ANNA MARIA – The soft opening of the new Anna Maria City Pier is scheduled for Friday, June 19.

Mayor Dan Murphy made the proposal to city commissioners on Thursday, May 28 and the they provided unanimous consensus support.

Details emerge on arrests made outside of vacation rental home The arrests occurred in front of a monthly vacation rental home that was subleased to others.

ANNA MARIA – The Manatee County Sheriff’s Office has released more details about the arrests that recently took place in front of an illegally subleased vacation rental home at 403 Alamanda Rd. in Anna Maria.

According to probable cause affidavits and Manatee County court records, the Friday, May 15, incident resulted in Palmetto residents Gerard Anton Anderson Jr., Rodney L. Dunbar Jr. and Devontae Adrian Houston each being arrested and charged with second degree felony charge of possession of a firearm by a convicted felon. The probable cause affidavits also indicate possible pending narcotics charges.

The Anna Maria vacation rental home is owned by a couple that lives in the New York/New Jersey area and Beach House Real Estate in Holmes Beach manages its vacation rentals.

On Monday, May 18, Beach House Real

Estate co-owner Don Purvis discussed the events that transpired a few days earlier.

“The people that were in that house were not who we rented the house to.

The people that rented the Anderson house from us called from St. Augustine,” Purvis said.

At the time, vacation rentals were limited to more than 30 days by order of Gov. Ron DeSantis as part of his COVID-19 pandemic response. Purvis Dunbar said the monthly rental was then subleased online for $400 a night.

“The people that showed up rented the house illegally,” Purvis said.

After being called to the home at 2:30 a.m. Friday, May Houston 15, Purvis authorized police to search the home and remove the unauthorized vacation rental guests.

This was the scene outside a subleased vacation rental home at 403 Alamanda Rd. on Friday, May 15 shortly after midnight, at 12:27 a.m.

“I was stationary monitoring traffic when I observed a long line of vehicles drive by at a high rate of speed. I got behind the vehicles and some started driving faster. I was directly behind a gold colored Honda Accord. I observed a traffic violation when it drove on the wrong side of the roadway. The vehicle came to a stop and three exited it as I activated my overhead lights. The driver fled into the house and the passengers stayed. There was a long gun in plain view and a white powdery sub-

stance in a cup in the cup holder consistent with cocaine. Criminal history checks were conducted. VCTF (Violent Crimes Task Force) was contacted and advised they would follow up. All three were arrested and transported to MCCJ (the county jail) without incident,” according to Merrill’s report.

The probable cause affidavits provide additional details.

Schoenfelder seeks $65,000 to end pier lease early

Privateers cancel July 4 parade The Anna Maria Island Privateers announced via Facebook May 28 that this year’s Fourth of July parade won’t take place on the Island due to COVID-19 precautions.

The decision didn’t come as a surprise after Holmes Beach Police Chief Bill Tokajer said during a May 26 commission meeting he wasn’t sure how the annual event could take place with limits on the number of people allowed at a gathering and social distancing rules in place by Gov. Ron DeSantis. In their online statement, the Privateers said they look forward to bringing the popular parade back for July 4, 2021.

City hall not ready for reopening Holmes Beach commissioners discussed the possibility of reopening city hall for meetings and decided, with advice from attorney Patricia Petruff, that they’re not ready for that just yet. Petruff said she’d rather keep meetings virtual until the governor lifts the order that allows municipal meetings to be held virtually. Commissioner Jim Kihm said that he can see how the configuration of city hall, particularly the commission chambers, would make social distancing difficult, if not impossible. For now, city hall’s doors remain closed to the public.

Adopt-A-Spot approved Holmes Beach commissioners voted unanimously to approve a newly drafted Adopt-A-Spot agreement after adding in a liability waiver and making sure that the city’s liability insurance covers volunteers. City Attorney Patricia Petruff said the new agreement is more user-friendly than the previous one but still covers the city with both insurance and the liability waiver in the event that an accident happens while volunteers are working on city property.

She added that adopters will need to provide the city a list of volunteers who will be working at each spot 72 hours before the work happens. Now that the agreement has been approved, all current and potential spot adopters are required to fill out the new agreement and return it to the city clerk’s office for approval before beginning work at any city-owned spot. ANNA MARIA – Current City Pier tenant Mario Schoenfelder is requesting a $65,000 settlement in exchange for the early termination of his pier lease agreement that expires Dec. 15.

In response to Schoenfelder’s request, the city commission authorized City Attorney Becky Vose to attempt to negotiate a more favorable settlement for the city.

Meanwhile, Mayor Dan Murphy is attempting to negotiate a new longterm pier lease with Ugly Grouper restaurant co-owner Mike Ross and General Manager Thad Treadwell.

Vose, Murphy and the commissioners discussed Schoenfelder’s request on Thursday, May 28.

Murphy referenced two letters that attorney Lori Dorman sent the city on behalf of Schoenfelder and his company, TCPR Inc. Those letters pertain to the lease Schoenfelder and the city signed in 2000 and later extended.

“All of you have been provided with Mr. Schoenfelder’s letter of March 27, where he demanded to have the pier back so that he could operate a restaurant. And then his subsequent letter of May 21st, where he said he didn’t want the restaurant back, but now he would like $65,000,” Murphy said.

In her May 21 letter, Dorman wrote, “TCPR is willing to enter into an early termination of the lease. In return, TCPR expects the city to compensate it in the amount of $65,000. This amount represents a portion of the lost income TCPR has incurred as a result of the city’s delays.”

Regarding that letter, Murphy said, “His contention is that since we didn’t have insurance of the pier – since we were self-insured – that we could have rebuilt the pier a lot quicker with insurance, and thus the lost revenue.

Never once was the pier construction held up as a result of not having funding.”

Murphy said it took more than a year to get permits from the Army Corps of Engineers and several other permitting agencies. During that time, the city secured project funds from FEMA, Manatee County tourist taxes and the state.

Murphy said the request for proposals process created additional delays,

“The money was never an issue,” Murphy said.

Murphy provided the commission with three options.

