One of a kind course in state-of-the-art facility at Angola campus The Erie 2-Chautauqua-Cattaraugus Carrier Educational Center in Angola will be opening the doors on a new and very unique agriculture class this September. Designed to meet the needs of school districts, local farmers, and greenhouses to not only produce competent workers, the course will also offer a head start to those seeking post-secondary education in one of the many agriculture universities in the country.

Aquaculture is the fastest growing facet of agriculture and produces over a billion dollars in sales in the U.S. alone, but this new class will also encompass all of the traditional agriculture skills such as welding, crop science, heavy equipment operation and maintenance, and many others. “Teaching agriculture in the Western New York winter months obviously creates challenges,” said Brandon Wojcik, principal of the Carrier Center. “We needed to provide a facility that would make this possible, and I immediately thought of a popular enrichment project I did as a science teacher in the Springville Central School District with two colleagues, Joe Karb, a social studies teacher, and Mike Stefan, a technology teacher and well known farmer.”

That project, also an aquaculture endeavor, involved a small 500 gallon fish farm whose nutrient-rich water fed two larger sections of plants. This new program at the Carrier Center will incorporate a similar design but on a much larger scale to fully utilize the space available at the building and accommodate a large number of students. “We are basically taking the Springville project and super-sizing it,” said Wojcik. “We have 3,000 square feet of space incorporating six, 1,100 gallon tanks. The indoor farm will feed hundreds of plants with the nutrient rich waste of thousands of fish, so now we can teach the principles of agriculture indoors during the coldest months.” The uniqueness of the farm also lends itself to more than just agriculture. In an effort to service a wider range of high school students, BOCES will be offering additional one-year classes and distance learning opportunities within the normal two-year Agriscience course. This program, available to seniors only, will focus on agriculture, hatchery and fisheries management, fish husbandry and resource management for Regents students having room in their schedule and moving on to colleges like SUNY Cobleskill and Morrisville or Cornell University which offer similar fields of study. Wojcik adds that he has been in contact with many colleges and universities in an effort to get students credit, or at least prepare them for classes of this nature at the post-secondary level. “Since I have put this idea out there, I have been inundated with e-mails and phone calls from colleges and businesses from Connecticut to Alabama, including the United States Department of Agriculture, to discuss partnerships, employment and funding opportunities.” Contributed by Erie2 Chautauqua Cattaraugus BOCES __________

