‫ما هي معايير الجودة ؟‬

‫و�صفت قناة الــ ‪ MTV‬اللبنانية الرئي�س‬ ‫التركي رجب طيب اردوغان ب “ال�سلطان”‬ ‫بعيد فوزه في اال�ستفتاء حول التعديالت‬ ‫الد�ستورية‪ ،‬لتوحي من خالل هذا الو�صف‬ ‫ب�أنه قد تحول الى دكتاتور‪.‬‬ ‫ول��ذل��ك وح��ف��اظ��ا على ال��ح��د الأدن��ى من‬ ‫الم�صداقية ال�صحفية وعلى المهنية كان‬ ‫ال بد لها من و�صف عبد الفتاح ال�سي�سي بـ‬ ‫“الفرعون”‪ ،‬بما ان اردوغان فاز ب�إ�ستفتاء‬ ‫�شعبي بينما ال�سي�سي جاء ب�إنقالب دموي ‪.‬‬

‫المتحدث ب�إ�سم الخارجية االمريكية مارك‬ ‫تونر يقول “ان ب�لاده قلقة حيال ج��ودة‬ ‫النظام الديمقراطي في تركيا”‪ .‬جاء ذلك‬ ‫في معر�ض رده على �س�ؤال �أحد ال�صحفيين‬ ‫حول اال�ستفتاء على التعديالت الد�ستورية‬ ‫في تركيا‪.‬‬ ‫لم يخبرنا م��ارك تونر عن معايير الجودة‬ ‫بالن�سبة المريكا وه��ل يفتر�ض ان تكون‬ ‫الب�ضاعة �أمريكية حتى تت�أكد من جودتها!‬ ‫وم��اذا عن ج��ودة �أنظمة الحكم ال�صديقة‬ ‫لأمريكا في م�صر والعراق مث ًال؟‬

‫خ��ب��راء �إط� �ف ��اء ال��ح��رائ��ق‪ ،‬هم‬ ‫فئة م��ن ال�ن��ا��س تلقت تدريبات‬ ‫ف��ي معاهد علمية و�أك��ادي�م�ي��ات‬ ‫محترمة لها خبرة بخ�صائ�ص م��واد اال�شتعال‬ ‫وكيفية �إطفائها‪ ،‬ولها خبرة بو�سائل الإغاثة‬ ‫والإنقاذ‪ ،‬وبعد �إتمام ال��دورات التدريبية يمنح‬ ‫الدار�س ترخي�صا ب�صالحية العمل في مجال‬ ‫الإطفاء‪ ،‬غير �أن خبراء �إ�شعال الحرائق يتدربون‬ ‫في �أماكن �سرية قد تتبع منظمات محظورة‪،‬‬ ‫وربما ينتمون في بع�ض البالد لأجهزة ح�سا�سة‬ ‫ذات موقع �سيادي يعملون من خاللها في �صناعة‬ ‫الفتن والأزمات‪.‬‬ ‫• تلحظ ذل��ك ف��ي ع�لاق��ة ال��ش��رق بالغرب‬ ‫‪،‬فبرغم ما تتميز به تلك العالقة وم��ا يغلفها‬ ‫في الظاهر بغالف الم�صالح والتحالفات‪� ،‬إال‬ ‫�أنها من حيث تو�صيف البداية تنطلق من �أزمة‬ ‫يحكمها ال�شك واليقين في �آن معا‪ ،‬ويحركها من‬ ‫خلف �ستار خبراء في �إ�شعال الحرائق يحر�صون‬ ‫دائما على خلق الأزم ��ات‪ ،‬و�إب�ق��اء العالقة مع‬ ‫الإ�سالم كدين في حالة التهاب م�ستمر‪ ،‬رغم‬ ‫�أن ب�لاده ترتبط بعالقات م�صالح وتحالفات‬ ‫مع الغرب‪ ،‬فعلى الم�ستوى المادي هناك روابط‬ ‫ك�ث�ي��رة وم��ص��ال��ح م�ت�ع��ددة ت��رب��ط ب�ي��ن ال�شرق‬ ‫وال �غ��رب‪ ،‬منها حاجة ال�غ��رب لمخزون النفط‬ ‫والغاز في بالد ال�شرق‪ ،‬وحاجة ال�شرق لمنتجات‬ ‫الغرب ال�صناعية بكل �أنواعها‪ ،‬ومن ثم فال�شرق‬ ‫�سوق تجارية مهمة بالن�سبة للغرب‪ ،‬وبقدر حجم‬ ‫التبادل في مجال التجارة وال�صناعة‪ ،‬هناك‬ ‫�أي�ضا تبادل في مجال المعرفة بين الجامعات‬ ‫والمعاهد العلمية ‪،‬وبخا�صة في مجال العلوم‬ ‫النظرية تثار فيها �أحيانا نقاط ذات ح�سا�سية‬ ‫خا�صة ؛كو�ضع المر�أة وق�ضايا المثلية والتحول‬ ‫الجن�سي والتطرف “ وهي ق�ضايا ت�شغل حيزا‬ ‫من م�ساحة العالقة بين ال�شرق والغرب وفي‬ ‫القلب منها مو�ضوع الإ�سالم وموقفه من تلك‬ ‫ال�ق��ض��اي��ا ب�شكل خ��ا��ص‪ ،‬ح�ي��ث ال �خ��وف منه‬ ‫والخوف عليه ي�شكالن م�شكلة للطرفين‪ ،‬ففي‬ ‫الغرب خوف منه‪ ،‬وفي ال�شرق خوف عليه‪.‬‬ ‫• في الغرب خوف منه حيث يلحظ الباحث‬ ‫�أن��ه في حالة ازدي��اد بلغت مداها حتى دفعت‬ ‫البع�ض �إل��ى ط��رح ��س��ؤال ال�شك ح��ول الإ�سالم‬ ‫والمطالبة بالبحث فيه والبحث عنه‪ :‬هل هو‬ ‫دين �سماوي حقيقة �أم هو �أيديولوجية �سيا�سية‬ ‫وع�سكرية؟‬ ‫• فعلى م�ستوى ال�شك‪ :‬هناك خ��وف مبعثه‬ ‫�أن ال�غ��رب ينظر �إل��ى الإ� �س�لام على �أن��ه بديل‬

‫ح�ضاري‪ ،‬ومناف�س اقت�صادي �شديد الت�أثير‬ ‫والإغ��راء‪ ،‬و�شديد ال�صالبة في عقيدته وقيمه‪،‬‬ ‫و�سريع االنت�شار‪.‬‬ ‫• وفي ال�شرق خوف عليه لأن �أهل الإ�سالم ال‬ ‫ين�سون �أن الغرب م�ستعمر طامع‪ ،‬و�أنه في الغالب‬ ‫الأع ��م يترب�ص بهم ال��دوائ��ر‪ ،‬وي�شهد بذلك‬ ‫الما�ضي الحافل بذكريات مريرة‪ ،‬والحا�ضر‬ ‫المليء بكثير من الم�آ�سي واالالم‪ ،‬تراها عين‬ ‫الم�شاهد في فل�سطين و�سورية والعراق وليبيا‬ ‫وغيرها من الدول‪ ،‬حيث تخلى الغرب عن دوره‬ ‫في �ضبط م�سار ال�سالم واحترام الديموقراطية‬ ‫وحقوق الإن�سان‪ ،‬فترك ال�شعوب �ضحية لألوان‬ ‫من القهر واال�ستبداد والديكتاتوريات الب�شعة‬ ‫م��ا ك��ان لي�سمح بها ف��ي ب�لاده �أب ��دا‪ ،‬غير �أنها‬ ‫حدثت هنا في ميدان التجارب وعلى الأجنا�س‬ ‫الرخي�صة‪ ،‬ف�سالت دم��اء بريئة لأطفال ون�ساء‬ ‫و�شيوخ لطخت وجه الح�ضارة و�أ�صابت �إن�سانية‬ ‫العالم ب�أممه المتحدة ومنظماته الدولية ب�أخ�س‬ ‫�أو�صاف العار حين خر�ست الأل�سنة على تلك‬ ‫المظالم‪ ،‬وما كانت �أنظمة القهر والدكتاتوريات‬ ‫واال�ستبداد لتفعل هذا لوال �أن الغرب منحها‬ ‫ال�ضوء الأخ�ضر ب�سكوته عنها لتذيق �شعوبها كل‬ ‫�ألوان العذاب قتال و�سجنا وتعذيبا وتهجيرا ‪.‬‬ ‫• على م�ستوى اليقين من الم�ؤكد لدى الطرفين‬ ‫�أنه لن ي�ستطيع طرف �أن يمحو الطرف الآخر‬ ‫من الوجود مهما كان �سوء الظن �أو �سوء النية‬ ‫�أو حتى �سوء الفعل‪ ،‬وم��ن ث��م فم�سار العالقة‬ ‫يحتاج �إل��ى تعديل وتحويل‪ ،‬والبحث الجاد عن‬ ‫�صيغ �أخرى للتعاي�ش وترك ال�صراع‪ ،‬والبداية في‬ ‫هذا التعديل �أو التحويل تنطلق ـ �أو هكذا يجب في‬ ‫ت�صورنا ور�ؤيتنا ـ من عالم الأفكار ال من عالم‬ ‫الأ�شياء‪ ،‬فعالم الأ�شياء �أموال تتحرك وم�صانع‬ ‫تنتج‪ ،‬ولو كان المنتج �أدوات للقتل والتدمير‪،‬‬ ‫وب�ؤر لل�صراع ت�صنع هنا وهناك بغية فتح �أ�سواق‬ ‫للتخل�ص من مخزون ال�سالح القديم وتجريب‬ ‫الأج �ي��ال ال �ج��دي��دة‪ ،‬وف��ي كوالي�س ال�صفقات‬ ‫وحجمها تر�سم ال�سيا�سات وتتحدد العالقات‬ ‫الدولية‪ ،‬ومن ثم فلغة الم�صالح هي من يحكم‬

