Privateers don’t want Maddox in parade Former Privateer Rick Maddox has appealed his parade exclusion to the Anna Maria City Commission.

ANNA MARIA – The Anna Maria Island Privateers are not interested in having former Privateer Rick Maddox join them in the Christmas parade they are hosting on Saturday, Dec. 10.

Maddox fell out of favor with the Privateers in 2012 after he took the non-profit organization to court seeking ownership of a Christmas sleigh that was mounted to a boat trailer and used as a parade float.

In 2014, Maddox was awarded ownership of the float, and the Privateer’s were ordered to pay his attorney fees as well.

BRADENTON BEACH – After two attempts, the four sitting city commissioners remained deadlocked as to who would fill the vacant Ward 2 commission seat, so a cutting of the cards will take place at city hall at 6 p.m. on Tuesday, Dec. 13.

The two potential appointees, Marilyn Maro and Anne Leister, will cut a deck of cards, with Maro going first. The candidate who cuts the highest card will assume the commission seat formerly held by Commissioner Ed Straight and they will serve the remainder of the two-year term that expires in November, 2018.

The city charter provides for this contingency and states, “If a majority of the commissioners are unable

Pine Avenue to close for Friday night fest

ANNA MARIA – Pine Avenue will be closed to vehicular traffic during the holiday festivities taking place in Anna Maria on Friday, Dec. 9, from 5:30 p.m. until approximately 9 p.m.

The roadway will be closed from just beyond the Roser Memorial Community Church up to Gulf Drive.

The street closing will coincide with the Anna Maria Holiday Open House being sponsored by the Anna Maria Island Historical Society and the Anna Maria Island Sun. Those who stroll up and down Pine Avenue during the open house will be treated to light snacks and musical entertainment while visiting the local businesses.

Christmas coming to Bridge Street The annual Christmas on Bridge Street event taking place in Bradenton Beach on Saturday, Dec. 17, will feature “an epic hot chocolate bar,” according to Sea-renity Spa owner and Bridge Street Merchants volunteer Amanda Escobio.

Christmas on Bridge Street will begin at 4:30 p.m. and continue until approximately 8:30 p.m.

Occurring in the vacant lot at 107 Bridge Street, this free evening of holiday entertainment will also include the tallest Christmas tree on the Island; Santa and his sleigh; and The Dickens Carolers singing and telling stories while adorned in Dickens-era costumes.

The Dickens Carolers will perform at 6 and 7 p.m.

Light It Up Parade on Saturday The Cortez Yacht Club and the Swordfish Grill will host the inaugural Light It Up Toy Drive Holiday Parade on Saturday, Dec. 10.

Serving as a Toys for Tots toy drive, the parade will consist of decorated and lighted golf carts and dinghies traveling from Annie’s Bait & Tackle to Tide Tables and then over to the Swordfish Grill.

Parade participants are asked to bring a new unwrapped toy and meet at Annie’s, 4334 127th St W., Cortez, prior to the 5 p.m. parade departure time. An after-party will take place at the Swordfish Grill, 4628 119th St. W. Those who attend the after-party without participating in the parade are asked to bring a new unwrapped toy or make a cash donation in the form of a check. Center launches matching challenge The Center of Anna Maria has launched its annual appeal with a longtime friend of the community center awarding it a $50,000 match for any donation received between now and Dec. 31.

The Center provides year ‘round programs for all ages and 85 percent of all money received supports direct program expenses. Last year alone The Center awarded $52,000 to local youth and families in reduced fees and scholarships to participate in sports, afterschool programs, and camps.

Commission seeks ban on dispensaries

City Commissioners are asking for an outright ban instead of a temporary moratorium on medicinal marijuana dispensaries.

BRADENTON BEACH – City Commissioners have directed City Attorney Ricinda Perry to prepare an ordinance that would ban medical marijuana dispensaries and growing facilities in Bradenton Beach for the foreseeable future.

This decision was reached by the four sitting commission members during the Thursday, Dec. 1, meeting. Newly-elected Commissioner John Chappie urged the commission to discard the six-month moratorium on dispensaries discussed by the previous commission on Nov. 17.

“I was not sitting up here at the last commission meeting when the last direction was given,” Chappie said in regard to the marijuana moratorium ordinance Perry was asked to prepare for last week’s meeting.

“My feeling is just say no. Then whatever the state does, we can come back and establish some ordinances. I don’t see any reason city tax dollars and staff time should be used analyzing and reviewing whether we want dispensing places here in Bradenton Beach,” Chappie said.

He said his preference was to direct Perry to draft an ordinance similar to the marijuana ordinance Anna Maria commissioners adopted in September in anticipation of medicinal marijuana being approved

by Florida voters in November.

The Anna Maria ordinance prohibits growing, cultivating, processing and selling medicinal marijuana within the city limits. Chappie said this approach would still allow the city to revisit the issue if need be at a later date.

Last week, Commissioner Jake Spooner asked Perry if state law would supersede any new city laws adopted.

“Yes and no. State law is preempted by federal law and federal law does not allow for this. So regardless of what the state has articulated in its statues, the argument – and that is what the city of Anna Maria is relying on – is that it’s federally prohibited,” Perry said.

Despite the federal prohibition, 29 states have legalized or are in the process of legalizing medicinal marijuana; and eight states and the District of Washington D.C. have legalized recreational marijuana use, according to Governing.com.

During the Nov. 17 meeting, Mayor Bill Shearon said he did not consider the city moratorium to be an attempt to enact a permanent ban on dispensaries.

“I’m changing my thought here.

If we can just say no, it’s done with, and we don’t have to spend our time and effort on it, and we can just go with the federal guidelines,” he said last week.

“I think it’s two different things.

It’s nothing against medical marijuana; it’s just the distribution,” Shearon said.

“But if somebody can’t get it anywhere … ,” Spooner concluded.

Chappie then made a motion to direct Perry to draft an ordinance similar to the Anna Maria ordinance, and his motion passed by a 4-0 vote.

Center board discusses finances City funding from Anna Maria and Holmes Beach is zero to date.

ANNA MARIA – Treasurer Jim Froeschle told the board of directors that four factors contributed to The Center losing $34,000 in October and $141,000 year to date.

Froeschle said there are great improvements with programs being added and the range and quality of those programs, and participation is strong, but the revenue has not increased due to the all-inclusive membership.

