A mid-week visit to Manatee Beach in Holmes Beach found a quartet of students from Indianapolis among those enjoying a beautiful beach day.

ANNA MARIA – According to Mayor Dan Murphy, two concrete pier pilings recently fractured and the cause of one of the piling fractures remained unknown at week’s end.

Murphy provided city commissioners with a pier construction update on Thursday, March 28.

“We will have divers on the pier this weekend inspecting the pilings. We had two pilings that failed. One failed because it was hit by a barge and it fractured the piling. The second piling failed during the process of being driven and we don’t really have the root cause of that failure yet. We do have experts looking at it. Was it a faulty piling, was there an obstruction, was there some other event that occurred during the pile driving process that caused that?” the mayor said.

Murphy said both piling failures occurred at the T-end of the pier.

ANOTHER WORK DAY LOST

The i+iconSoutheast construction crew lost another day’s work due to windy conditions and rough seas on Wednesday, March 27. Prior to that, the mayor

and city commission recently denied the construction company’s request to extend its completion deadline by nine days due to previous work days lost for similar weather conditions. City officials said those types of conditions on Tampa Bay should have been anticipated and accounted for when bidding on the project.

Noise lawsuit reopened A lawsuit between residents Richard and Margie Motzer and the city of Holmes Beach has been reopened just days after the court ruled in the city’s favor. Documents from the Manatee County Clerk of Court show that after the Jan. 24 hearing, Judge Charles Sniffen ruled March 15 in the city’s favor to dismiss the suit brought by the Motzers requesting the court to require the city to enforce its noise ordinance. The case was reopened March 22 with the Motzers asking for clarification about why their motion for a writ of mandamus was denied by the court. No response from the court or city was recorded as of press time.

Scholarships awarded Kiwanis Club of Anna Maria Island will present four $1,000 scholarships to members of the K Club at the SCF Collegiate School at the 8:30 a.m. meeting on Saturday, April 6 at Anna Maria Beach Café. The recipients Elise Hussey, My Hugnh, Riley Lewellen and Will Prather along with their parents will attend the meeting to receive their scholarships.

New filing in tree house case

HOLMES BEACH – A new battle is beginning in the ongoing war between the city of Holmes Beach and tree house owners Richard Hazen and Lynn Tran.

A summons was received at Holmes Beach City Hall March 27 informing city leaders that they have 21 days to respond to a new suit. According to the summons, Hazen and Tran have filed a case against the city and the Florida Department of Environmental Protection (DEP)alleging violation of civil and constitutional rights.

The suit, filed in the United States District Court for the Middle District of Florida, Tampa division, says the owners allege the violation of their rights due

to the ongoing attempts by the city to remove the tree house and prohibit the construction of future similar structures on their property. The suit also alleges a violation of the couple’s rights due to ongoing efforts by the city to claim damages and relief for the ongoing legal fees incurred because of the case.

Due to a previous code enforcement board ruling, daily fines are stacking up against the tree house owners. Currently, those fines exceed $65,000 and are a part of the financial recompense city leaders are seeking from Tran and Hazen.

The two-story tree house was built beachfront near the Angelinos Sea Lodge in 2011 by Tran and Hazen and cost approximately $28,000 to build. Issues between the city and the owners arose

when it was discovered that the couple did not get a permit from the city to build the tree house.

The owners argue that they contacted the city’s building department and were told a permit was not necessary. When trying to get an after the fact permit, their application was denied by former Building Official Jim McGuinness because he said the structure could not be brought up to current codes and made ADA compliant as it is. The tree house also is located on the erosion control line, the line across which construction is not allowed without a DEP permit.

On different matters in the tree house case, three trial dates have been set for Tran and Hazen versus the city beginning in mid-April in Manatee County Circuit Court.

Bazzy efforts recognized

City commissioners passed the final reading of an ordinance consolidating the city’s three definitions of a bedroom into one cohesive definition. Now, when building a home in Holmes Beach, builders will have to ensure that a bedroom is separated from the main living area of the home, is at least 70 square feet and has a built-in closet that is at least six feet tall with a minimum of eight square feet of floor space. Bedrooms also are required to meet all provisions of the Florida Building Code including having windows or a secondary door that can be used for egress in an emergency situation and smoke and carbon monoxide alarms.

Mayor John Chappie recently presented Bradenton Beach Marina president Mike Bazzy with a certificate of appreciation last week for creating the inaugural holiday boat parade that took place in December. “I don’t think we’ve ever so many people on the city pier. I know it was pretty much you and your business that really got behind it. You brought so many people to our community and it was all positive and family-friendly. Thank You,” Chappie said. “We’ll do better next year too,” Bazzy told the mayor.

Coquina Beach south parking lot closing Monday

BRADENTON BEACH – Parking spaces at Coquina Beach will become a little more scarce when the south parking lot closes on Monday, April 1.

The south parking lot is closing for up to a year to accommodate stormwater drainage and parking improvements that Manatee County is making to the county-owned beach located within the Bradenton Beach city limits.

The two-phase project is designed to improve drainage and reduce the flooding and standing water that accumulates when it rains.

The phase one improvements are scheduled for completion

by Spring 2020. The phase two improvements will then commence at the north end parking areas.

According to acting Mana-

tee County Public Works Director Chad Butzow, the finished project also will produce 865 striped parking spaces. The beach parking areas are not currently designated by parking stripes and that’s made for an indeterminant number of parking spaces in the past.

