Minister-Counselor/Head of Commercial Attache Section at the Korean Embassy in the U.S. Han-Koo Yeo is currently serving as Minister-Counselor and Head of the Commercial Attache Section at the Korean Embassy in Washington, D.C., covering trade, industry and energy issues between Korea and the United States. In particular, since September 2017, he has participated in amending the Korea-U.S. Free Trade Agreement and negotiating an exemption from the Section 232 steel tariffs.

Opportunities and Challenges in U.S. & Korean Markets – Focus on Small and Medium-sized Enterprises

Mr. Yeo has served in the Korean government for 25 years, working in a variety of policy areas including trade, investment, industry, small and medium enterprises, energy and climate change. In particular, since 2016, he served as Director General of the Trade Policy Bureau, Director General for the FTA Policy Bureau, and as chief of the Office of Trans-Pacific Partnership at the Ministry of Trade, Industry & Energy. He successfully concluded the Korea-Central America FTA in November 2016 as chief negotiator, and also was the chief negotiator of the ongoing Korea-Israel FTA. Between 2010 to 2014, Mr. Yeo was seconded to the World Bank Group, serving as Senior Investment Policy Officer of the Investment Climate Department at the International Finance Corporation.

Dr. Dukgeun Ahn

Carlos J. Valderrama

Dukgeun Ahn is a Professor of International Trade Law and Policy and the Associate Dean in the Graduate School of International Studies (GSIS), Seoul National University.

Carlos J. Valderrama is responsible for developing and implementing programs to create employment and economic growth by fostering global trade and investment for Los Angeles Metropolitan Area businesses; and is one of the founders of the Los Angeles Regional Export Council (LARExC).

Professor of Int’l Trade Law and Policy, Seoul National University

Professor Ahn has taught at various universities including Singapore National University, University of Hong Kong, University of Barcelona in Spain, World Trade Institute in Switzerland and the KDI School of Public Policy and Management in Korea. In addition, he has advised several developing country governments, international organizations as well as various Korean ministries on trade law and policy issues such as World Trade Organization (WTO) disputes, trade negotiations and trade policy making. Professor Ahn is currently working, among others, as a Commissioner of the Korea Trade Commission, and served as a Member of the National Economic Advisory Council, the constitutional body chaired by the President of Korea. He is listed as a panelist candidate for the WTO dispute settlement body, as well as the Korea-U.S. FTA and Korea-EU FTA. Professor Ahn holds both a Ph.D. in Economics and J.D. (Member of New York Bar) from the University of Michigan.

President of the Center for Global Trade & Foreign Investment, Los Angeles Area Chamber of Commerce

Mr. Valderrama has served as the Director of Latin American Operations for two prominent law firms in Los Angeles. He was responsible for structuring joint ventures, mergers and acquisitions, exporting, importing and investment business relationships between U.S., European, Pacific Rim and Latin American firms. He has held executive positions with General Telephone Electronics GTE Overseas Groups in Brazil and Panama, as the Marketing Manager and General Manager respectively. Mr. Valderrama was appointed by and represented Governors George Deukmejian and Pete Wilson as the California Trade Representative in Mexico and Latin America. He was assigned with the opening and organization of the California Trade and Investment Office in Mexico City where he promoted state exports and joint ventures between California and Mexico. He also served as the Director of the Office of Export Development, managing programs promoting California products and services worldwide, in addition to overseeing the operational activities of the state’s overseas trade and investment offices. Mr. Valderrama was appointed by Gov. Edmund G. Brown to the International Trade and Investment Advisory Council, and was recently appointed to serve on the U.S. Chamber of Commerce’s International Policy Committee. He is currently working with Mayor Eric Garcetti in developing, organizing and implementing foreign trade missions, and attracting foreign investment to the region.

Richard Malcolm Swanson Jr.

Richard Malcolm Swanson Jr. is the Director of the Pacific South Network (Region) of the U.S. Field Operations of the U.S. & Foreign & Commercial Service (US&FCS). The US&FCS is the Export Promotion and Foreign Direct Investment arm of the International Trade Administration within the U.S. Department of Commerce. Richard oversees Nevada, California including the Mexico border, and Hawaii, including Guam and other U.S. territories, through a network of industry, tradecraft, and regional specialists within the U.S. Export Assistance Centers in major metro economic areas.

Michael Beeman serves as Assistant U.S. Trade Representative (AUSTR) for Japan, Korea and APEC. From 2004-14, he served in various positions at USTR, including Deputy Assistant U.S. Trade Representative for Japan and Acting AUSTR for Japan, Korea and APEC. From 2015-16, he was Senior Advisor to the U.S.-Japan Business Council and the U.S.-Korea Business Council where he supported the promotion of American goods and services exports.

