HOLMES BEACH – The first loggerhead sea turtle nest of the season has hatched on Anna Maria Island, but the usual excitement was dampened by the fact that lights disoriented the hatchlings.

How many made it to the Gulf of Mexico is unknown, said Suzi Fox, director of Anna Maria Island Turtle Watch and Shorebird Monitoring, saying that lights likely confused the hatchlings and that footprints made it impossible to follow all the tiny turtle tracks.

The hatched nest was found behind the Nautilus Resort at 7100 Gulf Drive last week, a normal 55 days after it was laid, and was excavated on Monday evening, revealing the shells of 101 hatchlings. During excavations, volunteers piece together the eggshells left behind and count them, indicating how many turtles hatched.

ANNA MARIA – Mayor Dan Murphy recently received the independent auditor’s report on the review of the 2014-2015 fiscal year that ended on September 30.

The 41-page report compiled by auditor Randy Dillingham and the CS&L accounting firm states the city’s assets exceeded its liabilities at the close of the fiscal year by $5,528,582.

A portion of that net position is the $95,514 that represents resources obtained through the collection of stormwater drainage fees, transportation taxes, trash pickup, public education and trolley contributions that are restricted in terms of how they can be used.

The audit report states the city’s total net position increased by $882,866 during the recently concluded fiscal year. It was also

“We came off looking really good, with the 61 percent in our reserves,” Murphy said of the city’s liquid financial assets.

“If 35 percent is recommended and considered excellent, you could reach a point where 65 is too much, but I’m holding back because of the potential expenses with the Bert Harris claims, as well as the rehabilitation of the city pier. I’m keeping money in reserves so I can address those two problems if I need to,” Murphy said.

“I expect to finalize my financial plans with respect to those two issues

closer to the end of the fiscal year and then we can take action on the reserves. There are a lot of things we could do with those reserves and still keep our equilibrium at 35 percent,” he said.

“I want to thank staff all the way across the board for keeping within the budget, for coming in under budget on expenses and for keeping an eye on expenses. With all these audit controls in place, the taxpayers’ money is secure and being used as specified by the City Commission.

I’m very pleased with the outcome,” Murphy said.

The auditing firm will make a public presentation to the commission later this month.

Butterfly park could get new life Mayor Bob Johnson said the city’s Public Works Department is maintaining the area between city hall and the Island Branch Library that was formerly a butterfly park.

In February, Nancy Ambrose, who was in charge of the park, announced that she would be moving it to another location. She removed some items but left the memorial bricks people have purchased through the years.

“We want to re-landscape it, add some benches for people to sit and make it more of a memorial park,” Johnson said.

When the Parks and Beautification Advisory Board reconvenes in October, its members will look at developing a plan for the park, he said.

in brief Pedestrian injured

A woman was seriously injured when she tried to walk across Gulf Drive Tuesday July 5, around 9:25 p.m., to get to the Gulf Drive Café and Tiki.

The woman, Sally Jane Robertson, of Sanford, Fla., was taken to Blake Medical Center where her condition improved. According to police, a surveillance recording appeared to show Robertson crossing the street outside the crosswalk.

Further examination showed she was inside the crosswalk when she was hit, so the driver of the car, Richard Freday of Canton, Ohio, was ticketed.

Rental ad ordinance on Thursday agenda The agenda for the Thursday, July 14, Anna Maria City Commission special meeting calls for the approval of an $88,000 storm water project for Gladiolus Street, North Shore Drive and Alamanda Road; the final readings of the amended misleading vacation rental advertising ordinance and the amended citation process ordinance; the first reading of the special events ordinance; the presentation of an emergency ordinance pertaining to formula retail permitting, aka franchises; the renewal of the building services contract with M.T. Causely; and an update from Mayor Dan Murphy on the budget process and millage rate for the 2016-17 fiscal year. The meeting will begin at 6 p.m. and take place at city hall.

Raises to be discussed Friday The Bradenton Beach City Commission will hold a budget work meeting Friday at 1 p.m. that will include motions made and votes taken on the approval of proposed department head budgets. The budgets include requests from all four department heads for 8 percent salary increases for all city employees. Commissioner Jan Vosburgh has proposed 5 percent raises instead. Mayor Bill Shearon favors merit raises based on employee evaluations.

Public input will be allowed at Friday’s meeting and the decisions made that day will be formalized and adopted as ordinance during the two public hearings expected to take place in September. According to City Treasurer Shayne Thompson, the 2016-17 proposed millage rate will be adopted at the Thursday, July 21, commission meeting and the proposed rate will be the same 2.3329 mills levied last year and in previous years.

Pets need adopting Manatee County Animal Services is seeking homes for dogs and cats that need adopting.

BRADENTON BEACH – As required by the city charter, Bradenton Beach Mayor Bill Shearon presented his state of the city report at the Thursday, July 7, City Commission meeting.

Because he is visually impaired and legally blind, Shearon asked City Clerk Terri Sanclemente to read his report aloud.

“I am pleased to report the city continues to improve, particularly in the financial, capital improvement and planning/building areas,” the report began.

In regard to city finances, Shearon’s report said, “The city currently has no debt, and city assets are in excess of $9.4 million, with $1.3 million in unrestricted funds.”

With the fiscal year 2016-17 budget preparation process now underway, Shearon’s report states, “As mayor, I will not support a deficit budget or the use of reserve funds.”

The report also states the city continues to work toward “total electronic availability and transparency.”

The mayor’s report says the commission is establishing a capital improvements plan that includes two-, five- and 10-year priorities and goals,

and capital improvement projects will be funded with BP oil spill settlement funds, cell tower lease down payment funds and Community Redevelopment Agency (CRA) funds.

“Working with our nearby cities, the AMI Sun Trail, which is awaiting funding, will provide safe travel for pedestrians, cyclists and motorists for the extent of the entire Island,” the report states.

In regard to CRA funds, the report says, “The CRA special funding source will soon expire, so the committee will be required to extend the funding and expand the use of the funds.”

During the CRA meeting that took place on Wednesday, July 6, the commission authorized Shearon and City Attorney Ricinda Perry to spend up to $2,000 researching the extension and expansion of the existing CRA agreement and boundaries. If accomplished, this might allow CRA funds to be used to create a managed mooring field.

The report mentions the revised land development code the commission adopted in March and states that a new software system for the building department is in final review.

In conclusion, Shearon’s state of the city report says, “The city is moving forward in a positive, progressive manner with an active, engaged commission and staff. New approaches, combined with age and wisdom, are being used to address

When Sanclemente finished reading the report, Commission Jan Vosburgh, participating by Skype, said, “Well done.”