“Today the park has shell parking without any markings to delineate parking spaces. When complete, Phase 1 will have 188 parking spaces. When Phase 2 is complete there will be a total of 865 parking spaces at Coquina Beach. Phase 2 will not impact large parking areas like Phase 1 since it can be done in smaller segments over time,” according to the county’s March 28 press release.

“This is a long term and much-needed project,” Butzow said in press release.

The parking lot improvements will be funded largely by tourist tax revenues, as recommended by the Manatee County Tourist Development Council and approved

by Manatee County commissioners.

While the drainage and

parking improvements are being made, Butzow recommends that beachgoers use the free Island trolleys operated by Manatee County Area Transit (MCAT) to get to and from Coquina Beach.

In conjunction with the free trolley service that runs the length of the Island, MCAT

also provides regular and express bus service between the mainland and the Island.

Bradenton Beach Police Chief Sam Speciale doesn’t expect the reduced parking spaces to cause significant parking issues.

“It’ll impact the parking a little bit, but I think they’re doing it at a good time as spring break is winding down. Now everybody will be parking more within the center of the park and people won’t be as spread out,” he said on Friday.

Bradenton Beach Mayor John Chappie appreciates the county’s efforts.

“I think the county’s drainage improvements are an excellent project that will help clean up the stormwater runoff that goes into our estuary. I compliment them on finding the money and doing this worthwhile project,” Chappie said on Friday.

More crosswalks

The “More crosswalks needed” letter published in the March 20, 2019, edition of The AMI Sun justifiably advocates improving public and vehicular safety by adding more crosswalks on Marina Drive. More crosswalks should be planned with completion of the new multi-use path construction on Marina and Palm.

Some clarification to the jaywalking and right-of-way discussion is appropriate. Florida law prohibits “jaywalking” by pedestrians only between two adjacent signalized intersections. In those locations, pedestrians may only cross within a marked crosswalk.

Otherwise, pedestrians may cross the roadway at a right angle or the shortest route. At these non-crosswalk locations, pedestrians must yield the rightof-way to vehicles upon the roadway.

However, once pedestrians are in the unmarked roadway, approaching drivers do need to stop or yield to these pedestrians. Drivers cannot justifiably run over them.

City manager not needed Now is the time to move Holmes Beach in a positive direction and not on the backs of taxpayers. The Charter Review Commission was kind enough to invite current and former mayors to answer questions and

get our opinions on a city manager form of government. Former Mayor Johnson did support this at a previous invitation and Mayor Groover-Bryant and myself did not. No city in the county has a city manager. The Town of Longboat Key has a town manager for approximately 7,000 residents who makes close to $192,000.

Our charter currently has a method to get rid of a mayor or commissioner, if they wish, by a citizen-driven petition. The city of Anna Maria was successful when it recalled a commissioner a few years ago. The larger cities of the county do not have a city manager and do not support one.

I ask all voters to look at this unnecessary layer of government and what it's going to cost us taxpayers.

I am asking that the Charter Review Commission instead look at compensating the mayor to take the job as a full time position. We get what we pay for when we pay $1,000 a month for the responsibility of running our city.

Our current mayor has been able to leave her job to devote to the city and I commend her for this.

The city just lost our building official. What is required today is managing departments, planning, plan review and permitting and we set a building official up to fail. The department needs to expand. I thank Mr. McGuinness for his service. It's time to get the right fit/position in our charter for this task.

None of the six cities in Manatee County has a personnel position in their charter. We don't need one either.

I love my city and Island. I am celebrating 50 years of living here. Let's be careful with personal agendas or campaign promises and no actual facts to support a city manager.

BRADENTON BEACH – On Tuesday, March 26, the Bradenton Beach Police Department, the Manatee County Sheriff ’s Office Marine Unit, the U.S. Coast Guard Station Cortez and the Palmetto Police Department conducted a multi-agency vessel enforcement patrol.

According to Bradenton Beach Police Department Det. Sgt. Lenard Diaz, the patrols began at approximately 5:30 a.m. The areas patrolled included the unmanaged anchorage near the Bridge Street Pier in Bradenton Beach and portions of the Manatee River.

Department and Coast Guard’s shared patrol of the anchorage resulted in the police department making one warrant arrest. The department also submitted a capias request to the state for the arrest of a vessel owner for a derelict vessel violation. According to Diaz, the violation pertains to a vessel that does not have an operating motor or any other means to get underway under its own power, which is a violation of state law.

The police department also issued a second offense derelict boat violation to Stephany Alexander, initiated a new derelict vessel investigation, issued four anchor light violation citations, issued four anchor light warnings and assisted the Coast Guard with five vessel safety checks.

The Coast Guard issued two registration violations and one safety equipment (fire extinguisher) violation.

Avenue C projects winding down After more than a year of disruption, Avenue C should be back to normal soon.

BRADENTON BEACH – Avenue C residents should see drainage projects completed before summer, according to city officials.

City commissioners have approved Westra Construction’s request to extend its contract with the city by an additional 90 days. The contract is for the city-funded drainage improvements and driveway restorations taking place along Avenue C. The new, city-funded infiltration trenches are covered with polymer, honeycombed, geogrid soil reinforcement panels and topped with 89 stone, grass, sod or some other surface material.

This is a new approach for the city of Bradenton Beach and a deviation from the past practice of topping the drainage trenches with white, lime rock 57 stone.

City Engineer Lynn Burnett said Westra requested the contract extension to help ensure the best possible transition and connection between Avenue C and the Lay-Z Liv-N condominium complex parking lot.

