LOCAL DISABILITY ADVOCATE ADDRESSES UN TARA GESNER tgesner@metroland.com People First of Canada president Kory Earle delivered a message about social inclusion and health to world leaders at the UN General Assembly in New York recently. The Carleton Place resident attended the intergovernmental organization in June, speaking on three occasions. He led a delegation from People First of Canada. People First of Canada is the national voice for people who have been labelled with an intellectual disability. "We see ourselves as self-advocates and full citizens of our country, living equally in the community," Earle said. "We see ourselves as people first." He added: "We have taken back control of our own lives from family, policy-makers and professionals such as support workers, doctors, social workers and others. For far too long they made decisions for us." Involved with People First at every level - locally, provincially

and nationally - Earle's relationship with the organization began many years ago. "I have been a longtime advocate for people with disabilities, ensuring they get to live a life with dignity and respect." he stated. Speaking at the UN is a moment Earle will never forget, calling it a huge honour ... "the highlight of my career." He was first approached this spring about presenting.

CORRELATION In Earle's opinion, when it comes to persons with disabilities, social inclusion and health are very much related. "Without social inclusion, people are more likely to experience poor physical and mental health, low self-esteem and loneliness," he told the General Assembly. On Tuesday, July 30, as the result of a traffic complaint on Highway 15 officers from the Lanark County Detachment of the Ontario Provincial Police (OPP) recovered a vehicle in Carleton Place which had been reported stolen from Toronto. The occupants of the vehicle fled on foot. A search was conducted with the assistance of the OPP Emergency Response Team (ERT) and Canine Unit, resulting in the arrest of a woman from Toronto. Soon after the recovery of the first stolen vehicle, the OPP was advised of a theft of another vehicle from McNeely Avenue in

Carleton Place. The description of the vehicle and suspect driver was given to all neighbouring police services and OPP Detachments, ultimately resulting in the vehicle being located and recovered along Highway 401 by officers from the Leeds County OPP. A man, also from Toronto, was arrested by officers a short distance from where the vehicle was dis-

EARLE DELIVERED MESSAGE OF SOCIAL INCLUSION Continued from front

ness or a sickness, or being in poor health, and this impacts an individual's ability to be included," Earle stated. "I know it did for me." As a youngster, Earle was labelled with an intellectual disability, and he was forced to go to segregated schools. "I was in 14 different ones in six years," he revealed. "I was not learning, and I had no friends ... I felt like I did not belong or fit in anywhere." Furthermore, he had no role in the community, and he was not taking part in community life and activities. "Some of my teachers recognized I was extremely thin, knowing I was not being well cared for at home," Earle said. Owing to his difficult home life, Earle was put in

foster care. "While I was in foster care, I was well cared for, with enough food to eat ... it was a much healthier situation all around," he explained. Things also began to change academically, with Earle moving to a nonsegregated school. He started to be included and accepted, which helped him find his voice. "This gave me self-confidence, and I was able to do things 'regular' kids take for granted," Earle stated. "For the first time I got invited to a birthday party ... this was so huge for me and I will never forget it." As an adult, Earle has struggled on and off with his health, and he can see how it changes his social life and activities. "When I am not well, I tend to withdraw and isolate myself," he said. "However, when I am feeling

Earle also has a strong support network, which is important to him, his health and to his inclusion.

POLITICS In another session at the UN, Earle spoke about People First of Canada's

involvement with Elections Canada. The two organizations are working together to improve the voting system, making it more inclusive - giving all Canadians the opportunity to vote. This year, People First of Canada and Elections Canada are partnering on

an initiative, which will see surveys sent to people to determine their accessibility needs. "We will also be reaching out to our membership across Canada as well as the general public, and we will be hosting regional training sessions, providing education on what is needed to vote," Earle explained. For example: required ID, how to register, how to gain information on the candidates running and more. People First of Canada strongly encourages people with disabilities to run for public office. "I myself have the desire to run as a candidate in the future, and I know this dream will come true one day," Earle said. Carleton Place residents may see his name on the municipal ballet in the 2020, running for a councillor position. Canada has been working to ensure persons with disabilities are included

in the election process, but there is still work to do. People First of Canada is advocating for pictures of candidates on ballots. "We strongly feel this would benefit many people," Earle stated. Earle's time as People First of Canada president is up next October; however, he will remain on the board as past president for three years. "I have enjoyed the entire journey, and I could not have done it without the people ... the people telling me their stories," he stressed. "Because of their stories I am a better person, a better advocate." Earle co-founded People First of Lanark County in 2006. Through the years, the organization has developed into a visible and vocal group in the community, teaching everyone about the importance and the value of treating vulnerable individuals as people first.