Commissioner Jake Spooner agreed.

In response, Shearon said, “Thank you, it’s truly a team effort. It’s not just the mayor, it’s the commission that makes things work.”

Using one of his favorite sayings, Shearon then said, “A lot of times we agree differently on certain things, but that’s part of the process. If we all agreed, we wouldn’t have to be here.”

Commission to consider boat covers Commissioners agreed that they do not want to allow boathouses.

HOLMES BEACH – After a request from a resident, commissioners agreed to consider at a future work session allowing boat covers.

City Planner Bill Brisson told the board, “Four municipalities in Manatee County prohibit boathouses or boat canopies, including all three of the other local barrier island communities and the city of Palmetto.”

He said the city of Bradenton allows them with approval of a special use permit, and the city of Venice allows them with limits on the size and height and approval of a major permit.

Manatee County allows them with stipulations, and Sarasota County and the city of Sarasota severely limit where they can be located and never in singlefamily zoning districts.

Brisson said one of the reasons they may be prohibited in small waterfront communities is that “many of the waterfront lots are subdivision sized lots of less than one quar-

ter of an acre. As such, the width of the lots is limited and boathouses and canopies can easily block the views of nearby neighbors.

“I suspect this would be the case in Holmes Beach. If the potential for interfering with neighbors’ waterfront views is a major consideration, I would suggest that the City Commission continue to prohibit such structures in its residential districts.”

He said most boathouses are on large estates or are used to protect boats from winter weather in Northern communities.

Commission consideration

Chair Judy Titsworth said she likes some aspects of regulations in other communities, but noted, “Most people don’t want boat houses because it does affect their view of the water,” Commissioner Jean Peelen asked what was the impetus for the discussion, and Titsworth said resident Lance Spotts made the request because he has a rookery over his boat, and it gets bathed in bird excrement.

“One and we’re going through this?”

Peelen asked.

“I’m considering it because the gentleman is a long time resident and he has family here and he does a lot for the city,” Commissioner Carol Soustek said. “They

Speaking of covers

Spotts said boat covers could be attractive and would “not block your view more that boats block your view.” He introduced Al Toland and Paula Williams, of Waterway Boat Lift Covers.

“I sell covers for waterways in Charlotte County and up into the Bradenton area,” Toland explained. “They clamp to the lift itself or are drilled and bolted to the lift and come in various sizes.

“We try to get a couple feet past the bow and a couple feet past the stern. The

heights are all different. For the most part they don’t block too much view.

“Most of the lots I deal with are 80 feet wide. Most of my customers are retirees who can’t afford to replace their boats because they’re damaged from the sun.” ““I wish I had some community input on what they think about this and whether there’s a desire for this,” Peelen said.

Toland said he gets calls from Holmes Beach boat owners.

Building Official Jim McGunness said visibility is the biggest objection but added, “We have a real need for a boat cover for the boat lifts that will be going in at the city boat ramp.”

He suggested allowing boat covers by special exception in order to get input from neighbors, and Brisson said he could draft something for commissioners to consider.

In a consensus, commissioners agreed to consider boat covers but not boathouses.

EDITORIAL Respect the wildlife

I

n a vacation resort like Anna Maria Island, it’s tough to educate people about sea turtles because the audience is a moving target.

Visitors who have learned something about vacationing on a turtle nesting beach are always leaving, and visitors who know nothing about turtles are always arriving.

Anna Maria Island Turtle Watch and Shorebird Monitoring does a great job of providing educational opportunities for tourists, pitching their tent at art shows and festivals, offering Turtle Talks on Tuesdays and Wednesdays, inviting people to view nest excavations after nests have hatched and supplying printed information to rental agents, city halls and the chamber of commerce, among other outreach efforts.

Some people plan their vacations around turtle season because they love turtles, Turtle Watch reports.

But others have no idea what leaving their drapes open at night could do to a turtle nest.

T

he first sea turtle nest of the season that hatched on Anna Maria Island this week was disoriented by lights, meaning the hatchlings probably did not make it to the Gulf of Mexico and died, despite the efforts of dozens of volunteers who get up before dawn to check for tracks and mark new nests and protect the imperiled marine turtles on holiday weekends and throughout the sixmonth turtle season.

An average 16 disorientations occur each year, according to Turtle Watch. That could mean more than 1,000 turtle hatchlings unwittingly killed.

While some rental agents provide information inside their accommodations regarding the laws about sea turtles – such as closing blinds and drapes at night, turning off camera flashes and bringing chairs and umbrella stands in from the beach – some visitors don’t read them, or if they do, they don’t comply.

Last week our mayor appeared on a Netflix segment of the Chelsea Handler show filmed earlier this year at Bradenton Beach City Hall. The interview seemed calculated to present Florida in general and Bradenton Beach in particular as a bunch of weirdo bumpkins. The artful and professional production of this snippet appears to have been designed for maximum entertainment effect, not as a forum for the mayor’s comments. The host’s intermittent mugging for the camera combined with canned laughter made a minor spectacle to fill air time between other, more recognizable personalities. Board favors repeal of rental ordinance The board remains divided on how to address vacation rental concerns.

BRADENTON BEACH – On Wednesday, July 13, the Planning and Zoning Board will continue its ongoing efforts to assist the City Commission in the creation of vacation rental regulations.

Bradenton Beach remains the only Island city with no such regulations in place.

The agenda for this week’s meeting calls for discussing the quality of life ordinance that contains the vacation rental regulations adopted by the previous commission in early November but never implemented by the current commission that took office later that month.

The agenda also calls for a review of the noise ordinance and two vacation rental-related ordinances recently adopted by Holmes Beach commissioners. The noise ordinance and Holmes Beach ordinances were supposed to be reviewed at the July 29 meeting, but the board never got to them, in part because the members remain divided on whether to address structure size as a means of reducing occupancy or simply address the behavior of vacation rental guests, property managers and owners.

The July 29 meeting began with City Planner Alan Garrett saying, “Our first

charge was to get back to the city commission a recommendation on what to do with the quality of life ordinance.

It’s been passed, but it’s never been enforced, so we need to either move forward with it, repeal it or modify it.”

After much debate, the board voted 5-2 in favor of recommending the commission repeal the quality of life ordinance, yet the board then agreed to use the ordinance as template for the creation of new regulations.

After board member Frank Harrison made the motion to recommend repeal of the ordinance, Jim Lynch suggested they first try to identify any elements worth salvaging. Lynch expressed support for the provisions that would require owners and agents to post their contact information on exterior signs, with additional interior postings that inform guests of applicable laws and regulations.

