JULY 2013 NORTH SHORE HWY 61 5
6 NORTH SHORE HWY 61 JULY 2013
By Joan Farnam Two art festivals this month will offer an extraordinary mix of artists, music and artwork that should please everyone. They both happen in July and they both have their own distinctive personalities. The Hovland Summer Arts Festival (July 6-7) is held at the Hovland Town Hall, nestled in the woods just off Highway 61, next to beautiful Trinity Lutheran Church. The hall itself is filled with tables and wonderful art work, and the parking lot outside is dotted with tents and more art. When you go, you’ll be greeted by smiling faces, laughter and lots of good jokes. Hovlandites are a friendly and good-humored people. And you will probably hear an “eh” or two. Canadians coming down for shopping can’t resist stopping in to peruse this event. Every hour a new group of musicians will play, offering everything from Americana to jazz and, if the fishing is good, Treg Axtell will be frying up absolutely luscious herring fishburgers. Sandi Updyke, one of the artists and organizers of the event, said more than 25 people have signed up to sell at the festival this year; Many of them have been going every year since the art festival started. Woodturner Lou Pignolet, ceramic sculptors Dan & Lee Ross, watercolor painter David Hahn, mixed media artist Mary Jo Flack, jewelry maker Terry Lewis, Ojibwe beadworker Marcie McIntyre are just a few of the artists who will be there.
Some new participants will be on hand as well this year, Updyke said. Beadpainter Jo Wood, who used to live in Hovland but now lives in Duluth, will have a booth, and Linda Newman (natural bees wax candles) and Jay Carr (woodwork) are new this year, too.

Celebrating By Shawn Perich When celebrating Independence Day with fireworks, you can thank former Gov. Jesse Ventura. Believing it was silly for Minnesotans to travel to neighboring states to buy fireworks, he championed a relaxation of state regulations in 2002. While some common fireworks such as firecrackers and bottle rocks remain illegal, Minnesotans can use fireworks that emit showers of sparks. Because the full array of fireworks is available in neighboring states, what Minnesotans legally can use and what they do use are not one and the same. Firecrackers and skyrockets are commonly heard and seen around the Fourth of July. Less commonly seen or heard of are the accidents associated with fireworks. In 2011, the most recent statistics available, Minnesota had 84 fireworks injuries. Since 2002, when fireworks restrictions were relaxed, annual injuries have ranged from a high of 111 to a low of 57. About one-half of the injuries are to youth aged 19 or under. Since Americans have an abiding love of things that go flash and bang, it is unlikely that fireworks will disappear from July 4 par-

ties anytime soon. You can make up your own mind whether you want to risk an encounter with law enforcement for firing off banned fireworks, but whatever you decide, make safety your top priority. Below are a few tips for staying safe over the Fourth. • Fireworks are for outdoor use only. • Have a responsible adult in charge.
What’s Legal?
• Wire and wood sparklers • Other sparkling items, including: • Cylindrical fountains, cone fountains, illuminating torch, sparkling wheels, ground spinners, flitting sparklers, flash/ strobe. • Novelty items such as snakes and glow worms, and small noisemakers such as party poppers, paper streamers, string poppers, snaps and drop pops.
• Never give fireworks to children. • Only light fireworks on a flat surface away from buildings, dry leaves and flammable materials.

• Do not shoot fireworks over forested areas. • Wear eye protection. • Light only one item at a time and never relight a “dud” firework.
Two separate awards for an individual or couple who has made Cook County a better place to live.
• Dispose of fireworks properly. Soak in water before putting in a trash can.
1. The Citizen of the Year 2. The Senior Citizen of the Year
And What’s Not?
• Any fireworks that are explosive. • Any fireworks that are aerial. This includes firecrackers (any size), ladyfingers, sky rockets, bottle rockets, missiletype rockets, Roman candles, helicopters, aerial spinners, planes, UFOs, mines or shells, chaser, parachutes, 1.3 G display fireworks, aerial shells and theatrical pyrotechnics. None of these devices are legal for public sale, possession or use in Minnesota without a special permit. Source: Minnesota Dept. of Public Safety