‫الم�سار ويحدد اتجاه الحركة‪ ،‬وال مجال هنا‬ ‫لمبادئ الأخالق والقيم الإن�سانية‪ ،‬فذلك ميدان‬ ‫يلهو فيه الحالمون ويت�سلى بالحديث عنه �أولئك‬ ‫الذين يعي�شون على الأر��ض‪ ،‬ال بعقولهم و�إنما‬ ‫بعواطفهم وقلوبهم ومن ثم فدعهم يبحثون فيها‬ ‫عن ملكوت ال�سموات‪.‬‬ ‫• ف ��إذا تركنا �أ�صحاب ال�شك و�أه��ل اليقين‬ ‫وم��ن يت�صارعون على الأر��ض وم��ن يحلمون‬ ‫وفتحنا نافذة في لغتنا الجميلة نحاول منها‬ ‫التعرف على م��ا ي��رب��ط ��ش��رق الدنيا بغربها‪،‬‬ ‫وحربها و�سالمها‪ ،‬وقلقها وطم�أنينتها‪ ،‬وحبها‬ ‫وكراهيتها ف�ستواجهنا لغتنا العربية �إل��ي �أن‬ ‫ال��راب��ط بين ال�شرق وال�غ��رب في منظور اللغة‬ ‫وبتعريف النحويين “واو” عاطفة‪ ،‬والعطف‬ ‫يقت�ضي المغايرة” �أي �أن ال�م�ع�ط��وف غير‬ ‫المعطوف عليه‪� ،‬سواء باعتبار المكان والجهة‪� ،‬أو‬ ‫باعتبار المفهوم فكرا وثقافة ومعرفة‪ ،‬والعاطفة‬ ‫قد تكون �إيجابية وقد تكون �سلبية‪ ،‬ف��إذا كانت‬ ‫�إيجابية‪ ،‬ف�إنها تن�شئ عالقة تقوم على الحب‬ ‫والرحمة واالحترام المتبادل‪.‬‬ ‫• و�إذا كانت العاطفة �سلبية‪ ،‬ف�إنها قد تن�شئ‬ ‫عالقة تقوم على تجاهل الآخر واالنتقا�ص حتى‬ ‫من موقعه الجغرافي على الأر��ض‪ ،‬ف�ضال عن‬ ‫محاولة قهره وتنميطه وقولبته‪ ،‬وربما يدخل‬ ‫�ضمن االع �ت��زاز ب��ال��ذات‪ ،‬االع �ت��زاز بالمكان‬ ‫والجهة وتوظيف مفردات الطبيعة في التدليل‬ ‫على ذلك‪ ،‬قال ال�شاعر ‪:‬‬ ‫قل ال ي�ستوي �شرق البالد وغربها‬ ‫ال�شرق حاز الفخر با�ستحقاق‬ ‫انظر طلوع ال�شم�س عند �شروقها‬ ‫بي�ضاء تعجب بهجة الإ�شراق‬ ‫وانظر �إليها عند الغروب كئيببة‬ ‫�صفراء تـ�ؤذن ظلـمة الآفـاق‬ ‫وكفى بيوم طلوعها من غربها‬ ‫�أن ت�ؤذن الدنيا بر�سم فراق‬ ‫• ال�شرق في هذه ال�صورة ال�شعرية جاء من‬ ‫ال�شروق وال�شروق يعني البداية‪ ،‬بينما الغرب‬ ‫من الغروب‪ ،‬والغروب !!!‬ ‫• �صفة التغليب‪� ،‬أم �ضابط التحديد والح�صر‪:‬‬ ‫عندما نقول‪ :‬ال�شرق والغرب ف�إن �صفة العموم‬ ‫ت�ستغرق الطرفين معا‪� ،‬أي ال�شرق الإ�سالمي كله‪،‬‬ ‫والغـرب الم�سيحي كله‪ ،‬وهذا في الحقيقة يغاير‬ ‫ال��واق��ع‪ ،‬فال ال�شرق كله م�سلم‪ ،‬وال الغرب كله‬ ‫م�سيحي‪ ،‬غير �أن �صفة التغليب يمكن �أن تعفينا‬ ‫م��ن ال��دخ��ول ف��ي �ضوابط التحديد والح�صر‪،‬‬ ‫وما يت�صل بذلك من تفا�صيل ربما ال يحتاجها‬ ‫مثل هذا المقال الذي ين�صب جل اهتمامه في‬ ‫التعرف على القوا�سم الم�شتركة التي ت�صلح‬ ‫�أ�سا�سا للتعاي�ش‪ ،‬واهتداء طرفي الحوار �إليها‪،‬‬

‫وتقديمها للعامة وال�خ��ا��ص��ة ل��دى الطرفين‪،‬‬ ‫علها تعفينا من �صراع ي�ؤجج ن��اره طوائف من‬ ‫المتطرفين في ال�شرق والغرب معا‪ ،‬وهو �صراع‬ ‫يهلك الحرث والن�سل‪ ،‬وال يربح فيه �إال تجار‬ ‫الموت ول�صو�ص الح�ضارة و�سراق الأحالم هنا‬ ‫وهناك‪ ،‬بينما يخ�سر فيه الغالب والمغلوب على‬ ‫�سواء‪.‬‬ ‫• ورغ��م زي��ادة العن�صرية والكراهية �إال �أن‬ ‫�صوت العقل �سيغلب ويعلو على هتاف حناجر‬ ‫ال�سوء وخطباء الفتنة‪ ،‬و�سيف�شل خطط خبراء‬ ‫�إ�شعال الحرائق‪ ،‬وبخا�صة عندما يجتمع على‬ ‫طاولة الحوار قمة المكان والمكانة في ال�شرق‬ ‫والغرب معا وهما الأزهر والفاتيكان الأمر الذي‬ ‫ي�ساعد على �إزال��ة الحواجز النف�سية ويقرب‬ ‫الم�سافات‪ ،‬ويلم �شمل الم�ؤمنين في مواجهة قوى‬ ‫�أخرى عاتية ومترب�صة بكل �أ�شكال الإيمان على‬ ‫الكوكب الأر�ضي‪..‬‬ ‫• ب�شائر الخير بوعي جديد �أن الأزهر ‪ -‬جامعا‬ ‫وجامعة‪ -‬يمثل الطـرف الإ�سالمي الذي يرمز‬ ‫�إليه ‪-‬مجازا‪ -‬بجهة ال�شرق‪ ،.‬والفاتيكان يمثل‬ ‫ال�ط��رف ال��ذي يرمز �إل�ي��ه ‪-‬م �ج��ازا‪ -‬بالغرب‪،‬‬ ‫ف ��إن الحوار هنا يكون بين الإ��س�لام والغـرب‪،‬‬ ‫وتلك خطوة متقدمة جدا يحل فيها الحوار –‬ ‫ب لغة الإعالل والإب��دال ‪ -‬باعتباره �أول و�سائل‬ ‫الفهم‪ ،‬محل ال�صراع وال�صدام‪ ،‬ويكون فيها‬ ‫�صوت العقل بديال عن الراديكالية والعن�صرية‬ ‫والكراهية في ال�شرق والغرب معا‪.‬‬ ‫• وهذا م�ؤ�شر �إيجابي على �أر��ض الواقع بال‬ ‫� �ش��ك‪ ،‬غ�ي��ر �أن �ن��ا ي�ج��ب �أن ن ��درك �أن ال �ح��وار‬ ‫كالتفاو�ض تماما ينطلق ف��ي الأ��س��ا��س ال من‬ ‫��ص�ح��ة و� �س�لام��ة ال ��ر�ؤي ��ة ال�ن�ظ��ري��ة ف �ق��ط‪ ،‬وال‬ ‫حتى من الر�صيد التاريخي فالر�ؤية النظرية‬ ‫ور�صيدك التاريخي يمكن �أن يثبت �أنك موجود‪،‬‬ ‫ولكنه ال يثبت ح�ضورك‪ ،‬والفرق كبير بين �أن‬ ‫تكون موجودا وبين �أن تكون حا�ضرا‪� ،‬أن تكون‬ ‫م��وج��ودا فهذا يعنى �أن��ك مجرد رق��م في العد‬ ‫والح�ساب‪ ،‬بالزيادة �أو بالنق�صان‪ ،‬وعندما‬ ‫تتحاور مع الآخرين و�أنت في هذه الحالة ف�إنك‬ ‫ال تملك �شيئا من مفردات القوة على الأر��ض‬ ‫تمكنك من فر�ض �إرادتك �أو حتى ت�صديق ر�ؤيتك‬ ‫لتكون محل نظر الآخرين وتدخل في ح�ساباتهم‬ ‫واعتباراتهم‪.‬‬ ‫• �أما �أن تكون حا�ضرا فهذا يعني �أن لك �إنجازا‬ ‫على الم�ستوى العلمي والثقافي واالقت�صادي‪،‬‬ ‫و�أن وجودك ي�شكل �إ�ضافة ح�ضارية و�أخالقية‪،‬‬ ‫ومن ثم ف�أنت رقم م�ؤثر في العالقات الدولية‬ ‫وموازين القوى والمعادلة الح�ضارية‪.‬‬ ‫• ف��ي الحالة الأول ��ى‪“ :‬حالة ال��وج��ود كرقم‬ ‫في الح�ساب لي�س �إال”‪ ،‬ي�ضن عليك الأخ��رون‬

‫لقد كرم اهلل الإن�سان بموهبة العقل و ميزه‬ ‫بها وف�ضله وكرمه على كثير ممن خلق‪ .‬به يعرف الإن�سان‬ ‫الخير من ال�شر‪ ،‬والنافع وال�ضار‪ ،‬والهدى وال�ضالل‪ ،‬وبه‬ ‫خاطبه اهلل وكلفه‪ ،‬وا�ستخلفه في الأر�ض‪،‬وجعله م�س�ؤو ًال‬ ‫عما يفعل في هذه الحياة الدنيا‪ ،‬فقد خ�ص اهلل الإن�سان‬ ‫بنعمة العقل وجعل مدار �سعادته معقودا على �سالمته‪،‬‬ ‫ل��ذل��ك ح��رم عليه ك��ل �أ��س�ب��اب �إف��س��اده وتعطيله لأداء‬ ‫وظيفته‪ .‬فالعقل مناط التكليف وزينة الإن�سان �إذا ذهب‬ ‫ذهبت قيمة الإن�سان وهو من ال�ضروريات الخم�س التي‬ ‫اتفقت كل ال�شرائع ال�سماوية على �ضرورة الحفاظ عليها‬ ‫و�صيانتها من كل مادة مف�سدة‪.‬‬ ‫ومن غير �شك ف�إن المخدرات ب�أ�شكالها و�ألوانها وب�صرف‬ ‫النظر عن ت�سميتها هي من �أكثر المف�سدات‬ ‫التي تدمر العقل وتذهب الوعي وتحول الإن�سان الى‬ ‫�ألة ف�ساد و�شر في حق نف�سه وحق غيره وبالتالي تتحول‬ ‫الم�شكلة لت�صبح اف��ة اجتماعية تهدد ا�ستقرار وامن‬ ‫و�سالمة المجتمع في كل جوانبه‪ .‬فباال�ضافة الى دمار‬ ‫االن�سان كان�سان تت�سبب المخدرات في انت�شار الجريمة‬

‫و�إه��دار ال�م��ال وانت�شار االم��را��ض النف�سية والتفكك‬ ‫اال�سري وزعزعة االقت�صاد واالم��ن المجتمعي وانت�شار‬ ‫حروب الع�صابات‪.‬‬ ‫�إن نظرة الإ�سالم لمعالجة م�شكلة المخدرات كغيرها من‬ ‫الأفات الإجتماعية نظرة �شمولية تعتمد في‬ ‫�أ�سا�سها مبد�أ الوقاية خير من العالج �إذ ي�ضع الإ�سالم‬ ‫�سدودا محكمة لكل ما من �ش�أنه ت�سهيل ح�صول هذه‬ ‫الأفة‪ .‬كما يعتمد و�سائل التربية ال�شاملة للفرد والمجتمع‬ ‫لتح�صينه قبل وقوعها وتح�صينه من �أثارها عند وقوعها‪.‬‬ ‫ه��ذه المبادئ ت�ؤ�س�س لخطة محكمة حازمة وواقعية‪،‬‬ ‫وت�ضع برنامج عمل طويل الأم��د‪ ،‬يمنح لنف�سه ما يكفي‬ ‫من الوقت‪ ،‬ويجند لإنجازه و�إنجاحه مختلف الو�سائل‬ ‫المتوفرة خا�صة منها التوعوية والتثقيفية بمخاطر هذه‬ ‫الم�شكلة‪ ،‬وتجند في ذلك الإرادات الفردية واالجتماعية‬ ‫وتعزز الوازع الديني الروحي �إلى جانب الإطار القانوني‬ ‫الذي يحمي المجتمع بالدرجة الأولى ويحدد الم�س�ؤوليات‬ ‫الجنائية لمن ي�سهل تعاطي هذا ال�سم القاتل‪.‬‬ ‫�إن تجار المخدرات ومروجيها هم مجرمون و �أع��داء‬ ‫حقيقيون للمجتمع و م�صا�صوا دماء وم�ستهلكوا‬ ‫�أرواح يجب على ال�سلطات ردعهم و حماية المجتمع من‬

