Foreword from the NEW BRITISH AMBASSADOR This publication, produced by my commercial team, focusses a Spotlight on a series of outstanding events in Bahrain in which the United Kingdom will play a part in the month ahead.

With its thriving manufacturing basis and industrial zones, and a leading banking and financial services sector, Bahrain is seen by many as the ‘Gateway’ to other countries in the region. An environment of continuous development builds on the country’s deserved reputation as an attractive and welcoming place to do business.

This also gives me the opportunity to introduce myself and to say how delighted I am to come to Bahrain as Her Majesty’s Ambassador - Sue and I are greatly looking forward to spending the next few years on this beautiful island. I hope to meet many of you personally in the coming months but, until then I would like to introduce you to our ‘Spotlight‘ events which are set to occupy much of the business community’s time this October.

ROBIN DAVID LAMB - CURRICULUM VITAE Robin Lamb joined the Foreign & Commonwealth Office (FCO) in 1971, and has occupied a number of positions during more than 30 years in the Diplomatic Service. Overseas placements have included duty in Khartoum, Tripoli, Jeddah, Muscat, Riyadh, Kuwait and Cairo prior to being Deputy Head of the Middle East Department of the FCO from 1997 to 1999. A two year spell as Director - BG2 in Trade Partners UK preceded his posting to Kuwait as Deputy Head of Mission.

Robin is married to Susan and has a daughter and two sons.

he first event to come under our spotlight is the Middle East Refining & Petrochemical Conference and Exhibition, better known as Petrotech 2003, which takes place from 29 September – 1 October at the Bahrain International Exhibition Centre. This is the fourth event to be held in Bahrain, under the patronage of HH the Prime Minister, Shaikh Khalifa bin Salman Al Khalifa, and follows the success of its predecessor conferences that have been held in Bahrain every other year since 1996.

I am delighted that so many UK companies have taken the opportunity to participate this year and that a considerable number of industry professionals from the UK will be contributing their expertise. Their participation shows the high regard in which the UK continues to hold this event and reflects the continued contribution oil makes to Bahrain’s GDP - although the non-oil sector has been growing steadily over the last few years, the oil industry still contributed over 16% to Bahrain’s GDP in 2002.

he next major event planned is the pioneering Water Middle East International Exhibition and Conference for Water Technology, to be held, at the Bahrain International Exhibition Centre from 6 – 8 October. The subject is a particularly vital one for the region but is also a matter of global concern. This event is particularly topical and of interest to many UK companies.

The modern world puts an enormous strain on the resources we depend on so much but often take for granted. Large quantities of treated water are lost and ways of conserving this vital resource, so essential to our daily lives are now the subject of much research and investment.

His Excellency Shaikh Abdulla bin Salman Al Khalifa, the Minister for Water and Electricity is therefore to be congratulated for his initiative of bringing this event to Bahrain where regional and international water experts will be able to exchange information on the latest technological developments and new applications from around the world. Many UK companies have expertise to offer in this vital field and I am delighted that we have been able to support participating UK companies. Wales Trade International too have played an invaluable role in recruiting Welsh companies to attend and I know that they are keen to meet as many of you as possible.

The commercial team will also be at the exhibition to field enquiries on behalf of UK companies who could not attend in person this year.

Fergus Harradence, who recently succeeded Richard Parry in this role, will have a full familiarisation programme during his short stay with us and will be on hand to meet prospective newcomers to the British Bahrain Business Forum, during a reception hosted by the Ambassador on 8 October.

The new name reflects the closer relationship of trade and investment work, and our continuing commitment to provide an integrated service, delivering business opportunities through a global network.

he next prominent event to fall under our spotlight is the London Chamber of Commerce and Industry (LCCI) trade mission, which we host in mid October.

