elcome to our new and improved At Home on Cape Cod. You will notice that the magazine has increased in size and now includes features that highlight the best of our region’s builders and remodelers and columns on a variety of issues affecting our constituency. I am thrilled to be working with editor Scott Lajoie, art director Alison Caron, advertising sales manager Dave Ortolani, and Paraclete Press. I invite any and all of you to contact me for more information on how you can be included in the next issue of this beautiful publication (Spring 2019) whether it be in an article or through an advertisement. As publisher of this magazine, I plan to use this space to update not only our members, but everyone about the work and events that are going on at HBRACC. Our mission is to provide education and advocacy and to work on legislative endeavors for our members. That has kept us very busy! This year’s annual events—namely a children’s Lego building contest, a bowling event at the Lanes in Mashpee, and our annual golf tournament—were all hugely successful and will continue next year. I’m thrilled to announce that our golf tournament next year will be held at Willowbend Country Club. On June 19, several board members and I attended the Home Builders and Remodelers Association of Massachusetts’ state board installation. HBRACC past president Matt Anderson is now the state board’s first vice president and is in line to be president next year. Lieutenant Governor Karen

Polito performed the swearing-in duties. In June and July, we also met with Congressman William Keating and attended a roundtable session with Senator Julian Cyr. We also attended lobby day up at the Statehouse and had lunch with Speaker Robert DeLeo. We held two member mixers this past summer at Stonewood Products in Harwich and Global Marble and Granite in Centerville. Many thanks to our hosts! The Smarter Cape coalition has started meeting again and exploring and discussing regulations pertaining to accessory dwelling units (See page 60). I am working with Barnstable County Health and Human Services, Cape Cod Community College, Mass Hire (formerly the Career Center), Cape and Islands Workforce Investment Board (WIB), and the Barnstable County Sheriff ’s department on workforce development. Our task force is exploring the issue of transportation and the need

for jobs in the trades on Cape Cod. Part of this initiative is also creating a program for women in construction. Save the dates for these upcoming events: OCT. 9 We will have a vendor trade show in place of our regular monthly dinner meeting at the Doubletree Hotel in Hyannis, another great opportunity for associate members to show builders their products and services. Please contact Stacy at the HBRACC office for more information. OCT. 18 We are partnering with the Cape and Islands WIB for the 4th annual Residential Construction Career Day, where more than 350 students from all Cape Cod High Schools can visit with 50+ exhibitors. ROE OSBORN has been working as a professional architectural photographer for almost a quarter century. His work has appeared in many national as well as Cape Cod publications. In addition to photography and magazine editing (he is currently an editor for the Journal of Light Construction, Roe is a musician, sculptor, and writer with two books to his credit. His pictures appear in “Soak In the View” and appear on page 34. MARLISSA BRIGGETT is based in Arlington, but frequently visits her family vacation home in Onset. She has for years written freelance stories for Cape Cod and Chatham magazines. Students at the Construction Exploration workshop partnered with skilled tradesmen from Barnes Custom Builders and Lineal Construction to create a custom ramp for a discharged hospital patient who is wheelchair-bound.

RAMPING UP Local students use their construction skills at a 4Cs workshop for a good cause

F

or a week this past July, eight boys and two girls from local middle and high schools took part in a construction exploration workshop sponsored by HBRACC at Cape Cod Community College. Not only did they learn valuable skills from Barnes Custom Builders and Lineal Construction, they together built a ramp to be donated to wheelchair-bound Mashpee resident through Cape Cod Hospital. “They were building something knowing it was going to someone who really needed it,” Tammi Jacobsen, the college’s Director of Workforce Development & Training, said of the capstone project. The students also were tasked with building their own tool boxes.

Cost for the workshop was $299/student, but EJ Jaxtimer and Duffany Builders provided full scholarships for two of the students. Mid Cape Home Center donated tool belts and lumber, Cape Associates provided flat bars, Crane Appliance, tape measures, and Wood Lumber, screwdrivers. Cape Cod Community College hopes to offer the workshop again next year, and work with Cape Cod Hospital to identify a project that would again benefit its patients. HOW IS IT DONE?

