ROY BROWN STATUE SLATED FOR DOWNTOWN PARK TARA GESNER tgesner@metroland.com A proposed statue of Capt. Arthur Roy Brown in Carleton Place will go in Lolly's Park, 200 Bridge St., just north of Central Bridge. Brown, a First World War flying ace, is officially credited with shooting down German fighter pilot Manfred von Richthofen, also known as the Red Baron, in the skies over war-torn France on April 21, 1918. Brown was born in Carleton Place. Carleton Place council approved the statue's location during its committee of the whole meeting on June 25. The Roy Brown Society in Carleton Place is dedicated to researching, preserving and telling the story of the aviation hero. In 2017, the group began working on the establishment of a Brown statue. Originally, it was to be located next to the Moore House, 170 Bridge St. The Moore House, the site of the Carleton Place & District Chamber of Commerce and Information Centre, houses an exhibit dedicated to Brown. Recreation and culture man-
ager Joanne Henderson told council, "The statue is better suited for Lolly's Park. The Moore House area is far too crowded and would not provide the prominence and visibility the statue deserves." "We are also hoping to enhance the park area (landscaping features)," she added. With Brown being a community icon, the municipality is looking to do something along the lines of the Dr. James Naismith statue in Almonte and the Big Ben statue in Perth. Carleton Place has already done much to honour Brown: there's the Roy Brown Society, a mural, Captain A. Roy Brown Boulevard, Roy Brown Park, a memorial plaque, books, dinners and more. In 2015, Brown was inducted into Canada's Aviation Hall of Fame. A delegation from Carleton Place attended the ceremony, which was held at Toronto Pearson International Airport in the Skyservice Business Aviation Hangar. See COUNCIL, page 2

During the 2018 Bridge St. Summer Fest, a Downtown Carleton Place Business Improvement Association event, a rendering of the Brown statue was on display. The artist is David Clendining, a world-renowned sculptor. He is the owner and founder of Ottawa-based Summit Studios. The height of the bronze statue is seven feet, with Brown dressed in proper military uniform. It features a granite stone backdrop, lamppost and bronze propeller. The monument will also be dedicated to Carleton Place's First World War aviators. Fundraising efforts for the statue are ongoing. Rob Probert is the president of The Roy Brown Society. He recently told the Canadian Gazette, "The project is doing quite well." Probert is hoping to make an announcement regarding the project soon. Because of the site change for the statue, "I do anticipate some modifications (to the design)," the president noted. While the Moore House location was adequate, "this new site shows a lot

He was living in Stouffville, in the area of Toronto, at the time. Brown's family home still exists in Carleton Place, located at 38 Mill St., just down from the town hall. Council also supported Lolly's Park as a more suitable location for the new flagpole proposed for Town Hall Square. The flagpole was approved as part of town's 2019 budget ($5,000). According to Mayor Doug Black, the statue and flagpole in Lolly's Park will enhance the downtown core. "I do not usually like to go down this road, but I in-
troduced a motion during Wendy's term (former mayor Wendy LeBlanc) to not offer (Lolly's Park) as surplus land for sale," he noted. "I think Lolly's Park is a far better location," Deputy Mayor Sean Redmond stated, and "it is going to be the anchor of future development on the property." "I think the property will be utilized, and with the statue located there, it will ensure the land is never sold ... it will always be a park," he continued. Coun. Toby Randell concurred 100 per cent. "Add on the new bridge ... it will be a showpiece for someone who is a historic member of Canadian history, world history," he said.

CARLETON PLACE GETS A RAINBOW SIDEWALK THE CORPORATION OF THE TOWNSHIP OF BECKWITH PUBLIC MEETING NOTICE CONCERNING PROPOSED AMENDMENTS TO THE OFFICIAL PLAN OF THE TOWNSHIP OF BECKWITH TOWNSHIP OF BECKWITH BY-LAW NO. 2014-21 (BEING A BY-LAW TO ESTABLISH THE USE OF SITE PLAN CONTROL) and TOWNSHIP OF BECKWITH ZONING BY-LAW NO. 91-14 PURSUANT TO SECTIONS 17, 21 AND 34 THE PLANNING ACT, R.S.O. 1990. C.P.13 TAKE NOTICE that the Corporation of the Township of Beckwith will hold a Public Meeting on Tuesday, August 6th, 2019 at 7:00 p.m., in the Council Chambers of the Municipal Building, 1702 9th Line Beckwith, to consider proposed amendments to the Township’s Official Plan, Site Plan Control By-law, and Zoning By-law. The amendment has been initiated by the Township of Beckwith and is being processed under file numbers OPA#32 and ZA-04-19. TARA GESNER tgesner@metroland.com A rainbow sidewalk has been painted in Carleton Place, acknowledging the LGBTQ2S (lesbian, gay, bisexual, transgender, queer/questioning, twospirit) community. Carleton Place Pride Week runs July 14 to 20 this year. The sidewalk was a request of the Pride committee, and Carleton Place council unanimously approved it last month. A rainbow flag will also be flown outside town hall. The colourful walkway is located in front of Town Hall Square on Mill Street. Mayor Doug Black told the Canadian Gazette: "The rainbow crosswalk demonstrates council's support toward a community that promotes inclusivity - embracing all individuals - no matter how you identify yourself." Pride committee member Paolo Villa painted the sidewalk on July 8, even though it was estimated to take a few days. "The weather was great," he said. "Everything went smoothly ... all my lines were drying perfectly." "I pushed it and got it