“We can pay the ransom of $65,000 and move on, or we can authorize our city attorney to attempt to negotiate a settlement outside of litigation, or we could proceed with the buildout. We could turn the pier over to him as he requested in his March 27th letter and begin charging him rent. The Ugly Grouper is more than willing to work with us on any one of these three alternatives,” he told the commission.

Murphy said the Ugly Grouper representatives are willing to wait until mid-December to take occupancy of the pier buildings if necessary.

Murphy said a court battle would cost the city money even if the city prevailed and he recommended authorizing Vose to attempt to negotiate a settlement instead.

“If that fails, then we can move on to option three, complete the buildout and begin charging rent,” Murphy said.

“Have our city attorney try to negotiate a settlement and let’s move on,” Commissioner Joe Muscatello said.

“Option two is the most appealing one to me, although I do feel we need to defend our city against this. I don’t think there’s the evidence that he claims in these letters that he’s been harmed because of anything the city has done,” Commissioner Amy Tripp said.

“We’ve got a new concessionaire, we’re ready to negotiate with them.

torney Vose to put a good faith offer in front of Mario’s attorneys. And if they don’t accept it, I think we can win the lawsuit. But I’d rather not, I’d rather get it behind us,” Commissioner Jon Crane said.

Commissioner Mark Short said he’s read Schoenfelder’s lease several times.

“There’s nothing in the lease agreement that says the city was required to insure the entire pier. The whole premise of not having insurance is moot. With respect to repairs being done in the event of a casualty, the tenant is also partially responsible to conduct repairs on certain portions of the leased premises should a casualty occur, which obviously did,” Short said.

Murphy ordered the old pier and pier buildings closed in September 2017 after Hurricane Irma removed a large portion of the bait shop roof, damaged the restaurant building roof and damaged much of the old pier’s T-end decking.

“The lease agreement specifically calls out that if a casualty occurs the tenant’s sole remedy is limited to the abatement of rent, which is what the city has done,” Short said.

Schoenfelder made his last $11,898 monthly rent payment on Sept. 6, 2017.

Short said the city attorney should attempt to negotiate a settlement agreement that factors in these lease terms not referenced in Dorman’s letters.

Vose said she agreed with Short’s interpretation of Schoenfelder’s lease.

COVID-19: State awaits drops to expand reopenings FROM PAGE 1

In Manatee County and statewide, new cases of COVID-19 have been reported by the Florida Department of Health every day since Monday, May 4. That day, in phase one of the plan, Gov. DeSantis opened beaches, outdoor restaurant dining with spacing limits and indoor dining at 25% capacity, and retail stores at 25% capacity and allowed limited use of state parks.

Also that day, 48 new cases of COVID-19 were reported in Manatee County; 575 were reported statewide.

The following Monday, May 11, hair and nail salons reopened with enhanced safety protocols.

That day, 13 new cases of COVID-19 were reported in Manatee County; 608 were reported statewide.

gyms reopened at 50% capacity and restaurants and retail stores increased their capacity from 25% to 50%.

That day, 33 new cases of COVID-19 were reported in Manatee

County; 614 were reported statewide.

Vacation rentals were to remain closed in the first phase of the plan; however, a lawsuit was filed against the state by vacation rental

owners pointing out inconsistencies in allowing hotel and motels to open while keeping short-term rentals closed.

On Thursday, May 21, vacation rentals reopened during phase one.

That day, 12 new cases of COVID-19 were reported in Manatee County; 729 were reported statewide.

In May, the county reached a grim milestone of more than 1,000 cases – as of May 31, there were 1,057 people with COVID-19, according to the Florida Department of Health. So far, 97 people in the county have died.

The Centers for Disease Control ranks Manatee County 10th in Florida counties for the number of COVID-19 cases.

Statewide, new cases also have been reported every day in May, with the worst days being May 20 and May 28, with 1,200 new cases each day, according to the Florida Department of Health. In total, there were 56,830 cases statewide of people with COVID-19 as of May 31. So far, 2,460 people in the state have died of the disease.

Two fire commission seats up for election Residents of the West Manatee Fire Rescue District can qualify to run for one of two fire commission seats beginning at noon on June 8.

BRADENTON – If you live in the West Manatee Fire Rescue District and have ever thought about running for fire commissioner, now may be your chance.

In the Nov. 3 general election two seats on the fire commission – those now held by Commissioners Larry Jennis and Randy Cooper - will be up for grabs. Cooper has already stated that he will not be running for re-election.

WMFR’s commissioners serve four-year terms on the dais.

To qualify as a candidate, the person must be a registered Manatee County voter and reside in the WMFR district, which stretches across unincorporated Manatee County on the west, encompassing the cities of Anna Maria, Bradenton Beach and Holmes Beach, along with Cortez, Palma Sola and much of northwest Bradenton.

Though pre-qualifying papers already can be submitted to the Manatee County Supervisor of Elections Office, candidate qualifying officially begins at noon on June 8 and ends at noon on June 12. All paperwork must be submitted prior to the deadline.

Before the end of the qualifying period, all potential candidates

must appoint a campaign treasurer, open a campaign bank account and file the required paperwork as well as collect the signatures of 25 registered voters who reside in the district. A fee of $0.10 is required per signature as a verification fee. If a candidate cannot pay the fee, an oath of undue burden must be filed to have the fee waived. Candidates also must file a statement of candidate, candidate oath, a statement of financial interests and either a $25 qualifying fee or certificate of petition verification.

All candidates are required to designate a campaign treasurer and open a campaign account before accepting any campaign contributions. For fire district candidates, any candidate who does not collect campaign contributions and whose

only expense is the filing or signature verification fee is not required to appoint a campaign treasurer or open a campaign account. Filing fees are not required to be drawn from a campaign account.

Forms can also be found on the website or picked up from the Supervisor of Elections Office. All paperwork must be submitted for verification to the Manatee County Supervisor of Elections Office at 600301 Blvd W. in Bradenton prior to the qualifying deadline.

Murphy said not having a new pier tenant in place when the pier opens creates the need for two off-duty deputies to serve as security guards while the pier is open. He said one deputy would be on the shore and one would be on the pier.

“The pier would be open for visitors, sightseers and fishing. Social distancing would be required and there are signs that will be posted on the pier. We would recommend no alcohol beverages be allowed on the pier, but fishermen would be allowed to bring their coolers,” Murphy said.