FIRE DEPARTMENT ESTIMATES LOSS AROUND $25,000 Continued from page 3

a cabin on site engulfed in flames. According to fire Chief Bill McGonegal, the lone resident was not at home when the blaze broke out. Mutual aid for tanker support was requested from Montague but cancelled soon after. Neighbours watched as the fire was knocked down quickly; however, despite the efforts of firefighters, the cabin was completely destroyed. "He lost his cat in the fire, which was overcome by smoke," McGonegal told

the Canadian Gazette. "It ran under the bed." Located on Highway 15 at the intersection of 8th Line, Cedars Motel & Cabins encompasses a multiunit motel and on site cabins, offering yearly rentals. The suspected source of the blaze: a nearby rag and paint and aerosol cans. McGonegal estimates the loss, structure and contents, to be $25,000. The resident has already found another place to live. "There was a vacancy ... he moved to another unit," McGonegal said. The Beckwith Fire De-

partment marks its 55th anniversary in 2019. Prior to 1964, the Ocean Wave Fire Company in neighbouring Carleton Place provided fire coverage to the township. Through the years, four fire chiefs have led the volunteer brigade. They are the late Robert Brooks (1964-1974), the late Arthur Nesbitt (1974-1990), Dale Currie (1990-2003) and McGonegal (2003-present). The current deputy fire Chief is Brent Lewis. With eight bays, Beckwith has the largest fire hall in Lanark County, located at 1654 9th Line. With community safety the number one priority, renewal of fleet is something a proactive fire service does on a regular basis. Earlier this summer, the fire department unveiled its new pumper truck. The brigade's fleet now stands at seven: three pumpers, two rescue vehicles and two tankers. There is also an antique truck brought out on special occasions.

TOBY RANDELL NAMED NEXT COW CHAIR TARA GESNER tgesner@metroland.com Carleton Place Coun. Toby Randell is the next committee of the whole (COW) chair. Randell assumes the role on Aug. 13, when council returns from its summer recess. COW is a meeting involving all members of council sitting as a standing committee. All COW recommendations are forwarded to council for final decision. The 2018-2020 term of council is made up of Mayor Doug Black, Deputy Mayor Sean Redmond and councillors Jeff Atkinson, Theresa Fritz, Randell, Linda Seccaspina and Andrew Tennant. For the first eight months, Fritz, as a returning member of council, chaired COW. Her final meeting was on June 25.

In recent years our options for walking have improved significantly, especially in Lanark County. In the United Kingdom, public walking paths have long been a staple for both confirmed hikers and regular or occasional walkers. The Brits are militant when it comes to their public spaces. In our community in recent years an extensive series of trails has been developed. The town is also on the Trans Canada Trail (it was officially renamed 'The Great Trail' in 2016) which is a cross-Canada system of trails, roadways, greenways and waterways. I find that trail etiquette or lack of it, is an ongoing problem. In Europe, the relationship between users is clearly defined and carefully adhered to. Walkers and cyclists in particular respect each other's space. We regularly visit the resort community of Stowe, Vermont. The town has long had a paved 5.3mile recreation path that is maintained year-round that features several bridges over the west branch of the Little River and the mountain scenery along the way is breathtaking. The Stowe recreation path also has an 11-point set of rules users are asked to obey. I believe all similar recreation trails in Canada can learn from their welltuned example.

On our walks in Carleton Place we encounter many users who do not respect others. One of the most annoying issues is cyclists who fail to warn pedestrians of their presence. In turn pedestrians should look over their shoulders and give cyclists a clear path. Groups of walkers should not be spread across the entire pathway. People don't adhere to the usual rules. They ignore signage, cycling or walking straight past stop signs for instance. Besides being dangerous it also shows a distinct lack of courtesy. The rules of the road also apply to cyclists.