“People are learning what membership to buy to get the best value,” he said. “The people using The Center are getting enormous value, but the program fees are not rising to the extent we had hoped.

“Participation levels are up but people are doing it as a member, so they pay $5 instead of $90 or $120. It’s living with the new fee structure we have and figuring out how to market that.”

He said rental memberships have decreased due to the lack of a program and added, “We had rental companies

buying annual memberships a year ago, but we have not done that this year, and they have not renewed those, so that puts us down from last year.”

In addition, a program designed to draw a steady stream of revenue from businesses in the community was optimistic, and city funding from Anna Maria and Holmes Beach is zero to date.

Lobbying for city funding

“We’re working with the cities to find out what they are looking for from The Center and what we can do to encourage them to fund us,” Froeschle said.

“I think they will step up, but I think it will be more in the line of new programs being added.

“If they do that, it’s a great thing for the people attending The Center, but it doesn’t help our current budget issue.

We’re going to have to live with that. The past of getting funding from the government as an ongoing budget source of revenue appears to be going away.”

“Because of the limitations and the operational area of how much we can do to turn activity into money, we are going to have to recognize a stronger community support, stronger individual donation support and stronger business support going forward. We have to find new members and new supporters,” Froeschle concluded.

Lessig reported that accomplishments for the fiscal year from July 1, 2015 to June 30, 2016 include: • Receiving he Manatee County

School Board award for Outstanding Partner of the Year in Education; • Launching the new program center concept and adding a dedicated art space; • Resurfacing the tennis courts; • Enhancing the sports fields through a grant from the Pittsburgh Pirates; • Awarding $52,000 in scholarships and reduced fees.

She said goals for fiscal year 2016-17 include: • Increasing memberships; • Increasing partnerships to enhance and elevate programs; • Raising $400,000 in individual donations; • Establishing meaningful partnerships with local businesses to support The Center.

EDITORIAL And the winner is ...

O

nce again, a deck of cards will determine who fills a city commission seat in Bradenton Beach; and whichever way the cards fall, the city as a whole will be the real winner.

On Tuesday, Dec. 13, Ward 2 residents Marilyn Maro and Anne Leister will cut the deck and the woman who pulls the highest card will be the next Ward 2 commissioner.

This will be the second time in slightly more than a year that cutting cards has determined the holder of what is supposed to be an elected office. In 2015, the mayor’s race was settled by this same age-old game of chance, which caught the attention of news outlets nationwide and brought a celebrity chatterbox to town for a day.

The prize for winning next week’s competition is a seat on a commission that will face significant challenges. Number one on that list will be enacting vacation rental regulations that protect the remaining residential charm of the city without depleting city coffers via legal fees and court costs initiated by those who view real estate as a commercial endeavor first and foremost.

T

he winner will also help determine the course of the anchorage and whether the city will rely on increased policing or take another swing at trying to implement a paid mooring field.

The drawer of the highest card will inherit the responsibility of assessing the city’s parking challenges; improving drainage in areas that still flood during a moderate rain; and leading the way on a multitude of other important issues and problems known and not yet known.

The victor will also have to deal with the joys and frustrations they will experience when dealing with the business owners and residents of the city, each of whom has different needs and wants. And they may have to deal with the anger, accusations and allegations thrown their way by some factions within the city whose actions will at times be based more on raw emotion and personal desires than facts and figures.

Rather than being angry that Leister entered this high-stakes game of city politics as a lastminute contestant, the citizens of Ward 2 and Bradenton Beach should be grateful that we have not one, but two intelligent, graceful and principled women who already live full lives, yet are willing to give of themselves in hopes of bettering the community that each of them unquestionably loves.

LETTERS TO THE EDITOR Commission seat not a given In regard to the delayed appointment of a Ward 2 Bradenton Beach City Commissioner, it is my belief that Ms. Marilyn Maro should have announced her candidacy during the statutory candidate qualifying period earlier this summer. Regardless of the outcome of the Aug. 30 term-limit ballot question, she would have then been in the running to fill the commission seat potentially being vacated by Ed Straight. For a $48 filing fee, she could have been legitimately elected to the Ward 2 seat rather than making it a commission decision.

In 2011, when no one stood for the commission seat of the former commissioner who had termed out of office, the commission chose from available candidates to fill the vacancy. When I stood for city commissioner in 2013, despite the fact that I had no opposition, I paid the fee and was formally elected, not selected.

At the Dec. 1 city commission meeting, commissioners pointed out that there is no city policy or procedure in place that specifically

addresses this situation. Therefore, the endorsements of Ms. Maro, while heartfelt, are not relevant except as a means of public comment.

Ms. Anne Leister is equally entitled to stand for the commission seat, regardless of her attendance or lack of attendance at any or all city meetings. In fact, there is no policy in place to prevent anyone else from standing before the commission at the Dec. 5 meeting and putting their name forward as well.

Ms. Leister’s husband’s employment by Commissioner Jake Spooner is immaterial to her desire to serve on the commission. Our current mayor’s spouse, Tjet Martin, unsuccessfully ran for the Ward 4 commission seat in 2014 and listed on her campaign paperwork that her main source of income was as personal caregiver to William Shearon, who was serving as mayor at the time – and that was not seen as a detriment to her candidacy or her ability to serve on the commission.

I have lived in my home on Anna Maria Island for 37 years. The ad valorem tax cap of 3 percent has been good for all Floridians. I have always dreamed of passing my home onto my daughters and grandsons. My taxes are $2,100 now and if I pass the home to my grandson, his tax would jump to about $13,000 based on comparable sales on my street. He's a college student and there's no way he could afford to pay that tax and would be forced to sell the home.

That's just not right!

Do you agree? If so, can you spearhead a solution through legislation that relatives can receive homes like mine and keep the 3 percent cap on tax? Proving relationship could simply be by providing birth certificates.

BRADENTON BEACH – The city commission and City Planner Alan Garrett have requested as many as four commission workshops to be scheduled for the review and discussion of the Planning and Zoning Board’s recommended vacation rental regulations.

The recommended regulations are being referred to as the Transient Public Lodging Establishment (TPLE) ordinance.

The scheduling request was made at the Dec. 1, commission meeting. During that meeting, no substantive discussion took place on the actual content of the proposed TPLE ordinance.

