In this report, you’ll read about five people whose lives have improved as a result of our work. OUR MISSION To bring people and resources together to build a strong, healthy, safe community for all More than 185 programs, services and initiatives received support from United Way/ Centraide, thanks to our donors, the volunteer work of more than 100 community leaders who sit on our six impact councils and 13 special initiatives, and the countless volunteers who tirelessly find the resources to make our community better. OUR PROMISE To invest resources where they are needed the most and where they will have the greatest impact We invested $14.9 million in support of special initiatives and aboriginal programs, as well as those programs, services and initiatives directed to our six impact areas: children and youth, immigrants and new Canadians, seniors, people with disabilities, individuals and families in need and crisis, and agency, neighbourhood and community capacity.

A LETTER TO THE COMMUNITY This is a story about creating ties, forging links, forming partnerships. In telling this story, we have chosen to use the image of a ball of thread. Roll a ball of thread down a slope and it gains momentum along the way — not unlike what we are seeing as a result of the money we raise and the work we do every year. Tie the threads together — donors and funding partners, community agencies and coalitions, volunteers who are at the heart of our work — and we can create lasting change in this community. To help target our investments, our impact councils refined their strategies for each of our six impact areas — children and youth, individuals and families in need and crisis, seniors, people with disabilities, new Canadians and immigrants, and agency, neighbourhood and community capacity. Thirteen community-wide partnerships and initiatives — like the Leadership Table on Homelessness and the Civic Engagement Initiative — have grown out of this impact work because we have a deeper understanding of the community as a whole and through the ties we continue to forge with individuals and organizations. We’re forging links in other areas as well: between aboriginal groups with government and local service agencies; skilled immigrants with employers; and low-income seniors with service providers. With your help, we’re creating ties that bind … and that contribute to building a stronger, healthier, safer community for all.

Spotlight on Success With the City of Ottawa and The 2016 Foundation, we established a Leadership Table on Homelessness to address the root causes of chronic homelessness, build on the work of community agencies and develop a strategy based on a housing-first model. We were involved in or helped to organize 13 initiatives that address community-wide challenges and issues. We also invested $1.3 million in other allocations, designations and programs not linked to our specific impact areas.
What We Accomplished • Working with partners from government, business, labour and the community, we are tackling issues that affect a wide range of citizens on a community-wide level.
COMMUNITY-WIDE ISSUES AND CHALLENGES
• Under the School Engagement Leadership Initiative, we developed a community action plan to help youth stay in school.
• Close to 1,200 people are chronically homeless.
• Based on recommendations from a community round table, members of our Civic Engagement Initiative are developing an action plan to involve new Canadians and immigrants in the community.
• More than 35,000 aboriginals live in Ottawa. Many are affected by poverty, chronic homelessness, poor health and cultural isolation.
• Through Hire Immigrants Ottawa’s Employer Council of Champions, we are bringing the business community together to address immigrant employment issues.
• Our Aboriginal Initiative is designed to help us understand and communicate aboriginal issues.
• Children who experience violence are more likely to drop out of school, be unemployed, suffer from depression and continue the cycle of violence. • Four times more immigrants than their Canadian-born counterparts are unemployed.

Spotlight on Success Brianne was a pregnant 17-year-old. With help from an agency funded by United Way/Centraide, she learned how to care for her son, Rowen, and to get the credits she needed to graduate from high school. Brianne is now at Algonquin College — on her way to fulfilling her goal to become a nurse. We invested $4.5 million in 60 programs, services and initiatives that promote healthy development in children and youth.