I find that trail etiquette or lack of it, is an ongoing problem. The list of path rules in Stowe urges users to obey all signage and asks cyclists to yield for walkers, joggers or children. Bike riders are also required to maintain a safe speed and at intersections they are advised to stop and walk their bicycles across the road. The bottom line comes down to respect. LETTERS & COMMENTARY PERTH NURSE PRACTITIONER ENCOURAGES YOUNG DOCTOR TO RESEARCH STATS I read with great interest the letter from Dr. Emma Cronk illustrating her point of view on the physician shortage in Perth. It sounds as though Dr. Cronk is a very ambitious athlete and physician. She does seem to understand many of the issues that residents of rural communities face in accessing primary health care services, and perhaps we would be very lucky to have her as a physician here in Perth. I was shocked however when the letter took a turn toward the condemnation of international medical students as though their presence here is the root of our woes with the health care system. The first step was to figure out the facts - how many seats in Canada are actually reserved for international students? A quick search online will tell you the answer is a maximum of 18; three in Montreal, up

to five at Queen's, and 10 supernumerary in Toronto. That's out of 2,852 seats in Canada, working out to a whopping 0.6 per cent. And if international medical students are paying triple the price, that means they are actually subsidizing the seats of the Canadians in the program. No evidence to be found that they are leaving the country upon graduation though. So, by all means, let's talk about the many challenges of providing excellent health care services in rural communities. Let's talk about the shortage of physicians, nurse practitioners, and other front line health care providers. We can even talk about the validity of the medical school admissions process, and how difficult it is for Canadian physicians who train internationally to repatriate. But let's not vilify the 0.6 per cent of medical students who, just like Dr. Cronk, were willing to cross borders to pursue their passion for medicine.

For me, the October 2019 election has only one issue: the climate crisis. Can I count on you? To take a leadership role in reporting on the climate emergency, and on government action and inaction? TELEMEDICINE: MAKING HEALTH CARE CONNECTIONS "This is so much better than going all the way to Ottawa," said a telemedicine client. "My family could be with me at my appointment, because it was close to home." The client had just attended a telemedicine appointment with a specialist located in Ottawa - but the client was at a health centre located less than 30 minutes from her Leeds and Grenville home. She saw her specialist through the Ontario Telemedicine Network, using a special television screen and video equipment. Hospitals, community health centres, family health teams, mental health organizations, family doctors and nurse practitioners are working together to reduce barriers to health such as distance and

travel, using technology to solve these problems. What is telemedicine? Telemedicine connects people with their health care providers or specialists in much the same way that it's possible to have a video conversation over the internet. Using specialized audiovisual equipment, a secure link between a client and a health consultant is established. This secure link is what makes sure that these sessions are private and confidential. A person receiving care in this way may be in one town, while the health care provider may be located in different city or town. A specially-trained nurse (telemedicine co-ordinator) is able to clinically support clients during their appointment, and is available to assist the spe-

cialist as needed. The nurse is also trained to operate the video equipment, and any other equipment that might be involved in the appointment. The doctor might wish to use a digital stethoscope (this makes it possible to listen to a person's heart beating from miles away), or the doctor may wish a picture of a skin condition sent so that he or she can look at it more closely. OPP MARINE UNIT GETS TOUGH ON WATER DESMOND DEVOY desmond.devoy@ metroland.com "Are you kidding me?" she wanted to know. "It's a very serious offence," replied OPP Sgt. Byron Newell, steadying himself on the edge of the OPP marine unit boat in the Lower Rideau Lake near Rideau Ferry, as he extended his hand to give the female boater her $240 fine. The female boater had been caught on Friday, Aug. 2, heading toward a cottage near the bridge, with only two life jackets for three people on board, including herself. But Newell was not done with her. "We have to follow you back," he said. "We want to make sure you get back

safely." Up next on the waters was a father pulling two children along behind his boat on a dinghy - with no spotter checking on them as required by law, for which he received a $305 fine. As he handed over the ticket, Newell recommended the Discover Boating app for his phone, whenever he had questions about the rules of the water. The OPP was out in force, with three vessels cruising the waters of the Lower Rideau as part of the launch of Operation Dry Water, to remind boaters to not only operate water vehicles sober, but to make sure that all of their safety See - page 11