The planning board originally recommended a vacation rental occupancy limit of two people per bedroom plus two additional guests. On Nov. 30, the planning board voted 3-2 in favor of making an additional recommendation to the commission for an eight-person

ANNA MARIA – Mayor Dan Murphy and Commissioners Brian Seymour and Nancy Yetter were sworn into office during the organizational meeting that preceded the Nov. 30 city commission meeting.

The swearing in ceremonies were conducted by City Clerk LeAnne Addy.

When being sworn in separately, Seymour, Yetter and Murphy each said, “I do solemnly swear that I will support, protect and defend the constitution and government of the United States and the state of Florida; that I am duly qualified to hold office under the constitution of the state of Florida and the charter of the city of Anna Maria, Florida; and that I will well and faithfully perform the duties of the office of city commission on which I am now about to enter, so help me God.” After being sworn in, Murphy congratulated Seymour on his election and Yetter on her reelection. He also acknowledged the past efforts of former Commissioner Chuck Webb, who fell short in his bid to retain the commission seat he held for many years.

“I’d like to thank Chuck Webb for his service and dedication to our city over the years. Chuck has served in many capacities, both on the Planning and Zoning Board and on the commission, and I think he deserves a thank you from the city of Anna Maria,” Murphy said.

Murphy then opened the floor to nominations in regard to who would serve as the commission chair and lead the commission in its meetings.

Yetter nominated Commissioner Carol Carter. In his first act as a commissioner Seymour then nominated Copeland. Both members accepted the nominations and Copeland was elected by a 3-2 vote. Seymour, Copeland and Dale Woodland voted in favor of Copeland retaining the chair’s seat. Carter and Yetter voted in favor of Carter assuming that position for the first time.

After the meeting, Seymour said he was a little nervous at first sitting up on the dais, but he quickly got comfortable and he hopes to be a quick study in terms of the learning curve that faces new commissioners.

ANNA MARIA – Roser Memorial Community Church drew a good crowd for its annual Bethlehem Walk Saturday night. The weather was perfect as attendees, some dressed in the period, gathered at the church to recreate Joseph and Mary’s walk to Bethlehem

while she was pregnant.

The walk attracts lots of children who get a hands-on experience of the story of Christmas.

This year, Rev. Dr. Bob O’Keef allowed Associate Pastor Neil Crowell to lead the march around the block. As they walked from one “inn” to another, the crowd sang Christmas carols. The kids sang along, some of them walking with lambs and a llama that are brought to the Island each year.

When they made the final stop, at the Sato Real Estate building, the “innkeeper” told them they could rest at the manger with the animals, where Jesus was born. It was at the church.

Then the procession arrived, they all gathered around an open door where Joseph and Mary came outside holding the baby.

This year, there were two sets of people playing Joseph and Mary. The first couple was Jill and Mark Morris. The second couple was Joelynn Boulris and Charles Gianiotes

AMI native serves in Pearl Harbor

As the nation pauses to remember the attack on Pearl Harbor, which occurred 75 years ago on Dec. 7, 1941, the occasion has special meaning for an Anna Maria Island native, who is serving in the U.S. Navy in the very location that drew the United States into World War II. Petty Officer 3rd Class Nick Tankersley, a 2012 Manatee High School graduate, is assigned to the Navy’s U.S. Pacific Fleet Headquarters. Tankersley is responsible for weapons systems aboard the submarine.

“I like that my job allows me to be an integral part of ship safety,” said Tankersley. "The pressure of knowing that the ship makes decisions based on my ability to do my job ensures that I perform at the highest level at all times.”

According to Navy officials, the U.S. Pacific Fleet is the world’s largest fleet command, encompassing 100 million square miles, nearly half the Earth’s surface, from Antarctica to the Arctic circle and from the West Coast of the United States into the Indian Ocean.

The U.S. Pacific Fleet consists of approximately 200 ships/submarines, nearly 1,100 aircraft, and more than 140,000 Sailors and civilians. Pearl Harbor itself is home to more than 19,000 U.S. Navy sailors, 11 surface ships, 19 nuclear-powered submarines and 19 aircraft.

Center developing a fundraising program for businesses It involves a booklet of sand dollar coupons that people can use to pay for part of a purchase.

ANNA MARIA – Working off an idea that Anna Maria Commissioner Dale Woodland brought to the board of directors in the fall, The Center’s development committee unveiled an idea to get the community involved in raising money for the Center.

Committee member Sam Pakbaz said he and committee member Patty McBean met with a dozen businesses to try and develop a program that they want to to participate in that has longevity.

“The sand dollar program is a way to use the symbiotic relationship between the local community, the tourists and the Island businesses to improve The Center,” he said, “This also is something other non profits can participate in.”

He said the program involves a booklet of coupons in the form of

sand dollars and a booklet contains 100 sand dollars with a value of $1 each.

“You pay $10 or $20 for the booklet,” he explained. “Then you go to the participating retailers, and for part of your purchase, you can pay using sand dollars. It’s similar to a coupon but with Island pizzazz.”

He said it’s good for businesses because it generates traffic and is good for tourists and locals because they save money. It also helps local businesses reach out to local residents.

Businesses will pay a fee to participate in the program as a form of advertising. The sand dollars can be distributed through rental companies, kids can sell them like they do with school and Scout fundraisers, participating businesses can sell them and they can be sold online.

Pakbaz said participating businesses to date include the Chilies group of restaurants, Pink and Navy, Beach Bums and Sato Real Estate. He said he hopes to have 20 to 30 businesses to launch the program in February or March.

Chappie named vice mayor Commissioner Ralph Cole will serve as the new CRA chair.

BRADENTON BEACH – The four sitting commission members were unable to reach majority consensus on the appointment of a new Ward 2 commissioner last week, but they did decide that John Chappie would serve as vice mayor and Ralph Cole would serve as the Community Redevelopment Agency (CRA) chair.

Before term-limiting out of office in November, Ed Straight held both of the positions that were filled at the Dec. 1, City Commission meeting.

When Mayor Bill Shearon nominated Chappie to serve as vice mayor, Chappie at first deferred to Cole and Commissioner Jake Spooner.

“I’m kind of the new guy here. I’ll do it, but if one of you guys want to do it, that’s fine with me too.”

Now in the second year of their first terms as commissioners, neither Cole nor Spooner expressed interest in serving as the vice mayor whose duties include chairing meetings and assuming the other mayoral responsibilities if the mayor is absent, unavailable or incapacitated. Before he became a county commissioner, Chappie previously served as the mayor of Braden-

Shearon said he nominated Chappie in part because Chappie nominated him to serve as vice mayor when the two men previously served together, and the commission unanimously supported the nomination.

