Community Forum with Federal Labor MPs The ICV hosted a community forum with several Federal Labor MPs on May 17th , the Tuesday before the election. Representatives from ICV Member Societies and other invited organisations attended the 2-hour forum which was an opportunity for the Muslim community to ask questions and raise issues directly with those seeking to govern Australia. Questions asked related to a broad range of issues including religious freedom, discrimination and Islamophobia, Australia’s position on justice for Palestinians, the crimes committed against the Uyghur and Rohingya minorities, the deteriorating situation in Kashmir and the treatment of India’s Muslim community, and justice for the First Nations people. The Labor MPs walked away with a clear understanding of the matters of serious concern and committed to conveying specific points of followup to the relevant Shadow Ministers (now Ministers). FIRST AUSTRALIAN MUSLIMS

TO SERVE AS MINISTERS Rita Jabri Markwell

On the 1st of June 2022, two Australian Muslims made history by becoming Australian Government Ministers. New Prime Minister Anthony Albanese appointed Ed Husic to the industry and science portfolio and Dr. Anne Aly to the Early Childhood Education and Youth portfolios.

National Cabinet is the body of inner circle Ministers who discuss and vote on submissions for government funding and significant policy change. Ed Husic (an Australian Muslim of Bosnian heritage) is now in Cabinet. Anne Aly’s appointment is not entirely inside the Cabinet, but she is now knocking on the door in the outer ministry. Both Anne and Ed have said that their priority is to deliver in their portfolios but acknowledge that the symbolism of their cultural representation matters a lot. As someone who has worked within Parliament for a government minister, I can tell you that their presence alone will make a difference to Australian Muslims. First, it will mean that Australians frequently see two Australian Muslims in the news, building people’s resilience to the far-right narrative that we are a monolith mass with sinister motives. Second, it will mean that discussions in Cabinet that have significance for Australian Muslims, whether in the spheres of national security, religious discrimination or foreign policy, won’t happen in a bubble where we are the ‘other.’ We are now in the room and insha’Allah, that will change the conversation’s dynamic. We hope that a more responsible and less divisive government will follow. There continues to be a need for solid facts and legal arguments from the Australian Muslim Advocacy Network (AMAN) and Muslim peak bodies and leaders. But these changes to the political landscape give us a place to be heard.

The elevation of MPs like Tony Bourke, Jason Clare and Jim Chalmers to Cabinet positions (who have significant Muslim voter bases) and Clare O’Neil and Mark Dreyfus (who have supported religious discrimination and vilification protections) puts us in stronger stead. Australian Muslims are looking for equality regarding protections and freedoms, and that road seems more possible now. Taking this moment to engage with the Liberal National Party will also be very important as they are in a critical reflection and listening phase. They need to know that diverse representation is a path to power – and that it’s not only about including women but people of colour and different religions. There is great scope for them to include Australian Muslims if they can overcome the small minority element in their party that wants to preserve the right to vilify us. Also very encouraging was the increase in diverse representation elected across Australia. This creates a pipeline for culturally and linguistically diverse Australians to make their way towards Cabinet, one day hopefully giving Australia a Cabinet that genuinely reflects the Australian people.

FOSTER A LEADERSHIP CULTURE Dr. Rawaa El Ayoubi Founding Director Aspire Leadership Network

It seems, in these times of rapid change and uncertainty, leadership has evolved and taken on greater importance than ever before. Consequently, traditional leadership management practices, work expectations, communications and employee development are becoming ineffective. Even siloed title-based decisionmaking processes and the 9-to-5 workday are no longer meaningful to today’s workforce. Thus, work culture norms that worked for so long in the past are no longer relevant (Drysdale et al., 2020).

Therefore, it is effective to give insights on redefining and reinventing how organisations interact with their people. We should also observe how leaders in an organisation can operate under complex environments and implement change by creating effective routines and decisions that change the focus of behaviours (Denis, Lamothe & Langley, 2001). Employees desire more mentoring, autonomy and transparent communication. It is imperative that organisations listen, learn and adapt to new ways of leading their people to actively shape their culture moving forward. This is a big task. So, how do we create workplace cultures that help employees communicate successfully, handle workplace stress, want to stay and thrive at work? Knowing what elements of culture matter most to your people can help you as a business leader or manager to foster engagement as your people transition to new experiences that will include more remote and hybrid work. The O.C. Tanner Institute released in 2020 its

AL WASAT 131 ¿ Dhu'l-Hijjah 1443 ¿ June 2022 ‫ هـ ¿ حزيران‬1443 ‫ ¿ ذو الحجة‬131 ‫الوسط‬

inaugural annual Global Culture Report. This report reflects employees’ and leaders’ perspectives for a more holistic view of workplace culture and it emphasises how everyday employee experiences are influenced by workplace cultures. This report draws on a research study of more than 20,000 employees and leaders across the world who shared their experiences with helpful or harmful aspects of an organisation’s culture. This report concludes, without deliberate and intentional efforts, there’s a real risk of continued increases in disengaged employees. It provides a science-based framework that will help organisations to understand how company culture affects performance by offering a few possibilities for new initiatives. These will help you be more effective in your culture strategy, development and design. Most organisations miss out on addressing culture holistically. To continue substantial culture gains, organisations need to pursue a cohesive strategy that purposely connects culture efforts with employee experience initiatives.

Global Culture Report identifies six core elements of workplace culture that are crucial to an employee’s decision to join, engage with and remain at any workplace. They are called “Talent Magnets” because of their power to attract, engage and connect people to their teams and organisations. These “Talents Magnets” are purpose, opportunity, success, appreciation, wellbeing, and leadership. Which “Talent Magnet” are you currently prioritising at your workplace?