Burns said this equates to a complaint being made once every 2.6 days and noted that only one of the police responses resulted in a ticket being issued for non-compliance with the officer’s request to quiet down. Based on this data, Burns said he felt noise complaints were being adequately addressed.

Harrison questioned how many additional complaints were made to property owners and managers that the police department was not aware of.

An audience member suggested lowering the volume threshold in residential districts from the current 55 decibels to 45 decibels after 11 p.m. in order to better address complaints about late night pool and patio activities.

Board member John Metz said, “I think part of problem is trying to address all these issues with one piece of paper.”

He feels the parking requirements contained in the revised Land Development Code have adequately addressed

parking problems and he suggested an online registry as an alternative to agent and owner information being posted on signs.

Garrett said signs would work for single-family homes, but it would be problematic to have 80 individual signs posted outside of the RunAway Bay condominiums.

In regard to discarding the existing ordinance, board chair Dan DeBaun said, “Simply saying this ordinance doesn’t make sense doesn’t solve anything. Let’s take something that already exists and make it something that we agree on.”

In regard to reducing structure size, the retired structural engineer said, “What compelling evidence have we seen that the size of the building is the only problem? If you take building from 3,500 square feet to 3,000 square feet what is the known benefit of that reduction?”

DeBaun said reducing size allowances is unfair to permanent residents who bought smaller houses with the intent of someday replacing them with larger ones.

Metz hearing rescheduled Questions have been raised about a member of a city board taking legal action against the city.

BRADENTON BEACH – Last week, the City Commission decided City Attorney Ricinda Perry would represent the city at the court hearing regarding John Metz’s efforts to have a neighbor’s property declared abandoned.

The 12th Circuit Court hearing was originally scheduled to take place Friday, July 15, but has been rescheduled for Thursday, Aug. 11, the same day as the pier lawsuit hearing.

Metz and his attorney, Nelon Kirkland, are seeking a court order that would grant Metz a special master hearing or planning board hearing to address his concerns about the vacation rental property owned by Wendy and George Kokolis at 308 Gulf Dr. S. Metz believes the property should be declared abandoned because it has been unoccupied for more than 18 months while being renovated.

In early April, Metz sent an e-mail to Building Official Steve Gilbert contending the extended period of nonoccupancy would prevent its continued use as a vacation Metz rental. Gilbert informed Metz that a property under renovation is not considered abandoned.

Later that month, Perry informed Metz that the permit that allowed for the renovations to the Kokolis property was issued in June 2015, and Metz had one month after that to appeal the permitting decision, which he failed to do, thus his request for an appeal hearing at the city level was denied.

Metz serves on the Bradenton Beach Planning and Zoning Board and this prompted Commissioner Ralph Cole to ask if a conflict of interest exists when a board member takes legal action against the city.

“This is a question that comes up quite often, and it’s a fair question. I’ve had a lot of citizens complain about it.

Well over 15 people have contacted me as it relates to Mr. Metz, asking why he can still continue to serve as a board member while taking adverse action against our city,” Perry said.

there’s a predisposition, and it would be very challenging to demonstrate that he could function in his capacity as a board member with a fair and open mind,” she explained.

Ghost walk proposed City Commissioners’ main concerns pertained to parking and crowded sidewalks.

BRADENTON BEACH – Bridge Street may soon be getting a historic ghost walk.

During the July 7 Bradenton Beach Commission meeting, Liz and Ron Reed, from the Bradenton Paranormal Society and the Downtown Bradenton Ghost Tour, presented commissioners with preliminary plans for a ghost walk along Bridge Street.

Liz Reed told the commission the proposed walking tour would begin near the roundabout in front of Island Time and travel east and out onto the Historic Bridge Street Pier before coming back up the street and ending on the public beach at

the street end. If brought to fruition, the 90-minute tours would begin at 8 p.m. and take place five nights a week.

Out of respect for the existing Bridge Street businesses that already cope with limited parking, City Attorney Ricinda Perry and the commission asked the Reeds to encourage their clients to park south of Bridge Street at Cortez Beach or Coquina Beach and walk or catch a trolley or a shuttle to the tour starting point.

The business proposal does not require commission approval, but Perry told the Reeds they would need to acquire a city-issued business tax receipt in order to conduct commercial activities within the city.

The commission was receptive to the idea, as long as the parking concerns were addressed. Vice Mayor Ed Straight also pointed out that the Bridge Street sidewalks get crowded during season and that might pose chal-

Privateers plan cool fun Some stores liven up midsummer income by holding Christmas in July sales, and the Anna Maria Island Privateers have taken that idea and put a pirate’s twist to it when they hold Christmas in July on Bridge Street on Saturday, July 23, from 5 to 10 p.m. at the Drift In. Santa and his sleigh arrives at 6 p.m. with a sack of toys for good girls and boys, and the Drift in will sponsor a potluck Christmas dinner starting at 7 p.m. To participate, bring a dish to share or just pay $5. This is a fund-raiser for the Privateers and they will have two separate lotto board raffles. Tickets will

be available starting July 15 at the Drift in, and each board guarantees at least a $100 payoff plus plenty of scratch off lottery tickets. Winners do not have to be present to collect their loot.

In addition, there will be a 50/50 raffle, and winners do need to be present when the winning number is drawn.

Parents urged to check immunization records School resumes in about a month and the Florida Department of Health in Manatee County (DOHManatee) wants to remind parents that it’s never too early to get ready for school.

DOH-Manatee is offering free vaccinations and low price physicals for students preparing to return in August. Back to school services will begin this month, and DOH-Manatee encourages parents to have their children immunized now to avoid the immunization rush.

Children up to 18 years old are eligible for free immunization services, if they are enrolled in school.

New and transferring students, kindergarten students, and those in the seventh grade will need to provide proof of immunizations prior to school enrollment. Returning students should have already completed the required vaccine series. Students who are preparing to leave for college should also review their immunization records to be sure they are up to date. School physicals are offered for $30 per child, vaccine included.

will determine if he serves a second term. In 2014, Mayor Bill Shearon nominated Metz to serve on the board.

In early 2015, Metz voted against a variance request that was later approved by the commission and gave the Kokolis’ the ability to build a two-unit hotel on Ninth Street North.

In regard to the August hearing, Perry said she doubts she will have to present any legal arguments because an order to show cause has not yet been granted. After listening to the arguments presented by Kirkland, Perry expects Judge Gilbert Smith Jr. to issue an order to show cause that requires a written response that would serve as the city’s first line of defense.

“We are now in litigation, and it’s going to come at a cost to the city,” Perry said.

Last year, the city incurred more than $11,000 in legal fees when Metz unsuccessfully challenged an element of the mayoral recall election.

