Archery Trade Organization New Ulm, Minn. --(Ammoland.com)- Earlier this year the U.S. Fish and Wildlife Service (F&WS) officially connected Explore Bowhunting to the nation’s most reliable source for conservation education: The Pittman-Robertson Wildlife Restoration Act. This program, which is funded by federal excise taxes (FET), is a longstanding source of revenue will now have a pipeline straight from the pockets of ATA manufacturers to an educational program with the potential to recruit bowhunters and archers. The other important development in the last decade? The decision to allow PittmanRobertson funds for the National Archery in the Schools Program (NASP). That decision was made by the F&WS about eight years ago. “This funding is a big shot in the arm for Explore Bowhunting and the industry’s efforts to promote outdoor education and recruit more bowhunters,” McAninch said. “State agencies are strapped for money right now, but they can pursue Pittman-Robertson funding for approved education programs like NASP and Explore Bowhunting. That’s a tremendous resource for wildlife agencies trying to ensure the future of archery and bowhunting in their states.”

binocular I really liked, until now. (Well, with one exception. Long ago in Switzerland I looked through a Zeiss binocular that was pretty sweet—but also cost about as much as a decent car.) This is not to say that the many binoculars I’ve tried (most belonging to friends) were of poor quality. But unfortunately many binoculars are not designed to be particularly “eyeglasses-friendly.” Because of this, I’d pretty much given up on personal optics years ago. [Editor’s Note: A “binocular” (meaning two eyes) is a portable viewing instrument with two eyepieces allowing the user to see a magnified view with both eyes simultaneously. This instrument is commonly, but incorrectly, called a “pair of binoculars”; but strictly speaking, “binoculars” (plural) is correct only when discussing more than one such instrument.] Alpen Apex Mod 493 8 x 42 binocular Recently I had an opportunity to discuss my binocular problem with Vickie Gardner, VP of Stuff at Alpen Optics. Alpen makes binoculars, spotting scopes, riflescopes and monoculars for outdoorspeople of all persuasions: hunters, hikers, boaters, anglers, campers, birdwatchers and sports fans.
The Alpen Model 493 has excellent light-gathering properties. Even when I’m in bright sunlight looking into shady woods, I can make out objects among the thick trees surprisingly well. Recently I sat on a sunny house roof and watched for several minutes as a pileated woodpecker in deep woods hammered its way into a standing dead tree in search of insects. Equally nice is that I can look at faraway objects in bright sunlight while wearing my prescription sunglasses.
For eyeglasses wearers, Vickie recommends a binocular with long eye relief. A long-eye-relief binocular allows folks who wear eyeglasses to see the entire available field of view, brightly lit, without our glasses getting in the way. The binocular is designed to compensate for the extra distance from an eyeglasses wearer’s eyes to the eyepieces. People who don’t wear glasses can put binocular eyepieces right up to their eyes—eyeglasses wearers can’t.
Can’t wait to try out this binocular on boats at sea when the warm weather arrives! Do you wear eyeglasses, but have a friend who doesn’t? No problem. The binocular has twist-up and lock eye cups. Eyeglasses wearers keep the eyecups in the “down” position to enjoy the benefits of long eye relief. Your less vision-impaired friends can twist the eye cups up, “disabling” the long-eye-relief feature.
This sounded like exactly the problem I’d always had. Vickie sent me an Alpen Apex Model 493 8×42 binocular, which provides 20mm of eye relief for us eyeglass wearers. It also offers a field of view of 341 feet (at 1,000 yards) yet will focus clearly on an object only 5 feet away.
The Alpen 493 is obviously very well made. The entire instrument is rubber coated for durability and weatherproofing. Lenses and prisms are sealed with O-rings, and all interior spaces filled with nitrogen to prevent condensation and fogging. Weight is about 24 ounces. So came the moment of truth when I put the binocular to my eyes (well, to my eyeglasses) and was able to see what I’d been missing for years—an eye-opening experience. And now I understand why so many friends love their optics.

Congressional Sportsmen’s Caucus Introduces Legislation to Protect Lead Ammunition
In November of last year, the EPA denied a petition by a collection of anti-hunting and fishing organizations to ban the production and sale of lead based ammunition and fishing tackle under TSCA. However, these organizations are currently in litigation to force EPA to expand its TSCA authority in order to regulate traditional ammunition and fishing tackle.