LCCI have been forging strong business links in the Gulf for many years and this year Claire Pover, the Mission Manager, leads a strong team of UK companies eager to make contact with the Bahraini business community. The horizontal trade mission covers a broad range of specialist sectors, from IT, to the legal profession through to freight companies and marketing consultants. I am sure that this Mission will prove as successful as ever and that the missioners will make the most of their time during their stay in Bahrain from 10 – 13 October.

n 13th October the Northern Ireland Centre for Competitiveness, in partnership with the Bahrain-based UK company CCMI, launches ‘Quality – The Pathway to Excellence’ Conference at the Radisson Diplomat Hotel. The Department of Trade and Industry in Northern Ireland together with TradePartners UK was instrumental in bringing the Centre for Competitiveness and CCMI together to produce what promises to be a useful and enlightening event.

he prestigious Jewellery Arabia exhibition, now in its twelfth year, comes to Bahrain from 14 – 18 October under the patronage of His Highness the Prime Minister Shaikh Khalifa bin Salman Al Khalifa. Last year’s exhibition attracted a record number of over 22,000 visitors from throughout the Arab world and the organisers hope to exceed this count in 2003.

he grand finale of our ‘Spotlight TradeUK’ events is the prestigious Bahrain British Business Forum Poppy Ball, which this year, will be held at the Hilton Hotel. Once again, four pensioners from the Royal Chelsea Hospital will attend as guests of honour. And the Ball will prove a suitably spectacular close to a month of events spotlighted by our Embassy.

e are also extremely fortunate this year to play host to the Royal Air Force Aerobatic Team, better known as The Red Arrows. 2003 is an important milestone in the history of aviation when the world celebrates 100 years of powered flight. The Red Arrows’ visit to Bahrain on 19 October will also provide a chance to showcase the magnificent Hawk aircraft, several of which Bahrain purchased from the UK earlier this year.

CONFERENCE & EXHIBITION: 29 SEPTEMBER – 1 OCTOBER

The Middle East’s leading refining and petrochemicals event

T

he 4 th Middle East Refining & Petrochemical Conference and Exhibition (Petrotech) will once again take place in Bahrain from 29 September to 1 October 2003. The trade show will be hosted in the Bahrain International Exhibition Centre under the patronage of HH the Prime Minister, Shaikh Khalifa Bin Salman Al Khalifa.

The event takes place every other year and the third show in 2001 attracted almost 800 firms from all over the globe and approximately 3500 visitors from the region. This specialised event always attracts leading companies from the UK and provides a vital platform where international experts can share technology and introduce new best practices particularly important for the challenges we face today in managing the most significant hydrocarbon reserves in the world.

This year Middle East Petrotech features an outstanding exhibition of hardware and services coupled with a comprehensive technical conference programme, which ensure a valuable exchange of refining, gas and petrochemical field knowledge among managing, operating and supplying companies.

Many major international players in the petrochemical industry have committed themselves to this show and this year, a dedicated UK pavilion will also be present as well as a section on smaller specialist suppliers and distributors.

‘WATER – EVERY DROP IS PRECIOUS’ WATER MIDDLE EAST INTERNATIONAL EXHIBITION & CONFERENCE FOR WATER TECHNOLOGY 6 – 8 OCTOBER 2003

British Water expertise at home in Saudi Arabia Glasgow based Weir Westgarth, signed a US$25 million contract earlier this year to build a new desalination plant in Jeddah, Saudi Arabia. Mark Selway, Group Chief Executive said: “This is excellent news for Weir Techna. Our skills in the development and use of desalination technologies are renowned throughout the world. ”The Group’s strategy is to focus on areas where we excel and we can lead technically and in terms of customer service. Winning this contract supports this approach.”

Paul Capell, divisional managing director of Weir Techna said: “The award of the contract has benefits for a number of Weir Group companies as a number of their products are used in the construction of the plant.”

The new contract is to expand the present Kindasa desalination plant located in Jeddah Port. Weir Westgarth built the Jeddah 1 desalination plant 40 years ago, ”Weir Westgarth was successful in winning this competitive tender as a result of their technical expertise and their track record on customer service. The expansion of the Kindasa plant will provide better services to major water users in Jeddah specially the food industry”, said Mr. Fawzi Habhab, general manager of Kindasa Water Services Company. The company plans to build a pipeline to Jeddah Industrial City to provide more secure and convenient water supply for its customers, with the aim of being the first private water utility company in Saudi Arabia.

ahrain takes centre stage in October 2003 with the launch of an international annual water conference at the Bahrain International Exhibition Centre on Monday 6 October.