The Grand Marais Horse Park has decided to share its space. The horse arena near the Cook County Hospital is now also a dog park. Cathy Quinn, an avid dog lover, is responsible for this development. She promotes healthy active dog and human relationships. Her goal is to offer locals and visitors access to a place that provides both dog and owner with a safe and healthy environment to exercise and socialize. After her dog Katagon was killed by wolves over a year ago, Cathy decided to fill the void by getting another, a perfectly normal response for any heartbroken canine lover. However, her newest addition to the family, Lucky LaRoux, is a highenergy dog and a bit untrustworthy off a leash. Wanting a safe place for her dogs, Lucky and Genna, to burn some steam, inspired Quinn to pursue a dog park in Grand Marais.
Mary Jane Huggins, fiber artist Have you always lived in Cook County? I moved here from Racine, Wis., about 36 years ago after finishing school. It was temporary for a year or two. I grew up on Lake Michigan, and Lake Superior is even more wonderful. What projects are you currently working on? I’m using driftwood and turning them into baskets. My back porch is just full of driftwood I’ve been collecting over the years, and I’ve been looking at how it can be used as a base or an aspect of a basket. I’m also felting wool and making clocks. I buy a clock movement and work from there. What about your art continues to attract and fascinate you? There’s no end to the possibilities. You can make one thing and then think of another ... and on and on. Where can we see your work? I am exhibiting my work at the Cross River Heritage Center in June as well as at my shop, Tall Tale Shop in Tofte, across from Bluefin Resort. The hours are 11 a.m. to 5 p.m. six days a week. profit organization. The organization collaborated with the Cook County Community Center to make the horse arena also work as a dog park. Quinn then raised $2,500 through social medias to pay for additional infrastructure. So far, she has provided chicken-wire fencing around the current horse ring to keep small dogs from escaping, dog waste bags, a dispenser station and a sign to educate users of the park.
The park rules are simple. It is first and foremost a horse arena, so if a horse shows up you have 15 minutes to pack up and leave. Be sure to pick up after your dog. If your dog is being unfriendly or causing problems you must leave. Lastly, do not leave your dog unattended. Many dog parks in bigger cities also prohibit toys and treats in the park, but no such rule here. Quinn is keeping it simple and fun. “It can be chaotic sometimes, but I love it, she said “And I get

