Montana Legislature Home Stretch – A Final Push Needed for Expansion of Gun Rights APR 18, 2011 01:57P.M.

SB 414, wolf control. Up for Second Reading in the House tomorrow (Monday). The 68-32 previous reconsideration vote should hold on this, but then it will go to the Senate for acceptance of House amendments. That will be a hard sell in the Senate because of the recent action by Congress to delist wolves. The problem is that the congressional action doesn’t help us much because it requires 1) management for far more wolves than Montana can afford, and 2) because it relies on the existing Montana Wolf Management Plan which was written to satisfy the wolf game plan of the feds. Stay tuned.

Montana Legislature Home Stretch – A Final Push Needed for Expansion of Gun Rights

HB 174, suppressors. This bill to repeal the archaic fish and game law that makes it illegal to possess a suppressor in the “field or forest” is stuck in the Senate Judiciary Committee, being held up by four Republicans, Senators Rowlie Hutton (Havre), Jeff Essman (Billings), Jim Peterson (Buffalo) and Terry Murphy (Cardwell). These senators oppose because of pressure from ranchers who call this the “poacher bill.” Ranchers oppose because FWP told them that if the bill passes it will open the floodgates of private property poaching and FWP will not be able to save them from this disaster. After they learned more about what suppressors don’t do, the Montana Stockgrowers Association notified Committee members that they no longer oppose the bill. So now the only opposition is from ranchers who were stirred up with misinformation by FWP. These four senators need to be barraged with requests to approve HB 174.

Montana Shooting Sports Association Washington, DC --(Ammoland.com)- The Legislature will adjourn this coming week. We have several bills in some sort of limbo that need a final push. Here’s the wrap-up.

• Phone messages to legislators: 444-4800 HB 271, permitless carry. Senate concurrence with the conference committee report will come before the Senate on Second Reading tomorrow (Monday). See my previous email about HB 271. All senators need to be urged to vote to accept the conference committee report on HB 271.

• Online messages • Email addresses for most legislators. That’s it folks. We have about three more days to get these bills passed. Thanks loads for your help.

SB 371, ammunition component manufacture. SB 371 was amended in the House to restore two incentives for manufacturers that had been stripped in the Senate upon the motion of Senator Bob Lake and with the active support of Senator Bruce Tutvedt. When SB 371 came back to the Senate for acceptance of House amendments, the motion to accept failed by a vote of 20-30. Senators Lake, Tutvedt and Ryan Zinke spoke actively against accepting House amendments. MSSA grades and endorses candidates based on their answers to the questions on MSSA’s

Wolf populations in Montana and Idaho as well as portions of Utah, Oregon and Washington would be declared recovered by reinstating the 2009 ruling from the U.S. Fish and Wildlife Service (FWS), paving the way for regulated wolf hunting seasons. The NRA would also like to thank the Congressional Sportsmen’s Foundation, the Boone and Crockett Club, and Safari Club International for joining together in this important effort to place the states in charge of wolf conservation.

The continuing resolution FY 2011, scheduled for votes later this week, includes a general provision that delists certain populations of wolves from the Endangered Species Act.

“With recovered populations of wolves across the Northwest, this Congressional action sends an important message to anti-hunting extremists — politics and legal wrangling are not welcome when it comes to conservation,” said Chris W. Cox, executive director of the National Rifle Association’s Institute for Legislative Action. “Hunters are the true conservationists and wolves simply need to be managed through regulated hunting like so many other species. The partial delisting is a good start and we will be focused on a more comprehensive solution moving forward.”

Partial Delisting of Recovered Wolf Populations – An Important First Step

Moose, elk and mule deer populations have been decimated in some areas where wolves are prevalent and the regulated hunting of wolves is long-overdue. The Congressional fix included in the continuing resolution would reinstate the 2009 science-based delisting ruling by FWS. This is an important first step in handing full control of wolf management to the states.

Wolf populations in the Rocky Mountains and Great Lakes region are at least five times larger than the original federal recovery goals according to FWS. Although the general provision in the continuing resolution only deals with a part of the area where wolves are recovered, other states may still propose new wolf management plans. Wyoming officials are currently negotiating with FWS in hopes of getting a new wolf management plan approved. NRA will continue to push for the regulated hunting of wolves where populations have recovered. America’s rich hunting and conservation heritage depends on wildlife experts and biologists to set guidelines for a particular species. These wildlife experts and biologists have been demanding the regulated hunting of wolves that would result once management responsibility is shifted back to state control. Successful wolf hunting seasons were conducted in Idaho and Montana last year only to be thwarted by antihunting extremists in court. “It is time for science and the North American Model of Wildlife Conservation to prevail once more and we hope that Congress adopts this critical step forward in state-based wolf management,” concluded Cox.

The group has coined the term “assault clip” to describe magazines that are capable of holding more than 10 rounds. They are claiming that these “assault clips” lead to more crime and should therefore be banned. This is nothing more than a rehash of the magazine bans they’ve been supporting for nearly two decades, but they promote it with a despicable twist. The group’s new ad shows a young male shooter on a range, shooting a pistol at silhouette targets first depicting a young girl, then a series of other innocent citizens.

• Gallatin County–RMEF volunteers will help remove approximately 20 miles of old barbwire fencing to improve habitat for elk in the Bozeman and Hebgen ranger districts of Gallatin National Forest.

MISSOULA, Mont. --(Ammoland.com)- Wolf-related research on elk productivity and survival in the Bitterroot Valley, plus a variety of forest, weed and habitat management efforts, headline a slate of projects selected for 2011 grants from the Rocky Mountain Elk Foundation.

