Growing in 2019
T
ogether we are making a difference for our industry and our community here on Cape Cod and beyond. While 2018 was a good year for the association, we are continuing to improve in 2019 with advocacy and engagement. Earlier this year HBRACC signed an MOU with Mashpee High School. This will allow them to apply for grants for funding a curriculum and path to provide trade-focused classes within their curricula. The goal is to add more students to the potential pool of graduates that can feed the future worker needs of our community. Several organizations have helped us understand and take advantage of certain workforce development initiatives aimed at growing the talent pool for our industry. • The Executive Office of Labor & Workforce Development has spoken to us about apprenticeships, particularly grants and funding options for our members who hire apprentices. • Mass Hire Cape & Islands Career Center has shared knowledge about funding for on-the-job training for new hires, and employer benefits for hiring veterans. • Cape & Islands Workforce Development spoke about workforce training fund grants for new and incumbent employees. • The Center for Corporate and Professional Education (CCAPE) has run a number of construction trade-focused education programs for trade workers, as well as administration and supervisory positions in our industry. We recommend that our members take advantage of any new ways to find employees and funding to train them to become productive contributors to their
businesses. There are already several member companies who are taking advantage of this and seeing benefits. Please contact HBRACC office staff if you need specific details. We will put you in contact with the right department. Our 4th bi-annual Blitz Build takes place this year, one of a few hundred that will occur around the country. We are very excited to be collaborating once again with Habitat For Humanity of Cape Cod, this time building a home in Brewster. Our industry has been fortunate to be in an extended period of growth. Membership is up and our goal for 2019 and beyond is to continue to grow membership to 350 member companies. We have more members involved in events and committees, and we are looking to improve overall participation in association activities. We feel that our current activity and events reflect and support the key mission of the association, but we are always looking for new opportunities and are open to changes as the environment changes. With that in mind we will most likely add some form of house tour to the annual calendar in 2020. I believe that all of the most active member companies see benefits—be it in consumer visibility, building knowledge, or camaraderie. We will consider new ways to promote the industry, the association, and our member companies.

Taking the Reins
S
ince joining HBRACC as the new Executive Officer, it quickly became clear to me the impact this Association has on the industry, our economy, and Cape Cod from Falmouth to P-town. Your membership and your participation are what makes HBRACC such a strong organization. For nearly 70 years, members of HBRACC and their talents have molded the Cape into the charming and beautiful place it is today. It is with that same vision, dedication, and leadership that we need to mold the future of the Cape over the next 70 years and beyond. As we are all acutely aware, there is a direct correlation between housing affordability and our workforce—an issue impacting many Cape industries. HBRACC has a seat at the Cape Comprehensive Economic Development Strategy table, collaborating with several industries to chart out a plan for workforce development for decades to come. We have forged partnerships with Cape Cod Community College and Mashpee High School to create internship opportunities as well as possible pathways to employment, with future partnerships forming in the foreseeable future. With decades of hard work and proven leadership, HBRACC members have laid out a solid foundation as to how to enact change. As we look to the future, we need to continue to build on that foundation by advocating for our industry at the local level, whether at planning boards, select boards, or Town Meetings, and at the state level, advocating for legislation that helps our industry. This spring, in particular, a number of towns on the Cape are considering Accessory Dwelling Unit bylaws like Dennis, Chatham, Yarmouth, Harwich, and Eastham—
with some, like Dennis, placing the bylaw on the warrant for Town Meeting. What separates HBRACC from any other organization are the unique expertise, integrity, and quality of our members whose vision and active participation has helped to make Cape Cod an incredible place to live and work. With your help, I look forward to working with you all and for what’s ahead for our association and for Cape Cod. Thank you all for being so welcoming and incredible to work with.

