Providing a high-quality teaching and learning experience in the classroom is a priority for Stamford American School, but offering a variety of experiences outside the school is equally crucial for whole-child development. This begins at 5 years old at Stamford and continues until high school and graduation which for many will be with an IB diploma. The outdoor education program at Stamford American School is an excellent opportunity to develop these characteristics to allow young learners to expand their horizons in the beauty of Hong Kong’s outdoors. Stamford’s Lower School Principal, Ms. Rose Chambers was eager to find opportunities to get children out into nature and benefit from the exposure to new environments from an early age. The Backyard Gang provided the perfect solution as they offer tailored programs that allow children of different ages to explore and carry out a variety of challenges. Mr. Chris Funnell, Director of Backyard Roots, said, “The sessions are planned to ensure children can connect with nature, ask new questions as well as celebrate finding answers together while exploring new places.” The program launched this academic year in the lower school section of Stamford. Teachers and students have been incredibly impressed with how positive the experiences have been, which fits in well with the school’s vision of being an inspiring world of education. Ms. Chambers said, , “There is a whole world waiting for our children that goes beyond our classroom walls. Giving them experiences like our outdoor education program are incredibly important as it helps prepare them not only for their camp experiences when they reach upper elementary, but also affords them life skills that can’t be planned for in a classroom setting. Young learners are naturally curious, so as they grow and develop, it is important for us as educators to build upon that, ensuring we are helping to develop life-long learners.”

President’s Memo though the heavy addition of US$200 billion could be measured as similar in strength to Hong Kong’s recent experience with typhoon Mangkhut.
From a Hong Kong perspective, however, now is also a crucial time to hone this city’s unique position as an international hub with a longstanding and strong trade and economic partnership with the United States and American companies. There is no more important time to value that partnership and see how the chamber and Hong Kong can work together to keep it alive and well in these turbulent waters.
AmCham Hong Kong has over 20 committees representing a variety of sectors, ranging from logistics to financial services to education. It’s hard to draw a single, unified view on how the typhoon-like trade war will affect business. However, the general view across sectors is that tariffs will have a negative impact on companies doing business in China and in Hong Kong. There is also a growing wariness that business challenges will increase, not decrease, in the coming year. Swirling U.S.-China trade tensions have several times been compared to an oncoming typhoon; no one quite knows how strong it will be, or how much damage the winds will leave in their wake. So far, I have been hearing similar reports about U.S. tariffs on Chinese goods and their impact on Hong Kong,
While members are not pulling out of China deals, they are starting to notice a slowdown in approvals, including of pending licenses, and an up-swing in non-tariff barriers. In certain sectors these non-tariff barriers may include visa approvals, employee and business documentation approvals, and product approvals.

Where is home? Hong Kong is my home. 23 years now! I was between contracts at BBC Ealing film studios so headed here for a holiday. Enough said, got sucked into this amazing place. Favorite hangout in Hong Kong? Terroir Parisien, Prince’s Building. Classy but unpretentious French cuisine and killer cocktails. What is something people would be surprised to learn about you? I’m an open water swimmer. Someone from my pool suggested I give it a go. My first race was 5km, Stanley to South Bay and I won a cup. There’s nothing more meditative than being out in the ocean, head down, in the silence. What was your first ever job? As a runner for a pop video company in Soho, London. It was like The Devil Wears Prada - a terrifying boss, I can’t say who, he’s still very well known. I got to work on some amazing videos though, Dire Straits, Ah-a, Peter Gabriel, George Michael’s Wham. I learned that no matter how famous or rich, we are all the same deep down and everyone deserves to be treated the same. As an 18 year old, this was a crucial life lesson. If you could do anything other than your current job, what would you be doing? Running silent meditation retreats - sadly I talk too much! How would you describe what you do to an 8-year old? I make people talk in lots of different voices so they can feel strong and confident. What do you like to do outside of work? Swimming is my go to thing, but the hikes here, even after 23 years never cease to amaze me. And freeflow brunches sometimes hit the spot.

