County approves half-cent sales tax for Nov. ballot County commissioners rejected a suggestion by island mayors for a more equitable distribution of the tax.

BRADENTON – In a historical show of unity, the four island mayors made their case before the Manatee County Commission regarding the distribution of a proposed half-cent sales tax.

According to an ordinance approved by Manatee County commissioners, the tax, if approved by voters in November, would be distributed based on population as provided in Florida Statute. The island mayors’ proposal would have allocated 90 percent based on a population formula and 10 percent based on collections of the tourist bed tax to recognize the impact of tourism on their infrastructure.

While they were unsuccessful in that attempt, county commissioners did agree to meet with the island mayors regarding funding specific island projects. see tax, page 47

HOLMES BEACH – Commissioner Marvin Grossman did not qualify for re-election last week because he failed to open a campaign bank account, City Clerk Stacey Johnston said Friday.

Grossman along with Mayor Bob Johnson and City Commissioner Judy Grossman Titsworth were up for re-election in November. Johnson qualified for his second term and Titsworth qualified for her third term, but no one else qualified, leaving Grossman’s seat open.

Fourth features food, fun and fireworks The public is invited to sign up for the parade online at www.amiprivateers.org.

Once again, the Anna Maria Island Privateers will be honoring our nation’s birthday with their annual Fourth of July Parade, but the Island’s pirates will be passing out scholarships at a new location this year.

That doesn’t mean the parade has changed. It will still start at Coquina Beach at 10 a.m. and travel the length of the Island to Anna Maria City Pier.

The public is welcome to participate as long as they don’t try to walk the whole route and as long as they sign up at www.amiprivateers.org. Participants are welcome to toss beads and candy, but forewarned: the Privateers love to fire their cannons, so you can expect to experience the sounds and smell of the artillery at any time.

Participants are urged to decorate their rides, whether they are cars, trucks, golf carts or bikes, but no political ads, please.

Fireworks show in Anna Maria

For the 30th year, the Sandbar restaurant will host its “Fireworks Extravaganza” on the Fourth. The fireworks display is open to all to see and there will also be a VIP party that offers front row seats under the open-air Sandbar event

pavilion. The VIP package includes food, drinks, party favors and valet parking.

The menu includes customized appetizers and dinner items featuring fresh from the Gulf seafood, Florida heritage foods and farm-to-fork items from owner Ed Chiles’ Gamble Creek farm.

There will also be desserts and lots of liquid refreshments. Those who are staying on the Island should consider taking the free Island Trolley to avoid parking hassles or driving home after drinking.

Fireworks that launch or explode are illegal in Florida, but some people like to use them on the beach. The police agencies in all three Island cities warn that if they catch you, they will confiscate your fireworks and you might receive a citation with a hefty fine. see fourth, page 17

Tourism board members wanted The Bradenton Area Convention & Visitors Bureau is taking applications for three vacancies on the Tourist Development Council (TDC), a citizens advisory committee that makes recommendations to the Manatee County Board of County Commissioners on the expenditures of tourist tax revenues.

The TDC is comprised of nine volunteer members who make recommendations to the county commission concerning the tourist development plan and the uses for which tourist development tax revenues may be spent. The TDC meets on the third Monday of every other month at 9 a.m. at various locations throughout Manatee County.

The vacant four-year positions include: • Two elected municipal officials, including one from Bradenton because it’s the largest municipality in the county; • One owner, operator or general manager of a short-term rental accommodation in Manatee County that is subject to the 5 percent resort tax.

The term ends June 30, 2017, and will fill the seat of a current TDC member leaving the Council.

All applicants must be registered voters in Manatee County. Applications are due July 8 and may be found online at www.mymanatee. org/advisoryboards.

Three qualify in Bradenton Beach

There will only be one contested commission race in November.

BRADENTON BEACH – Three candidates qualified to run for two seats on the Bradenton Beach Commission, but one of the candidate’s ability to run in the November will be determined in the August primary election.