Norton, 2011), and its followup, Salvage Secrets Design & Décor (W.W. Norton 2013). A graduate of Bowdoin College with a B.A. in art history, Susan splits her time between northern Vermont and Colorado. There’s no greater feeling for ABIGAYLE GRATTAN, owner of Chatham-based Grattan Imaging, than being in an inspiring space with a camera in hand. Professionally trained at the New England School of Photography, she photographs everything from tiny cottages to multi-million dollar estates throughout New England. She shot the 1823 captain’s home on Ryder’s Cove recently renovated by the Eastward Companies. A freelance writer and editor currently based in Stoughton, DAN MATHERS spent many summers as a kid in Falmouth, where his article on a BRICC Award-winning home is based. His work has appeared in such magazines as Backpacker, Adirondack Life, Cape Cod Life, Cape Cod Magazine and South Shore Living. An avid hiker and kayaker, he also publishes the Northeast outdoors website NortheastExplorer.com.
LISA CAVANAUGH grew up in Massachusetts and Connecticut and spent most of her summers on Cape Cod. After college, she moved to Los Angeles where she became a Hollywood story editor, producer and writer. Having since come back, she writes for local non-profits and pens stories about the rich variety of lifestyles, occupations and interests of Cape Codders. She lives with her husband in Yarmouth. 18

stablished in 2012, the BRICC Awards are presented biennially to outstanding builders, remodelers, architects, designers, and other housing-related professionals. Featuring over 40 categories, the BRICC Awards encompasses all facets of the residential building and remodeling industries, including sales, marketing, design, and landscaping. From overall design to sustainability, the awards program offers categories for individuals and businesses of all sizes. Awards were presented on Thursday, November 8 at the Wequassett Resort. For three decades, Herb Foster’s house on Cape Cod was an oasis. While he lived and worked in Boston, on summers and weekends he would escape to his property on Surf Drive in Falmouth. There, his small, 932-square-foot house was in an ideal location, across the street from a beautiful beach with breathtaking views of Vineyard Sound. It was a perfect place to watch his children grow and share summer gatherings with friends. After retiring, he made the Falmouth house his primary home. His family grew with the addition of four grandchildren, and so did his number of friends. But a larger family and more friends came at a cost. His Cape house was no longer big enough. He didn’t have enough room for his family all to stay. Gatherings had become cramped. He needed a new place. Moving wasn’t an option; he couldn’t beat his current location.

So Foster decided to tear down his old house and build new. The result is an imaginative, three-level home with an innovative design that provides spectacular views, a spacious, open layout, and several places for gathering with friends and family. It’s a design that also won the house and its builder Longfellow Design Build a BRICC Award for Excellence in New Single Family Home Design and Construction. Foster’s new three-level home is set at an angle to give it an interesting curb appeal and to

maximize views from the house. Its interior layout is open and airy with lots of windows and large sliding doors that allow for plenty of sunshine and fresh air. It seamlessly blends outdoor elements with indoor comforts. The home’s design was very much a collaboration between Foster and Longfellow. When he decided to build the new house, Foster knew he wanted the home at an angle, that he wanted plenty of balconies, a two-car garage, and a lot more space. But there were obstacles

to overcome, not the least of which is his property along the shore is in a designated Federal Emergency Management Agency (FEMA) Flood Hazard area at risk of damaging winds and flooding. One of Foster’s friends suggested he use Longfellow. He said they had lots of experience with special permitting. Foster met with Longfellow owner Mark Bogosian to discuss his vision. After their meeting, Bogosian said he knew exactly what Foster was looking for and would draw up plans. “I came back the next week and there it was on paper. They had taken it to another level,” said Foster. “They exceeded my expectations.” The result is a house that is as much of an experience—and a celebration of living on Cape Cod—as it is a home.

To address the FEMA issues, Longfellow used a raised pier and beam foundation. Concrete piers were set deep, with the piers elevating the home’s foundation about 18 inches above the ground. Given the home’s exposure to the ocean, they used materials made to tolerate or repel the corrosive effects of saltwater, salt air, strong winds, UV rays and moisture. Double-coated, pre-stained shingles provide UV protection, plus they are water repellant and mildew resistant. Additionally, the builders used vinyl windows and composite decking. Longfellow also used a new structural “zip” wall panel system, providing a built-in energyefficient barrier to keep moisture out. With three levels, Foster says the new 3,241-square-foot house provides enough room for him and his wife, plus his two daughters and their families to all stay at the house simultaneously. It has four bedrooms and three-and-a-half bathrooms. The first thing you notice when looking at the house is its many balconies—five in all, each with wire cable railings that give
them a nautical feel. The main deck off the home’s middle level is right outside the kitchen and living area. It looks out to provide clear views of the beach and Vineyard Sound. A spiral staircase winds from the front yard up to the main deck. The attractive staircase was kind of a happy accident. It wasn’t in the original plans, but local officials required Foster to have stairs leading from the deck down to the yard. “It really fits in very well with the design,” says Foster. From the main deck, you can enter the house through large sliding doors that lead into the living room and kitchen. On warm days, the sliders stay open to invite a refreshing breeze and the smell of salt air into the house. The outdoor elements don’t end there. To decorate the interior, Foster chose a palette of Cape colors, with pastel blues, yellows and sea-mist greens. Coffered ceilings in the kitchen and living area have their inserts painted blue. “It’s like bringing the sky inside the house,” says Foster.