The county-funded Avenue C paving will complete that section of the county’s force main replacement project.

“In order to have the best finish and tightest lay-in of the geogrid pavers in between the Lay-Z Liv-N driveway and the asphalt, they would like to do the asphalt overlay, let it cure for 30 days, then come in and saw-cut it once it’s cured, lay the pavers and that way it will be a nice clean joint and cut,” Burnett

Burnett said the county-funded final resurfacing of Avenue C will happen after the county does its final testing and inspection of the force main replacement project.

“I’m happy with the work and the progress that they’ve made. Hopefully, we’ll be wrapping this up in the next few weeks and couple of months,” Burnett said.

Westra is doing the city drainage and county force main projects as two separate but congruent projects.

Mayor John Chappie said he's been impressed by the results he's already seen when driving down Avenue C after it rains. He said the rainwater is draining off faster than it did before.

INTERSECTION WRAP-AROUNDS

Burnett said she thinks the commission's previous request for the cityfunded drainage improvements to wrap around the Avenue C intersections can be accomplished at no additional cost.

“I just hope it fixes that ponding that’s been there for years and years. That would make people happy,” Commis-

sioner Ralph Cole said of the drainage improvements.

Commissioner Jake Spooner asked if the geogrid will be fully covered once the pavement is fully resurfaced.

Burnett said yes, but maintenance will be needed if the surface materials are removed by someone squealing their tires or some other means.

Pine Avenue crosswalk discussions continue The new Pine Avenue crosswalks will be installed after the peak tourist season subsides.

ANNA MARIA – The city’s previously-discussed plans to add several new crosswalks along Pine Avenue have been refined and funded, but final approval and project implementation still awaits.

Adopted by the city commission on Thursday, March 28, city resolution R19-744 provides $6,000 from the city’s contingency fund to install eight new crosswalks along the 200 and 300 blocks of Pine Avenue.

As a revision to the plan he previously presented to the commission, Public Works Manager Dean Jones suggests placing an additional crosswalk about 30 feet behind the stop sign at the southern intersection of Pine Avenue and Crescent Drive. This is where the unpaved pedestrian path intersects with Crescent Drive with no crosswalk designating that unmarked crossing point.

During the March 28 commission meeting discussion, Jones said the city doesn’t usually place crosswalks behind the point where the cars stop, but he feels it’s necessary in this case because so many people follow the path across Crescent Drive.

“If the idea is to route people down those paths and away from the street, should we eliminate the crosswalk there?” commission Chair Brian Seymour asked, regarding the existing Crescent Drive sidewalk on that side of the street.

“That’s a consideration, but this is heavily-used also,” Jones said of the existing crosswalk.

Seymour said the whole point of the walking paths installed several years ago as part of the privatelyfunded Pine Avenue Restoration Project was to divert pedestrians further away from Pine Avenue.

Seymour said eliminating the existing Crescent Drive crosswalk might encourage more people to use the walking paths.

Commissioner Doug Copeland said he’d like to see the garbage can, bench and other right of way obstructions placed further back from the street if the existing crosswalk is kept.

“If we’re going to keep people walking out there on the street we need to give them more space,” he said.

Jones said he would analyze this further and come back to the commission again for additional discussion.

As previously discussed, the new crosswalks will be installed where Pine Avenue intersects with Gulf Drive, North Shore Drive, Los Cedros Drive and Crescent Drive.

The safety and parking improvements along the 200-300 blocks of Pine Avenue will also include as a separate and later phase the installation of a designated delivery truck loading and unloading zone across the street from The Donut Experiment and Poppo’s Taqueria. At a certain point in the day, the delivery zone will close and become available for public parking. Planning efforts are also underway to create more street-side parking wherever possible along Pine Avenue.

Charter review committee wraps up The charter review committee recommendations will be presented to the city commission on April 25.

ANNA MARIA – The Anna Maria Charter Review Committee has concluded its review of the city charter and recommends only a few charter amendments for city commissioners to consider.

The city charter serves as the city’s constitution. It establishes the framework for Anna Maria’s city government and sets forth the roles and responsibilities of the city’s elected and appointed officials.

The charter dates back to the city’s original incorporation and requires review by a city commission-appointed charter review committee at least once every five years. The city charter can only be changed via charter amendments supported by the majority of the city’s registered voters during a city election.

RECOMMENDED AMENDMENTS

Originally proposed by Short, the committee recommends adding a provision or provisions to the charter stating a mayor or city commissioner will be removed from office if they violate

the code of ethics for public officials and employees included in Chapter 112 of Florida Statutes.

The charter amendment ballot language will not be written until the commission declares its support or opposition to each of the proposed amendments. Therefore, it has not yet been determined if adding this language to the charter would require one ballot question applicable to the mayor and the commissioners or separate ballot questions for the mayor and the commissioners. Anna Maria’s mayor is not a voting member of the city commission.

The committee also recommends a charter amendment that states in writing the city’s requirement to have an investment plan, as required under Florida Statute Chapter 218.415. The city currently has an investment plan and the additional charter language would require in writing that all future investment of public funds be according to state statutes.

HOLMES BEACH – If you live in Holmes Beach and drive a regular golf cart around town, you now need seatbelts for yourself and every passenger.

Commissioners voted to approve a final reading of an ordinance requiring all golf carts to have seatbelts for drivers and passengers. The ordinance also requires that all children riding in the golf cart be strapped into a child restraint seat appropriate to their size, just like they are in a car.

