WEEK

GET READY TO PUT IDEAS IN MOTION

The City of Tshwane has developed a strategic framework for a green economy that supports a resilient and resource-efficient city that creates jobs and stimulates economic growth and sustainable development. The framework follows the City’s long-term development strategy, “Tshwane Vision 2055”. One of the envisaged outcomes of the strategy states: “By 2055, growth and development in Tshwane will be driven by an economy that supports a sustainable, vibrant, liveable and prosperous city, through integrated ecological, social, economic and spatial agendas that promote human and environmental well-being.” With this in mind a set of thematic areas of intervention were defined, from where targeted action in Tshwane is launched. The intervention areas are categorised into low-carbon (mitigation) and climate-resilient (adaptation) action areas. The mitigation actions include: • • • • • • •

reducing emissions from buildings; improving mobility; providing low-carbon mass transport options; reducing waste and encouraging the recycling of material; promoting integrated planning and use of land; improving energy efficiency and developing renewable energy sources; and encouraging the efficient use and management of water and other natural resources.

The adaptation actions include: • • •

mainstreaming environmental priorities and carrying out biodiversity assessments to inform development plans; supporting government public works programmes to incorporate payment for eco-friendly services; enhancing skills and knowledge in agro-ecology;

• • •

enhancing local urban and peri-urban food production for increased food security; providing services and facilities that enable a safe and healthy environment; and enhancing opportunities for improved connectivity, social cohesion and human well-being.

In essence, Tshwane’s transition to a green economy will need investments and contributions from all sections of society. This requires good governance and accountability and strictly enforced policy. Because the economic system must account for social and ecological externalities, the support system for decisions must have adequate regulatory measures. The ultimate aim is sustainable development.

We create chemistry that makes compost love plastic.

Most plastics don’t biodegrade, but ecovioŽ plastics from BASF disappear completely when composted in a controlled environment. Using compostable bags for collection of organic waste makes disposal more hygienic and convenient. Rather than ending up in landfills, the waste is turned into valuable compost. When the plastic bag you use today can mean a cleaner future for the environment, it’s because at BASF, we create chemistry.

We create chemistry that lets cosy homes love windy days.

Wind turbines produced with innovative solutions from BASF can withstand high-speed winds and severe weather conditions. Our products help make the production and installation of wind turbines more efficient, as well as making them durable – from the foundations to the very tips of the blades. In this way, we support the development of wind power as a climate-friendly source of energy. When high winds mean clean energy, it’s because at BASF, we create chemistry. www.wecreatechemistry.com

With the ‘green economy’ as it’s sector, and more business for everyone investing in sustainability as its key objective, Sustainability Week is beginning to come of age, to gain traction, and to attract key like-minded individuals from government departments, companies and organisations. I encourage all participants to engage each other – be curious, seek out solutions, and be open minded. Right here, over the next three days, and at the Youth engagement on Friday, a critical mass of key people within the green economy with gather – and if as a consequence we end up doing more business with each other, then all of our objectives are served, our businesses grow and indeed so does the green economy. I take this opportunity to thank you for attending, and to express an enormous debt of gratitude to speakers, sponsors, partners, and exhibitors. Yours sincerely, Gordon

DEVELOPMENT OF A PROACTIVE ACID MINE DRAINAGE STRATEGY BY THE

INKOMATI CATCHMENT MANAGEMENT AGENCY

A

lthough mining is known to be one of the sectors that contribute a huge percentage to the Gross Domestic Product (GDP) through foreign direct investment, it also has a high negative externality through pollution of water resources. The decant of acid mine drainage in the West Rand as well as potential for decant in the central and Eastern compartments of the Witwatersrand where polluted groundwater has been predicted to rise to critical levels bears testimony to this. The decant of highly acidic mine water to the receiving water bodies is known to cause widespread pollution as well as impact negatively on the aquatic ecosystem or health of the river. To avoid a similar situation from happening in the Inkomati Water Management Area, the Inkomati Catchment Management Agency (ICMA) has initiated a study to develop a pro-active acid mine drainage strategy. The purpose of this study is to determine the extent and number of abandoned mines as well as establish the measures that are currently implemented by operational mines to prevent the migration of acid mine water to the environment through decant. Where shortcomings or gaps are identified, the strategy will propose measures that need to be taken to plug such gaps. The importance of this strategy is that it is pro-active and not reactive. In other words it anticipates possible future decants and problems associated with acid