The kitchen features an open floor plan, making it easy to host plenty of guests. It has a large island and separate dining area, allowing for plenty of seating during meals. Large windows allow in lots of natural light. It has Cambria Britannica quartz countertops and custom cabinets built by Longfellow. White barn doors on sliders are widely used throughout the house to close off rooms for privacy, or to allow them to be open and seemlessly flow into adjoining rooms. The house has two master suites, one on the second floor and one on the third. Each has its own balcony that provides wonderful sunset views at the end of each day. Another bedroom features two custom-built bunk beds, perfect for Foster’s grandchildren. A guest bedroom features another
balcony, this one looking east and providing beautiful views of the sunrise—a great spot to have a cup of coffee in the morning—while a small fifth balcony extends off a living area on the third floor. On the street level, just outside of his twocar garage, Foster had roughly 700 square feet of covered space that he has enclosed in lattice and upon which he has set up a table, chairs and a grill. It’s a great place for when people want to get out of the sun, escape a fast-moving rain shower, or take a lunch break before heading back to the beach. Foster is also converting an area that was originally designed as a storage room into a second kitchen. “We do three or four big parties every year,” says Foster. “Especially on road race day. We have a big contingency, and we do it up right.”

The house is a gathering place for the neighborhood. Foster says many of his neighbors have lived in the area longer than he has, and for years they have enjoyed getting together at his home. It’s

A Chatham A meticulous renovation of an 1823 captain’s home allows for the family to enjoy views of Ryder’s Cove.
F
or years, longtime Chatham residents Cathy and Richard Morris had admired an old captain’s home on Ryder’s Cove, not far from their own house. “Whenever we happened by, I’d say ‘Oh, I love that house,’” says Cathy, who with her husband used to own several local inns as well as the Rose Cottage furniture store in nearby Harwich. “We had a home down the street which was really more house than we needed,“ says Richard. “We put it up for sale, and it sold rather quickly. So then we wondered what we were going to do.” Fortunately, Bill Marsh, the president and founder of

Eastward Companies, was nearing completion of a substantial historic renovation of the circa 1823 home. “I’ve always enjoyed the challenges of restoring and rehabbing old houses,” says Marsh, who has completed at least twenty renovations over his decades of home building. Marsh’s goal was to take full advantage of the home’s proximity to the cove. “We wanted to bring the whole building closer to the water and give as many rooms as possible a view,” he says. The traditional Cape, once owned by Captain David Crowell and his family, had been moved from its original

The renovation team ended up gutting the inside of the home, while salvaging the original floors, beams, posts and fireplaces, and adding significant square footage through a whole new wing and an extended great room that faces the water. “We had this fairly small Cape that was filled with all these little rooms,” says Marsh. “So we aimed to use what we have available today to support expanses of large spaces, so the whole house can have an open feeling.”
The original footprint is still evident in the formal dining room, former ‘borning room’ (now a cozy den/office) and the living area in front of the working brick fireplace that still has a swivel cooking arm and built-in bread oven. “It’s gorgeous,” says Cathy,” it draws better than any fireplace I’ve ever had. They really knew what they were doing back then.” Builders didn’t have metal angle irons to support the masonry at the fireplace opening. Marsh was able to save the rough rugged piece of wood they used instead and keep it incorporated in the hearth.

