-PROJECT

An escape away from the ordinary, a place where the extraordinary is celebrated. The La Perouse Art District aims to define what a “21st Century creative + culture hub” is. It will be a place where all forms of art and design (i.e. visual or performance) is produced, displayed and sold. The aim is to create a self-sustaining “art-making ecosystem”. Branding is a critical design and marketing strategy with this proposal, to create an experience and atmosphere that is unique to La Perouse. Especially in today’s society and the boom of social media, this obsession to document (i.e. “tag”) and post where we are, what we’re eating, what we see…. fuels this proposal. Imagine yourself strolling through the dynamic ARTSCAPES, appreciate the picturesque view of Bare Island onboard the floating ARTPAVILIONS. Then as the sun sets experience how Bare Island transforms, have a latte at the ARTFACTORY perhaps? Inspired by the industrial nature of the Bare Island Fortress and the crazy/limitless/fun/bizarre/colourful… mind of an artist.

OVERVIEW-

The District experience could only be described as a mix between Willy Wonka and the Chocolate Factory, Fight Club and a hint of Alice in Wonderland. Designing a supposedly “empty space” for artists and the community to realise there creative visions, proved to be the greatest challenge for this scheme. However this was resolved through this notion of a wireframe. The aim was to design a unique three-dimensional canvas for the community. A wireframe, theoretically is meant to just provide support and structure, but this scheme also aims to add an aesthetic dimension to this simple concept. Therefore, one can say that La Perouse Art District is a piece art within itself.

National Parks and Wildlife Services

General Overview: The Randwick City Council is one of the largest councils in NSW. It is the level of government that has the strongest connection to the community. It is responsible for building and development. It would be in their interest on how new projects will consider and benefit the community. The Council is committed to providing community leadership and to improve the well-being of the community.

General Overview: The National Parks and Wildlife Services manages more than 850 national parks and reserves. They are committed to protecting and enhancing these places for everyone’s benefit. They have a duty to protect the unique flora and fauna of the site. It is part of the Office of Environment and Heritage.

Future Vision “An Inclusive Randwick City” - aimed at people who experience disadvantage or social exclusion. The objective is to encourage active community participation within these groups. Key points: expand services to meet identified gaps in service provision, address the needs of the youth as well as the Indigenous community. “A Cultural Randwick City” - series of actions/strategies that plan out the cultural activities of the council over a 10 year period. Key points: recognise and preserve both our Indigenous and European heritage assets, implement more prominent performance and visual arts program within our city and the Public Art Policy.

Interest in the project: They would be interested in regards to how the new proposal will affect the boundaries of Kamay Botany Bay National Park.The proposal needs to be respectful to the natural flora and fauna of the site. As well as the three heritage listed structures of La Perouse. NSW Aboriginal Land Council Interest in the Project: Their interest would be on how the new proposal will promote the strong ties the Indigenous have with La Perouse. It should not only promote but at the same time consider the present-day Indigenous community and how they can be involved, to take into consideration their wants and needs.

The need for a vibrant cultural life was voiced loudly by the community during the extensive consultation undertaken for Sustainable Sydney 2030. The City of Sydney is proud to support Sydney’s vibrant visual arts culture.

Support local artists and activate sites with temporary art projects 4. Support vibrant places in village centres with community art and City Art Projects 5. This panel discussion was held to address the issue of contemporary Indigenous art in the City of Sydney. They talked about this notion of ‘public’ art and how the key idea of it to be able to “capture the imagination of the community.” This is what makes art so dynamic, it is a universal language. The panel also spoke about this idea of ‘community consultation’. This need to include the community is crucial for the success of public art. Especially in regards to Aboriginal art, misrepresentation or worse not representing a specific Aboriginal community can completely taint the integrity of the work.

1. Prepare a new Playground Strategy such criteria for Randwick City to guide the provisions of new and upgraded playgrounds, by considering such criteria as diversity, distribution, themes, experiential value and current trends.

Demographic Profile There is an “older” population profile when compared to all of Sydney, but a high young adult population (students) Impact of demographic on recreation space - There will be an ongoing need to improve the provision of open space and recreation facilities in the future to meet the needs of a slowly expanding population base. - There will be a demand for unstructured, passive recreation and low intensity for the aging population. ‘ - Increased participation and community value for non competitive, unstructured recreation activities.

2. Enhance interpretation of trails and park features through signage and education to foster applications of specific open space locations, such as coastal areas, historical sites, and significant cultural/ social sites. 3. Continue to develop and maintain the Coastal Walkway to realise the long-term vision of a continuous seaside pedestrian link between Clovelly and Botany Bay.

From this small survey the key thing that I learnt that the La Perouse community is very interested in seeing public art within La Perouse. This just adds to all the research I have done, giving me a good foundation for the next stage of this process, the “Proposition.�

1. To see which demographic visits La Perouse on the weekend. 2. Which activity is most popular. 3. Level of awareness in regards to the history of La Perouse. 4. What typology would they like to see in the future. 5. Have they seen any of the public art works, art events around Sydney. Did they like it? Would they like to see that in La Perouse.

Why La Perouse?

Project Goals

The existing and current art scene in the CBD exemplifies the success art has in providing places for community cultural expression and engagement on contemporary issues. Art enriches our city and contributes to our sense of identity and sense of place. A creative + cultural hub is an appropriate response to the needs of our contemporary society. This is not only proven in Sydney (i.e. City of Sydney Art Strategy), but also in other states like the Melbourne Art Precinct that is undergoing construction at the moment, as well as in other countries such as the renown Millennium Park, Chicago.

So why La Perouse? The rich history and heritage of the site. As well as its significant structures and beautiful natural environment is the perfect foundation to house a creative + culture hub. What I am proposing is aimed at highlighting the beauty of what is already existing, in a way that really engages the community in celebration of the “La Perouse Experience�. This Art District will be uniquely La Perouse.

ARTFACTORY approx. 600sqm A place for the community to express themselves. It holds community art workshops as well as private artist studios. It also houses a cafe/bar + entertainment hub on the basement level. This is the heart of the La Perouse District. ARTscape approx. 60sqm A dynamic space for in-house artists and the community to showcase their work. It holds temporary and semipermanent installation art. It can also be a temporary performance space. ARTPAVILIONS approx. 16sqm These are pop-up spaces to get a feel and taste of what’s to see at Bare Island. It can either be an art installation space, green space, or temporary pop-up retail/ hospitality space.