CRA Chair

The appointment of a new CRA chair was less harmonious. The CRA chair leads the CRA meetings that help determine how tax dollars generated in the CRA district are spent, and which projects will be pursued within the district boundaries that extend from the south side of the Cortez Bridge to Fifth Street South.

Shearon nominated himself to serve as the CRA chair, and he nominated Chappie to serve as the vice chair. In doing so, Shearon restated his previously-expressed objections to the city attorney’s legal opinion that according to state statute the CRA acts as a separate and independent governing body from the City Commission. Under this administrative framework, the mayor – unless appointed chair – simply serves as an agency member minus any additional mayoral authority.

Shearon has stated in the past that he thinks the CRA should serve as recommending body to the commission, as is the case with the Planning and Zoning Board and the Scenic WAVES Com-

mittee, but his is the sole commission member to hold this opinion.

When nominating Cole, Chappie said, “I like to split things up. I nominate Ralph, and the mayor as the vice chair.”

In response, Cole said, “I would gladly do it.”.

Shearon said, “I will not accept the vice chairmanship.”

Shearon then reiterated his concerns about someone other than the mayor being in charge of CRA projects and actions.

“As the mayor and the executive head of the city I have oversight. We can’t have two people having administrative oversight.

Who’s going to direct staff?” he said.

During Straight’s tenure as CRA chair the agency did not encounter any problems that arose from someone other than the mayor serving as chair.

The CRA board as a whole provided direction to the department heads who were responsible for carrying out the agency’s directives.

When Shearon called for a vote on those in favor of him serving as chair, he was greeted with silence from the other commissioners, who then voted in opposition to his nomination.

“I will vote for myself. The motion fails three to one,” Shearon said.

The commission, including Shearon, then voted 4-0 in favor of Cole serving as the CRA chair and Chappie serving as the vice chair.

Commission to fill empty seat on Dec. 13 Two people have expressed interest in the seat – former Commissioner Marvin Grossman and resident Dan Diggins.

HOLMES BEACH – City commissioners will decide who will fill the seat formerly occupied by Marvin Grossman at their next meeting at 6 p.m. on Tuesday, Dec. 13.

So far two people have expressed interest in the seat – Grossman and resident Dan Diggins. Chair Judy Titsworth said she plans to ask for nominations and then the commission will vote.

Grossman, who did not qualify for re-election in June because he failed to open a campaign bank account, is hoping to serve a third two-year term.

“We’ve really gotten a lot done over the last four years,” Grossman said. “There’s more to finish so the citizens of Holmes Beach and Anna Maria Island will get to Grossman have the peaceful quiet enjoyment of their homes, which I feel is the right of all citizens.”

Grossman said he has several unfinished projects he’d like to pursue and added, "I do appreciate the opportunity I’ve had over the past four years to participate in the positive changes we’ve brought about in Holmes Beach.

Dan Diggins seeks seat

Diggins, a newcomer to elected office, has been in commercial aviation most of his adult life as an engineer, a commercial pilot, an air traffic controller and an air safety

investigator.

He said the most significant accident investigation he was involved in was that of the space shuttle Columbia in 2003. He also was Diggins a member of the FBI’s joint terrorism task force investigating the terror attacks in 2001 and testified at the 911 Commission about the events of that day.

“In 2010, I went overseas to be the civil aviation attaché to the ambassador in Afghanistan for two years,” he explained. “I retired from federal service, and then I went back to Afghanistan for two years as an airport construction consultant to the Japanese government.

Following that was a two-year job in Africa to develop an aviation and navigation system for the Republic of Malawi. He then retired for the

second time to the home he and his wife, Rhonda, built in Holmes Beach in 2011.

Of his decision to seek a commission seat, he said, “I like the Island; I like the people. The Island is undergoing some pressure and changes, and I think I have the skill set to help meet those challenges.”

He said he follows news of the city and the Island in the newspapers and noted, “When you are new to any organization, the first thing you do is listen and learn, and then you’ll know when to take action.”

Diggins and his wife, who have five rescue dogs, recently have been active with fundraising activities for the Humane Societies of Manatee and Tampa, Florida Poodle Rescue, All Children’s Hospital and other organizations.

Pier rehabilitation discussions continue The city must figure out what role the pier tenant and the county will play in funding the pier replacement.

ANNA MARIA – Last week, Mayor Dan Murphy provided the city commission with an update on the efforts to rehabilitate the Anna Maria City Pier.

He said he recently spoke with pier tenant Mario Schoenfelder, who is willing to resume the funding discussions that broke off in May. At that time, Schoenfelder sent Murphy a letter that expressed his willingness to contribute $250,000 to the pier rehabilitation once the project was done. He offered an additional $250,000 to be paid upon completion in exchange for two rent-free years that would commence immediately thereafter. His letter stated that if the work began before his lease expired in December 2020, he expected any period of closure to be added to his existing lease or to a new lease. He also sought a 10-year lease renewal.

The commission rejected those terms and some commission members felt it would not be difficult to find a new pier tenant.

“He is more than willing to reopen our discussions and to let the past be the past,” Murphy said last week.

“I need to be able to come back to you with what I think is a reasonable offer for the role of the tenant; and then you need to decide if you like that role or don’t like that role,” he added.

with County Administrator Ed Hunzeker, Natural Resources Director Charlie Hunsicker and Tourist Development Council Director Elliot Falcione to discuss the county’s preliminary offer to provide up to $1 million in matching county funds. He said one of his biggest concerns was cost overruns.

“The city really can’t afford overruns.

Their offer to help us with the money was also contingent on the engineering firm that they are recommending.

We had lengthy discussions about that, and that’s still a malleable issue. This is about a $2 million problem and the

county is stipulating a million dollars in assistance,” Murphy said.

Woodland reiterated his desire to get another estimate from a second engineering firm.

“I’ve spent a lot of time talking to a lot of different people about this. I see no downside in getting two totally separate proposals,” he said.

Woodland feels one estimate should come from the county’s preferred firm, which is located on the east coast, and the other should come from a local firm.

“If you get a proposal from local contractors and engineers and it’s still in the $2 million range where do we come up with that extra million dollars? I haven’t heard that they’re ready to relinquish the engineering,” Copeland said.