Former Bradenton Beach mayor and soon to be former County Commissioner John Chappie will face first-time candidate Bill Vincent in the race to fill the Ward 4 seat being vacated by third-term commissioner Jan Vosburgh.

Vice Mayor Ed Straight was the only candidate to qualify in Ward 2, which encompasses the area north of 17th Street and south of 23rd Street.

Prior to the qualifying period, Vincent distributed an e-mail seeking additional Ward 2 candidates but those efforts proved unsuccessful. Thus far, Vincent is the only candidate to report campaign contributions ($1014) and expenditures ($85.95), but that is expected to change during the next reporting period when Chappie initiates his own campaign fundraising efforts.

Like Vosburgh, Straight was scheduled to term-limit out of office in November, but the inadvertent removal of term limit Chappie language from the city charter last fall created a sense of uncertainty as to whether term limits still exist.

To remedy this uncertainty, city Straight voters will determine whether term limits apply to Bradenton Beach Commission members during the primary election that concludes Tuesday, Aug. 30. The dead- Vincent line to register to vote in the August primary is Monday, Aug. 1.

If city voters eliminate term limits, Straight will run unopposed for a fourth consecutive two-year term.

If city voters retain term limits, there will be no qualified candidates in the Ward 2 race. If that occurs, the commission members, after the November election, would nominate and appoint someone to fill the vacant seat.

When it comes to filling boards and committees, the

mayor nominates members and needs the support of at least two commissioners for those nominees to be appointed. The nomination process differs when it comes to filling a city commission seat, with all sitting commission members having the ability to make nominations.

The city charter states: “Whenever there is a vacancy, the commission shall propose by nomination one or more names of willing and qualified successors for the vacancy. The commission will then vote among the nominees to fill the vacancy for the remainder of the term. If a majority of the commissioners are unable to fill a vacancy after two meetings, then the successor shall be chosen by lot by the city clerk from the nominees proposed. All nominees shall be from the ward from which the vacancy occurred.”

Choosing by lot entails cutting cards, throwing dice, drawing straws or utilizing some other some other game of chance similar to the manner in which the mayor’s race was decided last November.

The city elections will conclude on Tuesday, Nov. 8. The last day to register to vote is Oct. 11. Vote by mail ballots can be requested online at www. votemanatee.com or by calling 941-741-3823.

ANNA MARIA – Four candidates qualified to run for two Anna Maria City Commission seats and Mayor Dan Murphy was the only Murphy candidate to qualify for the mayor’s race.

Seeking his second term in office, Murphy will run unopposed.

When asked how he felt about not being challenged, the incumbent mayor said, “I’m very surprised that this is the way things

turned out. I expected someone to run. I knew that running a campaign would between now and November would take Seymour a lot of my time away from the job. Now I have time to concentrate on accomplishing our goals.”

The four-person commission race will feature incumbent commissioners Chuck Webb Webb and Nancy Yetter and first-time candidates Brian Seymour and David Youngs.

The mayor and winning commissioners will serve two-year terms in office. To date, none of the Anna Maria candidates have Yetter reported any campaign contributions or expenditures.

According to the city charter: • Sec. 11.01– (4) In the event that a vacancy on the commission exists because of an insufficiency of candidates, the remaining members of the commission shall fill the vacancy by appointment (by majority vote) of an individual qualified as required

by Section 3.02, and the appointee shall serve until the next city general election.

• Sec. 3.02 – Any elector of the city shall be eligible to hold the office of city commission member, provided the elector has resided in the city for at least two consecutive years immediately prior to the date of qualifying for office.

While the appointee shall serve until the next city general elections, according to Sec. 3.07, “The unexpired term, if any, shall be filled by election at such city general election.” This means that the remainder of the two-year term will be up for election in 2017.

Five qualify in District 3 and District 7 county races

MANTEEE COUNTY – In the Manatee County Commission races that Island voters will get to vote in, three candidates qualified for the District 3 race and two candidates qualified for the District 7 at-large race.

The winners of these two races will be determined in the November elections.