The more the merrier indeed. As Quinn was interviewed at the dog park, five very enthusiastic dogs ran laps around her, chasing a tennis ball. That they were of five different shapes and sizes seemed to have no effect on their play date. Quinn hopes to someday have a dog park with grass, trees and trails to explore. But in the meantime, her dogs Lucky LaRoux and Genna, along with many other canine regulars such as Suvi and Ulla, seem to be quite content running circles in the dusty arena. The Flute Reed yields no archeological secrets By Joan Farnam
5,000 to 6,000 years ago,” he said. “The population was pretty sparse. This is based on negative data. There doesn’t appear to be much to find.”
The Flute Reed River is an ancient stream, but if humans ever inhabited its banks, evidence of their lives disappeared long ago.
By 5,000 years ago, more sites are found, he said, including spear points and copper artifacts. There are some intriguing mysteries, as well, including two or three Pukaskwa pits in Judge Magney State Park. Pukaskwa pits are holes several feet across and deep excavated in cobble. They were named for the Pukaskwa River in Ontario.
Duluth archeologists found this out when they examined several sites along the banks of the river recently as part of a project to repair bank erosion. The Cook County Soil and Water District is stabilizing the banks, but was required by the U.S. Army Corps of Engineers to bring in archaeologists to examine the sites before work could begin, said Kerrie Berg, district manager.
The Magney pits are “not like the ones in Pukaskwa Provincial Park. They’re excavated into cobble banks,” he said.
The pits in Judge Magney overlook old glacial watersheds and could have been part of a blind system for hunting. “Similar things are found in the Arctic,” he added.
On this day, she showed Stephen Mulholland, field director of the Duluth Archaeology Center and his assistant, Kevin Schneider, the sites along the river’s banks where the projects would be done.
Pits have also been found northwest of Little Marais and north of Beaver Bay, he said. “They’re all overlooking a vista or relic river.”
In every case, the banks were eroded, and Mulholland indicated that there was little likelihood that much would be found. “Odds are, if there was anything there, it’s long gone,” he said.
There’s no doubt that more archaeology needs to be done in the county, Mulholland said.
But things are difficult to find here, both because of the probable low numbers of people who lived here as well as changes in the terrain over time. Certainly he and Schneider came up empty on that day.
Nevertheless, he and Schneider pulled out their gear, including shovels and a screen, and set to work. Historically, the Flute Reed River has been used for thousands of years, Mulholland said. “The Ojibwe made extensive use of it. The reeds were used for making flutes, and it was a fish spawning area.” Although few sites in the east end of the county have been excavated, there is no doubt that 12,000 years ago there were people living in Cook County. Archeologists have found evidence of human habitation in a number of sites around Grand Marais and on the Gunflint Trail. A U.S. Forest Service excavation at the East Bearskin campground, for example, turned up the base of a 11,000-12,000-year-old spear point, Mulholland said. It was found in 1989. Another site, called the Gordon Site, which is near Gunflint Lake, has shown that this was copper-working area. Copper wasn’t mined here, but it was apparently brought in from Isle Royale and other copper areas, and worked here. Copper artifacts were found at the Gordon site, which is estimated to be about 8,000 years old. Identifying the people who lived in this area at that time is

They dug test pits at each of the designated areas, screened the dirt and found nothing. That was no surprise, but, perhaps, a disappointment.
difficult, Mulholland said. “The soil is so acidic that organic materials decompose rapidly. We don’t know the settlement patterns.” They have gathered some information about how the people lived. A site on the McDougal Lake campground near Isabella, for example, indicates that it was used to make dugout canoes. “At least that’s one of the activities that were going on there,” Mulholland said. “They found fire pits that were used to hollow them out.” A replica of the canoe is on display at the Lake County Historical Society as well as the tools found at the site. Although not a great deal is known about habitation on the Flute Reed itself, work in the Grand Marais area gives some clues, Mulholland said. “The Cook County Historical Society has artifacts that were found on glacial benches above Lake Superior that date to

Is the Moose Mystery a Matter of Habitat??

By Shawn Perich Dr. Alan Ek wonders if Minnesota researchers are looking so hard at moose to find a reason for the animal’s precipitous decline that they are not paying adequate attention to the habitat changes occurring within the state’s northeast moose range. Ek, head of the Department of Forest Resources at the University of Minnesota, and research fellow David C. Wilson, published a paper in Minnesota Forestry Research Notes where they found recently disturbed and young forest habitat has declined within the primary moose range. Disturbances, primarily logging and fire, create prime moose habitat with an abundance of saplings for browsing moose. Ek and Wilson used data from the national Forest Inventory Analysis (FIA), which can be described as a census of America’s forests. The FIA gathers data from 1,258 permanent plots within the northeast Minnesota moose range on a five-year cycle, allowing forest managers to observe long-term trends and ongoing change occurring in the woods. Their data analysis found a steady decline in young forest acreage during the last 10 years. This isn’t surprising, because logging activity has decreased due to less demand from a recession-battered timber industry as well as a reduction in timber harvest on the Superior National Forest. Ek found the decline in young forest cover correlates with the decline in moose.“I’m not surprised there are fewer moose,” he says. “The health of the moose herd wasn’t an issue when large areas of the forest were disturbed.” He has a point. During the 1980s and 90s, Minnesota experienced a logging boom to meet the demand for building materials, paper and other forest products. At the time, it was common to see large, recent clear-cuts just about everywhere in the northern forest. It was also common to see moose—often in or near the openings created by the harvests. Arguably, this era was the height of moose abundance in northeast Minnesota. Ek thinks it would be a good idea for researchers to look more closely at 50 years of moose and habitat relationships, rather than the last five or 10 years. He suspects this may provide other insights about moose than the ongoing radio-collar studies. “I’m not sure tracking moose under stress and perhaps near death for short periods will show a strong linkage to background habitat trends that may have contributed significantly to stress over the long term,” he said.