“Hopefully it’ll be a one hearing thing and be over with,” Shearon said, noting that the discounted rate Perry charges the city is lower than the rates charged by attorneys Chuck Johnson and Fred Moore when their services are needed.

If you’re hearing a lot more Frank Sinatra, Motown and the Beach Boys on the FM dial on Anna Maria Island and Longboat Key, you’ve probably stumbled onto low-power FM station WULB, Beach 96.3.

Reach Media CEO David Kantor, a Longboat Key resident, purchased the low-power station license about 18 months ago “to give myself something to do when

The former president of ABC Radio Networks Kantror is the current CEO of Dallas-based Reach Media and Washington D.C.-based Radio One’s local radio department, both targeting AfricanAmerican audiences.

The Longboat Key station is designed to reach 65-75-year-olds, with music spanning the 1950s to the 1970s in what Kantor

calls a more energetic version of the Music of Your Life format.

The station is automated now - he runs it from his computer – but Kantor has plans to staff the station next year and add live programming, he said.

Because the station’s antenna is near the water, its reach is farther than most low power stations, stretching north to Holmes Beach and east to Sarasota, he said.

At the request of Bradenton Beach Commissioner Jake Spooner, the commission reversed a previous decision to install stop signs at 25th Street North and Avenue A. During last week’s Capital Improvement Projects Committee meeting, the commission agreed with Spooner’s assessment that the traffic volume near Herb Dolan Park does not warrant the need for two additional stop signs.

ver the course of my many years in the hospitality trade, whether it be in service, management or as a sales representative, one finds oneself in a variety of situations where you are able to see and experience things and people that don't happen every day. I'd like to share one of those times with you all.

Many years ago in the mid 80s, I was working as an on-premise wine representative in Charleston, S.C. We were a big company with a big portfolio, being the Gallo house and carrying Chateau & Estates along with dozens of private wineries that were relatively young at that time. We had meetings and tastings all the time for training purposes.

One of the best training experiences was when they flew 10 of us out to California for a one week tour of Napa and Sonoma. Our first stop was at Gallo's Modesto facility. It's hard to describe the awe-struck look on our faces as we saw their 37-acre warehouse stacked 20 cases high for row after row and learned that if they stopped making wine, it would be empty in less than a month.

We saw their bottling plant where they made all of their own bottles and screw caps on site, but the best was saved for last as we drove around the giant elevated soccer field and down the driveway to the underground aging facility. The massive doors opened to dozens of 100,000 gallon oak barrels for aging the wines – impressive.

where we could order some good wine with dinner. They only made jug wines there.

Over the rest of that week, we toured three wineries each day, usually sampling six or eight wines at each winery. One of the highlights of the week was our visit to Iron Horse Vineyards.It produced sparkling wines and pinot noirs, all highly acclaimed.

They gave us a tour of their facility, showing us how they riddled the sparkling wine, and explained to us the effect of adding the dosage to the product. We were able to taste the bone dry wine before the sweetener was added, and we were taught how the difference between brut and extra dry was accomplished.

It was here that I sat down to a fivecourse luncheon prepared by two chefs brought in just for us. I sat with Claude

Thibaut, the French winemaker trained in the champagne district as a young man, now the winemaker at Iron Horse. It was here that I received my first true exposure to all of the steps involved in the creation of a great bottle of wine, be it still or sparkling.

He walked me through each wine, and we discussed how they paired with the different courses that we were served.

I was particularly impressed with the combination of his sparkling wines paired with veal sweetbreads sauteed in butter with chanterelle mushrooms. My first taste of this delicious offal was greatly enhanced when paired with the different wines. One item on my bucket list of things to do is to sample a bottle of Claude's new offerings from Thibaut - Janisson winery, his present venture.

Combine oil, chili powder and chili flakes in a small sauce pot and simmer on grill top until oil is warmed through. Let cool.

Combine the remainder of ingredients in a container, emulsify chili oil and season.

On the last night of our trip, we were treated to a spectacular dinner at Scoma's on Fishermans Wharf outside of San Francisco. It was here that I was blown away by something that I had never had happen before. Our waiter took the three course orders for 10 men, each one with an appetizer, a salad with dressing and a steak paired with something, all at different temperatures, in his head – no pad and pencil, his hands folded behind his back, and everything came out exactly as ordered. To this day I wonder if he had a recorder hidden somewhere. I guess I'll never know.

As I've said, over the years, I have been lucky enough to have had opportunities like this on several occasions. Each time the experience proved to be exciting and educational at the same time. I hope that it never ends. Until next time ...

New decals available for sea turtles, manatees The latest editions of colorful waterproof sea turtle and manatee decals from the Florida Fish and Wildlife Conservation Commission (FWC) are now available.

With each donation of $5 or more, you will receive a choice of one of this year’s decals and contribute to the conservation of these endangered and threatened species. Funds generated from the decals are used for research as well as rescue and management efforts to maintain healthy populations of manatees and sea turtles in Florida waters.

Each year, the decals are redesigned by the FWC to address important conservation issues. The reverse sides contain information on conservation.

Tracking wild manatees is the theme of this year’s manatee decal. For more than 20 years, FWC research staff has been tracking the travels of manatees along Florida’s coasts and rivers. To track manatees, researchers at• Remove all objects from the sand from sundown to sunrise; they can deter sea turtles from nesting and disorient hatchlings.

• Fill in the holes you dig in the sand before leaving the beach; they can trap nesting and hatching sea turtles, which cannot live long out of the water.

• Don’t use sky lanterns or fireworks; they litter the beach and Gulf.

• Do not trim trees and plants that shield the beach from lights.

• Never touch a sea turtle; it’s the law. If you see people disturbing tur-

tach buoyant radio tags containing Global Positioning System transmitters to padded belts around their tail. The GPS-transmitted locations then provide a detailed record of the manatees’ movements and migratory behavior. Wildlife managers use the tracking data to improve the management strategies used for continued recovery of the marine mammal.

The decals are available at local tax collectors’ offices throughout the state by checking the box on the form when you renew a vehicle or boat registration by mail, or directly from the FWC. and businesses have installed turtle-friendly outdoor lighting on their properties, other lights on the beach continue to cause disorientations, Fox said. Over the past 15 years, an average of 16 hatchling disorientations occur annually, according to Turtle Watch statistics.

During turtle season – May 1 to Oct. 31 – the law prohibits lights visible from the beach from sundown to sunrise, such as from interior rooms, flashlights, fishing lanterns, light sticks and cell

phone or camera flashes.

Like hatchlings, nesting sea turtles also can be confused by lights, causing them to go back to the Gulf and drop their eggs in the water, where they won’t hatch.

