Introduction

2022 was a year categorized by growth for America’s Service Commissions. We added four new staff positions to our team, after having added three new positions in the second half of 2021.

As we grew our team, we expanded the services we offer to our network, deepened our philanthropic partnerships, and broadened our reach as a thought leader in the national service field.

Our Membership

ASC is a membership-based 501(c)(3) nonprofit organization representing the 52 state and territorial service commissions.

In addition to providing a wide-range of services to commissions, we also provide membership opportunities in three major categories: Individual Members, AmeriCorps Program Partner Members, and States for Service (S4S) Coalition Members.

ASC represents commissions and their programs as well as the broader state service ecosystem by:

Providing one unified national voice for service on critical issues

Educating members of Congress and state legislators on the value of national service and volunteerism

Facilitating training and technical assistance for commissions and their programs

Coordinating peer-to-peer learning opportunities for the national service and volunteer field

Our membership from 2021 to 2022 mostly stayed consistent across all membership categories, as represented in the graph below Please note that commission membership is always a stable number from year-to-year.

MembershipSatisfaction

We pride ourselves on being a member-centered association In 2022, we were pleased to receive the following feedback from commissions through our annual Member Satisfaction Survey.

98% of respondents stated they receive responses from ASC staff in a timely manner.

100% of respondents stated the information provided by ASC is helpful to advancing their work

100% of respondents feel that ASC, as their association, reflects and elevates their commission and the work they do

96% of respondents said that ASC effectively advocates on their behalf to key stakeholders

85% of respondents feel their Partner Service Fees (similar to membership dues) are a good value for the services received.

100% of respondents rated our services as "excellent" or "good"

AmeriCorpsMemberAssistanceProgram

The AmeriCorps Member Assistance Program (MAP) is designed to support AmeriCorps programs in providing accessible and quality mental health services to AmeriCorps members and employees of their organizations In order to participate in MAP, the AmeriCorps program must be an existing ASC member or join as part of MAP enrollment

In 2022, we had 27,813 individuals enrolled in MAP, with 47 states and territories represented.

Training&Technical Assistance

We continue to increase the number and types of support services we offer to our 52 commissions and their programs, while still ensuring affordability and tailored support where commissions feel they need it most In addition to the offerings described in this spread, we also added four ASC staff positions in 2022 to better serve our membership

Committees

ASC invites commission staff to participate in the following committees to inform and guide our organizational work: Finance, Membership, Public Policy, and Resource Development In 2022, 54 commission staff served on committees

LearningCommunities

We facilitated six learning communities in 2022: Communications & Marketing, Executive Directors, Fiscal Officers, Program Evaluation, Program Officers, and VGF. Each learning community met monthly, bimonthly, or quarterly for relevant training

Workgroups

ASC facilitates workgroups in a variety of topic areas to allow small groups of commission staff to come together for discussion and collaboration In 2022, 160 commission staff participated in 13 workgroups: Accelerator, Climate Action, Fiscal, Grantmaking, JEDI, Member Experience, Monitoring, National Service Criminal History Checks, Public Health, Recruitment and Enrollment, Staff Support, VISTA Sponsors, and Workforce Development

YouthService

One way ASC supports our membership is through our efforts to expand and advocate for youth service opportunities around the country In 2022, ASC released a report entitled "America’s Youth Service Landscape," provided recommendations to the AmeriCorps agency on reestablishing service-learning funding, presented at the National Youth Leadership Conference and the Youth Service America Summit on the role of commissions in advancing youth service, and finalized a youth service funding toolkit for commissions

Thanks to generous funding from the Charles Stewart Mott Foundation, ASC has been able to provide subgrants to commissions for their youth service work. In 2022, 11 commissions (AR, CO, CT, IA, MA, ME, MI, MN, NC, OH, UT) completed grants that were awarded in YEAR to assess the youth service landscape in their respective states and explore opportunities for expansion of the quality or quantity of youth service In addition, we were able to award grants to five states to expand afterschool programming

Alaska will place AmeriCorps members at existing afterschool programs in rural Alaska to increase the number of girls engaged in STEM and address ongoing workforce shortages

IowaAfterschoolAllianceandVolunteerIowa

Iowa will support low-income students, small programs, and underfunded programs particularly those focused on STEM education and bridging the gap for students of color