“I would think we would have a little bit of bargaining power if they’re so anxious to keep the number one tourist attraction going. That gives you leverage,” Commissioner Nancy Yetter said in reference to the pier’s popularity with tourists.

“Elliot Falcione has told me it will not affect tourism one way or another whether that pier is there,” Copeland responded.

“I’m sorry, I would disagree with that because I can’t envision taking a picture of submerged pilings,” Murphy said.

Carter pointed out that the county’s preferred firm engineered the replacement of three beach groins in Bradenton Beach and that project encountered construction delays and cost overruns.

She agreed with Yetter and Woodland that getting a second estimate was a good idea.

County seeks input on parks master plan Parks lovers and outdoor enthusiasts will have a chance to shape the future of parks, green spaces and trails throughout Manatee County during by providing input over the next two months.

Manatee County Parks and Natural Resources Department, working with consultant Kimley-Horn and Associates, will host six upcoming meetings to gather public opinions that will be a part of the county’s Parks Master Plan. The plan will provide a 15-year

blueprint for the county to develop and maximize recreation and open space amenities.

“During these meetings we’ll be giving an overview of the existing (parks and green space) conditions and asking people what they want to see in the future,” said Charlie Hunsicker, Manatee County Parks and Natural Resources director.

“We’d like to get a wide diversity of comments and for people to tell us in their own words what their expecta-

The planning board and the City Commission are now working under the six-month building moratorium imposed by city voters during the November elections. The moratorium prevents city staff from accepting new building permit applications for the construction of new homes in the R-1 and R-2 zone districts that have more than four bedrooms or rooms that could be used as sleeping rooms – including dining rooms, living rooms, offices and dens.

The commission has not yet held any public discussion on the planning board’s recommended rental regulations and the potential LDC amendments have not yet been presented to the commission.

“The sooner we get to this, the happier I’ll be,” Commissioner John Chappie said in regard to the requested commission workshops.

Due to the Christmas holidays, the Dec. 1 meeting was supposed to have been the commission’s final meeting of 2016.

“I’m ready to move forward if there’s time in December, so that we can get this moving because of the time frame of the moratorium,” Garrett said.

As of Monday morning, no workshops had yet been scheduled. The planning board will meet again at 1 p.m. on Wednesday, Dec. 21.

Anatomy of a fishing rod

E

very fisherman’s rod, be it a spinning rod, a fly rod or a casting rod, is constructed in a similar way and has the same basic parts. Have you ever wondered why one rod is more expensive than another and why? Here is a breakdown of the basic components of a fishing rod that should help you understand their construction, and why one rod costs more than another. This should also help you determine which rod is best for you.

A rod’s blank is constructed from a product known as prepreg. This material is impregnated with resin and wrapped around a mandrel, which is removed after the blank is formed, giving the rod its basic round shape.

This blank holds the guides, ferrules, handle, reel seat and fighting butt.

Prepreg has fibers that have a unidirectional (straight) orientation. The fibers can be made of different materials including fiberglass, graphite, boron or Kevlar. Some rods are made (laid

You may find reds along with big trout concentrated in potholes, along the edges of bars or tailing on shallow grass flats on negative low tides this month.

This is a good month for catch and release snook action around lighted docks in the ICW. Some lights will also have trout and reds making it possible to get a dock slam. There may also be good action in the coastal Gulf with false albacore (little tunny), Spanish mackerel and tripletail, depending on conditions.

Snook season closes on the west coast of Florida this month so all snook must be released. However, catch and release snook fishing around lighted docks can be good this month unless it gets too cool. I won’t target snook following a strong cold front or if the water dips below 60 degrees, since they may be stressed at that time. However, it can be very good in December under normal conditions. Larger baitfish will thin out, and snook will gorge themselves on glass minnows and small shrimp in the ICW at night.

The butt section is the cork part of the rod behind the reel seat that fits into a fighting harness or into the stomach when playing a fish. On a spinning and casting rod, it’s where the non-dominant hand holds the rod. The reel seat is where the reel foot is placed either on or near the blank, while the hoods secure the reel to the rod.

The fixed hood is the metal receiver where one end of the reel foot is placed. The sliding hood is the rear receiver that holds the other end of the reel foot. The locking ring is a nut that puts pressure on

the sliding hood and holds the reel securely in place. The handle is the cork where the dominant hand is placed. The guides hold the line along the length of the blank. The ferrules connect sections of a rod.

The tip as the name implies is the section at the top of the rod.

You may also have heard the term taper. A rod’s taper refers to the diameter of a rod from the butt to the tip. The taper effects the rod’s action. Most rods have either a fast action (stiff) or a slow action(flexible).

When you’re shopping for a new outfit, knowing the parts and construction of a rod will help you make an informed decision.

The most important part of the rod and the one that most affects its price and your buying decision is the blank. The materials and the method of construction of the blank determines its price.

The least expensive rods are made from fiberglass, while the expensive ones are constructed with graphite, boron and Kevlar. While fiberglass may be good for a beginner, the more expensive rods are a better choice for the seasoned angler. Armed with this information, you’ll have the knowledge you need to determine how much you spend on a rod. This decision can positively affect your angling efficiency and enjoyment.

I like docks that have a good tidal flow and deep water under them. CAL jigs with shad tails and jerk worms, DOA Tiny TerrorEyz and DOA Shrimp are my favorite lures for snook at night. Fly anglers should do well with sink tip fly lines and small white flies. Fish peak tidal flows for the fastest action.

You might find reds in potholes or along the edges of flats and bars on negative low tides.

They may also tail on shallow grass when the tide is low.

Weedless rigged CAL shad tails and jerk worms, DOA Shrimp and lightly weighted flies with weed guards will work well in that situation. As the tide rises, reds will spread out and feed on shallow flats. You may also find them around docks this month.

I usually let the stage of the tide tell me where to look for reds.

You may also find big trout in skinny water this month in many of the same areas where you find reds. The same lures and techniques that I use for reds will also work for trout in the same areas. I release all big trout (over 20 inches) since they are usually females and I feel it is important that they are left in the water as breeders. You also should find trout on deep grass flats this month along with blues, flounder or pompano. Blues may sometimes feed on the surface, so bird

activity may give their presence away. Pompano may skip when you drift or run past them, and when that happens, circle back upwind and drift through the area casting ahead of your drift.

Flounder prefer a mix of sand and grass, particularly in potholes or on the edges of bars.