• Granite County–Prescribe burn 1,800 acres, and spot treat weeds on 100 acres, to improve elk winter range in the Rock Creek/Butte Cabin area of Lolo National Forest.

The new RMEF grants total $210,705 and affect Beaverhead, Broadwater, Deer Lodge, Flathead, Gallatin, Granite, Missoula, Lewis and Clark, Powder River, Powell, Ravalli and Sanders counties.

• Missoula County–Prescribe burn 540 acres to remove conifers, rejuvenate brush and native grass forage for elk and other wildlife in the Cooney, Rumble and Smith creek areas of the Swan Range in Flathead National Forest.

“We expect the Bitterroot Valley research to help build the body of science needed to effectively manage both wolves and elk in the future. We’re also pleased to providing funding again this year for prescribe burns, weed treatments, forest thinning, fence removal and other habitat projects to benefit elk and other wildlife. These projects could add over 9,400 acres to the 693,373 acres that we’ve already helped to conserve or enhance in Montana,” said David Allen, RMEF president and CEO.

• Powder River County–Improve habitat for elk, deer and other species by prescribe burning 1,500 acres of ponderosa pine forest in Ashland Ranger District of the Custer National Forest. • Ravalli County–Thin small trees and prescribe burn to enhance forage in important elk winter range in the West Fork of the Bitterroot River/Soda Springs area of Bitterroot National Forest; conduct scientific research on elk productivity, survival and recruitment in areas where wolves are present in the Bitterroot Valley.

At least that’s how I understand this ad: After I watched the latest anti-gun TV ad from Sarah Brady’s group, I honestly thought it was a spoof. Maybe the Brady Campaign should start writing for Saturday Night Live. The reality – as you and I both know – is that they are completely serious. They want people to believe that gun owners like you and me are cold-blooded murderers who want to shoot children. And they are pushing this message everywhere they can. Absolutely sickening. But it does show me one thing, most importantly:

Since the expansion of the Castle Doctrine in Michigan, it is now far less likely that you will be arrested as a matter of routine. Whether you are arrested or not, there will be questions from police, whose job it is to determine what happened. Not surprisingly, I recommend that you exercise your 5th Amendment right to remain silent and also invoke your right to have counsel present during any questioning. You should answer basic questions asked in the interests of safety such as “Where is he?” “Where is the gun?” “What is your name?” “Are you hit?” etc., but I do not recommend that you discuss details until you’ve had a chance to reflect and calm down.

If you effectively use your firearm, the death of the attacker(s) will probably be the result and a homicide investigation will be undertaken. If possible, call 911 as the situation develops and create an audio record of any warnings that you give to your assailants such as “I have a gun, leave here now!” or words to that effect.

We have lost a patriot, a fighter for our rights, a friend, and a shooter. Joan, Dan’s wife, is planning to make a significant donation in ammunition and firearms to the MCRGO Foundation (www.MCRGOFoundation.org) so that his legacy will be the continuation of his life’s work. Smith & Wesson Named Presenting Sponsor of ICORE’s 2011 Regional Revolver Series

Michigan - -(Ammoland.com)- This afternoon, I was honored to be among those who attended a memorial service for Dan Barch today in East Lansing, including several MCRGO leaders, past and present. Dan was very active in MCRGO. He was a CPA and handled financial and administrative matters at MCRGO Headquarters for many years. Dan’s wife, Joan, was especially gracious and mentioned to those assembled how MCRGO was the major focus of Dan’s life in his last few years as he battled cancer. Dan was a tireless defender of firearms rights, a hunter and a competitive target shooter. In fact, his service was the occasion for his rabbi to utter the words “Cowboy Action Shooting” for the first time in her career, which brought a light moment of laughter to grieving family and friends.

On display in the hall afterwards, among pictures and other memoribilia, was the special plaque awarded to Dan by the Board of Directors and presented to him before his death by our Executive Director, Chuck Perricone, and his wife, Audrey, while Dan was in Hospice care. The plaque commemorates many years of faithful service. During my last visit with Dan in hospice, shortly before he passed away, he was suffering from the effects of brain cancer and the treatments that had been prescribed. He was unable to handle too much information, and his memory was unreliable. But, he wanted to talk about the M1 Garand. I did my best to keep up. He was sharp and focused, and essentially taught me a class right there from his hospital bed. He was,

International Confederation of Revolver Enthusiasts LOS OSOS, Calif. --(Ammoland.com)- The International Confederation of Revolver Enthusiasts (ICORE) has announced that renowned firearms maker Smith & Wesson will be the presenting sponsor of its 2011 regional series. The ICORE Regional Series presented by Smith and Wesson features seven events beginning with the 14th Annual Southwest Regional Revolver Championship this weekend in San Luis Obispo, Calif. As part of their sponsorship, Smith & Wesson is donating five firearms which will be given away by random drawing to series competitors at the end of the ICORE regional season. For each regional event an ICORE shooter competes in he or she will be entered into the drawing. Shooters that enter three matches, for instance, will be entered into the drawing three times.

Smith and Wesson In addition to sponsoring the 2011 ICORE Regional Series, Smith & Wesson is also the title sponsor of the International Revolver Championship. The 20th Annual Smith & Wesson International Revolver Championship will take place June 2-5 on the Hogue Action Pistol Range at the San Luis Obispo Sportsmen’s Association in San Luis Obispo, Calif.

“Smith & Wesson has always championed competitive revolver shooting. Our goal at ICORE is to bring more shooters into the fun, exciting sport or wheelgunning, and as the presenting sponsor of the this year’s ICORE Regional Series, Smith & Wesson is helping us do just that,” said Ron Joslin of ICORE.