Murphy said the initial Monday-Thursday pier closures will allow the new pier tenant to begin the interior buildouts of the cityowned buildings without the public being on the pier.

“I agree with your idea of a soft opening, with the possibility of closing it right back up if there are a lot of problems. We might as well give it a shot,” Commissioner Joe Muscatello said.

“It sounds good. Let’s keep our fingers crossed,” Commissioner Amy Tripp said.

“I am one of those people that believes we’re not out of the woods on the virus yet, so the social distancing caveat is important to me, but I think it’s a good step forward,” Commissioner Jon Crane said.

Commissioner Mark Short agreed with the soft opening approach and asked for more clarification as to why the pier will be closed at 5 p.m. three days a week and closed entirely for four days a week.

“One is economics. It’s expensive to put security guards on the pier,” Murphy said, noting the need to prevent vandalism and monitor pier user behavior.

“Secondly, I would anticipate that we might be working on the buildouts soon.

We would have people on the pier working and I don’t think it’s a good situation to have workmen carrying tools, equipment and materials while there’s people on the pier,” Murphy said.

The new City Pier replaces the old pier that was closed in September 2017 due in part to damage the pier and pier buildings sustained during Hurricane Irma.

LEASE DISCUSSIONS

Murphy told the commission he’d already conducted one fact-finding meeting with Ugly Grouper’s Ross and Treadwell, and was conducting another the following morning and a third and final one this week.

Murphy said each meeting features discussion on five of the 15 key lease considerations included in the meeting packets.

Those considerations include determining when the new lease commences, defining the scope of business to be conducted, the seating, the meals to be served and discussing the potential lease of additional common areas.

The lease considerations include the tenant’s buildout plan, parking provisions, signs, naming rights, the shared maintenance of the common areas, insurance, tax and utilities responsibilities and the monthly base rent and/or percentage-based rent to be paid to the city.

“Things are really going well thus far. Mr. Ross and Mr. Treadwell are very excited about reaching an agreement,” Murphy said.

Murphy said he expects the formal pier lease negotiations to come before the commission during the third week of June.

Commission and mayoral seats up for grabs Election qualifying for Holmes Beach commission and mayoral candidates opens at noon on June 8.

HOLMES BEACH – If you’ve ever pictured yourself on the dais at Holmes Beach City Hall, your chance is coming up to qualify as a candidate, only, of course, if you’re a Holmes Beach resident.

This year’s election will see two positions coming available on the city commission, the seats held by Commissioners Pat Morton and Kim Rash. Also up for grabs is the mayoral office, currently held by Mayor Judy Titsworth.

All three positions hold two-year terms. Titsworth and Rash are completing their first terms on the dais as mayor and commissioner respectively. For Morton, November marks the end of his 17th year on the city commission.

Qualifying for all three elected positions begins at noon on June 8 and ends at noon on June 12. All candidate paperwork must be submitted to the Manatee County Supervisor of Elections office prior to the deadline to be considered as a candidate.

To qualify, prospective candidates must have been a resident of Holmes Beach for at least two years prior to the qualifying date and be a registered Manatee County voter.

Any full-time Holmes Beach resident of two years or more can run for one of two commission seats or for mayor in November.

Candidates must appoint a campaign treasurer, open a campaign bank account and file the corresponding paperwork as well as a statement of candidate, candidate oath, residency affidavit and statement of financial interests.

Candidates also are required to pay an election assessment fee equal to 1% of the annual salary of the office sought, $60 for commission candidates and $240 for mayoral candidates, and collect 15 petition signatures of voters also residing in the city.

Work crew breaks Gulf Drive water line A work crew broke a 20-inch watermain on Friday afternoon while working along the 2600 block of Gulf Drive, in front of the Sandpiper Resort Co-Op mobile home community, according to Bradenton Beach Police Lt. John Cosby. A utility company was doing undergrounding work and accidentally struck the water line, Cosby said. One Sandpiper resident said a significant amount of water subsequently flooded areas of the mobile home community.

Commissioners consider parking concession for residents Beach parking in Holmes Beach outside of the public lot at Manatee Beach remains closed, even to residents.

HOLMES BEACH – While city leaders await the delivery and installation of new posts and signs for street side, right of way and beach access parking, all of those options remain closed to beach goers, even those who reside in the city.

During a May 26 commission meeting, Chief Bill Tokajer said that while the parking signs and the posts for them are expected to arrive over the next several days, it could take two weeks or more to have them all installed. Once the installation is complete, he said parking will be reopened at beach accesses but remain closed along city streets and in the rights of way. This opens up about 479 spaces, more than are needed for beach renourishment funding, but keeps about 2,000 spaces permanently closed.

weekend, Tokajer said his officers issued parking tickets but did not tow any illegally parked vehicles.

Though he said that he’s received 98% support from residents on the new parking plan, there’s still a small percent, particularly those that live on the east side of Holmes Beach who have to drive to the beach, that are unhappy with the decision. In an effort to assist those residents with obtaining a beach parking space more easily, Tokajer said he’s looking at designating golf cart parking spaces at some beach accesses.

The reasoning for designated golf cart spaces is that residents and visitors to the Island will be the only people arriving at the beach in golf carts, not people from town or other areas.

Though Tokajer said not all beach access points are large enough to accommodate handicap parking spaces, four will be designated at the 53rd Street access near the Martinique condominiums. He added that a volunteer from the community has offered to install a handicap ramp to assist with beach access at the location.

Another group having difficulty with the new beach parking arrangements are area churches.

While Tokajer said beach parking has been taking place at CrossPointe Fellowship, it was not under authorization from the church’s leaders and Holmes Beach police can’t interfere because the parking lot is located in the city of Anna Maria.

In contrast, Father Matthew Grunfeld spoke during public comment at the meeting, petitioning for the Episcopal Church of the Annunciation to be able to allow parking at the church’s lot for a donation.

With donations down due to the church’s closure for COVID-19 precautions and a dwindling resident population on the Island, Grunfeld said that allowing beach parking, overseen by volunteers from the church, gives his congregation a new way to minister to the public and also collect a freewill offering if drivers are so inclined to donate to the church.