As snowballing pressures on financial institutions to fight illicit money flows drive the uptake of artificial intelligence and big data to conduct deeper background checks on customers, so the risk of breaking privacy laws also increases. To help mitigate those risks, investment in regulatory technology – or “regtech” – is expected to boom. In times of rapid digital development, privacy has become a floating definition. Financial technology solutions have gone mobile-first, cloud-first and cross-border at a remarkable rate. At the same time, evolution in technology and data science has preceded regulations. As technology progresses, regulations always appear to play catch-up. In few other sectors is this truer than in finance. A decade after the global financial crisis, the complexity of KYC – or “know your customer” – regulations continues to bite banks. To comply with new regulations, financial institutions must implement robust KYC procedures – digging into databases in all relevant jurisdictions to ensure they understand the reputational and legal risks posed by doing business with a potential client – but also rigorous data privacy and protection routines. This creates a dilemma as the requirements to conduct

background checks in one jurisdiction may break privacy rules in another. Dr. Anthony Scriffignano, chief data scientist at data and analytics firm Dun & Bradstreet, warns that the rapid expansion of artificial intelligence and big data gathering and equally rapidly changing regulations across the world’s markets makes it “very easy to innovate yourself into breaking the law.” “You can’t use your AI today the same way as yesterday,” he said during a panel debate at AmCham’s conference, U.S. & China – Shaping the Future of Innovation & Technology, in September at the Shangri-La Hotel in Admiralty. With hundreds of regulatory updates every day, companies are left with with huge burdens to do the right thing. Financial technology is extremely nimble and adapts quickly to changes, so regulatory technology needs to function in the same way. Keeping pace with regulations is a growing headache for companies. According to a financial counterparty KYC survey, conducted by regtech firm Accuity, and covering 100 financial institutions around the world, 75 percent of banks say that compliance issues are becoming more complicated. Of those surveyed, 67 percent said the priority is avoiding regulatory fines. At the same time, 81 percent are struggling to adapt to the regulatory system, where banks cannot keep pace with the rate of change.

In a way, this is good news for the regtech players. Another study from Juniper Research found that spending on regtech platforms will exceed US$115 billion by 2023, up from an estimated US$18 billion in 2018. That’s the equivalent of an average 45 percent annual increase. The research found increased regulatory pressures, as demonstrated by the European Union’s recent GDPR (General Data Protection Regulation) implementation, are driving businesses towards regtech to meet greater compliance challenges. Any heavily regulated business sector not prioritizing regtech adoption would risk damaging fines from failing to keep pace with regulatory changes, the report warned. “There’s a very important phenomenon going on here in convergence,” Scriffignano told the conference. “We can become experts in AI or big data or in

challenges in financial services through innovative technology. The reliance on consumer data to produce digital products has led to concerns among regulatory bodies calling for more laws on data privacy, usage and distribution. The regtech sector consists of companies that use cloud computing technology through software-as-a-service (SaaS) to help businesses comply with regulations efficiently and less expensively. The issue also highlights how an increasingly connected and globalized world sometimes clashes with local regulations and tendencies towards isolation. In Dun & Bradstreet 2017 Economic Outlook for CFOs Scriffignano explains that globalization isn’t really going away – at least in the digital sense. “It’s like trying to prevent oxygen from crossing the borders,” Scriffignano said.
During the conference Scriffignano also stressed the importance for all companies, not just in financial, to get up to speed with big data and regulations. “The cost of doing nothing, is not nothing,” he said. In short, regtech was created to address regulatory

