About CIVINET Greece-Cyprus is the Greek-speaking local network of CIVITAS, which focuses on the promotion of Sustainable Mobility in Greece and Cyprus. It is also national multiplier of ELTIS and a key partner of the Urban Transports Community of Interreg MED.

Meet the CIVINET PAC members Chairperson: Maria Androutsou, Mayor of Agios Dimitrios It is a great honour to be elected as Chairperson of the Executive Committee of the CIVINET Network, validating in this way the commitment of the Municipality of Agios Dimitrios on issues of Sustainable Urban Mobility. The issues of sustainable, inclusive and fair urban mobility should rank very high on the agenda of Greek cities. The CIVINET Network has proven that with its expertise and experience, it shares with us the same vision for more sustainable, resilient and friendly cities. I consider the collaboratively generated knowledge very important and useful, in which CIVINET has been at the forefront of all these years, because this is the only way to win the bet not only on the SUMP but also on a total redistribution of public space that is safe and inclusive for all.

Vice-Chairman: Grigoris Katopodis, Mayor of Vyronas I chose to make my candidacy available to the CIVINET network, because the Municipality of Vyronas is now entering the battle of Sustainable Mobility and SUMPs dynamically, finding this option as a one-way street for an environmentally friendly and socially fair urban redevelopment of our city. The CIVINET network, although newer than other Greek networks, has the potential to transfer to the Greek local government the European experience of decades and to connect us more directly with the hubs of innovation. I am very grateful to all my colleagues who have honoured me with the role of Vice Chairman of the CIVINET Political Committee and I pledge to provide the Network with all the help and substantial support it will need on the difficult and ambitious path it has chosen.

Secretary: Georgios Sultis, Deputy Mayor of Larissa Larissa was one of the first cities in Greece to develop a SUMP, while at the moment underway projects are covering a significant percentage of the SUMP intervention area. The implementation of the SUMP is a difficult task because it touches and breaks down attitudes and habits that have existed for many years. The commitment of the Municipality of Larissa to urban mobility issues is long-standing and, in this context, we participate in both the European network of cities CIVITAS and its Greek part CIVINET. We believe that cooperation and exchange of experience is an important contribution and support for the successful implementation of each city’s SUMP. For this reason, we decided in our municipality to get actively involved in the Political Committee of CIVINET. It is an honour for Larissa to participate in the new Executive Committee from the position of Secretary and we will contribute our best for the representation of the Network in Greece and abroad.

Associate Member: Kallistratos Grigoriadis, Deputy Mayor of Veria My election on the political committee of CIVINET CY-EL (member of the European initiative CIVITAS) indicates the commitment of the Municipality of Veria to sustainable mobility but also the recognition of the need for stronger participation of local government in the European framework in order to properly define policy priorities, to reflect local contexts and to create a strong local leadership. CIVINET is a useful tool, providing both knowledge and access to local, national and European funding instruments for sustainable mobility, ensuring that sustainable mobility remains at the top of the agenda and is widely accepted by policy makers, key stakeholders and citizens.

Internally, it is served by two public transport lines, which connect the neighborhoods with central points of the city and the metro stations free of charge with two modern minibuses.

Short Description The Municipality of Agios Dimitrios is a suburb of southeastern Attica. Since the 1980s, it has been making a constant and laborious effort to adapt to the modern needs of its residents, with projects, interventions and actions resulting from a rational and integrated planning. During this time, leaps forward have been made and new foundations and starting points have been laid for a route leading to a contemporary ‘smart’ city, ecologically upgraded, friendly and attractive to its residents and visitors.

The stream of Pikrodafni, one of the last open streams of the urban tissue of Attica, runs through the municipality of Agios Dimitrios. The main avenue of the city leading to the coastal front of Athens is currently undergoing a major widening operation, one of the most important projects for safe and sustainable mobility in the city. Agios Dimitrios has a pedestrian and woonerf network that provide access to the city centre, as well as to a number of public utilities and amenities. It has a strategic plan for the development of a bike network, which is gradually being implemented.