This is just one of the ways Eastward Companies integrated the original elements of the home into the renovation. The original doors were refinished and then distributed throughout the home, where they were best suited for use and visual appeal, such as a pocket door in a newly added first floor half bath. The beams have been repurposed for aesthetics, with modern structural elements hidden behind. Marsh explains that a huge piece of engineered lumber stretches across the main room, disguised behind the old wood, which still exhibits the mortice and tenon and the grading of the lumber. Interior posts are also still in place, symbolically designating the stepping off point into the newly enlarged living space. “It’s the way people want to live today,” says Marsh. “We can give specific rooms their own dedicated space, but still make them open to everything else.” The kitchen is new, as is the side wing with two-car garage, laundry room, separate entrance and second-floor guest suite. Even though these spaces are contemporary additions, their design incorporates nineteenth century ambiance, such as refurbished barn doors used for the guest bedroom closet. “They tied this entire wing in so beautifully with doors and beams,” says Cathy, who requested that modern flooring in the great room be replaced with original wood. “The new hardwood

floors just didn’t work for me,” she says. “They had old boards in the barn, so we had them done to match the original floors.” The 1823 house had two floors, but the upstairs now houses additional bedrooms, baths, a sitting area and a laundry room. Marsh again incorporated antique wood, doors and beams into remodeled spaces, while still making the home eminently livable. “Every bedroom has its own bath now and we used glass panels to not interrupt the view, “ says Marsh. The upstairs sitting area features a wet bar, balcony and a gas fireplace, which brings the total number of fireplaces to seven, including the outdoor fireplace that is part of a sunken brick patio area, accessible both from a finished walk-out basement and the exterior yard. Access to the three levels of the home provided Marsh with one of his biggest challenges. “We were never sure where to put the stairwell,” he says. “Originally there was a really steep staircase at the front entrance, then there was a back staircase, then it was over near the kitchen, which didn’t really serve the house well.” Ultimately they moved the staircase to its current location at the far side of the living area, which helped to create a perfect nook for Cathy’s piano. “I said to Richard the only thing I really needed was a place for my piano and my grandfather clock, and both fit perfectly.” In fact, the Morrises were thrilled to find that all their furniture seemed to match their new home

in an ideal fashion. They were even able to squeeze a favorite antique corner cupboard into their small den. “Richard said he didn’t think it would work, but I had my heart set on it and it fit within an inch,” says Cathy. For a furniture maker and dealer like Richard, the precision of the match between space and furnishings was striking. “We had a small dining table made for us in England,” says Richard, “and the fact that it fits perfectly in our new breakfast nook is really remarkable” Over the three years that the Morrises have lived in the home, they have been able to share it with both their dog Ellie and plenty of family and friends, who can spread out in the guest suite or the finished basement. They also appreciate the unique vantage point they have over Ryder’s Cove. Their new master suite, whose dressing area is part of the original footprint of the house, includes great views of the water, even from the toilet in
the master bath. “It’s the best seat in the house, “ jokes Marsh. Cathy mentions how interesting it is to note all the fishing vessels that pass by: “During the last nor’easter, I watched all the boats coming in on their way to Ryder’s Cove, to get out of harm’s way.” Wherever they are in their new home, the Morrises can sense the past while enjoying the present. “It’s historic, but it feels like we are living in a brand new home,” says Cathy. Richard has even carved a wooden sign that reads ‘Crowell’s Nest’ to hang on the original barn that still stands in the side yard to wryly commemorate the original owner. “Captain Crowell plied the waters from Chatham to San Francisco,” says Richard. “And his wife, Mercy Ryder, went with him on a number of trips, which could last four months or more.” Both of the Morrises know how much both Crowells would have relished coming home to this Cape Cod house. NOBSKA LIGHT’S KEEPER A gambrel style home on the famous promontory was built through one of the toughest winters on the Cape

he home sits at the one-mile mark of the Falmouth Road Race, that thrilling spot when over 11,000 runners approach Nobska Light and forget for a moment the hilly start of that race. But for the other 364 days of the year, the homeowners still enjoy 270 degrees of water views. The crew building the house experienced it before the homeowners. As they worked, they had a front row seat to Nobska Light, Martha’s Vineyard, the ferries, and the sprawling beach. They happily watched the seasons change. They watched the wind and sun play over Vineyard Sound. Some hauled fishing rods in their trucks in case the stripers were running. Sometimes at the end of a long, hot day, they’d cross Church Street for a swim at Nobska Beach. “It was a unique project in that regard,” Reihl Mahoney, project manager for Kistler & Knapp

Builders. “Even to have a coffee break or lunch break, sitting and looking out over it, it was pretty remarkable.” Site supervisor Matt Maher adds: “You feel like you’re almost on an island with that panoramic view.” Architect Steve Hart and owners Pat and Patty Burke had worked on a renovation for the Burkes’ first Falmouth summer home nearly 20 years ago. “He knows what we like and how we live,” says Pat. Designing a new home from scratch, however, was a little daunting, admitted the homeowners. “In this case, we started with a beautiful site and the house could take any shape,” says Pat, who recounts piles of design books, ideas on Post-it notes, house visits and many conversations with Hart as they developed a general vision of what kind of house it would be.