‫�شرهم و �إنزال اق�صى العقوبات بهم‪ .‬ومع هذا‬ ‫الدور المناط يال�سلطات يبقى دور الم�صلحين والمربين‬ ‫ذا �أهمية ق�صوى لي�س فقط للتحذير من مخاطر هذه‬ ‫الم�شلكة ب��ل لإن �ق��اذ ال�ضحية‪ ،‬وه��و ال�شخ�ص القابل‬ ‫لتناول المخدرات‪ ،‬ال�شخ�ص الذي �ضعف �إيمانه و�إرادته‬ ‫في مقاومة ال�شر‪ ،‬ال�شخ�ص الذي �أمام �أي م�شكلة يجد‬ ‫نف�سه مرتابا قلقا م�ضطربا يبحث عن مهرب في جرعة‬ ‫يتناولها تن�سيه لحظتها همومه‪ ،‬ثم يعقبها بعد ذلك هموم‬ ‫وح�سرات ال تنتهي �إلى الأبد ‪ .‬مثل هذا ال�شخ�ص يجب‬ ‫�أن تتواله �أيدي الرعاية بالتربية و زراعة بذرة الإيمان و‬ ‫�إحاطته بالتربية ال�صحيحة و �أن‬ ‫ال يهمل وال يتخلى عنه و ال ي�ت��رك فري�سة لمروجي‬ ‫المخدرات‪.‬‬ ‫�إن الأ�سرة هي القلعة الأولى الح�صينة التي تقي االبناء‬ ‫م��ن االنغما�س ف��ي ال��رذائ��ل واالن �ح��راف��ات المختلفة‪،‬‬ ‫فالواجب على الآب��اء والأم�ه��ات �أن يكونوا قائمين على‬ ‫البيوت بالمتابعة والمراقبة مغلقين دون �أبنائهم �أبواب‬ ‫الف�ساد‪ ،‬وخا�صة ما تروجه كثير من قنوات التلفاز ومواقع‬ ‫الإنترنت حيث تربط بين تعاطي‬ ‫المخدرات والقوة‪ ،‬المال‪ ،‬الن�شوة لتزيف نظرة متابعها‬

‫وت�سحره بها‪�.‬إن الإ�ستقرار اال�سري و�صالح‬ ‫االبوين و�إجتهادهما في التربية ال�صحيحة وعملهما على‬ ‫الحفاظ على المناخ الإيماني �أعظم اال�سباب‬ ‫بعد توفيق اهلل‪ -‬لوقاية االبناء من �شرور المخدرات‪.‬‬

‫�أزاحت �أ�ستراليا ال�ستار عن خططها لجعل‬ ‫اختبار الح�صول على الجن�سية �أكثر �صعوبة‪ ،‬من خالل‬ ‫مطالبة المهاجرين بم�ستوى �أع�ل��ى م��ن �إت �ق��ان اللغة‬ ‫الإنكليزية والتحلي بـ «القيم الأ�سترالية»‪.‬‬ ‫و�أع��رب رئي�س ال��وزراء الأ�سترالي‪ ،‬مالكولم تورنبول‪،‬‬ ‫عن ت�أييده لهذه الخطة‪ ،‬وتحدث الخمي�س ‪� 20‬أبريل‪،‬‬ ‫ع��ن التغييرات ال�م�ق��رر �إح��داث �ه��ا ق��ائ�لا �إن ا�ستبيان‬ ‫المواطنة الحالي الذي يختبر معرفة ال�شخ�ص بالقوانين‬

‫أل�س ِاعي ع َلى‬ ‫قال النبي �صلى اهلل عليه و�سلم‪َّ �( :‬‬ ‫للهَّ‬ ‫الم ْ�س ِكينِ َكال ُم ِ‬ ‫الأَ ْر َم َل ِة َو ِ‬ ‫جاه ِد في �سبيلِ ا ‪� ،‬أو‬ ‫ويقوم الليل)‪.‬‬ ‫كالذي‬ ‫ي�صوم النها َر ُ‬ ‫ُ‬ ‫�أطيب التبريكات من بيت الزكاة �أ�ستراليا بمنا�سبة قرب حلول‬ ‫�شهر رم�ضان المبارك‪�،‬شهر القر�آن وال�صدقات‪� ،‬شهر التقرب‬ ‫�إلى اهلل بالعبادة والبذل والعطاء‪�،‬سائلين اهلل �أن يتقبل �أعمالكم‬ ‫و�أن يوفقكم لما يحب وير�ضى‪.‬‬ ‫�إن بيت ال��زك��اة �أ�ستراليا يقوم على العديد م��ن الم�شاريع‬ ‫الهادفة التي تخدم جميع فئات المجتمع وخا�صة قطاع الأيتام‬ ‫المتواجدين في طرابل�س و�شمال لبنان‪ ،‬ومن هذه الم�شاريع‬ ‫م�شروع دع��م الأط �ف��ال االي �ت��ام والأرام� ��ل ف��ي �شهر رم�ضان‬ ‫المبارك‪.‬‬

‫الأ�سترالية‪ ،‬والرموز الوطنية وغيرها‪ ،‬ال يكفي للحكم‬ ‫على ال�شخ�ص ما �إذا كان �سيقبل بـ”القيم الأ�سترالية»‪.‬‬ ‫وق��ال ت��ورن�ب��ول‪ ،‬وفقا لوكالة روي �ت��رز‪�« ،‬إذا كنا نعتقد‬ ‫ب��أن احترام الن�ساء والأط�ف��ال وق��ول ال للعنف هي قيم‬ ‫�أ�سترالية‪ ،‬فلم ال تكون �شرطا رئي�سيا وبارزا لتكون مواطنا‬ ‫�أ�ستراليا؟ لماذا يجب �أن يكون االختبار مجرد قائمة‬ ‫�أ�سئلة مدنية؟»‪.‬‬ ‫و�ست�شمل االختبارات الجديدة �أ�سئلة حول عمل مقدمي‬ ‫طلبات الح�صول على الجن�سية‪ ،‬و�إر� �س��ال �أطفالهم‬ ‫�إل��ى المدار�س‪ ،‬وكيفية �شعورهم تجاه بع�ض المعايير‬

‫االجتماعية‪.‬‬ ‫وق��ال ت��ورن�ب��ول �إن المتقدمين ال�ج��دد للح�صول على‬ ‫المواطنة �سيحتاجون �إل��ى اجتياز اختبار ��ص��ارم في‬ ‫اللغة الإنكليزية ي�شمل ال�ق��راءة والكتابة والمحادثة‪،‬‬ ‫وعليهم تحقيق م�ستوى يعادل ‪ 6.0‬في نظام اختبار اللغة‬ ‫الإنكليزية الدولي‪.‬‬ ‫وبالإ�ضافة �إلى ذلك لن يت�أهل �أي �شخ�ص للح�صول على‬ ‫الجن�سية �إال بعد ‪� 4‬سنوات من ح�صوله على الإقامة‬ ‫الدائمة‪.‬‬ ‫و�أكد تورنبول �أن «ما نقوم به هو تعزيز مجتمعنا متعدد‬

‫الثقافات‪ ،‬وتعزيز قيمنا» م�ضيفا �أن الجن�سية الأ�سترالية‬ ‫تعد «امتيازا»‪.‬‬ ‫وما تزال خطة تورنبول في انتظار موافقة البرلمان‪ ،‬حيث‬ ‫من المتوقع �أن يتم تمرير الم�شروع نظرا للعدد الكبير من‬ ‫الم�شرعين المحافظين في البرلمان‪.‬‬ ‫ومع ذلك ال يلقى م�شروع تورنبول ترحيبا من الجميع‪،‬‬ ‫حيث لج�أ البع�ض �إلى مواقع التوا�صل االجتماعي للتعبير‬ ‫عن رف�ضهم له‪.‬‬

‫ك��ش��ف م�ك�ت��ب الإح��ص��اءات الأ� �س �ت��رال��ي‬ ‫(‪ )ABS‬في ‪ 11‬ني�سان‪�/‬أبريل ‪ 2017‬عن‬ ‫المعلومات المتع ّمقة الأول��ى المنبثقة عن‬ ‫�إح�صاء ال�سكان والإ�سكان لعام ‪Census 2016( 2016‬‬ ‫‪ ،)of Population and Housing‬التي تُبرز التن ّوع‬ ‫المتنامي في �أ�ستراليا عبر ال�صفات الرئي�سية التي تم ّيز‬ ‫الأ�سترالي “النموذجي” في ‪.2016‬‬ ‫وت��أت��ي ه��ذه المعلومات كمق ّدمة للإف�صاح الأول عن‬ ‫بيانات ال �ـ ‪ Census‬ي��وم ال�ث�لاث��اء ف��ي ‪ 27‬ح��زي��ران‪/‬‬ ‫يونيو ‪ ،2017‬وال ��ذي �سي�شمل مجموعات بيان ّية لك ّل‬ ‫المدن الوطنية الأ�سترالية ومدن الواليات والمقاطعتَين‬ ‫وعوا�صمها‪� ،‬إل��ى جانب مجموعات بيان ّية للمجموعات‬ ‫ال�سكانية ال�صغيرة والمناطق الجغرافية ال�صغيرة مثل‬ ‫ال�ضواحي (‪ )suburbs‬ومناطق البلديات (‪Local‬‬ ‫‪ .)Government Areas‬وال�شيء الذي تك�شفه هذه‬ ‫المعلومات هو �أنه ال توجد �أية �صفات “نموذجية” على‬ ‫الإطالق تم ّيز الأ�ستراليين!‬ ‫ل �ق��د ك��ش��ف ‪ Census‬ع ��ام ‪� 2016‬أن الأ� �س �ت��رال��ي‬ ‫عاما‪ ،‬من‬ ‫“النموذجي” هو �أنثى تبلغ من العمر ‪ً 38‬‬ ‫مواليد �أ�ستراليا وذات �أ�صول �إنكليزية‪ .‬وهي متز ّوجة‬ ‫�شريكي حياة وطف َلين‪ ،‬وقد �أكملت‬ ‫وتتك ّون عائلتها من‬ ‫ّ‬ ‫ي�ضم ثالث غرف‬ ‫منزل‬ ‫في‬ ‫تعي�ش‬ ‫وهي‬ ‫الدرا�سة الثانوية‪.‬‬ ‫ّ‬ ‫نوم‪ ،‬مع �سيارتَين‪.‬‬ ‫�أما الأ�سترالي “النموذجي” الذ َكر فيبلغ من العمر ‪37‬‬ ‫عاما ‪� -‬أي �أ�صغر من الأنثى “النموذجية” بعام واحد ‪-‬‬ ‫ً‬ ‫ويق�ضي �أقل من خم�س �ساعات �أ�سبوع ًيا في �إنجاز �أعمال‬ ‫منزلية‪ ،‬بينما تق�ضي الأنثى “النموذج ّية” ما بين خم�س‬ ‫�ساعات و‪� 14‬ساعة �أ�سبوع ًيا في �إنجاز �أعمال منزلية‪.‬‬ ‫وم��ع �أن وال � َ�دي الأ��س�ت��رال��ي “النموذجي” م��ن مواليد‬ ‫�أ�ستراليا‪ ،‬ف�إن واح� ً�دا على الأق��ل من وال� َ�دي الأ�سترالي‬ ‫“النموذجي” في نيو �ساوث ويلز وفيكتوريا وو�سترن‬ ‫�أ�ستراليا مولود خارج �أ�ستراليا‪.‬‬ ‫والذي ُيظهر التن ّوع المتنامي في �أ�ستراليا هو �أنه في عام‬