Matthew Bower and Bradenton real estate consultant Stephen Jonsson are the three candidates seeking to succeed resigning District 3 Commissioner John Chappie. To date, Benac Jonsson, a Republican, has raised $59.954. Running with no party affiliations, Bower has raised $17,345 and Zaccagnino has raised $12,140.

Mayors seek meeting with FDOT secretary

ANNA MARIA – Island elected officials once again decried the fact that they have received no responses regarding their list of suggestions to immediately impact traffic congestion on the islands.

In March, the four island mayors submitted the list to Florida Department of Transportation (FDOT), neighboring cities, Manatee and Sarasota counties and the Sarasota/Manatee Metropolitan Planning

Organization hoping they could implement some changes without great expense.

At the June 15 meeting of the Coalition of Barrier Island Elected Officials, Longboat Key Mayor Jack Duncan said officials were told improvements would be developed from the list as part of the planned Sarasota/Manatee Barrier Island traffic study.

“They did what exactly what we thought they might do,” Duncan said. “This has now fallen off the back of the earth.

“We should go back to have a sit down and discuss this and think what our strategy

might be and bring this back to the table. At least give us options besides the study.”

Duncan suggested seeking a meeting with FDOT District Secretary Billy Hattaway.

“We need to find a way to pursue our ideas, to have a conversation,” Holmes Beach Bob Johnson said.

They agreed to ask for a meeting with Hattaway, and shortly after, they did receive an e-mail from Hattaway’s office offering to set a meeting between June 29 and Aug. 12.

EDITORIAL Making history

T

uesday, June 21, was a historic day for both the barrier islands and the county. For the first time since the island cities have been incorporated, the four mayors stood together as a united front for something they strongly believed in – a more equitable distribution of the county’s proposed half-cent sales tax.

They made their case eloquently, explaining that the effects of an influx of tourists in recent years, fueled by the county’s wildly successful PR campaign, have put major stress on the islands’ infrastructure. Raising the ad valorem tax would put the burden of funding infrastructure improvements on taxpayers rather then on tourists, while the sales tax would put approximately a third of the burden on tourists.

In addition, the mayors suggested a solution that included distributing 90 percent of the sales tax revenue according to population as outlined in Florida Statute, but distributing 10 percent based on tourist tax revenues. This seems like a no-brainer since the island cities' population is a mere 2.5 percent of the county’s population, while they contribute nearly 60 percent of tourist tax revenues.

However, this would have required the city of Bradenton to sign an interlocal agreement, something which its elected officials declined. County commissioners then approved the ordinance, which would distribute the funds by population, promising to take the island cities’ needs into consideration when funding projects.

To their credit, the island mayors, while disappointed, showed they are a class act and continued to declare their support for the tax and willingness to work for its passage.

Then Manatee County Commissioner John Chappie rose to the occasion to hold the board’s feet to the fire. He made a passionate plea on behalf of the island cities and proposed that county commissioners and its administrator meet with the four mayors in a work session to develop projects that would help mitigate the effects of tourism on the infrastructure – a move to try and insure that county commissioners put their money where their mouth is.

We give kudos to the mayors and to Chappie for their part in this historic moment in county and island history.

LETTERS TO THE EDITOR Go meatless on the 4th Whatever happened to the good old days when our worst worries on the 4th of July were traffic jams and wayward fireworks? A well-warranted worry, according to the Department of Agriculture’s Meat & Poultry hotline, is food poisoning by nasty E. coli and Salmonella bugs hiding in hot dogs and hamburgers at millions of backyard barbecues. The hotline’s advice is to grill them longer and hotter.

Of course, they avoid mentioning that the high-temperature grilling that kills the bugs also happens to form cancercausing compounds.

Fortunately, some forward-thinking U.S. food manufacturers have solved these issues by creating an amazing assortment of healthy and delicious veggie burgers and soy dogs. No nasty pathogens or cancer-causing compounds in these tasty plant-based foods. They don’t even carry cholesterol, saturated fats, antibiotics, or pesticides. And, they are conveniently waiting for us at almost every supermarket.