As an openly gay man for 15 years, Wilson believes the sidewalk demonstrates Carleton Place is moving in the right direction, showing equality and diversity. "I struggle with daily obstacles, being homosexual and someone diagnosed with lupus," he said. "I know that seeing the sidewalk will show people that there is a time to be equal supporting all walks of life." Pride committee member, Kory Earle, never expected to see this in his small town.

You'll find that and more at this year's 161st edition of the Almonte Fair, organized by the North Lanark Agricultural Society. We've got five (although there are many more) reasons to visit this year's fair, set for July 19-21 at the Almonte fairgrounds. Gates open at 2 p.m. on Friday, July 19 and close up at 4 p.m. on Sunday, July 21.
1. It's affordable. New this year, the agricultural society has instituted a pay one price admission format, giving you the complete country fair experience including unlimited midway rides for $20 a day.
2. Live entertainment. On Saturday, July 20, the fair will offer live professional wrestling. Classic Championship Wrestling, featuring The Marvellous Minis, will take over the fair at 7 p.m.
3. Fun for the whole family. This year, there's an entire zone dedicated to kids including pony rides, petting zoo, games, educational displays and more. And what would a fair be without a midway and cotton candy? Take a break from the rides to check out some of the unique food vendors on offer.
4. Experience a world of agriculture.

STOP WHINING ABOUT AMBER ALERTS When an AMBER Alert lit up cellphones around the province July 11 at 3 a.m., many called 911 not to report a sighting of two missing boys and their grandfather in York Region, but to complain about the early wakeup call. This was the fifth such AMBER Alert to have been issued in 2019 since the Canadian Radio-television and Telecommunications Commission pushed for the distribution of emergency messages across wireless networks in April 2018. All but one instance had a happy outcome. In this case, the boys and their grandfather were found safe an hour and a half later. It's not something police services use lightly. Later that morning, Ontario Provincial Police (OPP) noted 911 is "not an appropriate venue to complain about AMBER Alerts." "The OPP recognizes the inconvenience the alert may have caused, but will not apologize for using all of the tools available to help locate a missing child," the OPP stated in a press release. It's not the first time it's happened and probably won't be the last. When an alert was issued in May, Niagara Regional Police took the step of releasing audio from a 911 caller's complaint to set an example. It doesn't seem to have worked. The flood of angry 911 calls has prompted people to muse whether those calling 911 calls for such inconveniences should be punished. We think they should. The 911 system is for emergencies and using it to complain ties up the line in the event of actual emergencies. And missing a few hours of beauty sleep is not an emergency. It's difficult to understand how the mild annoyance of being woken up in the middle of night is more important than a missing child. The fact of the matter is, it isn't. Is the alarm jarring and annoying? Sure. But it is for a reason. What if it was your child? Wouldn't you want the message to be spread far and wide to aid police in their search? In cases like these, the more time ticks away, the less likely it is a child will be found safe. Some feel an opt-out method could improve the system, similar to what is done in the United States, where different levels of alerts are issued. People have the option of receiving all, or only certain ones. The bottom line is, use your common sense. The 911 system is not for complaints about loss of sleep, to order beer or pizza or whatever else. There is a solution if you want to avoid being awoken in the night - simply turn your phone off.

