INCIDENT AS A PLANNING MECHANISM GENTILLLY KREMLIN-BICÊTRE Licence 2 Semester 2 - Xavier Brunquell and Andreï Feraru with Alex Roux
Technical suturing of a scar that separated the city of Gentilly with the Kremlin-Bicêtre, the RD126 sews the tissues only in appearance. Despite a torn fabric, the route tends to be in the centre of a new flow of density brought by the Grand Paris. The linearity and complexity of its treatment only lead to a continuity of the uses already present. The rigour of the layout makes it possible to provide openings for the creation of new uses. Hijacked, the planning is modified, the accidents and inflections that punctuate it, offer a beginning of solution to its treatment. In the continuity of this analysis, project hypotheses will emerge by assimilating with more or less intensity the characteristics it has determined. These hypotheses aim to restructure the recovery of the A6b as a perreine suture of the adjacent urban tissues. A traffic lane unifies three lanes for motor vehicles. The band will snake between each side of the cover, freeing up a large space from time to time. These clearances are positioned in the continuity of their urban environments and extend the influence of the fabrics that mark the covering of the A6B. The liberated areas not necessary to be built. The section of the RD126 is in the centre of a future dense flow, particularly between the future Kremlin-Bicêtre Hôpital station and «Ecotone», and the problem is both to develop these spaces and to preserve them. The overlap of the A6b, a geographical focal point, tends to become a focal point for attention at both the territorial and local levels. Its development must therefore be carried out at a double pace. A dense rhythm that will be part of a shorter temporality resulting from the new flows, drained by the future points of interest that punctuate its route, and a gentle but continuous rhythm resulting from the already existing fabric mainly of the inhabitants.

Industries have always creat fallows, long time ago with agriculture when the fallow was in parrallel timing to gain rentability. Now when industrial site cannot be use cause of pollution. Technologicals riks that came with the powerness of our industries have to creat new fallows. Fallows created by the understanding of the responsabilty bring by the influence we have on our environment from the short to the larger scale in terme of spaces but also, temporality. Two objects, hidden beind the trees. Both of theme more empty than full. Empty but content. The wall fixing a limit to its spreading. Expropriated companies have not been replaced. They have been returned.Returned from where they from. Give back to what we put a risk on. The CEVESO zone is now a define fallowscape. Highly contrasted, between indutries and nature. An object placed on the périphérique, a landmark on the scale of the district, striking visual elements for motorists. This large box will house a reception centre for migrants, both residential and cultural building. Like the large strips of the ring road, two continuous circulation ramps are intertwined around each other and join each other at their highest points. One of them will be more public and will carry the elements of the programme that will attract a high density of people, such as concert halls, sports fields, etc. Another more private strip will accommodate housing and less influential programs. This large box will allow migrants to discover both their direct environment and therefore the peop le walking around the building will necessarily have to take part, but also the city in its broadest sense, both by the view of the district, but also by the way it functions as the street of the reception centre.