This 4th of July offers a great opportunity to declare our independence from the meat industry and to share wholesome veggie burgers and soy dogs with our family and friends.

I would like to personally thank the mayors of all six cities for the class and professionalism that was displayed at the Manatee County Board of Commissioners meeting on June 21.

The county had to make tough decisions that were in the interest of the 367,000 citizens of this county regarding the sales tax. Your mayors were respectful of each other, even though they did not all agree.

In the end, the BOCC has agreed to meet with all the island mayors regarding issues that affect the Island cities and town of Longboat Key. The BOCC will meet with the cities of Bradenton and Palmetto separately.

I am sending this e-mail in support of keeping chain retailers off the Island. My husband and I are not residents of the Island, but hope that one day we will be. Several years ago, we visited your Island for the first time and we fell in love with the Old Florida charm. My husband, who had never wanted to live at the beach before, quickly changed his mind after a visit to your wonderful Island. We hope one

day to make Holmes Beach our permanent home.

The things that we love about your Island that keep us coming back year after year are the small town charming feel, the very friendly locals who make you feel like you belong there, the local restaurants, the clean white sandy beaches with abundance of wildlife and so many more things. I feel that opening the Island to chain retailers is an open invitation to change and would take away everything that makes Holmes Beach what it is. The Holmes Beach atmosphere is what keeps us driving 13 hours from Bristol, Tenn. year after year to come back and visit.

On our first visit to Holmes Beach, we took a day trip to Sarasota. While in Sarasota, we thought we would go over to Siesta Key, which had just been rated the best beach on Trip Advisor.

As soon as we arrived in the city limits, we knew that Siesta Key was never going to be the place where we wanted to take a vacation, much less spend a day there. Since we had driven over there, we found a parking spot, gathered up our things and walked over to the beach. We didn’t even make it all the way down to the water before we quickly turned around, headed back to the car and high-tailed it back to Holmes Beach.

away everything that makes Holmes Beach what it is. Just in the years we have been coming to the Island, we have seen a change.

We have watched small cottages being knocked down to have humongous rentals built in their place. I know that this is to help with revenue and is a result of so many people loving the Island, but that has already taken away some of the Old Florida charm.

I would also encourage you to put a stop to issuing building permits for these monstrosities.

If large groups want to come, they can rent rooms at one of the family owned hotels or rent several smaller houses.

Please keep your island from becoming the next Siesta Key. Like I said, we live in a small town in northeast Tennessee. We understand the convenience of having larger chain retailers. There was a very long period of time where that is what we wanted in our town.

It took a long time for chain restaurants to come to our area, and for Walmart to come, which has been followed by several other box retail stores and chain restaurants. At first the whole town was excited. However, after a few years of this we quickly saw our small town and familyowned businesses begin to shut down.

It has taken several years, but the family

businesses are slowly coming back to our town.

The citizens have realized that there is nothing better than a meal that is cooked by local friends and not out of a frozen box from a chain restaurant. There has been another big addition of national retailers to our area, buy a local developer, but as nice as it is to have these stores for the convenience, we know that it is going to cause more of our local shoe stores, sporting equipment and other family stores to go out of business.

The reason I am sharing this is to share how quickly things can change. We also live near a small town, Abingdon, Va., which has fought to keep big chain retailers out of their town. So

far, it has worked, and family businesses are still thriving in that town.

Please pass an ordinance for Holmes Beach to keep chain retailers and restaurants from coming to your beautiful city.

Please help to keep your island like Abingdon and not Bristol, Myrtle Beach, Destin or Siesta Key. There are already too many of those places in the world. Please stop the large vacation rentals, chain retailers, hotels and restaurants from taking over your beautiful city; a city we are counting down the days until we return to; a city where workers at the local restaurants know us and welcome us back year after year.

Special events moratorium enacted The moratorium will provide the City Commission time to strengthen the existing special events ordinance.

ANNA MARIA – City Commissioners have enacted a three-month moratorium on the issuance of special event permits that will remain in effect until an amended special events ordinance is adopted.