mine drainage and proposes measures that need to be implemented to avoid that eventuality from materialising. It is envisaged that operational mines will be able to buy in to the study and implement the proposed measures, which will be discussed with them. Where co-operation is lacking, such measures can be instructed through notices and directives for mines to implement. The biggest headache is the abandoned mines, which are the liability of government to rehabilitate and implement measures to prevent or minimise impacts to the environment and more specifically impact to the water resources. The Department of Mineral Resources (DMR) is responsible for this function in co-operation with the Department of Water Affairs. It must be mentioned that DMR is looking at abandoned mines in the whole country and not just in the Inkomati Water Management Area. This makes the prioritisation of abandoned mines for rehabilitation a rather complex process to deal with since it is a national competency. This strategy will play a critical role in prioritising hotspots for purposes of rehabilitation. It will also assist in structuring and focussing the attention of the ICMA on the prevention of acid mine drainage now through inspections, rather than at a later stage. This strategy is mostly applicable to abandoned and existing mines, but for new mines, the ICMA has taken an approach that acknowledges the sensitivity of the water management area. The sensitivity of the area results

from the fact that Eskom, a strategic water user depends on this system for its water for power generation as well as the fact that the catchment has international obligations. Consequently, all new mines in the upper reaches of the Komati River, which have a potential to impact on the Nooitgedacht and Vygeboom dams, are expected to have a financial provision set aside upfront before their licenses are issued for the construction of treatment plants during the operation of the mine or after closure depending on when the need arise. The need is dependent on the period during which decant is expected or predicted to occur. The development of the strategy is at an advanced stage. The first draft has already been submitted by the service provider to the ICMA for review. The review has been completed and the final draft is expected by the end of the financial year or beginning of the new financial year.

SPONSORS CITY OF TSHWANE Welcome to Tshwane, the heartbeat of South Africa. Tshwane is the single largest metropolitan municipality in South Africa, covering an area of 6 368 km². It has 105 wards, 210 councillors and more than 2,5 million residents, and is divided into seven regions. Tshwane is the third largest city in the world in terms of land mass, after New York and Tokyo/Yokohama. Tshwane is a progressive city that harmoniously blends its African roots with European traditions. An interesting blend of neoclassic, Victorian-colonial, modern and African architectural features gives Tshwane a cosmopolitan character. The city is indeed a meeting place of many cultures. Many historic buildings, monuments and museums tell the story of a colourful and often turbulent past. Tshwane is named after Chief Tshwane, who settled here with his followers in the mid-1700s. Early African inhabitants of the area also referred to the area as Tshwane. Tshwane has a diverse and rich natural, historical and cultural heritage. Its warm and pleasant climate makes it an ideal tourist destination all year round. It is also a leader in the fields of manufacturing, technology, electronics, defence design and construction. As the capital of South Africa, Tshwane provides accommodation to more than 100 embassies, trade delegations, consulates and non-government organisations and host most foreign representatives in one city, after Washington DC. This gives it a cosmopolitan flavour. Besides being regarded as the knowledge centre of South Africa due to its impressive concentration of academic, research, technology and scientific institutions, the city is developing into a sports mecca owing to its extensive sports infrastructure and moderate climate. This is why Research and Development has such enormous importance in BASF’s “We create chemistry” strategy. Based on the global needs, BASF focuses on the most promising growth fields in seven key sectors whose progress is instrumental in creating intelligent chemistry. This includes, for example, batteries as key components of energy efficient mobility, water treatment and organic electronics. www.basf.co.za/www.basf.com THE STAR The Star newspaper appeared for the first time in Johannesburg as The Easter Star. Ken Oosterbrook worked for the paper before being appointed its chief photographer in August 1991.