equipment is in order, and on board. There have been 10 fatalities on Ontario's waterways so far this year, with 24 last year, and some boaters are getting the message. Jonathan Hull had life jackets on all of his three children, and one on hand nearby for himself, on his boat. "I've seen lots of close accidents on the water," Hull said, as his children were handed OPP T-shirts for wearing their life jackets. "Today, we were doing a little quick stop. I should have had my jacket on." Among the boats stopped this day, there were many who did not have operational flashlights - either because of no batteries, or because they were wet and not operational. OPP Cons. Russ Beaton had already issued one ticket for a boat not having a fire extinguisher. Another hot topic: "Unfortunately, we are still seeing open alcohol," Beaton said. Back on shore, Newell agreed with Beaton that alcohol was still an issue along with marijuana. "We are starting to see more of it," he said, of boaters impaired by marijuana. "I wouldn't say its become a real hazard or problem yet, but we definitely have seen an increase." Locally, the main waterways that the OPP will be patrolling will include the Rideau Canal, Otty Lake, and Mississippi Lake.

CARLETON CELEBRATES 200 YEARS OF COMMUNITY WITH GRAND PARADE TARA GESNER tgesner@metroland.com A special founding families float was among the first participants in the CP 200 Celebration Parade on Aug. 1. Carleton Place is marking 200 years of settlement in 2019, with a variety of activities taking place. Leaving from the Carambeck Community Centre and travelling down Carleton Place's Bridge Street to Carleton Junction, the CP 200 Celebration Parade showcased the town's history, culture, folklore and more. In addition to the Carleton Place and District Civitan Club, local council, first responders and other typical parade marchers, a variety of groups and individuals entertained the throngs lining the route. Among them: the Carleton Place Canoe Club. Located on the shores of the Mississippi River, it is the oldest, continually operating club in the country, established in 1893. The operations of the club focus on the sport of flatwater sprint canoe and kayak racing. Leading the parade was National Capital Region town crier Daniel Richer Dit LaflĂŞche and Julia L. Dudley. The local Ocean Wave Fire Company followed them. Town council fully committed to the occasion, dressing in period costume. "Coun. Linda Seccaspina took the lead to replicate a float from years ago, on behalf of all of council,"

Rocking the processional was the band Small Town Socials. Established in 2017, the group plays country, rock and blues in the Ottawa and Kingston areas. Adding to the entertainment factor was George Chenier Sr., performing his classic country music. The Tunis Shriners were very well represented,

and the Carleton Place environmental advisory committee took its parade entry to new heights. Members tossed a large ball resembling the Earth in the air. Also taking part: Steampunk Ottawa. The Carleton Place and Beckwith Heritage Museum parade entry saw a handful of Carleton Place and area figures come to life, including Charles Morphy, Mary Beck, Sir Sidney Beckwith, J.H. Edwards and Napoleon Lavallee. Beckwith Township was settled in 1816, with the first land grants issued in 1819 to what is now known as Carleton Place. The grants were issued to the Morphy family, coming from Tip-

perary, Ireland. The family was on good terms with the area's First Nations people. One day, patriarch Edmund Morphy was out hunting ducks on the riverbank, coming across a stag. Needing the animal for his family, he shot it. Soon after, an Aboriginal man came out of the woods. He was upset because this was his stag, tracking it all day from a very long distance. Ultimately, the two men settled the matter justly for both, establishing a rule to govern in like cases. They split it in half. The stag's head became Carleton Place's emblem, representing fair play and sharing. It has been a prominent theme in the CP 200 celebrations.

SUMMER ALWAYS BROUGHT VISITS FROM THE TRAVELLING SALESMAN THE TWO MYSTERIOUS VISITORS BROKE THE MONOTONY, MARY COOK WRITES Every day was the same during the summer, I thought. One day stretched into another, and the excitement that came when the two-month school holiday began had worn off. Having relatives come broke the monotony, and having a friend over helped, but certainly having a visit from the Rawleigh man during a long summer month was something to look forward to. We never knew when he

was coming, but we certainly knew when he was about to arrive. He sang at the top of his lungs all the way in our long lane, which sent our dog Sport heading for the barn, and gave us warning that he was on his way. He had been coming for years, and knew us children by name, and called Mother just plain Mrs. He carried two big black suitcases, and never asked if it was a good time to visit, but simply took one at a time out of the back of his buggy, nodding to whoever was standing closest to the