Having come to a conclusion in a long analysis that this building from Lacaton & Vassal 19th arrondisement of Paris was certainly endowed with certain defects, but above all with a great deal of quality, the problem was not so much to modify the problems, but rather to highlight these qualities or even to extrapolate them with a view to densification. Four strong principles had been retained at the time of the analysis, which became the basis of the project presented. - Winter gardens, the functional and visual identity of the building. - Student accommodation, minimum individual housing in length. - The densest T4 and T5 dwellings in m2 per inhabitant of the building. - The ground floor which hosts public programs. Three of the project approaches will make it possible to densify the building. These extrapolations put them in place both in the base building and in extension. The building goes from 7 to 11 floors. And so doubles the current population of 190 people. The last extrapolation aims to create the missing link both between the internal populations of the building and, but with the rest of the city. All these alterations are intended to be in line with the work undertaken by the architects Anne Lacaton and Jean-Philippe Vassal, respecting the essence of the building, but radicalizing the processes already in place.
WINTER GARDENS This extrapolation is based on the literal and historical aspect of conservatories. Placed on the top two floors of the building, they are appropriation spaces excluding rental costs. Historically, winter gardens have a connotation that oscillates between the scientific and the imaginary. A large exotic colonial greenhouse, they had become «trendy lounges» in the 19th century where the bourgeoisie found themselves. Places where seedlings are grown in winter and protected living room in summer. Extrapolation gives them their true definition between place of socialization and place of production.
METROPOLITAN CULTURE The ground floor is transformed into meeting places, both linking the internal population of the building, but also connecting it to the neighbourhood. The garden functions in a level position, allowing a better distribution, but also a certain boundary between the MAS and the other inhabitants of the building. Urban agriculture, already present a few metres further along the «Petite Ceinture», becomes the basis of socialization. Small scale production allows the creation of a pedagogy around these subjects and the involvement of the inhabitants through workshops. The mass produced, about for 11 people, is connected to a larger network of urban farms and can, for example, fit into the menus of the MAS or the inhabitants.
MOBILITY LEASE HOUSING The extrapolation of this typology comes from the current student housing (20 m2) in length, but with an even greater slimming. Width of 2 doors (1m80) the housing works all in length, 90 cm of passage and 90 cm of functions inserted in an inhabited wall. The balance of this drastic reduction in intimate space is the expansion of shared spaces. The living area is decentralized from the room to the common living space. This typology is based on the new legislation on mobility leases in the Elan Act. The mobility lease is reserved for people present for short periods of residence (1 to 10 months) mainly for professional or academic reasons. A population that has advantages in experiencing and living the city as a whole and not only from the interior of their homes. CLUSTERS Extrapolating the operation of T4 and T5 with a central living room, this typology applies to the less dense dwellings (T3, T2, T1). Sharing benefits of functions, equipment and necessary for life are used by more people and therefore occupy less space. Sets of individualized spaces spolarized in the same shell, the inhabitants will share functions such as kitchens, bathrooms or living rooms. The question of the extremely important threshold in the intimacy of such a community is addressed through buffer spaces, programmed with kitchenettes or small lounges. The reduced cells partition the cluster and thus create minimal comfort, but isolated from the community.

Multifunctional building containing about fifteen apartments but also shops on the ground floor, this building will free the street thanks to the recesses created by the terraces. The densification will free up a large area that will be treated as a green space, between private access for apartments and street continuity.
WORKSHOP: A PEDAGOGICAL SPACE Competition : Third place With Nicolas Dorval-Bory, Juliette Soubrane, Tom Floquet, Alex Roux
With a surface area of 510 m2, the Nef is the largest hall in the architecture school of Versailles. It offers a wide range of programmatic potential: places for exhibitions, receptions, conferences or group work, but it does not currently have the appropriate supports for the events taking place there, it is changing from one occupation to another. The Nef tended to become the showcase of the École nationale supérieure d’architecture de Versailles. The form it adopts must be the materialization of what it represents for the school: a unique pedagogical tool. ENSA-V promotes a special teaching: learning through experimentation and exchange. It is in the form of the Workshop that this working method makes the most sense. The group work, Workshop, is a singular moment which is characterized by a workshop on a group scale, of promotion. This exercise gives rise to fertile exchanges between teachers and students, around the work of the subject and plasticity. We consider that any occurrence occurring in this place can be a variation of the original idea of the term Workshop. Thus the Workshop brings together a wide variety of exercises and practices. The Nef will be the privileged place to welcome them. The collective emulation called for by these short-term events follows a process that we break down into four concomitant phases. Understanding the progress of these phases allows us to translate their necessity into the Nef. Four temporalities resulting in four architectural interventions

