AMI’s sewage pipe in good shape, county official says

Could Anna Maria Island find itself in the same situation as Longboat Key, with a sewer pipe leak in the Intracoastal Waterway?

The sole sewer line serving Longboat Key, which runs under Sarasota Bay, broke in mid-June, causing a sewage spill that collected in the mangroves on Long Bar Pointe.

A sole 20-inch sewer pipe leads from Anna Maria Island to the mainland under Sarasota Bay, part of the Intracoastal Waterway, according to Jeff Goodwin, deputy director of the Manatee County Utilities Department.

The pipe, called a “force main,” is between 40 and 70 feet deep, immediately north of the Cortez Bridge, and is made of high density polyethylene (HDPE) that was fused to create one long pipe, eliminating joints to minimize compromises in the integrity of the pipe, he said.

Installed in 2008, the force main has a life span of 70 years, but the county would replace it if routine evaluations determine that replacement is necessary before then, Goodwin said.

Manatee County, not the three island cities, is responsible for the pipe, according to the county Utilities Department Director Mike Gore.

Face coverings remain mandatory in Bradenton Beach The proposed city ordinance would have resulted in Bradenton Beach opting out of Manatee County’s face covering resolution.

BRADENTON BEACH – After a tie vote by the Bradenton Beach City Commission, face coverings remain mandatory inside many Bradenton Beach businesses in accordance with Manatee County’s mandatory face-covering resolution.

Thursday evening, city commission members voted 2-2 on a proposed city ordinance that would have made face coverings optional and mandated that businesses post signs recommending face coverings.

The tie vote resulted in the proposed ordinance not being adopted, leaving the city still under the umbrella of the county facecovering resolution adopted on July 27.

According to the county resolution, “An individual in a business establishment must wear a face covering.”

The county resolution includes exemptions for those who can maintain 6 feet or more of social distance inside a business,

for children under 6 and for those with breathing issues or pre-existing medical conditions.

The county resolution does not apply in cities that adopted local face-covering mandates, including Anna Maria, Holmes Beach and Bradenton.

The county resolution is now being challenged in court by Pastor Joel Tillis and State Rep. Anthony Sabatini (R-Lake County).

The proposed Bradenton Beach emergency ordinance was modeled after the emergency ordinance adopted by the Bradenton City Council on July 15.

Bradenton Beach Mayor John Chappie and Commissioner Marilyn Maro supported the proposed emergency city ordinance that would have resulted in the city essentially opting out of the county’s face-covering mandate. because the city ordinance would have then superseded it.

Commissioners Jan Vosburgh and Jake Spooner opposed the city ordinance and chose to stay in line with the county resolution.

Commissioner Ralph Cole previously expressed opposition to the county resolution, but he was unable to attend Thursday’s meeting due to a family emergency.

PROPOSED ORDINANCE

During the Tuesday, Aug. 4 emergency special commission meeting that Vosburgh was unable to attend, the commission directed Perry to draft an emergency ordinance modeled after the city of Bradenton’s emergency ordinance.

During that meeting, Perry said he had legal concerns about the county resolution and she questioned its constitutionality.

Modeled after the Bradenton ordinance,

the proposed ordinance presented Thursday evening said, “Each business establishment shall post a sign visible at each public point of entry, which sign shall either advise persons entering that face coverings are required or requested to be worn within the business establishment; or notify persons entering that the United States Center for Disease Control and Prevention recommends the wearing of face coverings in public, particularly where social distancing cannot be maintained.”

Perry inserted additional language that said, “Notice shall also be provided that states that individuals with a religious, physical or mental limitation preventing them from wearing a face covering are exempt.”

Using language contained in the Bradenton ordinance, the proposed ordinance said, “The legislative intent of this ordinance is to educate and encourage members of the public to wear face coverings within enclosed business establishments. Nothing contained herein shall be construed to mandate the wearing of face coverings nor require the owner or operator of any business establishment to mandate or otherwise enforce the wearing of face coverings.”

Teach online art classes with AGAMI The Artists’ Guild of Anna Maria Island is ready to get back to teaching classes, this time online. The Guild recently was approved for a grant from the Manatee County Community Health and Wellbeing CARES program to purchase equipment for the new online art classes. Due to COVID-19 precautions, the Guild’s members are currently unable to offer in-person classes. Now the Guild’s members are seeking help in planning and teaching the new classes and workshops. Dredging starts Aug. 10 Hydraulic dredging is scheduled to being Aug. 10 at the 63rd Street Boat Ramp in Holmes Beach. The project is planned to be completed by or on Sept. 4 and will also affect the 64th Street entrance channel.

During the dredging, approximately 800 linear feet of residential canal and 100 linear feet of navigation channel area will be cleared of soil, debris and shoaling which is currently impeding boat navigation in the area. Staging locations for the project include the 63rd Street Boat Ramp parking lot and a vacant lot at 65th Street. During the project, boater access to the area is expected to be limited or unavailable. For more information on the project, contact Director of Developmental Services Eran Wasserman at 941-7793332.

Floating dock needs more work The floating dock next to the Bridge Street Pier requires about $11,000 in additional repairs that will include repositioning the dock so it lines up properly with the ramp that provides access to and from the pier. Last week, the Bradenton Beach Community Redevelopment Agency authorized CRA chair Ralph Cole and City Attorney Ricinda Perry to coordinate the needed repairs and engineering inspections.

According to City Treasurer Shayne Thompson, the CRA has spent $282,357 to date on the floating dock installed in mid-2019 and originally contracted for $119,980 in 2017. Manatee County has reimbursed the CRA for a portion of the project costs.

Grill and bait shop tenant now sought for City Pier

There are currently no plans to pursue a full-service restaurant operator.

ANNA MARIA – The city of Anna Maria has issued a request for proposals (RFP) seeking a tenant to lease and operate a takeout grill and bait shop on the new City Pier.

“The city of Anna Maria requests proposals for a tenant to operate a grill and bait shop located on the historic Anna Maria City Pier which shall have a family-friendly and simple takeout style food and beverage service, with fishing bait available,” the RFP says.

Mayor Dan Murphy presented a draft version of the RFP during Friday’s emergency city commission meeting. Additional input from commissioners and potential bidders Sherman Baldwin and Brian Seymour helped produce the revised RFP posted later that day at the city, www.cityofannamaria.com.