VIC The Andrews Labor Government is continuing to invest in multicultural communities to promote COVIDSafe behaviour and support community recovery from the pandemic. Minister for Multicultural Affairs Ros Spence today announced 60 multicultural community and media organisations and individuals have been awarded a share in more than $2.3 million in funding through the Multicultural Communications Outreach Program. The program provides funding for diverse communities to develop skills, build community connections, share health information and produce innovative and meaningful content tailored to multicultural audiences. The program will also support Victoria’s social and economic recovery by encouraging organisations to deliver creative training opportunities and workshops for community members. Organisations funded include Know Your Roots, which will receive more

than $63,000 to support young leaders in Shepparton to connect with other young people and share their experiences of the pandemic through stories, podcasts and original songs, fostering resilience and community connections. South East Community Links will receive $62,000 to continue to create videos in multiple languages about vaccine information and addressing the impacts of the pandemic in collaboration with a local performer. City in the Community will be funded almost $50,000 to promote COVIDSafe behaviour, the importance of physical activity and mental health, and vaccines by supporting young people from migrant and refugee backgrounds to create soccer inspired videos to display on social media. Since November 2021, the Labor government has invested more than $4 million across more than 77 organisations through the Multicultural Communications Outreach Program. Further details can be found at vic. gov.au/multicultural-communicationsoutreach-program.

Eid Al-Adha 2022 ‫عيد األضحى‬

NEW MUSLIM VOICES IN TIMES OF ELECTIONS By Nail Aykan

Lessons from Federal Elections There are numerous lessons that can be taken from the 2022 federal elections. The most remarkable outcome being the disillusionment with the major political parties. About one-third of the national primary vote was registered with minor parties and independents. The votes were split roughly into thirds; one-third Labor, one-third Coalition and onethird ‘other’. The Greens and the Independents are now considered as the ‘third force’ in Parliament. The larger story is about a change in government, a re-shaping of Australian political culture, and greater future opportunities for more diverse voices and representations. The results speak volumes of the failures of the major parties’ self-interest and potentially has huge ramifications for the two-party configuration of Australian politics. It also presents serious challenges and uncertainties for both major parties in the lead up to the Victorian state elections on 26 November 2022. The 2022 federal elections will also be remembered by the success of the ‘Teal’ candidates; independents who campaigned for climate-change action, integrity in government and better treatment of women. The Teals represent a new political momentum in Australian politics, which doesn’t sit on the traditional ‘left-right’ political spectrum. This is

If the 2022 federal elections have taught us anything, it is the importance of having new and diverse voices in parliament and how independent voices can challenge the major parties and influence political change.

One group whose voice is often absent or silent in the socio-political sphere is the ‘Muslim Voice’. With a major shakeup at the federal level and with Victorian state elections six months away, the question remains can the Muslim Voice afford to remain missing?

a phenomenon expected to flow into the upcoming state elections, hence watch this space.

that it’s a relatively young population. The ABS 2021 Census data, released recently, shows a Muslim population of 813,000, making it 3.2% of the total population. Most importantly, two-thirds (67%) are under the age of 35 which represents over half-a-million people. Approximately one-third (33%), is between the ages of 18 and 35, representing a quarter-of-a-million people, young and eligible to vote. Let these figures sink in for a moment; a quarter-ofa-million young Australian Muslims participating in the political process and having a voice for matters that impact their future.

Diverse Representation The 47th Parliament of Australia will be the most diverse in its history, with more MP’s from nonEuropean multilingual backgrounds, AsianAustralians, Indigenous, and female representation, making it a better reflection of modern Australian society. Whilst diversity advocates point out that federal Parliament now has 6 per cent of MPs of non-white backgrounds, this still falls well below the national figures of 21 per cent of Australians being from nonEuropean backgrounds, 15 per cent Asian Australian and 3 per cent are Indigenous. Nonetheless an important progress and welcomed change. Another key ‘diversity’ feature of the new parliament is the four Muslim MP’s; two of which are now Ministers, Ed Husic and Anne Aly, a historical first in Australia. Another milestone is Fatima Payman, 27 years old, becoming the youngest and first ever hijab-wearing Muslim woman to join the Senate. Fatima came to Australia as an 8-year-old Afghan refugee. Hers is an inspiring story to build upon. Whilst diversity in parliament is important, it should not be for diversity’s sake but for what diverse politicians bring into

parliament. Muslim MP’s have the opportunity to offer unique perspectives on policy and contribute to parliamentary debates in approaching the many societal challenges, as Muslims espouse universal values such as social justice, compassion, and social harmony. Diversity of values and views, and not just religious or ethnic identity, should make our democracy stronger and richer.

The Young Vote This election also saw more than 3 million Australians under 30 undertake a vote. This is a significant number which tends to fall on the blind-side of most political parties and commentators. The young don’t necessarily have established loyalties with the major parties as their parents may have and are considered as more ‘issues-based voters’, and don’t care much for personality politics. The young, along with the female disenfranchisement, undoubtedly helped seal the Coalition’s fate. A key takeout message from the election results may be to ‘not take the young for granted’. Given the young people’s stake in the future, community leaders, politicians and policymakers should be listening more to what they have to say. Engaging with young people on the nation’s future should be made a priority, as they will inherit the consequences of policy choices made now. One of the unique aspects of Australian Muslims is