Spiraling Hardscape A usually simple design becomes a feat of engineering

O

utdoor showers usually consist of four walls. This one, constructed by Dave Schumacker and Sudbury Design, is only one. Continuously curving, but only one. The spiral design complements some of the houses curves, but it is whimsical feature of a Cape Cod house. The concrete wall was designed through computer-aided design, poured into a curved frame, and veneered with stone, leaving little niches for soap and other shower products. Then a six-inch capstone was constructed from templates made of plywood and affixed as the final step. “It was a first for us, and very difficult,” said Sudbury Design principal Mike Coutu. “But we were very pleased with it in the end.”

Hyannis design firm Mackenzie and Co. uses rattan and bamboo in a variety of rooms

C

asual and durable, wicker has long been a go-to choice for outdoor, porch, and three-season room furniture. But interior designers are not afraid to bring such pieces into other areas of a home. Principal Angela Hamwey has designed interiors in Harwich and Osterville that utilized subtle accents of these

natural materials. Oftentimes, the wicker is used as chairs and furniture, pictured, but pieces can also be used that store pillows and throws and hold plants and other flora. “The natural material and beautiful woven technique adds texture and richness to rooms and can suit many styles, whether rustic, shabby-chic, coastal, or tropical,” says Hamwey.

The story of this Oyster Harbors home involves twin weddings that bookended its origin. The Chicago homeowners were first introduced to Osterville when one of their twin daughters was married in nearby Cotuit. The homeowners, who met in Boston 40 years ago while in college always hoped to return to New England. While planning their daughter’s wedding, they fell in love with Osterville and immediately started looking for their own property. The front façade to this home is a symmetrical shingle-style design featuring classical columns on the sprawling farmer’s porch.

Their new in-laws in Cotuit introduced them to their builder and architect, Gary Souza of Rogers & Marney and Tim Luff of Archi-Tech Associates. Within a year, they found a building site. Five years later, they were happily hosting their second daughter’s rehearsal dinner and wedding brunch at their new shingle-style home. They’ve created the perfect place for entertaining. This past July Fourth, for example, they hosted twenty of their son’s friends with sleeping space for all. They wanted a cozy Cape Cod feel for their family to gather in and they got it, complete with some secret rooms that you

might find in a vintage old home by the sea. For example, a walk-in closet unexpectedly opens up to a nursery. Hallways are hard to find in this home. “I really dislike hallways.” the homeowner explains. She asked Tim to avoid them and he created large open spaces that easily transition from one room to another without the use of hallways. What else did she feel strongly about? “Porches,” she says. “I wanted lots of porches. As many as possible. Tim was afraid too many porches might make the house dark, but he did a great job avoiding that.” She’s right. The home is flooded with natural light. Continued on page 26

Continued from page 23 And there are porches for whatever mood you might find yourself in. There are outdoor living and dining areas with easy access to the kitchen. There is a family room porch with outdoor heaters that allow the family to enjoy gathering outside as late as Thanksgiving. Outside the master suite there is an intimate sitting area around a beautiful stone fireplace. The homeowner happened to be in town when the stonemason was building the chimney and she talks about his workmanship with awe. She says he carefully considered each stone he placed. It’s a soaring example of artisanship with her family’s German coat of arms embedded in bronze above the fireplace. It’s perhaps not surprising that a woman who likes porches also likes exterior balconies. Luff designed three spectacular second floor outdoor spaces to complement the bedrooms. Good architectural projects requires a lot of creativity and collaboration among the homeowner, builder, architect and interior

designer. Some of us look through magazines or Pinterest for building and renovating ideas. Gary and Tim shepherded the owners to many local homes they had worked on to give them ideas and jumpstart the creativity. An aesthetic vision emerged from their visits. The directive from the homeowners was that they wanted something “not fussy, but not plain Jane.” Tim calls the style “transitional,” meaning it’s not traditional, nor contemporary, but somewhere in between. He points out to details like the wall paneling in the dining room; the circular tray with recessed lighting that graces the entry hall ceiling and the heavy, custom built mahogany door that greets guests as they arrive. The library to the right of the entry hall is lined with shelves built from cerused oak, which she had admired in one of the kitchens they had visited. Gary points out the beautiful patina of the wood. “It is ironic that we demolish a lot of homes and save the wood for a patina like this,” he says. Continued on page 30