When Robert Lomax took the Star Ferry from Tsim Sha Tsui to the Central harborfront back in 1960 the journey took long enough for him to fall madly in love with Suzie Wong. These days the pair would just about have time to say hello. Some 58 years on from the era when William Holden and Nancy Kwan took the lead roles in cinema classic The World of Suzie Wong, reclamation has cut the time needed to travel that particular stretch of water by half. The project – which came in at a cost of around HK$36 billion – was made to facilitate the building of the Central-Wan Chai Bypass and the extension of the MTR’s North Island Line, designed to ease traffic pressure and cut back on travelling time. The payback, for the people of Hong Kong was that the government had in 1996 passed the Protection of the Harbour Ordinance into legislation, meaning the Central reclaim was to be last of its kind. Many hoped that such plans would kick start a movement to bring the Hong Kong harborfront to life. Stretching for about 73-kilometers, access to the waterfront has always been limited, given over initially to the sea trade that fuelled the city’s rise to international prominence – and wealth. Since port facilities were moved out of town, access has largely either been sealed off entirely or allowed for light industrial purposes such as parking spaces for trucks and vans or even storage. It has been estimated that the public today has access to less than 40 percent of the harborfront.

Speaking at last year’s World Sustainable Built Environment Conference 2017 Hong Kong, the city’s chief secretary for administration, Matthew Cheung Kin-chung, told guests the government saw Victoria Harbour as a “precious asset.” “We are determined to enliven the harborfront along the Victoria Harbour for public enjoyment,” said Cheung. But progress has been slow, and there are those in the community who are worried at the direction some of the government’s plans are taking. First mapped out after the two-stage public engagement exercise conducted by the Planning Department in 2008, and then updated in 2016, plans for the above-ground harborfront include space for events, gardens, and local-scale retail outlets at a cost of over HK$12 billion. The main worry comes over the designated “Site 3,” earmarked for sale at around HK$80 billion (US$10 billion), and with no special conditions placed on how it might be developed. One of the reasons anything to do with management of the harborfront takes so long is the fact that any plans comes under the auspices of a Harbourfront Commission, which lacks the power to regulate.

The positive is that progress is being made. The Central Harbourfront Event Space opened five years ago and is now home to a score of regular annual events, such as the staging of the Clockenflap music and arts festival each November, and the The AIA Great European Carnival across the Christmas-New Year-Lunar New Year period. A ferris wheel towers over the AIA Vitality Park, which runs regular community events, and the promise of a walkway stretching from Central to Wan Chai has pretty much been realized – although you’re taking your chances with officials should you have the temerity to want to cycle along the foreshore. “Around one million people attend the carnival each year, 93 percent of whom are Hongkongers. It’s been embraced by the community and the venue plays a huge role in that – people just love being by this great harbor,” said Michael Denmark, founder and CEO of the MDME group which stages the carnival and manages the Hong Kong Observation Wheel and AIA Vitality Park. “We’ve been overwhelmed by the positive reaction to the wheel with over 1.5 million people visiting since we took on the tender last November. There are events now week in week out and the public are flocking to the harborfront. None of this could have happened without the government’s help and this is just the start of what can be achieved.”

Walk through the district on any given day now and, alongside the wheel and AIA Vitality Park, you’ll find an overgrown and vacant fenced-off lot, a bus terminus, and the nearly finished entrance to the Central-Wan Chai Bypass. There’s also an example of how the plans can be altered. Some faith lost in the decision-making process when plans for an 18-storey exhaust building for the bypass were revealed – and the building is currently taking shape right next to what had initially been planned as public open space. Over the past decade a procession of government ministers has travelled overseas to look at how other cities make the most of their harborfronts. And a procession of visitors to Hong Kong have looked at the state of ours and scratched their heads.