Though the church did contact the city prior to beginning the parking project and received the police chief’s blessing, Tokajer said a later consultation with the city planner’s office revealed a zoning issue with allowing beach parking at the church parking lot or any private lot in the city.

Mayor Judy Titsworth said she appreciated what the church is trying to do, but that the church or any other owner of a private parking lot would have to submit to the city planner’s office for a site plan review. If the site plan review meets the criteria, it would go before the city commission for review and a vote. Currently, allowing parking and accepting money for it is a nonconforming use, Titsworth said.

Commissioner Terry Schaefer and resident Jayne Christenson both spoke in favor of the church being allowed to host beach parking, saying that the volunteers at the Church of the Annunciation were running a very orderly, friendly operation.

Though Titsworth said a site plan review could take time if there isn’t something immediate that the planner’s office staff can suggest, Schaefer said he’d like to keep searching for a way to help the church members continue with their parking outreach project.

Titsworth said no applications for a site plan review had been received as of May 26.

Commissioners approve mobility ordinance Holmes Beach commissioners unanimously passed the final reading of a mobility ordinance that blocks the rental of bicycles, scooters and other mobility devices through apps and dockless and docked stations.

The ordinance also limits the use of segways to groups with tour operators and keeps segways and other motor-

ized vehicles off of sidewalks and out of bicycle lanes. One item that could not be addressed in the ordinance is the use of three-wheeled mini cars in the city. Though city leaders and some residents are still concerned about the vehicles, they are licensed through the state and are allowed to be driven on city streets.

Protestors take to Bradenton streets

BRADENTON – Inspired by the recent death of George Floyd and the actions of Minneapolis police officer Derek Chauvin, a peaceful but impassioned protest occurred in downtown Bradenton Sunday afternoon.

Unlike what took place in other American cities last week, no physical confrontations between protestors and police ensued.

The protesters assembled in the Village of the Arts at 1 p.m. near the corner of 12th Street West and 12th Avenue.

Holding a “Black Lives Matter” sign before the march began, Palmetto resident Betty Sailes Rhodes discussed the social and judicial inequities blacks and other minorities encounter.

“The system has got to change.

Get your butt out and vote in November,” she said before the march to the Manatee County Historic Courthouse began.

Accompanied by approximately 75 protestors, Rhodes, former Bradenton mayoral and city commission candidate Eleutario “Junior” Salazar, Pastor Arthur Huggins, Deedra Zee and Natasha Clemons served as the protest leaders and spokespeople.

Speaking through a bullhorn while perched on the Historic Courthouse steps, Salazar questioned whether black lives and the lives of other minorities really matter to local law enforcement officers and politicians.

“You’re not here to protect me,” Salazar said to the dozen or so

Despite the harsh words and criticisms directed their way, the officers from the Bradenton Police Department never clashed with protestors or responded to the statements and chants they heard.

Before handing the bullhorn to Clemons, Salazar noted she lost her son in an incident involving local law enforcement officers.

Clemons said her son, Rodney Mitchell, was “killed execution style” seven years ago, six months after he graduated from college.

She said the two officers involved in that incident later received pay

increases and promotions.

“I’ve been peaceful and silent long enough,” Clemons said.

Zee and others called out another Bradenton police officer with an alleged history of mistreating minorities.

Zee said the community needs officers that won’t accept wrongful behavior by other officers.

“When you see that your fellow officers are abusing us, you stay silent. You made a choice to be a cop. I was born black. I don’t have any choice. Just because my skin is black doesn’t mean I’m a threat,” Zee said.

One protester said any officer that condones what happened to George Floyd needs to take off their uniform, turn in their badge and never serve again.

Renourishment moved to July Delays in this summer’s beach renourishment program have pushed the start to late July.

ANNA MARIA ISLAND – Island beaches are slated to get a boost of new sand in a beach renourishment project newly rescheduled to begin in late July, according to the latest update by the U.S. Army Corps of Engineers.

The two-phase project will cover about 5.5 miles of sand and be completed by mid-November. The first phase will enlarge the beaches between 78th Street North in Holmes Beach to about Fifth Street South in Bradenton Beach.

The second phase will begin at Fifth Street South in Bradenton Beach and continue south to Longboat Pass.

The total cost of the project will be $17,366,350; of that, Manatee

County will contribute $4,636,431, according to Boca Raton-based Coastal Protection Engineering.

Offshore construction equipment will dredge sand from the floor of the Gulf of Mexico about 2,000 feet offshore of the north end of the Island, near Passage Key. The sand will be piped ashore, where it will be spread on the beach and pushed into the water to enlarge the beach. Work will be continuous, 24 hours a day, seven days a week, with heavy activity in front of any single property not expected to last longer than a few days during average conditions, according to Charlie Hunsicker, director of the Manatee County Parks and Natural Resources Department. Portions of the beach will be closed during construction, which is expected to restrict beachgoers from accessing the shoreline and the Gulf.

The project’s cost, estimated last year at $22.5 million, will be partly covered by state and federal funds to replace sand loss from

Hurricanes Hermine in 2016 and Hurricane Irma in 2017. Manatee County’s contribution is funded by the tourist tax.

Beach renourishment funding is partially dependent on the availability of public beach access parking spaces on the Island. The restricted parking in the city of Holmes Beach due to the coronavirus pandemic so far has not affected renourishment eligibility, “but there will come a time when they will have to loosen up,” Hunsicker said.

Anna Maria Island Turtle Watch and Shorebird Monitoring Director Suzi Fox has seen to it that all sea turtle nests have been moved from the projected path of the renourishment to safer areas on the Island since the first nest of the season was laid on April 19.

Beach renourishment on the Island began in 1992 to protect Island roads and buildings; this year’s project will be the seventh time Island beaches have received new sand.

just “a black thing,” nor was it just about George Floyd. He said it was also about local black men who’ve died at the hands of law enforcement officers – including Justin Stackhouse, who was shot and killed by a Manatee County Sheriff’s Deputy near the Wal-Mart on Cortez Road in February.

“We’re here because we’re sick and tired. Enough is enough. Take your knee off our necks,” Huggins said.

Huggins led a prayer while protestors knelt for nine minutes in tribute to the length of time Chauvin held his knee on Floyd’s neck.

