But to be successful, consultants also have to employ other timetested advertising mediums like newspapers. Here are 10 reasons why newspapers should be part of the campaign media mix. In the 2004 presidential election, 9 out of 10 newspaper readers cast a ballot. In the 2006 mid-term elections, when voting is typically much lighter, newspaper readers still delivered the vote, with more than 8 out of 10 newspaper readers going to the polls.

Newspapers rank second only to television among voters when it comes to providing the most helpful information about state & local elections. Today’s newspapers can deliver the message right to the doorsteps of the voters you need to reach. Most major metropolitan newspapers have established sections based on geographic zones and can target a pre-printed flier or brochure for insertion and delivery within a specific zip code. Many can target delivery down to the census tract, block, or even house by house. You can have your message delivered in a flyer or brochure, on a “Post-it” note placed on the front page, or even on the poly/delivery bag in which the newspaper arrives. Poly/delivery bags are especially useful for getting out the vote on Election Day.

Congresswoman’s Victory Due to Newspaper Ads Nancy Boyda’s defeat of fiveterm Republican incumbent and former Olympic track star Jim Ryun in Kansas’ Second Congressional District was arguably the most improbable and surprising of the Democratic House victories in 2006. In 2004, Boyda had spent over $1 million running against Ryun and lost miserably, 56 percent to 41 percent. So when Boyda announced that she was running against Ryun again, she received little local media attention. She embraced her grass roots and began campaigning in rural areas and advertising in small-town newspapers. “We were told by consultants... that TV was everything,” said her husband and campaign manager, Steve Boyda.
“We thought there was a better, more real way to do a campaign,” he said. The Boydas ended up using newspaper inserts in the district’s 24 daily and weekly newspapers. Boyda attributed her surprise win to the newspaper inserts, which explained her positions on each issue in more detail than the usual 30-second television ads. Local analysts agree that it was Boyda’s low-tech approach to “starting a conversion” with their campaign drew voters’ attention. “Can this kind of campaign work elsewhere? I think so. It’s based on the idea that if you give information in a manner that respects voters, they will respond. How about treating people as if they can actually read and think,” said Steve Boyda.

Governor credits unlikely win to newspaper advertising In 2002, Mike Rounds was running a distant third in the race for South Dakota governor. His opponents were the well-known attorney general and equally well-known Lieutenant Governor. With a limited budget ($155,000) that paled in comparison to his two Republican opponents, Mike Rounds put 29 percent of his total primary budget into advertising in weekly and daily newspapers. Mike Rounds came out of nowhere with a months-long consistent newspaper advertising campaign that helped propel him to victory. How did Mike Rounds, a candidate that was virtually unknown, win the election? His opponents spent more than $4.6 million combined on their campaigns, and each spent less than 1 percent of that on newspaper advertising. Governor Rounds knew how to put the message where voters would
see it. He was able to tell readervoters who he was and what was important to him. Why are they called reader-voters? Because nationally, 74 percent of voters read a newspaper at least several times a week. Between March 2004 and March 2006, there has been a 19 percent increase in the number of registered voters in Arizona, and that number continues to increase. Advertising in Arizona newspapers creates an effective and efficient way for candidates and campaigns to communicate to these voters. Not only are newspaper readers more likely to vote, but newspapers are the medium most voters prefer for getting election information. As political ads clog the airwaves, newspapers have become a way to stand out. Gov. Rounds used newspapers in 2002 to upset tremendously betterfinanced rivals, and again in his suc-
cessful 2006 re-election campaign. “People who read newspapers
vote in elections,” said Rounds. Where will you advertise?
“We’ve found the best way to reach voters with our campaign message is through South Dakota newspapers,” said South Dakota Gov. Mike Rounds.

Newspapers Deliver Voters Political consultant Cathy Allen isn’t yet certain which issues will define the 2008 elections. But she’s already decided that the campaigns she manages will make heavy use of an old-fashioned advertising vehicle: newspapers. “Newspapers are back,” says Allen, a political consultant in Seattle who manages mostly local and statewide campaigns in the Northwest. Of
the quarter-million dollars in spending that she directed on behalf of 34 candidates in 2006, newspapers received a larger share than television, she says. A growing number of political consultants say newspapers can offer distinct advantages over television and other media. “Recognition is growing that newspapers are highly effective and highly cost-effective,” says Jordan
Lieberman, publisher of Campaigns & Elections magazine, which conducts seminars for candidates, consultants and other political professionals. Newspaper readers vote at above-average rates. Newspapers also allow for more sophisticated arguments than are delivered in the typical 30-second television campaign.