kitchen door. He went right to the old pine table and hoisted up both cases, never stopped talking about what a glorious day it was, how blessed we were to live on a farm, be in good health, and have enough food to keep us alive. How he knew all this was beyond me. We kids sat on the benches at the table, as the Rawleigh man laid out his wares, handling each item as if it was made of gold, and telling of its virtues, and how no kitchen or home should be without it. But Mother was no pushover. She put aside only what was absolutely needed, like vanilla and tinned mustard. Just before the man made his final pitch, he reached down into the

very bottom of his suitcase (and this is what we children were waiting for), he hauled out a little round case of sewing needles, handed it to Mother, and said "something for the Mrs." The visit was over. Another caller to the farm every summer was from a man whose name we never knew. He was simply called "the picker." He was of dark complexion, wore a little round cap affair on the back of his head, and had a smile that could light up a darkened room. He spoke so softly, you could hardly hear him, but he came to see Father, who seemed to know exactly what the man was saying and what he wanted. He never came near the house, but drove his buggy right

up to the barn where he and Father would be doing business. I was especially interested in his horse. It wasn't at all like our team, heavy work horses, with burr-filled tails and who had never had a curry comb touch their bodies. The picker's horse was sleek as silk, with thin legs, and its bridle shone like silver and with harness of the finest leather. It matched the buggy, which had been added to, to give it a longer look and with a box affair attached to the back where the picker put whatever he could buy from Father. He was interested only in hides and rags. From "putting down" our meat for the smoke house, the hides had been carefully stored in the barn awaiting a visit from the picker who seemed to know exactly when to come. The rags where simply old, and no longer of any use, grain bags which when emptied were piled in a heap in a corner of the barn. There never seemed to

Both Father and the picker simply nodded to each other, a wad of bills was taken out of the man's pocket, he peeled off a couple, and Father pocketed the money with a simple handshake. I thought the visitor was a cut above the Rawleigh man, because he was so polite, never made small talk, was there to do business and be on his way. And he wore a suit, which to me, was another indication that he was a man of higher standing. Both visitors to our farm during those long summer days were what I looked forward to. Never knowing exactly when they would be coming, but assured they would come, added to the excitement. They broke the monotony, if only for a few hours on a hot summer day.