Jump-a-Thon to benefit Operation Comfort Warrior

On, Thursday, April 11, the Newcomb-Long American Legion Post 928 and the Boys and Girls Club of Lake Shore held a Jump-a-Thon to benefit Operation Comfort Warrior. Andrea Wincenciak, of the Boys and Girls club announced the event and the kids jumped rope for 10 minutes and had friends, family, and neighbors sponsor them. They also participated in a fun obstacle course, a Twister competition, and Wii Hula Hooping. The children were then taught by Krista Harms and Cindy Barone, of the Ladies Auxiliary, healthy snacks like “Ants on a Log” and enjoyed Vitamin water donated by Coca- Cola. There were special prizes for the child that jumped the most in 10 minutes, the Champion of wii hula hooping and the fastest boy and girl for the obstacle course. Each child received a Buffalo Bison baseball ticket to an upcoming game, a pass to the Angola Rollercade, jump rope, frisbee, and pencils. Currently $250 was raised for Operation Comfort Warrior but the kids are still bringing in their sponsor forms. Donations were provided by the Buffalo Sabres, Buffalo Bandits, Buffalo Bisons, Blue Cross and Blue Shield, Anne Smith of Derby, American Legion Post 928, and Coca- Cola. Senator Mark Grisaniti visited Lake Shore Central School for an Earth Day presentation recognizing his support for the District’s Energy Education Initiatives. Senator Grisanti was honored with a certificate of appreciation as well as a framed illustration by Senior Alfonso Butlak IV paying tribute to the Senator’s support of the District.A grant from New York State Senator Mark Grisanti will provide perpetual savings to the Lake Shore Central School District and taxpayers.Senator Grisanti awarded $50,000 in funding to the District in the form of bullet aid for the 2013-14 school year with the designation the funding as being for one-time expenditures.“We were delighted to receive this additional funding and sought to use the money to make a lasting investment in our District,” Superintendent of Schools James Przepasniak said. “Lake Shore has been recognized for our on-going efforts to reduce energy and maintenance costs through energy management and upgrades. Senator Grisanti’s grant allowed Lake Shore to replace exterior lighting at five facilities in the District, continuing our efforts in energy conservation as well as improving safety and security by increasing visibility on our campuses,” Mr. Przepasniak said.It is estimated that the $50,000 grant will generate energy savings of $45,079.45 annually. The lighting upgrades were completed at the Hoag Educational Center, A. J. Schmidt Elementary School, J.T. Waugh Elementary School, Highland Elementary School and District Transportation Bus Garage.“We are grateful for any support and assistance that Lake Shore receives from our elected officials and this grant enabled us to continue an initiative that allows us to direct reoccurring savings to our educational programming – directly benefitting our students,” Mr. Przepasniak said. The Lake Shore Central School District was awarded a three-year New York State Education Department School District Management Efficiency Award Program grant that was based on efficiencies in operations and now funds an energy conservation initiative and program. The energy conservation program has saved the District $167,088.39 in the last 14 months and fully supports the position of energy specialist in the District.The District is committed to maintaining and improving efficiencies in the future. The bullet-aid from Senator Grisanti in this current year will continue the efficiencies funded by this grant award will generate additional energy savings that will be gained and measured over the next decade. Senator Grisanti is currently serving his second two-year term as an elected member of the New York State Senate. First elected to office in 2010, he was successful in his run for re-election in 2012. He represents the 60th Senate District, which includes parts of the City of Buffalo as well as communities in both the Northtowns and the Southtowns areas of Western New York. He serves as chairman of the Environmental Conservation Committee and currently sits on the Finance, Cities, Cultural Affairs,

Rural Transit Service Recognizes Dedicated Volunteers

On Wednesday, April 23fd Rural Transit Service recognized over 130 volunteers at their annual luncheon held at lIio DiPaolos in Blasdell. Rural Transit Service is a non-profit transportation service that operates in many towns throughout Erie County. They service the elderly, disabled and low/ moderate income residents. Their service provides transportation for medical, grocery shopping, banking and personal business trips, with medical taking priority. Transportation has become a serious problem for many citizens throughout Erie County. As families move away and independence becomes a greater challenge for seniors and with increasing transportation costs, the need for Rural Transit Service arises. Rural Transit Service gives independence, companionship, and security to their riders. "Since I cannot drive and live alone, I would have difficulty in shopping and keeping medical appointments. I would be lost without the van. Thank you so much," voiced a client. Rural Transit Service is asking anyone who hears about their service to get the word out to all of those eligible - "We want everyone eligible to use our service." Volunteer's help Rural Transit by being dispatchers, drivers and driver aides. Rural Transit Service is totally volunteer driven! Many retired and non-retired residents volunteer. The hours of operations are from 8:00 AM - 4:00 PM, Monday through Friday. Rural Transit Service is currently accepting applications for volunteers all across Erie County. Drivers, driver aides and dispatchers work four hour shifts: 8:00 AM - 12:00 PM or 12:00 PM - 4:00 PM., one day a week. "I feel by volunteering, I'm giving back to the community," one volunteer was quoted saying. Any volunteer who can donate Rural Transit any amount of their time is greatly appreciated. Member of the Month at the Boys & Girls Club of Lake Shore