Tom Murphy was mayor of Pittsburgh when the steel town to many looked to be on its last legs as the fortunes of the industry that had driven its economy collapsed. He was behind an innovative plan to work with big business in funneling funds into the revitalization of the city, with new parks and mixeduse developments sprouting up – and Pittsburgh’s riverside districts taking on a new life of their own. “You have the most spectacular waterfront in the world and your waterfront is crying out for activity and animation,” Murphy told AmCham’s Smart City Summit in June. “Not just concrete walkways, but a place that really engages people and is green and where people want to go. The hardest thing for cities to do is to take a risk, to say: ‘This is the way we’ve always done it, we’re not going to think like that anymore, we’re going to do it in a different kind of way.”
Our advice to the Hong Kong government… Site 3 as a Role Model of Development The government’s business-as-usual approach shows a lack of vision over the development of one of the most iconic waterfront sites in the world. A decade on from the initial public consultation, the Planning Department’s brief now feels out of step with the public’s desires as well as latest trends in sustainability, technology, conceptual design and finance. The limited nature of the planning brief combined with a “price maximization” tender approach undermines the key objective for this redevelopment to attain a truly world-class standard and to benefit the whole community. The redevelopment is a once-in-a-generation opportunity to brand Hong Kong. AmCham urges that international best practices be followed in project selection and public engagement to ensure that the redevelopment both serves the public interest and demonstrates world-class excellence in design and project execution.

Now a senior resident fellow at the Urban Land Institute in Washington, Murphy is one of the world’s leading thinkers on city planning. “Hong Kong is one of the great cities of the world. It has gotten there because it’s had good leadership,” said Murphy. “The question is whether you rest on that status quo of being one of the great cities, or whether you’re willing to reach for the future. Reaching for the future is kicking the door down. “You can’t get there without changing the status quo, without changing how government officials think about doing things. Cities need to know where they want to go, they need to know what they want to look like. They can’t just simply bid a piece of property out and hope for the best.”
We believe that Site 3 is worthy of special attention to reinvigorate the Hong Kong spirit and promote the city internationally. AmCham urges the government to:

Brand the exercise internationally to attract state of the art technology and design. Use the project as a model for sustainable development in the public interest. Put aside the business-as-usual approach to bidding to allow true competition on merit coupled with financial viability.

Big Data and Brain Waves Hong Kong’s market research industry fends off data bias issues with technology that knows consumers better than they know themselves
With nearly 30 years of FMCG sales and marketing experience under his belt, Nielsen’s Managing Director of Hong Kong and Macau Michael Lee knows a thing or two about what makes consumers reach for their wallets. “If we ask consumers whether they like something or not, what they say might not be the truth,” he says. According to Deloitte’s CMO Survey, FMCG retailers spend over 20 percent of their annual budgets on marketing campaigns each year, so they want more than just our word that we’ll buy what they’re selling. We’re talking about cold, hard, proof; and market research companies like Nielsen are where retailers can go to get it.

“Consumers’ claims have to be evidenced by sales data, because if they claim they like a product, but it’s not the number one seller in the marketplace, it doesn’t make sense,” says Lee. Nielsen integrates local retailers’ sales data with consumer tastes data into a single database for their clients, who look at both data sets to do things like measure product performance, identify new business opportunities and make important commercial decisions. But given Lee’s earlier skepticism about the credibility of consumer claims, how can anyone be sure that the consumer data collected is really accurate? Substantiating it with hard sales figures as

Nielsen added the power of virtual reality (VR) to its arsenal in May this year. VR headset technology allows customers to experience simulated 3D store environments, while built-in eye tracking technology gauges response indicators, such as length of time spent looking at things in different parts of the store. If the alternative is investing time and money into actually building the store first, it’s a no brainer. So far, Nielsen has used VR to help supermarkets, luxury retailers and brands considering “pop-up” or concept stores. Determined to not quit while it’s ahead, Lee says the company has been developing designated “intelligent” machines which will be able to process client’s direct questions and provide immediate answers based on specific datasets. “The machine will be able to tell them immediately from looking at the dataset what the opportunities
mentioned above is one way to find out, but a lower risk (and cheaper, in the long run) alternative is to enlist the help of innovative technologies, such as consumer neuroscience, virtual reality and artificial intelligence. Riding the brain waves If you’re thinking that the only way for retailers to know what their consumers truly want is to literally get inside their heads, then you’d be correct... Consumer neuroscience involves wiring a consumer up to a headband fitted with EEG technology to monitor their brain signals while they watch video ads. By measuring the second-by-second emotional engagement of consumers, market research firms can help their clients to identify the most stimulating and relevant parts of their advertising content. Neuroscience technology arrived in Hong Kong over eight years ago. But Nielsen was the first company in Hong Kong to apply the U.S.-developed EEG neuroscience technology to the market research sector, says Lee, who views it as the solution to eliminating bias from the self-reporting methodologies traditionally relied upon.