The project consists in prioritizing three uses: Private, Public, Shared. In these three uses must be integrated a program. In the case of my project, a residence. Residence in the sense of living in an apartment and residence in the artistic sense with an exhibition room and a studio reserved for an artist. The whole thing goes around and over a passage, giving place to the city. A café creates a space of transition between this totally public part and the more reserved places.
« You wait for it to arrive, the sun beats on the windows, you stay there almost dazzled, only your head is above the light. Burning coffee drips down your throat. He must not be long, he told you ten o’ clock, it’s one of the few days you’re alone, that moment of latency where one comes and the other goes. The story of a few days, a few hours often. Just until he gets there and settles in, he starts working. Until you hear the first blows coming from up there. On a stone, or maybe a pot of stubborn paint. Sometimes the first noise takes time to arrive, you only hear footsteps and time passes at the rhythm of its ambulations. You don’t want to see how he works, it’s personal, you want to, but you don’t allow yourself, you’ll wait like everyone else. And then you feel like it’s happening. These days are longer, when you leave he hasn’t come down yet. Sometimes you don’t even meet him in the morning. And one night he comes to see you. He’s close. CITY UNDER THE CITY Licence 2 Semester 1- Philippe Rahm
The city is becoming denser and denser and we have less and less outdoor, airy, pleasant spaces. The aim is not to replace the city as we know it, but that during its certain enlargement it evolves in a different way. It is necessary to accept the city’s own density, but while trying to preserve the outside spaces. By partially burying certain buildings, we allow the city to be clearer. Some constraints are of course inevitable, light mainly. But some programs do not need this direct view with the outside world. A dwelling will of course be «on the surface», but a gymnasium or auditorium will only need a minimal part of its total outdoor surface. In this way the city is built in all directions upwards and downwards, leaving to the depths, spaces unnecessarily used on the surface.

License 2 Semester 2 - Djamel Klouche with Juliette Soubrane, Tristan Bardon Today, higher and higher towers are rising in cities in response to population growth, a solution against urban sprawl. Yet the contemporary city thinks more and more vertically, the Nolli plan need to become a section. The city is verticale made of the interweaving of private and public programs that dialogue through circulation and shared spaces. A corridor becomes a street, a floor becomes a square, an elevator becomes a subway. As in a city, the traffic is discontinuous, leading the inhabitants to practice space and to meet each other.

How can we understand a territory we do not know in a culture we do not know? The main objective of this workshop was to make Jinshan, a fishing village in China, attractive for tourists. But during our visit, everything made us want to do the opposite. It is thanks to the narrative that we were able to make the village and its prospects talk. In the first place by distopia, by exarcerating our first impressions on the transformation of a fishing village into a gigantic tourist centre. These first stories allowed us to identify the problems but also the actors who took their place in this economic game. Then in a pragmatic way we tried to understand these actors as we had tried to understand the village. Nine extreme figures emerge from this reflection. Extrapolation of the points of view of nine territorial actors that we considered at the centre of the project. Each of these extreme figures thus has its own cartography and its own opinion. This fictional matrix is not a project, it is an experimental tool for understanding the territory.

If this new touristic activity work as they want, in a short period of time there could be a lot more trains going directly from Shanghai to Jinshan.The connections with the cities that are on Hangzhou bay must be even more developed so tourist can come not only from Shangai. It should enable the transport of people but also the transport of goods, by sea and by road. If the gouvernment continues to push the developpment of Jinshan’s industries they will need us more and more. Considering all of these elements a new hub could be designed to answer to this new wave of people and goods. The creation of a port in front of the train station could be a good solution because it can serve tourists and industries at the same time. In the beginning we have to make a huge investissiment on the area, but maybe, in several years, when the income reaches a certain point, money could be used to developed a little more the public transportations in Jinshan.