The Boys and Girls Club of Lake Shore is proud to announce Jada Capitano-Brant and Casey Taylor as Members of the Month (MOTM) for March. Every month Club Staff deliberate and choose members that are trustworthy, respectful, responsible, fair, caring, and good citizens at the Club. In addition to having positive character values, the MOTM should participate in a variety of the programs offered at the Club such as sports and games, arts and crafts, Power Hour and Project Learn, Cooking Club, Experiment Club, etc. Jada is in fourth grade at John T. Waugh Elementary. Her teacher is Mrs. Wegrzynowski. Jada’s favorite food is apples and her favorite color is purple. When Jada is at the Club she likes to play on the computers in the Power Hour/ Computer Lab. Jada has attended the Club for two years. Over the past two years, Jada has matured and we have seen her blossom into a responsible and kind young lady. Casey is a fourth grade student in Mrs. Philarom’s class at Highland Elementary. His favorite subject is math. Casey’s favorite food is eggs and he enjoys riding his bike. When Casey is at the Club he likes to hang out in the Lounge. He likes it because it is quiet in that area and he likes to play pool. Casey has been a member at the Club for three years. Casey is always kind to fellow members and respectful of Staff. He is also a good sport when he participates in the gym or other games around the Club. Also pictured with the Members of the Month is the Club’s Student of the month, Kailey Ellis. Kailey completes her homework in the Power Hour room every day that she attends the Club. While Kailey is at the Club, she always completes her homework as soon as she arrives and participates in the various Project Learn extra credit activities. Kailey has shown improvement on her spelling skills since the beginning of the school year by participating in the Club’s weekly spelling bees. Kailey has earned over 95 “Power Points” for this past programming cycle which means she has earned a spot to participate in the Power Hour Pizza Party! Kailey is in fifth grade at Highland Elementary. While Kailey is at the Club she likes to hang out with her friends. After Kailey finishes her homework you may be able to find her singing karaoke in the lounge or being creative in the art room. Once again, the Lake Shore Freshman Academy sponsored "Dress to Impress" Fridays for all 9th-grade students as an effort to teach them the importance of dressing professionally. In Lake Shore 2017: Freshmen Seminar, students are learning the value of social skills as life skills in both their professional and personal lives. These skills not only will open doors for them, but they will also prevent common, social problems that teens often experience. Specifically, they have also been busy learning how to interview, how to create resumes and how to dress to impress. Not only did the students look great dressing to impress, but they also were able to create a sense of class camaraderie by uniting together as one, professional class. The Academy would like to thank our administration and staff for their encouragement with this great tradition, and we know our students are learning great, life lessons. Lake Shore Track Athletes Honor Earth Day!

Over 120 varsity track and field athletes participated in our 5th Annual Campus Clean-Up this year in honor of Earth Day. In collaboration with the Lake Shore Buildings and Grounds’ department, track and field athletes were given bags, direction and went to work! In about 30 minutes, the team had the entire high school campus looking clean and trash-free. In Loving Memory of Our Years Together ... Frederick Garrasi III was a resident of Angola, NY and died May 3, 2013 in a tragic motorcycle accident on Route 5 in Hamburg. He was the loving son of Frederick Garrasi Jr. and Renee Garrasi as well as the dear brother of Ashley and Kelsey Garrasi. We wanted to reflect and cherish all the loving times we remember with him and show just how much of a life he packed into just 24 years. Freddy was his father’s best helper and was well loved by all who knew him. We were always so proud of him and all his accomplishments. He was known for many positive things, but it was mainly his big heart, smile and sense of humor that we miss. Fred was a great person who always went out of his way to help friends and family. He was a proud Christian who was baptized, confirmed, and served as an acolyte at St. Bartholomew’s Anglican Church in Tonawanda for 5 years. He also attended Kingdom Bound Festival at Darien Lake with his church’s youth group for 10 years. By the age of 18 Freddy had sponsored two poor boys from “Compassion International,” a Christian sponsorship program. He also started boy scouts in the 1st grade, troop #528, and eventually earned his Eagle Scout at 18 which also made us very proud. In 5th grade, Freddy started playing the saxophone and joined chorus, which he did until he graduated. When he was 12 years old, in the 6th grade, he took 1st place in a chess tournament in Buffalo. He also enjoyed many sports playing throughout school, and earned varsity letters in soccer, (which he started at the age of 5), high school track and field, swimming and diving. When Fred turned 16 he was a life guard for the Town of Evans for 5 years when he became a Captain as well. After he graduated from Lake Shore Senior High School at age 18, he worked for Claddagh Commission for a few years. Fred’s first year in college he was on the track and field team at ECC and went to Nationals to take 6th place for the men’s decathlon. He then graduated with an Associate’s degree in Liberal Arts and Science in January 2010. Later, he was accepted into the Erie County Police Academy, paying his own way so he could apply for a job in law enforcement. He first started working as a security guard at Erie Community College, which he loved. He also worked at the same time as an undercover security officer for Top’s Friendly Markets, and worked as a dispatcher for the Eden Police department. Freddy was sworn into the Town of Evans Police Department for part-time work on January 2nd, 2012. On February 6th, 2013 he was hired as a full-time Police officer. His dream finally came true, thanks to all of his discipline and hard work. It’s hard to believe that it’s been a full year since God called our son home. We know that he is now one of God’s Angels because he was such a wonderful person and had such a beautiful soul. We know he now protects and watches over us, but we want him to know that he is missed every single day. Freddy, we miss your smile, laugh, personality, kindness and your wisdom. You are loved and missed greatly!

