New details emerge for high-span bridge

Homeless man arrested on carjacking charges The stolen Corvette was involved in a multi-vehicle accident on the Longboat Pass Bridge.

While funding might not yet be available for the high span replacement for the Anna Maria Island Bridge on Manatee Avenue, that’s not stopping the Florida Department of Transportation from making plans.

ANNA MARIA ISLAND – There’s been a lot of talk from the Florida Department of Transportation about high level bridges coming to the Island. The first one expected to arrive is the planned 65-foot, fixed-span replacement bridge for the current drawbridge on Manatee Avenue. Despite a lack of available funding, FDOT representatives are still making big plans for the Anna Maria Island Bridge. FDOT project manager Roxann Lake and Ryan Forrestel, project manager for American Consulting Professionals, appeared before elected officials at the Island Transportation Planning Organization meeting to discuss those plans. BRADENTON BEACH – Rick Jeffrey Rowland, 43, remained in jail Sunday afternoon after being arrested on felony charges of carjacking and exploitation of an elderly person or disabled adult, according to the Manatee County Sheriff’s Office website. Rowland The charges stem from a Wednesday, June 6, incident that started at Coquina Beach and ended with a multi-vehicle accident on the south side of the Longboat Pass Bridge on Gulf of Mexico Drive in Longboat Key. The Bradenton Beach Police Department investigated the criminal charges. The Longboat Key Police Department investigated the bridge accident that resulted in multiple non-life-threatening injuries. Bradenton Beach Police Officer Steven Masi’s report states the carjacking occurred in the 1400 block of Gulf Drive South at about 11:46 a.m. The victim was Parrish resident Bradford Mackenzie, 56, whose occupation is listed as medically retired. The stolen car was a silver 1998 Chevy Corvette. “The description of the carjacker fit a known transient I have dealt with in the past and earlier this day,” says Masi’s report, which lists Rowland’s address as homeless. According to Det. Sgt. Lenard Diaz, Rowland was a former liveaboard boater near the Bridge Street Pier. While in route to the crime scene, Masi was advised of a crash involving several cars on the Longboat Pass Bridge, including the stolen Corvette. Lt. John Cosby proceeded to the crash scene while Masi interviewed Mackenzie and several witnesses. “It was very clear that Mackenzie was unnerved due to what had just taken place. He was putting items in the trunk of his Corvette when he felt a strike of some sort to the back of his head. He looked up, dazed and confused, at who he described as a tall, white male wearing a dark baseball cap and tattoos. The white male was screaming ‘Give me your (expletive) keys or you’re gonna get hurt worse,’” the report says, noting that Rowland snatched the keys from Mackenzie and pushed him. Mackenzie told Masi he tried to stop Rowland but was no match due to his handicapped condition. Rowland then sped off, headed south toward Longboat Key. SEE CARJACKING, PAGE 35