The Missing Voice The Muslim community often complains about the misrepresentation or underrepresentation of Muslims in the political space, yet seemingly unable to take practical steps to improve that representation and work towards an effective ‘Muslim voice’. A community as diverse, dynamic, and young are bound to have a variety of outlooks, priorities, contestations, hopes and aspirations. Generally speaking, it is not clear who speaks on behalf of the Muslim community with authority and consensus. The arguments being that we are not a coherently organised community, with no central leadership and no single voice speaking on its behalf. Yet the Australian Muslim community does generate

leaders and have recognised leaders in many fields. Heads of Islamic and civic organisations, sheikhs, career professionals, and public figures are well regarded by its respective grassroots members. Although certain responsibilities are placed on these leaders, it is not entirely clear what is expected of them and what is not expected of them. Especially when it comes to advocacy during election times. In rapidly changing and uncertain times, leaders are generally entrusted to maintain their existing forms and often remain inert. It’ll be fair to say that the Muslim leadership is still adapting to the many complex social and settlement challenges taking fold. Representation in the political space does not necessarily mean running candidates, but rather an active presence and participation in the mainstream discourse: the major contemporary issues, policies, and agendas that matter. It is envisaged that the recent encouraging changes and trends stemming from the federal elections can offer confidence and a window of opportunity for new Muslim voices to heard and have actively presence in the lead up to the November state elections and for young Muslim Australians in particular to emerge politically engaged and have a say in matters shaping their future.

Your Piety Their Joy Millions of Muslims from all over the world are heading to Umm Al-Qura (Mecca) as guests of Al-Rahman to perform Hajj and spend the day in Arafat in prayers. On the day of Eid they sacrifice their Qurban following the footsteps of Prophet Ibrahim PBUH. Pilgrims hope that Allah (SWT) accepts their good deeds and be rewarded. Muslims around the globe also gratefully sacrifice their Qurban obeying Allah’s command and generously donate towards the hungry, poor and needy.

What is meant by Udhiyah (sacrifice)? Is it obligatory or Sunnah? The word udhiyah (Qurban) means an animal of the An’aam class (i.e., camel, cow, sheep or goat) that is slaughtered during the days of Eid al-Adha and as an act of worship, intending to draw closer to Allah (SWT) thereby. This is one of the rituals of Islam prescribed in the Book of Allah and the Sunnah of His Messenger (peace and blessings of Allah be upon him), and according to the consensus of the Muslims.

In the Quran, Allah SWT says: “So pray to your Lord and offer sacrifice [to him alone].” Al-Kawthar (108:2)

In the Sunnah: It was narrated that ‘Abd-Allah ibn ‘Umar (may Allah be pleased with him) said: “The Prophet (peace and blessings of Allaah be upon him) stayed in Madinah for ten years, offering sacrifice (every year on Eid).”

Human Appeal Australia invites you to increase your rewards during this blessed occasion by donating your Qurban to the poor and bring happiness into their lives.

- Narrated by Ahmad During Eid al-Adha of every year for the last 30 years, Human Appeal Australia implements the Qurban project campaign. It is a significant project that offers the opportunity for the Australian Muslims to donate their Qurban. On their behalf, Human Appeal purchases, sacrifices, sends and distributes Qurban to beneficiaries in 27 destinations to benefit the poor, the needy, the displaced and the refugees. The meat is distributed fresh, hard- frozen or canned to make it more affordable and accessible for local people. We endeavour to get the healthiest of all available animals and in order to benefit the local economy, we always purchase meat from local suppliers and distribute to the poor and needy. In 2022, we hope to reach more people around the world with the meat of Qurban. We desire to do much more, but this cannot be achieved alone without your help.

Covideo Twenty21 Film Festival- It’s the end of an era – come and say goodbye to Covid Kuranda Seyit It was roughly the end of 2019 when coronavirus cases were on the rise in many parts of the world, particularly China and Western Europe, by March 2020 Melbourne was in lockdown. Now two and half years later, we have come out of the lockdowns although different variants still linger and continue to cause issues. However, most of us are sick of covid and glad to be returning to a sense of normalcy. The pandemic is for all intents and purposes over, and so, what better way to celebrate the end of Covid? A Film Festival about Covid. Covideo Twenty21 film festival was born out of a word play with the name covid and video. Founder and festival curator Kuranda Seyit, says, “The pandemic was over almost as quickly as it began, we didn’t get to say goodbye, not

the best film, first prize being $500 and the audience’s award will be a $300 prize.” Some films that are worth mentioning include, The Ninth Tower, by Kauthar Abdulalim, starring Aslan Farooqui. Inspired by real events, ‘The Ninth Tower’ is a short, fiction film as my attempt to showcase the trauma faced by residents of the Flemington Housing estates during the hard lockdowns in July 2020. The film poignantly addresses the injustice and unfairness of the situation for an already disadvantaged community. Abdulalim, uses handheld camera work to underscore the tension, particularly for the protagonist (Farooqui) whose ‫ش‬mother is in dire need of medication.

Abdulalim says, “I wanted to portray an alternate narrative about what actually happened at the towers; capturing the unjust and unfair treatment of the residents by our stateauthorities, and the intensity

even a hug. I feel we need a momentous occasion to farewell the lockdowns, with some pomp and ceremony, while taking a cathartic look back at the past two years, the most awful years in living memory.” The festival will include a wide selection of short films, all taking a different slant on the pandemic, whether it be about mental health, isolation, the aged, sickness and death, toilet paper and panic buying, resilience or just remembering what we had to go through. The festival is the first of its kind and will be shown in Geelong, Victoria and available online. Mr Seyit said, “Its going to be a fun night with comedy and spoken word, interspersed throughout the film screenings. We have the mayor of Geelong attending to launch the festival and there will be a panel of industry judges who will select

of what it felt like to be caged forcefully with little to no access to essentials.” There will be a fantastic array of films, including ‘The End of Myself’, ‘A Room of One’s Own’, ‘The Great Toiletpaper Panic’, ‘Goodbye’, ‘Stay Focused’ and ‘Death in the Time of Corona’, as well as others. The evening will include spoken word artists to pepper the audience with alliteration, rhyme and sarcasm while comedians take the mickey out Covid! And for those brave enough to make it to the venue in Geelong, there will be fun lucky door prizes! Let’s get together and give covid a sloppy kiss good-bye!! So how to get tickets? Trybooking.com/BXORG or visit the website www.covideo21. com.au to find out more or call 0412 318045 to book your seats.