The crowd then marched down Old Main Street to the Bradenton Police station where Salazar issued some unmet demands. Others spoke as well.

Salazar demanded Bradenton Police Chief Melanie Bevan and Bradenton Mayor Wayne Poston address the crowd and he noted no local politicians attended the protest.

Before the march resumed, Salazar, a man dressed as the Black Panther superhero character and others approached and peacefully confronted the officers who stood quietly on the other side of the hedges.

The officers then accompanied the protestors to the intersection of Ninth Street West and Third Avenue West, where the protestors blocked the intersection near the foot of the bridge before taking a knee for a few minutes and moving on.

Shortly after 4 p.m., the march proceeded south to Martin Luther King Jr. Avenue West. After a brief pause, the protestors headed east on the street bearing the name of the late civil rights leader.

Fly casting fundamentals Reel Time RUSTY CHINNIS

T

eaching fly casting has taught me some valuable lessons.

Chief among them is the fact that it’s most often easier to learn from scratch using the fundamentals (physics) of the cast than it is to correct bad habits that have been developed over time. That became apparent to me when I gave lessons to someone who had been fly casting for a long time but who had ingrained, bad techniques. When I showed them how to properly move the rod tip in a straight line to form a “tight” wind penetrating loop they understood the concept immediately. The eye-opener for student and teacher was when they tried to repeat the proper casting stroke and their ingrained bad habit overpowered their new understanding.

This isn’t bad news for long time casters who have been using improper techniques but points out the necessity of practice to “reteach” the brain how to move the rod. The same applies to proficient casters who are learning to cast with their non-dominant hand.

Try this and you’ll see what I mean instantly. If you’re a right-handed caster, putting the rod in the left hand is like handing it to another being where the mind knows the cast but the body doesn’t cooperate.

The best place to practice is on grass but real world experience is as close as the beach on a calm summer day.

The good news is that by learning the fundamentals of the cast and practicing them regularly anyone can become adept.

Besides learning and practicing the “Essentials of Fly Casting” it’s important to realize that there is no right or wrong “casting style.”

Casting is governed by physics and there are some essentials that every fly caster must master, no matter what their individual skills or styles. This is the difference between the Art (style) and Science (physics) of the cast. Fly casting is a lifelong learning experience that you can practice at 9 or 90. Different people learn at a different

pace. Some people pick up casting quickly and then plateau. Others start slow, but when they finally “get it” they’ve “got it.” It can be compared to learning how to ride a bike. To become a good caster you need to practice, but that practice will reward you with a lifetime of pleasure and provide the opportunity of the company of good friends.

Fly casting differs from spin or bait casting where the weight of the lure or bait “loads” the rod. The rod then transfers the stored energy of the rod to the lure or bait which carries it to the target. In fly casting, the weight of the line loads the rod and the line takes the leader and flies to the target.

The basic casting stroke consists of the rod being held in the hand at the base of the fingers with the thumb on top of the cork. The stroke is a combination of moves of the wrist, the forearm and the upper arm. In the “ready” position with the thumb on the cork, the wrist is straight and the butt of the rod is at a 45-degree angle to the forearm. The wrist travels from this “straight” position to a 45-degree down angle then returns to the straight position. The forearm and the upper arm complete the motion.

There are five basic movements that make up what is referred to as the “Essentials:” 1. There must be a pause at the end of each casting stroke, which varies in duration with the amount of line beyond the rod tip. This allows the line to straighten for the next cast.

2. Slack line should be kept to an absolute minimum. Slack line prevents the rod from loading and applying the proper power to the cast.

The most common mistake that creates slack line happens when the rod is started too high, forming a belly in the line between the rod tip and the water. To prevent this, start your cast with the rod tip pointing at the water.

3. In order to form the most efficient, least air resistant loops and to direct the energy of the cast toward the target, the rod tip must move in a straight line. Practice tracing a horizontal line like a roof eve.

4. The length of the casting stroke must vary with the amount of line past the rod tip. If you are making a short cast there is only a small amount of line needed (which only weighs a small amount). As the length of line increases, the stroke must be increased to load the rod.

5. Power must be applied in the proper amount at the proper place in the stroke. In general, the power is applied slowly at first, gradually increasing to a peak at the end of the stroke. There should be a crisp stop at the end of the stroke, forcing the rod to come out of its bend. This is commonly referred to as the “speed-up and stop.”

In my experience, the only way to master fly casting is to practice on a regular basis.

Create a practice schedule that you can stick to. Start by practicing at least three times a week for 10 minutes. Any additional time will, of course, be a bonus but the importance of a regular practice schedule cannot be overemphasized. There are lots of resources on the internet to help you perfect your cast, and lessons with a caster trained by the Fly Fishers International www.flyfishersinternational. org can be invaluable. Some of the best videos to search for online are those by master casters and instructors Joan Wulff and Lefty Kreh.

Things are as good as it gets around here right now, with large schools of migratory tarpon on the beaches, snook, trout, Spanish mackerel and redfish on the flats, and American red snapper opening up in the blue.

Tarpon fishing has been great. Live pass crabs under a cork seem to be the ticket lately. Live threadfin herring are a safe bet as well. We haven’t had any real monsters yet, with the most respectable fish so far being in the 150-pound range.

Inshore, snook fishing is great. So is Spanish mackerel and spotted seatrout. The mangrove snapper are starting to move in as well.

Offshore, amberjack closes on the first. But American red snapper and gag grouper open for federally-permitted charter vessels on the first. Snapper opens for recreational anglers on the 12th. It looks like we’ll have some wind to contend with as we move on into June.

Hopefully, it doesn’t last long!

Commissioners hope for face covering compliance City leaders hope that residents, visitors and workers will start wearing face coverings in public if only to show respect for their fellow man.

HOLMES BEACH – While city commissioners aren’t mandating that residents, visitors and workers wear face coverings or masks while in public, they hope that people will wear them anyway to help keep others safe from contracting the coronavirus.

During a May 26 commission meeting, Commissioner Jim Kihm brought up the idea of commissioners asking Mayor Judy Titsworth to sign an executive order mandating that everyone wear a mask or face covering while in public.

“The virus is still in the community,” Kihm said.