TEA ON THE LAWN RAISES A PINKY FINGER OF TRADITION DESMOND DEVOY desmond.devoy@ metroland.com On a wedding day, the groom's word carries a lot of weight - and that word meant a lot to the ladies of the Ramsay Women's Institute (RWI). The dapper-looking groom, Mike Taylor, strode confidently into the Mill of Kintail, home of the Dr. James Naismith museum on his wedding day, Saturday, July 13, to tell the three Institute ladies that their Tea on the Lawn, was better than that put on by the Empress Hotel in Victoria, BC. The groom had taken time out of his busy day, saying "I do," to his bride, Chelsea Jacklin, to compliment the ladies on a summertime tradition that has been part of the mill's history since 1958. He handed over his cup then returned to take out-

According to the Institute, Irene and Major James Leys were living at the stone grist mill which is now home to the Mill of Kintail Museum. It was at Irene's suggestion, during the Institute's monthly meeting, that a tea be held on the lawn of her home as a fundraiser, starting in 1958, a tradition that continues to today. The Ramsay Women's Institute's Tea on the Lawn continues through Wednesdays and Saturdays, from 2 to 4 p.m. at the Mill of Kintail Conservation Area, on the banks of the Indian River. A large crowd gathered on Bridge Street to celebrate the moment. The local Pride Week runs from July 14 to 20 this year. Earlier, Mayor Doug Black told the Canadian Gazette: "Carleton Place is welcoming and inclusive to all, regardless of how you identify or who you love." Councillors Theresa Fritz, Linda Seccaspina and Andrew Tennant joined Black on Friday afternoon. Seccaspina presented two cheques to members of the local LGBT Carleton Place committee: $100 from her council discretionary

ICE CREAM TRUCK VANDALS SOUGHT IN BECKWITH Lanark County OPP is seeking assistance from the public to identify those responsible for a theft and acts of vandalism involving an ice cream truck parked at a residence on Highway 15 in Beckwith Township. On June 30 between 2:50 a.m. and 3:10 a.m. two males entered the property involved. They broke the passenger side window of

EVERETT LEARNED A HARD LESSON WHILE ABOARD KING HORSE MADE SURE BROTHER'S RIDE WAS A SHORT ONE, MARY COOK RECALLS

Playing jacks on the cement at the pump in the middle of the yard, I could see everything going on around me that hot summer day. Our two horses, King and Queen, were standing in the shade of the barn, swishing their long tails, trying to keep the flies away.
Queen was as quiet as could be, but King was something else. Father said he had a mean streak in him a mile wide. My three brothers often got on Queen's back and rode around the barnyard, but no one dared try it with King. That is, until that hot summer day. Everett grabbed a bunch of grass and very slowly made it to the barn, and came out with a halter,
and still very slowly, inched over to King. While he fed him the grass, Everett slipped the halter over King's head and gave him a gentle pat on his back. Everett led him over to the stoop at the barn door, and it was then I realized he had every intention of climbing onto King's back and going for a ride! Well, Everett made it onto King, and had a good firm hold of the reins, and then reached back and gave the horse a gentle tap on his haunches. Well, that's all it took. The horse suddenly realized what was going on,
and it was obvious he wasn't going to let it happen. He raised his head in the air, let out a few loud snorts, kicked up his back heels and took off ! King was circling the barnyard, kicking up tufts of grass and dirt, and snorting, turning his head occasionally to take a look at what was straddling his back. Then he started to run not a gentle trot, but a downright gallop. He circled the barnyard and headed for the front yard by the house, with Everett still hanging on for dear life.

Everett dropped to the ground, brushed himself off, and said to no one in particular, "By gar, that was some ride." The talk at the supper table that night was all about my brother finally getting to ride King. But Everett wasn't to come out of it unscathed. His backside was so sore, when he
went to settle on the bench behind the supper table, he took a cushion off the cretonne couch and, ever so slowly, sat down with a great sigh of relief. TARA GESNER tgesner@metroland.com Canadian singer-songwriter Jason Blaine is ready to make July 27 a rockin' good time for Carleton Place residents and visitors, headlining the town's 200th Anniversary Celebration Concert at Riverside Park. Carleton Place is marking 200 years of settlement in 2019 with a variety of activities, including the concert. "We can accommodate 3,000 people," organizer Bob White told the Canadian Gazette. This is a rain or shine event, and attendees are required to bring their own lawn chairs. With much experience putting on shows in Carleton Place and around the Ottawa Valley, including the Riverside Jam for seven years, White was asked by the Carleton Place 200 committee to help out. Working alongside White is acting community