Bowel cancer screening test won’t save your life in the drawer

‘DO THE TEST’ THIS JUNE

With bowel cancer expected to claim the life of more than 1,800 people in NSW this year, experts are concerned life-saving screening tests could be left sitting in drawers. The Cancer Institute NSW estimates that between January and June this year more than 100,000 of the potentially life-saving free bowel cancer screening kits sent out have not been returned. Christopher Horn, Program Manager, Bowel Screening, Cancer Institute NSW, said, many people receive the bowel cancer screening test kit in the mail and stick it in a drawer and think they might do it later. “The fact that there could be more than 100,000 of these life-saving kits sitting in junk drawers next to old phone chargers and pizza flyers should be a real wake-up call,” Mr Horn said. “This June, we are urging people to get their kits out of the drawer, check the expiry date on the back of the kit, and Do the Test. It could

save your life. “If your kit has been in the drawer for some time, make sure to check the expiry date. If it’s expired, you can contact the National Cancer Screening Register online or call 1800 627 701 to have a free replacement bowel cancer screening kit mailed to you. “Bowel cancer is the second biggest cancer killer in NSW. But if it’s found early it can be successfully treated in more than 90 per cent of cases.” The National Bowel Cancer Screening Program sends a bowel cancer screening test kit to all eligible Australians aged 50 to 74, every two years. This free kit, which can be done at home, can detect cancer early and, in some cases, help to prevent cancer by picking up changes before symptoms develop. Rosie, 53, who had a polyp detected and removed after completing the free bowel cancer screening test, said when she did the test, she was fit and healthy with no symptoms.

“When I turned 50, I received the free bowel cancer screening kit. I didn’t think I needed to do the test. Then the test results came back, and something had been detected. When I received the all-clear it was a huge relief knowing I had prevented a cancer from occurring,” Rosie said. Mr Horn said that despite the increased risk, those in their early 50s have significantly lower screening rates compared to older age groups. “We know the single biggest risk factor for getting bowel cancer is getting older. Receiving a bowel cancer screening kit on your 50th birthday may be confronting or unwelcome, but to be honest, it’s a gift that could save your life,” Mr Horn said. John, 54, who received the free bowel cancer screening kit on his 50th birthday was keen to do the test as his father had passed away from bowel cancer. “The test is really easy to do, it’s like being your own little scientist.

I am always telling my mates when you get the test in the mail do it straight away, don’t delay,” John said. “The bowel cancer screening kit won’t save your life in the drawer. Do the Test today. We know that people who start doing the test tend to continue with this good habit when the kit arrives in the post every two years,” Mr Horn said. Over the past five years, the NSW Government, through the Cancer Institute NSW, has invested more than $27million in bowel cancer, including for public awareness and education campaigns, and grants to local community and health organisations to promote bowel cancer screening. For more information on bowel cancer screening, visit: dothetest.com.au. If you have any symptoms or change in bowel habits, please talk to your GP.

NEW ALLIANCE TO FIGHT BIGGEST KILLER OF MIDDLE-AGED AND YOUNG AUSTRALIANS A new alliance of Australia’s leading heart experts, paramedics, CPR and victim family groups has met for the first time this week to take united action against a sinister type of heart problem that kills thousands of Australians each year – suddenly and without warning. Sudden cardiac arrest affects 20,000 Australians each year, and the outcomes are grim: 90 percent of people who suffer a sudden cardiac arrest will die, 2,000 of them under the age of 50[1]. There are no warning

signs, meaning people can suddenly and tragically die front of their loved ones. These deaths come with two large costs: in the form of untold grief to the thousands of families left behind each year, and nearly $2 billion annually to the economy [2]. In older people the cause is most likely to be a heart attack where a coronary artery suddenly becomes blocked. These generally occur on a background of known risk factors. However, in middle-aged and younger people there

are several causes of cardiac arrest that are not reliably identified by risk factors. Genetics is a factor but sometimes the cause remains unknown. What is known is many more thousands of Australians will continue to die from sudden cardiac arrest unless more is done to understand and prevent it. That’s why Australia’s top cardiac, paramedic, CPR and victim family representatives have this week called the inaugural National Summit for Cardiac Arrest in Canberra, under the tagline ‘a race to save lives’, to

develop an urgent strategy to encourage Governments to prioritise funding in two key areas: 1. Education and awareness for bystanders a.Helping more Australians know how they can try to restart a person’s heart should they be a bystander to a cardiac arrest, increasing the survival rate. 2. Understanding who is at risk and how it can be prevented a. A greater commitment by Governments to fund research that will unlock the mystery behind the cause

of sudden cardiac arrest, leading to better prevention. The Summit was held in Canberra. A total of 69 participants from 45 organisations attended. Founding members and funders of the inaugural Summit are: Australian Cardiovascular Alliance, Baker Heart and Diabetes Institute, Centenary Institute, End UCD, Heart Foundation of Australia, Heart of the Nation, and Victor Chang Cardiac Research Institute.

