Rather than blame the inanimate object, Illinois would be far better served by targeting the criminal breaking the law. In the meantime, we should respect and support the rights of law-abiding Illinoisans to carry firearms for protection against these thugs.

Illinois is one of only two remaining states that deny citizens the ability to carry firearms for self-defense. Mayor Richard Daley (D) and mayor-elect Rahm Emanuel (D-whose most recent job was President Obama’s chief of staff) resorted to the usual blather to demonstrate their opposition to qualified, law-abiding Illinoisans being able to protect themselves and their loved ones. (Daley opined in his statement, “This bill must be defeated. Allowing concealed handguns in Illinois can turn the simplest everyday activities into dangerous situations.”) However, it was one particular line in Daley’s statement that really shows how much he just doesn’t get it. Under the California law, specifically the Roberti-Roos “Assault Weapon Control Act” of 1989 (AWCA) and accompanying regulations enacted in 2000, certain semiautomatic firearms were designated as “assault weapons” by their make and model. These make and model firearms must be listed in the “Assault Weapons Identification Guide” (AWIG) published by the California Department of Justice. If a named firearm was not registered by March 31, 1992, it is generally illegal to possess in California. Under the AWCA, it doesn’t matter what the gun looks like or how it functions.

Rename Your UZI and Now Your Legal – Stupid California “Assault Weapon” Laws Israel Military Industries (IMI) Name Change to Israel Weapon Industries (IWI) May Exempt Some UZI Firearms from “Assault Weapon” Law By Joseph A. Silvoso III
The semi-automatic rifle and pistol “IMI Uzi” is listed in the AWIG, in Penal Code section 12276(a)(2) and (b)(1), and in the California Code of Regulations (11 C.C.R. 5495). So possession of an unregistered semiautomatic version of the “IMI Uzi”, no matter how configured (both rifle and pistol versions) has been a crime in California since 1989 (the fully automatic versions are regulated as “machine guns,” not “assault weapons”). But if a firearm is not listed, the opposite is true. The California Supreme Court ruled in Harrott v. County of Kings, 25 Cal.4th 1138, 1142 (2001) that when deciding whether “series” firearms meet the definition of an “assault weapon” the legislature required the Department of Justice to make ordinary citizens expressly aware of each make and model name that is prohibited under the AWCA: “As we have interpreted the statute, to determine whether the differences between the firearms of concern to them and the series assault weapons listed in section 12276 are considered by the Attorney General to be only “minor” for the purposes of section 12276, subdivision (e), ordinary citizens need only consult the California Code of Regulations. Moreover, the Attorney General’s Identification Guide is also available to them.” Id. at 1153 (emphasis added).
IMI Micro UZI Pistol Banned - IWI Micro UZI Pistol Not
Significantly, the IWI Uzi rifles and pistols are not listed in the statute, nor the Code of Regulations, nor in the AWIG. So under the Harrott decision, the IWI Uzi cannot be an “assault weapon” based on its make and model name designation. But beware: even though the “IWI Uzi” is not an illegal firearm under the 1989 AWCA, these make and model firearms could still be considered Category 3 “assault weapons” based on their characteristics as listed in Penal Code section 12276.1, passed in 2000. They might also be considered prohibited short barreled rifles and/or “unsafe

But the fact that a company can change its name, and thereby produce a legal firearm identical to one that is banned except for the name, shows how ridiculous California “assault weapon” laws are.

Additional legal challenges to the law are pending in light of recent Supreme Court decisions on the Second Amendment.

Louisiana --(Ammoland.com)- The Louisiana Department of Wildlife and Fisheries (LDWF) and the Louisiana Outdoor Writers Association (LOWA) are encouraging hunters 15 years of age or younger to enter the 2010 Youth Hunter of the Year competition. The contest requires youth hunters to submit a story about their hunting experience along with photographs of the hunt. LDWF and LOWA will then select a male and female youth hunter of the year based upon the stories and photos that are received. OLYMPIA, WA--(Ammoland.com)- The Washington Fish and Wildlife Commission approved new hunting rules for deer, elk and other game animals during a public meeting here April 8-9. The commission, which sets policy for the Washington Department of Fish and Wildlife (WDFW), adopted the new rules for the 2011-12 hunting season after a 60-day public comment period and a public hearing in Spokane.
The two winners will be recognized at the Louisiana Outdoor Writers Conference this summer. Winners will receive a plaque in recognition of

None of those proposals drew more public comments – both pro and con – than one that adds a four-point antler restriction for hunting whitetailed deer in game management units (GMU) 117 and 121 in Stevens County. In years past, hunters have been allowed to take any buck in those two GMUs, where white-tailed deer populations are considered depressed.

The commission also approved acquisition of land for fish and wildlife habitat and public recreation in Wahkiakum, Okanogan, Whatcom and Chelan counties. The 56-acre property in Wahkiakum County includes a popular boat ramp on Deep River.
“The commission carefully considered the science surrounding white-tailed deer management,” said Commission Chair Miranda Wecker. “Based on those considerations, it was clear that a four-point restriction would not create a conservation issue or adversely affect the area deer population. After reviewing the broad range of public input received over the past nine months, the commission found the input received from area residents and local governments favoring this proposal to be compelling in making this decision.”