I like to drift and cast ahead of my drift with CAL jigs and a variety of plastic tails or DOA Deadly Combos. Fly anglers should score with sink tip fly lines and weighted flies, like Clousers or my Grassett Deep Flats Bunny fly, which behaves like a jig with a shad tail. I like the shallow flats of north Sarasota Bay for reds and trout in December and deep grass flats close to passes, on points and along sand bars for trout, blues, flounder and pompano.

There should still be good action in the coastal Gulf with Spanish mackerel, blues, false albacore and tripletail. Rough or cold water later in the month may slow the action and move fish south or offshore. Look for terns either diving or hovering low over the surface of the water to find albies, blues and mackerel feeding on the surface. Once you’ve found them, cast top water plugs or CAL jigs with shad tails to catch them.

Fly anglers should score with glass minnow fly patterns, poppers or Crease flies. Sometimes top water plugs or fly poppers

will draw fish to the surface, especially over structure. You’ll need to add wire or heavy fluorocarbon to your leader when blues and mackerel are around.

Look for tripletail around crab trap floats or channel markers. Once you’ve located a fish, work back into the wind or current with an electric trolling motor to get into casting range and cast a DOA shrimp, a weedless-rigged CAL shad tail or lightly weighted fly with a weed guard to them. Try to make your first shot count since they are much tougher to catch once they know you’re there.

There will be lots of options in December, although weather becomes more of a factor.

When fishing flats, I usually let conditions and the stage of the tide determine when, where and what I will target. I like to fish the coastal Gulf for false albacore and tripletail whenever conditions are good. Whatever you choose to do, please limit your kill; don’t kill your limit!

hat style home is the right fit for you? Is it a ranch, a colonial, a Mediterranean, a modern, a contemporary, a cottage or any other number of designs? Or is the home of your dreams one that just feels right and has the perfect location? If you’re a stickler for labels, there are a few changes in the popularity of home styles that may surprise you.

In the state of Florida, you can hardly drive a half mile without seeing a Mediterranean style home.

Obviously, Florida builders decided that the Mediterranean Sea was close enough to the Gulf of Mexico and Pacific Ocean to justify flooding the market with stucco walls, tumbled stone and wrought-iron accents. But guess what? The quintessential Florida Mediterranean home has fallen both in popularity and

Replacing it is the modern/contemporary home the value of which has increased 37.4 percent during the same time. Even the traditional Victorians and colonials have surpassed the Mediterranean in value between 14 and 19.4 percent.

So, what exactly is a modern home compared to a contemporary?

Not such an easy question to answer. Modern homes typically have simple lines and aesthetics that are minimalist, reminiscent of the

1950’s and 1960’s mid-century era.

Sounds kind of like contemporary me, but the website Houzz says the contemporary homes are more playful in materials and bright colors – a little less Frank Lloyd Wright and a little more beach/ mountain relaxed.

According to the National Association of Realtors, single-family houses described as modern make up only 0.6 percent of the homes listed compared to 10.3 percent for homes described as contemporary. In addition, homes listed as contemporary sell on average for $275,000 more per Realtor.com. indicating the days of flat roofs, monochromatic colors and exposed steel and concrete may be over.

Confused? Of course you are, as you should be since the lines between contemporary and modern

are so blurred as to not be clear to anyone. It’s all in the wording and the buyer’s perception of what the difference is.

And if changing fashion in home styles isn’t enough for one week, how about changing styles in home appliances? Remember those oversized sub-zero refrigerators and Wolf ranges that everyone lusted after? Well, if you never got one, you are so back in style.

It appears that although minimalist may not be popular in homes anymore, it is very much in style in appliances. Compact appliances that are common in Europe and Asia are starting to make their way into the traditional American kitchen. GE says it is continuing to look for ways to downsize appliances, pointing out that approximately 10 percent of U.S. living spaces are smaller than 1,000 square feet. Chiles’ group skips the straw The “Skip the Straw” campaign has taken hold in Anna Maria Island. Last month, the Chiles Restaurant Group joined the campaign and will now only give biodegradable straws to customers upon request.

Joining the initiative for a sea of change that is taking place one straw at a time, the program was implemented at the Chiles Group’s three waterfront restaurants – Mar Vista Dockside in north Longboat Key; the BeachHouse restaurant in Bradenton Beach and the Sandbar restaurant in Anna Maria – to help address concerns about plastic pollution on land and in our oceans.

According to Sarah Kollar, project and outreach specialist for Ocean Conservancy in Washington, D.C., “Straws are one of the top 10 items collected during the annual International Coastal Cleanup.”

“When it comes to being environmentally conscious, most of us don’t think twice about the disposable plastic straw,” said restaurant owner Ed Chiles.

“Hopefully by communicating our actions, we will raise awareness regarding plastic pollution and its impact on the environment.”

The Chiles Group is making significant

strides in its efforts to be plastic-free and has implemented single-stream recycling at all three locations. This includes the introduction of an alternative to the plastic cup, made exclusively of a commercial food grade cornstarch product that is completely biodegradable.

Other eco-initiatives include the elimination of all foam containers, saltine cracker wrappers and other non-biodegradable products normally associated with food service operations. Some of the next steps include the introduction of a complete line of eco-friendly to-go containers and reusable packing crates for produce and seafood.

The restaurant group will communicate its environmentally responsible actions in the form of green messages designed to engage, educate and encourage its customers to join in their sustainable efforts to “Skip the Straw.”

“As we ramp up our efforts to reduce our plastic footprint, we hope we can encourage others to do the same,” Chiles said.

AMOB to donate proceeds to the Center The Center’s board of directors learned that to celebrate the Anna Maria Oyster Bar’s 20th anniversary, owner John Horne plans to donate proceeds from the sales of a special birthday cocktail on the 20th of every month to local non-profit organizations. The Center will be the recipient of the funds in January.

Horne said the cocktail will be named the Birthday Cake Cocktail, and the donation will include proceeds from all four restaurants – on the Historic Bridge Street Pier in Bradenton Beach, Cortez at 6696 Cortez Road W. and Landside at 6906 14th St. W, both in Bradenton, and Ellenton at 1525 51st Ave. E. Fire Chief Tom Sousa said the district has three CPR instructors, and they teach classes at the Island Branch Library and at the fire administration building at 6417 3rd Ave. W. in Bradenton.

“It is offered four times a month to the public,” he said. “We offer the heart saver class and the health care provider class.”