The moratorium and the commission’s unanimous desire to strengthen the existing special events ordinance is directed primarily at commercial weddings taking place on the city’s public beach areas and street ends.

The moratorium was enacted during the Thursday, June 23, commission meeting, which also featured continued discussion on amending the special events ordinance and permitting process. These issues were previously discussed at the June 9 commission work session, at which time multiple special event permits applications submitted by a professional wedding planner from St. Petersburg were denied. Another of his applications was denied last week.

As of now, anyone attempting to acquire a special events permit from the city of Anna Maria will be turned away until the moratorium is lifted. The moratorium does not impact events that

Although he voted in favor of the moratorium, Commissioner Chuck Webb questioned whether a moratorium was really needed. Commissioner Dale Woodland said he wanted the amended ordinance fast-tracked so the moratorium could be lifted as soon as possible.

City Attorney Becky Vose said she could have the first draft of an emergency special events ordinance prepared in time for the next commission meeting, which would allow for additional revisions prior to final adoption of an amended ordinance.

Suggested amendments

Commission Chair Doug Copeland said there should be a time limit on permitted beach weddings. After noting that beach receptions are not allowed, he said it should not take two and a half hours to conduct a simple beach wedding.

Copeland also said the penalty for a special event permit violation needs to be greater than the permitting fee itself. Vose agreed, but said she would not be comfortable with a fine that exceeds $500.

Webb suggested properties be limited as to how many special events, including weddings, can take place at that location per year. He said this would

still allow for the parents of the bride or groom to host weddings at their homes, but that is not something that would likely occur more than a few times in a lifetime. He also suggested limiting the number of public weddings that can take place in the city on any given day.

These restrictions would not apply to church weddings.

When Copeland asked if these restrictions would apply to the Sandbar restaurant, he was told they would not because the Sandbar was approved as a wedding venue when its site plan was submitted.

Webb suggested permitting classifications that distinguish between commercial weddings and non-commercial weddings and whether they take place on private or public property. He feels the amended ordinance needs to ensure that beach weddings do not cause disruptions to surrounding property owners.

The commission expressed a collective desire to ensure that private properties, including vacation rentals, are not used as commercial wedding centers.

Although a vacation rental home does generate rental income, that is still considered a residential use by the state, whereas using a property as a wedding center can be regulated by the city.

Webb said existing zoning regulations prohibit commercial activities in residential zones, with the exception of those that have acquired an occupational license that allow for low impact services offered by an attorney or some similar professional.

Ordinance on misleading advertising revised First time violators will be subjected to $200 fines and repeat offenders will be subjected to $400 fines.

ANNA MARIA – City Attorney Becky Vose and the City Commission are in the process of revising a recently adopted ordinance that prohibits the misleading advertisement of vacation rentals.

The revisions to Ordinance 16-814 pertain to enforcement and the fines associated with citations issued for those who advertise vacation rental occupancy that exceeds the occupancy listed when the property was registered with the city according to the vacation rental ordinance that became active in April.

The misleading advertising ordinance originally adopted on June 9 stated violations would be punished by a fine not to exceed $500 and/or up to 60 days in jail.

“This is essentially to refine the enforcement of this,” Vose said when she introduced revised language at the Thursday, June 23, meeting.

The new language will take effect when the revised ordinance is adopted in July, and property owners and rental managers are being notified of the ordinance.

The revised ordinance states the first misleading advertising citation will result in a $200 fine if paid within 10 days of hand delivery or 30 days of being mailed. If a citation for a first infraction is contested or not paid within these time periods, the fine increases to $250.

A citation received for a repeat violation and paid in a timely manner will result in a $400 fine. Repeat offenses that are contested or not paid in a timely manner will be subject to a $500 fine.

Those who wish to contest their citations would do so in front of a special magistrate. If found in violation, the contesting party would also have to pay additional $150 administrative fee.

“Every day a violation of this section continues shall constitute a separate

offense, which shall be separately punished. Every discrete misleading advertisement shall constitute a separate offense, which shall be separately punished,” the revised ordinance states.

