7 considerations before making changes to public lighting Many, if not all, local authorities and municipalities are looking at reducing the cost of powering and maintaining road/footpath lighting. Whichever option one looks at, it is going to require a visit by a two man crew to every lamp post at considerable expense and ideally, one does not want to have to do that again for at least 10 years. So before embarking on any lighting modifications, here are 7 things to consider that can ensure today’s investment in money and time can bring the increase in value everyone is looking for:

The big issue is that it DOES NOT necessarily save money. The tariff rate can increase, lamps need replacing more often, part night lighting cells are 2 or 3 times the cost of a standard photocell and you also have to factor in the cost of making a visit to every post you want to change. Crime figures don’t reflect it but there is a lot of anecdotal evidence that petty crime like car vandalism, garden theft, etc., has increased. enLight can save money without turning the lights off

Another way to reduce operational costs is to replace existing lanterns with something more energy and maintenance efficient. Currently that normally means LED, which has its own issues, but it could be newer and more efficient HID luminaires. However, the lighting estate will have a mix of lanterns of different models, ages and many perfectly good lanterns with plenty of life will be removed and sent to landfill. enLight upgrading lanterns with 10+ years of life left would reduce that waste.
SOLUTIONS
The cost justification for deploying LED is strong, especially with LED lantern prices reducing as they are but there are still many questions to be asked regarding the quality of the light they produce which is often too bright and polarised. The uniformity on the road surface is not as good as what it replaced producing a zebra effect down the road and the glare from the lanterns itself can be temporarily blinding. Yes, ongoing costs for energy and maintenance will be lower but is it really an “upgrade”? enLight can make savings whilst maintaining your existing HID lighting

Deploying LED with NO CMS (Central Management System)
Is to enough to replace with LEDs without a CMS? NOT REALLY! Many LED replacement programs have been a simple swap out with a low cost photocell to control the lights based on dawn and dusk. Such a program is a massive investment and it does seem a waste to not have spent a little bit more so that changes could be made in the future. Ultimately more investment will be needed in the future to maintain, replace and upgrade or enhance these luminieres. enLight solutions have CMS already built into every product

ENERGY REDUCTION
Yes, you can measure energy consumption of each lantern and report faults but there are many limitations too. Turning lights on and off via radio will always miss some units out so they don’t come on as required or they stay lit during the day. They tend to use low bandwidth technology that is not scalable for the future and really they just don’t have the capacity for “Smart City” expansion. They are also not designed for local control so they can’t be used for changing traffic signals based on real time congestion, for example.

Are all LED lanterns sensor ready? NO A number of new LED fittings have appeared on the market as sensor ready - i.e. sensors can be mounted in or on the lantern. They purport to offering a sound smart city investment as one can add sensors in the future but that is ignoring the significant cost of making return visits to each lamp post as none of the sensors exist yet. It also excludes measurement like air quality as measuring NO2 and O3 at 5-10 m above the ground is not representative it needs to be between 2-3m or as low as possible without being in the reach of drunken students with a cricket bat.

Are integrated CMS with cellular SIM cards the way forward? NOT IN OUR OPINION The price you pay for these includes the data the lantern will use over a 10 year period however it does miss one important point. It is not creating a network at ground level that the local authority can use for their smart city aspirations - unless they want to pay a monthly fee to one of the big 3 network providers for every device they deploy. Street lighting has massive potential to become the connectivity backbone for all sorts of sensors and controllers as it puts mains power in the street and you have a ready made aerial network. McDonald’s Promotional Campaign The Brief To increase footfall through the Chapelfield shopping mall store by means of an innovative marketing campaign. The Solution The £50,000 give away was the solution we came up with promoted by awareness posters, banners, web banners, advertising, radio coverage and scratch card incentives. The Brief Design a corporate brochure giving an overview of Abate Pest Management Services and the market sectors they operate in. The Solution We felt the way forward was for specific brochures targeting specific market sectors, but all of which cross-sold the other sectors. Style was simplistic and imagery very striking. The style carried through an entire corporate identity - ads, website, stationery, internal comms, exhibition stands and PR material. In the first year of marketing Abates annual turnover increased by 30%.

