildings of the scientific pole that is coming to be created. “The presence of the IRCCS Galeazzi is a fundamental cornerstone of the Science Park project that Arexpo is already carrying out in the area that hosted the 2015 Universal Exposition,” says Giuseppe Bonomi, Arexpo CEO. “It will indeed be a great innovative structure, dedicated to care and research that will integrate perfectly with the other scientific functions already present, such as Human Technopole and with the academic ones that will arrive in the coming years, in addition to the international companies that have already demonstrated their interest in settling in the area”.
Statale University of Milan: Masterplan, Protests and the Refuse The main controversity regarding the area is surely the one about the scientific pole of the Statale university. The first resolution of the Board of Directors is dated February 3, 2015 and gives the Rector Gianluca Vago the mandate to investigate the hypothesis of the university’s involvement in the use of the Expo areas, orientation subsequently confirmed, in November of the same year, by the Academic Senate. The act that marks the start of a more advanced phase in planning on the Campus is immediately subsequent and is the resolution of the Board of Directors of 19 July 2016 with which, having acquired the favorable opinion of the Academic Senate, the Rector of to demonstrate to the Arexpo Company, owner of the land on which Expo 2015 was held, the interest of the State University of Milan in transferring the educational and scientific activities pertaining to the Departments that currently gravitate to Città Studi and neighboring areas to the area. However , when in March 2018 the Landlease masterplan won the competition, the university and the board of directors were convinced to give the go-ahead for the project as the australian company’s project fulfill all the expressed conditions expressed by the university. Another controversity arose when the new rector Franzini took office in October. “Compatibly with our economic situation the Statale must remain in Città Studi, naturally we must see if we will have the resources for three campuses and not only for two, this is a wish, a desire and a will we see if the circumstances will allow us to take it to fulfillment. Regarding the risk that abandoning the project entails the risk of paying penalties, the rector replied that it is one of the many urban legends: the problem is not the penalty but that we would lose the 120 million already allocated and that the CIPE has already authorized and are deposited with the Lombardy region in the budget of two years ago”. It is clear that the university cannot afford to lose 130 million of housing, it would be a real madness as well as a self-injurious act, said Franzini. It is clear that despite having a good agreement, the current economic situation of the Statale university does not allow long-term projects of such great magnitude in the coming years. Even if the Landlease’s masterplan has already been accepted and have to start in 2024, Statale would lose over a large sum of money the possibility of creating a scientific and educational complex for all students. However the Experia project continues, aiming to build a smart, innovative, self-sufficient, multi-functional district that is well connected to other urban areas, a 360-degree sustainability model that can gradually be extended to the whole city.

THE FUTURE OF THE AREA Walkability Strategy The walkability strategy of Milan Expo can be concluded into “Surface—Line—Spot—Net” structure. Among them, “Surface” means the walking island. “Line” means two main walking avenues. “Spot” means the squares at the end of the avenues and the “Net” means the whole exhibition district. This structure is a mature design which considered people’s need. However,it only try to solve the walkability problem on one layer. If the visitors are numbered the effect of this walkability strategy can’t get very good consequences.
Corruption There has been controversy of this Expo since the beginning. Some citizens regard the Expo as a kind of waste and some people may get profit from it through their power. There has been voice that the government should use the budget on improving citizens lives instead of holding the “party”.
Infrastructure Constitution In order to welcome visitors all around the world. An ambitious plan of improving city infrastructures has been released. Including a new metro line;highway road and reform the city canal.But the enormous construction disturbs citizens daily lives. Construction site can be seen every where in the city. The construction was finally finished until the Expo began.
Job Opportunities It was hoped that the Expo would create hundreds of thousands job opportunities for Milan. 10 billion Euro was spent fo the Expo. On the contrary it will produce 14 billion GDP and 20 million visitors for Milan as well as countless new jobs. However according to some analysis, all jobs provided by Expo are volunteerly or temporarily.Actually not any job opportunities are produced. It left nothing else except debts for citizens after the Expo.
The transformation of Expo The Expo is an transform opportunity for Milan.The original Expo will be transformed into the university and a bio-diversity park. It is another destination not only for Milan but for the region. As a result such a big programmes need some attraction on a very large scale. Although the design of the future is awesome the clock is ticking, however. The programme now is facing the problem that if the big tenant still can’t be secured in recent years, it could become just another empty space.
Lack of Investment The Italian government has committed to invest in the Expo site as part of a strategic initiative for the future of the national economy called the Human Technopole. However,current plans for the Human Technopole are limited to a small portion of the Expo site,only approximately 10%. The future compelling proposals for a broader development requires substantial public and private investment, something that is unlikely to be unlocked in the near future, given the current economic climate.

On June 12, the Galeazzi hospital concluded the purchase of a part of the former Expo area where the new hospital (IRCCS healthcare centre) will be built, it became one of the main buildings of the scientific pole that was coming to be created.
On November 25, a Government decree announced the destination of the area to the creation of the Human Technopole (HT), a national cross-disciplinary research infrastructure focused on Life Sciences, and gives mandate to IIT, in collaboration with main institutions, research centers and hospitals in the territory, to devise a scientific and executive proposal for HT realization.

The Government Decree of 16 September 2016 definitely approved the project and established that two entities, the Project Structure and the Coordination Committee, had the commitment to drive and supervise the activities of the startup phase until the institution of the Human Technopole Foundation within 24 months.
The Italian Parliament approved the “Stability Law” for 2017, establishing the allocation of long-term financial resources to the project. The Coordination Committeeis in charge of providing the Statute of the Foundation that needs formal approval by a government decree. The Project Structure, made available by IIT, supports the operations of HT in the start-up phase until the constitution of the HT Foundation.

On 13 March 2017, Human Technopole and Arexpo reached an agreement on the masterplan that fulfilled the requirements of spaces and the prospective growth of the large-scale international research infrastructure.
The criticisms at IIT have changed the original plan for entrusting the area to the Human Technopole: since the end of March 2018, with the approval of the Foundation’s statute, the IIT has finished its task. With the approval of the Statute and the designation of the members of the Supervisory Board on May 16 HT starts its activities.

There are no longer the initial eight million, which the government had promised. Vago wrote a note explaining that if the money promised by the stability law is not 'reappeared', the Statale will withdraw "with regret" from the event of interest for the Expo area.
Traders, residents and homeowners of Città gathered in front of Palazzo Marino(the place of the urban planning and mobility committee session where the new campus was discussed) They fear the neighborhood become empty, causing business to be lost both for the shops and for those who rent houses and rooms. They explicitly accuse that the movement is "functional" to cover the "holes" of the Expo.
On November 7, hundreds of participants gathered and appealed to keep the scientific faculties of the State University in Città Studi, which took place from Piazza Leonardo da Vinci, where the Town Hall 3 is located.

With 25 votes in favor and 7 against, The idea of the removal of UM is endorsed by the board of directors and the Academic Senate on 6 March. The first Milanese university decided to say goodbye to Città Studi and to "emigrate" to the Rho area.
A few hours before the vote of the Academic Senate, students and workers of the State University had marched from the headquarters of Via Festa del Perdono to express their disagreement with the possible transfer. “The funds are used for the university and for the neighborhood, not to cover the holes of Expo. This money will be spent in concrete and not in education or services, which is what we really need.”

Conclusion To conclude, it can be mentioned that Expo 2015 has been one of the most controversial world’s fairs ever staged in Europe.