To help residents understand the new requirements and implement the necessary changes to their golf carts, Holmes Beach Police Chief Bill Tokajer said that no tickets will be given to golf cart drivers whose vehicles are not equipped with seatbelts for a five-month period. The grace period is to allow owners time to get seatbelts installed

and educate the public on just what the new ordinance means for them. The grace period began March 26.

Tokajer noted that residents can get a kit typically for less than $100 to install the seatbelts themselves or take the golf cart to a repair shop where they can be professionally installed.

The ordinance also clarifies language about where golf carts can be driven in the city. Golf carts are only allowed on streets with a speed limit of 25 miles per hour or lower. The regulations for low speed vehicles - those that are registered with the state, have a license plate and insurance - remain unchanged. Low speed vehicles can be driven through the city on streets with a speed limit of 35 miles per hour or lower. A driver’s license is required to operate all golf carts and low speed vehicles in Holmes Beach.

For the purposes of the ordinance, a golf cart is considered a golf cart only if it does not have a license plate and insurance. If a golf cart is registered, it’s considered a low speed vehicle. Holmes Beach is the only Island city that allows unregistered golf carts to be driven on the road.

Holmes Beach responds to FEMA concerns

Resort can now serve alcohol

After a FEMA audit ended with a warning to the city’s building official, city leaders agreed to put an end to permitto-permit redevelopment of non-FEMA compliant homes. With a five-month moratorium in place, commissioners began discussion about permanent regulations during a March 12 work session. Rather than the three-year cumulative requirement tied to the moratorium, commissioners agreed on a one-year cumulative period. When voting on the final reading of the moratorium on March 26, Commissioner Rick Hurst reiterated the need to not exceed a one-year cumulative period.

Under the moratorium and regulations being discussed, homeowners who are doing large-scale renovations can apply for building permits for up to 49 percent of their home’s value, but once that 49 percent is reached, they cannot get another permit for a full year. Still under discussion is the start date for the oneyear rule, whether it will start when the permit or the certificate of completion is issued. The rule, if it passes commission vote, only applies to non-FEMA compliant homes and ground level structures, and does not apply to necessary repairs due to a storm, fire or other involuntary repairs.

Despite concerns from neighboring residents, attorney Michael Connolly sitting in as special magistrate for the city of Holmes Beach, ruled that the owners of the Cedar Cove Resort and Cottages can sell alcohol on the resort property. The catch is that alcohol can only be served to guests at the resort and only at the snack bar from 11 a.m. to 5 p.m. daily.

To control the sale of alcohol, owner Eric Cairns said that guests wishing to purchase alcohol would have to obtain a wristband from the front desk at check in and charge all alcohol purchases to their room. In response to resident concerns, Cairns said he is personally on site at the resort overseeing guests daily and that he doesn’t believe selling alcohol will cause any excessive noise or drinking on the beach. Currently, resort guests are permitted to bring their own alcohol on the premises. Residents opposing the special magistrate ruling have 30 days from March 20 to legally oppose the ruling before it becomes official.

F

ly fishermen and fishermen in general are always seeking ways to improve their enjoyment of the sport. And while that ultimately boils down to learning ways to be more successful at catching fish, it’s not really numbers that drive a fly fisher’s passion. It’s more personal than that. If it were a numbers game, we would still be fishing with live bait and waiting for the fish to find us. Our path to success is paved with mentors and milestones that redefine our personal passage through a life of fly-fishing. It’s experiencing and seeking to understand the natural world and the fish that swim its waters that makes the fly fishing journey so special.

I first picked up a fly rod over 30 years

ago, and over three decades I’ve had many memorable days on the water. When I look back, some of my fondest memories are not about the fish that I’ve caught but the people I’ve met along the way, the personalities I’ve encountered, and the friendships fostered. Fly fishers seem to possess a quality that attracts, entertains and enlightens us. No matter where you are in your evolution as a fly angler, I’m sure you’ve had or will have the same experiences. Over my years of fishing one of the most charismatic individuals I’ve encountered in my time fly-fishing was a Belizean named Lincoln Westby.

I met Westby over a decade ago on a blustery morning in March outside my motel in Hopkins, Belize. Due to a strong cold front that had blown through the day before, my transfer to his Blue Horizon Lodge had been delayed. When he asked if I was going to the lodge, I wasn’t sure if he was a guide, the owner, or merely a taxi driver. Little did I know that this unassuming man would, in less than a week, teach me more about

permit fishing than I had assimilated in over 10 years of stalking this “holy grail” of fly fishing.

Westby’s spry demeanor and sparkling eyes belied his six-plus decades. A Belizean by birth, he has fished the coastal waters of Belize since he was a child. He began his fishing career as a commercial diver and fisherman before following his brothers Joel and David as guides to American spin anglers in the late 60s. Except for a stint in the British Army from 1961 to 1967, and two years working on a research ship in Bermuda, he has dedicated his life to learning the ways of the permit, tarpon and bonefish. After working as a guide and manager at nearly every lodge on the Belize coast, Westby had the passion to have his own lodge. With the help and counsel of Will Bauer (now deceased), a longtime permit angler and former Belize lodge owner, the vision of the Blue Horizon Lodge was born.

If you couldn’t tell by the traffic, season is in full swing here on Anna Maria Island. It seems that all the captains are booked with fishing trips, and the waterways are getting pretty clogged up. But we here at Anna Maria charters have been able to find good fish and tucked away places to make our clients happy. In the inshore fishing has been great lately. There seems to be an abundance of snook that are ready to take a bait around. Mangroves and shallow flats will be the target areas.