Mr. Swanson has worked with the US&FCS for over 28 years and started as an unpaid intern back in February, 1990. Mr. Swanson holds a Bachelor’s Degree from Cal State Fullerton in Int’l Business with a minor in Spanish and a Masters of Public Administration in local economic development from Long Beach State. He has studied Spanish in Morelia, Michoacan. He has been an adjunct professor at the Cal State University system for a number of years teaching international business. Richard has participated in many industry-related domestic and international trade events in the United States, Asia, Latin America, Europe and the Middle East. Mr. Swanson served as acting Senior Commercial Attaché for the U.S. Embassy in Tel Aviv, Israel in 2001. Richard has been a global team leader for the ICT sector and Europe teams, respectively. He has also served on the Aerospace & Defense and Education & Training teams as well. Richard received the Commerce Department’s Bronze Award in 2006 for his work on “Imagine Asia” helping to promote the US entertainment industry with Hong Kong.

Assistant U.S. Trade Representative for Japan, Korea, and APEC

He began his Federal Government service in 1998 at the U.S. Department of Commerce, where he served from 2001-03 as Special Advisor to the Assistant Secretary for Trade Development. He was an Advisor to the U.S. Executive Director to the World Bank from 2003-04. He received a D.Phil. (Ph.D.) in Politics from the University of Oxford in 1998, focusing on Japan's political economy and the politics of antitrust policy. He received a masters degree in International Relations from Johns Hopkins University (SAIS) in 1991 and a bachelors degree from Southern Methodist University in 1988. He has been a Fulbright Fellow in Japan (1991-92), a Monbusho Fellow at the University of Tokyo (1996-97), and an Advanced Research Fellow at Harvard University (1997-98). A native of Dallas, Texas, he is married with two children.

On a personal level, Richard is a native of California who was born in San Diego and now living in Laguna Niguel, California with his wife, who he met at college, and their two daughters, one in high school and the other in college.

SPEAKERS Chul Chung, Ph.D.

Senior Vice President Korea Institute for International Economic Policy (KIEP) Chul Chung is senior vice president of the Korea Institute for International Economic Policy (KIEP), and vice chair of the Korea National Committee for Pacific Economic Cooperation (KOPEC). Dr. Chung served as trade advisor to the Minister of Trade, Industry, and Energy of the Korean government. He is a member of the Long Term Strategy Committee chaired by the Deputy Prime Minister, and a Policy Advisory Committee member of the Ministry of Foreign Affairs. Dr. Chung is serving as the editor-in-chief of the East Asian Economic Review after having served as the editor-in-chief of the Journal of International Trade and Industry Studies. He has served as vice president of the Korean Association of Trade and Industry Studies since 2015. Prior to joining KIEP, he taught international economics as a professor in the School of Economics at Georgia Tech in the United States. He also held an adjunct professorship in the Graduate School of International Studies at Seoul National University. While on leave from KIEP (2009−2012), Dr. Chung worked on the ratification of the Korea-US FTA as chief economist of the Korea International Trade Association (KITA) in Washington, DC. He has published numerous academic articles and policy research papers on international trade, economic geography, and regional economic integration including APEC studies. He received his Ph.D. in Economics from the University of Michigan, Ann Arbor.

SPEAKERS Troy Stangarone

Senior Director Congressional Affairs and Trade, Korea Economic Institute of America (KEI) Troy Stangarone is the Senior Director of Congressional Affairs and Trade at the Korea Economic Institute of America (KEI). He focuses on issues pertaining to U.S.-Korea relations, South Korea’s foreign and economic policy, and North Korea. He has worked on Korea related issues for more than a decade. He also serves as editor for Korea’s Economy and KEI’s blog, The Peninsula. He was a 2012-2013 Council on Foreign Relations International Affairs Fellow in South Korea, sponsored by the Asian Institute for Policy Studies. In addition to his work at KEI, Mr. Stangarone is a member of the George Mason University | Korea President’s Advisory Board, the International Council of Korean Studies Board, and the Korea-America Student Conference’s National Advisory Committee. His work has appeared in Foreign Policy, The National Interest, and the East Asia Forum, among other publications. He has also been quoted in the Wall Street Journal, New York Times, LA Times, and has appeared as a commentator on networks such a Bloomberg News and CNBC Asia. Prior to joining KEI, Mr. Stangarone worked on Capitol Hill for Senator Robert Torricelli on issues relating to foreign affairs and trade. He holds a MSc. in International Relations from the London School of Economics and Political Science, and a B.A. in Political Science and Economics from the University of Memphis.

Dr. Sung Sohn

GUY FOX, MBA, LCB

Dr. Sohn is an internationally renowned economist, a professor at California State University Channel Islands, and Director of the Institute for Global Economic Research (IGER) forecasting economic and investment conditions in the Pacific-rim countries.

Guy Fox is Chairman Emeritus of the District Export Council of Southern California, appointed by the Secretary of Commerce of the United States. Fox is also Chairman of the Board for the International Seafarers Center for the Ports of Long Beach and Los Angeles.

