The practice was founded by Hasmukh C. Patel in 1960. Project Formulation :
The Kingdom of Bhutan is a small, landlocked mountainous country in Asia, located at the Eastern end of the Himalaya Mountains North of India and South of China. Bhutan’s capital and the largest city is Thimphu. The city of Phuentsholing is located at a geographically and commercially strategic point on the Indo-Bhutan border and, as the main land crossing, is the “gateway” to Bhutan. Being land locked, Bhutan depends on road transport for all imports and exports and Phuensholing is the second largest city in the country. Owing to increasing population and limited area, the city is facing a serious shortage of land for development and expansion. Sedimentation and erosion resulting directly from uncontrolled river flows has been a major contributor to the loss of valuable flat land along the western limit of the city of Phuentsholing. Additionally, Phuentsholing is vulnerable to flood and erosion, restricting the scope for growth and sustainability of the economy of the city. DHI-INFRA Ltd., a subsidiary company of Druk Holding and Investments (DHI), is a public limited company formed in 2011 under the Companies Act of the Kingdom of Bhutan 2000 with its Head Office in Thimphu. DHI-INFRA was established with the primary objective to promote and develop the country’s infrastructure projects to accelerate socio-economic developments. DHI-INFRA, in addition to other infrastructure projects, is overseeing the development of Amochu Land Reclamation and Township Project (ALDTP) in Phuentsholing.
The Amochu Land Reclamation & Township Project is an initiative taken up by DHI-INFRA, a subsidiary a company of Druk Holding and Investments (DHI) to oversee the development of Amochu Land Reclamation and Township Project in Phuentsholing. HCP Design Planning & Management Pvt. Ltd. has been appointed as the principal Consultants for preparing the Integrated Detailed Project Report.

Work and Coordination (HCP Ahmedabad Office) This stage, HCP’s Urban Designer, Planner, River Training expert, and technical experts used the Geo-technical Investigations, site surveys, hydrology studies, on-site observations etc to review the river alignment and river-training and propose options as appropriate to ensure safety, susWork and collaboration tainability, utility and value creation from the project. They used the existing studies & report, direct on-site analyses, between Clients and Technical Experts SWOT analysis, sociocultural assessments, population projections etc (Client’s Office) to estimate future demand for land, housing and infrastructure and to identify the project requirements. This helped them to generate various viable alternatives for the Master Plan Concept. These alternatives were reviewed rigorously internally by the HCP team and experts including environmental, sociocultural, infrastructural, Work and Coordination (HCP Ahmedabad economic expert and then submit viable options from the alternatives along Office) with Preliminary estimates. This was jointly reviewed with DHI-INFRA team and other stakeholders to identify a preferred concept for preparing the Master Plan. The above process required a series of highly collaborative meet- Meetings and collaboings with multiple experts, designers and planners together. In order to take ration between Clients advantage of the breadth of knowledge and expertise from multiple experts and Technical Experts (HCP Ahmedabad and their teams at the same time, they held some of such joint meetings at Office) the Consultant’s office in Ahmedabad and also at client’s office at Thimphu. This made easy for knowledge sharing, visiting live projects, meeting larger pool of people working on various projects, training and capacity building as already stated in comments of the TOR- Terms of Referance. Presentations for Upon finalization of the preferred Concept Master Plan, HCP team Stakeholders developed it further and prepared concepts for zoning, land use, affordable (Client’s Office) housing, transportation network, urban infrastructure, Smart City, etc. The viability of the Concept Master Plan was further vetted by preparing building typology at urban sector and block level. The 1st Draft Detailed Report including the Project Concept Master Plan and various elements were preWork and Coordination sented to various stakeholders and was submitted for approval. Planing Methodolody – Urban Fabric Study
Planning Methodology – Study for ground usage
Study of city fabric of urban cities and understanding of the existing contextual city fabric of Phuentsholing gives the guidelines to the planning methodology for urban blocks later the study of one block’s ground coverage was done to understand built open relationship. Contextual building typology and street typology study results in the understanding of the need to the area for certain emenities in the future township to be proposed.