The RFP pertains to the city-owned bait shop building on the left side of the pier’s T-end deck area, as viewed from shore. The RFP does not seek responses to operate a full-service restaurant in the larger city-owned building to the right.

On July 30, the city commission rejected by 3-2 vote the restaurant and bait shop lease proposal for both buildings presented by Ugly Grouper LLC. The pursuit of a full-service restaurant tenant is currently on hold and may or may not be pursued in the future.

A non-mandatory pre-bid meeting will take place at city hall on Thursday, Aug. 13 at 10:30 a.m. The pre-bid meeting will provide potential bidders the opportunity to pose questions and learn more about the available space. Monday, Aug. 17 is the deadline to submit written questions. Bid proposals must be submitted prior to the public bid openings at 1 p.m. on Friday, Aug. 21.

RFP DETAILS

According to the RFP, the grill and bait shop space is approximately 300 square feet, and that is the primary area being offered for lease. As discussed Friday, the RFP also references

The RFP notes the common areas outside the bait shop can be used by the tenant’s customers on a first-come, first-served basis, but those tables and benches cannot be reserved. The common area may also be used for live entertainment subject to city approval.

The RFP states the common areas must be open to the public seven days a week from 7 a.m. until 10 p.m. The grill and bait shop is expected to operate seven days a week from 8 a.m. to 9 p.m., but alternative hours could be considered.

During Friday’s meeting, Murphy and the commission agreed the entire pier will close at 10 p.m., or soon thereafter, and remain closed overnight – unlike the old City Pier that remained open around the clock. The commission also supported Commissioner Mark Short’s suggestion to limit the bait shop and grill tenant’s beverage sales to beer, wine and soft drinks.

The RFP offers an initial five-year lease with one five-year extension available at the tenant’s option.

The proposals will be evaluated and independently scored based in part upon the proposed annual rent; the estimated costs of tenant’s buildout and equipment; the limited food and beverage menu and prices, including bait shop offerings; the tenant’s small grill, restaurant and takeout experience; the estimated timeframe to become fully operational and references and verifi-

able information regarding the bidder’s financial ability to perform.

Regarding the interior buildout of the leased space, the city will provide drywall, flooring, a kitchen hood, a grease trap and interceptor, fire suppression and roughed-in electrical and plumbing, excluding fixtures.

The tenant will provide the fixtures, equipment, painting, finish work and other materials needed to complete the interior buildout – and bidders must provide the estimated cost of their improvements and equipment.

“The tenant is expected to have 45 days to complete the buildout of the grill and bait shop interiors and then open for business,” the RFP says.

The city will clean and maintain the exterior of the leased building and the common area around it. The city will also clean and maintain the public restrooms and maintain and repair the air conditioning and heating units that serve the leased area. In exchange, the tenant will reimburse the city for 10% of those actual cleaning and maintenance costs during the first year of the lease. That percentage will then be reevaluated and negotiated annually.

The tenant will also reimburse the city for 10% of the city’s actual costs to clean and maintain the rest of the pier’s common areas, including the pier platform, the approach area and the parking area. Should the city decide to employ a pier maintenance manager, the tenant may also be required to share up to 10% of the manager’s salary.

County judge leaves Holmes Beach case

MANATEE COUNTY – Manatee County Circuit Court Judge Edward Nicholas has recused himself from taking any action in a lawsuit involving both the city of Holmes Beach and the owners of the Bali Hai Beach Resort.

The order of recusal was completed

by Nicholas on Aug. 3 and filed with the Manatee County Clerk of Court on Aug. 4. No reason was given for the recusal.

The recusal came after a July 31 order from Judge Charles Sniffen on the city’s emergency motion for ex-parte relief in the matter. The order states that Sniffen reviewed the emergency motion because Nicholas was not available and that he denied the city’s motion. Sniffen additionally ordered that the entirety of the motion and all requests for relief should be heard by Nicholas or another assigned judge on or after Aug. 3.

At press time for The Sun, the case had not yet been reassigned to another judge and a hearing date had not been set.

According to the lawsuit filed May 22, Schwartz and Code Enforcement Supervisor James Thomas visited the property on Jan. 24 and observed extensive work being done on the property without a

permit. Schwartz issued a stop work order and notified West Manatee Fire Rescue Fire Marshal Rodney Kwiatkowski that the structure under construction also was being occupied. Kwiatkowski verbally ordered the occupants to cease and desist and vacate the premises.

Schwartz and Thomas returned to the property March 2 and noted that additional work had been started in violation of the stop work order. Due to the scope of the work observed, the lawsuit states that the work would require a major site plan review before it could be approved and permitted by the city.

As of the filing of the lawsuit, the city asserts that the resort is still in use and that no permits have been applied for, no site plan has been submitted for review and no certificate of completion, allowing for occupancy of the building, has been issued. As a result of the allegedly unpermitted work, a multi-purpose room was transformed into a bar/lounge area which also is a change of use.

Through the lawsuit, the city seeks an injunction to either comply with the city’s ordinances and codes or to cease use of the building where the work took place until it’s fully compliant with all building codes.

The Bali Hai is a beachfront resort with 43 rooms, a private pool and a private lounge for guests of the resort.

The hotel is located at 6900 Gulf Drive in Holmes Beach.

“We all have a big challenge this year, but we are so excited to see our kids coming back because we miss them greatly,” Featherston said.

Featherston is now in her seventh year as the Anna Maria Elementary principal, overseeing the education of kindergarteners through fifth graders. She previously spent 18 ½ years as the principal at Stewart Elementary in Bradenton.

“It’s certainly a different and more challenging experience than educators have had in many years. We’re making sure we’re following all the health and safety protocols and we’re honing our skills on the different learning platforms. Many of our teachers will be teaching brick and mortar students as well as eLearning students,” she said.

At 82%, Anna Maria Elementary has the highest percentage of students in the Manatee County School District who elected to attend school in person on their school campus.

“We are expecting 195 students – that’s both brick and mortar and eLearning – and 46 of our students are eLearning,” Featherston said.

Regarding those percentages, Featherston said, “I think it’s because of how small we are. We are the smallest elementary school in the school district. I think it might be a little bit easier for us because we’re dealing with a smaller number of students. We’re not dealing with 600-800 students coming in the building.”

Regarding her teaching staff, Featherston said, “I have 10 classroom teachers. I did have one teacher that decided to take leave this year. We lost a teacher at the end of last year and we were able to bring her back, so we’re excited about that.”