Commissioner Dale Woodland asked Vose if the Florida Department of Business and Professional Regulation (DBPR) would be notified of advertising violations. DBPR is the state agency that issues licenses to transient lodging establishments, including short-term vacation rentals.

Vose said that even if DBPR was informed, the agency would not take action on a violation of a city ordinance that does not constitute a violation of state law.

Woodland then asked that property owners and property managers be notified of any advertising citations issued for their properties, so all parties involved are aware that a violation occured.

Mayor Dan Murphy said this type of notification is already standard procedure for citations issued to vacation rentals.

In regard to habitual offenders, the revised ordinance says, “Any violation deemed a public nuisance shall be subject to abatement by the city, and any person who is found in violation of this section shall be subject to injunctive relief in a court of competent jurisdiction to enjoin the violation, as well as any other relief permitted by law, and such relief shall be cumulative.”

When the original ordinance was adopted in early June, Vose told the commission the court-tested abatement process could entail code enforcement liens and seeking a court order for a property to be abandoned or restricted in use. She also said the advertising ordinance can be enforced solely on the contents of the false advertisement, per federal law, and the number of persons actually occupying the property at that time is irrelevant in regard to the issuance of a citation.

Ordinance 16-815, which addresses code enforcement citations, also is being amended in order to fully support the advertising ordinance.

Diaz said they would have reserve officers on duty and the Manatee County Sheriff ’s Office would also be beefing up its patrols Islandwide. He also said Manatee County Marine Rescue would meet with the other local agencies to coordinate their patrols.

Shooting off fireworks in the city of Anna Maria, could cost you $100. That’s the fine and you’ll also lose your fireworks according to Sgt. Russell Schnering, who heads the Anna Maria contingency for the Sheriff ’s Office, who will also be patrol for alcohol on the beach and for drunk driving.

Holmes Beach Police Chief Bill Tokajer said he would have extra officers monitoring the beach for fireworks, alcohol, glass bottles, sky lanterns and drunk driving; and he urges parents to supervise their children and make it a family-friendly holiday.

Cops and code enforcement go on cookie caper The departments distributed cases of cookies and popcorn to churches and community organizations.

HOLMES BEACH – Members of the city’s police and code enforcement departments spent two days last week sharing a bounty of cookies, popcorn and toys with some lucky organizations on the Island and in Bradenton.

“Bradenton Police Chief Melanie Bevan had a contact for the items and reached out to us and Palmetto to see if we wanted them for our community,” Police Chief Bill Tokajer explained.

“An organization called Support Our Troops, Inc., of Wesley Chapel, offered the items and the three departments went in on it,” Sgt. Vern McGowin added. “We wanted to share them with our community.”

McGowin said he and Code Enforcement Officers James Thomas and Nate Brown drove to Wesley Chapel to get three pallets of cookies, one pallet of popcorn and one

They also helped distribute Bradenton’s portion to Manatee Children’s Services, Creative Kids

Preschool, Westside Christian Church, Westminster Presbyterian Church and First United Methodist Church, while others went to the Palmetto Boys and Girls Club and the Rubonia Community Center.

“When we showed up with a pick up truck full of cases of cookies and popcorn, they were amazed,” McGowin said.

Doctor’s Office withdraws parking proposal The proposal was an attempt to aid the Art League if it had evening fund-raising events.

HOLMES BEACH – Sean Murphy has withdrawn his proposal for shared parking between his planned craft cocktail bar, The Doctor’s Office, and the AMI Art League.

The bar is to be located at 5312 Holmes Boulevard, next to the AMI Art League. There is adequate parking on site for both

uses during their normal business hours, but if the Art League had an evening event, eight more spaces would be required.

Murphy said he had hoped to aid the Art League with evening fund-raising events. With this in mind, he had acquired the shared use of 12 parking spaces at Island Lumber and seven in a lot at 5368 Gulf Drive for valet parking.