Desalination of brack and sea water are extremely costly solutions and continue to place further strain on global energy resources. In many countries (and Middle Eastern countries are no exception) large quantities of processed water are lost during distribution due to leakage and unaccounted consumption. Improved life styles have resulted in massive new water requirements globally and the strain is now being felt.

This specialised conference and exhibition, the first of its kind to be held in the Middle East, will address water problems specific to the region, North Africa and Central & Western Europe.

The event will be held under the patronage of the Minister of Water and Electricity, Shaikh Abdulla bin Salman Al Khalifa.

Special emphasis will be focussed on innovative costeffective solutions in desalination, water recycling and water conservation saving services. The Bahrain government’s initiative provides a platform for international and regional water experts to exchange information on the latest technological developments and new applications from around the world.

Thames Water announces launch of operations in the UAE The world’s third largest water business, Thames Water, announced the commencement of business operations in the United Arab Emirates in June of this year.

Thames Water Strategy Director for Germany, Middle East and Africa, Dr. Jim Bentley, made the formal announcement explaining that the UAE represented a major potential growth market for the company and a base to develop future operations throughout the Gulf region.

Speaking at a media briefing, Dr. Bentley said: ”Wherever we operate around the world we are committed to helping the communities and societies we work in. We will use Thames Water’s international expertise and knowledge to enhance and develop local skills and expertise among the UAE workforce. It is our aim to empower national citizens to progress and manage more effective and efficient utilities in the future.”

The Bahrain Convention & Exhibition Bureau (BCEB) worked closely with the British Embassy commercial section to ensure that UK companies don’t miss out on this valuable opportunity to participate in the conference and showcase their products and services. In August officials from the BCEB visited the UK to participate in a recruitment seminar hosted by the Middle East Association, the UK’s foremost trade organisation for the Middle East. This was followed by a highly successful visit to Wales, as guests of Wales Trade International, who have been keenly following progress in this sector in the region.

With sustainable energy and care for the environment, high on the Welsh agenda, it’s no surprise to see that Wales Trade International will be sending a delegation to the exhibition and conference.

One of the delegates will be from from Hyder Consulting, a management consultancy and engineering design business that helps countries and companies to develop the increasingly complex buildings and infrastructure needed to raise living standards, to support commercial activity and to protect the environment.

NEW Head for Middle East Unit Many readers will know that Richard Parry, a regular visitor from Trade Partners UK has now moved on to a new position in British Trade International.

His successor is Fergus Harradence who went to school in Sheffield, and attended Cambridge University where he read history.

Fergus joined the Department of Trade & Industry in January 2000 working on skills development and labour market analysis. He then became Private Secretary to the Permanent Secretary for 18 months before undertaking a secondment to the private sector then joining Trade Partners UK as Head of the Middle East Unit.

Fergus will be meeting BBBF members during his visit to Bahrain early in October.

THE BAHRAIN BRITISH BUSINESS FORUM (BBBF) The BBBF was formed in 1994 and has grown in strength from a membership of just 12 founding members to well over 120 in 2003.

The main objective of the organisation is to actively promote UK companies in Bahrain and help develop opportunities for members and their companies in specific market sectors. The BBBF also aims to establish a good working relationship with relevant local companies and individuals within each market sector and provides a platform for networking opportunities.

The Forum meets once a month to hear from a guest speaker on relevant business topics. Some of the excellent speakers highlighted this year include Gulf Air’s CEO on the restructuring plan, the Middle East Association trade mission leader, representatives from the Ministry of Commerce and visiting officials from Wales Trade International. The BBBF produces a quarterly publication, FORUM, for its members containing useful business and leisure information and an annual membership directory is published at the beginning of each year.

This year the BBBF has set a tough objective to increase its current membership by at least half again.

If you are thinking of joining the BBBF consider the following: British trade with Bahrain is now subject to significant competition – we must continue to offer not only quality goods and services but we must be able to compete across the board.

RED ARROWS TO RETURN TO BAHRAIN TO MARK 100 YEARS OF FLIGHT

will be making only their second appearance in the Kingdom when they carry out their scheduled display in front of the Ritz Carlton hotel.

Flying BAE Systems made Hawk Trainer Mk1/1A aircraft, The Red Arrows will include a new element in their display, the Fountain Split, involving all nine of the team’s aircraft. Weather permitting it will be one of 24 manoeuvres they will perform as part of their 2003 Full Display.