He was in his 94th year, a proud veteran of WWII and long-time member of Branch 95 of the Royal Canadian Legion. Lionel is survived by his daughter Jean (Michel) and son Douglas (Michael). He is predeceased by his loving wife and best friend of 68 years Grace Evelyn Saunders (nee Beckwith) and two children, Susan (1968) and Bryan (1998). “Poppa” is deeply missed by his granddaughters Diane (Jim) and Joanne, greatgrandchildren Amanda, Ashley (Justin), Stephanie, Robert, Roxanne and Brayden and great-greatgrandchildren Amison and Veralee. The son of the late Frederick Clayton Saunders and the late Elizabeth Evelyn Saunders (nee Edwards). He is also predeceased by siblings Berniece, Erma, Joan and Ross. Lionel will also be missed by a very large extended family, neighbours and many friends. Mr. Saunders is resting at the Lannin Funeral Home at 32 Main Street, East in Smiths Falls, Ontario. ASHBY, Olive Passed away peacefully after a short illness age 88 in the late hours of July 30, 2019, at home in Merrickville. Olive is survived by her son, Graham (Janet Anderson); her daughter, Zoë (David Hoffman); and her son Vernon. She is preceded in death by Alan Ashby, her loving husband of over 65 years; her father, Griffith Hughes; her mother, Martha Hughes; and her sisters, Margaret Lessels and Barbara Cook. She will be fondly remembered by her grandchildren Skye, Robin, Adam, Nathan, and Charlotte and her great-grandson Caio. Also greatly missed by many other family members in England and Canada. Olive was a people person, always ready to help others with generous enthusiasm and a laugh that was infectious. An avid and accomplished craftsperson, her teddies have been hugged and loved by both children and adults. From Wales to England and then to Canada, Olive touched many lives as someone who cared passionately for fairness while celebrating the joys of everyday life. Olive’s openness ensured she had countless friends regardless of age or background, maintaining some friendships for over 70 years. She was dedicated to her family, supportive of all their endeavours and cherishing their time and talents. Olive was a sweetheart who filled hearts with joy. She will be truly missed. Olive was a great lover of cats and theatre. Donations in her honour can be made to the Lanark Animal Welfare Society (LAWS) and the Smiths Falls Station Theatre. Dear mother to Jane (Mike), Stephen (Bonnie), and Peter (Janet). Proud grandmother of Shannon (Paul), Courtney (Walter), Brittany (Shawn), Valerie and Luke. Great-grandmother of Cody and Ashlee. She will be sadly missed by her many nieces, nephews, extended family and friends. Edith was long-time councellor at the Rideau Regional Centre, where she devoted time and attention to the many residents. She had made many friends over the years both professionally and socially. Edith loved music and dancing and will be remembered for her love of family, and zest for life. All who knew her would smile when remembering her wit and humour. Friends are welcome to gather at Blair & Son Funeral Home, Smiths Falls on Friday, August 16, 2019 from 11 a.m. until the time of the service in the Chapel at 12 noon. GIBBON, Ted It is with great sadness the sons of Ted Gibbon announce his passing at the age of 67 in The Ottawa Hospital on July 22, 2019. Ted lived in Lanark County for the past 27 years of his life, met many people and made many friends. Ted was predeceased by his parents Marion and Ted Gibbon of Ottawa. He is survived by his sons Jason (Kelly), and Adam of Perth, his brother Jack (Hannah) of New Brunswick, sister Jill Edwards (Glen) of Thunder Bay, aunts Marg Vietch and Lillian Brodie, his son’s mother Joanne, nieces, nephews, and cousins. Ted was born in Hearst, Cochrane District Ontario, then moved to Ottawa at a young age where he spent most of his adolescence. He graduated from Algonquin College, then went on to work in the government where he met Joanne, the mother of his two sons; they eventually settled in Richmond, Ontario where he and Joanne raised their boys up until their teens, then moved to Lanark County. Ted had various jobs throughout his life, some independent and also for various businesses, eventually settling in Grenville Castings where he made many more friends and spent the rest of his working days there until he was forced to leave do to illness. Ted loved watching sports, travelling and fishing; he said “I had some of my best times fishing on the Rideau River”, in Burritts Rapids, where he and his family had a cottage growing up, and where he loved spending time, eventually bringing his own family there. Ted will be deeply loved and missed by his sons, family and friends. His wishes were to have a celebration of life, which will be held on August 17th starting at 11 a.m. to 4 p.m. at the Perth legion. Those wishing may make a memorial donation to The Lung Association.

DONALDSON, Richard Edward (Dick) Dick passed away at home on Monday, July 29, 2019. Dearest husband of loving wife Elizabeth. Predeceased by his parents Jean and Ed Donaldson, his sister Colleen, infant son Shawn, granddaughter Zoe and his first wife Anita. Proud father of Cheryl (Hugh), Brent (Donna), Kim (John), Lorrie (Len), Angela and step-father of Chris and Eric (Brenda). Dick was also cherished by his niece Alison and her family. BULLOCH, Ronald Clyde Passed away peacefully on Tuesday, July 30, 2019 at hospital, Perth, Ontario at the age of 87. Ronald was born in Hopetown, Ontario on February 23, 1932. He moved to Balderson, Ontario when he was 8 years old, where he later established a dairy farm on the 8th Line. Ron valued hard work and spent many a long day in the barn, on the tractor and in the bush on the skidder. He worked from sunup to sundown and wouldn’t have had it any other way. Ron was of course, an enthusiastic euchre player, who also enjoyed early mornings at Tim’s and the company of his many cats over the years (great mousers all). Ronald cherished his family above all else. He was the son of the late Clyde W. and Stella (Hart) Bulloch. He is survived by his devoted wife Ludmila “Mitch” (Stricharuk). He was the loved and respected father of Barry (Beth), Lori (late David Sullivan) and Rhonda (Janson LaBond), his grandsons Benji and Randy (Maggie) and their sons Weston and Nash. Ronnie will be dearly missed by his sister Rena (late Lloyd) Campbell, nieces, nephews, extended family and long-time friends.