What We Accomplished
CHILDREN AND YOUTH • Close to 40,000 live in poverty. Of this group, about half rely on food banks or go to school hungry. • Many poor children are not able to participate in a recreational activity or a supervised sport, or attend a summer camp. • Children from lower-income families are far less likely to pursue postsecondary education.
• We provided after-school snacks at homework clubs and 17,646 breakfasts for children at six schools. • With support from a special-gift donor, 326 underprivileged children went to summer camp for two weeks. • Through other partnerships, we expanded the number of homework clubs across the city, worked to develop a neighbourhood-based homework club model with community partners, and provided disadvantaged youth with valuable job and life skills at a summer training employment program. • At a community-wide level, through the Children and Youth Agenda, we partnered with the City of Ottawa to work with agencies, parents, children and youth to identify priorities for our community. We brought educators, government, police, and community providers together to create an action plan to encourage francophone, immigrant and aboriginal children and youth to stay in school.

Spotlight on Success Victoria was struggling with depression and social anxiety when she joined a catering business that provides job training and opportunities to individuals with severe mental illness. She now has the confidence she needs to follow her passion for karaoke and to pursue a career in the food services industry. We invested $4.1 million in 39 programs, services and initiatives that strengthen individuals and families in times of need and crisis.

What We Accomplished
INDIVIDUALS & FAMILIES IN NEED AND CRISIS • About half of renters pay more than 30 per cent of their gross income on rent. • The waiting list for rent-geared-toincome housing is just under 10,000 households, who may wait as long as five to eight years for an offer of housing. • Incomes in our poor neighbourhoods fell 11 per cent. Families are the fastest-growing users of homeless shelters and food banks.
• With Enbridge Gas and Hydro Ottawa, we ensured that low-income families stayed warm over the winter. • With support from special-gift donors, we provided cultural and sports activities for children and youth from disadvantaged neighbourhoods; purchased supplies for people with long-term psychiatric illness who are in an arts program; and purchased toys, arts and crafts, and games for children coming to family shelters. • We continued to be involved in poverty and chronic homelessness initiatives. We helped to produce the third Report Card on Ending Homelessness in Ottawa and were part of the Child Poverty Action Group and the Ottawa Child/Youth Housing Advocacy Initiative Steering Committee. • Additionally, we continued our involvement in the Ottawa Integrated Drug and Addictions Strategy, which has produced a number of recommendations that address safety and drug-related concerns.

Spotlight on Success Jim was lost and lonely after his beloved Betty died in 2004. This all changed once he was connected to a nearby seniors’ centre. Jim’s days are now filled with morning gatherings, lunches, regular activities and bimonthly outings. Next to marrying his wife, joining the centre was the best decision he ever made. We invested $1.4 million in 25 programs, services and initiatives that reduce isolation and enhance seniors’ quality of life.

What We Accomplished
SENIORS • Of Ottawa’s 132,400 seniors, 40 per cent — many of them women — live on incomes of $20,000 or less, and 23,000 seniors live alone. • Close to 4,000 of Ottawa’s 23,000 social housing units are earmarked for low-income seniors, with 1,500 seniors on the waiting list at any given time. • Close to 4,000 do not speak either English or French.
• We brought stakeholders together to develop an affordable supportive housing strategy for low-income seniors. By working with the Champlain Local Health Integration Network, City of Ottawa and Ministry of Health and Long-Term Care, we intend to expand seniors’ housing options by encouraging alliances such as private/public partnerships. • Collaboration with the Community Care Access Centre and Ottawa Community Support Coalition resulted in the successful pilot of an Aging in Place program at five buildings where low-income seniors live, many of them women and immigrants. This model will be applied to seniors living in their own homes. • We invested in 14 programs or partnerships to provide shopping, transportation and home support to underserved seniors, including new Canadians, francophones, those with disabilities and those living in rural Ottawa. • Through the affordable supportive housing strategy, we are working with the community to integrate supportive housing initiatives with health and social care.

Spotlight on Success Rick has cerebral palsy, cannot speak and is developmentally challenged. If it weren’t for a bus attendant program geared to people with disabilities, Rick wouldn’t be able to help out at the day program he attends, where he shreds paper, busses tables, sets up for lunch at a seniors’ centre and cleans churches. We invested $2.2 million in 28 programs, services and initiatives that reduce barriers and increase participation of people with disabilities.