Continued from page 26 The homeowner wanted a family room and a living room. Both have comfortable couches and chairs in neutral tones with floor to ceiling windows that frame the beautiful backyard and pool area. The living room boasts vaulted ceilings, a beautiful limestone mantelpiece and black steel chandeliers. The entrance to their master suite is close to all the first-floor action but can easily be hidden by pocket doors, offering complete privacy from the rest of the house. They intentionally chose the first floor because they are looking ahead at growing old here. The suite looks out over the

beautifully landscaped yard with the pool and its outbuildings. The “cottage apartment” built above the garage is built with their later years in mind too. If they need live-in assistance, the apartment will provide privacy and independence. The basement is used as often as the upstairs space with a fully-outfitted gym, wine room, and a stocked bar with Cape Cod Beer on tap. Tucked away at one end of the basement is a room with multiple built-in bunk beds, anticipating a growing extended family. While Gary and Tim have provided plenty of reasons to be indoors, this is the Cape so the outside beckons. The lot is pan shaped,

with the pan handle leading down to a fire pit surrounded by Adirondack chairs and just beyond that is the dock and little beach where the homeowners’ toddler grandson likes to keep an eye on the tiny, side-walking crabs scurrying among the marsh grass. The beach is nice for exploring but swimming happens at the pool. Comfortable chaise lounges sit under a pergola which provides dappled light on the pool. Two outbuildings on either end of the pergola have everything you need for a day at the pool—the one side, a pool house with its changing area, bathroom and outdoor shower and on the other

side a screened structure with couches, tables and wet bar. The grill sits nearby. Once you’re settled at the pool, there’s really no reason leave. Sitting at the pool, looking at the shingle style house, you can’t help but think the homeowners have done it right. They’ve made the home their own and the pig adorning the weathervane says this home belongs to a family with humor and whimsy. They’ve set themselves up for extended clan gatherings—weddings, anniversaries, Thanksgivings and other holidays for many decades to come.

Just off the foyer— with its coffered ceiling and its geometric-patterned floor—is a formal dining room.

Looking out over Wellfleet Harbor and Great Island beyond that, Architectural Design Inc.’s newest build on Indian Neck is just more than 4,000 square feet, overlooking the bluff and scrub pine landscape that leads to the town’s famed oyster farms. With cedar shingles and trim, the eaves of the house echo the hulls of galleons that long ago navigated the ever-changing Cape shoals. It mimics the classic captains’ houses with a modern widow’s walk. 36

Peter Haig, a principal at Architectural Design Inc., describes the structure as one of transition; the cedar of the house bringing the woods to the shore, the natural world into the house. “The homeowners wanted to bring the outside world in and the inside out,” said Haig. An integral feature of the house is a contemporary-style widow’s walk made from cedar and cable. The view, the central focus of the house and its design, spans from the flats to the rolling hills of Truro. Walking from the roof deck down through the main living level of the house, you notice that the view flows through the main living area room to room, increasing the sense of connectivity. “These spaces radiate from the kitchen, and the rooftop deck is no exception,” said Haig. “All rooms, if they don’t have a view, at least need to have a sense of the view.”

As with Haig’s design, there was a clear focus on accessibility and informality within the space. It’s meant to be family friendly, comfortable and attractive. “I tried to bring in elements of the Cape without being overly and predictably beachy,” said Tuttle. “We didn’t want to fight its setting, so what you see outside—earth colors, blues, tans, some greens—you get again inside.”

Moving from living space to living space, there is a focus on family. The main dining room table that is for everyday use can be combined with a similar table downstairs to comfortably seat 16. In every area, there is seating to allow relaxation and communication without a feeling of suffocation. Family time here will become important in the coming years. “They have high school-aged kids that are headed off to college,” said Haig, noting the importance of this familial transition being integrated into the design process. The focus on flow and connectivity expands outside to the approach to the house. “One of the tasks as a designer is to give you a sense of making it easy,” said Haig. “A key feature for me was to give a sense of where the activity is. Often the arrival of coming to Cape Cod is a bit of a celebration itself; you’ve weathered the traffic over the bridge.” (Above) The stairs from one deck to another feature the same cable styling that is on the widow’s walk. When pulling into the shell driveway, there’s an immediate sense of where to go, bringing you directly into the heart of the house. “You have a sense of where to go from the living area where you can see a family member or friend arrive,” said Haig. This house promises to be a home, a sentiment that is echoed through the overall design concept. “I hope that it feels varied inside, that there’s different places, from active to cozy,” Haig muses. “We want the house to feel expandable for a crowd without feeling cavernous when it’s a more intimate group.