“Our goal is to get 500 trained this year. The focus is to try and get as many people as possible, so when we arrive on scene, CPR is being performed. That’s the only way you are going to raise your save rates.”

Sousa said the fire district doesn’t charge for the class other than $6 for the card, and eight people are allowed per instructor.

Commissioner requests beach mat response Holmes Beach Commissioner Jean Peelen has asked the Island mayors to pursue a response from Manatee County regarding a request to install beach mats at the two public beaches for mobility-impaired beachgoers.

Beach mats are nylon, carpet like runners that are 6 to 8 feet wide and long enough when rolled out to reach from a hard surface to the shore. They allow wheelchair users, mothers with strollers and people with canes to access the beach.

“This is particularly important since I understand the county may be pursuing beach renourishment money from the fund established after the recent hurricane,” she said in an e-mail. “There is a requirement under Americans with Disabilities Act that municipal beaches be accessible.”

Team Planet Stone teen champions

As the kids on the Island get older, juggling academics, school extracurricular activities and social activities becomes increasingly demanding. For many of them who grew up on the Island, finding time to come back to the Island’s community center is on the list of priorities.

The Center is common ground, a place of comfort, bringing back good memories and forging new memories to carry on with them into the future.

Long-time Center youth Ava and Josie Alderson, Travis Bates, Tyler Brewer, David Daigle, Thomas Heckler, Bryce Higgins, Tres Maddox, Tuna McCracken and Michael Pears, most of which have played sports at the center since kindergarten, returned to The Center each week during the past three months to play soccer, as they have done for so many years.

Many of them are quickly approaching high school, but the passion for the game, enjoyment of playing with and against friends and the love of competition continues to bring the Island area youth to the participate in community center sports.

Last week, the playoff games of the season found 18 teens on the field in the 11- to 14-year-old youth soccer league at The Center. Team Planet Stone lead the season with the strong leg of Chris Snyder and field skills of Nicholas Cavalluzzi.

It came down to two games before the champions were crowned on Nov. 29 at the island pitch.

Going into the semi-final game, Team Tyler’s Ice Cream and Team Progressive Cabinetry tied three games during the regular season, making the playoff match-up much anticipated. Progressive Cabinetry was able to get goals by the league's most formidable goalie, Thomas Heckler, and stop the team’s powerhouse, Tyler Brewer, winning the semi-final game last Monday night.

The victory pitted Progressive Cabinetry against the team that had the most unanswered goals in the season.

As the clear underdog, Progressive Cabinetry’s performance in the championship game showed the team’s true soccer talent and heart.

With tired and tight legs, the three boys went from teammates to adversaries and then friends again in less than an hour.

Outsized, with Planet Stone’s noticeable height and size advantage on the field, Progressive Cabinetry’s sixthand seventh-grade players stepped up their games and proved that size does not matter when the desire to win is there. Newcomers to the Island’s field, Christian and Nicholas DeWitt and Sadie Johnson, made critical stops and strong passes to help keep their team well in the game the entire 40 minutes of play.

Striking quick and striking hard, Snyder nailed the first goal after less than two minutes of play. The 1-0 lead could have set a defeatist tone to the game for Team Progressive Cabinetry,

but the squad would not quit.

With Barnes in the goal for Planet Stone, friend and classmate Daigle took the shot to tie the game. Barnes stopped the goal preserving his team’s lead early in the game.

Snyder scored again five minutes into the game, with a diving save attempt by Connor Ludwig. New to the goalkeeping position, Ludwig saved the bullet shot by Cavalluzzi.

Making key saves, Ludwig stopped the shot by Higgin,s who was forced to change field direction and shoot a more difficult shot due to the tenacious defensive play of Johnson.

Taking the soccer ball down the field, dribbling past Higgins and Pears, Daigle hit his first goal of the night for Progressive Cabinetry. With Cavalluzzi in the goal, C. DeWitt took a shot that woke up the defense of Team Planet Stone, after good offensive play by his team.

With two minutes left on the clock, Snyder hit his third goal of the game, taking back the two-point lead in the game. Quickly answering back, Daigle

took the corner kick directly hitting C. DeWitt, who took the shot. The shot bounced back to Daigle, who made the critical pass to McCracken. Taking the shot and scoring, Team Progressive Cabinetry went into the second half with only a one-point deficit.

After huge defeats during the regular season, Progressive Cabinetry started the second half of play with spark and positive energy.

McCracken and Higgins started in goal for their teams with 20 minutes left to play in the championship game.

Snyder made a run with the ball with Johnson hot on his heals, forcing the shot that went wide to the left of the goal.

N. DeWitt showed his offensive strength beating Snyder down the field for the tying goal. Despite Snyder’s substantial height advantage on DeWitt, the Progressive Cabinetry hustler would not give up his position on the pitch.

Showing their team’s diversity and natural athletic talent, Ludwig and the DeWitts passed the soccer ball down the field finally finding the feet of Ludwig who took the shot and scored the go ahead goal.

As the excitement grew at The Center with the championship for both teams to win, each team stepped up its game with 15 minutes on the scoreboard clock.

Team Planet Stone took the ball down field with passes from Cavalluzzi to Barnes. Snyder hit his fourth and final goal of the game after the cross-field pass by Barnes.

With the game tied, Cavalluzzi took two back-to-back shots on McCracken in the 30th and 31st minutes of the game. Marking five saves in the game, McCracken denied both scoring opportunities, but could not stop the third scoring attempt by Higgins, moving his team ahead 5-4.

Progressive Cabinetry moved Ludwig back into the goal, hoping to use

McCracken’s offensive and defensive skills to tie up the game in the final minutes of the on field battle.

Off a corner kick by Cavalluzzi, the ball went off of the hands of goalkeeper Ludwig scoring an own goal, giving Planet Stone a two-point lead. Ludwig finished the game with four critical saves.

Daigle pushed his team forward with a strong drive down the field scoring with four minutes ticking down, taking the score to 6-5.

Team Progressive Cabinetry fought hard to tie the game hoping to win the game in regulation time or force a shoot out. After shooting a ball that hit hard off the crossbar, Daigle received a yellow card for arguing that the referee had not been calling fouls on Team Planet Stone for shoving and pushing from behind throughout the game.

Despite its impassioned effort, Progressive Cabinetry could not find the net for the tying shot, but its efforts proved it was a team with fight, playing hard to the very last second.