A ban of traditional ammunition and fishing tackle would result in considerable reductions to the 11% excise tax on sales of long guns, ammunition and 10% excise tax on sport fishing tackle that these industries pay on their products as a means of funding fish and wildlife habitat conservation throughout the country. “Hunting and fishing are not only great traditions in South Dakota, but these outdoor activities greatly contribute to the economic success of the state,” said Sen. Thune. “This legislation will ensure that the EPA does not have authority to interfere with the regulation of gun ammunition or fishing tackle, which would come with great economic costs.” “It’s always important to find a commonsense balance between protecting the rights of hunters, anglers and outdoorsmen and protecting our environment and wildlife habitats for future generations,” said Rep. Ross. “There is no credible scientific evidence that demonstrates traditional ammunition and fishing tackle pose any threat to human health or wildlife population and this legislation is needed to permanently address this issue once and for all. I’m pleased to join this bipartisan effort and to work to stop the TSCA petition, which is the most recent in a long string of attacks on our cherished hunting and fishing heritage.”
Congressional Sportsmen Washington, DC --(Ammoland.com)- Congressional Sportsmen’s Caucus (CSC) Co-Chairs Senators Jon Tester and John Thune and Representatives Jeff Miller and Mike Ross; along with House Vice-Chairs Representatives Bob Latta and Heath Shuler and 38 CSC co-sponsors, introduced legislation last week to protect lead based ammunition and fishing tackle from a potential ban by the U.S. Environmental Protection Agency (EPA).
Late last year, the Congressional Sportsmen’s Foundation (CSF), members of the CSC and the National Assembly of Sportsmen’s Caucuses (NASC), along with members of the American Wildlife Conservation Partners (AWCP), and the Association of Fish & Wildlife Agencies (AFWA), urged EPA Administrator Lisa Jackson to reject the proposed ban on lead based ammunition and fishing tackle.
The “Hunting, Fishing and Recreational Shooting Protection Act” (S. 838) and (H.R. 1558) would protect the firearms, ammunition and sport fishing tackle industries and the vital conservation programs they fund by clarifying that the components used in manufacturing shells, cartridges, and fishing tackle are exempt from EPA regulation under the

The first event was held Feb. 19, 2011, in Klamath Falls, Ore. This MDF Chapter is in its 20th year, and banquet attendance included over 350 supporters.

The Western Oregon/Eastern Idaho Chapter will host an event July 16. The newly-formed North East Oregon Chapter will hold their first banquet Aug. 6, in Pendleton, Ore. On Sept. 24, the final Oregon banquet of the season will be held in The Dalles, also celebrating their 20th anniversary. Currently, there are approximately 700 MDF members in Oregon. Over the past couple of years, Oregon chapters have invested over $32,000 in on-the-ground projects. They are on target to obligate over $10,000 this year. Anglers are reminded that Michigan now offers a three-day license, which is particularly beneficial for three-day holiday weekends, said DNR Director Rodney Stokes. A three-day fishing license is $21 for both residents and non-residents and only $9 for seniors. Anyone 17 and older who wants to fish is required to purchase a license. Youth anglers can purchase a voluntary license for $2 (plus an additional $1 for a DNR Sportscard). Stokes said for a small investment of $2, Michigan gets a big return.

“For every license we sell, we receive about $9 back in federal funding from the Pittman Robertson Act (for game species management) or the Dingell-Johnson Act (for fisheries management),” Stokes said. “The voluntary youth license is a great investment for fisheries management in our state, and it conveys to youth anglers their important role in conservation in Michigan.”

A professor at LSU’s School of Renewable Natural Resources since 1991, Dr. Rohwer, who doubles as Delta Waterfowl’s scientific director, was assigned to conduct the assessment as part of the Natural Resource Damage Assessment Program. The results will be used to determine BP’s liability for losses of migratory birds and other water birds. Beginning in late January, Rohwer led a team of student-researchers who followed “transects” in five designated sites along the Gulf Coast, a major wintering area for millions of ducks, geese and other migratory birds. “We only recovered a handful of confirmed oiled birds,” says Rohwer. “The upshot is that we got lucky.” Delta Waterfowl’s Scientific Director Frank Rohwer. Rohwer said he had high pre-assessment expectations because the “roster of advisors” had some very smart duck professionals on it. However, in less than a month, the planning process got bogged down in bureaucratic inefficiency and ill-conceived staffing decisions. “It was six months after the spill started before we even had a draft plan for how to assess oil impacts—that was a month after the well was capped, a month after early migrants made it to Louisiana, and several months after oil came inshore and could have impacted our resident mottled ducks,” Rohwer said. “There was another four-month delay before we got crews in the field in January to begin the actual assessment of the oil’s impacts.” Rohwer says future spill assessments could be dramatically improved by “consistent leadership” and utilizing professionals who “understand waterfowl, waterfowl biology and coastal ecosystems.” Delta Waterfowl “That just didn’t happen this time around,” he said. “And that made getting an assessment plan written and approved very, very difficult.”

For example, the lead USFWS official for the Waterfowl Technical Working Group was appointed for only two weeks or less, and not one had any knowledge or professional experience with migratory waterfowl or Gulf Coast ecosystems.

For future major Gulf Coast oil spills, Rohwer recommends “hiring one person on contract” to manage the entire waterfowl assessment. “It’s so important to get plans written and approved quickly, because delays make it extremely difficult to accurately determine waterfowl mortality and other impacts,” he said. “A contract person who understands waterfowl and the Gulf Coast could assemble a team quickly, and get a plan approved quickly. To make this process work more efficiently and to ensure the best possible research, you absolutely have to have consistent leadership. The system of rotating leaders simply doesn’t work.” Future compensation from BP, Rohwer said, is unknown. But for future spills, a more efficient assessment process will help more accurately determine liability.