Nesting should be slowing down soon, while hatchings will increase, Fox said.

Nesting is down slightly compared to this time last year, according to Turtle Watch statistics.

Turtles, mostly loggerheads, have laid 273 nests on the Island’s Gulf and bayside beaches so far this season; last year at this time, 290 nests were counted.

However, this year’s mother turtles are outpacing the 15-year Island average for the number of nests laid in a season by 44 percent, thanks in part to wider beaches from beach renourishment, according to Fox. False crawls – when a turtle comes ashore to lay a nest, then goes back to the water without doing so – are up 47 percent compared to last year.

More than 200 nests remain to be hatched on the Island this season.

or many anglers, a day on the water is hard won. These days are often too widely spaced, and not enough attention is paid to preparation before we grab our gear, put it on the boat and head out.

This can mean we forget to check the basic components that can make or break a potentially successful fishing trip.

A solution is to have a check list to follow before you ever head out to make the first cast. With a little due diligence, we can avoid the mistakes that cause you to lose fish. These mistakes can be easily avoided.

The hook is one of the most important components of an effective rig. It’s also one of the easiest things to forget to check. A hook can be razor sharp the last time you used it and can become dulled with contact to the rub rail of the boat, objects in the water, guides and many other things.

Test it every time you step to the bow and you’ll have a better chance at landing your catch. Check the hook on your fingernail.

If you put it there and it doesn’t slip, you’ll know it’s sharp enough. In any case, it’s a good idea to have a hook sharpener on hand and touch up the point several times during your outing.

Knots are probably the second leading reason fish are lost. Even the best tied knot

Reel Time RUSTY CHINNIS will break if it’s not tightened well. You may tie perfect knots, but there’s a chance they could loosen between trips. Always make sure you moisten knots before tightening them, and draw them up very tight. The first place a leader will break is at a knot when it slips.

Checking the drag is, of course, one of the most important things you can do.

Make sure your drag is smooth. I would suggest having the drag set so you don’t have to touch it while fighting a fish. You’ll know if it needs attention if there’s any jerking motion when line leaves the spool.

Checking leader and line for nicks and abrasion is another must. It’s easy to cut off a small section of leader and re-tie than to lose a good fish to an imperfect line. Fly anglers should always stretch their fly line before making the first presentation of the day. Fly line has memory and will come off the spool in small loops that can tangle eas-

Each time you step to the bow make sure your knots are tight, the drag is properly set, hooks are sharp, leaders are abrasion free and fly line is stretched. You’ll find it will make a big difference during your fishing day. On the days you find willing fish,

you don’t want to end up with pulled hooks or a break off because you didn’t check your drag or leader.

While you’ll always lose fish, even when everything is right, you’ll definitely have a better chance if you develop and follow a simple check list. Sharp hook, smooth leader, properly set drags, stretched line and tight properly secured knots. Tight lines!

Anglers fishing Sarasota Bay and the coastal Gulf in Sarasota with me, out of CB's Saltwater Outfitters on Siesta Key, had good action with catch and release snook, trout and tarpon with flies and DOA Lures during the past week. We had numerous shots on several days of fly fishing for tarpon, seven hook ups and two tarpon caught and released in the coastal Gulf. We also fished Sarasota Bay on a pre-dawn snook/flats trip one day and had good action with snook and trout on flies and CAL jigs with shad tails.

Craig Henke and Jerry Ciandella, both from Charleston, S.C., fished a pre-dawn snook/flats trip in Sarasota Bay with me on Monday. With the holiday weekend crowd on the water, it was a good way to avoid the crowd and the heat. Despite a slow tide, snook went on a binge, crushing glass minnows and eating their flies just as readily. They caught and released more than 20 snook on flies before we moved to the flats at dawn. They also did well with trout, catching and releasing numerous trout to 23 inches on flies and CAL jigs with shad tails.

Jerry Poslusny and Bill Nesbitt, both from Rochester, N.Y., fly fished for tarpon several days in the coastal Gulf in Sarasota with me. They had good action, getting numerous shots at tarpon each day. We fished a variety of conditions from slick calm in the morning to strong afternoon sea breezes. They were up for the challenge, hooking up with seven tarpon and bringing two to the boat. A great job!

Tarpon fishing in the coastal Gulf should be a good option next week, particularly on the strong, outgoing tides in the afternoon, depending on conditions.

There are more singles, doubles and small schools, rather than the large schools that we see in June and since many tarpon have already spawned, they are

Snook season is closed now on the west coast of Florida, but catch and release night snook fishing around lighted docks and bridges in the ICW with flies and DOA Lures should be good.

There should also be good action with trout, bluefish and more on deep grass flats of Sarasota Bay.

Captain Sam Kimball is catching red grouper up to 15 pounds on his full-day excursions and landing a lot of mangrove snapper, grunts, porgies and a few bonito on his half-day excursions.

Captain Scott Moore says snapper are biting on shrimp during the incoming tide. Tarpon are on the beaches and around the passes, big trout are scattered in deep water grass flats and mackerel and bluefish are at the mouth of the river.

Blake Medical Center employees bond and battle

This is the true story of 20 Blake Medical Center employees and three medical center volunteers picked to play on two Island co-ed recreational soccer teams. They worked together and played fun, but competitive, soccer for eight weeks and found themselves going head-to-head in a must win game for the final playoff seat. We saw what happened when the players stopped being polite and started getting real.

In an unprecedented move

by The Center, Recreation Director Will Schenerlein accepted the request of Chase Bennion, director of patient experience at Blake Medical Center, to bring in two complete teams to play in the spring season of the adult coed recreational soccer league.

Bennion wanted to use the soccer games as a hospital bonding opportunity for the 23 employees and volunteers, as well as interact with the Island community.

During the team drafting sessions, the remaining seven team captains embraced Bennion and his hospital cohorts without knowing the skill level of the players or the potential outcome of the season. As the season went on, players from all of the teams got to know these newcomers to the league – many sharing a liquid libation and post-game stories at Slim’s Place, a league tradition.

On Tues., July 5, the friendly co-workers got serious in the final game of the season that would pit the two Blake Hospital teams against each other, vying for the final play off position. Finishing the regular season with the same record of 1-6-1, and tying in their first meeting on the field mid-way through the season, spectators and players knew this game would not be easily one by either team.

Early in the game, Alex Zaharcu, a medical resident, worked well with Karyn Tietz, a trauma charge nurse, to strike for the first goal attempt for Team Blake #1. Blake #2 came back with a strong goal attempt, but the game remained scoreless.

The on the field skills of hospital volunteers Miguel Ajoy, Paul Gutierrez and Justin Gutierrez were critical in keeping Team Blake #2 competitive throughout the season and in Tuesday night’s game.