A wet nose and a wagging tail opens a new world for autistic kids A new Australian study looking at the impact of an autism assistance dog for children and their parents has made an unexpected discovery: the dog has expanded their world, literally.

Wright, who supervised the study, says the freedom to explore new places is something most of us take for granted, but for children with autism and their parents, this is normally fraught with sensory challenges.

The presence of a specially trained therapy dog for autistic children is giving families the confidence to venture further afield and to many more locations, according to researchers from the University of South Australia.

“Impulsive and unpredictable behaviour is a feature of autism and taking children out of their usual environment is often too stressful for both child and parent,” Dr Wright says.

UniSA researcher and qualified occupational therapist Dr Shelley

Honours student Rebecca Appleby conducted interviews with eight families paired with an autism assistance dog

(AAD) as a support for their child. The study revealed: • On average, families visited 8.5 more places and travelled 20 kilometres further from their home after having the dog for more than a year. • Parents reported greater freedom for young children with severe autism who were normally strapped in a pram for safety when leaving home. An AAD replaced the pram but still acted as a natural restraint. • Prior to receiving an autism assistance

dog, parents were reluctant to leave the family home because of the stress involved, leading to feeling trapped and isolated. The dog allowed them to venture out because their child was calmer and safer in its presence. • Parents reported fewer meltdowns among their children who sought out the dog when feeling overwhelmed • Children on the autism spectrum often get lonely as they find social interaction and communication difficult. The dog gave them much needed companionship.

WESTINVEST COMMUNITY PROJECT GRANTS EXTENDED The $2 billion WestInvest Community Project Grants program has been extended by four weeks, to provide organisations with additional time to submit their applications.

Minister for Western Sydney Stuart Ayres welcome the extension. “Allowing applicants more time will result in better applications and ensure that we are funding truly transformational projects for communities in Western Sydney,” Mr Ayres said.

Applications for both the $1.6 billion Competitive Round and $400 million Local Government Allocation will now close at 5.00pm on Monday 25 July 2022, with successful projects awarded from December 2022.

The WestInvest Program team will continue to hold online Q&A sessions to support applicants.

More than 1000 local organisations that successfully submitted a registration of interest (ROI) for a share of $1.6 billion in WestInvest funding are eligible to apply for funding. The 15 eligible local councils can also apply for a share in $400 million in direct funding, with each council eligible for between $20 million and $35 million, depending on population size. Treasurer Matt Kean said the NSW Government has responded to feedback from applicants that they require more time to ensure applications are of the highest standard.

Projects funded under the $3 billion Westinvest NSW Government allocation will be announced in the second half of the year. Eligible projects must be based in one or more of the 15 eligible Western Sydney Local Government Areas and deliver infrastructure that addresses one of the six focus areas: 1. Parks, urban spaces, and green space; 2. Enhancing community infrastructure such as local sporting grounds;

May you and your family enjoy the blessings of Eid al-Adha

3. Modernising local schools;

“WestInvest is a $5 billion program and a once in a generation opportunity to deliver transformational infrastructure to improve communities in Western Sydney,” Mr Kean said. “Programs like WestInvest are very rare and we are committed to ensuring that we take the time to get it right.

4. Creating and enhancing arts and cultural facilities; 5. Revitalising high streets; 6. Clearing local traffic. To find out more about WestInvest, visit www.nsw.gov.au/grants-and-funding/ westinvest

The Messenger of Allah, peace and blessings be upon him, said ‘Allah has His own people among mankind.’ The companions said: ‘O Messenger of Allah, who are they?’ He said: ‘The people of the Qur’an, the people of Allah and those who are closest to Him.’ SubhanAllah, what a great honour to achieve. The Islamic College of Melbourne would like to take this time to officially congratulate all of the winners & participants this year, however, we must remember that all Students of the book of Allah SWT are all winners, regardless of their competitive results. 800% INCREASE IN UN APPEAL NEEDS FOR EXTREME WEATHER-RELATED EMERGENCIES IN 20 YEARS: OXFAM The amount of money required to respond to the increasing impacts of climate change-related extreme weather events like floods and drought is now eight times higher than 20 years ago, and the global community is failing to keep up, a new Oxfam report today reveals. Average annual extreme weatherrelated humanitarian funding appeals rose to an average of USD$15.5 billion between 2019-2021, 819% higher than 2000-2002. Meanwhile, rich countries responsible for most of today’s climate change impacts have met an estimated 54% of UN weather-related appeals since 2017. The report, Footing the Bill, says that the increasing frequency and intensity of extreme weather events due to climate change is putting more pressure on an already over-stretched and underfunded humanitarian system. The costs of the destruction from these storms, droughts and floods are also increasing inequality; people in

poorer communities and low-income countries are the worst hit yet they lack the systems and funding that wealthier countries have to cope with the effects. The richest 1% of people on Earth are emitting twice as much carbon pollution as the poorest half of humanity. Ahead of the 56th sessions of the UNFCCC Subsidiary Body for Implementation (SBI) in Germany, which includes the first ‘Glasgow Dialogue’ on loss and damage since COP26, Oxfam urges: • Rich country governments to pledge bilateral finance to address loss and damage, in addition to existing climate finance and ODA commitments. • All governments to agree to establish and fund a finance facility for loss and damage at COP27, with annual contributions based on responsibility for causing climate change and capacity to pay. • All governments to agree to make loss and damage a core element of the UNFCCC’s Gender Action Plan. ASSAULTS ON ISLAM

Bilal Cleland dunk1689@gmail.com

terrorist attacks was fairly quickly overtaken by the rise of white nationalist terrorism and the new enmity with Russia and China. The USA under Trump, banned migration from a list of Muslim countries, gave open support to neonazi rallies like that in Charlestown, then opened the American Embassy in Jerusalem. This saga of insult and racist arrogance from Western countries appears to have slackened off. But that is not the reality in the rest of the world.

