Waverley Council Update Mayor’s Message I would like to start by thanking the Waverley community for their acts of kindness during these unprecedented times and their overall civil and compliant behaviour. The decision to close our beaches was a decision the Council did not take lightly, and I ask that the community continue to respect our Lifeguards and Council Rangers who are helping keep our community safe. Our beach closures apply to everyone especially as people continue to die as a result of this pandemic and businesses are closing. At time of publication, there were up to 19 cases of COVID-19 in the Waverley LGA and no-one is immune to this virus. As there will more cases reported in Waverley, I ask that we all pull together
and set an example for our children and for our community. We all have a role to play to flatten this global pandemic. With regards to small business, Waverley Council last week announced a $1 million per month small business relief package aimed at helping all small businesses, including those in the retail and hospitality industries, that have been impacted significantly by the COVID-19 pandemic restrictions. The package includes a raft of measures including relaxed conditions of consent for permits, fee waivers and commercial rent support. It is a long list of measures, so I encourage local businesses to visit our website waverley.nsw.gov.au or for more information contact our dedicated Waverley Council business response team at business@waverley.nsw.gov.au. In addition to the above measures, Council has agreed to contract the Bondi & District Chamber of Commerce to provide consulting and advisory services to help with our planning for medium and long-term relief measures once pandemic

At time of print, Council was investigating a range of financial relief measures to support residents during these difficult times. Significantly, we are reviewing whether our current policy for the deferral of payment of Rates under a hardship provision can be amended to be more relevant to the circumstances in which many residents now find themselves. These are constantly evolving times and we will continue to update the community about our responses to COVID-19 via our website and other channels including Precincts, social media, outdoor signage and our Customer Service Centre. By working together, we can help control this pandemic. Police now have the powers to issue $5000 on-the-spot fines to businesses and $1000 fines for residents who fail to comply with national social distancing guidelines, so please do the right thing. BY ALEC SMART raig Foster, TV presenter and chief football analyst at SBS for The World Game, has recruited fellow sports talents and supporters via the #PlayForLives campaign to assist in relief efforts to help the elderly and disadvantaged whilst the Covid-19 restrictions are in place, What began as a way of motivating his teammates in Waverley Old Boys Over 35s soccer club to divert their energies into charity work while the football season is on hold, has now spiralled into a national campaign. Foster, who is also a human rights ambassador for Amnesty International and a refugee advocate, told City Hub: “The campaign is about bringing social services and NGOs [non-governmental organisations] together with all the major sports organisations so we leave no one without.” Foster himself has been assisting food relief efforts by teaming up with Addison Road Community to help pack emergency food

BY ALEC SMART he Rio cocktail bar in Summer Hill was shut down on Tues 24 March by licensing police for running a home-delivery drinks service. This closure came despite the owner explaining to the police officers that home-delivery was permitted by the Federal Government in the rules announced by the Prime Minister the previous day. The bar owner showed the licensing enforcement police the ruling by the NSW Liquor & Gaming authority permitting home-delivery (published on the latter’s website), but the police ignored it. NSW Govt’s Customer Service Minister, Victor Dominello, signed an order on Monday afternoon modifying licensing laws. These permitted licensed venues throughout the state, closed to

On 26 March a police patrol checking businesses were complying with the Public Health Order found the premises, on Sussex Street in the CBD, was still operating, despite government

the public through new coronavirus legislation restricting social gatherings, to provide home delivery services. Diners, from restaurants to cafes, are also allowed to serve take-away food, with pubs and bars converted to off-license sales. Rio was featured on the front page of Sydney Morning Herald on the morning of the closure, probably what attracted the licensing police, intent on preventing the bar adapting to the new normal. A Liquor and Gaming NSW spokesperson admitted NSW Police were inhibiting new homedelivery legislation and Rio were not the only bar the licensing officers visited and forcibly closed. Rio reopened Wednesday night and began their home-delivered cocktails without police interference.

NSW police officers were authorised on 26 March to impose fines of $1,000 to individuals and $5,000 to businesses found breaching public health orders. Transgressors can also be jailed for six months and/or issued a fine of up to $11,000 if convicted for violating the Public Health Act. Australia now has more than 3,000 cases of Covid-19. NSW cases have increased, thanks to the recent docking of cruise ships in Sydney Harbour like Ruby Princess when NSW Health were blamed for allowing dozens of covid-19 infected passengers to disembark without testing or quarantine. 19 Australians have now died of the virus, including two passengers from the aforementioned cruise ships.

edestrian crossings in the vicinities of hospitals, which usually require pushbutton operation to stop traffic, are being switched to automatic, to help reduce the spread of coronavirus. The signals will be automated 24 hours a day, seven days a week, for the foreseeable future. This means pedestrians no longer need to push the ‘call’ button to activate the pedestrian signal crossings. The changes simultaneously avoid the risk of touching Covid-19-contaminated metal surfaces as well as improve personal safety around moving vehicles.
Pedestrian signal crossings were automated in Sydney CBD on Monday 23 March, then on Saturday 28 March the first crossings near hospitals were fully-automated in Randwick, near the Prince of Wales and Sydney Children’s Hospitals. Other hospitals scheduled for automated crossings include: Royal Prince Alfred Hospital in Camperdown; St Vincent’s Hospital in Darlinghurst; The Children’s Hospital and Westmead Hospital in Westmead; Nepean Hospital in Kingswood; St George Hospital in Kogarah; Royal North Shore Hospital in St Leonards; Blacktown Hospital and Liverpool Hospital.

hen the world is mired in uncertainty it is so uplifting to stumble upon a voice which immediately makes the hairs on the back of your neck prick up.