Chosen by lot means the vacancy is filled by a game of chance, as was the case when cards were cut to decide the tied mayor’s race in 2015, in a ceremony conducted by Supervisor of Elections Mike Bennett.

The late emergence of Leister as a candidate at the Thursday. Dec. 1 commission meeting resulted in the first of two 2-2 votes. Mayor Bill Shearon nominated Maro and Commissioner John Chappie supported the nomination. Commissioner Ralph Cole then nominated Leister and Commissioner Jake Spooner supported that nomination. Thursday’s tie vote led to a special meeting that took place Monday evening, Dec. 5, at city hall, which resulted in a second 2-2 vote.

Drama unfolds

The Dec. 5 meeting saw several citizens provide public comment, most of which also entailed expressions of support for Maro, some holding signs that said, “I stand for Marilyn.”

Metz questioned whether this would result in Anne Leister’s decisions as a commissioner being influenced by Spooner.

Karen Clarke, wife of former Mayor Jack Clarke, pointed out that Mayor Shearon’s significant other and personal caretaker, Tjet Martin, ran for a

city commission seat in 2014 and her candidacy was not challenged.

According to the Manatee County Supervisor of Elections office, there is no state or local law that prohibits two members of the same household from serving on the same governing body, as long as they do not discuss their government business outside of a public meeting. The same provisions would apply to Spooner and Mrs. Leister.

Leister was unable to attend the Dec.

1, meeting, but she addressed the commission Monday night.

“I live by the character of my convictions. I have my own job and my own income, so I don’t really rely on my husband’s income,” she said, noting that she makes her own decisions and would not be influenced by her husband’s employer.

Leister is a sales director for Coventry Workers’ Comp Services. She earned a Bachelor of Science degree from Ohio University and she is actively involved in the PTO at Anna Maria Elementary and King Middle School.

“I have the city’s best interest at heart too,” she said.

Maro did not address the commission Monday night, but she made some brief comments at the Dec. 1 meeting.

Some who attended the two meetings were critical of the fact that Leister did not submit her application until Wednesday, Nov. 30; whereas Maro submitted her application in late September and attended most city meetings after that.

Leister attended a moratoriumrelated town hall meeting earlier this summer. The last commission meeting she attended was in December 2015, when she expressed concerns that a proposed building moratorium would have unintended consequences for large permanent families like hers that require homes with more than four bedrooms.

parade: Maddox not welcome FROM PAGE 1

Last week, Maddox appealed to the city of Anna Maria to intervene on his behalf.

On Thursday, Dec. 8, the city commission will review the special event permit previously issued to the Privateers for the parade that is scheduled to leave from Bayfront Park in Anna Maria at 10 a.m. and then travel south through Holmes Beach and Bradenton Beach.

On Nov. 29, the city of Anna Maria received a letter from Maddox that said he has been denied entry into the Privateers’ recent parades because he and the Privateers have been at odds since he sued the organization over ownership of the float.

Maddox contends qualified entrants should not be excluded from a public event that takes place on public property made available for a civic purpose.

His letter claims not allowing him to participate in the parade is a violation of the Florida Civil Rights Act of 1992.

“The hosting of a community parade to celebrate Christmas is not in dis-

pute. The ability to exclude qualified participation based on dislike is what is in dispute,” his letter said.

In response, Mayor Dan Murphy sent a letter to Maddox that said his appeal of the Privateers’ special event permit application had been scheduled for the Dec. 8 meeting.

According chapter 10 of the city code of ordinances, “Any person who is aggrieved by the determination of the city in regard to a public events permit may petition the city commission for review of the city’s findings. The city commission’s factual review shall be limited to the information before the city when the decision was made on the application. The city commission shall approve, approve with conditions or deny the petition. The Schlueters had some bad news for the Island club; they are transferring to the Lakewood Ranch club next year, near where they live, because of the increasing traffic and the time it takes to get to club meetings.

Memorial presents Winter Luminary Walk

De Soto National Memorial will light its trails with thousands of luminaries on Saturday, Dec. 17, from 7 to 9 p.m. The evening will feature music from the Manatee High School Orchestra, Native American musician Juan R. Leon, guitarist Rex Willis and opera soprano Natalie Almeter. Walk along the park’s trails as you are guided with traditional luminaries. Stroll the boardwalk alight with thousands of holiday lights and sit under the gumbo limbos that are illuminated with seasonal colors. The event is free. Constance Clemmons Dillon Rosko Constance Clemmons Dillon Rosko, 57, of Bradenton, Fla., entered into the presence of her Lord and Savior Jesus Christ on Sunday, Nov. 6, 2016, after an extended illness.

Connie was born in Homestead, Fla., and moved with her family to Bradenton in 1972. Following in the footsteps of her family’s strong entrepreneurial spirit, Connie opened up her own business with her namesake, Connie’s Produce, in 2002, and it was no surprise to her family and friends that she would be successful, and she was indeed. The walls were filled with recipes and photos of her faithful customers whom she cherished. Family, friends and locals alike will especially miss her famous homemade Connie’s Salsa.

She leaves her loving memories to be cherished by her father, Robert L. Clemmons and mother Christine Gowen Clemmons, of Blairsville, Ga.; daughter, Mary ‘Rosie’ Dillon and granddaughter Summer Braswell, of Bradenton; brothers Stephen Clemmons, of Newland, N.C., Scott ( Kelly) Clemmons, of Bradenton and Jason (Jesica) Clemmons, of Blairsville, Ga.; her adored step-children, Joey Rosko, Rhianna; step-grandchildren, Rayanne and Zoey Rosko and Samantha Braswell; and many nieces and nephews.

Connie was preceded in death by her brother Richard (Dianne) Clemmons.

Gifted with a servant's heart, Connie touched many lives with her selfless, kindhearted acts of love.

10/27, theft, Seafood Shack mooring, 4110 127th St W. The owner of a boat docked at the Seafood Shack said items from her boat are missing.

11/16, larceny, 400 block of 62nd Street. A bike was stolen.

11/17, retail theft, trespass warning, Jessie’s Island Store, 5424 Marina Drive. A male stole a beer and left the store. They caught the suspect and the storeowner had them trespass him before he went to jail.

11/21, DUI, East Bay Drive and Manatee Avenue. The officer stopped the driver after observing her drive in a reckless manner. She showed symptoms of intoxication. He found empty wine boxes in the car and placed her under arrest.