Hatred in India The Muslim community in Western countries has become inured to the onslaught against it since the 9/11 atrocities in the USA, attributed to inaptly named “Islamic” terrorists. From Day One Muslim scholars and community representatives have denounced such crimes, the perpetrators of such crimes and the shocking response to those crimes. Not only did 9/11 in the USA lead to the destruction of an already deeply wounded Afghanistan, but it produced the illegal concentration camp of Guantanamo Bay. The invasion of Iraq in 2003, based upon lies about weapons of mass destruction and links to the terrorist attacks on the USA, spawned Daesh. This posed as “Islamic”, yet carried out shocking anti-Muslim atrocities. Formed from the former army and deluded foreign extremists from the West, it is still called “The Islamic State” by Western media. Islamophobia became a growth industry in Europe, the USA and Australia. In the US, the FBI placed spies and cameras in mosques. Attempts to portray the Muslim community as the primary source of

One development of the Trump years was the exposure of the “Aryans” of the Hindu fascist movement in the USA. The Republican Hindu Coalition in New Jersey held a fundraiser called “Humanity United Against Terror” for presidential candidate Donald Trump. It included talks on the “global war on terror” portraying Hindu Americans as the “good” south Asians compared to the dangerous Muslims. “The audience members arrived and had a seat on chairs adorned with signs saying “Trump for Hindu Americans” and “Trump Great for India.”” [3 February 2017 Quartz] The roots of this world view run deep. “One of the pioneers of Hindu nationalism, V.D. Savarkar, once wrote that India should model its approach to its “Muslim problem” on that used by the Nazis to deal with their “Jewish problem.” [21 January 2020 The Far-Right Is Going Global, Foreign Policy] Arundhati Roy summed it up in “India is becoming a Hindu-fascist enterprise.” “Over the last few months, authorities in Indian states governed

by Prime Minister Narendra Modi’s Bharatiya Janata Party (BJP) have started bulldozing the homes, shops, and places of business that belong to Muslims merely suspected of participating in anti-government protests. “[17 June 2022 Al Jazeera] This is the policy in our so-called ally in the Quad of the USA, Australia, Japan and India.

The assault on Muslims in China The “Hanification” of Chinese minorities is now occurring. “It aims to cement the supremacy of the Han Chinese majority through the PRC’s government policies of imposed acculturation, forced assimilation, or cultural imperialism on non-Han citizens of the state.” [17 October 2019 The Han Supremacists of China, IslamCity.org] By the late 1990s, with the rise of Al Qaeda in neighbouring Afghanistan and various Muslim identified separatist movements in Central Asia, the Chinese government linked Turkic Muslims to the so-called “three evil forces” of separatism, extremism and terrorism. The development of social media and online anti-Islamic activism in China, plus the importation of extremist Islamophobic messages from Europe and the USA generated “ a broad-based, popular Han Chinese anti-Muslim movement.” Independent anti-Muslim activists, on Weibo, took up the cause and they have “increasingly diminished the Party-State’s monopoly over broadcasting and propaganda on ethnic and religious issues.” “Activists have been arguing that if the Party does not stand for the Han majority against Islam, the Party’s fate could be the same as the Soviet establishment when people abandoned it en masse in 1991.”

It has become Party rhetoric that “Islam is a primary source of disorder in the West, and obstruction in China’s national rejuvenation.”[13 June 2019 Hudson Institute ] The attitudes of the anti-Muslim activists and the Party are coming together. The concentration camps in Xinjiang are one of its fruits.

The Future In India the extremists of the Hindu fascist movement see Islamic values as a threat to the long established caste system, which relegates some individuals to be Untouchable. Islamic teaching on equality undermines this. In China, the Party may well fear its Han activists as well as the potential for separatism from the Turkic Muslim minority, alienated by the cultural ignorance of the authorities. Instead of an inclusive approach to cultural identity, as was the case in Chinese history, the authorities have opted for a policy of demonising Islamic practice and replacing it with Han culture. Others have tried this throughout history with little success. The Islamic value system has deep roots and it is strengthening, not weakening. Scholars have likened it to a coral reef, with a huge variety of forms and colours. Despite this apparent variation, it forms one entity which harbours tremendous potential for positive change. It is a value system which recognises that the rights of all human beings are part of the fabric of Creation.

The word ‘qurban’ (also known as ‘udhiya’) is a term that refers to the animal that is slaughtered during the days of Eid al-Adha as an act of worship to draw closer to Allah. The practice of Qurban can be traced back to Prophet Ibrahim (AS), who was commanded by Allah to sacrifice his first son, Ismail (AS). In their devotion to Allah, both Ibrahim and Ismail as father and son submitted completely to Allah’s Will but were instead sent a ram to be sacrificed through Angel Jibreel (or Gabriel). Qurban, like all Islamic traditions, is one that has been passed onto us through our beloved Prophet Muhammed (SAW) as it commemorates the great patience, trust and belief our Prophets had when tested with hardship. It also manifests a sense of gratitude and piety in

basic living costs including their ability to afford proper food for themselves and their families. We saw this happen nationally in real time as Australia succumbed to the pressures of the COVID-19 pandemic just last year, and we are still recovering from the effects today in the global market. National Zakat Foundation’s Local Qurban campaign is one of the many initiatives that take place around the country to assist and empower Muslims in vulnerable situations and reduce financial inequality within our community through the power of Zakat. By distributing our services to Muslims here, we ensure that they are not forgotten by their brothers and sisters so we can all stand strong as a community. If you believe in our vision, support our initiatives today at www.nzf. org.au/pay and help a Muslim locally. To donate your Qurban locally from our supply this Eid al Adha, visit www.nzf.org. au to stay connected for more information. We also have a Deductible Gift Recipient (DGR) status which means that all your donations (over $2, made before 30th June) are fully tax deductible.