‫�أعلن رئي�س ال��وزراء‬ ‫مالكوم تيرنبول عن �إلغاء العمل‬ ‫ب�ت��أ��ش�ي��رة ال�ع�م��ال ال�م�ه��رة ‪457‬‬ ‫وا� �س �ت �ب��دال �ه��ا ب �ب��رن��ام��ج ج��دي��د‬ ‫لت�أ�شيرات ا�صحاب المهارات‪.‬‬ ‫وي��أت��ي ه��ذا االع�ل�ان بعدما عمل‬ ‫حزب العمال على مدار ‪� 4‬سنوات‬ ‫�سابقا للتقليل من منح ت�أ�شيرات‬ ‫‪ 457‬للعمال المهرة وذلك عندما‬ ‫كان زعيم المعار�ضة بيل �شورتين‬ ‫وزي ��ر ًا للتوظيف ان ��ذاك‪� .‬إال �أن‬ ‫تيرنبول اتخذ الخطوة الحا�سمة‬ ‫�أو ًال عند �إعالنه �إلغاء الت�أ�شيرة‬ ‫بمفهومها الحالي‬ ‫وك�م��ا ك��ان �شعار تيرنبول خالل‬ ‫ال �ح �م �ل��ة االن �ت �خ��اب �ي��ة “ازدهار‬ ‫االقت�صاد وخلق الوظائف” �أعلن‬ ‫رئي�س ال� ��وزراء ع��ن �أن االول��وي��ة‬ ‫االول�� ى ل �ح �ك��وم �ت��ه ه ��ي اع �ط��اء‬ ‫الوظائف لال�ستراليين وتف�ضيلهم‬ ‫على العمال المهرة الم�ستقدمين‬ ‫من الخارج‪.‬‬ ‫وخالل مقطع الفيديو الذي ظهر‬ ‫فيه ترينبول على �صفحته على‬ ‫م��وق��ع ف�ي��س�ب��وك �أق �ت �ب ��س بع�ض‬ ‫االق ��وال م��ن �سلفه ال�سابق جون‬ ‫ه ��اورد حين ق��ال ع��ام ‪� 2001‬أن‬ ‫الحكومة هي التي تقرر من يدخل‬ ‫البالد ومن ُيحرم من ذلك‬ ‫وت��م ط��رح ه��ذه الت�أ�شيرة للمرة‬ ‫االولى في ظل حكومة هاورد عام‬ ‫‪ ،1996‬والتي قدمت على �أ�سا�س‬ ‫منح العمال المهرة ‪� 4‬سنوات عمل‬ ‫ف��ي �أ�ستراليا ف��ي �أك�ث��ر م��ن ‪650‬‬ ‫نوع عمل‪ .‬كما ويتمكن حملة هذه‬

‫الت�أ�شيرات ا�ستقدام عائالتهم‬ ‫على هذه الت�أ�شيرة‪.‬‬ ‫و�أ�شار تيرنبول �إل��ى �أن البرنامج‬ ‫البديل ال��ذي �سيتم اال�ستعا�ضة‬ ‫به عن ت�أ�شيرة ‪� 457‬سي�ؤدي �إلى‬ ‫�إلغاء ‪ 200‬وظيفة كانت على الئحة‬ ‫الهجرة (لالطالع على الالئحة‬ ‫بالكامل)‪.‬و من �شروط الت�أ�شيرة‬ ‫الجديدة �أنها ت�سمح بالبقاء في‬ ‫�أ�ستراليا لفترة �سنتين �أو �أرب��ع‬ ‫� �س �ن��وات ف�ق��ط م��ع ع ��دم ال �ق��درة‬ ‫على التقديم على الح�صول على‬ ‫الإقامة الدائمة‪.‬‬ ‫ول �ك��ن ال �� س ��ؤال ال�ب��دي�ه��ي‪ ،‬ماهو‬ ‫م�صير ال ‪� 95‬ألف عامل من حملة‬ ‫هذه الت�أ�شيرة في الوقت الحالي؟‬ ‫بح�سب ت�صريحات رئي�س الوزراء‬ ‫ف ��إن �ه��م �سيبقون ف��ي �أ��س�ت��رال�ي��ا‬ ‫بح�سب � �ش��روط ال�ت��أ��ش�ي��رة التي‬ ‫يحملونها االن‪.‬‬ ‫ف��ي م��ا ي�ت�ع�ل��ق ب��ال �ت ��أ� �ش �ي��رة بعد‬ ‫ت�صريحات تيرنبول بالأم�س ف�إنها‬ ‫�ستمنح ال�ع�م��ال ال�م�ه��رة عامين‬ ‫فقط للعمل في �أ�ستراليا ويمكن‬ ‫ت�ج��دي��ده��ا ل�ع��ام�ي��ن �إ��ض��اف�ي�ي��ن‪.‬‬ ‫وتت�ضمن �شروطها �أن يتمتع العمال‬ ‫بمهارات عالية ج��د ًا وخ�ب��رة في‬ ‫مجال العمل �إلى جانب �إتقان اللغة‬ ‫االنجليزية‪.‬‬ ‫بالن�سبة ل�ل�إق��ام��ة ال��دائ�م��ة ف ��إن‬ ‫حملة الت�أ�شيرة قبل اعالن تيرنبول‬ ‫ك��ان ب�إ�ستطاعتهم التقديم على‬ ‫االقامة الدائمة بعد عامين فقط‬ ‫من ح�صولهم على الت�أ�شيرة اما‬ ‫االن فلن يتمكنوا م��ن ذل��ك في‬ ‫�أول �سنتين من االقامة ولكن اذا‬

‫مئات األحوازيين يتظاهرون أمام السفارة‬ ‫االيرانية في يوم احياء للذكرى ‪ 92‬الحتالل األحواز‬

‫تظاهر م�ئ��ات الأح��وازي �ي��ن �أم��ام‬ ‫ال�سفارة االي��ران�ي��ة ف��ي العا�صمة الأ�سترالية‬ ‫«كانبرا» يوم ‪� 20‬أبريل الجاري في الذكرى ‪92‬‬ ‫الحتالل الأح ��واز «مطالبين المجتمع الدولي‬ ‫بالتدخل الفوري لردع دولة االحتالل ومنعها من‬ ‫ارتكاب الجرائم في الأحواز»‪.‬‬ ‫و�أعلن المتظاهرون عن «ت�أييدهم التام والكامل‬ ‫لن�ضال ال�شعب العربي الأحوازي بكافة الو�سائل‬ ‫والطرق الممكنة والم�شروعة»‪ .‬وكذلك الأمر‬ ‫بالن�سبة لل�شعب ال�سوري والعراقي واليمني في‬ ‫«ن�ضاله ومقاومته �ضد العدو الفار�سي و�أدواته‬ ‫الطائفية»‪.‬‬ ‫كما �أي��د المتظاهرون الم�شروع العربي الذي‬

‫تتقدمه ال�سعودية �ضد ال�م��ش��روع ال�صفوي‬ ‫الفار�سي واعلنوا دعمهم له‪.‬‬ ‫وقد جاء في البيان الختامي لهذه المظاهرة‬ ‫«�أن الجالية الأح��وازي��ة نظمت هذه المظاهرة‬ ‫في الذكرى الثانية والت�سعين الحتالل الأحواز‪،‬‬ ‫�أم��ام وك��ر ال�ع��دو الفار�سي ف��ي ا�ستراليا‪ ،‬في‬ ‫وقت ح�سا�س وم�صيري للأمة وال�شعب العربي‬ ‫الأحوازي»‪.‬‬ ‫و�أ�ضاف البيان «�أن جرائم �إي��ران في الأح��واز‬ ‫المحتلة ت�ضاعفت �أكثر من ذي قبل ‪ ،‬وما جريمته‬ ‫�ضد الإن�سانية بحق مدينة الفالحية و�أبنائها‬ ‫البوا�سل و�إطالق قواته الأمنية‪ ،‬الر�صا�ص الحي‬ ‫على المواطنين الأح��وازي�ي��ن ال�ع��زل‪ ،‬متعمدة‬ ‫قتلهم وجرحهم‪� ،‬إال خير دليل على ذلك»‪.‬‬ ‫و�أو�ضح البيان «�أن العدو الفار�سي تمادى �أكثر‬

‫م��ن ال�سابق ف��ي تنفيذ م�شاريعه العدوانية‪،‬‬ ‫م�ستهدفا ال�شعب والجغرافيا والتاريخ‪ ،‬ومن‬ ‫�أهمها تحريف مجرى الأنهر وتجفيفها‪ ،‬ن�شر‬ ‫ال�ف�ك��ر ال�ط��ائ�ف��ي ودع �م��ه ت��وط�ي��ن ال�ف��ر��س في‬ ‫الأحواز لتغيير تركيبتها ال�سكانية العربية»‪.‬‬ ‫ُيذْ َكر �أن الأحواز هي �أر�ض عربية احتلتها �إيران‬ ‫ع��ام ‪ ١٩٢٥‬حيث كانت دول��ة م�ستقلة يحكمها‬ ‫الأمير خزعل الكعبي‪ .‬يبلغ م�ساحة الأحواز �أكثر‬ ‫من ‪ ٣٢٠،٠٠٠‬متر مربع‪ ،‬وعدد �سكانها قرابة‬ ‫الثمانية مليون كلهم ينتمون الى القبائل العربية‬ ‫الأ�صيلة‪.‬‬ ‫ويقع الظلم على �أهل ال�سنة بمنع بناء الم�ساجد‬ ‫بتات ًا ومنع العلوم ال�شرعية و�إع��دام دعاة �أهل‬ ‫ال�سنة في الأحواز‪.‬‬

‫تقاطع السكك الحديدية لطريق‬ ‫(‪)Camp Rd Campbellfied‬‬ ‫الى الزوال‬

‫ا�ست�ضاف النائب المحلي عن منطقة برودميدوز فرانك ماكغوير‬ ‫منتدى ح�ضره عدد من قيادات المجتمع‪ ،‬حيث قدم مخت�صون‬ ‫من قبل (‪� )Level Crossing Removal Authority‬شرح‬ ‫مف�صل عن م�شروع �إزال��ة تقاطع ال�سكك الحديدية لطريق‪Camp Rd( :‬‬ ‫‪ )Campbellfied‬في والية فكتوريا‪.‬‬ ‫حيث �ستبد�أ �أعمال البناء في هذا الم�شروع في في �أواخر عام ‪.2017‬‬ ‫ويعتبر هذا التقاطع احد اكثر الطرق ازدحاما في ملبورن‪ ،‬حيث تحمل ما‬ ‫يقرب من ‪� 20،000‬سيارة يوميا‪ .‬وهو يتقاطع مع خط ال�سكة الحديدية‪ ،‬مما‬ ‫ي�سبب في االزدحام حين تكون بوابات العبور مغلقة‪.‬‬ ‫وي�سبب هذا االزدح��ام ت�أثيرات مالية لل�شركات التي ت�ستخدم هذه الطريق‬ ‫كخط لنقل الب�ضائع‪� .‬إ�ضافة مخاطره المحتملة على ال�سالمة‪ ،‬حيث كانت‬ ‫هناك ثالث حوادث ا�صطدام في العقد الما�ضي و ‪ ١٥‬حالة ا�صطدام و�شيكة‪.‬‬