MichiganAfterschoolPartnershipandMichigan CommunityServiceCommission

Michigan will provide capacity support in the areas of professional development, communication, and research for afterschool providers across the state

UtahAfterschoolNetworkandUServeUtah

Utah will support 10 afterschool programs that serve neighborhoods and schools with high social vulnerability indexes and low STEM engagement

WyomingAfterschoolAllianceandServeWyoming

Wyoming will support afterschool programs focused on service-learning and STEM

Justice,Equity,Diversity, andInclusion

ASC continues to prioritize our commitment to justice, equity, diversity, and inclusion (JEDI) in all of our organizational work Some highlights from 2022 include:

JEDIPlan StaffTraining

We updated our JEDI plan to reflect our larger staff team and current goals and priorities Each staff member has responsibilities in the updated plan We also developed a land acknowledgment which is published on our website for use at in-person events, and created a framework for expanding access to affinity groups for commission staff and AmeriCorps program staff

Our team participated in two JEDI trainings led by The SISGI Group, one focused on The Anti-Racism Handbook (Thema Bryant and Edith G Arrington) and one focused on subtle acts of exclusion In addition, each staff member identified individual, JEDI-related professional development opportunities for continued learning.

AdvocacyEfforts

We continued our advocacy efforts to reduce match burdens, improve access to fixed amount grants, increase the cost per MSY and living allowance, and reduce other AmeriCorps program grant barriers We also provided feedback to Next100 on its equity recommendations for state/territorial service commissions.

SignatureEvents

LeadershipConvening

In February 2022, we hosted our annual Leadership Convening for commission executive directors and commissioners, which included a livestream of the in-person programming for those who were not able to travel to Washington, DC. We had 96 attendees, representing 45 of 52 commissions.

The programming included an overview of the ASC strategic plan and current priorities; public policy updates; a dialogue with leadership from the AmeriCorps agency; sessions on philanthropy, talent pipelines, and alum engagement; and more.

NationalServiceTraining

Each year, ASC hosts our National Service Training (NST) regional events in three locations In 2022, NST occurred in Milwaukee, Wisconsin; Burlington, Vermont; and Albuquerque, New Mexico Hosted in partnership with Serve Wisconsin, SerVermont, and Serve New Mexico, the NST events were financially supported by 40 commissions

We welcomed over 1500 attendees from across the country, including more than 250 commission staff and commissioners, nearly 1000 AmeriCorps program staff, and approximately 100 presenters.

The theme was Shaping the Future. Emmy award winning storyteller Sarah Eagle Heart delivered the keynote address, and we offered numerous workshops covering topics including but not limited to: AmeriCorps programs; financial and grants management; justice, equity, diversity, and inclusion; state and territorial service commissions; and volunteer and member engagement.

InnovationandLeadershipAwards

On September 22, we recognized community leaders from across the nation at our virtual Innovation and Leadership Awards Typically hosted in Washington, DC, the event is held each year to recognize the accomplishments of state/territorial service commission staff, commissioners, service programs, and their champions Our 2022 festivities kicked off a year ’ s worth of celebrations in honor of our 25th anniversary, which will culminate at our 2023 Innovation and Leadership Awards reception

CharlesStewartMottFoundation

The Mott Foundation is committed to supporting efforts that promote a just, equitable, and sustainable society and has been a longtime supporter of ASC, youth service, servicelearning, and afterschool networks The Mott Foundation awarded a $343,000 grant to ASC to create collaborative partnerships between statewide afterschool networks and state service commissions Five partnerships were selected to support the expansion or creation of afterschool programs in their respective states Read more on page 9

SchultzFamilyFoundation(SFF)

Through its National Service Challenge, SFF has provided an opportunity for participating commissions to share, learn, and document emerging practices in national service. One challenge identified is access to emergency aid dollars for AmeriCorps members to meet basic needs, like housing and transportation, which otherwise may prevent members from completing their service. As a result, SFF has provided a $750,000 grant that will establish a pool of matching funds for commissions interested in offering emergency assistance to AmeriCorps members experiencing hardship. ASC will also be able to underwrite any fees associated with contracting a vendor to administer the emergency fund application process and distribution of financial support.

The Ballmer Group continues to partner with ASC through their $250,000 grant to support our policy work to expand and incentivize national service and improve accessibility to service through federal and state policy changes