SAFETY PROTOCOLS

“Parents won’t be able to walk their children to class on the first day or be able to come into the building. They’ll be dropping them off to us in the parking lot. No visitors will be allowed and parents have to have an appointment and wear a mask to come in the building – and they won’t be going anywhere past the front office,” Featherston said.

“To start the year, a parent won’t be able to come in and have lunch with their child like they might have in the past, or volunteer in the classroom. There will be no volunteers at this time. Anna Maria Elementary is a school where we get lots of wonderful volunteers from the community that come in to help. That is what we’re probably going to miss the most until some of these restrictions are lifted,” Featherston said.

“We’re going to do a back to school virtual event on Thursday evening (Aug. 13). There will be pictures that show the classroom, the cafeteria, the playground and that sort of thing. There will be a video of me talking about the changes and some of our protocol and procedures. We’ll put it up on our school Facebook page and website and it will be up by 5 p.m. Thursday evening,” she said.

“We issued every staff member one plastic face shield and two cloth masks – although many have their own masks. We’re going to give every student two washable fabric masks. For our kindergarteners and first graders, we have also ordered a face shield. When you’re teaching reading and phonics, not only does the student need to see how a word is articulated and sounded out, but the teacher needs to see that from the student as well. That’s important.

“The face shields will also be used with some of our special education students – students that might need speech or language therapy, or other types of therapies. It’s really important that they can see each other,” Featherston said.

“We also purchased a desk shield for every student. CDC guidelines say if you cannot distance with the 6 feet in a classroom you need to provide some sort of barrier. All the desks are spaced out, but they’re not all 6 feet apart, so they’ll all have a desk shield. They are portable and they’re not that heavy. You can fold them up and take them to art class,” she explained, noting teachers will not have desk shields.

Featherston said students are with the same teacher and students for most of the day, but they also interact with their art, physical education and STEM (science, technology, engineering and math) teachers.

“We’ve got cafeteria tables and benches that would normally seat several students on a bench, but we’ll be spacing the students out. We also have 10 picnic tables outside – four that are just outside of the cafeteria and six that are under the trees in front of the school. On nice days, we’re going to be using some of the outdoor seating. If it happens to be raining or the weather’s bad and we can’t do that – or if we find that doesn’t work – the students can always take their desk shields to lunch with them,” Featherston said.

Regarding class sizes, Featherston said, “The class size hasn’t changed. It’s 20 for primary students and 24 for intermediate, but we do have smaller classes here in brick and mortar because of the eLearning students. I might have 22 kids assigned to a kindergarten class, but five of them are eLearning, so there will be 17 sitting in the classroom.”

ACTIVITIES AND EVENTS

Featherston said the state requires students to have 150 minutes of physical education each week.

“In those situations they do not have to have their mask on because of the rigor of the activity. The same with recess. If they’re running or playing soccer, they wouldn’t have to have the mask on. Any other time they’re outside they’ve got to have their masks on.

“In our musical theater class they will be able to do some dancing and movement to music and they will all have their own social distancing spots. We’ll have them all marked 6 feet apart,” she said.

When asked about school events, Featherston said, “We are not able to have any until the restrictions are lifted. We would normally have a fall festival sometime in October. Our school does grade-level performances and dinners. We have literacy nights and STEM nights and we won’t be able to do any of those things until we’re fully into Phase 3 (of the governor’s reopening plan).”

CONTINGENCY PLANS

Featherston addressed the possibility of a teacher or student testing positive for COVID-19.

“The school district has a protocol we would follow. If a student exposed the other students in a class or a teacher had a confirmed case of COVID-19, the class would have to isolate for two weeks, including the teacher. They would move right into eLearning at home for the next two weeks. All the teachers are learning how to be better at this to make sure they’re comfortable with eLearning,” Featherston said.

In closing, Featherston said, “We’re really looking forward to everyone returning. We just hope and pray that everything goes smoothly.

There are a lot of new challenges, but we’re willing to take them on because we want to educate our children and we want our teachers to return to work. We’re here to serve.”

Renourishment pipes on the move

HOLMES BEACH - Pipes are being moved this week to set up for the next section of beach scheduled to get new sand in the renourishment project that began in July.

The $17.3 million project is designed to replace sand eroded by storms, protecting buildings and roads from future storms along 5.5 miles of beach in Holmes Beach and Bradenton Beach.

The beach from 78th Street to 33rd Street is complete, according to David Ruderman, of the U.S. Army Corps of Engineers in Jacksonville.

For the next section, the contractor, Marinex Construction, Inc., is scheduled to move the submerged pipeline landing location to 34th Street this week.

It will take 7-10 days to complete the move, during which no beach work can be done.

The offshore dredge also has moved, and Marinex is recon-

necting the dredge to the pipes.

Meanwhile, pipe is being stored on the beach between 34th and 37th streets with beach access available landward and seaward of the storage area.

Portions of the beach will be closed during active construction, preventing the public from accessing that area of the shore.

The sand is dredged from offshore borrow areas by a hydraulic cutter suction dredge, then pumped through a pipeline to the beach as a water/sand slurry. The submerged pipeline comes ashore onto the beach at designated landing locations and connects to the pipeline, which runs laterally along the beach.

The sand slurry is discharged from the pipeline and bulldozers push the sand into the water to enlarge the beach and pile it higher on dry land.

By Oct. 1, the project is anticipated to be at Fourth Street.

Construction is estimated to end at Longboat Pass in midNovember.

Remembering Priscilla Seewald Priscilla Seewald passed away on July 22, but she leaves behind a legacy of volunteerism and community service.

ANNA MARIA ISLAND – Priscilla Seewald may be gone but she’s left behind the positive impact she made on not only her community but also the people in it.

Seewald passed away on July 22 and was honored with a memorial service Aug. 8 at Roser Memorial Community Church where she was a long-time member. Due to COVID-19 precautions, the service was limited to 50 people with priority given to Seewald’s family, however, they did give permission to the church to live stream the service on the Roser YouTube channel for all of her friends and family who couldn’t be present.

A Holmes Beach resident for many years, Seewald leaves behind her husband, Bruce, daughter Lisa Turner and son-in-law Wayne Turner along with two grandchildren, Rutger and Angelica Hope Turner as well as a sister,

Judith Stermer and her family. Seewald also leaves behind a legacy of many years of service on Anna Maria Island.