The Burkes ultimately chose a shingle gambrel style, in part drawn to it after touring a similar style house Hart had designed in greater Boston. It fit in with their desire to have the home look like it had always been there. Hart says the style is an easy one to adapt a sloping landscape down to the shore. He could create smaller connected sections that more fluidly adapted to the land and add a feeling of whimsy with unique ceiling profiles throughout the house. Then it came time to select a builder. Kistler & Knapp had built that greater Boston home they toured and Hart actually had them build his own home. “We walked through it [the greater Boston home] and knew we found the right combination of architect and builder,” says Patty. “These guys know how to work together.” The team began working on the plans and were set to begin construction in January. However, that winter was filled with record snowstorms. “There were icebergs in Vineyard Sound, multiple storms with several feet of snow,” says Pat. “If they had called us and said, ‘it’s not going to start for another month,’ I couldn’t argue.” But that didn’t happen; the builders weren’t deterred. Although the weather resulted in some work slowdowns, they made the time up to meet the deadline so that the family could move in for the summer, just as planned.

The Burkes are crazy about fireplaces. At one point, they had seven or eight in the works. They ended up with six, including an outdoor fireplace that is a favorite spot to gather. Ask anyone to name other favorite spots and they all mention the master balcony porch, which has its own outdoor shower. Where else can one find a private shower on a balcony with a direct view of a famous lighthouse. The Burkes, who live in Pennsylvania during the off-season, have been vacationing in Falmouth forever. Patty grew up spending summers on the Cape; Pat was introduced to Falmouth while in college when his parents bought a home in town. They met at the Flying Bridge thanks to Pat’s sister who encouraged him to ask Patty to dance. When it came time to get married, they chose the town where they met. Falmouth is in their blood.

The outdoor living spaces feature clusters of columns.
Their generous and fun spirit is represented in the family traditions they’ve nurtured in Falmouth. Take the Thanksgiving Plunge. “On a beautiful, warm Thanksgiving day years ago, my oldest daughter, 7 or 8 at the time, convinced me to sneak away and jump in the water. We came back and everyone thought we were crazy.” But soon, like Tom Sawyer’s paint fencing, more people joined in, and it became a family and neighborhood tradition, eventually raising funds for the Falmouth Service Center. Last summer, a great crowd plunged despite the 21 degree weather and raised more money than ever for the Center. Their home is built for the good times
and you’d expect that from a family that spearheaded a neighborhood Thanksgiving Day Plunge. That being said, Matt Maher says: “As big as it is, it’s cozy. There are nooks for reading a book but you can’t get lost. You can just call someone from another room. There is privacy but you’re never far from gathering spots.” All summer long the home is filled with extended family and friends (same for Thanksgiving and Christmas). Patty is one of six siblings; Pat is the youngest of five. Add to that three daughters in their twenties and their friends from all over. “We built a house for friends and family, especially our children— with room to grow,” says Pat. hen Jan Capasso and her husband Paul were shopping for a builder to replace a small ranch on a great Hyannis Harbor waterfront lot they had purchased, they looked no further than someone quite familiar to them and whom they could trust— the husband of one of Jan’s friends from when she was a young teenager. Jan’s husband is a builder himself in the Boston area and considered building the home himself, but the expense of bringing his own crew down to Hyannis seemed too much of a drain on their resources for his own house, so the couple turned to Rob Warren of Sand Dollar Customs of South Yarmouth. While the home is built within the same modest footprint of the previous ranch, the second story and some custom touches that would not be regularly considered made the house perfect for Jan and Paul. Paul had two requests: A deep water dock so he could have a place for his boats and an extended height garage so he could one day hoist his Boston Whaler above the car for safe and sound winter storage. The rest was up to Jan. She wanted something a little more modern than their traditional home in Weston, but still would fit into the neighborhood’s shingle-style look. The first hurdle was to address the flood plain issue. Luckily, after many meetings over the course of the year, they were able to build eight feet above, instead of 12, the latter of which would have required them to somehow bring the roof down four feet to what they ideally wanted.