“We’re not over this.”

Titsworth said that not only is she not comfortable signing that kind of order, she also isn’t sure that it would be legally advisable. She added that the city can’t mandate the practices of businesses on private property, such as Publix, where Kihm said he observed a large amount

of people without masks and not practicing social distancing.

“I’m a firm believer that it’s up to each of us to keep ourselves safe,” Titsworth said. For residents who are concerned about the lack of facial coverings and social distancing at Island businesses, she suggested those people go into town to grocery shop and do other business at stores that are larger and where there are less concentrations of visitors to the area.

Chief Bill Tokajer said that if such an order was issued, he doesn’t know how police officers would be able to enforce it.

City Attorney Patricia Petruff suggested that a letter to Island businesses could be issued from the mayor’s office asking them to require people to wear masks or face coverings without mandating that they do so. Before the city enters into any kind of requirement on the issue, she said she’d like to look at how other cities are

handling face covering requirements and enforcement of the orders.

While his fellow commissioners agreed with Kihm, they expressed concern that ordering people to wear face coverings would be difficult to enforce and that after hearing Titsworth and Petruff speak about the potential legality of such an order they agree that the issue would need more discussion before an order is issued.

Commissioner Carol Soustek suggested placing banners around town asking people to wear face coverings, similar to the no parking banners currently on display.

Resident Gale Tedhams suggested commissioners approach the Chamber of Commerce to see if that group could assist in leading by example to encourage the wearing of face coverings.

“This is our new normal now,” she said, adding that she’d like to see a culture of taking care of each other created in the community.

AMI sends off fifth graders with best wishes

The fifth grade class at Anna Maria Elementary School had a drive-through graduation parade last Friday.

The 44 students were able to safely say goodbye to the little school on the bay on their way to middle school.

They collected awards for exceptional performance.

Madeline Lessig was the Rotary Club of Anna Maria Island’s Service Above Self Award honoree.

Teacher Tony Lashway, who retired after 43 years, had her own parade with lots of love and gag gifts from the students and parents.

Principal Jackie Weatherston said if students have to take classes at home due to the caronavirus they will be prepared. But she added that believes most parents would prefer the classroom.

It’s June do you know what that means?

H ere we are again - the official beginning of hurricane season. But as every Floridian knows, hurricane season is a moving target, as are hurricanes. One week you’re basking in the glow of sunshine and warm Gulf waters and the next week you’re putting up storm shutters and buying mechanical can openers. Nevertheless, it is what it is and we must not only prepare for winds and lack of electricity but also floods.

The definition of a flood is an excess of water on land that is normally dry. These are scary words for those of us who look out our windows and see water or know that one block in either direction you’ll find it. This is why even homeowners who are not that close to the water need to know what flood zone they’re in, so here is an overview of flood zones dictated by the Federal Emergency Management Agency (FEMA): • Zone A (blue) - special flood hazard area that is high risk for flooding and typically requires flood insurance. Does not have a base flood elevation established.

• Zone AE (lavender) - special flood

LOUISE BOLGER hazard area that is high risk for flooding and typically requires flood insurance. Does have a base flood elevation established.

• VE (green) - special flood hazard area that is high risk for flooding and typically requires flood insurance.

• X (no color) - low risk area that does not typically require flood insurance.

Flood insurance should not be required.

Rest assured that anything on Anna Maria Island or in waterfront areas of Cortez are in Zone A with a high risk of flooding. These properties will require flood insurance by

lenders for properties that have a mortgage.

If you’re not sure what your flood zone is, look at the mymanatee.org website and you’ll find an interactive map of flood zones where you can simply put in your address and it will tell you exactly what your flood zone is outlined in the corresponding color.

You will also be able to access the elevation certificate for your area if available.

Flood insurance is purchased through the National Flood Insurance Program and has historically offered subsidized rates. In more recent years, the Biggert-Waters Flood Insurance Reform Act changed many aspects of program eligibility, including non-primary structures. Your rates and eligibility for insurance should be carefully reviewed with an insurance broker authorized to sell policies through the National Flood Insurance Program.

Here again, mymanatee.org is a wealth of information about all aspects of flood insurance, answering many questions you may have. In addition, you can obtain a booklet from FEMA that outlines in detail what flood

insurance covers, including condo flood policies.

Maybe future generations won’t have to worry as much about flood-prone areas.

There are creative developers in different parts of the world who are designing hotels, homes and office buildings that float. In flood-prone cities like Miami, this could be a potential solution. Rotterdam is already building a 54,000-square-foot floating office building and a developer in the Persian Gulf has plans for 16 hotels, all floating. Think of the possibilities.

The day I was writing this column I received in the mail Manatee County’s “Flood Hazard Area Guide,” sent to all homeowners who live in properties that are located in or near a special flood hazard area. It’s a nice little tri-fold brochure which everyone should keep with other hurricane and evacuation material that I hope you all have ready in the event of a storm.

I guess the only thing good about hurricane season is that it takes our mind off coronavirus for a while, you think? Stay safe.

During bird nesting season, March through August, please follow these tips: • Never touch a shorebird chick, even if it’s wandering outside a staked nesting area.

• Teach kids not to chase birds – bird parents may abandon nests if they’re disturbed.

• Don’t feed birds – it encourages them to fly at people aggressively and is not good for their health.

• If birds are screeching and flying at you, you’re too close.

• Avoid posted bird nesting areas and use designated walkways to the beach.

• Keep pets away from bird nesting areas.

• Keep the beach clean; food scraps attract predators such as raccoons and crows to the beach, and litter can entangle birds and other wildlife.

• If you see people disturbing nesting birds, call the Florida Fish and Wildlife Conservation Commission’s Wildlife Alert hotline at 888-404-FWCC (3922).

During sea turtle season, May 1 – Oct. 31, please follow these tips: • Turn off lights visible from the beach and close blinds from sundown to sunrise; lights confuse nesting sea turtles and may cause them to go back to sea and drop their eggs in the water, where they won’t hatch.

Light can also attract hatchlings away from the water.

• Don’t use flashlights, lanterns or camera flashes on the beach at night.

• Remove all objects from the sand from sundown to sunrise; they can deter sea turtles from nesting and disorient hatchlings.