‫دراسة‪ :‬مضخة ميكانيكية قد تساعد‬ ‫في الشفاء من مرض قصور القلب‬ ‫بي بي سي عربي‬

‫خل�صت درا�سة حديثة �إلى �أن ا�ستخدام‬ ‫م�ضخة ميكانيكية تعزز دوران ال��دم في الج�سم‬ ‫يمكن �أن ت�ساعد المر�ضى في التغلب على ق�صور‬ ‫القلب‪ ،‬وذلك على نحو قد يف�ضي �إلى ال�شفاء التام‪.‬‬ ‫و�أظهرت نتائج الدرا�سة التي �شملت مجموعة من‬ ‫المر�ضى �أن ثلثي الم�شاركين ال��ذي ا�ستخدموا‬ ‫تلك الأجهزة التي تعمل بالبطارية ظهرت عليهم‬ ‫عالمات ال�شفاء التام من مر�ض القلب‪.‬‬ ‫وقال قائد فريق البحث ديوردي جاكوفليفيت�ش‪ ،‬من‬ ‫معهد الطب الخلوي التابع لجامعة نيوكا�سل‪“ :‬نعتبر‬ ‫هذه الأجهزة ج�سرا وا�صال قبل عملية زراعة القلب‪،‬‬ ‫فهي ت�ساعد في بقاء المري�ض على قيد الحياة حتى‬ ‫يتوافر قلب يمكن زراعته”‪.‬‬ ‫و�أ�ضاف ‪”:‬للمرة الأول��ى نظهر �أن القلب ي�ستعيد‬

‫كامل وظائفه في بع�ض المر�ضى‪� ،‬إلى درجة تجعلهم‬ ‫�أ�شبه ب�أ�صحاء لم يعانوا مطلقا من مر�ض القلب‪.‬‬ ‫كما تعد هذه الأجهزة ج�سرا وا�صال �إل��ى ال�شفاء‬ ‫التام لبع�ض المر�ضى”‪.‬‬ ‫وت�ساعد الم�ضخة‪ ،‬التي يطلق عليها “جهاز م�ساعدة‬ ‫البطين الأي�سر”‪ ،‬غرفة �ضخ ال��دم الرئي�سية في‬ ‫ع�ضلة القلب على دفع الدم في كافة �أنحاء الج�سم‪.‬‬ ‫و ُي ��زرع الجهاز ع��ادة ف��ي المر�ضى ال��ذي��ن و�صلوا‬ ‫�إلى مرحلة مت�أخرة من ق�صور القلب‪ ،‬وهي مرحلة‬ ‫حرجة للغاية يكون القلب فيها �أ�ضعف من �أن ي�ضخ‬ ‫الدم بكفاءة داخل الج�سم‪.‬‬ ‫و�شملت الدرا�سة‪ ،‬التي ن�شرت في دوري��ة “الكلية‬ ‫الأمريكية لأمرا�ض القلب”‪ 58 ،‬مري�ضا من الذكور‬ ‫خ�ضعوا لفحو�ص �شاملة الخ�ت�ب��ار م��دى مالئمة‬ ‫قلوبهم ال�ستخدام مثل هذا الجهاز‪.‬‬ ‫و�أو�ضحت النتائج �أنه من بين ‪� 16‬شخ�صا تعافوا‬

‫بدرجة كافية لنزع الم�ضخة منهم‪� ،‬أظهر ‪ 38‬في‬ ‫المئة تعافيا في وظائف القلب تعادل تماما حالة‬ ‫الأ�صحاء في نف�س المرحلة العمرية‪.‬‬ ‫وي�أمل فريق الباحثين الم�شارك في الدرا�سة من‬ ‫جامعات نيوكا�سل‪ ،‬وكامبريدج‪ ،‬ول�ي��دز‪ ،‬ولندن‪،‬‬ ‫ولويزفيل في التو�صل �إلى نتائج �شفاء مبكرة ت�ساعد‬ ‫ف��ي تحديد المر�ضى الأك �ث��ر ا�ستفادة م��ن وج��ود‬ ‫الم�ضخة‪.‬‬ ‫وقال �ستيفان �شيولير‪ ،‬باحث م�شارك في الدرا�سة‬ ‫وا�ست�شاري في جراحة القلب‪“ :‬ي�سهم الجهاز في‬ ‫معظم الحاالت في معالجة �أعرا�ض ق�صور القلب‬ ‫بطريقة تجعل المر�ضى �أقل �شعورا ب�صعوبة التنف�س‬ ‫والتعب”‪.‬‬ ‫و�أ�ضاف‪“ :‬ظهر على مجموعة �صغيرة من المر�ضى‬ ‫تح�سن في وظائف القلب لدرجة يمكن معها ف�صل‬ ‫الجهاز �أو نزعه”‪.‬‬

‫كشف جديد يقلب الموازين‬ ‫عن كيفية تكون الذاكرة‬ ‫بي بي سي عربي‬

‫اكت�شف فريق من العلماء ما يحدث‬ ‫بالفعل ف��ي المخ �أث�ن��اء عمليات توليد الذكريات‬ ‫وتخزينها‪.‬‬ ‫وت��و��ص��ل ال�ف��ري��ق‪ ،‬ال�م�ك��ون م��ن علماء �أمريكيين‬ ‫ويابانيين‪� ،‬إلى �أن المخ يولّد ن�سختين من الذكريات‬ ‫في وقت واح��د‪� ،‬إحداهما للوقت الراهن والأخ��رى‬ ‫لباقي الحياة‪.‬‬ ‫و�ساد في ال�سابق اعتقاد ب��أن كل الذكريات تن�ش�أ‬ ‫كذاكرة ق�صيرة المدى‪ ،‬ثم تتحول ببطء �إلى ذاكرة‬ ‫طويلة الأمد‪.‬‬ ‫ويرتبط تذكّر التجارب ال�شخ�صية بجزئين في‬ ‫ال�م��خ‪ ،‬وهما “قرن �آمون” المخ�ص�ص للذاكرة‬ ‫ق�صيرة المدى‪ ،‬وق�شرة الدماغ المخ�ص�صة للذاكرة‬ ‫طويلة الأمد‪.‬‬ ‫وبح�سب االعتقاد ال�سائد منذ خم�سينات القرن‬ ‫الما�ضي‪ ،‬ف�إن الذكريات تن�ش�أ في قرن �آمون قبل �أن‬ ‫تنتقل �إلى ق�شرة الدماغ حيث يجري تخزينها‪.‬‬

‫لكن فريقا من العلماء في مركز رايكن‪�-‬إم �آي تي‬ ‫لعلوم وراثة الدوائر الع�صبية �أجروا تجارب متطورة‬ ‫�أثبتت خط�أ هذا االعتقاد‪.‬‬ ‫و�أُجريت التجارب على الفئران‪ ،‬لكن من المعتقد �أن‬ ‫النتائج تنطبق على الب�شر كذلك‪.‬‬ ‫ور�صد العلماء تك ّون الذكريات على هيئة كتلة من‬ ‫خاليا المخ المت�صلة‪ ،‬وذلك كرد فعل ل�صدمة‪.‬‬ ‫ثم ا�ستخدم الباحثون �شعاعا من ال�ضوء م�سلطا‬ ‫على الدماغ للتحكم في الخاليا الع�صبية‪ ،‬بحيث‬ ‫كانوا قادرين على تحريك ووقف الذكريات‪.‬‬ ‫و ُت�ظ�ه��ر النتائج‪ ،‬المن�شورة ب��دوري��ة ال�ع�ل��وم‪� ،‬أن‬ ‫الذكريات تت�شكل في قرن �آمون وق�شرة الدماغ في‬ ‫�آن واحد‪.‬‬ ‫وفي ت�صريح لبي بي �سي‪ ،‬قال �سو�سومو تونغاوا مدير‬ ‫المركز العلمي “كان هذا مفاجئا‪ .‬هذا يتعار�ض مع‬ ‫االفترا�ض القائم منذ عقود”‪.‬‬ ‫و�أ�ضاف الأ�ستاذ الجامعي “�إنه تقدم كبير مقارنة‬ ‫بالمعرفة ال�سابقة”‪.‬‬ ‫وب�شكل عام‪ ،‬ال يبدو �أن الفئران ت�ستخدم الذاكرة‬

‫طويلة الأمد في ق�شرة الدماغ خالل الأيام القليلة‬ ‫التي تعقب ت�شكيل الذكرى‪.‬‬ ‫وقد ن�سيت الفئران الحادث ال�صادم حين �أوقف‬ ‫العلماء عمل الذاكرة ق�صيرة المدى في قرن �آمون‪.‬‬ ‫لكن حين دف��ع العلماء ال��ذاك��رة طويلة الأم��د �إلى‬ ‫العمل‪ ،‬تذكرت الفئران الحادث‪ ،‬وهو ما يعني �أن‬ ‫الذكرى كانت قد تكونت بالفعل في ق�شرة الدماغ‪.‬‬ ‫وق��ال تونغاوا �إن ال��ذك��رى تكون “غير مكتملة �أو‬ ‫�ساكنة لأول عدة �أيام بعد ت�شكيلها”‪.‬‬ ‫وخل�ص العلماء كذلك �إلى �أن الذاكرة طويلة الأمد‬ ‫ال تكتمل �أب��دا �إذا انقطع االت�صال بين قرن �آمون‬ ‫وق�شرة الدماغ‪.‬‬ ‫بالتالي‪ ،‬مازال هناك رابط بين هذين الجزئين من‬ ‫المخ‪.‬‬ ‫وحتى الآن‪ ،‬يدخل االكت�شاف الجديد ف��ي �إط��ار‬ ‫العلوم الأ�سا�سية التي ت�شرح الكيفية التي تعمل بها‬ ‫�أج�سامنا‪.‬‬ ‫لكن تونغاوا يقول �إن االكت�شاف قد يو�ضح �أم��ورا‬ ‫م�صاحبة لأمرا�ض مرتبطة بالذاكرة‪ ،‬مثل الخرف‪.‬‬

Challenging Multiculturalism (1) Dr. Rawaa El Ayoubi Gebara Sydney Much scholarly studies and debates have recently focused on the issue of Islamophobia, especially its definition and its consequences on the society. Most of these studies concluded that the demonisation of Muslims and Islam through Islamophobia are based on firstly, the ignorance of Islam as a religion and secondly, on the generalisation of a minority of Muslim extremists for all Muslims. This is eventually creating an environment of hate against the Muslim community. And hence, Islamophobia is not just a challenge for Muslims, but it is a challenge for the multiculturalism of the Australian society. Having said that, many leaders, scholars, policy makers and the media ignored the remedy for the issue of islamophobia or condemned anyone who tries to apply a holistic view to the problem in order to solve it and to provide the right solution. For instance, we all remember in October 2015, when the media put the grand Mufti under fire after he issued a

statement which analyses the causes of Islamophobia and helps finding an action plan followed by frame work that will address the whole community. The bad judgment about Muslims has always come from people with an Islamophobic view in politics, in the media and among the general public. Some politicians like Pauline Hanson have persisted in their attempts to justify the resentment and prejudice against Muslims in Australia, as in other contemporaries’ Western societies, with arguments that attribute terrorism, crime and misogyny to all Muslims. The rise of Islamophobia depicts Muslims as foreigners, and deems them as not accepted as real Australians, despite the fact they have been part of Australia for many generations. Most recently and specifically last month in March 2017, Hanson has compared Islam to a disease: she said “Let me put it in this analogy - we have a disease, we vaccinate ourselves against it,” “Islam is a disease; we need to vaccinate ourselves against that.” She also released a video calling for the hashtag #Pray4MuslimBan. Ironically, Pauline Hanson is also against vaccinations. A senator in the Australian parliament should be a leader who should love this country and seek its stability and strengthening the harmony between Australian citizens instead of talking in a bad racist way about one of the major religions in the

world-Islam- as Hanson did, carrying in her statement deep hate and discrimination and offending around half a million Australian citizens without having any idea about the principles and values that this religion inspires and teaches. Prime Minister Malcolm Turnbull has sharply criticised Hanson’s statement arguing that her policy is dangerous and would worsen the impact of terrorism and incite hatred

of Muslims. He wisely said: “If the problem is terrorism, policies like that would only make it worse… Inciting hatred against any part of the Australian community is always dangerous. It undermines the mutual respect that we have in our community. If you seek to attribute to all Australian Muslims or all Muslims responsibility for the crimes of ISIL, then you are doing what ISIL wants. That is the classic

strategy of the terrorist and it has been forever.” Of course, criticising such hateful behaviour and statement by the Prime Minister is very essential to maintain the harmony of the society but we should have some section in the Australian laws to protect Australian citizens against discrimination on the basis of religion. Although under the Racial Discrimination Act in 1995 of section 18C makes it illegal