Team Blake #1 had a scoring opportunity with possession of the ball and progressive care nurse Alyshia Barr by the goal with a cross field attempt to Tietz.

With a strong offensive press and challenges to Blake #1’s goalie medical charge nurse Chris Dziuban, Joel Sanchez, who works in food and nutrition services at the hospital, scored the first goal of the

game for Team Blake #2 with an impressive header.

After missed offensive opportunities by Blake #1, a misstep allowed their opponent to regain possession. Michael Ashton, cath lab manager, took the ball down field, passing it to his Blake #2 teammate.

With the shot going high it out of bounds off of one of the Team Blake Hospital #1 players.

Taking the corner kick for Blake #2, P. Gutierrez got the ball back to Ashton, who found P. Gutierrez wide open, but to no avail. With the ball back in scoring position, Blake #1 players found themselves with a chance to score with a free kick by Bennion. Bennion’s shot was just short of Team Blake #2’s goalie Mario Prino, who also works in food and nutrition services.

Nearing half-time, med/ surg nurse Colleen Muerbe subbed in for Nick Bouchard, ED nurse for Blake #1. With missed opportunities and unlucky bounces of the ball, Bennion’s team struggled to put points on the scoreboard.

Blake #2 made it all the more difficult for Blake #1. J. Gutierrez played strong defense, forcing five minutes left in the game that went to the right of the post.

Despite a last minute push to score by Team Blake #1, the first half of play ended with its opposition ahead 1-0. With 23 minutes left in the game of the week, the ladies of Team Blake #1 showed their mental and physical toughness on defense.

With the intensity of the game increasing, the second half of the game had lots of offensive action by the Team Blake #1. As the soccer ball seemed to ping and pong off of the players like a game of foosball goal Blake #2 managed to continue to dominate the ball.

The teams became more animated and more vocal as the seconds ticked off the game clock. Blake #1 stayed in the game with shots on goal and a little bit of luck as a wide open shot by Blake #2 was deflected away from the goal.

Shots by Bennion went over the goal six minutes into the last half. Desperate to score to

tie the ball game, Team Blake #1’s Bouchard had a scoring opportunity but held onto the ball just a bit took long.

Bouchard regained possession of the ball and attempted a cross to Tietz that went just out of her reach.

The friendly competitive game started getting chippy in the last 13 minutes of the game, as the competitive spirit started to come out in the do or die game. Each team knowing this might be the end of the road for them as the level of play elevated, as did the emotions.

Bouchard hit Barr across the field to score Team Blake #1’s first goal and what would be its only goal of the night. With the game tied at 1-1, progressive care nurse Stephanie Vergo was pushed down by one of Blake #2’s players with no ill intent. Vergo did not take the action sitting down and used the energy to charge her game.

In the final minutes of the game, P. Gutierrez found himself in a two-on-one situation.

Taking his time, P. Gutierrez found his shot regaining Blake #2’s lead in the game.

Spirited banter back and forth between the two teams ensued with less than two minutes on the clock. Team Blake #2 looked to widen its lead with another shot on goal that went high and right.

Barr and Bennion continued to work hard to reset the score with a tie, but Barr could not get a strong leg on her goal attempt with just a minute left on the scoreboard. In one last scoring attempt, goalkeeper Dziuban launched a goal kick to Bennion, who shot the ball, but Team Blake #1’s goalie Prino made the save to end the game with the score 2-1.

Turtle Talks extended Anna Maria Island Turtle Watch and Shorebird Monitoring volunteers are adding a second Turtle Talk session to increase public awareness of the needs of these threatened animals as they use Anna Maria Island’s beaches to lay and hatch their eggs.

In addition to the 30-minute program every Tuesday at 10 a.m. at CrossPointe Fellowship, 8605 Gulf Drive in Holmes Beach, there will be

one every Wednesday at 6:30 p.m. at Holmes Beach City Hall, 5801 Marina Drive. Both sessions will continue though the end of the month.

Using photos, videos and stories, volunteers will take the audience on a virtual tour of Anna Maria Island’s nesting beaches and answer questions.

Participants will learn the times and locations of upcoming nest excavations, done three days after hatchlings leave the nests.

Free reusable tote bags with the Turtle Watch logo, activity books, handouts and temporary turtle tattoos will be available. T-shirts, stickers, transfers and embroidered ball caps with Turtle Watch’s new Turtle Life logo will be available for a donation. They also are introducing limited morning survey walks with Turtle Watch’s trained and permitted staff as they patrol the beaches at dawn.

Interviews scheduled for clerk candidates The five finalists will be interviewed in a public setting.

ANNA MARIA – This week, Mayor Dan Murphy will begin interviewing the five finalists who hope to serve as the successor to retiring City Clerk Diane Percycoe.

The finalists were selected from the 116 applications received and will be interviewed by the mayor in a public setting at Anna Maria City Hall.

Members of the public will not be allowed to pose questions to the job candidates and one or more city commissioners may be present.

The process will begin at 11 a.m. on Thursday, July 14, with Kerri Miller as the first candidate to be interviewed. Miller has served as the city clerk for the city of Plant City since April 2009. Before being named city clerk, she spent five years working as legal assistant to the city attorney. She previously worked as an office coordinator and as an executive assistant in the private sector.

The next to interview will be Rebecca Haynes at 1 p.m.

Haynes has served as the city clerk for the city of St. Pete

Beach since 2011. Prior to that, she spent three years as an executive assistant at Riverside Bank of Gulf Coast. She has also served as a deputy city clerk and a police records supervisor.

At 2 p.m., former Bradenton Beach City Clerk Jamie Anderson will complete the first day of interviews. Anderson, a lifelong friend of County Commissioner Carol Whitmore, currently serves as a part-time payroll clerk for the town of Longboat Key. In 2014, Anderson served as the Bradenton Beach city clerk for six months before begin dismissed by a 3-2 commission vote. Before moving to Florida, Anderson, a certified master municipal clerk, spent 11 ½ years as the town clerk for the town of Yucca Valley, Calif. Prior to that, she served in various positions for the city of Desert Hot Springs.

The interviews will continue at 1 p.m. on Monday, July 18, when Murphy interviews Kathleen Sotera. Sotera has served as an executive assistant to the city clerk of the city of Maitland, in the greater Orlando area, since October 2012. She previously worked as an administrative assistant II for the city of Deltona and as an employee relations coordinator in the private sector. Although she joins

the three candidates before her as a certified municipal clerk, Sotera is the only candidate who has not yet served in the position of city clerk.