• Fill in the holes you dig in the sand before leaving the beach; they can trap nesting and hatching sea turtles, which cannot live long out of the water.

• Don’t use wish lanterns or fireworks; they litter the beach and Gulf.

• Do not trim trees and plants that shield the beach from lights.

• Never touch a sea turtle; it’s the law. If you see people disturbing turtles, call the Florida Fish and Wildlife Conservation Commission’s Wildlife Alert hotline at 888404-FWCC (3922).

Reef alive Fish swarmed a limestone reef in the Gulf of Mexico off south Anna Maria Island last week.

The beach renourishment project scheduled to begin this summer will likely temporarily cover the reefs off the Island’s Gulf Coast with sand to provide a buffer against wave action during storms, preventing erosion and protecting Gulf-front buildings.

exited his vehicle, the driver of the gold Honda – later identified as Rodney L. Dunbar Jr. – started to exit the vehicle as well. According to Dep. Merrill, he gave loud and clear verbal commands for the drive to stop, to no avail. Mr. Dunbar then entered the residence at 403 Alamanda Rd. Anderson and Houston exited the vehicle as well but remained by the vehicle.

After several minutes of calling for Mr. Dunbar to exit the residence, he did so.�

According to the affidavit, once Dunbar provided his identity it was learned he had four prior driving with a license suspended charges and his driver’s license had been revoked since 2008. “In his vehicle, and in plain sight, patrol observed a long gun rifle – rifle-AK 47-Saiga. The AK had been wrapped in black shirts and the muzzle was facing the passenger floorboard with the stock up near the center console. The rifle was within the immediate reach of Mr. Dunbar. Upon search of the vehicle, a black pouch was located under the front passenger seat. Inside the pouch was a loaded black Ruger 9mm, along with a green leafy substance and Mr. Anderson’s ID,� Dunbar’s probable cause affidavit says. “During a search of the vehicle, a purple Crown Royal bag containing a loaded Titan .25 handgun, along with a clear baggie containing a white powdery

Dunbar’s court records include a 2012 no contest plea to a third-degree felony charge of flee/attempt to elude a law enforcement officer.

Anderson’s court records include a 2018 no contest plea to a second-degree felony charge of sale or delivery of cocaine.

Houston’s court records include a no contest plea in 2018 to a first-degree felony charge of possession with the intent to sell or deliver cocaine within 1,000 feet of a place of worship.

Center adult sports return The Center of Anna Maria Island is relaunching some of its sports programs now that the nonprofit is slowly reopening following state-mandated closures due to COVID-19 precautions. Two of the first sports leagues to start are the adult kickball and soccer leagues.

The adult co-ed soccer league kicks off June 18 with the last day to register

being June 11. Players of all ability levels are invited to participate. Games will be played on Thursdays at 6 p.m. with some Wednesday night games if necessary. The cost is $10 for members and $96 for nonmembers.

The adult co-ed kickball league starts on June 15 with games beginning at 6 p.m. The last day to register is June 12.

No player evaluations will take place

and teams will consist of a maximum of 12 players or a minimum of eight players. Entry is $400 for a team, though free agent players also can register to be assigned to a team. All teams are required to have a designated team captain at registration.

Artists’ Guild Gallery reopens June 2

The Artists' Guild Gallery, 5414 Marina Drive in Holmes Beach, is set to reopen on Tuesday, June 2. Member artists have been busy preparing for art lovers to return during a limited set of hours: from 11 a.m. to 3 p.m. from Tuesday through Saturday each week. Hand sanitizer will be provided. Community members hope for new benches During the May 26 commission meeting, Holmes Beach residents asked commissioners to consider placing additional benches at beach ends to give people a place to rest and a place to watch the sunset. Commissioners agreed to discuss the issue with Anna Maria Island Turtle Watch and Shorebird monitoring leader Suzi Fox to see if there is a bench design that she recommends or if placing additional benches at beach access points would adversely affect sea turtle nesting. The discussion is anticipated to continue at a future work session.

OBITURARIES Betty Graves Holmes Betty Graves Holmes, 97, of Randolph, Illinois and Holmes Beach, FL, died on Saturday, May 2, 2020 in Bradenton.

Betty was born on July 12, 1922 in Randolph, Illinois to Samuel Stillman Graves and Clara Mae Myers Graves.

She married Army Sgt. First Class John Edward Holmes, Jr. and had four children. He preceded her in death in 1998.

Betty moved to Holmes Beach after World War II, where she lived until her death. She was an avid gardener, woman of Faith, animal lover and a cherished member of the Island community.

She attended Brown University and worked for the Pentagon as a stenographer. She met John at a USO dance and the rest was history. She will be greatly missed.

She was preceded in death by her son, Retired Marine Sgt. John Richard Holmes, who died from complications of injuries sustained in Vietnam, and her four sisters. Survivors include brother-inlaw, Hugh Holmes, Sr. and his wife, Jean Holmes; daughter, Patricia Holmes and her partner, Mark Bradow; son, John Edward Holmes, III; son, William Holmes and his wife, Tip Holmes. She was blessed with four grandchildren, Gulf War Marine veteran Jameson Vicars and his wife, Dr. Holly Vicars, Sara Holmes Salvatierra and her husband, Jerry Salvatierra, Jackson Holmes and his wife, Marion Holmes and Patra Holmes. She was also blessed with six beautiful greatgrandchildren, Kalei Vicars, Hannah Vicars, Pablo Salvatierra, Oscar Salvatierra, Luca Salvatierra and Arlo Salvatierra.

Adam Edward Ksiazek Adam Edward Ksiazek, 88, passed away May 17, 2020 at home surrounded by the love and support of his wife Margaret “Markie” Ksiazek, daughter Nancy Ksiazek and dear friend Chris McNamara.

He was the youngest of three siblings born Aug. 30, 1931 in Chicago, Illinois to Josephine and Adam Ksiazek. Adam graduated from Pullman Technical High School in Chicago, then enrolled in Wisconsin State College and was drafted in 1953 to serve in the United States Army Intelligence Corps during the Korean War as an aerial photographer. Upon discharge in 1955 he transferred to the University of Illinois and graduated with his bachelor’s degree in Industrial Engineering in 1956. He then worked at US Steel followed by Gary Sheet and Tin Mill in Gary, Ind. In 1958 Adam married his sweetheart of six years, Markie Lacy. He took pride in raising a family while also attending the University of Chicago, and in 1965 he received his master’s degree in Business.