We’ve been doing a ton of fly fishing charters lately. snook, redfish and trout are the primary targets. But on occasion, we’ll target larger offshore species like amberjack, kingfish and barracuda. The flies I tie for these animals vary. From chartreuse and white Clousers for snook, to larger bodied flies and poppers for 'cuda.

Westby and his common-law wife Pearline leased a small mangrove island from the government with an option to buy. The island was inundated with water on high tides and it took over six months and more than 10,000 boatloads of sawdust and sand to create enough upland to build the first building. Finally, in 1997, Bauer brought the first group of anglers to the lodge and Westby’s dream became a reality.

On my trip to the Blue horizon, I had the good fortune to pick a week when Bauer was at the Lodge, and I was able to fish with Westby on six consecutive days. Each day, I was immersed in an endless world of multidimensional coral patch reefs that hosted school after school of permit.

And while there were few spells of more than forty-five minutes between fish, it was Westby’s intimate knowledge of the terrain and the permit that held me spell bound. I fished

four and one-half days, (and spent a day observing and photographing Bauer and Westby) and landed five permit. The number of opportunities was phenomenal, and while these permit were less pressured than in other locations I’ve fished, that didn’t change their basic nature.

Westby fished by the tides (high rising, high and high falling) and not by time. Keen eyes allowed him to slow motor along the edge of flats looking for fish. A mentor takes you to a new level, reminds you of the complexity of the natural world, and feeds your desire to learn. On the day I photographed Westby, he left the boat to stalk a school of feeding permit and I was able to experience a master at work. He made a high looping cast that sent the fly softly to the water’s surface just two feet short of the feeding fish. Not once, but five times, the permit rushed the fly only to turn off at the last minute.

Each time Westby waited (when

I would have attempted to set the hook) until the fish had just turned off the fly, and then gave a three-inch strip that teased the fish back to the fly. On the fifth look, the permit took the fly.

If I had to condense the knowledge I learned in my days with Westby into a short paragraph, it would be that permit are moody, and every presentation and opportunity will be influenced by many factors. The angler must judge the mood of the fish, know where the fly is at all times, and take into account the tides, weather, availability of food, wind, structure of the bottom, sun angle and much more. Permit fishing is incredibly demanding, and there in lies its appeal. Quantum leaps in fly fishing can be built up with years of experience, or on occasion, by having the good fortune to learn from a mentor. It keeps it fresh and vital and makes us keen for our next adventure.

Fish biting ahead of front CAPTAIN WES WILDMAN

The prefrontal bite was outstanding this week around Anna Maria Island. Barry and family enjoyed a day of catch-and-release snook and jack crevalle along the deep mangrove shorelines. Barry had the hot rod this trip boating a 30inch redfish, this was also his first red he had ever caught and what a trophy it was.

After we had our fill of snook fishing we headed to the deep grass flats to put some speckled sea trout in the cooler for dinner.

We managed a two-man limit of nice trout ranging from 15-19 inches in length, perfect for the grill.

Later in the week we were hit with another late cold front that produced significant winds making it tough to gather bait and find our way out of the wind. Despite the harsh conditions our guest still managed a great snook bite back in the bushes, boating around 30 or so fish. My favorite way to catch these fish is with live bait. Watching these feisty fish blow up on live pilchards is such a thrill. A 5-foot

Anglers fishing with me recently, out of CB’s Saltwater Outfitters on Siesta Key, had good action catching and releasing snook, trout and reds on CAL jigs with shad tails and trout on Clouser flies in lower Tampa Bay and reds on CAL jigs with shad tails in Gasparilla Sound.

AMI winter resident Bill Morrison and Don Morrison, from Massachusetts, had some action catching and releasing trout on CAL jigs with shad tails and Clouser flies fished on sink tip fly lines over deep grass in lower Tampa Bay with me. Bill and another guest also had similar action on another trip in the same area. Bill Aucoin, from St. Pete, and his grandson Leif, from Colorado, also had good action with me in that area, catching and releasing trout on Clouser flies and CAL jigs with shad tails.

Dave Reinhart, from Massachusetts, fished a couple of days with

me and had good action with reds and snook. We fished the backcountry of Gasparilla Sound near Boca Grande on one trip and he caught and released several reds on CAL jigs with shad tails. On another trip in lower Tampa Bay he had a great day catching and releasing numerous snook, several nice reds including one over slot and a couple of trout to complete his slam. A great way to end a vacation! I’ve said this many times before; fishing hard often pays off!

Fishing shallow flats usually requires persistence to find and catch fish but it is worth the effort. You may not catch big numbers of fish but you may catch some good ones.

Look for migratory species, such as Spanish mackerel, in bays, passes and the coastal Gulf as we head into spring. Our natural resources are under constant pressure from red tides fueled by agricultural and residential runoff, freezes, increasing fishing pressure and habitat loss and degradation; please limit your kill, don’t kill your limit!

The 41st Annual Bottle Boat Regatta gets underway on Saturday, April 20, from 10 a.m. to 2 p.m. in the bay south of the Palma Sola Causeway. Teams of boats using empty plastic bottles to keep them afloat and paddles to propel them will compete in a noholds-barred wet and wild series of races. Unfortunately, the boats lack rudders so the teams usually get off course. Admission is free.

Bring a chair and some sunscreen and enjoy a burger and soda from the grill. The Bottle Boat Regatta is part of the Hernando de Soto Historical Society’s celebration of the area’s history.

As last week’s discussion neared its conclusion, Barford thanked City Attorney Becky Vose for the assistance she provided during the charter review process.