Long Walk To Freedom Jamilah Samian

One night, I found myself intrigued by an online excerpt of Nelson Mandela’s autobiography, Long Walk To Freedom. I ordered and read the book, skipped some pages and stowed it away, only to spot it recently, a bit dusty but beckoning me to pick it up again. Time spent on a bookshelf had left the book a little worn. I wasn’t in a hurry as I moved from sentence to sentence. This time, I decided to savour the contents at a gentler pace. To my surprise, some portions of the book now had new meaning; reading about Mandela’s childhood made me think more deeply of my own. Long Walk To Freedom is a first person account of how a boy, born innocent, a mischievous troublemaker at times, grew up to become a legend by virtue of his longstanding struggle against apartheid – that vile, loathsome

system which throws people into jail for nonsensical reasons: It is a crime for a mother to walk down a street holding her child’s hand just because they look like they belong to different races or because her nose is sharper than his; if you’re a person of colour and doesn’t carry an ID showing your “inferior” status, you’ll be arrested, too. Apartheid is a crime against humanity; racial tensions and violence rule. Never mind that we all came from the same ancestors, Adam and Hawa (Eve). Reading such a book is an eye-opener. We might have heard of the atrocities of related gross injustices in news reports, but seeing these through the eyes of a freedom fighter is way more profound. Autobiographies, I find, are more appealing than biographies for the simple reason that autobiographies are replete with the authentic inner voice of the person himself.

As I reread this revealing book, I pondered on the many daily struggles that we face today in different parts of the globe: inequality, cruelty, persecution of certain ethnic groups. It would seem that apartheid still has mankind in its grip. Yet, despite the grimness of today, this book left me feeling hopeful. Give it our best shot within our family and our community to be accountable, responsible, to treat people with respect and dignity. Our children watch what we do, and God willing, by being our best, we shall leave a legacy for them to follow and be proud of. Change within occurs very slowly. With persistent acts of kindness, that

annoying neighbour could turn into the friendliest, most caring person over two decades. The troubled child you knew at seventeen might take a turn for the better in the next ten years, perhaps through experiences you never envisaged. Even at the age of twenty, Mandela did not see himself as politicised yet, but was pushed, shoved and kicked into a system that forced him to taste the

We learn about how boys and girls begin to chart their own identities in adolescence, how habits are likely to form in teenagehood. It makes us worry if we have done a good job. It could be personal e.g. overcoming an addiction or bad habits; or professional in nature e.g. trapped in a job we hate, yet unable to find another. But who knows? With a little bit more resolve everyday, your long walk to freedom might be over sooner than you think. What books have you read, of late? As an author, I’m happy when someone buys my books. Nevertheless, I’m aware that some of my books will do little more than grace the buyers’ homes, adding colour and character to bookshelves. People get excited on meeting an author and getting the books they purchase autographed. The not-so-exciting bit is the uncertainty of whether the books will be read, the lessons manifested to benefit readers. No matter who you are, work harder to inculcate the reading habit in your family. As Mark Twain said,”A person who won’t read has no advantage over one who can’t.”

Then trip continued to Hong Kong where the 21st Century Learning began. Very interesting moment when we struggled to find a halal meal restaurant next to the hotel my husband has chosen. We had to pass the same trip three times, before realising it chawwas actually located inside a small building on the 11th floor! Every bit of space is very exclusive and expensive in Hong Kong, especially for students’ budget. However, every moment of our international journey was really worthwhile. VICTORIAN PLANNING AUTHORITY ENDORSES BIG PICTURE VISION FOR POSTCODES OF HOPE Media Release Broadmeadows MP, Frank McGuire, today welcomed the State Government’s endorsement of his big picture vision, “Creating Opportunity: Postcodes of Hope”. “The Victorian Planning Authority has released its strategy for Greater Broadmeadows, which echoes many of the strategic aims and the vision I called for in the Postcodes of Hope plan I launched last year,” Mr McGuire said. “Postcodes of Hope highlighted the assets and opportunities Broadmeadows offers for affordable housing, new industries and jobs and its blue chip infrastructure close to the heart of the world’s most liveable city,” Mr McGuire said. Yuroke Creek corridor to the west, Western Ring Road to the south, Sydney Road to the east and Barry Road to the north. Hume City Council is working with the Victorian Planning Authority to prepare the Greater Broadmeadows Framework Plan that will: • Guide land use planning and development in Greater Broadmeadows; • Define the key projects and infrastructure required to support sustainable growth and development; • Provide an improved and more certain environment for public and private sector investment to drive urban renewal and diversification in the area; and • Support delivery of new housing and employment opportunities and address the constraints that currently impede Melbourne.

Muslim media and political advocacy

We have worked with the Australian Muslim community for almost two and a half decades. During this period, the community (or communities) has suffered tremendous trials. This includes 11 September 2001 (Sept 911) and the events unfolding thereafter. We were part of the response to these events and witnessed the extent to which the community has matured, and dealt with the many difficult challenges that came its way. Throughout this period, we have observed that our community, with its diversity of languages, ethnicities and ideologies, without doubt has the best interest of Australia at heart. Throughout these ordeal, it was evident that the Australian Muslim community does not lack any talent or resources. These resources are impressive ranging from excellent, highly qualified academics, successful business people who contribute to the maintenance of our societies and more particularly our Masaajids. And the pioneers who had the foresight to establish these organisations that create a community out of different peoples and allow us to perform and carry out our religious duties such as Salah, Zakat, burial services, and religious education, as we are enjoined to undertake. We have also witnessed the rise of the number of well-respected public figures in our community. We cannot underestimate the value of peoples’ undertaking to create and build a sense of community and facilities that allow us pray, educate our children and essentially ensure that we fulfil the 5 pillars with relative ease. However, focussing only on the ritualistic aspects for our growth, development and

acceptance is not sufficient to get us out of the dire straits we are in. We lack a clear effective strategy that can define the future direction of the Australian Muslim community, and the institutions and infrastructures required to operationalise that future direction. Today, the growing vicious ideology of hostility against Islam and Muslims continues to reach new deplorable highs or lows depending on one’s view. With the exception of few initiatives, we have failed to invest adequately in institutions and infrastructures that allow us to deal with these challenges (intellectual and otherwise). Muslim minorities in other western countries like the UK and American have set up appropriate and necessary political advocacy organisations like Muslim Council of Britain (MCB) and Council for American Islamic Relations (CAIR). The Australian Muslim community has yet to follow and adopt learn from their experiences. These organisations deal with the complex modern challenges of highly provocative anti-Islamic rhetoric in various forms. These range from lobbying governments to protect and secure the civil and legal rights all Muslims and non-Muslims alike with a special focus on counteracting Islamophobia and extremism. Unfortunately, in Australia, there seems to be a culture of only contributing to Masaajids because of the value of this act. This notion is ill-conceived especially when considering this in isolation, and disregarding the higher objectives of Shari‘ah that include the preservation of the soul/self and the preservation of the mind. We are bound to these principles as individuals and communities because it is through these principles we can fulfil our obligations to the Almighty. We are certainly not advocating that people stop contributing to the building of Masaajid. They are very important, and are the backbone of any Islamic community.

But we need to examine and review the extent to which they are a priority and the amount of money that we invest in these projects. Two of the most challenging areas that face our communities are in the realm of media and politics. For the last two and half decades, one of the most discussed and talked about issues amongst Muslims is media misrepresentation of Islam and the failure of governments to stem the tide of malicious rhetoric. We have heard many members of our communities (young and old, men and women) lament and complain about misrepresentation of Islam and Muslims in the media and by some politicians. Although these complaints are justified, the community’s response has been ineffective, fragmented and unsustainable. Positive, consistent, and sustainable action is required. Donating to the building of more Masaajid will not solve the problem, and perhaps will make it worse in the short term. We need to create a climate in which the building of Masaajid is not seen as an aggressive act against the wider community. This cannot be done in Mosques. This can only be achieved through professional, consistent and sustained engagement with government and media organisations. While there is a constant bemoaning about effective responses to media and political rhetoric, there is a reluctance to invest in the necessary professional structures that can take appropriate measures to address these issues. We seem to be happy to give our donations to many ‘good’ causes, but advancing and promoting the reality of what Islam is, and working to protect the safety and security of the Muslim community, does not seem to be a cause that is good enough. Hence we are generally averse to efforts that are designed to establish effective and sustainable institutions that can advocate on our behalf at the media and political

levels. Creating professional organisations that employ evidence based research to defend Islam and Muslims from unfair, erroneous, malicious attack, and in eliminating extremism and promoting a pervasive contextual understanding of our religion is a communal obligation (Fard Kifayya). Now is the time to act and establish these structures not just for our own preservation but also to remove the angst, suspicion and uncertainty that has been fabricated in the minds of Non-Muslims by the media. Volunteering is necessary but not sufficient. Real investment needs to go toward creating long-term sustainable stand-alone infrastructures/ institutions that are staffed with fulltime professionals, who are qualified to advocate on our behalf at media and political levels. These institutions must be independent of government and external funding agencies so as not to jeopardise the impartiality of any of its recommendations, findings and philosophy. There are people who undertake this role willingly and many of them do a sterling job. However, these very few people who respond to media and negative political rhetoric are over-stretched, not funded and have full time jobs, and have to juggle these additional responsibilities with family life. Working in this way is not sustainable as has been shown time and time again. Then, of course, there are those who in the name of Islam tarnish heavily the image of Islam and that of Muslims. In the 50s and 60s racism was rife against many immigrant communities including Muslims. Since then, many if not all of these communities have established effective lobby organisations, yet the Muslim community has failed to do so. The time has come for us to recognize the urgency and the need to break this vicious