Access to Agios Dimitrios is possible via several bus lines of the Metropolitan Transport, but mainly by metro, three stations of which are located within its boundaries.

It has designed a Parking Control Scheme around Metro stations, in busy and commercial areas of the city. It has a modern Traffic Education Park where educational visits by schools take place, but also organised targeted experiential activities by the Municipality, such as for example within the framework of the European Mobility Week. The Municipality is actively planning and developing road safety improvement projects around schools and at dangerous intersections and roads of the city. It has recently launched its first Sustainable Urban Mobility Plan and is developing an Electric Vehicles Charging Plan under which it will install a significant number of public charging stations. The priority of the Municipality of Agios Dimitrios is the continuous creation, acquisition, promotion and upgrading of inclusive public spaces, such as Asyrmatos, which after the upcoming redevelopment will become a green space for culture, recreation and sports. In Agios Dimitrios, priority is given to citizen participation in the planning of the city through open consultation processes. With transparency, good communication, interaction, and empathy, the needs and expectations of all citizens are taken into account, without exceptions.

Promoting soft mobility Short Description

• Redevelops the seafront in order to promote the use of bicycles.

Kavala is one of the largest cities in Macedonia and is characterized by a special cultural and tourist value.

• The bicycle rental system reopens with new stations and electric vehicles.

The city is known for its intense topography, a characteristic that significantly affects urban mobility and causes a high dependence on private cars. To address the various challenges that hamper the shift towards sustainable urban development, a major campaign of Strategic Plans, has been launched from 2018 to date, such as those related to Energy, Mobility, E-mobility and Urban Planning.

Some of the measures taken to promote sustainable mobility are summarised below:

Improving accessibility for people with reduced mobility (accessibility for all) • In cooperation with the E.S.A.meA. (National Confederation of Persons with Disabilities), the municipality developed the “Kavala Information Guide”, which presents alternative solutions/means of transport/routes for accessing all points of interest in the city. • Implements the “Increased Accessibility Network” which connects the city’s neighbourhoods to the city centre with comfortable and safe infrastructure. • Implements the project “Ensuring accessibility for people with disabilities in the area of the Fortress of Kavala (Acropolis)” with the installation of a platform lift, and configuration of the inner enclosure and the area of the theatre of the Fortress for the smooth and unhindered use of the area by people with disabilities.

• Plans to implement a 4km route for soft means of transport.

Smart mobility • Joined the “100 Intelligent Cities” network • Establishes a digital platform to provide citizens with real-time information on mobility conditions, parking availability and the location of Urban Transport vehicles. • Developing an integrated controlled parking system that will promote parking rotation in the city’s central areas while “protecting” parking spaces for residents in neighborhoods with limited spots, such as the Old City area (Peninsula of Panagia).

The sustainable mobility measures planned or implemented so far with a budget of €40M indicatively are: • Creating a network of soft mobility routes (woonerf, cycle paths, pedestrian walkways, clean pavements, etc.) in the centre, but also in residential areas. • A smart pedestrian access control system (UVAR) • Strengthening public transport, with a radical revamp in the circulation and operation of urban buses • Development of peripheral parking areas and a controlled parking system The Sustainable Urban Mobility Plan has been the subject of extensive consultation with stakeholders and residents of the city, which continues during the implementation of each measure.

Short Description The Municipality of Nea Smyrni is located south of the Municipality of Athens and is adjacent to it. The tramway runs along the main road axis of the Municipality, connecting it on one side with the centre of Athens and on the other side with the southern suburbs and the port of Piraeus. Caring for the quality of life and public health of its citizens, the municipality carries out interventions and projects to reduce traffic congestion, clean air and save energy.