Blaine is a multiple Canadian Country Music Association award winner and nominee, and he has played at every major festival in the country, including Boots and Hearts, Country Thunder, Big Valley Jamboree and Cavendish Beach Music Festival. He has shared the stage with Tim McGraw and Rascal Flatts, to name a couple. "It is a pretty good day of music, when you look at the lineup," White said. "Old and young country ... there is nothing nicer than sitting in a lawn chair by the Mississippi River and taking in music." In addition to 10 hours of live music, there will be a food court and beer tent, and "there will be an area for people to stand and dance," McDiarmid said.
"There will also be a shaded area (under a tent) for seniors to put their lawn chairs." Jamie Law will be on site with his Law and Orders food truck. Joining him will be Jimmy Dean's Ice Cream, Duffer's Chip Wagon and Grandma Garrett. "We also have a lemonade stand," McDiarmid noted, and "the Equator Coffee truck in coming." The beer tent, which will remain open until midnight, will offer canned beer and coolers. There is no liquor. "People must be 19 and over to enter the beer tent area," White said. The entire concert area will be wheelchair accessible, from portable toilets to parking. TOERSA Security INC. has been hired for the event, with personnel wandering the grounds, backstage and checking bags at the entrance. "We also secured to offduty OPP officers," White
said. St. John's Ambulance is providing first aid coverage. Parking will be at the location of the planned Bodnar subdivision, across from Riverside Park. Cavanagh Developments owns the property. "Cavanagh is also providing us with fencing and tower lights," White said. Saunders Farm is offering the use of its tractors. "A shuttle will be operating all day from the parking to concert areas," McDiarmid noted. People with proof of admission will be able to come and leave the grounds up until 8 p.m. Tickets for the 200th Anniversary Celebration Concert are $25 in advance and $30 at the gate. Advance tickets can be purchased in Carleton Place at the arena, 75 Neelin St., and Carambeck Community Centre, 351 Bridge St. The Perth Museum, 11 Gore St. E., also has tickets. SALES, Graham Louis It is with heavy hearts that his loved ones announce the sudden death of Graham Louis Sales on July 12, 2019 at Ottawa General Hospital, from cardiac arrest following a very recent diagnosis of a rare and extremely aggressive form of non-Hodgkin’s lymphoma. Graham was predeceased by his parents Harold and Lyn Sales. He will be greatly missed by his partner and best friend Pat Lovell and her family, including parents John and Theresa Miller, brothers Brian (Louise), Barry (Barb), Timmy, and Terry, sisters Pauline Stuart (Richard) and Penny Tracey (Gerald) as well as by Pat’s children Kirtus Evoy (Lisa), Janel (John Gonzales) and Markus (Mallory Gilbert). Graham will also be deeply missed by long time family friends Pam and Phil LaPalme, Keith Clarke (Yelitza) and Keith’s children Gregory and Catherine. At the time of his death, Graham had been retired for eight years following a successful career with Ontario Correctional Services, serving most recently as Operational Manager, St. Lawrence Valley Correctional & Treatment Centre. Graham’s service was distinguished by his unwavering commitment to the rehabilitation of inmates with whom his communications were characterized by respect and compassion. Graham brought these same qualities to all of his interactions with others. He was known for his kindness, generosity, loyalty, open-mindedness and genuine interest in the views of others; he listened deeply and without judgment. He was a true gentleman with a terrific sense of humour and the integrity that comes from the confidence to be true to himself at all times. He was predeceased by his siblings Davy Gibson, Wynne Wilson, Hilda Hannah, Marcella Gibson (Infant), Gladys Dalgleish, an unnamed brother who died in infancy, Joyce Gibson, Pete Gibson, Betty Cooper and Jackie Smith. He was a special uncle to nephew Reg Gibson and nieces Norma Forbes and the late Rae Hannah with whom he was raised. Bob was born and raised in Mississippi Station. He was a carpenter and builder who was well respected for his dedication and attention to detail. JANNEY, Lynda Mary (Firth) June 10, 1949 - July 5, 2019
Lynda Mary Janney was born in Ottawa on June 10, 1949. She was the daughter of Mary Anita Smith and Joseph Edward Firth, and the sister of Lorna Agnes Firth and Martin Joseph Firth. The Firth’s had a cottage on the Rideau River just past Manotick, Ontario which was adjacent to her grandfather and grandmother’s cottage. Lynda, Lorna and Martin spent many weekends and summers there and it was these experiences that shaped her love of the countryside and cottage country. Loving mother to April Rebecca Desjardins (nee Janney) and Douglas Matthew Janney Jr. as well as grandmother to Kevin Desjardins, Bradley Desjardins, Kayla Janney and Alyssa Janney. Lynda attended Immaculata High School in Ottawa and joined the Federal Public Service in 1967. During the 1970s she studied Human Resource Management at Algonquin College and the University of Ottawa. Following this, she entered the Human Resource Management field in the Public Service. She held various HR specialist positions and HR management positions in the Ministry Secretariat of the Ministry of the Solicitor General and in Health and Welfare Canada. She then moved to the Human Resources Branch of the Treasury Board Secretariat as an Executive where she dealt with organizational change at the most senior level and made recommendations to the Treasury Board. In 1970, Lynda met Doug Janney Sr. and married him on January 6, 1973. She shared his enthusiasm for cottage and country living with Doug and her children on Spectacle Lake, in Madawaska, Ontario and became a fishing partner too. There never was a dull moment as Lynda took on the role and responsibilities of not only a wife but also as a mother. During the same time she encountered increasingly more challenging work including being a ‘hockey Mom’ around the hectic and busy hockey schedules of both April and Doug Jr. Lynda was elected President of the Ottawa Women’s Hockey League in approximately 1982. Having owned several antique automobiles, she and Doug were also members of the Historical Automobile Society of Canada (HASC).
MERAW, Louis Earl Of Otty Lake, passed away peacefully on Friday, July 12, 2019 at Kingston General Hospital in his 91st year. Lou was the loving husband of the late Lorna Meraw. Cherished stepfather to Robert “Bud” (Joan) Harvey, and Teresa Hanna. Cherished grampa of Erin (Dave) Firlotte, Amber McFadden (Kevin), Jessica (Joe) Kilpatrick, and Megan (Craig) White. Great-grampa of Alex and Samantha Firlotte, Ben, Rylin, and Laura Kilpatrick, and William, Cameron, and Jackson White. Cherished brother of Bert (Helen) Meraw, and Pat (Jane) Meraw. Lou is predeceased by his brothers Wilfred, Larry, Michael (Sylvia), and his sister Betty. He will also be lovingly remembered by his many nieces, nephews and friends. In 1995 Lynda became involved with the Federal Science and Technology workforce and their HR issues. Lynda was instrumental in developing and implementing a framework and a process which resulted in improved human resources management of the Federal Science and Technology community. This framework and process became the norm for broader policy issues and was a model for other communities in the federal public sector such as the newly created Food Inspection Agency. As a result, in December 1999 Lynda received the “Head of the Public Service Award” presented by the Clerk of the Privy Council for valuing and supporting public service employees. After 35 years in the Public Service, Lynda retired in July 2002. Following the introduction of Bill C-17 on Firearms Safety, Lynda was appointed by Justice Canada and the Chief Provincial Firearms Office of Ontario as an Instructor and Examiner.
Lynda and Doug moved to Renfrew in 2002. Shortly after they became members of the Eganville Baptist Church.
She was also an avid reader and was a member of Renfrew’s “For the Love of Reading Book Club” including being a Trustee on the Renfrew’s Library Board for approximately 7 years, eventually becoming Chairperson. In March 2019, Lynda was diagnosed with stage IV lung cancer which she ultimately lost her battle on July 5, 2019 with her family by her side at the Renfrew Victoria Hospital. There will be a celebration of her life to be arranged shortly where friends and family are welcome.