In the summer, it offers a crisp and cool escape from the sweaty hustle of summer on Cape Cod, and a place to sink into a deep, postsunburn slumber. A

pproaching this house from the road, you can’t help but notice the dominant gable that signals classic American shingle style. It is no wonder that principal architect John DaSilva of Polhemus Savery DaSilva Architects Builders drew his inspiration directly from past relics, like the famous William G. Low House of Bristol Rhode Island. This home’s gable isn’t nearly as long as the Low House’s. It doesn’t have to be. It shares the spotlight with the house’s other forms. Visible is the arrow facing up toward the sky, while the entranceway is situated to the side purposefully. This helps integrate the opposite wing of the house, which is where the first floor master is located, jutting out into the yard and commanding views in 180 degrees. In fact, as you move to that side of the house, the horizontality of the forms there become the focus and the gable’s authority is minimized.

The front door’s porch is surrounded by flattened classical columns, giving the approach to the home a whimsical feel.


The entranceway is framed by two sets of flattened columns, which honor the classical style while giving it a more casual and whimsical feel. Walk up to the door and you can see straight through the house to the water views. The foyer soars up to the second floor. While some houses make the path for a guest to go up the stairs primary, here you have to walk ahead and turn around to start the journey. You then hang a left and follow the roofline on your right to the second floor. Windows surround you: there are a few along the stairs, one looks back into the outdoor entryway and a tiny one looks out a dormer above said entranceway. The stairs lead into a cut-out in the shiplap and there are two similar cut outs that follow, one that looks out over the foyer and one that deposits you on the balcony. The windows, the rooflines, and the cutouts make for so many different angles in this one corner of the house.

If you don’t choose to head up to the second floor, there are plenty of options to explore. Wherever you choose to venture, you don’t just walk through the house. You circulate, according to DaSilva. Running in a circle around a homes solid core can be fun for the kids, but the interior traffic patterns are also developed for adults. Instead of going straight into the family room, you can turn right, walk past the stairs, dodge the coat closet, pass the stairway to the basement and the doorway to the den, and slip through the jog of a hallway—with its rounded walls, a device invented by the great English house architect of a century ago, Edwin Lutyens—to get to the kitchen. You might meet people who have come through one of the side entrances at the garage or side porch, then through the mudroom to the kitchen. You all might retreat to the dining room or family room, while one gets drinks in the butler’s pantry, situated in a spot where it has access and lines of sights to a number of rooms. While the front façade had carefully placed windows to let the shape of the gable speak, the backside is full of windows. The gable is also on the backside, but it disappears into a bank of windows in the second floor master bedroom. The bottom floor has a similar display: the water-facing walls of the kitchen, dining room and family room are cloaked in large windows and central French doors. Overhangs are overstated, much like the column forms. They anchor the house to the ground. In fact, the big bay window in the

street-facing den is set back and covered with such an overhang. The house sits on a beautiful site: flat in the front, and slopes down to the ocean in the back. The first-floor terrace is modest in size. DaSilva and team , including PSD’s in-house landscape architect, Rob Calderaro, were limited by conservation setbacks and chose to devote a good amount of square footage to an infinity-edge pool. The practical retaining wall in the back transforms into a smoother tile face over which the pool cascades. Embrace E-Permitting HBRACC has to work Cape-wide to implement a uniform policy for permitting that includes online procedures and forms.