Participating by phone, Vose told the committee members they did “an incredibly good job.�

Barford noted the committee discussed and considered the suggestions and requests city commissioners made to the committee during their joint meeting early in the review process.

During that meeting, Commissioner Doug Copeland requested the commission be given the same authority as

the mayor to hire a city administrator if needed. Commissioner Dale Woodland asked the committee to consider a charter amendment regarding publicprivate partnerships and the outsourcing of city services. Barford noted the committee discussed both requests in detail but did not act on either.

Barford also noted there was no support for the hiring of a city manager, which the committee discussed in-

depth on more than one occasion.

The meeting ended with Mayor Dan Murphy thanking the committee members. “I thank you all and your city thanks you for what you did. It’s not an easy task. I really appreciate what you did.

You did an admirable job. The city is better off for another five years as a result of your efforts,� Murphy said.

Season’s last bingo a blast Bingo is a fundraiser for the Annie Silver Community Center, which serves the citizens of Bradenton Beach.

BRADENTON BEACH - There was a big crowd at the last bingo session of the season on Thursday, March 28, at Annie Silver Community Center, 103 23rd St. N. Each fall, the bingo sessions begin every Thursday night, just in time for the snowbirds who winter on the Island.

Before play begins, they munch on cake, candy, snacks and pizza supplied by Domino’s, all at reasonable prices.

During season, Kit Redeker goes to local businesses getting T-shirts and coupons for restaurants. Before bingo, attendees purchase raffle tickets for the prizes and other tickets for the 50/50 raffle.

That’s how they raise money to keep the venerable community center going. It is used as a meeting place for the Senior Adventures group, which serves the senior citizens who want to explore and learn in their “golden years.” It also hosts the Anna Maria Island Privateers who hold regular meetings, as well as some condo associations.

The last bingo of the season had significance for regular player John Gebhart, whose 99th birthday was a couple of days away and who, despite his soft-spoken demeanor, remains sharp as a tack.

They fit right in and said it was fun before the evening ended.

As for the bingo, Greg Luzier called the first half and Dan Redeker the second and they praised the fact that the little community center was still there, providing a place to keep the small-town ambience.

Should you digitally - or actually - renovate?

here comes a time in every homeowner’s life when they are faced with the dreaded renovation question. Frequently this question comes about when you’re thinking of putting your home up for sale. There is no doubt that move-in ready homes sell faster and sometimes for more money, but is this a job that you should tackle, or hire professionals?

If you’re convinced that do-it-yourself is the way to go, there are some websites to check out. Old House Online, Young House Love, and How To Sand A Floor will provide more information than any normal DIY project will ever need.

However, know your limits and leave the electrical, plumbing and structural repairs to the experts who will do it within current building codes and not burn the house down. But if you like getting your hands dirty, do your own demo. Naturally, make sure that the wall you’re taking down isn’t structural and doesn’t contain the plumbing to the toilet.

Castles in the Sand LOUISE BOLGER Certainly, the least difficult do-it-yourself job is painting. Exterior painting will be easier and look more professional if you power wash first, removing dirt, mold and peeling paint.

Even if you’re not a carpenter, replacing window and door moldings are pretty straightforward and forgiving of mistakes.

Refinishing hardwood floors may be backbreaking but doesn’t require a master craftsman. And finally, know when to give up. If the project is not going well, your spouse isn’t talking to you and the kids are wearing gas masks, it may be time to make that phone call.

There is of course another way to go,

there always is and with modern computer technology you can have a virtual renovation if you’re selling your home. Since almost every home search starts with an online search it’s a great way to make your home stand out even if it’s slightly fudged.

Homeowners can take down walls, remove paneling, add swimming pools, garages and even turn your brown lawn green and make your dead plants bloom.

This is a long way from the old school marketing of staging homes with rented furniture, pictures and knickknacks. Now all of that can be done digitally making an empty house looked lived in and inviting.

Sounds great right? The problem is when non-digital people come to look at your digitally-enhanced house and want to know why there’s a patio where they thought a pool was and what happened to the hardwood floor.

Needless to say, digital enhancements should be disclosed, and the National Association of Realtors code of ethics

requires agents to present a true picture of the property in their advertising and marketing. Problem is since although the technology has been around it is now just starting to be widely used and guidelines for homeowners and agents alike still need to be established. If you watch any of the property renovation shows on HGTV you’ll see exactly what this technology can do to completely change the look and functionality of a home, and why it can be so misleading.

If taking advantage of this type of technology to market your property either personally or through an agent sounds like just the thing for you, full disclosure is a must. I’m not say don’t to do it, it could bring a lot of eyeballs to the website as long as those eyeballs know what they’re looking at.

On the other hand, doing it yourself or hiring someone to move the wall and install the pool could make life ethically easier. The options are endless.

Center financials remain stable Now well into the 2018-19 fiscal year, it’s still smooth sailing for the once-ailing Center of Anna Maria Island.

ANNA MARIA – The Center of Anna Maria Island is wrapping up the third month of the second half of its fiscal year and its finances and leadership are still demonstrating strength and stability to the community.

During the March 19 board meeting, board Treasurer Christine Hicks presented the Center’s February year-to-date financials, which show a positive actuals to budget comparison.

Program revenue came in for the first eight months of the fiscal year at $190,687, which was $56,907 better than the budgeted program revenue of $133,780. Fundraising income for the year ended February at $279,737, which was $11,545 over the budgeted amount of $268,192.