Ek has forwarded the FIA research notes to the DNR’s moose researchers, but is frustrated because he hasn’t yet received a reply. Ek says northeastern Minnesota’s forest have changed greatly during the last 50 years and continued to change--from former small farms gradually reverted to forest to periods of more logging activity. Additionally, the Superior National Forest is moving toward timber harvest methods that will create less disturbance, which he thinks may mean fewer moose in the future. He says tall, dense, dark forests simply don’t provide the food resources on or near the forest floor that are available in recently disturbed or more open forest conditions. Researchers say they are looking at various aspects of moose habitat amid a plethora of research projects. Ron Moen at
the Natural Resources Research Institute in Duluth says researchers know there is less young forest habitat in the moose zone and are already looking into habitat issues with ongoing research projects. He’s heard moose hunters are reporting they see lots of moose in the vicinity of burned areas recovering from large wildfires that occurred in the past decade, such as the Cavity Lake, Ham Lake and Pagami Creek burns.
Moen’s work includes studying the use of available browse, as well as Alan Ek where the moose equipped with GPS-enhanced radio collars spend their time. Some research is also occurring under the auspices of a multi-organization habitat project funded by the Outdoor Heritage Fund, as well as another project to look at recent habitat changes in the Boundary Waters. A new research project by a Ph.D candidate will look at moose habitat restoration.
Mike Schrage, wildlife biologist for the Fond Du Lac Band of Lake Superior Chippewa, says wildlife managers have begun looking at how large wildfires are benefitting moose during the annual winter aerial population survey, as well as disturbances like prescribed (intentional) burns and logging sites. He said the large Little Indian Sioux Fire that occurred on the western side of the Boundary Waters in 1971 led to a significant increase in moose as the forest started to recover, but a study at the time found the same thing did not happen after a similar wildfire in Alaska. The conclusion was moose can respond to habitat improvement, but other conditions may prevent them from doing so. Today, those conditions may include the parasites, disease and predation that appear to be taking a toll on Minnesota moose.
“I’ve seen no evidence that habitat is driving our moose population on a landscape level,” Schrage says. “Doctor Ek’s paper hasn’t convinced me otherwise.”
Recent population surveys at Voyageur’s National Park, where no recent fires or logging has occurred, suggest the small moose population there has remained stable, Schrage says. And the 2013 North American Moose Conference was held in New England, where a state like Massachusetts has relatively abundant moose populations living in mature forests. He wonders if the link between moose and young forest habitat is “overdone,” because there may be other factors influencing moose abundance that we don’t understand.
Like Moen, Schrage can point to a handful of habitat-related ongoing research projects. He said moose numbers are gener-