HALAL ISSUE

FISH FARMING IN ISLAM Muslim communities around the world, including Muslims in Australia, consume fish that comes from fish farming, believing that they are eating wild fish from fresh or salted water. Fish Farming is the principal form of agriculture. Around the world, fish have been farmed extensively for generations. Over the last century, fish farming has developed extensively to speed up the supply because of the population growth.

Dr Bekim Hasani Types of Fish Farming: a) Fish Cage System: Fish cage farming maintains fish in cages and / or holding pen, which may be placed in lakes, bayous, ponds, rivers, or oceans to contain and protect fish until they can be harvested. b) Irrigation Ditch (Pond Systems): The basic requirement for this method is to have a ditch, or pond that holds water. This is a unique system because at a small level, fish are artificially fed and the waste produced from the fish is then used to fertilize farmers’ fields. c) Composite Fish Culture: is a type of fish farming that allows both local fish species and imported fish species to coexist in the same pond. The number of species depends; however, it is sometimes upwards of six fish species in a single pond. d) Integrated Recycling Systems: This process is considered the largest scale method of “pure” fish farming. This approach uses large plastic tanks that are

placed inside a greenhouse. e) Classic Fry Farming (Flow through System): The method of raising sport fish species from eggs and releasing in streams.

Fish Feed Usually, all Aquatic Animals (Fish) that live in cages, or in salt, or fresh water and also fed with natural feed are considered to be Halal in Islam. As a result of the high price of fish nowadays, some fish farmers supplement their protein supply with extracted animal meals; animal by-products, feather meal, and porcine blood meal. The presence of such ingredients can change the status of those fish from being Halal to being doubtful (Makrooh) or prohibited (Haram). There are other things of concern in regards to fish farming which are related to food safety (Tayyib). They include: large numbers of fish in a confined area, water quality and path of flow, food shortage before slaughter, movement and transportation of fish,

ICCV ISLAMIC CO-ORDINATING COUNCIL OF VICTORIA

treatment of fish with detrimental chemicals, biotechnology, as well as engineering techniques involving manipulation of chromosomes. Some scholars consider fish farming to be among the group of animals called Coprophagous Animals (i.e. animals that consistently eat the waste of other animals, or carrion, pig and its derivatives until it changes their physical structure, protein, taste, odour and colour). In Islamic Law, slaughtered Coprophagous Animals, which practice coprophagy (eat impurities), are called ‘Al Jallalah’ (contaminated animals). However, animals that rarely eat impure foods cannot be considered as Al-Jallalah, unless there is a noticeable change of the state (of one of the three qualities) in the animal, or meat. This concept also includes aquatic animals, whether they are kept in holding pens, or in their natural habitat (i.e. salt or fresh water) applying analogy (Qiyas).

Head of Shariah Affairs,

ICCV

The following conditions must be met for farming fish to be Halal: • All fish that live in cages, or wild, whether in salt, or fresh water, and are fed with natural feed, are considered to be Halal in Islam. • Fish that live in cages, or wild, whether in salt, or fresh water, and are fed manually with food which is mostly pure (taahir), it is permissible to eat the fish. • Fish that are fed from impure food (Al-Jallalah) are prohibited to eat, until they have been prevented (quarantined) from eating impurities and fed with uncontaminated feed until the animal recovers back to its natural and pure state. The period of quarantine is based on the size and weight of the fish, however Muslim jurists state the minimum period to be 3 days.

Tayyib/ Food Safety in order for fish farming to be Halal, as well as wholesome and pure (Tayyib), the following conditions must be fulfilled: • All fish farming that does not contain water flow, should be checked regularly for water quality, or any toxins that may affect the quality of fish. • The temperature of the water should be suitable for the type of fish that is farmed and it must be checked on a regular basis. • Laboratory Test to be performed regularly for the quality of the fish and water. • Anything that is added to the water must be communicated as in accordance with Halal and Tayyib (Food Safety) standards.

The Wonders of Makhraj Land

Saadia Amanulla

If I were to tell you that there’s a land out there where the Arabic letters try and roam free and the job of the letter spotters is to herd them up and make sure they are in the correct place according to where they are sounded out from the oral and nasal cavity, you’ll think I’m crazy. But there is, and if you don’t believe me watch this: https://tinyurl.com/makhrajland. In ordinary circumstances I’d probably agree with you that it is a pretty crazy thought. However 2021 was not a normal school year in metropolitan Melbourne. It was a stop - start year with so much uncertainty as to whether school would be in person or online at any given point in time. The staff and students at the Fitra Community School started off the 2021 school year planning for a school play. The theme was to be around the sounding out of the Arabic letters. A script was written in collaboration with the children, costumes were sewn and practice began in earnest before Premier Daniel Andrews called a series of lockdowns in metropolitan Melbourne. At this point the Fitra staff and

students had a decision to make. Do they let COVID-19 claim yet another victim in the school play, or do they try something else to get around the virus. They chose to improvise and decided to make the school play into a short film instead. Filming was able to be done in a COVID Safe way once on-site learning restarted and they knew it could be shared with the school community no matter what COVID restrictions were in place at any given point in time. After much hard work and effort, we are so proud of all the children and staff for the final product of the school’s creative, exciting first short film! . The production of Makhraj Land is a representation of what we consider true learning at the Fitra Community School. Here’s a list of lessons the children gained through