Many Island residents will know Seewald from her volunteerism. She could be found helping stamp booklets at the entrance of homes on The Center of Anna Maria Island’s Tour of Homes, ringing bells during the holidays to help raise money for the Salvation Army and serving as a volunteer at Anna Maria Elementary School.

Seewald also was a former president for and award-winning lifetime member of the Anna Maria Island Garden Club.

When not volunteering elsewhere, her friend Beth Bernet recalled Seewald delivering flowers to friends, neighbors, church members who were homebound and others that were on her mind.

Bernet said she recently received a message from Seewald offering to deliver flowers to her, not because of an illness but because she said she wanted to give them to someone that wouldn’t ordinarily receive flowers.

At Roser, Seewald was an active member, deacon, mission committee member, music committee member, Sunday school teacher, Roser Women’s Guild member, food pantry volunteer,

“I got to take pictures at Vacation Bible School as co-director. I got to run around to all the stations, and I loved going to Priscilla’s station because you

could hear a pin drop,” Bernet said in a July 26 tribute to Seewald during Roser’s church service. “She commanded attention as she taught those children those Bible stories. And she also always got to be the one to give out M&Ms to the children, so it was a favorite station and not only because of Priscilla. All of those little hands stretched out waiting for those M&Ms, it was just, I’ll always think of Priscilla when I eat M&Ms.” Seewald also worked with All Island Denominations and the Roser Food Pantry to ensure that the less fortunate children attending Anna Maria Elementary School would have enough food over summer break.

“Priscilla is an example of how we want to be a saint,” Bernet said.

“Priscilla Seewald was a very special Christian friend to many of us who are a part of Roser Church and the Guild,” friend Peggy Nash said. “We will always remember her friendly smile, laugh and willingness to help many of us. She was fun to be with. Priscilla was always happy to help and will be greatly missed by many of us.”

Center reports positive end of year results After hitting a few roadblocks in the last half of the fiscal year, The Center of Anna Maria Island finished the year on a positive note with $8,761 in the bank.

ANNA MARIA – It was a rough fiscal year for The Center of Anna Maria Island but the nonprofit managed to close the year June 30 with $8,761 in net income, only $945 short of the budgeted $9,706.

The Center’s end of year financials exclude a $84,215 Paycheck Protection Program loan which is planned to be accounted for as government/grant income in the 2020-21 fiscal year. As long as the loan funds are used solely for approved expenses, such as keeping employees on payroll.

Program revenue and costs ended the year at $293,843, $54,287 better than the $239,556 budgeted, primarily due to $51,712 in direct cost savings.

General, indirect and administrative expenses came in at $514,865 for the year, $56,800 better than budget. After

I recall our Ladies Circle was held at her home in December.

She was a gracious host and I remember,

She would pick up the altar flowers from their perch And bring them to shut-ins week after week.

The Center’s total revenue for the year came in at $1,065,914, $172,771 below budget. Total expenses for the year were $1,057,153, $186,826 below budget.

While Executive Director Chris Culhane said in an email to The Sun that a new budget for the 2020-21 fiscal year which began July 1 is almost complete, he added that he doesn’t know when the budget will be approved by the board. The Center’s board meetings have been on hold since early in the year due to COVID-19 shutdowns and precautions. Typically the board members meet once per month at The Center in executive session followed by a meeting open to the public.

Despite previous closures due to COVID-19, The Center remains open to the public with safety precautions in place, including a requirement to wear masks while inside the facility, along with practicing strict sanitization procedures and social distancing.

The pipe requires minimal maintenance, but essential components are on regular preventive maintenance schedules ranging from bi-monthly to yearly, according to Goodwin. County force mains and associated valves are evaluated by staff and consulting engineers every five years to determine replacement schedules based on critical risk factors. Projects are then programmed into the utility department’s capital improvement plan, he said.

The Florida Department of Transportation plan to replace the Cortez Bridge could necessitate the replacement of the pipe, he added.

The force main could have been suspended from the Cortez Bridge, but that option could have affected the integrity of the pipe and made it difficult to maintain, according to Goodwin, adding that portions of the pipe would still have had to be underwater where the drawbridge raises.

Should a leak similar to the one that occurred in the Longboat Key pipe happen, Manatee County workers would respond to the leak as soon as it was identified, he said, procuring tanker trucks to maintain the lift stations on the Island and isolate the section of compromised pipe in order to stop the leak. Workers would then begin the repair or replacement of the pipe and possibly temporarily bypass the breached section of pipe.

The county maintains an inventory of emergency repair parts and essential equipment to expedite response times, Goodwin said, adding that staff receives requisite training on how to properly respond.

‘Memorable Musings’ an endearing tale

Billed as a compilation of tales of the every-day critters who deliver joy and insight, the 30-page book tells about its author, former Anna Maria Island Sun newspaper contributing photographer. Edna Jane Tiemann. You might remember her as the lady who handed out food samples at the Island Publix a few years ago.

For the residents who are staying home during this pandemic, watching television can get old so one might want to get outside and pay attention to the wildlife. You might find a feral cat that needs a meal or a litter of puppies that would make loving pets.

Tiemann moved off the Island years ago and lives in a mobile home park in west Bradenton, where she met a whole array of critters and she named a few. She

describes them in her own witty style. She has names for most of her brood: Jay Jay and Blue Jay; Gail and Gary Goose; Elmer Egret, Daisy and Dudley Duck and more.

She has a heart for animals of prey such as Rob the Rat and Hunter Hawk. She did use rattraps when things got unbalanced and when an animal became a meal for a hawk, it was nature’s way. “I wanted to share with the readers the joy and insight every day critters deliver if we remain open and receptive to learning, from them “she said Tiemann was asked who was responsible for convincing her to write her book. “My daughter, Vicki Hill, thought it was the perfect time for me to write the book I often declared I would and a close friend Reid, Thornton in Colorado, who refers to my writing as being heart-toheart,� she said. “Each encouraged me to write the book while I was recovering from a heart attack.�

Bruce Feirstein wrote a book 40 years ago, satirizing men’s masculinity at a time when that was being redefined. We have come a long way since then, and I can safely say, both men and women enjoy homemade quiche today. We, as men, must feel safer in our masculinity.

For me, I always loved quiche, although my mom never called it that. Being English, it was bacon and egg pie, served with a side of thick cut chips(fries). The only difference was there was a top crust, where French quiche has none.