PEOPLE WITH DISABILITIES • More than 75,000 people in our community have a disability. Over half — 60 per cent — encounter barriers to participation and inclusion. • Three out of five are unable to participate in community activities and face barriers, such as transportation, that prevent them from participating fully in society.
• We continue to promote accessibility and encourage agencies to mentor, coach and provide peer support and technological solutions to people with disabilities. • Through our relationship with a special-gift donor, we purchased a specialized lift for a community swimming pool which will help young adults with severe physical disabilities get in and out of the water safely. • Through a new partnership with the Ministry of Community and Social Services (Focus on Abilities Employment Initiative), we are providing information to employers around hiring people with disabilities. • Public awareness strategies included partnering with the City of Ottawa and Disabled Persons Community Resources to sponsor Accessibility Day, which is designed to promote employment of people with disabilities among employers and community leaders. • Through the Labour Market Inclusion Community-Wide Initiative, a strategy is being developed to match the skills of people with disabilities to labour market needs.

Spotlight on Success When Susy arrived in Ottawa from El Salvador, she couldn’t speak the language, had trouble finding work, and couldn’t afford food and clean clothes for her and her young daughter. Thanks to a unique laundry co-op that provides job training for low-income people, Susy learned a new language and has made a new life. We invested $1.2 million in 11 programs, services and initiatives that reduce barriers and increase engagement for new Canadians and immigrants.

NEW CANADIANS AND IMMIGRANTS
• To help immigrants adjust, our Agency, Neighbourhood and Community Capacity Building and New Canadians and Immigrants Impact Councils are looking at ways to encourage volunteerism and involvement throughout the community.
• More than one in five Ottawa residents is an immigrant; this number will double by 2020.
• We organized a forum on the needs of immigrant children and youth as a first step toward understanding racial and cultural tension. We partnered with a special-gift donor to support a youth at-risk program to help immigrants between the ages of 12 and 24 develop better coping skills, manage anger and make healthy lifestyle choices.
• Immigrant youth drop out of high school at double the rate of Canadian-born youth. • Almost half of Ottawa’s recent immigrants either do not work or make less than $10,000 a year.
• We are directing more funding to apprenticeship, bridging and mentorship programs to give immigrants work experience, provide refresher courses for skilled professionals and match individuals with mentors who share similar knowledge or skills. The Ottawa Chamber of Commerce and Hire Immigrants Ottawa produced an Employer Resource Handbook to provide businesses with information they need to hire internationally trained professionals.

Spotlight on Success The Banff-Ledbury neighbourhood is a shining example of a grassroots community-building effort, where residents in an Ottawa Community Housing area are driving change with the support of United Way/ Centraide, the municipal government and local social service agencies. We invested $1.53 million in 23 programs, services and initiatives that strengthen agency capacity, support volunteer management and promotion, support neighbourhood initiatives and develop community capacity.
AGENCY, NEIGHBOURHOOD AND COMMUNITY CAPACITY
What We Accomplished
• Agency Capacity: Many community-based agencies and organizations lack the resources and skills to conduct research and to monitor and evaluate the effectiveness of their programs and services.
• We are involved in the No Community Left Behind initiative, a neighbourhood-based approach that relies on people within a community working together to address needs and issues. This initiative complements the partnership we have with the City of Ottawa to develop a Strong Neighbourhoods Agenda, which will be used to guide future community development efforts.
• Neighbourhood Capacity: Increasing pressures and demands due to rapidly changing demographics are being placed on neighbourhoods. • Community Capacity: The volunteer community continues to be underrepresented by immigrants, with 25 per cent of established immigrants volunteering compared to 18 per cent of recent immigrants.
• We support agencies in their research and evaluation efforts through activities like our annual Sharing our Strengths Community Conference. We are now looking at matching volunteer mentors from the university and business communities with agencies.
• We are looking at ways that new Canadians and immigrants, people with disabilities and aboriginals can be encouraged to volunteer on a wider scale in the community. The objective of our recently formed Inclusion Initiative is to develop a “best practice” model that local non-profit organizations can use when recruiting volunteers and staff.