The interviews will conclude with LeeAnne Addy at 6 p.m. on Wednesday July 20. Addy is the only out of state candidate and her application notes that she is in the process of relocating to Florida. Addy has served as the city clerk for the city of Hudson, Wis., since 2015.

See served as clerk, treasurer, finance director and acting administrator for the village of Lake Hallie, in Chippewa Falls, Wis., from 2008 to 2015. Before that, she owned and operated a nail salon. Although she has not earned the designation of certified municipal clerk from the International Institute of Municipal Clerks, Addy is an active member of the Wisconsin Municipal Clerk’s Association.

Murphy said he hopes to make his hiring decision by Thursday, July 21. The pay range for the clerk’s position is $55,000 to $75,000.

Percycoe will retire in September, and she plans assist her successor during the transition period that will take place before she returns to her home state of Illinois.

May real estate flowers

C

hances are after you read to the end of this column you’ll be very happy about where the real estate market in Manatee County is headed. However, you’re not alone because as happy as you’ll be, the property appraiser’s office may even be happier, since it reported on July 1 that Manatee County’s property values have risen to almost $30.6 billion, slightly more than the June 1 estimate.

May was a good month for property values, not as good as April was, but since April always reflects property closings, which were the result of the busy winter buying season, it’s very understandable.

During May, we closed 0.3 percent fewer single-family homes, but condo closings were up 12.6 percent. The median sale price of single family homes rose 7 percent to $275,000 from last year, and the average for single family homes rose 8.7 percent to $357,240 from last year. The median price for condos rose 4.2 percent from last year to

As a comparison, in April the single family median sale price was up 8.9 percent, and the single-family average was up 13.4 percent. The condo median sale price in April was up 14.1 percent, and the average was up 58 percent, a definite outlier.

Getting back to May, active single-family listings were up 20 percent, and active condo listing were up 17.4 percent. The supply of properties for both single family and condos were about 4.6 months still below the norm, but the listing to sale price for single-family homes was 95.5 percent and for condos 94.4 percent.

Manatee County also is still doing better than the rest of the country. The national median sale price for a previously owned single-family home was $239,700, which is 4.7 percent higher than last year. Manatee County’s single family median was $275,000 and 7 percent higher than last year. After years of ups and downs, the national home values have increased at a rate of about 5 percent since early 2015. In May, sales of existing homes around the nation rose to their highest level in more than nine years in both number of sales and price of properties, according to the National Association of Realtors.

And again the lingering downside of the real estate market is the low inventory that is being experienced in Manatee County, as well as around the country. This, in particular, hits first time buyers hard, as they may be priced out of the market.

The lack of inventory as well as slow financial growth, is reflected in the homeownership rate that has been declining

since the peak of the housing bubble. The national rate is down to a four decade low of 63.5 percent, according to the Commerce Department. Canada, our neighbors to the North, are experiencing just the opposite with their home ownership rate of 69 percent surpassing us. In addition, the average Canadian now has about 74 percent of his home’s value in equity, compared with 50 percent for the average American. Since Canadians cannot deduct interest paid on their home mortgages, they are not encouraged to borrow against their homes, therefore, creating more equity.

Nothing makes me happier then when our local government is happy. Well, almost nothing. With property values on the increase, the county’s revenue also will be increasing. Let’s hope all that extra money will be used wisely and some of it put away for the inevitable rainy day when property values level off.

City exploring dock options A pending meeting with FDEP should provide clarity on what can and can’t be done near the historic fishing pier.

BRADENTON BEACH – The July 6 Pier Team meeting included an update on the replacement and potential expansion of the day dock at the Historic Bridge Street Pier in Bradenton Beach.

Police Chief and Pier Team facilitator Sam Speciale said he has been in contact the Florida Department of Environment Protection (FDEP) and is trying to schedule a meeting to find out what exactly is needed in order to move forward with plans to replace what remains of the storm-damaged floating day dock. These determinations would include insight on whether the replacement dock should be a fixed dock or another floating dock.

Speciale said the meeting would entail Commissioner Jake Spooner and Building Official Steve Gilbert accompanying him to the agency’s Tampa office.

In late June, the City Commission asked Spooner to serve as its liaison on this project after he proposed expanding what is now a public dock to a mixed-use dock that would also include 14 to 18 spaces that could be rented out as a means of generating revenue for the city.

In regard to the pending meeting

with the FDEP representative, Speciale said, “He’s going to explain what we need to do, if anything, to get the day dock back into the footprint that it was originally in. We’re also going to discuss the concept of putting in a secondary dock.”

Speciale said the meeting would provide the city representatives with a

better idea of what is allowed according to the existing state-issued submerged land lease. The meeting will also provide insight on what can be done in terms of potentially expanding that lease to also encompass the north side of the pier and allow for revenue generating uses of the public pier.

“Once we find out what we can do, then we’ll bring that to the commission,” Speciale said.

When Spooner presented his expanded dock concept to the commission last month, Mayor Bill Shearon took exception to Spooner being asked to serve as the commission liaison for the efforts.

As mayor and because of his previous efforts regarding a possible managed mooring field, Shearon felt he should take the lead.

Shearon attended the Pier Team meeting, but did not participate in the day dock conversation. However, on Monday, July 11, he sent Speciale a lengthy e-mail that requested information on 22 questions or points of concerns he had regarding the dock, pier and anchorage areas. see DOCK, page 30

These concerns included whether amending and expanding the existing submerged land lease to allow for commercial use by the city would create potential conflicts with the nearby Bradenton Beach Marina, which is owned by the Bazzy family.

Shearon also wanted to know how long lease terms for the rented slips would be and what type of amenities would be offered.

In regard to the anchorage, Shearon wanted to know if an additional submerged land lease can be obtained from the state and whether that would allow simply for a controlled anchorage or require the construction of an actual mooring field. He also inquired about a “nearby marina” providing pump-out services to boaters if a controlled anchorage or mooring field is created.

During the Thursday, July 7, commission meeting, commission candidate Bill Vincent said he did not necessarily oppose Spooner’s suggestion to expand the existing dockage, but he asked the commission to proceed with extreme caution when making decisions about commercial uses that could dramatically alter the character of the historic public fishing pier.

by the now infamous ace of clubs that bested the 10 of clubs drawn by incumbent Mayor Jack Clarke.

After Shearon said the voting population of Bradenton Beach numbered approximately 1,100, Handler made light of the fact that slightly more than 300 people participated in the election. Throughout the interview she spoke in a dismissive tone of voice that was accompanied by facial expressions made for comedic effect.

When Shearon explained how the election was settled the following day at the Supervisor of Election’s Office, Handler exhibited a short attention span and began petting Reese.