and issues are,” he says of the AI technology, currently being developed in the U.S. and expected to launch in Hong Kong within the next two years. Lee predicts that the market research sector will explode with even more innovative solutions, and expects Nielsen’s competitors to introduce or import their own AI technology in the coming years. “But it’s not a competition. For all industry players who introduce solutions, we are not cannibalizing the market and competing among ourselves, but moving the whole industry in the direction of becoming more tech-focused,” he says.

More than industry growth and expansion, the shift to tech is a matter of survival. Getting clients to understand and get on board with new research technology can sometimes be a frustrating process. “Clients in Hong Kong are quite absent minded. We need to keep reminding them that we are driving business for the whole research industry. If they stick to the old research tools, customers are getting more and more sophisticated…” says Lee. willing to share their sales data with market research firms like Nielsen in the first place. “Retailers in the market do not operate in silos. Not only do they want to understand their own performance but they also want to benchmark their performance against others in the market,” he says. And contrary to what American media headlines would have us believe, physical retail stores aren’t going anywhere anytime soon. “Shopping [in store] is therapy, especially in Hong Kong. Lee is keen to impress that there is no clear segmentation of online/offline customers in Hong Kong, that everyone shops both online and offline. The challenge for most retailers is how to create a

Just days before term begins, principal Ben Keeling and librarian Beth McNeilly are preternaturally calm when I rock up 20 minutes late at the newly built campus of Shrewsbury International School, an exclusively primary-age branch of the famous U.K. independent secondary institution that Keeling has overseen “from car park to what it is today.” The background construction noise is a reminder of the race to complete finishing touches before the doors swing open to welcome the first wave of young learners at Hong Kong’s newest addition to the international schools ecosystem.

I expected to hear about how the new building’s architecture plays into the learning experience. But in a fascinating and wide-ranging discussion, the two veteran Hong Kong-based educators also laid out their pedagogical mission, the case for why primary education should be given greater weight, and how proliferating choice should end parental anxiety over school admissions. AmCham: Shrewsbury is Hong Kong’s first international school specifically designed for primary-aged students. What’s the driver behind this and why do you think it matters? Ben Keeling: We are a primary specialist school in every sense of the word: so specialist in terms of facilities available to children, specialist in terms of the overarching aims and ambitions of the school, specialist in leadership, specialist in every way. There’s no other school as committed to this phase of education. Headlines are made at secondary school: A’level results, great university grades. But if you think about core skills – strength of character, sense of confidence, in Hong Kong, a sense of wellbeing – they’re developed in primary school. Secondary education predominantly becomes more academically driven. It essentially becomes about entrance to university, which becomes about entrance to the workplace. There must be a period within a child’s life at school where other emphasis is placed. How do you learn how to develop positive healthy relationships? You practice. You get it wrong a few times. It doesn’t happen by accident. If your primary setting doesn’t encourage those incidental opportunities to engage with other people, when are you going to get it? It’s not going to happen at secondary. It’s not going to happen in the workplace. AmChamHK