The second floor boasts all the best views. There is a master bedroom with its own little kitchenette, so Jan can get her morning coffee without waking the guests in the downstairs master. (And eventually, when the couple moves to the downstairs master, their guests staying upstairs won’t have to bother them.) All three bedrooms have the same views of the water. Jan likes symmetry so each bank of windows, even the ones that service the
small attic over the garage, are identical to their counterparts on the opposite side. The four bunks in one of the middle bedrooms was designed with grandkids in mind, but before the first one came, Jan’s grown children would fight over who could stay in the bunks. Each is outfitted with a nautically styled light, and the switch is right there in the bunk. A hallway runs on the street facing side of the house on the second floor, so all the rooms can be

oriented to the harbor. The first floor is a lovely open floor plan. When you walk in the front door you are immediately drawn to the banks of sliders that face the harbor. The staircase is off to the side next to the garage to allow maximum space to the massive great room. It can be cordoned off in various ways, but Jan has it so the dining room table is set back toward the street opposite the kitchen. If she wanted to, she could easily place
the table closer to the water. The lots in this neighborhood are relatively small, so houses can seem on top of one another, especially if one is built a little higher. Because their back deck looked out over the neighbors’, Rob installed a tempered glass screen along one side of the deck. It does not block light, but it dampens the sound and provides just enough privacy. Continued on page 64

It runs across the center of the house and extends past a second door to the mudroom to an outdoor “wash station” (you can’t call it a shower unless it is plumbed to the septic). Code called for barriers so they opted for clear glass that opened up the view, as well as allowed people to see who was on the deck, from the boat on the dock. “Even with all the salt spray, you rarely have to clean that glass,” says Jan. It is very easy to come up from the dock or beach, take a shower and throw your sandy clothes and shoes right there before heading up the stairs to change. The attention to detail throughout the house is impressive. Bold, crowned wainscoting dominates the walls, beautiful built-ins surround the television and fireplace to display personal
decorative items, and lighting options are cleverly placed either recessed or as decorative chandeliers. All the trim is biscuited to avoid the wood from separating down the line. Jan says Rob deliberated over where lights and light switches should be located. Many other things in a house can be changed over time, but the electrical work is so important to your daily life and it cannot be reworked, you just have to get it right the first time. In the summer time, you can watch the boats sail by lazily from any room in the house or from the deck. The lot is perfectly situated in the curve of the cove so the ferry doesn’t seem so big when it motors by. Jan can signal to Paul if he is at the end of the dock with just a wave. “He got what he wanted,” says Jan. “I got what I wanted. ONE OF THE KEYS TO RETAINING MOTIVATED EMPLOYEES is through thoughtful support of their career goals.
From Cape Associates’ inception, we have been a company providing, encouraging and facilitating advancement of our employees. Former owner and president Michael Cole started here as a carpenter for his father-in-law and then moved into the office to become a project manager, then vice president, then president and owner. He’s not an isolated case. More than 25 years ago, one of our truck drivers started nurturing what is now our home property watch division (in which we offer property checks for many homes and commercial buildings). He also started running small carpentry jobs and is now a vice president, running hundreds of jobs for the services division each year, overseeing $1M-plus in sales annually. Our director of property management started as a part-time administrative assistant, moved into assisting the Home Watch team, and now runs the department. Then there is a carpenter-turned-executive vice president. Once working in the field, he moved into project management, running so many projects that he became, and has remained, one of our top sales people as well as one of our current executive vice presidents and now a co-owner. Not every employee will possess this kind of motivation, and that’s okay. But it’s crucial to nurture and support the talented employees that do.