Newspapers Deliver Consistency With over 110 million TV households nationwide, television has the potential to reach the vast majority of adults in the U.S. But, only 44 percent of adults are watching television during an average half-hour of primetime; the peak hours of viewership. Also, the number of available channels per home has increased ten fold from 10 in 1980 to 103 in 2004, significantly fragmenting the TV landscape. This has caused a decline in time spent viewing each channel, from 8 hours per week in 1980 to 3 hour per week in 2004. So, the TV audience continues to be more elusive for advertisers, as they have to spread media dollars across more channels to reach their targets. With all the media choices we face, newspapers stand out as an exceptional way to motivate consumers to action. New research shows that newspaper advertising lead all other media in key engagement and ad receptivity measures including “credibility”, “trust”, and “take action”. Newspapers provide the most highly engaged audience – 62% of newspaper readers say they are usually not doing anything else while reading the newspaper. Arizona Laws: Political Advertising Guidelines Arizona Revised Statutes, Title 16, Chapter 6
§ 16-912. Candidates and independent expenditures; campaign literature and advertisement sponsors; identification; civil penalty A. A political committee that makes an expenditure for campaign literature or advertisements that expressly advocate the election or defeat of any candidate or that make any solicitation of contributions to any political committee shall be registered pursuant to this chapter at the time of distribution, placement or solicitation and shall include on the literature or advertisement the following words “paid for by” followed by the name of the committee that appears on its statement of organization or five hundred dollar exemption statement. B. If the expenditure for the campaign literature or advertisements by a political committee is an independent expenditure, the political committee, in addition to the disclosures required by subsection A of this section, shall include on the literature or advertisement the names and telephone numbers of the three political committees making the largest contributions to the political committee making the independent expenditure. If an acronym is used to name any political committee outlined in this section, the name of any sponsoring organization of the political committee shall also be printed or spoken. For purposes of determining the three contributors to be disclosed, the contributions of each political committee to the political committee making the independent expenditure during the one year period before the election being affected are aggregated. C. The provisions of subsection A of this section do not apply to bumper stickers, pins, buttons, pens and similar small items on which the statements required in subsection A of this section cannot be conveniently printed or to signs paid for by a candidate with campaign monies or by a candidate’s campaign committee or to a solicitation of contributions by a separate segregated fund from those persons it may solicit pursuant to sections 16-920 and 16-921. D. The disclosures required pursuant to this section shall be printed clearly and legibly in a conspicuous manner or, if the advertisement is broadcast on a telecommunications system, the disclosure shall be spoken. E. A person who violates this section is subject to a civil penalty of up to three times the cost of producing and distributing the literature or advertisement. This civil penalty shall be imposed as prescribed in section 16-924. § 16-912.01. Ballot measure committees; campaign literature and advertising funding; identification; disclosure; civil penalty; definition A. A political committee that makes an expenditure in connection with any literature or advertisement to support or oppose a ballot proposition shall disclose in such literature or advertisement the four largest of its major funding sources as of the time the literature or advertisement is printed, recorded or otherwise produced for dissemination. If a political committee has fewer than four major funding sources, the committee shall disclose all major funding sources. B. For purposes of this section, a major funding source of a political committee is any contributor that is not an individual person and that has made cumulative contributions of either: 1. Ten thousand dollars or more for an expenditure in support of or opposition to a statewide ballot proposition or a ballot proposition of a political subdivision with a population of one
hundred thousand persons or more. 2. Five thousand dollars or more for an expenditure in support of or opposition to a ballot proposition of a political subdivision with a population of less than one hundred thousand persons. C. If an out-of-state contributor or group of out-of-state contributors is a major funding source to a political committee disclosed pursuant to subsection A, the political committee shall state the contributor is an outof-state contributor on its literature or advertisement in support of or in opposition to a ballot proposition. D. Contributors that make contributions to more than one political committee that supports or opposes the same ballot proposition shall notify each political committee of the cumulative total of these contributions. Cumulative totals must be disclosed by each political committee that received contributions from the same contributor if the cumulative totals qualify as a major funding source to be disclosed pursuant to subsection