Think about the environment they need to be their best. So the kind of relationships they share, the kind of space they might need, the kind of mistakes they should be allowed to make and adults pretend not to hear them. Environment. Relationships. Direction. Space. The environment an 8-, 9- or 10-year-old needs is completely different to the environment a 16- or 17-year-old needs. Through-train education works in opposition to that idea: shared buses, shared corridors, shared leadership. How many principals in Hong Kong are primary trained? Different age groups need different things. The teaching style approach is different, the classroom style should be different. The experience of those children should be different. AC: On through-train education – a big worry for parents is getting children into an international system that will see them through to university. Can a primary-only school address that? Ben: I think it’s a worry that is stoked by the interests of an industry that benefits from parental concern… the reality is there are more than enough school places in Hong Kong for children of school age. Making applications to secondary schools is actually relatively straightforward because Hong Kong is a transient place. Families come, families go. Boarding school is incredibly popular – so at nine or 11 or 13 or 15, you’ve got small but significant groups of children relocating. Entry into Year Seven is actually far less problematic than entry at Year Five. Competition in Hong Kong

is tougher the younger you are. It’s an incredibly challenging position for families with younger children. The range and quality of options grow as the children get older. We offer a transition program. So we start the transition program in Year Four. In any other culture in the world that would be considered way too early, but for Hong Kongers, who are very used to a system of through-train education, there’s a perception of security – and I would say it is only a perception – in through-train education. “Ah, I can relax, I can sleep well because I know where my child is going to be educated for the next 10 years.” Now that is something that we can’t give you. But it is arguably a security that I don’t think is of much benefit to many families. Thinking three years ahead, fine. Five… ok. Ten? I think you’re pushing it. And you see a lot of families in Hong Kong within a throughtrain system moving away anyway. There’s an entire industry in Hong Kong driving families towards them because they will be seen as the saviour from this terrifying consequence of not being able to find a school. Well, you know, reel off the number of international schools in Hong Kong, call a few admission departments. I’m, not saying it’s easy, but with good prior planning, good knowledge of the system, good relationships with the schools themselves, it’s entirely possible to navigate.

Korean International School runs two separate curricula, the Korean Section and International Section. The Korean section teaches in Korean, while the international section teaches in English. At the primary level the subjects are in accordance with the Cambridge International Examinations (CIE) which is the British Curriculum, Mandarin and Korean classes are offered as elective subjects. At the secondary level, students continue to take subjects plus Art, PE, Information Computer Technology, Korean/Mandarin, and Music, from Year 7 to 9 following the Cambridge Lower Secondary Programme (CLSP). Years 10 and 11 follow a programme of studies leading to the group award of the International General Certificate of Secondary Education (IGCSE), an international certificate based on a syllabus and examinations developed by Cambridge for students in countries outside of England. A Tale of Two Cities
What opportunities await Hong Kong following the bridge link opening with Zhuhai? AmCham member Philip Leung shares his personal thoughts in light of a recent trip to the coastal city My day in Zhuhai’s Xiangzhou district began as it would on a regular day back home in Hong Kong — with a brisk morning walk. Except here in Zhuhai there are no noisy crowds, traffic jams or black clouds of partially burned hydrocarbon spewed out by buses to contend with along the way. Four decades of breakneck growth have created huge environmental and livability challenges in many cities in China. The Greater Bay Area around Hong Kong is particularly prone to these challenges due to its thriving economy and the resulting explosive growth in population. Environmental pollution, and its associated healthcare expenses, can be costly in more ways than one. According to the research by RAND Corporation, air pollution alone costs China over 6.5 percent of its GDP annually. In today’s intense competition between city clusters, a world-class talent pool is the top ingredient for success. Worldclass talent has the luxury of choice, and they will certainly choose “livable” cities over polluted, noisy and congested ones.

must also recognize that continued progress in the world’s second-largest economy depends heavily on sustainable development. It is encouraging to see that Zhuhai remains an oasis of tranquility, fresh air and scenic beauty. This vibrant city is currently only 70 minutes away from bustling Hong Kong — a journey time to be cut by half following the imminent completion of the Hong Kong–Zhuhai–Macau Bridge. The bridge, among other things, will surely bring a quantum leap in the bi-directional movement of people, goods, services, information, capital, and business projects. I am hopeful that one of the benefits of this bridge will be an even bigger leap in the collaboration and the economic integration between the two great cities of Zhuhai and Hong Kong.