Jinshan must assume a greater economical and admnistrative independence in order to accomplish the 1-9-6-6 goal. Shangai inhabitants need their new resort. The train line is already existing and only need to be more active and developed. The actual main problem is that there’s no reason to go there except for an afternoon in the old fishing village. Just the beach it is not enough. This city needs a new image more appealing for the inhabitants of Shangai. Image don’t mean creating a new identity, it means to use the actual to transform it into something bigger. The reclamation area has been made to create this new resort in front of the old fishing village. The aim is not only to extend the village, it’s to create a sort of chinese Coney island. A place where you can go everytime of the year and still being fully satisfied and distracted. Touristic development of this region need to have an impact on all component of it. Jinshan must take greater position on the Hangzhou Bay. It’s important to create an unique face for this city, based on innovative industry and sustentability. More linked with other cities of the bay. By doing it, people will consider moving there. They will need houses and there’s no more way to extend the city. The zone around the old fishing village could be a way to do so.

Is there a purpose in this project?
Do we get any benefits out of this project ?
This project is an abheration. They are saying that they want to make industries of Jinshan more ecological but in the same time they gonna use an inimaginable amount of energy to build on the Delta. Creating a new temple of consumption hours away of metropole while there is one in nearly corner of Shangai. They created a beach, before looking at all the cultural and environemental background of Jinshan’s region.
With this project , they want to make people come from Shanghai to the Jinshan coast but they can’t even make the inhabitants from the north of the train line coming there.The giant infrastructure the Shanghai’s gouvernement built in 2012 - The train station - has enhanced the rupture felt in this area. Sometimes the impression is that the desires of the metropolis is priviledge over the problems faced by Jinshan. As more and more people move into this area, the population of Jinshan booms. However the displacement on the city itself still really complicated. It can take up to 40 mins to get to the center. If you live in the district and not on the city it can be even worse.
There are plenty of solutions that they could have adopted instead of this dig that has been created around the reclamation area. A lot of farmland had already been sold to the company. The gouvernment told us that the development of Jinshan could be an incredible opportunity. They proposed us new houses on the other side of the train line. Yes... I’ve noticed that the village has became a little bit empty and it’s harder everyday to make some money. But I’m not sure if moving to the other side of the city will change our situation.
1 - The beach and the fishing village are ok, but it is not enough. I’m not asking for a tematic resort to go partying or whatever. The idea of having a city break is pleasing. It would be interesting to dispose of at least high-quality hotels or characteristic airbnb with sea view, going there for a weekend to have some rest, discover the fishing village culture and maybe even take part on it. 2 - Some festivals in Jinshan are good, but the beach is not big enough. It would be nice to have some boat trips and parties. The hotels disposed on the area should be more well equipied with waterpool, saunas, areas to play sports. I think this resort project could make me come to Jinshan every weekend.
The incoming of these new tourists could help. And we already perceive changes. More people are comming from Shanghai buying our things on the market. New commerces have oppened on the coast and the local government started creating this new touristic zone just in the middle of our village. But we are loosing our fields. Some farmers don’t have their farmlands to farm anymore. Fisherman also face this problem. The fishing rate is decline nowadays. The construction of the reclamation area and the industries have a big impact on the quality and the access to the water. The poor environment condition influence their work in a bad way. Why investe so much money when it seems that it doesn’t help the peoples living here. I like it here. We have our way to deal with each others. Some of us growing food some others fishing. And all of this depends on the land where we live. Of course it will not be same in these towers, you can’t even eat what’s in their gardens.

How to maximize the investment profitability?