After administrative and indirect costs, the Center ended February with a net ordinary income from programs and fundraising of $161,521, or $113,886 over the budgeted amount of $47,636.

While the board members were encouraged by these numbers, both board Chair David Zaccagnino and Executive Director Chris Culhane agreed that a part of the large variance between budgeted and actual net income numbers is that the nonprofit is short two positions, including a development director. Once the positions are filled, Zaccagnino said he expects the Center’s finances to “level out” but to still show positive results.

Another reason for the positive results, Culhane said, is that program revenue is up and expenses are down. Zaccagnino said he believes expenses at the Center are near a 10-year low.

With this year’s Tour of Homes, which took place in March and will show in the financials presented at the April board meeting, Culhane said the Center earned a gross income of around $28,000. He said more than 700 people attended the annual event, which features beautiful and unique homes from around Anna Maria Island.

Culhane thanked all of the volunteers, more than 80 people, who helped make this year’s Tour a success.

The Center’s concert series, presented in conjunction with the Bradenton Area Convention and Visitors Bureau and the Manatee County Tourist Development Council, wrapped up April 1 with The Marshall Tucker Band taking the stage. Culhane said he expects to have the financial results from the concert series sometime in late April.

The Center’s bingo series came to a close March 29. Zaccagnino said he expected more than 130 people on the third night of bingo.

He thanked the local businesses who donated gift cards as prizes for the games. With the first showing bringing in about $1,700 to the Center and the second grossing about $1,600, Zaccagnino said he was hopeful the final night would bring in more money to help support the Center’s programs.

Ruby raised her family on Anna Maria Island and was the beloved school bus driver for many Island kids on bus #41. After raising her family, Ruby went on to become an LPN and worked at Blake Hospital for 32 years.

She was a self-taught painter and was known for her elaborate Christmas and Halloween displays. Ruby was an avid Tampa Bay Devil Rays fan who never missed a game and kept friends and family well informed.

He spent many years with the love of his life, Charli Wyndham, of Charleston, SC. Chef Todd was loved and respected in the food industry by his peers and bosses. His passion for cooking began when he was a Boy Scout and grew when he enrolled in a vocational food class in high school.

He began working in local restaurants when he was 15 years old accumulating new techniques and food knowledge. In 1993 Todd moved to Charleston, SC where he was further mentored

by Chef Bob Carter. When offered an Executive Chef position at Ginn Resort, he moved to Hammock Beach, FL. In 2014 Todd moved back to Charleston and that December, he was in a horrific motorcycle accident that prevented him from working for two years; during which time Charli, her family and their friends supported and loved on him.

Todd returned to Florida and began working for the Chiles Group Restaurants as well as their field to table organic farm from Jan. 2017 until Feb. 21, 2019. On February 22, 2019 he was hospitalized and took has last breath on March 19, 2019. Todd collected cookbooks and enjoyed all things involving water – sailing, fishing, swimming, kayaking, biking - both bicycles and motorcycles, cars – especially fast ones and his Jeep; and in his younger days – skateboarding. He enjoyed gardening and always had large pots of tomatoes, peppers, and herbs that flourished under his care. He and Charli often cooked and entertained

large groups of friends, neighbors, and family. Most of his life he had dogs – as many as five chihuahuas at a time and lastly his cherished Labradoodle, HOPE, who spent the last 10 days at his side. Our family thanks his wonderful friends for their deep love and support – especially Rich Demares and Robert Braugh and family.

Jacqueline “Jackie” Peduzzi Jacqueline “Jackie” Peduzzi, of Bradenton died peacefully March 28, 2019 at the age of 79. She was born October 21, 1939, in Yonkers, N.Y., and came to live on Anna Maria Island in 1962.

She followed her parents Peter and Lucille Pirrone to the area, where they owned and operated the Harbor Lights Motel. The motel had 35 efficiency rooms on Gulf to bay property, Bradenton Beach. Property was later sold in 1984, and is now called the Silver Surf. She and her husband Anthony “Tony” Peduzzi (1989) were married for 37 years. Tony was a self-employed architectural designer for residential island homes. Jackie was a devoted mother and raised four lovely children.

She loved all her family and aspired to always bring them together for family celebrations.

She is preceded in death by her parents and her sister, Adrien Anderson, and her loving husband, Anthony. She is survived by her daughters; Laura and Lisa and her sons, Peter and Paul, all of Bradenton. She is also survived by six grandchildren and three greatgrandchildren.

Jackie and Tony were both past members of Saint Bernard and Sts. Peter and Paul Church. Both volunteered spiritual time with Cursillo Movement.

Alongside her husband, she worked in their window tinting company, Solar Guardian, for almost 20 years. She was active with social sorority Beta

Sigma Phi and served as past president. She also volunteered with Solve House. Jackie’s hobbies included dancing, home décor, sewing, art collecting and clay sculpting and pottery making.

She was a past member of the Longboat Key Art Center and won many pottery contests with her prize-winning ceramic pieces. And she loved pets, especially dogs.

A visitation will be held at 2 p.m., with a service following at 3 p.m., Saturday, April 6, 2019 at Brown & Sons Funeral Homes & Crematory 43rd Street Chapel, 604 43rd Street West Bradenton, FL 34209. Olive M. Schmit Olive M. Schmit, 96, passed away in Ellinwood, KS on March 20, 2019. Born in Duluth, MN on February 1, 1923 she was the daughter of Joseph L. & Dodie (Bilben) Shannon. Olive grew up in Wisconsin later marrying Robert R. Schmit in Montgomery, AL and raising four children. She was involved with the local Girl Scout chapter, Women’s Club, Trinity Lutheran Church (Kenosha) then moved to Florida in 1984 where she enjoyed her time working at Key Royale Golf Course on Anna Maria Island. She met her good friends Joyce and Missy Rocco.