It is a very hardy meal that men and women since the 13th century have been eating in both England and France.

Quiche has been a constant offering at Ginny's and Jane E’s since

our very beginnings. It is a great meal, eaten at any time of the day.

We make two different types here today - bacon and swiss, which is a long time favorite here. It is our version of Quiche Lorraine, but we use bacon instead of lardons (pork fat strips). The other variety we make, was added in 2015, the tomato, spinach and feta quiche.

These traditional Mediterranean flavors are vibrant and refreshing and has since become a popular choice for our customers at Ginny’s. Accompanied with fresh fruit on the side in the morning or a fresh salad with an oil and balsamic dressing for lunch or dinner, our quiche makes a nice light choice on these hot summer days here in the South. I hope you enjoy it as much as we do. “Bon Appetit!”

Directions

Sift flour and salt together, cut up shortening and butter and add it into flour mixture, continuing to cut it in until you are left with lumpy coarse meal.

Then add in the cold water stirring it in with a spatula. Do not add all the water if not needed. You want a dough that you can work with, not to thin.

Take the dough and wrap it in plastic wrap and put in the fridge overnight. The next day, take the dough out and roll it out using a a rolling pin. Put it into a 9” pan at least 1.5” deep. Bake for 27 minutes at 340 degrees. Use Coffee beans wrapped in tinfoil to keep crust from lifting while baking.

1 cup feta Cheese 1/3rd cup ground parmesan cheese 1-TBSp fresh chopped garlic 2 TBLs-chopped packed basil 1-Cup Lightly packed Spinach Pinch of Black Pepper Pinch Salt 6 Large eggs 1 Cup of milk 8 Cherry Tomatoes

Directions

Take all ingredients and mix well together while you pour into the crust. Do not add the cherry tomatoes. After the mix is in the shell with ingredients well mixed, cut tomatoes in half and place on top of mixture. Put pie in the oven at 340 for 60 to 70 minutes. Let cool 10 minutes, cut and serve.

Windstorm wreaks havoc at Coquina Beach No one was injured by the high winds that hit Coquina Beach Sunday evening.

BRADENTON BEACH – A Sunday evening windstorm – possibly a waterspout or tornado – inflicted significant damage at Coquina Beach.

The winds lifted the top off an old Manatee County Beach Patrol lifeguard tower.

A wooden changing station was destroyed after a family was rescued from it by Bradenton Beach police officer Eric Hill. High winds partially toppled a tiki bar alongside the Coquina Beach Café and several chairs and tables were damaged and/or blown about. The high winds also damaged several Australian pine trees.

FAMILY RESCUED

When contacted Monday afternoon, Hill said he received a call from Beach Patrol informing him that a family had taken shelter in a changing station because they lost their keys and were locked out of their car.

“I went to station #7, hit my air horn and there was a family of four from Plant

City – a man and a woman and two toddlers. The wind was going crazy and I was yelling at them to get in the truck. I wanted to get them out of there because those stations are located in a tree line and those trees snap and break in high winds. I was afraid something was going to fall on the changing station,” Hill explained.

“I got them into the truck and went to exit the tree line and 45 seconds to a minute later it looked like a waterspout hit land and trees started to get knocked down and stuff started getting thrown around. All the sudden I saw the changing station literally just get blow apart.

It was unreal. One of the walls from the changing station was coming towards us and the wind actually rotated my truck 90 degrees. When it blew apart, it spun the truck around counter-clockwise and that wall came up and smashed the side of the truck. The way that wall was coming it would have hit toward the front of the truck. It’s crazy how fate works,” Hill said.

Bradenton Beach Mayor John Chappie mentioned Hill’s actions during Monday morning’s city commission meeting.

“He never flinches. He is great police officer and we are so lucky he is with our force,” Chappie said.

When contacted Monday afternoon, Manatee County Beach Patrol Chief Joe Westerman said the beach was cleared at approximately 5:15 p.m. Sunday evening due to lighting. Westerman credited Lt. Karen Burkett and the other Beach Patrol members for clearing the beach before the

worst of the storm arrived.

“She saw the storm coming. She was watching it on radar on her phone. It was approaching and it was massive,” Westerman said.

“This came through about 45 minutes later. It was about 6 o’clock when it hit,” he said of the wind event that followed.

Westerman said he could not confirm a waterspout or tornado.

“When it happened, the conditions were so whited-out with rain that our staff said they really couldn’t see what was going on.

When it cleared, the top of the old tower that used to be our main tower – which would be the spot our lifeguards sat in – had been lifted off and thrown probably 50-60 feet from where it was mounted.

Nobody was in it at the time. Fortunately there was no injury to anybody,” Westerman said.

“There’s a reason we’re building new towers. The old ones were at the tail end of their life with over 25 years of service.

They were dilapidated and kind of falling apart. The damaged tower was actually slated for demo today anyway, so Mother Nature helped in that process,” Westerman said.

Commissioner Amy Tripp tenders resignation

ANNA MARIA – Anna Maria City Commissioner Amy Tripp is resigning at the end of the month because she and her husband, Alan, are leaving Anna Maria Island and moving out of state.

On Tuesday morning, Aug. 4, Tripp sent Mayor Dan Murphy an email announcing her Tripp pending resignation. “I am resigning from my seat as a city commissioner in Anna Maria at the end of August. Alan, and I will be moving to Black Mountain, North Carolina at the beginning of September. It has been my pleasure and honor to serve on this commission under your mayorship. I know I leave the city in good hands under your leadership and my colleagues’,” Tripp’s email said.

During Friday’s emergency city commission meeting, Tripp said she and Alan sold their Anna Maria home sold in six days. She said she plans to continue participating in commission meetings through the end of the month.

Tripp was appointed to the commission in February 2018.

She then ran unopposed for a full two-year term later that year. Her current term ends after the general election in November and she is one of three candidates running unopposed to serve another two-year term in office, along with Murphy and Commissioner Mark Short.

The mayor and commission have not yet discussed how the short-term and long-term vacancies created by Tripp’s resignation will be addressed. Murphy said he plans to discuss these matters at the Thursday, Aug. 13 commission meeting which begins at 2 p.m.