Britain’s Royal Air Force aerobatic team, The Red Arrows, are set to perform in Bahrain on October 19, as part of a Middle East tour to celebrate 100 years of powered flight.

Acknowledged as one of the world’s premier aerobatic teams, The Red Arrows,

Commanded by Squadron Leader Carl ‘Spike’ Jepson, The Red Arrows consists of over 100 officers and airmen drawn from throughout the RAF. Officially formed on March 1, 1965 the team has conducted more than 3650 displays in 52 different countries.

Each year competition to join the team is stiff, with between 35 and 40 pilots applying for three vacant positions in the team. On completion of their three-year tour with The Red Arrows, the pilots either return to front line, instructional or staff duties.

Reds 1 to 5 form the front section of the display formation, known as ‘Enid’ and Reds 6 to 9 are known as ‘Gypo’. The Synchro Pair, Reds 6 and 7, perform the highly popular dynamic manoeuvres during the second half of the display sequence.

Typically, The Red Arrows receive more than 300 requests for displays but only about 100 can ever be fitted into the programme. They also complete many flypasts as they transit from display to display.

KEY TRAINING ROLE FOR BAE SYSTEMS’ HAWK The BAE Systems made Hawk Trainer Mk 1/1A, used by The Red Arrows in their displays, has a key role in introducing student pilots to the higher speeds and higher cockpit workload associated with the safe operation of an advanced military jet aircraft.

With an unmatched record for export sales the Hawk dominates the global market for advanced jet trainers with 17 export customers ordering 27 different variants of the aircraft.

The most recent Hawk export customer is the Royal Bahrain Defence Force (RBDF) which concluded a deal for Hawk 100 Series aircraft, in January this year. Meanwhile, the UK government announced, in July, it had selected the latest generation of Hawk aircraft, the Hawk Mk 128, as its new advanced jet trainer.

BAE Systems has continuously funded development of the Hawk family of aircraft and have been quick to respond to the global training challenges posed by each new generation of front line combat aircraft.

Building on this experience BAE Systems has developed the Hawk Lead-In Fighter (LIF), the first fully-digital variant of Hawk. The company is confident its advanced avionics and superior handling and performance will reinforce BAE Systems dominance of the advanced jet trainer market.

THE CA CATT’S WHISKERS WHISKERS:: FALLING FOR THE NEW JAGUAR XJ

Have you ever parked your car in a big mall or shopping centre or between a selection of executive cars, and had trouble picking yours out from the crowd? ...Time to meet the new Jaguar XJ. This is not a car to “blend in”. Not that the design is anything other than understated. Following the cues of the S and X-types, the XJ’s lines are crisp, classy and very much in 21st century style. But like every one of its predecessors, the car is unmistakably Jaguar. I’ve never seen heads turn in the street for “premium” offerings from Japan or Germany, but after only a few minutes in the XJ, it becomes clear that this is a vehicle to notice. If mundane anonymity is your thing, then look elsewhere.

The interior is a skilful blend of modern design technology and traditional craftsmanship. A touch-screen monitor in the central console sits comfortably within the traditional walnut burr (or grey maple in the awesome XJR S/C) - a trick with other manufacturers have failed to pull off. Wood trim only looks classy in a Jag, because only they put it together properly - XJ included. I once toured the Jaguar factory with a group of young businessmen from the Gulf, who were surprised to see the level of work still done by hand rather than machine. The best examples of this are in the creation of the interior, where specialists in leather and wood with decades of experience, hand pick and match every inch of every car. They throw out more hides and veneers than they use. Sure enough, when I compared each panel around the car to the one opposite, I found a perfect and natural mirror image in the grain. Even if your could somehow do that artificially, Jaguar don’t. It’s called attention to detail - don’t look too closely if your car comes from anywhere else!

Modern car as it is, the XJ has the usual baffling array of gadgetry. I for one would probably fail to master it all even during the 5-year unlimited warranty period. From the obvious bits like wheel mounted controls for sound and climate control, to the Star Trek exotica of voice controls for the same (don’t ask...I didn’t even try!). The touch screen in the centre toggles to a multimedia navigation system too.