eventy-five percent of the HBRACC membership when surveyed said that permitting was a hindrance to business. In that same report, 46 percent reported delays in project deadlines as a result, and 33 percent said the status quo led to increased project costs. This is not exclusive to Massachusetts. In fact, a similar assessment in Oregon revealed that construction costs may increase up to 10 percent due to permitting bureaucracy and delays. Different permitting processes across towns on the Cape creates inconsistencies, and builders have to expect to approach each process differently. Such inconsistencies are in: 1) forms and required documentation, 2) code interpretation, 3) fee determination, 4) schedules for inspections, 5) addressing simple vs. complex permits. In order to achieve some consistencies across towns, towns should consider a uniform policy. Such a policy should strive to improve towns’ existing policies. For instance, timing for permitting should start when the permit is received by any of the departments that must review and sign off. Presently, the 30-day limit starts when it finally lands on the building departments’ inbox, which can be weeks or months after the process was started. Forms must be consistent. In one town, a building commissioner said he used the state templates for all of his forms. While far from perfect, he said the uniformity prevents a lot of headaches in the end. Changes in staffing across towns would be included in a uniform policy. It would require: 1) increased hours and more coverage when staff is sick or on vacation, 2) more authority to front desk administration to review and sign off on less complicated permits, 3) better training, and 4) consideration for ‘permit coordinators,’ who are the builder’s point of contact when permits are making their way through each of the departments. Technology should allow us to put everything online and streamline processes. E-permitting is inevitable. Doing everything online would make permitting much easier for all parties involved.

As part of this uniform, Cape-wide policy, we also envision a system similar to the TSA pre-check for builders who qualify in advance. We also see the expansion of the “express permit” for simpler jobs when it is known that there aren’t any zoning or conservation implications with a project or footprint expansion. The manuals for each town’s procedures and consistent directories of who handles what would need to be readily available online as well. This would take some work. In order to understand the impacts of our present situation, we must research the financial impacts of delays from our presents systems. We must reach out to players across the entire Cape and together come up with a comprehensive that leads to understanding the best policy for everyone. Then finally we must establish some formal meetings to facilitate the design process and eventually compose a model policy. Then comes the hard part: the politics of passage. We’ll have to create materials that explain this policy in laymen’s terms through talking points, FAQs, and summaries on a professionally designed and easily navigable web site. Then HBRACC members have to work with advocates within town departments and supply them with ways to convince their peers of the benefits of a new uniform policy. This uniform policy will not pass in all towns at the same time. We must identify towns that are the most willing and use them as models for attempts to pass the policy in towns that may be more hesitant to change. It will take time and some hand-holding might be required. And while advocacy might be a little new to us as an organization, we are in the best position to lead this charge. The benefits of this change would far outweigh the minor troubles we experience in implementing this along the way. Towns will streamline their permitting processes and builders will encounter consistency as we work on projects in different towns. It is a win-win for all involved. Encouraging Production of Accessory Dwelling Units

Improving bylaws concerning these oft-overlooked options would add much needed rental inventory while providing homeowners with an income stream.

ape Cod is in desperate need of more housing. As the economy grows and young professionals are needed to fill jobs in healthcare, professional services, and of course, tourism, smaller units must be created. But traditional options for it—namely large apartment buildings—can be controversial and take a long period of time to build. That is why the Smarter Cape Partnership, a coalition of the leading business, professional, educational and economic umbrella organizations on Cape Cod including HBRACC, have thrown their support behind improving bylaws to make the building and renting of Accessory Dwelling Units, or ADUs, easier. ADUs can be anything from a separate cottage or carriage house on a property to an in-law apartment above a garage or in a basement. Increasing the supply of available ADUs provides more housing options without developing more land or ruining the character of our community. With more ADUs built where appropriate, young professionals and students on Cape Cod will be more likely to stay on the Cape and older residents will be able to “age in place” easier. According to the Cape Cod Young Professionals ‘Shape the Cape’ study, housing availability and affordability is one of the main reasons young professionals either do not locate on Cape Cod or simply leave the region altogether. The current rental market on Cape Cod is just too small, and that lack of supply drives up rental prices. The types of rentals tend to be too big (3BR houses) and expensive for some segments of the population while affordable housing excludes those with moderate incomes, like young professionals, fishermen, and students who may make a decent income but have to spend a large amount of it on student loans or other expenses. Better ADU bylaws would make it easier for homeowners to rent out accessory units on their property. The model bylaw supported by Smarter Cape removes restrictions that create hurdles and disincentives for homeowners. At the same time, it creates design standards, restricts unit size to be subordinate to the main dwelling, and maintains important wastewater, community character, and other regulations. To ensure ADUs are