CAPTAIN MAINWARING’S STATUE Dad’s Army Trail and Museum
The Captain Mainwaring statue you see before you was unveiled on 19 June 2010. It marks the long association BBC TV’s Dad’s Army has had with Thetford – the real Walmington-on-Sea. The idea for the statue was that of Thetford resident, Stuart Wright, who realised that, following the exceptional interest in the Dad’s Army guided walks around the town; visitors needed a photo opportunity to remember their visit by and what better than to have your photo taken next to Captain Mainwaring. Local artist John Mayes was asked to provide an artist’s impression and this image caught the imagination of the public around the world. The show’s creators, David Croft and Jimmy Perry, were supportive of the idea as was the family of Arthur Lowe, the actor who played Captain Mainwaring. After 2 years of fundraising by volunteers from the Thetford Dad’s Army Museum, Sean Hedges-Quinn was chosen to sculpt the statue.

Dad’s Army has continually been voted one of the best comedy series ever produced. Its creators, Jimmy Perry and David Croft, wrote the series drawing on real life experiences of the Home Guard. During the 80 episodes produced between 1968 and 1977 the story lines explore many of the challenges faced by volunteers wanting to do their bit, ill-equipped but resolute in their defence of their country. Today the series is still shown regularly and appeals to all ages, giving an insight into a nation fighting alone in the dark days of World War II. The main platoon characters depicted on the adjoining photograph were supported by numerous other regular appearances notably, Warden Hodges, played by the late Bill Pertwee. The show’s numerous catch phrases such as ‘Stupid Boy’, ‘Don’t Panic!’ and the immortal, ‘Don’t tell him Pike!’ are a part of the British psyche and are now used in conversation in all walks of life. The new Dad’s Army film has brought a new set of actors to play familiar roles of what is now a British Institution
The Thetford Dad’s Army Trail was launched in 2004 and since then thousands of people have visited the Thetford locations used in the series. In 2007 the Thetford Dad’s Army Museum was officially opened by David Croft and soon afterwards, the ‘Friends of Thetford Dad’s Army Museum’ was formed to run the museum and develop the links between Dad’s Army and Thetford. The museum is housed in the Old Fire Station in Cage Lane to the rear of the Guildhall, which is only a short walk from this site. In 2012 the Museum acquired the original Jones’s van used in the series and this is on display at the Charles Burrell Museum in Minstergate.

Harold Snoad, who was later director of many of the episodes, was given the task of finding a suitable location for the external shots of Walmington-on Sea. The Stanford Training Area to the north of Thetford was available and the town itself had hotels to accommodate everyone and several streets with neat rows of grey brick and flint houses, which gave the right period feel and could be used in the series. Thus Thetford became Walmington-on Sea despite being 50 miles from the coast!
The Society was formed in 1993 by a small group of enthusiasts passionate about the programme. The Society has been supportive of this statue project, generously donating to the appeal and continuing to support the Thetford museum wherever possible. In 2000 some of the Society’s collection of Dad’s Army items were put on display at the Bressingham Steam Museum, 15 miles east of Thetford on the A1066. The exhibition features a mock up of the Walmington-on-Sea street scene, photographs and vehicles from the series. For more information visit www.dadsarmy.co.uk and www.bressingham.co.uk

A few yards from where you are standing, in the Norvic room of the old Anchor Hotel, the very first scene of the very first episode of Dad’s Army was filmed. Broadcast in 1968, it depicted the platoon at a dinner some years after the war with a guest speaker, Alderman George Mainwaring. In the speech he recalled the dark days of the war and we are then transported back to 1940 and the formation of the Local Defence Volunteers, later to become the Home Guard. Thus a television legend began. Not only did the Anchor Hotel feature in the series, it was also a favourite watering hole for cast and crew staying there and in the nearby Bell Hotel opposite. We can see from this photo the landlady Mrs Jean Bishop surrounded by members of the cast at the opening of the new ‘Tartan’ bar in the hotel. Sadly, the Anchor Hotel was demolished in December 2012 by Breckland District Council for redevelopment.

META - Mobile Europeans Taking Action - Quit Smoking Advertising Campaign The Brief Promote awareness of Meta’s Quit Smoking Counselling Service for Thetford’s increasing migrant population. The Solution A series of adverts, posters and support literature was designed to simply communicate a main benefit of giving up smoking for individuals, partners, children and family whilst making the migrant audience aware of the local advisory service at their META Drop-in Centre which can help them. The message needed to be simple as it was reproduced in five different languages and the imagery had to represent the ethnicity of the people towards which the message was aimed.