“I drew an ace. That was what my nickname was for a little while,” Shearon said.

“Ace in the hole? Where was the hole?” Handler quipped in her trademark brash style.

She then asked Shearon to explain the electoral college, which has nothing to do with local elections.

“I’m not a politician,” Shearon said.

“Well, you’re a mayor,” Handler

replied.

“I’m a mayor, but I’m not into politics,” Shearon countered.

“The electoral college was good in its time but now I feel that it should be by the vote of the people,” he added, making an earnest effort to answer her question.

Handler asked if Clarke was a Democrat, which also has no bearing on the city elections.

“I don’t know if he’s a Democrat, a Republican or an Independent; that’s the three choices in Florida here,” Shearon said.

“Those are the three choices everywhere,” Handler deadpanned, which got a good laugh from her studio audience.

She then presented a deck of cards and said, “Do you want to give it another go. If I get a higher card, then I’ll just take over.”

Going along with the gag, Shearon said, “OK, that’ll be good.”

Going first, he drew an eight of clubs that beat Handler’s seven of clubs.

“So I’m still mayor,” he joked.

“You really are lucky,” Handler

On Saturday, Shearon was asked if he watched the episode.

“I listened to it really,” he said.

“Hopefully everybody will take it in the humorous way it was meant to be.”

When asked if it turned out as he

When told that some who watched it felt Handler made the mayor’s office and the city look bad, Shearon said, “I would agree with that. I don’t think it was very representative of anything. That’s why I was kind of disappointed, because there were a lot of takes that were more serious that weren’t aired. I’d never give her another interview, I’ll tell you that.”

Shearon said he was told some of the focus would be on the fact that every vote counts and voting is important.

“None of that came out,” he bemoaned, acknowledging that he was not familiar with Handler’s previous work.

On a more upbeat note, Shearon said he was also interviewed recently

by CNN’s Brenna Williams, who produces digital content as part of CNN’s political coverage.

“She was a true professional, more like what I’m used to,” Shearon said.

Obituaries Margaret Ann Morash Margaret Ann “Marge” Morash, 81, of Anna Maria, passed away July 5, 2016.

She was born on Oct. 12, 1934, in New York City, N.Y., to the late Charles and Josephine (McCann) Youngberg. Margaret moved to Manatee County in 1971 and has been a resident of Anna Maria for over 40 years.

She was a member of St. Bernard Catholic Church in Holmes Beach. She was a red wine enthusiast, and coined the term “breakfast wine.”

Joan was predeceased by her sister, Joan Youngberg, in October 2015, and is survived by her loving husband of 58 years, Richard “Dick,” of Anna Maria; one daughter, Kathleen Morash, of Anna Maria; three sons, Kristofer, of Murfreesboro, Tenn., Richard and Kevin, of Bradenton; three grandchildren; five great-grandchildren; and many extended family members and friends.

William Edward Shelton, Sr. William Edward ‘’Billy’’ Shelton, Sr. passed unexpectedly at home on Wednesday July 7, 2016.

He was born Nov. 1, 1948, in Haines City, Fla., to Bessie Woods.

He attended Manatee High School and grew up on Anna Maria Island. He proudly served in the US Marine Corps, and was a veteran of the Vietnam War. He was happily married to Patricia Shelton for 46 years. His love and devotion for her was unconditional and on display daily for the world to see.

The officer stopped the driver of a motor scooter for not having a tag. A computer check showed he had a warrant for failure to appear. He was arrested.

6/27, alcohol violation, 100 52nd Street beach. The officer responded to a report of alcohol on the beach and found six people drinking beer. They received code violation citations.

6/28, possession of drugs and paraphernalia, 5800 Flotilla Drive. The officer ran a computer check and found out the car’s license tag had expired. The driver said he did not have a driver’s license and he was not an American citizen. The officer smelled marijuana

A proud and devoted PaPa to his grandchildren, he never missed a birthday, sporting event or awards assembly. He enjoyed spending time with his family, and resided at his Duette, FL farm whenever he was able. Always the optimist, Bill’s rosey outlook on life, even in difficult times, will be instilled in generations to come.

He is survived by three brothers and one sister, Charles Cochran, of Virginia; David Scholfil, of Bradenton, Fla.; Donna Gregory, of Mississippi; and Jackie Woods Jr., of Bradenton, Fla. His beautiful life will forever be cherished in the lives of his six children and five grandchildren, Shannon Shelton Jones and Mojo Jones, of Myakka City, their son, Mason Glaze Jones; William Edward Shelton Jr. and Corinne Shelton, of Bradenton, their daughter, Emma Grace Shelton; and Amy Shelton Wilson and Richard Wilson, of Defuniak Springs, and their children, Cohen Jefferson Wilson, Charlotte Naomi Wilson, and Camden William Wayne Wilson.

6/28, theft, Publix, 3900 Gulf Drive. The store manager reported a suspect stole items without paying for them. She had a surveillance recording of the suspect and she followed him out of the store and got his truck license number. The police chief went to the suspect’s address, but nobody was home.

6/30, DUI, 3900 East Bay Drive, The officer stopped the driver after observing him travel out of his lane, and the license tag light not working, He observed an odor of alcohol, and the driver’s eyes were watery. The officer administered a field sobriety test and arrested the driver.

6/30, alcohol code violation, 2900 Gulf Drive beach. While on beach patrol, the officer spotted three women drinking beer.

They said they were unaware of the law, and the officer wrote code violation citations.

7/1, failure to hold a lane, 5200 Gulf Drive.

The officer observed the suspect’s vehicle travel into the bike lane and stopped him. His eyes were red and watery. The driver said he was on the phone while driving, and that’s why he traveled out of his lane. The officer smelled alcohol. The driver said he had consumed two beers. The officer had him take a breath test, and he passed it. The officer ticketed him and released him.

Virgil Mora Virgil Mora , age 91, died June 17, 2016, At his home in Morresville, N. C. after a long illness . Virgil was born in Cortez and lived most of his life in Bradenton . He was the first born son of Albert and Estella Capo Mora. Virgil volunteered when the war began in 1941 and served in the U.S. Navy. He was one of only four Cortez veterans surviving in 2016. Upon returning home he fished for some years and then went to work for Manatee County Utilities for two decades.

He is predeceased by his parents; first wife Theodora; brothers, Joseph ( Mary) and Albert, Jr. (Judy); nephews, Mark Mora and Randy Rysanek. Virgil is survived by his wife, Peggy; sister, Nola Jewell; nieces, Anna, Diane, and Linda; nephews, Tracy, Scott, Joseph, Phyllip and Richard.

A memorial service will be scheduled in September In Cortez for family and friends.