cycle, and to create a mind-shift in our communities that will induce a willingness to invest in such entities. Together with the help of other members of the community we have established an organisation that aims to co-ordinate 3 sets of activities. The organisation is called AMAN (Australian Muslim Advocacy Network). It has a board comprised of learned scholars, professionals and business people. AMAN’s Board of Directors and Executive Council are fully inclusive and currently our executive represent 90% of states across Australia. AMAN’s aims are to: a) Lobby government on behalf of Muslims and issues related to Islam and Muslims. b) Media representation. c) Formulate a Strategic Think Tank to carry out evidence based research and formulate policy proposals to promote and enhance Muslim-Non Muslim relations in Australia. AMAN does not intend to duplicate or ‘takeover’ the work of others. Our philosophy is to work with other highly skilled professionals and organisations to achieve a common goal. On Sunday March 19, 2017 IMA was excited to host our annual Gala Dinner held at Bell City Mantra, in Preston. This evening was an opportunity for diverse community groups to come together in celebration of an overarching commonality: a commitment to the Islamic Museum, its vision and mission of bringing together a range of groups in society, in recognition of the diversity that makes this multicultural nation so rich and unique. A moving Welcome to Country and address by Ron Murray officially opened the night, the powerful echoes of the digeridoo rippling across the room in acknowledgement of the Indigenous peoples that lie at the very roots of this migrant nation. Azmeena Hussain, our MC for the evening guided our attendees through the Gala Dinner Program, her spirited humour and energy propelling the multitude of performances and speeches delivered throughout the course of the night. Guests were treated to a decadent three course meal catered by the exclusive Steven Ginn accompanied by an eclectic range of entertainment ranging from a vibrant African Drum Group, to a powerful spoken word performance by Sharifa Tartoussi, an emerging poetry performer and community activist whose subjective interpretation of the Australian Muslim migrant experience was both moving and invigorating. A lively auction hosted at the end of the evening

saw a thrilling Silk Road tour through China sponsored by Cedar Jet Travel sold to a gentleman whose Eastern adventures await! IMA was honoured to have a range of dignitaries attend this special evening including The Hon Dr. Richard Di Natale, The Hon Mark Dreyfus, The Hon Philip Daladakis and Frank Maguire. IMA also sends out its well wishes to the Hon Inga Peulich who was unable to attend the Gala, but sent us her apologies. Our honourable guests took to the stage in turns to remind us of what lies at the very heart of the Australian dream, a drive to ensure that each and every member of

the arts, museums, creativity and culture, internationally but most importantly, for our own country.’ Fahour’s powerful words were an inspiring reminder of the significant role that this museum plays in shaping the perceptions surrounding Australian Muslims, shedding light on alternative narratives, inspiring, educating and empowering generations of Australian citizens to come. Over $550,000 was raised on this special evening to help ensure the IMA continues to build

on its legacy and objectives to enhance a socially cohesive and harmonious society. Australia has welcomed many refugees and migrants from all over the world over many decades. Most recently, refugees from war-torn regions in Africa. The African Australian community thanks Australian governments of various persuasions for allowing us to come to a country of mostly peace, tolerance and generosity. We do recognise that Australian taxpayers fund the services that help migrants and refugees to get on their feet in their new country, especially education, health services and basic social security. We are very grateful for that assistance. A refugee teenager mother said, “Arm juvenile youth with education to prevent future violence”. The African Australian Multicultural Employment and Youth Services does want to bring one area to the attention of government where more targeted focus and funding is needed to help our young people get the opportunities to succeed and realise their potential in Australia. That is education, particularly at primary and secondary schools. Many young migrants from Africa, especially refugees, have had limited, if any, education, before reaching safety in Australia. The education of many has been hampered by lack of schooling opportunities and, for some, disrupted by forced displacement. So many African Australians of school age are starting from well behind scratch at

Australian schools. And in some schools, they are not encouraged to learn to their full potential; rather, they are encouraged to leave school and get a job - although jobs are almost non-existent for people who lack education. Let us give you a couple of examples of where some schools are not succeeding: Amanuale was born in Ethiopia and has been in Australian for seven years. He did complete his secondary schooling and has nearly finished a degree in International Relations at Victoria University. He well remembers a major issue at his school: students not from Australian mainstream culture, and they were the majority, were pressured by the school not to aim to complete VCE, but rather take up a TAFE course or get a job. That pressure by some teachers was discriminatory, thinking that young people from some cultural backgrounds cannot go on to higher education and the professions. Ahmed is of Somali background and is two years into his course of Software Engineering at RMIT. He experienced the same problem at school. They were treated differently because they were “different” from

“mainstream Australians” and not encouraged to go on to VCE, seemingly categorised as without the ability to succeed in education. In these examples, African Australians are not seen as individuals, but as members of a group culture that is “too difficult” to educate. AAMEYS has received many similar messages: some schools are treating many of our young people as “extra problems” and put in the “too hard” basket. This lack of attention to the needs of minority cultural groups is directly feeding the situation where too

many young African Australians are not getting the education and socialisation needed to make a contribution to society. They are leaving school early because “the system” does not have the resources and the skills required to deal with young people who aren’t mainstream. So they don’t learn the rules and cultural norms and behaviours of mainstream Australia. Without education, they can’t get a job - even if they want a job. They are marginalised. Their cultural background has been barely touched by Australian education. Some turn to antisocial behaviour - and drugs and crime. It becomes easier to join a gang of like-minded young people, however short-term that might last. They become oblivious to social norms. They would be offenders and criminals in any culture. And some sections of the media use it as a slur on African Australian youth in general. We know that funding for education is limited, and that there are many competing interests and needs. But there can be no greater need than that of a welcoming school environment for young people brought to Australia who come from

different cultural backgrounds - and often fraught and violent histories. What we call for is more focus on and funding for the education of our young people, many in need of close attention to bring them into mainstream society, not live on the margins where they are liable to break society’s rules. Learning at home - if they have family - can never be anywhere near enough. It’s the days at school that count most for young African Australians to learn, how to integrate and how to prosper. We believe this is a greater need for society than the current focus on “youth Juvenile justice” and more funding in schools spent say, “gender equity” and “sexuality” and anti-bullying. As worthy causes as these may be, all will not be well if we don’t teach our young people to read and write and socialise. School-age African Australians need encouragement to learn, and continue to learn and be trained to achieve their potential, to be accepted into mainstream society. This needs skilled and sympathetic educators, working with a mindset that every student should have equal opportunity to succeed. African Australians cannot integrate and contribute to Australian society if the education doors don’t open wider. We are strong in faith and find meaning and purpose in what we learn as it applied to Islam and our lives as Muslims. The Islamic School of Canberra has had a

wonderful start to the year. We have had an increase is student numbers and employed a number of highly competent educators who are making a real difference for our students. This term we commenced a Learn to Swim program and have over 80% of our students across the school taking part. It is amazing to see how much the students are learning and how their confidence is growing.

We have great classrooms and even a purpose-built Science Lab where we do some exciting experiments. We have plants and an enormous fish tank which makes it a great room to learn in.

We are heavily focussed on Student Leadership and have excellent school and House captains for 2017. These students meet with the school executive every week to talk about how the school is progressing and present suggestions of how the school could do better. We also have an SRC which is very active and keen on setting up a variety of enjoyable experiences for our students. This term we have been involved in several activities including CLEAN UP AUSTRALIA, BOOK FAIR, AFL SPORTING PROGRAM and FOOTBALL SKILLS SESSIONS

Working together for community harmony Council of Imams (NSW) The Council of Imams (NSW) held its 10th Annual General Meeting since its inception in 2006. The meeting for the 2016-2017 period was held on Sunday, 19th of March 2017 at the Imams councils’ new office and premises located in the suburb of Chullora. Of the participants, the AGM was attended by 38 member Imams of the Council, who represent the interests of the Muslim community in the state of NSW and Australia. The Council of Imams (NSW) has always been committed to uniting Imams across our nation as well as the wider Muslim community from all backgrounds, organisations and school of thoughts. As part of the 10th AGM, a New Executive Committee was elected to further the objectives of the Council. Branch Manager of Human Appeal’s Adelaide office, Ali Kadir welcomed guests and highlighted the organisation’s goal of encouraging and motivating outstanding achievement that will benefit the country. Justin Hanson MLC, representing the Premier of South Australia, Jay Weatherill and also representing the Minister of Education, Susan Close MP, spoke on the night. Other speakers included Libby Hotham, program director for the school of Pharmacy and Medical Sciences, University of South Australia; Shihab Siddiquee, founder and director of Sace Simplified, a high level student tutoring organisation; Betty Livaditis, Office Manager and Zoi Papafilopoulos JP, Electorate Assistant to Tom Koutsantonis MP, Member for West Torrens and Imam Abdusalam Alim from Masjid Abu Bakr. Hussein Mahmud, a graduate of the 2017 Leadership Umrah Tour spoke emotionally about his participation in the nineteen-day trip to Saudi Arabia, Jordan, Turkey and UAE.

Branch Manager of Human Appeal’s Adelaide office, Imam Akram Buksh welcomed guests and spoke of the importance of education and recognising both outstanding effort as well as achievement. The event was MC’d by Ali Rane, a graduate of the Aspiring Leaders Umrah Tour and together with Furqan Ahmed, they reflected on their experiences participating in the once-in-a-lifetime tour. Fahim Khondaker from the Islamic Council of Queensland spoke with enthusiasm about the future and the need for entrepreneurship by young people. Other speakers included Habib Jamal from the Islamic Society of Gold Coast and Dr Zac Matthews. Three videos were shown including Human Appeal’s 25th Anniversary, Leadership Umrah Tour 2017 and Winter Aid Distribution 2017.

In Melbourne, seventy-three recipients were awarded. Sheikh Rabih Baytie, Human Appeal’s Melbourne Branch Manager welcomed guests and acknowledged the important role that parents and guardians played in the achievements of their children. He highlighted that more than five hundred students were awarded in Melbourne since its inception ten years ago. Other speakers included The Hon. Peter Khalil MP, Federal Member for Wills; Senator Richard Di Natale,

leader of the Australian Greens party; The Hon. Inga Peulich, Shadow Minister for Multicultural Affairs and Shadow Minister for Scrutiny of Government; Cr Samantha Ratnam, Deputy Mayor of Moreland City Council; Nada Kalam from the Islamic Council of Victoria and Rifat Islam from BAILP. Award recipients Serra Mohamed and Mohammad Habbal both delivered eloquent speeches about achievement and emphasising that continuing education must be life-long.

Overall, the four separate ceremonies held over one weekend in Sydney, Melbourne, Adelaide and Brisbane, were a fantastic opportunity for parents and communities to celebrate with joy in the proud achievements of these amazing 189 individuals. “Human Appeal International Australia congratulates the award recipients as well as all the year 12 students of 2016 who put in their best efforts. Australian asset management firm Equitable Financial Solutions (EFSOL) has launched an asset-backed fund last December to accredited investors in Singapore. EFSOL, which has offices in Australia, Dubai and Singapore, launched its EFSOL Income Fund in the city-state following its registration with the Monetary Authority of Singapore as a restricted Collective Investment Scheme in April 2016. The Fund, which invests in a pool of income-producing assets in

accordance with Islamic investment principles, is expected to deliver net returns of 6-8% per annum, Usman Siddiqui, managing director and founder of EFSOL said. “It is a credit fund suitable for those looking to preserve their wealth and generate a reasonable income,” Usman told the audience at the Fund’s launch in Singapore last December. This is among the first of such funds launched to accredited investors in Singapore. With the launch, Singapore-based investors thus have the opportunity to gain exposure to the lucrative Australian real estate

Mitigating Risks market and other income producing assets. EFSOL Income Fund’s compliance with the Shariah is audited and certified by the Shariah Review Bureau under the guidelines of the Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI) based in Bahrain.

Objective of the Fund The Fund aims to provide investors with a regular income and capital stability. “It aims to provide a low risk investment offering, whereby investors’ capital is preserved and an income return is paid quarterly,” Usman said. The projected net returns are based on the performance of EFSOL Ameen, an investment program that EFSOL offered to investors prior to the EFSOL Income Fund. EFSOL Ameen has been delivering average returns of 9.45% per annum way above its projected returns of 5%-7% pa, Usman said. “The historical performance of EFSOL Ameen reflects how we expect EFSOL Income Fund to perform given that its strategy, objectives and underlying assets are similar,” said Singaporebased Asmadi Ahmad, EFSOL’s Head of Relationships ASEAN.