Building ponds: Lots of wildlife but not a trout in sight

Creek drained a much larger area than originally thought, he said. Demmer said one of the problems with some dugout ponds is that they can get filled with sediment over time and have to be dredged. This can be difficult, and Demmer advises calling the Planning and Zoning Office about the issue.
John Peterson likes his pond. “It’s a thrill to have that thing,” he said. “It’s a great place to sit and watch the ducks or whatever happens to be there.” When Peterson first built the pond on his land outside Hovland 12 years ago, he was hoping to say that it was a great place to fish. But that was not to be.
Peterson hasn’t had that problem. But he has another one -- beavers. They’ve cut down healthy trees, plugged up the drainage cul-
When Thoreson’s started digging, he told them, “Dig as deep as you can.” Trout like cold water and that pond was going to be home to a bunch of them – he hoped. So Thoreson’s began digging. Two feet down they ran into sand and gravel. Oops. Sand and gravel do not a pond make. Luckily, they found some dense “potter’s clay” on the far side of the pond and used it to coat the bottom of the area so that it would hold water. And it did ... but not very deep water. “I tried stocking it with fingerling brown trout,” Peterson said. They can survive difficult conditions better than other trout species, he added. “But they froze out,” he said. The water was just too shallow. But, it was a pond, and wildlife flocked to it. There are goldeneye nests back there every year, he said, and frogs love it. “It’s just a great resource for the animals.” There are a surprising number of ponds around Cook County, said David Demmer, assistant administrator at Cook County Planning & Zoning. And landowners are continuing to apply for permits to build them. “People want ponds,” he said. “Wildlife is usually the name of game. In the past, the emphasis seemed to be on fish, and bigger, deeper ponds, but now people are building more of the (shallow) dugout types.”
New Line of Cabinets
John Peterson built a big pond on his property which attracts lots of wildlife. Randy Schnobrich built “Leinie Lodge” on it. One of the major reasons is that bigger ponds require Public Waters Permits from the Department of Natural Resources and, quite often, from the U.S. Army Corps of Engineers. That requires a lot of paperwork and design expense. “That’s kind of a deal-breaker for most folks from my experience,” Demmer said.

Dugout ponds, like Peterson’s, for example, are often built in natural drainages. In Peterson’s case the pond was built in a natural valley with a seasonal creek, Trickle Creek, running through it.

We can help with these Preparing for Broadband questions so you can take full advantage of the broadband service.
While dugout ponds also require permitting, the process is much simpler, he said. “Typically, they still fall under wetland permitting when they’re that small.” Storm water permits must be secured as well.
Peterson worked with the Natural Resource Conservation Service (NRCS) on plans for the pond, but it kept flooding out at first. Trickle

Boreal Access: from dial-up to community content provider By Ada Igoe Beep. Whir. Churn. In the early days of Internet access, getting online in Cook County was a noisy affair. Internet was delivered via phone lines through a dial-up connection, and if your neighbor’s phone was busy for hours on end, it was a safe bet that they were web surfing. Chances were, you got your Internet through Boreal, the local Internet cooperative. In the pre-Boreal days, locals looking for Internet access mainly used AOL, recalled Boreal employee Jack McDonnell. However, using AOL required a long distance phone call. With Gunflint Trail business owners and other locals eager to venture into the world of the World Wide Web and Internet marketing, there was a demand for more affordable Internet. In 1996, McDonnell – along with Linda Chappell, Danna Mackenzie, and Sue Weber – founded Boreal Access with start-up funds from the Hansen family of Sawbill Canoe Outfitters and the Kerfoots of Gunflint Lodge. With Boreal Access, locals could dial into the Internet with a local call, no matter where they were in Cook County. A nonprofit model was chosen for the new venture, making Boreal one of only a handful of nonprofit Internet providers in the country. To this day, Boreal remains run by a volunteer board of directors and is supported through member dues. Initially, Boreal just provided Internet access, but the service quickly grew to include email, spam control, Web hosting, PC repair and desktop support. Boreal also began establishing wireless Internet connections in areas in the county with denser populations, like Grand Marais, Lutsen and Tofte. However, wireless Internet doesn’t work well in Cook County’s rugged terrain, and many local residents started turning to other Internet providers like Century Link and Verizon. As local businesses and residents wait for Arrowhead Electric to complete broadband installation, Boreal has shifted from a community Internet provider to a content provider, said McDonnell. The Boreal homepage, where people can find news content from the Cook County News Herald and WTIP, as well as weather, local blog feeds, community ads and more, is the most visited site in Cook County. Many Boreal services, like the popular news@boreal.org mailing list where community members post event announcements and other community memos, have become
The Boreal home page. community institutions for disseminating local information. Boreal recently made subscriptions to news@boreal.org free to nonmembers. Information on how to sign up for this convenient way to get community news can be found at http://boreal.org/drupal/ news Currently the Boreal board is actively working to help shift Boreal’s business model so it will remain a viable community resource, he said. Boreal is now accepting sponsorships on its home page and will continue to explore ways to monetize its services. Most likely, Boreal will become more reliant on individual donors, similar to how other public information content sources like WTIP, MPR and Wikipedia are funded, he said. Boreal is in negotiations with Arrowhead Electric to determine what role Boreal will play as Arrowhead Electric takes over providing local Internet connections with the advent of broadband. As Boreal moves forward, the plan is to continue providing local Internet services and support, such as Website design and desktop support. Boreal also is working to expand its website offerings by including more interactive features such as the hummingbird map posted this spring as well as improving the weather page, launching a feature that will allow people to access information on ships passing by the Cook County shore, and a northern lights forecaster. Boreal also hopes to partner with more content providers to expand the local information offered on the homepage, said McDonnell. In addition, Boreal is actively working to expand Boreal TV, which works to fill in the gap left by PAC-13, the local cable channel, by recording sporting and special events, concerts, and meetings. “We’re planning on being around for a while,” he said.