Reel Time On The Road:

Montana’s Big Hole and Beaverhead Rivers Reel Time RUSTY CHINNIS

W

hen Robert Redford introduced fly fishing to popular American culture in the 1992 movie A River Runs Through It, he also introduced them to the storied trout streams and rivers of Montana. Although I had been a fly fisher for some time this, like so many other anglers, was my introduction to this beautiful part of the world. Over the years I have had the pleasure to fish many of the iconic trout rivers and streams in Montana, Idaho and Wyoming. While I was always enthralled with the scenery that a float trip opened up to anglers it was a trip to Oregon last year that expanded my horizons. My wife Chris and I were on the Deschutes River when we found out that you couldn’t fish from the boat there. The fishing consisted of stops to wade for trout and steelhead. What that trip taught me was to take breaks from fishing during a float to sit back and really appreciate the scenery.

When I had the opportunity to take a trip to Montana and experience some famous rivers I had never fished, I signed on. My friend Captain Rick Grassett has been leading trips to Montana every year for the past two decades and this year I joined him on the trip. This was an opportunity to fish the Beaverhead and the Big Hole Riv-

ers near Dillon, Montana. The group was hosted by Dave King of King Outfitters and stayed at the Hansen Ranch, a working cattle ranch, an hour southwest of Dillon. Over five days we fish various sections of both rivers as well as a day on a private section of the Beaverhead that included a spring creek. Not only did we have wonderful fishing but we were also treated to some spectacular scenery and wildlife only available during a float. I did my share of catching wild rainbow, brown and cutthroat trout but also took breaks to just sit back and take in the scenery and the moose, wild turkeys and mule deer that were visiting the river to drink.

We fished dry flies with nymph droppers which gave us a chance at explosive surface strikes from aggressive trout but also allowed us to explore the deeper sections of the river where trout feed on various stages of insects that develop there.

My largest trout, a 22” brown, was taken on the private section of the Beaverhead and attacked my hopper imitation with a vengeance. We were alternately guided by King and Dan Allen on our drifts and they provided excellent instruction in reading the river and working the fly line to deal with the various seams and back eddies, to create a natural drift for our flies.

The days of fishing were the highlight of the trip followed closely by the appetizers and meals we enjoyed back at the lodge courtesy of Annie Waltz Kubicka. Kubicka prepared food that

Offshore conditions have been awesome the last week or so. The temps are high, but it’s worth braving the heat for the bounty you’ll collect. Lately, I’ve been getting the limit of big yellowtail snapper just about every trip. These guys seem to love the heat. But you have to reel them in fast to avoid them getting eaten by the ever present bar-

During Thursday’s meeting, Perry said the proposed ordinance was less intrusive means address face coverings and she noted the Bradenton ordinance has not been challenged in court.

Perry said the Manatee County Sheriff’s Office and local law enforcement agencies are responsible for enforcing the county resolution.

“The Bradenton ordinance takes that onus off the police officer and places it on those who are engaging in business. They need to be the ones who are policing the masks. It’s a bit of a friendlier approach towards the mask policy, as opposed to the Manatee County mandate,” she said.

“It’s mandating that businesses place mask notices on all of their locations, but it allows the business owner to decide whether or not they want to make that a mandate of their store or not,” Perry clarified in response to a question posed during public input.

Vosburgh referenced the 4-1 commission consensus reached during the commission’s emergency meeting on July 28. With Cole in opposition, the majority consensus reached that day was to not take any action and remain under the umbrella of the county resolution.

“Frankly, I was very surprised we put this on the agenda because we just voted on this a week ago. With what’s going on in Bradenton Beach, I reluctantly have to vote again to go along with the county,” Vosburgh said.

Spooner asked Lt. John Cosby if the city’s police officers had encountered any problems or confrontations since the county resolution took effect.

“No, we haven’t had any reported problems up to this point,” Cosby replied.

“I’d like to just stay in line with the county if there hasn’t been any problems with enforcement,” Spooner said. “I don’t want to have the businesses and their employees get in confrontations with people. Right now, it’s real easy for the employees to say, ‘It’s the law,’ and that kind of ends any confrontation.”

Chappie then made a motion to adopt the proposed city ordinance. After the tie vote occurred, Perry said the commission could continue the matter until next week, when Cole would be present to serve as the tie-breaker. Chappie made that motion and Maro seconded it, but Vosburgh and Spooner opposed the continuation and the motion failed as the result of another 2-2 vote.

Now with the ability to work and educate remotely those second homeowners are reconsidering turning their second home into their first home completely reversing their lifestyle.

Second home sales in resort and rural communities have seen a surge in recent months. Buyers are looking for second homes where they can comfortably live

As of this writing per reltor. com, below is a quick unscientific analysis of properties for sale vs. properties already pending: Manatee County has 4,934 properties listed for sale – 35% of them were pending.

City of Anna Maria has 82 properties listed for sale – 30% of them were pending. Combined cities of Holmes Beach and Bradenton has 241 properties listed – 24% of them were pending. Cortez has 27 properties listed for sale – 22% of them were pending

These are significant percentages of pending properties which backs up the positive June Manatee County sales statistics. Also, in June Manatee County had 20% more pending single-family homes compared to last June and pending condos were up for the same period 17.7%.

Not only has the virus had an effect on the second home market but it is also having an effect on the increase of suburban home sales. In recent years the suburbs were looked on by young singles and families as a very “uncool” place to live. Brady Bunch 1950’s homes where many millennials and generation X young adults grew up had very little draw to this generation who gravitated to cities and urban centers.

Well a lot of that has changed since March and urban dwellers are reevaluating what’s really important to them and their children and are perceiving the suburbs as safer, cleaner and overall polished, the exact reason their parents

and grandparents moved there in the first place. And it’s not only young employees viewing the suburbs differently it’s also their employers. Working remotely does not require long and expensive commutes into city centers where commercial real estate costs are exorbitant.

Naturally, the suburbs close to big cities like New York City are benefitting the most, moves from New York City to Connecticut have more than doubled from last year. However, the trend is nationwide, what could be bad about a conference call overlooking the Gulf of Mexico.

The world is shifting on its axis and it only took a few months and a nasty virus to make that happen. Maybe Covid did us all a favor by forcing us to reevaluate our priorities, it wouldn’t be the first time a major world-wide event compelled us to readjust our thinking and it won’t be the last time. NOAA says beware and be warned

This year’s tropical storm season began with a record nine named storms and is forecast to be an “extremely active” season.