rented to locals rather than on a short-term basis, the model bylaw prohibits AirBnB type usage. Smarter Cape Cod recommends a one-month tenancy minimum, while some towns such as Falmouth, have incorporated a much lengthier six-month minimum. Accessory units are great option because they create affordability in two categories—increasing attainable rental options and creating an income stream to make a home more affordable for owners. Allowing existing homeowners to create more rental opportunities without adding more bedrooms or bathrooms than allowed under existing zoning strikes a great balance of more units, while keeping the charm and character of Cape Cod intact. One huge benefit is that the ADU adjusts as the homeowner’s situation evolves. At first, a couple might rent out their ADU to a friend to help pay a mortgage. Once they begin a family, they might use it for an in-law or a nanny for childcare purposes. Once the kids leave the house, they might find themselves caring for an elderly parent in that ADU. As they themselves become older, they might bring in their own caregiver to live in the unit or move into the unit themselves as ownership changes hands as a son or daughter moves into the main house with their family. The model bylaw, drafted by the Cape Cod Commission would allow owners to go before the building commissioner and not the entire planning board for a new ADU permit. It would also remove restrictions as to whom you could rent and longterm deed restrictions (while still maintaining a minimum). Members of the coalition supporting these changes include: HBRACC, the Cape Cod Chamber of Commerce, CCYP, Cape Cod and Islands Association of Realtors, OpenCape, Cape Cod Technology Council, and Cape Cod Community College. Falmouth and Truro have already adopted versions of the model bylaw and several other towns are considering it for Special Fall (2018) or Spring (2019) Town Meeting. How to Eliminate the Gender Gap

The facts are clear: Women are underrepresented in construction. Now what?

W

hen discussing the construction industry, there are two realities on which we can agree: It’s a male-dominated field, and we’re facing a labor shortage. In recent years, women have made substantial headway in construction, and the numbers have risen slightly. However, our industry can and must do so much more to attract and retain women. We will profit in a number of ways from having women working in construction; however, with a looming labor shortage, we would benefit from having more talent from which to choose to fill necessary jobs, regardless of gender. Suffolk Construction, a Boston-based nationwide construction company, is trying to bridge the gender gap. Of their 109 employees on their job site for the Seminole Hard Rock Hotel and Casino in Hollywood, FL, 30 percent are women. Project Executive Jessica Chen reports that this “is something very, very special as the norm is three percent. So to have 30 is very exciting.” There are other groups springing up across the country whose focus is on training women and the underemployed, and preparing them for entry into the construction workforce. In Massachusetts, Building Pathways Boston and Taunton-based Building Pathways South offer six-week programs with a goal of 50 percent women. It is a full-time building trades pre-apprenticeship program that will prepare someone to pursue a certified union apprenticeship. While this program is open to residents of Barnstable County, the program being located off-Cape could be problematic for some, but there is a hope that the program can be offered at a closer location in the future. Many experts recommend exposure to future career opportunities when women are young. This is already happening with the growth and popularity of STEM curricula throughout our society’s schools. HBRACC is doing its part to alleviate the dilemma of both women in construction and the labor shortage. This summer in collaboration with Cape Cod Community

College, HBRACC offered a Construction Exploration Camp to students entering grades 7, 8, and 9 and provided a fun, interactive experience in the fundamentals of architecture, construction, and engineering, while raising awareness of careers in the construction trades (see page 15). In October, HBRACC will host its 4th annual Residential Construction Career Day for local area high school students with the intent of showing that there are many different aspects to construction — some are professional and others are skilled tradespeople, some requiring a college degree and some not. But all are viable careers and there are viable, successful businesses here in our local community. This year, for the first time, HBRACC is planning a Women in Construction Meet & Greet, where the female students will interact with women working in a wide variety of construction careers on Cape Cod. There are many different avenues leading to a career in construction, whether from a trade school, an apprenticeship program, after college, after children, etc. Obviously, physical toil is not for everyone, regardless of your gender. I worked in a traditional finance position during the first 30 years of my career. Then in my mid-50s, I found myself changing careers and landed at a construction company. I have been working in construction ever since. The same situation can happen for those in sales, marketing, or human resources—all of which play critical roles in the construction industry. Like me, people can transition into the construction industry at any point in their career. You could explore some options after the kids are out of the house, or need to find a good-paying job after a divorce. Whatever your circumstances, there is a point of entry, and these opportunities likely pay more than the typical service, retail or hospitality jobs. We need to continue the dialogue about this issue. Progress will slow if we don’t act on our ideas and implement the programs that will ease the labor shortage.