» FESTIVALS continued from page 6 Marais Art Colony, which puts on the event, is to provide services to artists, promote art education and nurture art in the community by providing an environment for creative excellence. The festival satisfies all these requirements as well as providing a sense of play and fun. On Friday evening before the art festival even starts, Sivertson Gallery hosts a Meet the Artist Soiree from 7-9 p.m. The public is invited as well as participating artists, and it’s always a lively event. For the first time, there will be a storytelling with Rose Arrowsmith-De Coux on Saturday morning, as well as a dance performance by a Minneapolis dance company, Catalyst, on both days. The dance company is inviting members of the community to sign up and be part of the show in Harbor Park at 2 p.m. each day. Call the Art Colony at 387-2737 to learn more. There’s music, too, and a great selection of fun activities. People can silkscreen T-shirts or have their portrait drawn or face painted. They can learn about art when artists give demonstrations in their booths and talk about why they do what they do. The public also can touch and look at beautiful things. Ceramics, drawings, paintings, woodwork, metalwork, fiber art, prints, mul-
timedia, glass, jewelry and more will be exhibited here. Kjersti Vick, event coordinator at the Art Colony, said a fun new event has been added to the roster this year -- a Clothesline Sale. In past years, the sale was held at the Art Colony during Fisherman’s Picnic, and featured works by artist members. This year, they decided to move it to the art festival and open it to everyone, regardless of age or art experience An open invitation has gone out to donate a 5-by-7 inch artwork. It will be mounted and signed in the back so no one can easily see who made it. The pieces will be hung from real clotheslines in an Art Colony booth and sold for $35 as a fundraiser for the organization.

ally high near the Cavity Lake and Ham Lake fires. While moose are abundant in the burned area, researchers don’t have data about how many moose existed before the fires and thus are reluctant to draw conclusions. The 2011 Pagami Creek Fire burned so hot that vegetation has yet to recover, so it has not yet led to an increase in moose. It may take years for researchers to understand how moose relate to habitat, Schrage said. In a year or two, data from one of Ron Moen’s research projects will show how moose use habitat in a Lake County study area, but it may take five or 10 years to know how moose responded to the recent wildfires.
“Anybody can participate in it, enjoy it,” Vick said. The purchaser will find out who did the piece that they loved after they buy it. “You pick based on your initial reaction and response,” Vick said. ”It’s a great way for us to raise funds.” she added, and doesn’t ask a lot from the participating artists since the pieces are so small.

Of course, every year that passes takes us one year further from the era of moose abundance in the 80s and 90s. In fact, scientists aren’t even using that abundance as a benchmark. Instead, they are using population data beginning in 2005, when the ongoing population collapse was well underway. This was the most recent time biologists tweaked the methods they use in the annual aerial population survey. Survey data from the 80s and 90s, when moose were numerous, is not considered to be directly comparable with current data.