How to bring more consumers to Jinshan ?
For now we are one of the majors actors of the region by our ecomical presence and the jobs we provide to Jinshan. But with this resort we have to take care of keeping our position of economic leader and our influence in this territory.
Jinshan has created an image of city beach and must push it even more. The city has the potential to become a welcoming center for a lot of cities that are closer to it. The water should be largely present on the city’s imaginary, and should be explored.
The value of the land could rise and the pression of housing developer gonna be tough. If industries want to continue developing themself in the Jinshan area they will have to live with their time. The gouvernment want us to be part of the new image of Jinshan by beeing more responsible and ecological. We need their support if we want to be in good position to expend ourselve.
On the same direction, the fishing village shoud participate on the marketing of the city, so it must change and concentrate way more activities that are linked to tourism, such as shopping. These new activies also need to be developped in an ecological approach close to the rural identity of Jinshan, peoples seems to like it.
Jinshan has a huge opportunity to have the biggest value in Hangzhou bay. The previsions have already been done: the new touristic area, in adittion to the new train station have the potential to change Jinshan’s social composition. People may live there or being in Jinshan just for vacations in a short period of time. The orientation of the business can focus on the middle class and upper class customers, who will need places to socialize like shopping centers. If the connections between both sides of the city is improved, the global value of the land will rise. The city will have to extend. The agricultural fields may be an option. One appartment can be given to the field’s owner as an indemnification. They could not refuse the proposed quality of life. This extention of the city needs to look ecological in order to be accepted by the inhabitants. The buildings will be higher to free the ground floor and create green spaces.
These evolutions could only be benefic for us if we can become leader on a new ecolgic path of indutry in China. This could bring more investor sand help us to develop better technologies and so on and so forth.
The south area of the city has more potential to be oriented towards tourism, taking advantage of the new restort. The developpement of industries and tourism will set off a new wave of workers. They will need a place to sleep, and someone has to propose them affordable options.

If this new touristic activity work as they want, in a short period of time there could be a lot more trains going directly from Shanghai to Jinshan.The connections with the cities that are on Hangzhou bay must be even more developed so tourist can come not only from Shangai. It should enable the transport of people but also the transport of goods, by sea and by road. If the gouvernment continues to push the developpment of Jinshan’s industries they will need us more and more. Considering all of these elements a new hub could be designed to answer to this new wave of people and goods. The creation of a port in front of the train station could be a good solution because it can serve tourists and industries at the same time. In the beginning we have to make a huge investissiment on the area, but maybe, in several years, when the income reaches a certain point, money could be used to developed a little more the public transportations in Jinshan.
It could host daily tourism but also long tourism, once Jinshan’s position permits an easy displacement, that have to be even more developed by the transportation service provider. We have to create a huge park to assure a stable number of visitors throghout the year, bringing activities that are not only sesional. To make tourism even more rentable, the city must invest also in festivals, concerts, and arts in general. The government is counting on us, and the reclamation zone is allready a proof of their confidence.

Is there a purpose in this project?

This project is an abheration. They are saying that they want to make industries of Jinshan more ecological but in the same time they gonna use an inimaginable amount of energy to build on the Delta. Creating a new temple of consumption hours away of metropole while there is one in nearly corner of Shangai. They created a beach, before looking at all the cultural and environemental background of Jinshan’s region.
With this project , they want to make people come from Shanghai to the Jinshan coast but they can’t even make the inhabitants from the north of the train line coming there.The giant infrastructure the Shanghai’s gouvernement built in 2012 - The train station - has enhanced the rupture felt in this area. Sometimes the impression is that the desires of the metropolis is priviledge over the problems faced by Jinshan. As more and more people move into this area, the population of Jinshan booms. However the displacement on the city itself still really complicated. It can take up to 40 mins to get to the center. If you live in the district and not on the city it can be even worse.
There are plenty of solutions that they could have adopted instead of this dig that has been created around the reclamation area. Jinshan must assume a greater economical and admnistrative independence in order to accomplish the 1-9-6-6 goal. Shangai inhabitants need their new resort. The train line is already existing and only need to be more active and developed. The actual main problem is that there’s no reason to go there except for an afternoon in the old fishing village. Just the beach it is not enough. This city needs a new image more appealing for the inhabitants of Shangai. Image don’t mean creating a new identity, it means to use the actual to transform it into something bigger. The reclamation area has been made to create this new resort in front of the old fishing village. The aim is not only to extend the village, it’s to create a sort of chinese Coney island. A place where you can go everytime of the year and still being fully satisfied and distracted. Touristic development of this region need to have an impact on all component of it. Jinshan must take greater position on the Hangzhou Bay. It’s important to create an unique face for this city, based on innovative industry and sustentability. More linked with other cities of the bay. By doing it, people will consider moving there. They will need houses and there’s no more way to extend the city. The zone around the old fishing village could be a way to do so.