More to the point, the basic stuff performs superbly - not something you can always take for granted on a high-end car. The rear passengers’ a/c for instance actually keeps you cool when it’s 45C outside, the audio system

(with 6 CD changer as standard of course), sounds great everywhere in the car, the seats give a range of electrically-adjusted settings to suit real adult-sized people...etc. And one useful gadget in a big car is the parking sensor - multidirectional in this case, and the automatically tilting wing mirrors. No excuses for scratching the demo car!

So what lies behind the good looks? A new aluminium chassis for one. On getting in to the XJ, the door closes with reassuring solidity, and the over-engineered strength of a luxury car is evident. But as soon as the engine purrs into life, the lighter weight and resulting agility come to your notice. For a big executive saloon car, the XJ is suprisingly nimble. Even on the entry-level XJ6 (3 litre), there is ample torque to make the car feel eager and responsive. The larger engine (4.2 litre) which appears in the XJ8 models is simply exhilarating, with strong, linear power delivery right across the rev range.

A more highly tuned version of the 4.2l V8 appears in the top of the range XJR - not available for test at the moment, but if the XJ6 and XJ8 are anything to go by, the R will provide for some serious fun (that’s 400bhp, 0-100kph in 5.3 seconds kind of fun). The smooth 6speed auto gearbox is standard across the range, and has a convincing sports mode as well as 2-3-4-5 shift options alongside the standard auto layout.

I spent some seconds trying to identify a tiny red light that had appeared on the dash display while I was on the highway. Peering closely, I eventually recognised the letters “kph” with a line through them, at which point I realised I was doing 180 of those kph’s without even realising I was breaking the speed limit. Such is the quiet efficiency of these cars, that it is easy to get carried away whichever model you are driving. All will carry you up to a restricted 250 kph with varying degrees of urgency and absolutely no fuss. And on the way, only a small warning light will tell you about it - with quintessential British politeness!

Naturally, you cannot take out a big powerful car for a test drive without getting a little silly.

The rigid chassis, Dynamic Stability Control (which you can switch off for a more “natural” feel), traction control, active suspension et al make for very composed handling even when the big Jag is pushed hard. And should you try hard enough to “un-stick” it, as I did (just the once, I promise!), the car remains totally obedient, and recovers from a skid with the minimum of effort.

So let’s cut to the chase: Is it worth it? All I can say is that I want one.... So will you!

or some time, businesses have been studying the impact of Quality Processes on management effectiveness, productivity and profitability. Globally, it has been found that lean, trim and smart organisations prove to be the successful survivors in the battle for competitive edge.

Where manpower costs are relatively low, processes can become over-staffed - usually with semi or unskilled labour - inefficiency abounds, productivity falls and profits disappear. Many organisations in the region are now looking at various systems and procedures designed to improve quality and thence profit. In some cases this desire is influenced by supplier demands for recognised certification, but in others the demand is driven by the management team itself.

To be successful, quality systems need to be driven and monitored from within an organisation; led from the top down. Everyone in the organisation needs to understand the vision, the processes, the objectives and their own role. Quality should be a pro-active part of the structure and not a set of procedures activated when things go wrong.

As a prelude to launching the Quality Business Model in the region based in Bahrain, there will be a Conference at the Radisson SAS Diplomat Hotel in Manama commencing on Monday 13th October (see notice alongside).

The event will be of three days duration.

CCMI (Bahrain) WLL has been very fortunate, with the help of the Northern Ireland Department of Trade and Industry (NIDTI) and Trade Partners UK (TPUK), in forming a partnership with the Centre for Competitiveness (CforC) in Belfast. This organisation has been tasked by the European Foundation for Quality Management (EFQM) with downsizing the EFQM Business Model to meet the needs of smaller organisations (SME’s) both in Europe and the Developing World. In addition, with the sponsorship of leading business organisations in its area (British Telecom, Northern Ireland Electricity, Belfast City Council, Shorts and the Northern Ireland Civil Service) the CforC has initiated the Northern Ireland Annual Quality Awards open to all organisations and a landmark in the Pathway to Business Excellence.

Key Speakers will be travelling from Britain and other speakers will represent local GCC organisations which are already implementing various quality processes. The conference is expected to offer an important learning experience for all participants in addition to the normal networking benefits.