Retention and internal advancement are made possible because a company realizes its employees as valuable assets. Training opportunities must be frequent—whether it’s bringing in instructors, paying for external classes, or constant on-thejob training and support from co-workers. Regular meetings with management must provide an important platform for each employee to discuss their performance, growth and future goals. Cape Associates is fortunate to be large enough to offer many varied career paths, all under the construction industry umbrella. Employees starting out in the industry, perhaps as a laborer for example, have many options for change and advancement within our company. Someone who wants to learn a different trade has the opportunity to do so while on the job. Moving from carpentry to plumbing or property inspection, for example, is possible. Even within our team of project managers there are many different areas of interest. We have people who love numbers, who are able to focus and develop our use of spreadsheets, templates and software and share their work with the team. Others have engineering interests and are able to take on our most complicated projects. One project manager is also a designer. Sometimes it is because employees knew the path they wanted to take upon being hired. Other times, these paths would not likely have been discussed or even imagined during the interview process. In the latter cases, one must nurture and value the talents that individuals develop and see in themselves over time. The skills and passion any given employee brings to the table can dictate their success at Cape Associates, which, in turn, will help encourage them to stay, because they’re doing something they enjoy and have chosen for themselves. The overall building industry is quite a diverse field, which is why it’s unfortunate to currently have such a shortage of talent nation-wide. It’s a stable industry with unlimited growth potential: Even without a college degree, it’s possible to make a solid career and good money. So nurture the talent you have; it will pay off in the short- and long- term to the bottom line, by building company morale and increasing your output. Our Support for Housing Choices Bill Reintroduced legislation enables municipalities to implement zoning changes more easily and could boost our housing production here on the Cape.

s Tip O’Neill’s famous saying goes, “All politics is local,” and that rings true today as we look at potential state legislative reforms for housing development, further empowering residents at the local level to enact zoning reforms. Governor Charlie Baker resurrected a bill he filed during the last legislative session, the Housing Choices Bill, for this legislative session, which mirrors the legislation the Home Builders and Remodelers Association of Massachusetts (HBRAMA) supported. The Governor asserts the bill would support the production of 135,000 new housing units statewide by 2025. “Today, we have more people working in Massachusetts than at any time in our Commonwealth’s history, and the need for substantially increased housing production—for residents across the income spectrum—is necessary to match Massachusetts’ booming economic growth,” said Governor Charlie Baker. “This legislation is critical, [and] will unlock the potential of our cities and towns committed to responsible growth, development and enacting best practices in sustainable housing production.” Now that newly-elects are sworn in and committee assignments have been finalized for this legislative session, the Legislature could feasibly take action on this piece of legislation. The Housing Choices Bill is a bold step taken by Governor Baker to give cities and municipalities the opportunity to implement zoning changes and best practices by a simple majority vote as opposed to a supermajority two-thirds vote at Town Meeting. Although this legislation does not require cities or municipalities to enact these zoning changes, it enables municipalities to implement zoning changes more easily. Why is this important for Cape Cod? There are a multitude of economic factors that feed into our housing crisis, and there are a multitude of housing factors, like year-round housing options for residents, that impact our regional economy. The state of our economy and our housing crisis are inextricably linked to our region’s vitality. To ensure we maintain a strong

and healthy economy here in Cape Cod our region needs to diversify our housing stock for our workforce, families, young professionals, and seniors. Since a small segment of the overall voter population attends and votes at Town Meeting, getting a two-thirds supermajority vote from those who are able to attend may not always be reflective of the larger community that supports it, but who are unable to attend Town Meeting for one reason or another. Even at upcoming spring Town Meetings across the Cape, there could be as many as five municipalities—Eastham, Harwich, Dennis, Yarmouth, and Chatham—taking action on an Accessory Dwelling Unity bylaw. Examples of zoning changes and best practices HBRAMA outlines that towns on the Cape could implement in addition to Accessory Dwelling Units bylaw are: • building mixed-use, multi-family, and starter homes, • adopting 40R in town centers, • approving Smart Growth or Starter Homes districts near existing activity centers, • granting increased density through a special permit process, and • reducing parking requirements and dimensional requirements, such as minimum lot sizes. The Home Builders and Remodelers Association of Cape Cod will collaborate with state and local organizations to advocate for the passage of the Housing Choices Bill currently with the Legislature as soon as possible. Governor Baker has proven that housing is a priority for his Administration; now we as a community need to do our part by advocating for this bill to our Cape state legislators. If passed, we can then get our members, family, and friends to Town Meeting to pass zoning reforms and best practices in our hometowns’ best interests, because all politics is local. The 2019 Blitz house, a two-story, three-bedroom Cape, will be one of eight affordable homes being constructed in the second phase of a 14-home subdivision, developed by Habitat for Humanity of Cape Cod, on Paul Hush Way in Brewster. This event allows HBRACC members the opportunity to showcase their talents while giving back to their community.