APR 11, 2011 03:25P.M. Frankfort, Ky --(Ammoland.com)- Just this week our attorneys were notified by the Supreme Court of Kentucky that they would hear the appeal of the lawsuit brought by Michael Mitchell against the University of Kentucky, charging them with wrongful termination.
VA Attorney General Rules On Lawful Carry Of Handguns In Church
The gist of the case is this: Mr. Mitchell was employed by UK at the medical center and when his supervisors learned that he had a fi rearm in his car, in the parking lot at Commonwealth Stadium, they seized his legally-stored handgun and subsequently terminated his employment. Mr. Mitchell contacted KC3 and we agreed to support him in his suit for damages against UK. Our attorneys, Stephen Wides and Christopher Hunt of Lexington, brought the suit in Fayette circuit court. The judge ruled against them and for UK. They decided to skip the Court of Appeals and proceed directly to the Supreme Court and have been successful. As of this time no date has been set for the arguments but the justices voted 5-2 to put the case on the docket. UK has maintained that they have a unique right to keep people from having firearms in cars on their lots, in a bizarre reading of the statutes that is inconsistent with the application of the law in every other circumstance in the state. Nowhere else may a school or employer bar anyone from having a fi rearm in their car as long as it’s not removed from that car or brandished. Yet UK feels justified in their incomprehensible interpretation of the statute, and used that to justify fi ring Mr. Mitchell.

Now the case is moving to the highest court in Kentucky where we’re confident that that they’ll KC3 has funded this lawsuit exclusively We will soon have donation buttons on our Mr. Mitchell has suffered an indignity at the hands of these bureaucrats, who’ve displayed an arrogant disregard for his rights and the law. Now we stand poised to make them pay for that indignity and to establish that the colleges in Kentucky are also bound by the same laws that govern our citizens.
The ruling also stated that churches, as private property, can ban or restrict such carry (which is consistent with Virginia law and would make for a trespass charge if violated).
Covington VA --(Ammoland.com)- Good news! Attorney General Ken Cuccinelli has formally ruled that self-defense is considered “good and sufficient reason” for the lawful carry of handguns into a church during a service! (Good and sufficient reason isn’t needed at other times.)

New York --(Ammoland.com)-From the perspective of a long time Second Amendment activist, I have been forced to conclude that New York has some of the most Draconian and dumb gun control laws.

We have lived with the Sullivan Law which calls for the licensing of handgun owners and the registration of all handguns. I have spoken to several cops, district attorneys, lawyers and politicians and asked them how many gun crimes have been solved because the gun was registered. I have yet to hear a positive number from any of them. Of course registration works. It worked wonderfully well for Adolph Hitler and several other dictators. It certainly destroyed any meaningful attempts to rescue the citizens from oppression. In fact, it is difficult to find any republic or democracy that was taken over by a dictator without first imposing gun control and registration. It sure made it convenient for those in power to disarm the citizens. The term “gun control” can be misleading because it isn’t about controlling guns. It is about controlling people. The laws affect only honest citizens because criminals don’t obey laws—that’s why they are called criminals. The ironic part of the registration law is that criminals can’t be charged with not registering a firearm. The Supreme Court said it would be a violation of their Fifth Amendment rights.
Dumb Gun Laws In New York
But, back to the dumb gun laws in New York. It takes a few months to a year in the Empire State to get a pistol permit. In Pennsylvania it takes less than an hour and this includes permits for non-residents. The difference in crime statistics involving guns between the states is

The real objective of the anti-gun politicians is to make guns illegal for all but their favored few. That was the objective of Tim Sullivan who got the law passed. That’s why an upstate cop can’t legally carry a handgun in the Big Apple unless he is on duty and has the OK from the Police Commissioner.

The big push for this legislative session is called microstamping which is an unproven technology that is supposed to create an imprint on fired cartridge cases. It has yet to be shown to work. It is a method (politicians say) to put a mark on the case that will link it to the gun that fired it. There are a couple of big problems with this bill. First, it is obvious that the sponsors want to keep manufacturers from selling semi-automatic handguns in New York. We have not, so far, found any major manufacturer that is willing to invest on this technology for the whims of politicians in one state. The second problem is that most guns used in crimes are stolen or bought off the street. An offshoot (pardon the pun) is that a criminal could pick up fired brass at a gun club range, commit a crime and use a brass catcher to avoid leaving his cases at a crime scene and drop the other cases. Wouldn’t that be confusing? Most significant is the fact that a gun with the imprinting ability can be easily altered to defeat the microstamping. A file, power drill with a hone and some valve grinding compound could remove the identifying marking images. That would make the system totally ineffective.
National Rifle Association FAIRFAX, Va. --(Ammoland.com)- Congressmen Cliff Stearns (R-Fla.) and Heath Shuler (D-N.C.) have introduced vital legislation that will enable millions of permit holders to exercise their right to self-defense while traveling outside their home states.
Several years ago Governor Pataki instituted the CoBIS system which requires any semi-auto handgun sold at a gun store to provide a fired case and give to the State Police for their records. It is difficult to get an exact figure of the cost, but a good guess is around $20 million. In the decade it has been in existence, NOT ONE CRIME case has been solved with this program.
There are now only two states that have no clear legal way for individuals to carry concealed firearms for self-defense. Thirty-nine states have shall-issue permit systems that make it possible for any law-abiding person to obtain a permit, while most of the others have discretionary permit systems.
We had a report that one third of the cases sent to Albany for the data base had not yet been entered. What a waste of taxpayer’s money!
H.R. 822 would make a major step forward for gun owners’ rights by significantly expanding where those permits are recognized.
This would be a good time to contact legislators and the governor to tell them to forget about this microstamping bill and use their time doing something useful.
Dozens of states have passed carry laws over the past 25 years because the right to self-defense does not end when one leaves home. However, interstate recognition of those permits is not uniform and creates great confusion and potential problems for the traveler. While many states have broad reciprocity, others have very restrictive reciprocity laws. Still others deny recognition completely.

to recognize each others’ carry permits, just as they recognize drivers’ licenses and carry permits held by armored car guards. Rep. Stearns has introduced similar legislation since 1995.