Short Description The Municipality of Penteli is located in the northern suburbs of Athens and is characterised by extensive areas of urban and peri-urban green space (Mount Penteli), which provides multiple benefits to residents and the local environment. An important part of the morphology of the city are the streams (with the most important being the Penteli-Chalandriou Stream), which, apart from being natural conduits of rainwater, are linear parks of natural greenery and promenade, providing an upgraded microclimate.

During the last few years, the Municipality of Penteli has been promoting interventions and actions in the field of sustainable mobility, aiming at the creation of a network of accessible routes, bike lanes and woonerfs (green routes network), integrating the Mount Pentelicus with the urban fabric. Moreover, the municipality has planned new free municipal public transport lines to make even the most remote areas accessible and to connect the areas with fixed railways.

The Municipality’s Priorities for sustainable mobility are: • Reducing energy consumption, air pollution and transport noise and improving the microclimate • Improving the connection of green spaces to light transport means • Improving accessibility for vulnerable users and eliminating social exclusions in transport • Integration of smart, new technologies in the public transport system • Improving the level of road safety

The immediate Planned Projects of the Municipality are: 1. Installation of electric vehicle charging stations in central points of the city. 2. Pedestrianisation and traffic calming at key points of the Penteli-Chalandri Creek, with the construction of pedestrian bridges and pedestrian crossings. 3. Redevelopment of the pedestrian network throughout the city. 4. Improvement of accessibility for all, with provision for ramps for people with disabilities at intersections and for the blind on sidewalks.

Projects related to sustainable mobility: Completed

Short Description The Municipality of Rethymnon is distinguished among the pioneers in the Greek territory having undertaken intense and systematic action in the field of sustainable mobility. In recent years, among other things, the municipality has promoted electric mobility technology by integrating it into public transport, offering a wide range of urban transport options with public electric vehicles (cars, minibuses, electric bicycles and scooters). At the same time, the installation of free electric vehicle charging stations in central locations throughout the city makes it extremely easy, accessible and inexpensive for any individual to choose an electric vehicle for their commute. Furthermore, the Municipality of Rethymnon has developed and installed traffic recording and management systems, parking and road safety systems, while it is constantly organising information campaigns to raise awareness on sustainable mobility. More specifically on the issue of road safety, the Municipality has designed and implemented a holistic strategy to enhance road safety for the transport of pupils and students, radically changing the daily commute for thousands of young people.

Accessibility for people with disabilities Following the principles of «planning for all» , the Municipality of Rethymnon invests in infrastructure to enhance accessibility for PWDs. In Rethymno, the resident and the visitor with disabilities enjoys: • an extensive network of accessible pavements • a countdown display and audible warning system at traffic lights • a system for accessibility to the seaside with all the necessary equipment (cabins, WC, sunshade, boardwalk on the sand) • a system for accessibility to the seaside for the visually impaired

Short Description A key element of the Municipality’s policy is the coexistence and balance of 3 factors: the People, the Environment and the Economy, having as a priority the establishment of a sustainable, safe and healthy environment for the citizens. The Municipality of Vari - Voula - Vouliagmeni has integrated the principles of Sustainable Urban Mobility at the core of its actions, aiming to develop the city in a way that creates a transport environment that is more friendly to all and does not burden the quality of life for residents and visitors. To achieve this, the Municipality completed its 1st Sustainable Urban Mobility Plan (SUMP) in 2021, passing it through all the necessary consultation stages. Moreover, since 2019, the Municipality of Vari - Voula - Vouliagmeni has developed a «Long-Term Plan for Energy and Climate towards Carbon Neutrality - CTRACK50», having already far exceeded the commitments made in the Covenant of Mayors for the 2020 targets and is expected to soon achieve the targets set by the European Union for 2030.