The National Oceanic and Atmospheric Agency (NOAA) reports conditions are likely to fuel storm development in the Atlantic, leading to what could be an “extremely active” season, according to forecasters with NOAA’s Climate Prediction Center, a division of the National Weather Service.

Last week, the agency released its annual August update to the Atlantic Hurricane Season Outlook, initially issued in May. The 2020 Atlantic hurricane season got off to a rapid pace with a record setting nine named storms so far and has the potential to be one of the busiest on record. Historically, only two named storms form on average by early August, and the ninth named storm typically does not form until Oct. 4. An average season produces 12 named storms, including six hurricanes of which three become major hurricanes (Category 3, 4, or 5).

“This is one of the most active seasonal forecasts that NOAA has produced in its 22-year history of hurricane outlooks. NOAA will continue to provide the best possible science and service to communities across the Nation for the remainder of hurricane season to ensure public readiness and safety,” said U.S. Secretary of Commerce Wilbur Ross. “We encourage all Americans to do their part by getting prepared, remaining vigilant, and being ready to take action when necessary.”

THE NEW NUMBERS

The updated outlook calls for 19-25 named storms (winds of 39 mph or greater), of which 7-11 will become hurricanes (winds of 74 mph or greater), including 3-6 major hurricanes (winds of 111 mph or greater). This update covers the entire six-month hurricane season, which ends Nov. 30, and includes the nine named storms to date.

A comprehensive measure of the overall hurricane season activity is the Accumulated Cyclone Energy (ACE) index, which measures the combined intensity and duration of all named storms during the season. Based on

the ACE projection, combined with the above-average numbers of named storms and hurricanes, the likelihood of an above-normal Atlantic hurricane season has increased to 85%, with only a 10% chance of a near-normal season and a 5% chance of a below-normal season.

“This year, we expect more, stronger, and longer-lived storms than average, and our predicted ACE range extends well above NOAA’s threshold for an extremely active season,” said Gerry Bell, Ph.D., lead seasonal hurricane forecaster at NOAA’s Climate Prediction Center.

THE CONDITIONS ARE RIGHT

Current oceanic and atmospheric conditions that make an “extremely active” hurricane season possible are warmer-than-average sea surface temperatures in the tropical Atlantic Ocean and Caribbean Sea, reduced vertical wind shear, weaker tropical Atlantic trade winds and an enhanced west African monsoon. These conditions are expected to continue for the next several months. A main climate factor behind these conditions is the ongoing warm phase of the Atlantic

Multi-Decadal Oscillation, which reappeared in 1995 and has been favoring more active hurricane seasons since that time.

Another contributing climate factor this year is the possibility of La Nina developing in the months ahead.

Indicative of cooler-than-average sea surface temperatures in the equatorial regions of the eastern Pacific Ocean, La Nina can further weaken the wind shear over the Atlantic Basin, allowing storms to develop and intensify.

NOAA’s hurricane season outlook is for overall seasonal activity and is not a landfall forecast. Landfalls are largely determined by short-term weather patterns, which are only predictable within about a week of a storm potentially reaching a coastline. NOAA’s National Hurricane Center provides tropical weather outlooks out to five days in advance, provides track and intensity forecasts for individual storms, and issues watches and warnings for specific tropical storms, hurricanes and the associated storm surge.

Remember. It only takes a storm to make it a miserable season so be prepared.

Dueling parking garage amendments slated for fall ballot The city of Bradenton Beach will seek a judge’s ruling on the legality of one of the parking garage ballot questions.

BRADENTON BEACH – Bradenton Beach voters will likely see two parking garage questions on their general election ballots this fall.

Both parking garage questions are expected to be presented to city voters as proposed amendments to the city charter, but the Bradenton Beach Commission will simultaneously seek a judge’s ruling on the legality of the first parking garage ballot question.

The first parking garage ballot question addresses the city-wide parking garage prohibition first sought in 2018 by the Keep Our Residential Neighborhoods (KORN) political action committee formed by Reed Mapes and John Metz.

The second ballot question will ask city voters if they want to allow one parking garage to be built in Bradenton Beach.

There are currently no proposals to build a parking garage in Bradenton

In 2016, Mayor Bill Shearon proposed building a parking garage near the Public Works building and police station.

Beach and the construction of a standalone, multi-level parking garage is currently prohibited by the city’s comprehensive plan and land development code (LDC). However, the comp plan and LDC prohibitions adopted by the commission in 2018 could be reversed by a future commission. A parking garage prohibition or parking garage allowance added to the city charter could only be reversed by city voters.

Both parking garage questions were formalized with the adoption of City Ordinance 20-518 during Monday morning’s special city commission meeting.

In 2016, Commissioner Jake Spooner proposed building a parking garage on the Joe’s Eats & Sweets property.

When presenting the ordinance on first reading on Thursday, City Attorney Ricinda Perry said she made slight modifications to the KORN question that now reads as follows: “Should the charter of Bradenton Beach be amended to prohibit the building of any multilevel parking garages within the city of Bradenton Beach? All other parking garages, facilities and structures are allowed as permitted by local law.”

The second charter amendment question – suggested by Perry and first discussed by the commission in June – reads as follows: “Should the city

amend its charter to: (1) Prohibit the approval, development and building of any stand-alone parking garage structures in all residential zoning districts; (2) Prohibit any multi-level parking garage, structure, or facility exceeding a total density of one multi-level parking garage within the entire municipal limits; and, (3) Establish a mandatory city-wide voter referendum to increase the multilevel parking garage density?”

The (city) commission has made it very clear that they don’t want to see a parking garage in city. Nonetheless, the city is putting it out there to see what the voters are wanting to do.�

According to Perry, if voters approve both amendments neither would be enacted because they would be in conflict.

According to Perry, Monday was the final day to submit ballot items to the Manatee County Supervisor of Elections Office for inclusion on the fall ballot.

Monday morning, the commission, minus Commissioner Jan Vosburgh, adopted by 4-0 vote the following motion: “A motion to approve the second reading and adoption of Ordinance 20-518 to the extent of preserving a timely placement of ballot language on the 2020 general election, with a directive to Ricinda Perry to coordinate with Chuck Johnson and schedule a hearing in front of Judge Nicholas to argue that land use matters do not belong in a city charter.�

COMMISSION ACTIONS

The city now seeks a ruling from Circuit Court Judge Edward Nicholas regarding the legality of the KORN amendment first sought in 2018. When the city commission refused to place on the 2018 ballot the parking garage question and three additional charter amendment questions proposed by KORN, KORN filed a lawsuit against the city.