Dr. Sohn was the President and Chief Executive Officer of Hanmi Financial Corporation, a commercial bank in Los Angeles, California. Before joining Hanmi in 2005, Dr. Sohn was an Executive Vice President and Chief Economic Officer at Wells Fargo Bank. Dr. Sohn also serves as Commissioner for LACERS (Los Angeles City Employee Retirement System) and Chair of the Investment Committee, managing $18 billion in assets. He serves on the Board of Directors for Western Alliance Bancorporation, and the National Association of Corporate Directors of Southern California. Dr. Sohn was a commissioner of the Port of Los Angeles, our nation’s largest seaport. Prior to Wells Fargo, Dr. Sohn was a Senior Economist on the President's Council of Economic Advisors in the White House. He was responsible for economic and legislative matters pertaining to The Federal Reserve and financial markets. In 2001, Bloomberg News selected Dr. Sohn as one of the five most accurate forecasters in the United States. In 2002, Blue Chip Publications picked him as the most accurate forecaster for the western states, and he was named to Time Magazine's Board of Economists. In 2006, The Wall Street Journal featured a story naming Dr. Sohn as the most accurate economist in the United States. This is the most prestigious honor in the economics profession. Dr. Sohn was chosen as one of the 100 most influential Minnesotans of the 20th century by the state’s largest daily newspaper, The Star Tribune, and is the author of two books: Global Financial Crisis and Exit Strategy (2009) and The New Economy (2014).

Chairman Emeritus of the District Export Council of Southern California

Fox has been actively involved in the international trade community of Southern California and is considered one of the most influential individuals in international trade. Fox has appeared on CNN News, Bloomberg News, and the Art Levine talk show speaking on issues related to international trade. Fox is the recipient of many international trade awards including the Stanley T. Olafson Bronze Plaque Award - the most prestigious award in International Trade, the Marjorie Shostak Award from the Foreign Trade Association, and the Distinguished Service Award for World Trade Week. He was also the Honoree for the Maritime Industry Salute and the Guy Fox Award named after him by the Women In International Trade. Fox was awarded a “Certificate of Appreciation” by the Consul General of the Republic of Korea Hyun-nyung Kim for his vision and exemplary leadership and enhancing the relations between the Republic of Korea and the United States, and for his invaluable support for the promotion of the Korea-US Free Trade Agreement. Fox has received a Presidential Key Executive Master of Business Administration Degree from Pepperdine University, and is a licensed customhouse broker. He has received a Certificate of Completion from the International Institute of Studies and Training, in Tokyo, Japan on the economics of Japan.

Dr. Sohn was educated at the University of Pittsburgh and Harvard Business School.

Kevin Klowden

Brian Peck

Kevin Klowden is executive director of the Milken Institute's Center for Regional Economics and California Center where he is also the managing economist. He focuses on issues connected to job creation, technology-based development, small business access to capital, and California's role in the global economy. Klowden is the lead author of numerous publications, including "A Hollywood Exit: What California Must Do to Remain Competitive in Entertainment and Keep Jobs" as well as "Strategies for Expanding California's Exports" and “A Golden Opportunity with China: How California Can Become an Even Bigger Destination for Chinese Foreign Investment.”

Brian Peck is currently the Director of the Transnational Law and Business Center at the USC Gould School of Law and teaches international trade law & policy, global regulatory compliance and international intellectual property.

Executive Director, Milken Institute's Center for Regional Economics and California Center

He has written about the importance of a skilled and educated workforce in maintaining regional competitiveness, and the need for increasing exports by small and mid-sized businesses to grow the economy. A frequent speaker, he currently serves on multiple advisory boards, including the Los Angeles Regional Export Council, and particularly as Chair of the Trade Finance Advisory Council for the U.S. Department of Commerce. Klowden holds graduate degrees from the University of Chicago and London School of Economics, where he studied Asian financial centers and foreign direct investment.

Director of the Center for Transnational Law and Business Assistant Adjunct Professor, USC Gould School of Law

In 2013, Brian was appointed by California Governor Edmund G. Brown, Jr., to serve as deputy director in charge of international affairs and business development for the Governor’s Office. In this capacity, Brian negotiated bilateral trade and investment MOUs between the state of California and Mexico, Japan, and Chinese subnational governments. Brian served as Senior Director for Intellectual Property, and Director of Japanese Affairs at USTR. He was the lead negotiator for the IP chapters in several U.S. FTAs, and led the U.S. delegation at the WTO TRIPS Council meetings. Brian also co-chaired the U.S.-Japan IT Working Group, and worked on regulatory reform initiatives for Japan’s IP rights legal regime, IT, e-commerce, and telecommunication sectors. He also led bilateral talks with several Asian countries under the WTO Doha Development Agenda negotiations to liberalize market access for services. Brian was an attorney-advisor at the U.S. Department of Commerce, where he participated in a number of antidumping and countervailing duty cases, including litigation before the U.S. Court of International Trade as well as NAFTA and WTO dispute settlement panels. In his private practice Brian advised multi-national clients on international trade law, regulatory and compliance matters, international government and policy affairs, and global IP asset management. Brian received his law degree, cum laude, from the University of San Diego School of Law and his BA degree from UC Berkeley.