How Does EFSOL Make Money For Its Investors? EFSOL divides investors’ funds into the various asset classes such as residential and commercial mortgages in accordance with its targeted portfolio. This portfolio allocation is expected to achieve a gross total return of 12% per annum. In its lending activities, Efsol applies three ethical and Islamic financing methods including the popular “Diminishing Partnership” contract or Musharakah Shirkatul-Milk. According to Usman, EFSOL has a long pipeline of credit-worthy borrowers for its mortgage products. Under the “Diminishing Partnership”

mode of financing, EFSOL acts as a partner with a customer to jointly acquire a property. EFSOL is the “funding partner” while the customer is the “owning-partner.” The intention of the partnership is for the owning partner to eventually have full ownership of the property. During the tenure of the partnership, the “owning partner” makes regular repayments comprising two parts: one part pays off the principal thereby increasing his equity in the property; and the second part represents rental income to the “funding partner” proportional to its ownership. When the owning partner’s equity achieves 100%, the partnership ends and the owning-partner, becomes full-owner of the property. EFSOL’s business model offers an exciting opportunity to investors, said Sani Hamid, Director of Wealth Management and Head of Islamic Wealth Advisory with Financial Alliance in Singapore. “Investors are able to gain access into a unique area – an asset-backed unit trust (which falls) under the Alternative Investment category,” he said.

Income Distribution to Investors Incomes generated from investment ventures are shared amongst investors in the Income Fund in accordance to the size of their investments in the Fund. Income is distributed every quarter, payable on the first week of the next quarter. “EFSOL is different – even better – than the Australian banks and nonbank financial institutions. Being part of the community it serves, it understands the market intimately,” Usman said. “We are targeting a niche market which other banks choose to ignore,” Usman said. For example, The Commonwealth Bank of Australia’s recent decision to stop offering refinancing of investment loans with effect from February 13, 2017, presents an opportunity for EFSOL, he added. Being small and agile helps. “We are dynamic with a lean structure and understand the basic needs of borrowers and investors,” Usman said, adding that the Fund offers a

While EFSOL Income Fund isn’t exposed to the fluctuations in the equity markets, risk-mitigating measures are in place to protect investors’ income and capital. Credit risk is one of the Fund’s key risks. The potential exists that borrowers could default on their repayments thereby diminishing the value of the investments. EFSOL minimizes this risk by applying strict lending criteria. It assesses borrowers’ capacity to repay by dealing directly with potential borrowers and does not rely on brokers. “We only give prime loans,” Siddiqui said. It only lends to borrowers who meet the a ideal credit score range, have strong repayment history, strong and stable personal income track-record and can show they have 20% towards there purchases. EFSOL Income Fund invests in assets that are secured by first and second registered mortgages, similar to bank lending practices. Loan disbursements are also diversified across a large number of borrowers over a large geographic area. EFSOL actual default rates have been negligible at 0.015%, Usman said. This trend is expected to continue as we see strong repayments, from borrowers that enjoy the privilege of living in their own homes. EFSOL utilizes the asset valuations undertaken by an independent panel of qualified assessors to minimize valuation risks. It applies up to 80% loan-to-value in disbursing residential loans and up to 70% LTV in commercial loans. It maintains reserves in an effort to supplement any income shortfall and principal recovery in the event of default, in efforts to give 100% protection to an investor’s capital and income. At least 10% of the Fund’s assets are in cash and cash equivalent instruments, which are ideally invested in Islamic and other ethical instruments such as Islamic term deposits and Islamic sukuk to circumvent liquidity risk. Investors, however, will have to deal with taxation issues in relation to income repatriation from Australia and manage their investment exposure to the Australian dollar fluctuations. “The good news is that the Australian Dollar has been rising against most Asian currencies over the last 2 years. Which should provide further cushion to investors” said Usman. NSW youth have worked together to create an inclusion campaign at this year’s IDEATION conference held at the Sydney State Library. The event, which included a diverse group of 140 young people aged between 12 and 24 years old, opened the discussion about multiculturalism and social inclusion in NSW. Drug drivers have been put on notice in a new Transport Accident Commission (TAC) campaign to reduce drug- related deaths on Victorian roads. Minister for Roads and Road Safety Luke Donnellan and Transport Accident Commission Chief Executive Officer Joe Calafiore today unveiled the new campaign, highlighting ramped up drug testing throughout the state. The campaign tells drug drivers that they can expect more ‘drug tests, more places, more often’, with every highway patrol vehicle able to test for drugs. Car Parking Boost At Upfield Station The Andrews Labor Government is building 100 extra commuter car parks at Upfield station to make it quicker and easier for people to drive to the station and catch the train. Member for Broadmeadows Frank McGuire announced that the upgrade will also install CCTV, bright lights and better drainage to improve safety and comfort for local passengers. Upfield station is one of 17 busy car parks that are being upgraded as part of the Labor Government’s Station Car Park Program, which will deliver more than 2,100 spaces at suburban and regional stations. dunk1689@gmail.com “Frontier violence was an inescapable feature of Australian society for almost one hundred and fifty years, beginning on the fringes of the fledgling settlement at Sydney Cove within a few weeks of the Europeans’ arrival.” This statement at the start of Professor Henry Reynold’s Foreword to Ian Clark’s book Scars in the Landscape: A Register of Massacre Sites in Western Victoria,1803–1859, is a fact which does not have seemed to have penetrated the consciousness of a significant section of the Australian population. Many of us have been dimly aware of the violence which accompanied European settlement in this country, but the level of violence comes as something of a shock. My family have been in western Victoria since 1837 and I had been told of the stench of rotting bodies in the lava stones near Penshurst, just out of Hamilton in western Victoria, but these were just stories. Clark has researched the field and has presented the facts in this 200 page book. Fortunately, thanks to the internet, it can be read online at: <htttp:// nationalunitygovernment.org/pdf/2014/ IanDClark-Scars_in_the_landscape.pdf. pdf> As Henry Reynolds points out, “For the first time we have a detailed, meticulously researched study of massacre in one Australian region. …..It provides a model for what now needs to be done all over Australia.” Statements from early settlers paint a bleak picture. “In a frank admission in a diary entry, the western Victorian squatter, Niel Black, discussed the understanding that prevailed in Victoria in the early 1840s of the need to massacre local Aboriginal populations when occupying their lands. ‘The best way [to procure a run] is to go outside and take up a new run, provided the conscience of the party is sufficiently seared to enable him without remorse to slaughter natives right and left.’ (9 December 1839)” The early period of pastoral expansion, as squatters brought in their sheep, from 1838 to 1842 was the period of the most sustained Aboriginal resistance to the loss of their hunting land and ceremonial sites. Clark mentions some 107 separate massacres and killings in this area of southwestern Victoria. My mother’s family lived at Wallacedale, near the Condah mission. Never once did I hear mention of the massacre at Murderer’s Flat, in the 1840s or 50s, near Lake Condah. It is known only through Aboriginal oral history. “The evidence for this massacre rests entirely with the oral history of the Kerup community. According to this tradition, Hannah Lovett (nee MacDonald) and her brother and mother witnessed the massacre. Hannah is purported to have

been a young girl carried on her mother’s back when she witnessed the murder. Hannah Lovett died in 1940 at the age of 91, and was born in 1849. Assuming she was under five when the massacre occurred, this would date the event between 1849 and 1854…………... The exact details of the massacre are vague. Massola’s account has 20 people poisoned, another suggests upwards of 200 were killed. A further source suggests 300 were massacred in 1842 (Age, 15 January 1988).” The First Nations people became refugees in the lands they had lived upon for 50,000 years. In an effort to protect them from destruction, camps or “Mission Stations” were set up. “In 1865, the Church of England formed the Framlingham Aboriginal mission, on the Hopkins River, northeast of Warrnambool, in Girai wurrung country. The Portland and Lake Condah Aborigines refused to settle there. Consequently, in 1866, 827 hectares (2043 acres) of land at Lake

Condah were reserved, but not gazetted until January 1869. In 1885, a further 692 hectares (1710 acres) were added to safeguard hunting grounds adjacent to what became known as the Lake Condah mission.” Although most of this reserve was lost to the Soldier Settlement Commission in 1951, for which Aborigines were not eligible, 53 hectares were won back in 1984 under the land rights legislation. Those ignorant souls who want to “Reclaim Australia” should ponder on Ian Clark’s book and what it reveals. One incident stands out in my mind, which I cannot forget. One Robert Tulloh in 1841 told the Chief Protector George Robinson of an incident which occurred in a group which went into the Grampians in search of blacks. Another ruffian with the name Robinson was in this party of eight men. “They gave the men a child to lay near the fire. They put it so close to the fire and roasted it or, to use his qualified expression, burnt it. He found a fine little boy about six years in the water. He gave him his hand and the child got out. In walking along the child bit his hand. He told George Robinson, one of his men, to take charge of it. He was taking it to the fire where Robinson struck the child on the head.The child threw a piece of stick as it was sitting on the ground, which struck Mr Robinson. The ruffian then kicked the child to death.” The author is a prominent Australian Muslim scholar and activist.

Respect Thousands gathered at Lakemba in a show of solidarity and harmony for the third annual Walk for Respect on March 31. Labor MP and Shadow Minister for Citizenship and Multicultural Australia Tony Burke who started the Walk for Respect was present at the event, and spoke of inclusion and cultural diversity. “Australia is not a place of bigotry and hatred, we are a country of many backgrounds and many stories which make us strong and vibrant,” Mr Burke said. State member for Lakemba Jihad Dib was also present, and used the event as a platform to condemn hate speech

in Australia. “This is a message for every single person who thinks it’s okay to spew hate; it is not okay to spew hate and we are not going to take it and we are not going to accept it,” Mr Dib said. Although the event was started in 2014, this year was particularly relevant for the Walk for Respect after the much-politicised proposed changes to Section 18C by the Federal Government. However, the motion to alter 18C was blocked by the Senate just one day prior to the event, which turned the Walk for Respect into a celebration of victory for diversity in Australia. ICV The 10th Annual Palm Sunday March took place on Sunday 9th April 2017 in Melbourne. Despite the heavy rains and winds the march was attended by over 1000 people from all faiths and many community organisations. Over 150 organisations had endorsed the march. The program started off by talks from refugees, faith leaders and refugee advocates and followed by a march around the CBD. A speech from one of the refugees from Manus Island seeking liberation and access to live in Australia moved the crowd. There was also speeches from teachers who had worked on Manus and Narau speaking about the plight of young children who had lost all hope of ever been released and resorting to selfharm and despair. We want the Government to stop trying to water down the 18C Act but to strengthen it more so that bigots and racists cannot get away with hate speech and acts of violence. We teach many skills to our students so that they are prepared for the world; let us also concentrate on flexibility, adaptability and awareness. It is important to read, to study and learn a variety of equations and conventions, but of more importance is the need to teach someone how to learn of their environment and what is needed for them to flourish within it, as well as using it to their advantage. When we reflect, we see the world is not what it was when we were young and have made many developments along the way, whether we

chose change or it thrust itself upon us. By passing on our strategies and techniques, we can prepare our students for real tests and examinations that they will face for the rest of their lives. In my experiences with students, resilience is not as strong as it was in the past and this can arguably be connected to the inability or struggle to adapt to change. Life is a difficult but rewarding lesson and while it is multifaceted, there is an art to succeeding in it… we just have to help each other out, and give our students a headstart