his issue of the Eagle Express highlights the proposed Lake Shore Central School District budget for the 2014-2015 school year (Proposition One), the District Vehicle Purchase Referendum (Proposition Two), and information on candidates seeking election to the Board of Education and voter qualifications. Residents now have the opportunity to join voters across the state in the annual school budget vote and school budget elections on Tuesday, May 20, 2014. The 2014-15 Proposed Budget for the Lake Shore Central School District will support our students’ educational programs, fund state and federal education mandates and meet operating costs and contractual obligations for the coming school year.

For estimation, residents with a $100,000 home, can expect the estimated annual tax increase before STAR to be $24.48 – NYS Tax Freeze rebate is estimated to be $24.96 on the same home (minimum of 1.46% over last year). Lake Shore Budget Facts: 

The proposed 2014-2015 budget reflects a budget-to-budget tax levy increase of 1.43% or $233,153 and is under the NYS Tax Cap Levy.

The proposed 2014-2015 budget includes $400,000 less in fund balance application to operations and draws $3.5 million dollars from fund balance reserves to meet funding gaps to support operations.

The proposed budget includes reductions with retirements, elimination of accountant position in Business Office (work moved to BOCES CBO), elimination of proposed groundskeeper position, reduction of a social worker in the Family Support Center, reduction of a secondary Social Studies teacher, a secondary Science teacher, a Reading teacher, elimination of elementary ALPHA program, reduction of a .2 FTE Art teacher. Other reductions may be made based on course enrollments, Arts in Ed and Alternative Education slots through BOCES.

While costs have increased (Major items impacting the spending plan include: Employee benefits including pension costs (TRS & ERS), health insurance premiums, salary increases, BOCES costs, and Gap Elimination Aid cut from State Aid ) the District has made reductions in staffing, services and programs to offset much of the unfunded increases.

Proposition Two will authorize the purchase of two-full size buses and three 30-passenger buse swith the local share of the cost being paid by savings and revenue from the sale of out-of-service buses.

The New York State School Report Card shows that Lake Shore has a lower per pupil expenditure in general education than NYS similar schools or the average of NYS schools. Special Education spending per pupil is also lower than the average of NYS schools.

The District has received the highest designation possible from the New York State Education Department. Lake Shore is designated as a “District in Good Standing.” This ranking is based on academic performance and established criteria in the NYS Report Card.

Proposition 2: Vehicle Purchase Shall the following resolution be adopted, to wit: RESOLVED, that the Board of Education of the Evans-Brant (Lake Shore) Central School District is hereby authorized to purchase the following replacement vehicles for use by the District in the transportation of students and general use by the district: two (2) full size diesel 71-passenger school buses at an estimated cost of $115,251.50 each, for a total of $230,503.00; and three (3) 30-passenger gasoline school buses at an estimated cost of $55,144.00 each, for a total of $165.432.00, for a maximum aggregate cost of $395,935.00, less trade-in value, if any; with such cost of such acquisition being raised by the levy of a tax upon the taxable property of the District to be collected in annual installments as provided in Section 416 of the Education Law, with such tax to be partially offset by State aid available therefore, and, in anticipation of such tax, by the issuance of debt obligations of the District as may be necessary, not to exceed such maximum aggregate cost.