A. E. Any disclosure statement required by this section shall be printed clearly and legibly in a conspicuous manner in type at least as large as the majority of the printed text. If the communication is broadcast on radio, the information shall be spoken at the end of the communication. If the communication is broadcast on a telecommunications system, the information shall be both written and spoken at the end of the communication, except that if the disclosure statement is written for at least five seconds of a thirty second advertisement broadcast or ten seconds of a sixty second advertisement broadcast, a spoken disclosure statement is not required. If the communication is broadcast on a telecommunications system, the written disclosure statement shall be printed in letters equal to or larger than four per cent of the vertical picture height. F. Subsection A does not apply to bumper stickers, pins, buttons, pens and similar small items on which the statements required in subsection A cannot be conveniently printed or to a communication by an organization solely to its members. G. A committee shall change future literature and advertisements to reflect any change in funding sources that must be disclosed pursuant to subsection A. H. This section only applies to advertisements the contents of which are more than fifty per cent devoted to one or more ballot propositions or proposed measures on the same subject. I. Any committee that violates this section is liable in a civil action brought by the attorney general, county attorney or city or town attorney, as appropriate, or by any other person for a civil penalty of three times the total cost of the advertisement. A donor who does not accurately disclose its contributions is liable for a civil penalty of three times the amount donated. J. For purposes of this section “Advertisement” means general public advertising through the print and electronic media, signs, billboards and direct mail. What disclaimers must appear in political ads and mailings? Political committees must include a clear and conspicuous disclaimer on all “public communications” (e.g., TV and radio ads, newspaper, magazine or outdoor advertising, and mass mailings or telephone banks to the general public). Public communications financed by individuals or other organizations must include a disclaimer if the communication expressly advocates a candidate’s election or defeat or solicits funds. The disclaimers must indicate who paid for the communication and whether or not it was authorized by a candidate. Unauthorized ads must also include contact information for the sponsoring organization. Political committees must include a disclaimer on (1) all "public communications" (defined below), (2) bulk electronic email (defined as electronic mail with more than 500 substantially similar communications) and (3) websites available to the general public, regardless of whether the communication expressly advocates the election or defeat of a clearly identified candidate, or solicits funds in connection with a federal election (i.e., contributions for a federal candidate or federal political committee). Public Communications as defined in FEC regulations, the term “public communication” includes: Broadcast, cable or satellite transmission; Newspaper; Magazine; Outdoor advertising facility (e.g., billboard); Mass mailing (defined as more than 500 pieces of mail matter of an identical or substantially similar nature within any 30-day period); Telephone banks (defined as more than 500 telephone calls of an identical or substantially similar nature within any 30-day period); or Any other general public political advertising. General public political advertising does not include Internet ads, except for communications placed for a fee on another person’s website 11 CFR 110.11(a). Individuals and Other Persons A disclaimer must appear on any "electioneering communication" (defined below) and on any public communication by any person that expressly advocates the election or defeat of a clearly identified candidate or solicits funds in connection with a federal election. Specific examples of public communications that would require a disclaimer include: Public communications coordinated with a federal candidate (i.e., inkind contributions or coordinated party expenditures) that are paid for by a political committee or that contain express advocacy or a solicitation; Independent expenditures; Electioneering communications; A communication that solicits funds for a federal candidate or a federal political committee or that contains express advocacy; and Political committees’ Web sites. Independent expenditure is an expenditure for a communication that expressly advocates the election or defeat of a clearly identified candidate and is not made in cooperation, consultation, or concert with, or at the request or suggestion of, any candidate, authorized committee or their agents, or a political party committee or its agents. 11 CFR 100.16. What must the Disclaimer Say? The actual wording of the disclaimer depends on the type of communication, as explained below. In each example, it is presumed that the ad qualifies as a “public communication” in connection with a federal election. Messages Authorized and Financed by a Candidate On a public communication that is authorized and paid for by a candidate or his/her campaign committee, the disclaimer notice must identify who paid for the message. 11 CFR 110.11(b)(1). Example: "Paid for by the Sheridan for Congress Committee." 2 Messages Authorized but Not Financed by a Candidate On a public communication that is authorized by a candidate or his/her campaign committee, but is paid for by another person, the disclaimer notice must identify who paid for the communication and indicate that the candidate authorized the message. 11 CFR 110.11(b)(2). Example: "Paid for by the XYZ State Party Committee and authorized by the Sheridan for Congress Committee." 3 Messages Not Authorized by a Candidate On a public communication that