In March, Nicholas ruled the city did not have to place KORN’s charter amendment questions on a future ballot.

Nicholas felt the city addressed most of KORN’s concerns via the alternative charter amendments recommended by the Charter Review Committee and approved by city voters. When issuing his ruling, Nicholas said he would consider future arguments regarding the parking garage question that had not been posed to city voters.

Johnson represented the city in that case. On June 18, Perry told the commission KORN attorney Robert Hendrickson emailed Johnson regarding the lingering parking garage issue.

“It’s not been ordered by the judge to put it on the ballot, but Mr. Hendrickson has indicated KORN will continue to take this to court and try to force the city to put it on the ballot. Do you want to put it on the ballot and kill that argument or do you want to fight it in court?� Perry said that day.

After much debate that day regarding the legalities of addressing a land use issue in the city charter in contrast to current state law, and the legal precedent that might establish, the commission voted 3-2 to move forward with two parking garage ballot questions.

On Monday, Mayor John Chappie asked Perry if the commission could place both parking garage initiatives on the ballot but still seek a ruling from Nicholas. “If the city feels strongly that a parking garage, as a land use regulation, doesn’t belong in the charter, you could still appeal this ordinance to the judge as a new cause of action,� Perry said of the city appealing its own ordinance. “As it relates to the current lawsuit by KORN, he could issue a mandate that this be taken off the ballot and not voted on. He could direct that to the supervisor of elections.

I believe we could still go to Judge Nicholas and say we  ��� � ��  � �­­ did this in good faith moving it forward, but we still € � ‚ ƒ „… �  † ‡ strongly object to it and feel it should not be put in front of voters,� Perry said.

OBITUARIES

John Cooper Bennet

John Cooper Bennett, also lovingly known as J.B. and Johnny Boy, passed away at age 74 in Atlantic Beach, Fla., on July 27, 2020. He was born in Jacksonville, Fla., on Jan. 19, 1946.

John first visited Anna Maria Island in the 1980s. He fell in love with the island and eventually purchased a vacation home on Pine Avenue. When in town, he enjoyed fishing at the Rod and Reel Pier, playing horseshoes at City Hall, boating and catching up with local residents.

As a young adolescent, John was diagnosed with diabetes and became a passionate advocate for diabetes awareness and research efforts. He was president of the Juvenile Diabetes Foundation and volunteered to consult young, newly diagnosed diabetes patients. After a career spanning more than 40 years, John retired from working for his longtime friend Jennifer Duke and her family.

John liked to be near the water.

When not in his hometown of Jacksonville or on Anna Maria Island, he enjoyed fishing in the mountains of North Carolina. John also enjoyed traveling, regaling stories, watching

the Florida Gators and Jacksonville Jaguars, visiting with loved ones, and driving, whether it be a car, boat or RV. Many knew John for his beaming smile, tall stature and fun-loving nature — and for his kindness and generosity. John never knew a stranger.

John is survived by his life partner, Mary King of Atlantic Beach, Fla.; brother, Roberts O. Bennett (Orinda Evans) of Atlanta, Ga.; sisters-inlaw, Kathy King of Jacksonville, Fla., and Joni Adno of Sarasota, Fla.; and brother-in-law, John King (Joy) of Neptune Beach, Fla. He is also survived by 10 nieces and nephews: Wells Bennett (Debra, and their children Katerina and Reid) of Washington, D.C.; Ian Eckerson of Sarasota, Fla.; Elizabeth Bennett of Washington, D.C.; Kristen King (William Smith) of New York, N.Y.; Mason King of Neptune Beach, Fla.; and Henry King of Neptune Beach, Fla. Additionally, John leaves behind many cousins and dear friends whom he cherished.

7/30, abandoned vehicle, Kingfish Boat Launch parking Lot, 752 Manatee Ave, The officer on patrol fund a pickup truck parked after hours with no license. He found out the truck was left there following a traffic stop on July 26, 2020. It was towed.

An officer stopped the driver, a juvenile who said he had no ID. They called the vehicle’s owner so he could retrieve it and the driver’s mother and took the suspect to the Manatee County Juvenile Assessment Center, They later found out the driver was listed as missing in Hillsborough County.

a traffic stop, he smelled burnt marijuana. The officer issued the driver a traffic ticket and a code violation notice for the pot.

7/31, noise violation, contributing to the delinquency of minors.131 51st St. Police were called to the vacation rental where juveniles were drinking, smoking pot and making noise at an open house party to celebrate high school graduation. One of the graduates said her parents rented the house for the week and they held a small get-together but more and more kids arrived and it got out of hand. Police corralled all the partyers and released the 18 and older sober grads. They had the younger and intoxicated kids call their parents or legal guardians.

Solid Rock Construction dominates at The Center

After a full night of soccer the night before, Solid Rock Construction dominated the pitch against Beach Bums.

With the win, the team lead by Chris Scott in the scoring for the night won its third game in the season.

Scott finished the game with five goals, followed by James Lynch scoring four points and Chris Culhane with a solo goal in the victory. Mark Long made 10 saves in the match.

Beach Bums’ Amy Ivan was top scorer with two successful strikes.

Teammates Neil Fellowes, son Robert Fellowes and Kevin Roman all made a goal giving their team five points.

Blalock Walters took the win against Signature Granite with the score 7-3.

Ryan Hogan and Jessica Williams each put two points on the scoreboard, with singles by Derek Crooks, Matt Plummer and Matt Staggs.

On the other side of midfield, Damir Glavan, Zack Lieb and Kris Yavalar scored for Signature Granite, but the team effort just was not enough last Thursday night.

Sato Real Estate eked out a win after their first loss Wednesday night.

Hakan Toka and Nate Welch were the only scorers for Sato Real Estate. Moss Builders found two points at the foot of Brent Moss in the 3-2 loss.

The final game of the evening and week ended with a tie between Vintage Beach and Gulfview Windows and Doors.

Joey Hutchison scored four of the five goals for Vintage Beach, with the solo goal by Nick Bouchard. Goalies

David Greene and Ben Sato were busy protecting the net with seven and 10 saves, respectively.

Gulfview’s scorers were Daniel Adan with a hat trick and Keith Mahoney with a single goal in the game. Matt Fletcher was recorded with a goal to complete another night of adult co-ed soccer at The Center.