George Perrec in an excerpt from «Un homme qui dort» describes a person who knows his neighbour only through sounds, we can understand an architectural description far from traditional architecture magazines. It has to be deduced from this text a fragment of a building, which becomes a material to be worked on, and the fragment becomes an extrapolation of the basic text. The slightest word can become a detail, but also a major element of the project. A single wall separates them «becomes a linear curved wall», a droplet that falls becomes a fountain, a staircase that makes noise becomes a rhythmic lair to locate the rise of any person. With this work of formatting a text in architecture is associated with an inverse work, transcribing architecture into literature. Telling stories in the fragment, talking about things you can’t even see in a plan. Express sensations. « Elle tombe, depuis qu’il est sorti remplir pour la énième fois sa bouilloire elle tape, comme le tic tac d’une horloge. Tu l’entends comme si elle était dans ta tête. Tu ne sais même plus si c’est une gêne, c’est étrange quand tu ne l’entends pas. Il se stoppe, et tu te dois de jeter un coup d’oeil sur le palier. Si la nuit est tombée, il suffit que tu entrouvres ta porte pour que tu entendes sa main se poser sur sa poignée et qu’il actionne son mécanisme, préliminaire à son habituel rituel. Tu refermes rapidement la tienne en gardant la main sur la poignée de peur qu’elle fasse du bruit en se refermant. Dès lors, le robinet s’ouvre, l’eau coule dans sa bouilloire et il repart ne laissant derrière lui que le bruit des gouttes tombant sur le sol. Sa porte se referme, mais le battement régulier continu jusqu’a ce que tu perdes la notion du temps , jusqu’a ce que sa porte claque au matin laissant le palier sans vie et ton appartement sourd. Quand il n’est pas là, là aussi tu perds la notion du temps, mais c’est qu’il n’y a plus rien pour le marquer. Plus d’aller-retour jusqu’au robinet, plus de goutte pour chronométrer le prochain trajet. Ton horloge n’est plus là. Tu te retrouve à l’attendre ta porte grande ouverte, pourquoi ne l’inviterais-tu pas? Et puis ses pas se rapproche dans l’escalier, la fréquence s’accélère, plus il se rapproche plus ta porte se referme jusqu’a son entrée sur le palier ou le dernier entrebâillement qui t’aurais permis de le voir se clos. Et tu te retrouves encore seul, dans l’obscurité de ton appartement. Voilà comment ta vie est rythmée par une personne que tu ne veux pas voir, que tu ne peux pas voir. Une personne dont la porte ne doit même pas être à trois mètres de la tienne. »

In each public square in each city of the world, a glass box. Its content? A living sample of reality. This content shocks, scandalizes, hurts. In the face of horror, we must express ourselves, be outraged and react. If media images no longer make us react, we must immerse people in reality. and show it head-on. Impose it on public places, on the way to work, on the road to the supermarket, that everyone feels concerned. We design a physical space whose content initiates the reaction and physical communication. An object that makes people talk. Communication is not in the architectural space but around the object, generated by its content. An ideal room for communication does not exist, but its content may be the key.

RadioBap was created during the first edition of the Biennial of Architecture and Landscape of Île-de-France held in Versailles from May 4 to July 13, 2019. This was the opportunity to found this committed radio station, which embodies the public’s desire to better communicate architecture but also to link it to political issues. We are committed students of the Versailles School of Architecture who are interested in various issues, all revolving around architecture, urbanism or landscape. Our programming was thus positioned independently from that of BAP, which allowed us to ask questions that were really specific to us and that we felt fundamental to address for our future professional practices, such as gender, ecological emergency or the impact of the computational revolution.

Personnal experimentation on the representation of the spaciality and atmosphere of a place through the digital assembly of analogical photography. The differences in contrasts, hues, exposure and the immediacy provided by the different films used make it possible to draw a more complex and representative portrait of the places portrayed.