is not authorized by a candidate or his/her campaign committee, the disclaimer notice must identify who paid for the message, state that it was not authorized by any candidate or candidate's committee and list the permanent street address, telephone number or World Wide Web address of the person who paid for the communication. 11 CFR 110.11(b)(3). Example: "Paid for by the QRS Committee (www.QRScommittee.org) and not authorized by any candidate or candidate's committee." Coordinated Party Expenditures - Pre-nomination Period On a public communication that is made as a coordinated party expenditure before a nominee is chosen, the disclaimer notice must identify the committee that paid for the message, but need not state whether the communication was authorized. 11 CFR 110.11(d)(1). Example: "Paid for by XYZ State Party Committee." Post-nomination Period Once a candidate has been nominated for the general election, the disclaimer notice must also state who authorized the communication. Example: "Paid for by the XYZ State Party Committee and authorized by the Sheridan for Congress Committee." The committee that actually makes the expenditure is considered to be the person who paid for the public communication even when the committee is acting as the designated agent of a different party committee. Exempt Party Activities On exempt activity communications (for example, campaign materials) the disclaimer notice must identify the committee that paid for the message. 11 CFR 110.11(e). Example: "Paid for by the XYZ State Party Committee." How and Where must the Disclaimer Appear? In order to give the reader sufficient notice about the person(s) paying for or authorizing a public communication regardless of its medium, the disclaimer notice must be "clear and conspicuous" on the committee's communications, solicitations and response materials. The notice will not be considered to be "clear and conspicuous" if: It is difficult to read or hear; or The notification is placed where it can be easily overlooked. 11 CFR 110.11(c)(1). Additional requirements: Printed Materials On printed materials, the disclaimer notice must appear within a printed box set apart from the other contents in the communication. The print must be of a sufficient type-size to be clearly readable by the recipient of the communication, and the print must have a reasonable degree of color contrast between the background and the printed statement. 11 CFR 110.11(c) (2)(i), (ii) and (iii). Example: Paid for by the Save the Seahorses Committee and authorized by the McKay for Senate Committee. As long as the disclaimer appears somewhere within the communication it does not have to appear on the front page or cover of multiple-paged documents. However, in the case of single-sided documents and billboards, the disclaimer must appear on the front. 11 CFR 110.11(c)(2)(iv). Safe Harbor for "Clearly Readable" The regulations contain a safe harbor that establishes a fixed, 12-point type size as a sufficient type size for disclaimer text in newspapers, magazines, flyers, signs and other printed communications that are no larger than the common poster size of 24 inches by 36 inches. 11 CFR 110.11(c)(2)(i). Please note, disclaimers for larger communications will be judged on a case by case basis. Safe Harbor for "Reasonable Degree of Color Contrast" The regulations additionally provide two safe harbor examples that would comply with color contrast requirement: The disclaimer is printed in black on a white background; or The degree of contrast between the background color and the disclaimer text color is at least as great as the degree of contrast between the background color and the color of the largest text in the communication. 11 CFR 110.11(c)(2)(iii). 4

In a fragmented media environment with channel proliferation, consumer control of media messages and advertiser demand for accountability, the most effective marketing vehicle may surprise you: newspapers. uando escucharon las noticias de que el Senado llegó a un compromiso para una reforma migratoria la primera reacción de muchos inmigrantes fue alegrarse. Pero a eso siguió la confusión. “Muchas veces no sabemos ni a quién creerle”, dijo Luis Vásquez, un inmigrante mexicano de 54 años que ansía una legalización. En las próximas semanas se desarrollará un debate que puede cambiar el futuro de las leyes migratorias en el país y el presente de los 12 millones de indocumentados que viven aquí. “Queremos algo que sea justo”, agregó Luis. “Nuestra vida está hecha aquí, nues-
tros hijos no conocen a nuestra familia allá”. Durante estos días y después del receso por el Día de los Caídos en junio se someterán varias enmiendas a la propuesta del Senado impulsada por una coalición encabezada por el republicano Jon Kyl y el demócrata Ted Kennedy. Cualquier propuesta que surja del Senado estará pendiente también de un debate en la Cámara de Representantes, y finalmente deberá ser sometida al visto bueno del presidente. La actual propuesta que incluye la visa Z para la legalización de los indocumentados, mayor seguridad fronteriza, y un plan de trabajadores huéspedes ha sido objeto de críticas y aplausos por varios sectores. Entre varios líderes religiosos, sindicatos y el liderazgo demócrata del Senado