AL WASAT 131 ¿ Dhu'l-Hijjah 1443 ¿ June 2022 ‫ هـ ¿ حزيران‬1443 ‫ ¿ ذو الحجة‬131 ‫الوسط‬

the experience. They learnt and / or experienced: 1. The Arabic letters and how to sound them out properly 2. How to represent theoretical concepts, such as Tajweed in fun and creative ways 3. The art of communicating and performing 4. How to work as a team to execute a fairly ambitious project 5. Opportunities to remain resilient in the face of some large obstacles 6. The importance of maintaining a “Can-do” attitude at all times 7. Problem solving in real life circumstances To us, these lessons and experiences are the true wonders of Makhraj Land. Where the teaching and

learning happened in the context of an ambitious project and the shared experiences it produced. A true example of real world learning beyond just classrooms and text books. Well done to all at the Fitra Community School for rising above the negativity that was COVID-19 and producing something as wondrous as Makhraj Land. You can watch the short film from this link, in case you missed it above: https://tinyurl.com/makhrajland. Saadia Amanulla Principal Fitra Community School www.fitra.vic.edu.au

A message from Dr. Mehreen Faruqi Deputy Leader of the Australian Greens and Senator for NSW It is such an honour to have recently been elected unanimously by my federal Greens colleagues as Deputy Leader of the Australian Greens. After a historic election result for the Greens, we again made history: with a leadership team which is majority women, and including a First Nations woman and a migrant, Muslim woman. I’m so proud to be part of this team. I migrated to Australia from Pakistan in 1992 with my husband, my one-year-old son and two suitcases. It would have been completely unfathomable to me thirty years ago that I would be

in this position today – but here we are. It is such a privilege to be able to do this work and have the trust of my colleagues. It’s a big responsibility but I’m thrilled and ready to take it on. I am conscious that my election makes me the first Muslim Australian to be in the senior leadership of a major federal political party. In a diverse society, it is appropriate and frankly, necessary, that our parties and their leadership are reflective of our multicultural country. I will be using my position to continue to speak up against racism, Islamophobia and all forms of discrimination in our society. This is something I have

never shied away from, and a fight I will take up until everyone in our community is treated with respect and dignity. The Greens also recently announced portfolio responsibilities for our expanded team. I am pleased to have retained the Education, Animal Welfare, Anti-Racism, and International Aid & Global Justice portfolios. I look forward to working with the community in all these areas and more. Thank you so much for your support. Now, I look forward to continuing my work to tackle the big issues of climate and inequality.

GIFT OF KINDNESS

The Emotional Bank Account By Jamilah Samian

www.coolmumsuperdad.com

Do you know of a simple way to grow a positive, strong relationship with practically anyone - your parent, sibling, spouse or child? Let me introduce you to the Emotional Bank Account (EBA) Concept. The EBA works pretty much like the money you

To illustrate, suppose you had an argument with a sibling. You wish to make things better. You could perhaps make them a favourite drink, acknowledge a good deed they did in front of other family members or buy them a gift. Simple acts of kindness like these are examples of making deposits in your EBA with the other person. The more you do them, the bigger the balance you have. On the contrary, doing unkind things that hurt the other person – not bothering to look up and listen when they have something important to share with you, leaving them in the dark on matters that concern both of you, making snide remarks about them in front of others – is akin to withdrawing your EBA. Each time you did any of these

keep in a bank. Each time you deposit money, your balance grows. Each time you withdraw money, your balance drops. Meaning, in any relationship, each time you do something kind or thoughtful that is appreciated by the other person, your EBA grows.

everything to gain by being nice. Being nice and kind makes you feel good about yourself, which is a reward in itself. Gratitude and love come together. Feeling grateful is a powerful form of growing love. So often, our expectations rise over time and the good things a person does is taken for granted. Familiarity may reduce a person’s worth in your eyes. Rather than feeling grateful for the little acts of kindness they did, you keep noticing the things they overlooked. Have you ever been helped by a good Samaritan, a stranger who happened to be there at the right place, at the right time? Perhaps someone who gave up his seat for you in a packed train ride? Or a person who offered to carry your basket full of groceries?

things, your balance drops. What if a couple had tied the knot for years, and their relationship had slipped from loving and kind to tardy and uncaring to one another? Chances are, they have made withdrawal after withdrawal to the point that their balance is negative. We may call this relationship “bankrupt”; there is nothing left in the balance. The trick to grow your EBA over time is to be proactive. Every day, make it a point to ask yourself how you can perform simple acts of kindness to the other person. What if you find yourself thinking, “Yeah, sure, I could be nice. But it seems that I’m the one who’s always making the extra effort to be nice.” Well, ask yourself: Why not? Realise that you have nothing to lose and

We tend to appreciate these acts of kindness more when it comes from someone we don’t know. Yet, when these kind gestures are done by someone we know well, the fact that we are used to receiving them may reduce our sense of gratitude and appreciation. Instead of feeling grateful, you began to take more notice of the things you expected the other person to do but missed. You failed to notice how gently your spouse pulled the covers over you when you were drifting off to sleep dead tired from work. But you noticed how he kept leaving his smelly socks in his shoes. You failed to notice how many times she had sewn a loose button on your shirt. But you counted how many times she forgot to switch off the lights in the

storeroom. If this is you, it’s time you do a reality check on how much your expectations have changed over time. Familiarity tends to breed ingratitude. To combat this, every night before you go to bed, do a bit of muhasabah; an honest form of self-assessment. Instead of reflecting on how others failed to meet your expectations, ask yourself what you can do to make things better.