He was Chairman of the Upper Canada District School Board, served on the Board of Director of the Carleton Place and District Memorial Hospital and Lanark County Interval House, was member of the Carleton Place Civitan Club and long-standing parishioner and choir member of St. James Anglican Church. Paul was an accomplished Sommelier, a member of the National Capital Sommelier Guild and an avid lover of food and wine. He was a certified Lawn Bowling Level 2 Umpire and Competitive Coach in both Canada and the U.S. Paul enjoyed his retirement beside the love of his life, Glenda, summering at Sauble Beach and wintering at Maple Leaf Golf and Country Club, Florida. ROY, David Joseph Suddenly, surrounded by his loving family on Sunday, July 7, 2019 at the age of 86. Beloved husband of Nicole Rheault. Loving father of Hélène Nadon (Guy) and David Jr. (Aline). There will be no regular meetings during the month of July as Council recesses for summer break. Regular meetings will resume on Tuesday, August 13th, 2019.
Lawn watering restrictions The Public Works and By-law Enforcement Departments are requesting residents beware of the Lawn Watering Bylaw. This By-Law regulates the consumption and use of water from May 1st to September 30th, the following regulations apply: 1. No person using the Town of Carleton Place water supply system shall water from more than one connection. 2. Residents occupying an even-numbered address may water on even-numbered calendar days only. 3. Residents occupying an odd-numbered address may water on odd-numbered calendar days only. 4. Watering is allowed only between the hours of 5:00 am and 9:00 am, and between the hours of 7:00 pm and 11:00 pm. 5. The fine for violating the by-law is $55.00.