Survivors include daughters, Susan Kaufman (Lance) Scottsdale, AZ; Sally Baird, Ellinwood, KS; son, Robert C. Schmit, Denver, CO; brother, Jim (Helen) Shannon; sister, Patricia Blanchard; grandchildren, Justin Evans, Jason Kaufman, Lauren Klonaris, Ben Baird, Megan Duncan, and Dustin Whatley. Pedestrian injured by truck

A 20-year-old was hospitalized when he was hit by a pickup truck around 8:45 p.m. on March 17, near the Ugly Grouper at 57th and Marina Drive.

According to the police report, witnesses, the male walked in front of the vehicle, driven by a local woman, and was dragged 40 feet before the truck could stop. Multiple witnesses said the driver had no time to react.

When EMS arrived, the victim was breathing but unconscious. He was taken to Blake Medical Center. Information on his medical condition was not available.

Solid Rock Construction built a solid season Planet Stone got stuck with five points on the scoreboard, while Solid Rock continued to increase their lead with the rally scoring system.

Mishits and the inability to decide who was going for the return caused a little turmoil among the Planet Stone squad.

After a long rally, P. Wright ended play with a strong finish finally moving Planet Stone’s score to 16-6. Each team went back and forth adding a point here and another there.

Solid Rock Construction continued to widen the scoring gap with a kill by J. Roadman, taking the game to game and match point.

With the win on the line, J. Roadman moved back into position to serve to end the battle. Once again, the volleyball fell to the ground between all of the Planet Stone players.

Much like the company’s guiding principles, the strong foundation of the Solid Rock Construction volleyball team with communications, perfectly placed sets and strong kills by the big guys in front made for a force to be reckoned with, which could not be defeated in the last night of hard court action.

The final night of adult co-ed volleyball play for the season took place at The Center Thursday night. All five teams showed why the championship was not in the bag for the first seed team Solid Rock Construction.

After three matches, the final battle ensued between the top two season finishers: Solid Rock Construction and Planet Stone.

The players of Planet Stone came into the season as defending champions. Finishing with an 8-4 record, the four friends who play together on the sand were the best opponents for the new athletes at the community center.

Solid Rock Construction, a family owned and operated HVAC company, brought two players to the flag football gridiron this winter and soon formed their volleyball powerhouse team.

Footballers James Roadman and brother-in-law Zachary Long added volleyball to their weekly sports schedule along with wives Katy Roadman and Evelyn Long. Katy and Evelyn brought sister Christy Raulerson and brother-in-law Brian Raulerson into the mix to form the family-based team.

Teammate Maria Shanks departed the Solid Rock squad mid-season with a family move out-of-state.

Playing six on four, the Planet Stone foursome held their own historically against the top seed. With nearly identical records going into the big match, a close fight for the championship title was anticipated.

The construction company, with the motto “Built right, the first time,” moved their business from Tampa to Anna Maria this past year to raise their family on the Island. The ladies of team Solid Rock Construction are all sisters with volleyball skills that brought out the best in their husbands.

The first game was close until the end. Patrick and Christine Wright, David Deaver and Rusty Clasman of team Planet Stone, coming off the easy win against Ugly Grouper in two games, moved the volleyball well starting the with the service advantage.

The two teams gave the spectators a lot of strong volleyball action with long skill-filled rallies and service aces by both teams.

Despite losing the lead, Planet Stone kept fighting. Hitting the ball with perfect placement, the four players squad forced Z. Long to make a diving hit that landed just wide of the far sideline.

The Solid Rock Construction brotherin-laws, including B. Raulerson who also works with the family business, strategically placed themselves at the line at any given time creating a strong defensive barrier.

With the score 18-24 at game point for Solid Rock, J. Roadman took advantage of his location on the front line with a solid hit over the net with blazing velocity whizzing right past the Planet Stone front line player, C. Wright to end the first game.

Looking make quick work of their opponent, Solid Rock Construction started at the line with the serve and big defensive moves, going up by seven points with the score 10-3.

“We’ve also had many well-behaved and respectful groups of college kids on the Island from Ohio, Minnesota, a group from Indianapolis and a couple groups from Tampa.

We enjoy having the groups that respect our rules and ordinances and are responsible and understand we have zero tolerance for any alcohol on the beach,” Tokajer said.

“Spring break has been very busy this year, probably the busiest I can remember in the past 10 years,” said D Coy Ducks’ bartender Brad Lisk. “The crowds seem younger this year and there are a lot more college-aged kids. For the most part, they’ve been well-behaved. They’re here to party but they’re being respectful while enjoying the beach, the sun and some drinking.”

“I don’t know if it’s perception or because we went through such a long dry spell with the red tide and the fact that we lost the pier, but it seems to me that we have a bumper crop this year,” Anna Maria Mayor Dan Murphy said. “It seems to me there’s more families visiting and more younger people. There just seems to be more people here on Spring break,” Swordfish Grill General Manager Bob Slicker said. “I think there’s more people here, too, because of what happened in the panhandle with Hurricane Michael. Some people told me they’re here for the first time because they used to go there. We’re up a bit more than normal, which I’m very grateful for. We’re off the beaten path but more people know about Cortez every year.”