“MEET THE CANDIDATES & BUDGET HEARING NIGHT”--Tuesday, May 13, 2014 Meet the Candidates & Budget Hearing Night is scheduled for Tuesday, May 13th at 6 p.m. and 7 p.m. respectively in the Lake Shore Senior High Library Media Center. There are two (2) Board of Education candidates seeking two seats on the Board of Education. At 6 p.m. each candidate will be introduced to the public. A student representative will read the prepared biography for each candidate who will then present their platform for becoming a candidate for the Board. The floor will then be open to the public for questions to individual candidates. If there are no questions from the floor and/or if time remains, there will be a casual meet and greet with the candidates. At 7 p.m. the District Clerk will call the Budget Hearing/Work Session to order. The Assistant Superintendent for Administration and Finance and Superintendent of Schools will then present an overview of the District's proposed 2014-15 Budget, followed by a question and answer period. The public hearing replaces the annual meeting as the forum for presentation of the proposed budget to the voters per School Law. yan Badaszewski-Scritchfield has been a resident of Evans for 42 years. She attended Lake Shore School District for her full academic tenure. From there, she attended Canisius College in Buffalo, NY where she received her Bachelor’s Degree in English Education. She then went on to complete her Master’s Degree in the field of Education at the University of Buffalo. She became a full time English teacher 22 years ago and enjoys a highly rewarding career with the West Seneca School District. As an avid proponent of education, Dyan has pioneered many programs and consistently seeks out methodology and strategy to add to her pedagogical artillery. Dyan has been married to Michael Scritchfield for twenty years, who also attended Lake Shore for the duration of his academic career and their two daughters, Megan and Mariah, are currently enrolled in Lake Shore as well. Mariah will be entering the Senior High in September and Megan will be graduating in June. Dyan’s close ties to this school and community have prompted her to not only serve on the Board of Education previously, she will now seek re-election after taking a one year hiatus to put personal family matters in order. Mrs. CARLA THOMPSON

s an educator for over 30 years, Mrs. Carla Thompson is well qualified to offer an educational perspective to the Board of Education. Having served on the Board for the past six years, she is experienced at handling the issues that come before the Board. Mrs. Thompson’s educational experience includes teaching English, 8-12, working with NYS Standards, the new Common Core Standards, K-12 curriculum, and State assessments. She has provided professional development workshops for teachers throughout western NY. Also, Mrs. Thompson is a National Board and Advanced Placement-certified teacher of English Language Arts. As a six-year member of the LS BOE, she has attended several workshops on School Board Governance, Fiscal Responsibility, School Law, Common Core, Module Teaching, and APPR. She has been recognized for her exemplary participation in the NYS School Board Association’s School Board Institute. She participated in the LS Redistricting committee, Budget subcommittee, and has been an alternate delegate to the Erie County School Board Association Finance committee. Mrs. Thompson has been a Resident of the Town of Evans for over 30 years. With her children having graduated from Lake Shore, she is dedicated to seeing that Lake Shore continues offering students the best education possible.

Applications for Absentee Ballots are available The District Clerk will automatically mail an Absentee Ballot to each voter whose registration record on file with the county board of elections is marked “permanently disabled”. All other voters must submit an application prior to obtaining an absentee ballot. An Application for Absentee Ballot can be picked up from the District Clerk’s Office between the hours of 8 a.m. and 4 p.m. The Application must be received by the District Clerk at least 7 days before (May 13, 2014) the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Absentee Ballots must be received by the District Clerk by 5:00 p.m. on the day of the vote (May 20, 2014).

Senator Mark Grisaniti visited Lake Shore Central School for an Earth Day presentation recognizing his support for the District's Energy Education Initiatives. Senator Grisanti was honored with a certificate of appreciation as well as a framed illustration by Senior Alfonso Butlak IV paying tribute to the  Senator's support of the District. The District has saved more than $180,000 through the Energy Education Program.

A voter must not be otherwise prohibited from voting pursuant to Education Law Section 5106.

The Southtowns Catholic School track season began with a huge win at their first Track Meet. SCS finished with a total score of 318 points. The second place school finished with 256 points. Southtowns Catholic School and the parishioners of Saint John Paul II celebrated the canonization of two very important men who served the church faithfully as Pope: Angelo Roncalli (John XXIII) and Karol Wojytla (John Paul II). At the Mass, Bishop Kmiec blessed special commemorative coins of the canonization and five specially commissioned wooden reliefs of historic moments of Pope John Paul II’s papacy that are hung in the sanctuary. The Mass also celebrated the church name becoming Saint John Paul II.
