PERMANENT SUPPORTIVE HOUSING EFFECTS ON SURROUNDING PROPERTY VALUES. EVIDENCE FROM AUSTIN

>ŽĐĂƟŽŶ͗ ƵƐƟŶ͕ dy ůŝĞŶƚ͗ EĞŝŐŚďŽƌŚŽŽĚ ,ŽƵƐŝŶŐ ĂŶĚ ŽŵŵƵŶŝƚLJ ĞǀĞůŽƉŵĞŶƚ͘ ŝƚLJ ŽĨ ƵƐƟŶ ĂƚĞ͗ 2011 WŚĂƐĞ͗ ^ƚƵĚLJ ƌĞƉŽƌƚ͘ ƌĐ'/^ ŶĂůLJƐŝƐ Case Study This study was conducted in summer 2011 working as an intern for the Neighborhood Housing and Community Development in Austin; and aims to respond to recurrent concerns raised in various communities about possible negative effects of permanent supportive housing (PSH) programs in Austin, Texas. This study was designed to evaluate the change in of property values around three PSH projects in Austin and to establish whether or not these developments have the negative impacts that their critics fear. To estimate the impact of the PSH on neighboring property values, I use a dataset with market value appraisals of all taxable residential properties located nearby. This database includes a list of property values on selected census tracts around these developments for a period between 2000 and 2011. Using similar methodology to the Furman Center’s Study (in terms of comparing prices of properties within two different radii as well as the whole census tracts), I examine whether or not impacts vary with distance from the PSH development. Additionally, these three locations were mapped using Geographic Information System software (GIS). Although this study did not account for variables that substantially impact property values such as transportation, proximity to jobs, and quality of school around the permanent supportive housing developments, I tested that property values in closest proximity to the developments analyzed varied in a way that it is difficult to correlate them with the existence of these developments. However, when looking at the socio-economic composition of the examined neighborhood, negative impacts appear to be related to higher concentration of low income residents and minorities. 1/2-mile 1/8-mile

What is Permanent Supportive Housing ? It is a type of rental affordable housing which is long-term. It is linked to a variety of support services that are intended to meet the needs of people who are at-risk or formerly homeless and people with chronic health conditions, such as a psychiatric disability, chemical dependency or HIV/AIDS. Supportive housing represents the most proven, successful and cost effective alternative to less efficacious and more expensive attention emergency services . Spring Terrace (2006) in North Austin, is a former extended-stay motel, which was purchased, renovated and transformed into supportive housing.

Stratified Sampling and Data Collection We evaluated the impact of three supportive housing developments in Austin. Looking for a broader geographic spectrum, the three sites were selected from three different areas of Austin. The criteria of selection are based on the following: 1) Geographic Location- North, Central, and South. 2) Year of Construction-The selected developments must be built between 2000 and 2010, but allowing 3 or more years before and after to compare its changes. 3) Scattered and Concentrated 4) Number of Units- Single Family and Multifamily 5) Newly Constructed and Re-habilitated Data from the Texas Central Appraisal District (TCAD) on property values and the combined land value were analyzed to calculate variation of property values during 2000-2011. The property values were averaged on a per-square-foot-of improvements basis for each property within the defined area. The Study area was defined as the geographic space that includes all the contained and/or contiguous census tracts that are within a ½-mile radius of the selected supportive housing development. Three locations were mapped using Geographic Information System software; and 1/8-mile and ½-mile radii buffer zone around these sites were created. Any parcel which more than 50% inside of one of these radial buffer was included in the study area.