Over the course of his career he was Production Manager for Avon Products, Vice President of Operations for Duveen plainant said an unknown person cashed more than $7,000 worth of fraudulent checks.

5/21, larceny/theft, Manatee Beach parking lot, 4000 Gulf Drive. Victims left their personal possessions and valuables in the sand and went into the water. Later, they found those possessions were gone.

5/21, information, 400 block of 63rd Street. The complainant told police he has proof of attempts to rent his vacation rental without his knowledge. The property was advertised on Craig’s List and VRBO. He got VRBO to take it offline, but Craig’s List did not.

5/22, booze on the beach, 36th Street beach access. While the officer was writing parking tickets on the street, he was approached by a subject who said someone hit a seagull with a baseball. He noticed the subject had beer and wrote a code complaint. The report did not mention the condition of the bird.

5/22, battery on a law enforcement officer, 6300 Marina Drive. The officer was assigned to help two Manatee County Sheriff’s Office deputies who had seven juveniles with alcohol and marijuana. The juveniles were ordered to sit on the sidewalk while the officer called their parents. One female became combative and

Anthony F. ‘’Tony’’ Manion, 89, of Anna Maria and formerly of Bethel, CT, died May 21, 2020 at Tidewell Hospice of Lakewood Ranch. Tony, the son of the late Anthony Manion Sr. and Mary (Halpin) Manion, was born March 2, 1931 in Danbury CT. He lived and grew up in Bethel, graduating from

Bethel High School in 1948. He served in the U.S. Air Force during the Korean War. After his discharge in 1953, he enrolled in the University of Bridgeport and was employed for several years by Dursi Motors in Danbury. On June 28, 1958 he married Mary A. Stannard of Winsted, CT and they settled on Milwaukee Avenue in Bethel in 1960. He was in sales most of his life, first with car dealerships and later was employed by Read’s Department Store and then at Macy’s in the men’s department. He retired from there in 1994.

Tony was a Life Member of the Knights of Columbus, Pavia Council at St Mary’s Church, Bethel. His grandfather, John Halpin, was a member of the building committee of the old St Mary’s Church on Greenwood Avenue and Tony was a member of the building committee for the St. Mary’s Church on Rt. 302. He was also a church usher for many years.

In 2012, having lived in Bethel for his entire life, he and his wife Mary moved to Anna Maria where he was a parishioner of St. Bernard Catholic Church in Holmes Beach. He is survived by his wife of 61 years, Mary; son, Anthony F. (Svetlana) Manion, III of Moscow, Russia; grandchildren, Angela Margaret, Anthony, IV (Tosha) and Taicia (Taya) all of Moscow; cousins, Cynthia Halpin Istvan of Trumbull, CT, Mary Ellen Sanford of Redding Ridge, CT and Richard Smith of Weston, CT. 5/23, DUI, 800 Manatee Ave. The officer observed the defendant swerve while travelling west toward the Island and as they approached East Bay Drive, he turned on his lights and siren. The defendant stopped for the stoplight, but took off when it turned green and he finally stopped at Gulf Drive.

The officer found signs of impairment. The defendant agreed to take a field sobriety test.

Based on the results, the officer placed him under arrest.

5/23, larceny, eluding, 7300 Palm Drive. The license plate reader identified the vehicle as stolen and an officer got behind it with lights and siren on and the vehicle sped away. The chase was abandoned due to pedestrian traffic. Officers found the car again and another chase ensued. This time the vehicle driver drove over the bridge into Bradenton, where he wrecked it. He said he had just been bailed out of jail and his girlfriend lent him the car. He said she must have reported it stolen to get back at him because he sexually assaulted her.

5/24, DUI, traffic, 4000 Gulf Drive. The officer on patrol observed a vehicle traveling east at

a high rate of speed. It ran the flashing fourway stop sign at 4000 Gulf Drive. When the officer pulled him over, the driver stopped his car and jumped out. The officer told him to get back in. As he talked with the driver, the officer smelled alcohol and observed signs of impairment. The driver took a field sobriety test and was arrested.

5/24, fraud, 119 52nd St. A Massachusetts woman paid money to rent a house advertised on Craig’s List and the “agent” took the money and ran.

5/25, burglary, 4200 Gulf Drive. Two subjects on bicycles suspected of stealing a purse out of a parked vehicle played a cat and mouse game with an officer. He caught up with them and they admitted to stealing the purse and the bikes and possessing marijuana.

They were arrested.

5/25, possession of controlled substances and paraphernalia, D Coy Ducks parking lot, 5410 Gulf Drive. The officer made a traffic stop on an individual who said he had an international driver’s license. When he gave it to the officer, there was a baggie with it. The suspect agreed to a search and they found a bag of white powder, bottles of pills and paraphernalia. He was arrested.

Soap Company, Plant Manager for Black Prince Distillery and manager of production as well as the box, glass and plastics plants at Tropicana until his retirement in 1990. The positions took him and his family to Allendale, New Jersey and eventually to Holmes Beach where he lived for 42 years.

Adam belonged to St. Bernard’s Catholic Church and the Key Royale Club.

In addition to playing bridge, golfing, boating and cheering on his Cubs and Bears he especially enjoyed volunteering in the Junior Achievement Program at Anna Maria Elementary School and his 15 years of dedicated service with the DeSoto National Memorial Park.

He is survived by his wife of 61 years, Markie Ksiazek of Holmes Beach, daughter and son-in-law Anne and Steve Phillips of Vancouver, WA, daughter Nancy Ksiazek (Chris McNamara) of Bradenton; nieces/nephews Joan Fry (Pat, Zack, Hannah) of Albuquerque NM, Barbara Wittmer (Mike), Debra Voliva (Ed), Laura Anderson (Tim) and RJ Klodnicki (Emily), all of Bradenton.

A funeral Mass at St. Bernard’s Catholic Church will be scheduled in the future. Donations may be made to a charity of your choice.