preocupa que afecte a la reunificación familiar, y que su plan de trabajadores huéspedes que no ofrece un camino a la ciudadanía resulte en la explotación de los trabajadores. Las redes criminales del narcotráfico y el contrabando de seres humanos no conocen fronteras cuando se trata de hacer su negocio. Newell, agente especial a cargo de la Oficina de Alcohol, Tabaco, Armas de Fuego y Explosivos (ATF) de Estados Unidos. midterm elections in 2006, the Pew Hispanic Center estimated that more than 17 million Hispanics would be eligible to vote. Nationwide, the enormous efforts to get out the Latino vote coupled with citizenship registration drives are showing indications of promising Hispanic voter participation. Although Latinos have had lower voting rates compared to Whites and African Americans, their registration and voting rates are growing at a faster pace than other ethnic groups, according to a report issued in February by the National Council of La Raza (NCLR). Between 1990, and 2000, the number of Latinos registered to vote grew by 70% compared to 4% for Whites, and 27% for African Americans . Arizona has experienced a similar phenomenon over the last decade. The state ranked fifth among states with increased numbers of registered Latino voters. In 2004, Arizona had 354,000 registered Hispanics or 14.3% of the total registered voting population, according to Census Bureau

analysis conducted by the William C. Velasquez Institute (WCVI) . Latinos are now 29.2% of the state population. In Phoenix the fifth largest city in the nation they represent 42% of the people. There is no data that points to exactly how many Hispanic voters are registered in Arizona, since the state doesn’t track voter registration by race, or ethnic group. Historically, Latinos have not turn out to vote in large numbers in the state. Yet, there has been an increase trend in voter registration. In 2000, only 49.4% of voting age Latinos were registered to vote, while the number jumped to 56.3% in 2004, and voter turn out varied slightly from 81.3% in 2000 to 83.6% in 2004, based on census data collected by WCVI. Many Latino vote advocates expect a large number of newly naturalized citizens will join the voting rolls in 2008. In Arizona, 9,707 foreign nationals were naturalized in 2006 -an increase of 30% from the previous year- according to the Department of Homeland Security (DHS) . This fiscal year, the Office of Citizenship and Immigration Services (USCIS) is processing over 19,000 new applications in Arizona a large number of them are expected to be from Latin American countries. Although naturalized citizens make up a small portion of those Latinos eligible to vote, several studies show they have exhibit higher voting rates than those of natives. Where will they get their political news? Often times, where voters get their news determines how their views are shaped. A Pew Hispanic Center survey conducted in 2004 revealed that Spanish-language media plays a significant part in shaping voter attitudes towards issues and candidates. Findings in the survey show that regardless of education, income, or language preferences, an overwhelming majority of Latinos—78% of the population—believes that the Spanish-language news media are very important to the economic and political development of the Hispanic population. This view of Spanish media as a trustworthy source of information is shared by 61% of Latinos who get all their news in English. Don’t let your campaign miss out on the opportunity to inform Hispanic voters. Advertise in your local newspaper.

Newspaper Web Sites Deliver Influential Voters Arlington, Va. – More than 59.6 million people visited newspaper Web sites in July 2007, a nine percent increase over the same period a year ago and the second largest monthly audience since NAA began tracking these numbers in 2004. The figure is part of the fall 2007 Newspaper Audience Database (NAdbase) report released by the Newspaper Association of America. NAdbase coincides with the release of “Newspaper Footprint: Total Audience in Print and Online,” an NAA analysis of Scarborough Research newspaper audience data, which indicates that nearly eight in 10 adults read a newspaper in print or online each week. The analysis also provides a portrait of the readers behind the numbers, ranging from online purchasing decisions to household income and education level. “As the newspaper industry moves toward measurement data reflecting the medium’s total reach and audience, this analysis is evi-
dence of newspapers’ broad appeal in a highly competitive media marketplace,” said NAA President and CEO John F. Sturm.
NAdbase: Newspaper Web Site Audience Continues to Grow
In addition, users continue to increase the amount of time they spend on newspaper Web sites. Internet users spent an average of more than 43 minutes per month on newspaper Web sites during the quarter, an increase of one percent over the same period a year ago.
Defining the Newspaper Footprint
NAA’s analysis of Scarborough’s print and online readership affirms that the growing portfolio of products delivers a highly desirable audience in a given week. The analysis found that: • Eighty-five percent of individuals with a household income of $100,000 or more read a newspaper
in print or online each week. • Newspaper readers are highly educated – nearly nine in 10 adults (89 percent) with a post-graduate degree read a newspaper in print or online each week (as did 84 percent of college graduates). • Newspapers’ weekly footprint reached more than eight in 10 adults