Short Description The city of Veroia is the most populous settlement of the Regional Unit of Imathia and the municipal seat of the homonymous Municipality. It has a reach and influence in the entire western part of the region of Central Macedonia, cooperating with other cities of the wider region. Short Description Vyronas is an urban municipality of the Athens Metropolitan Area, which is connected by frequent bus and (electric) trolleybus services to the centre of Athens. It is intersected by the Alimou-Katechaki/Karea Avenue, which directly connects the Municipality with the metropolitan motorway network of Attiki Odos and the southern suburbs.

Accessibility - Public Transport Vyronas has a 2-line municipal transport service, which is provided absolutely free of charge to citizens, as part of the social policy of the Municipality.

Green spaces The Municipality of Vyronas is developed at the foothills of Mount Ymittos and occupies a large and important part of this unique area of suburban greenery within its administrative boundaries. It is also surrounded by important open green spaces, sports and cultural areas of metropolitan importance, such as the Shooting Range park, Arapis Hill and the area of Vrachon Theatre.

Objectives and Priorities of the Municipality:

• To emphasise the promotion, upgrading and increase of open green spaces, such as the area of the Vrachon Theatre • To promote innovative initiatives of collaboration with the citizens, such as frequent consultations in neighbourhoods, especially on sustainable mobility issues.


Achievements

Role in EU projects

During the first three years of CIVINET Greece-Cyprus operation, tens of local and regional authorities have benefited from its actions. Indicatively some are the following:

Since its beginning, CIVINET Greece-Cyprus Secretariat has been very active supporting the network’s members and participating in European projects as partner or subcontractor. Its role varies among managerial, scientific and technical, operational and institutional.

1. 100% of the Municipalities of Greece from the “Urban Street Redesign Manual”, which was published in 2019 by the Management Organisation Unit of Development Programmes, under the support of the Ministry of Environment, NTUA and CIVINET Greece-Cyprus. 2. 162 Municipalities in Greece from the Green Fund / Ministry of Environment “SUMP elaboration funding programme”(€9,5 M) thanks to a CIVINET GreeceCyprus proposal. 3. The Regions of Crete and Attica, and the Municipalities of Rethymno and Larnaca for their participation in the “INCIRCLE” Project (Interreg MED). 4. The Municipalities of Larnaca, Larissa and Pallini for their participation in the “URBAN TRANSPORTS” project (Interreg MED). 5. The Municipality of Kaisariani, for its participation in the project “The Path of Memories” (Actors of Urban Change). 6. The Development Agency of Karditsa S.A., for the approval of funding of 15.000€ from the Green Fund for the co-organisation with CIVINET Greece-Cyprus of a Conference on Sustainable Mobility. 7. The Municipalities of Sifnos, Kea, Kythnos, Naxos, Thebes, Nea FiladelfeiaNea Chalkidona, Agios Dimitrios, Vyronas, Nikaia-Rentis, Keratsini-Drapetsona for the support in the elaboration of their SUMP.

Management

During the first three years of its operation, the CIVINET Greece-Cyprus team grew rapidly by engaging members experienced in managing European and national projects.

Scientific and technical

Supported by the network’s Scientific Advisory Committee, CIVINET Greece-Cyprus has pursued scientific and technical activities mainly in the fields of sustainable mobility and urban regeneration, resulting in the creation of more than 10 Sustainable Urban Mobility Plans (SUMPs) and Sustainable Island Mobility Plans (SIMPs) across Greece and Cyprus. Other fields of interest are climate change, resiliency, energy and smart cities.

Communication, networking and transferring

The Secretariat is also proficient at delivering communication, networking and transferring activities and events, which actively involve cities participating in CIVITAS projects, CIVITAS member cities, the general public and stakeholders from Greece and Cyprus.

Capitalisation

With a wide pool of Greek and Cypriot operational and institutional partners, CIVINET Greece-Cyprus is able to support any project and contribute to the achievement of its capitalisation goals by promoting the project results at national, regional and European level and via the CIVITAS and the CIVINET Policy Advisory Committee (PAC).