However, City Attorney Steve Dye and Planner Bill Brisson pointed out at a recent meeting that according to the city’s code, Murphy would have to apply for a special exception for the additional parking, which would require a

written agreement.

Dye noted in a subsequent e-mail that the agreement requirement “involves a recordable covenant with the offsite owner (the lumber yard), which will be an enforceable agreement by the city and is an encumbrance on their title and runs with the land i.e. is enforceable against future owners of the lumber yard property.”

This prompted Murphy to tell the city, “After further discussions with landlord Richard Thomas and the board of the Art League, we have resolved to simplify matters by confining our activities to our separate hours of operation.”

Vacation rental discussions continue The Bradenton Beach Planning and Zoning Board will review and discuss vacation rental regulations adopted in Holmes Beach.

BRADENTON BEACH – Planning and Zoning Board members spent close to 90 minutes last week expressing their personal opinions on vacation rental regulations, but they never got around to reviewing the existing quality of life ordinance and noise ordinance placed on the agenda by City Planner Alan Garrett.

Due to the lack of progress, the board members agreed to meet again at 1 p.m. on Wednesday, June 29.

At the suggestion of board member

Frank Harrison, the agenda for this week’s meeting has been expanded to include the review of two vacation rental-related ordinances adopted by the Holmes Beach City Commission.

Although no formal review took place, several board members expressed opposition to the quality of life ordnance adopted last fall by the previous City Commission.

In January, the current commission discussed the ordinance that had not yet been enacted or enforced. Due in part to concerns expressed by Garrett and Building Official Steve Gilbert, the commission agreed the ordinance needed to be revised or repealed. Since then, the commission has taken no further action.

During last week’s planning board meeting, members John Metz, Patricia Shay and Frank Harrison were among those who expressed opposition to the

Obituaries Claudia Featherston Claudia Featherston, of Bradenton, passed away on June 17, 2016, at the age of 96.

She was born Nov. 4, 1919 in Hillman, Michigan. After moving to California during WWII she worked in a warplane factory where she sorted nuts and bolts. She was recruited to work for Walt Disney Studio from there as a cartoon artist. Her favorite character was Goofy. During that time she met her husband Cecil Featherston, now deceased. Later, living in Arkansas, she majored in art in college where she expanded her artistic talents through sculpture, oil painting, and acrylics. This was a lifelong love and gift of Claudia’s. She moved to Manatee County in 1975 where she continued to paint and pursue her talents in decorative art. She loved to garden and enjoyed growing many flowers and roses.

She is survived by one sister, Lois Athey, of Lincoln Park, Mich., and one brother, Phillip Brandt, of Cheyenne, Wyo.; her three children, Olivia Bisso, of Billings, Mont., Gary Featherston, of Ocala, Fla., and Jackie Featherston, of Bradenton; seven grandchildren; one step-grandchild; and eight great-grandchildren.

Her family and friends will remember Claudia for her unshakable positive attitude, lovely smile and laugh. She had a spiritual gift of service to others. Services will be private.

Metz, who owns several small shortterm vacation rentals himself, said the ordinance was fundamentally flawed.

He questioned why the owners of a property rented for less than a month would be subjected to greater regulatory requirements than the owner of a unit rented for longer periods of time.

Metz said the city should address party houses without negatively impacting smaller mom and pop operations.

It was later noted that the quality of life ordinance was based in part on the state’s statutory definition of a transient public lodging establishment, which is a unit rented to guests more than three times a year for periods of less than 30 days. The state definition does not take into account the size of the structure or the number of occupants.

6/1, theft and recovery, 800 block of North Shore Drive. The owner of a beach cruiser bike reported its theft, and authorities had already recovered it.

6/16, grand theft, 100 Highland Ave. A bicycle was stolen.

6/16, burglary to a vehicle, 800 Gulf Drive South. While the victim was at the beach, items were stolen from her car.

6/18, grand theft, Bridge Street Pier, 200 Bridge Street. Two women said their iPhones were stolen while they were at the pier. They used an Apple locator app to find their phones at the roundabout at 75th Street and 53rd Avenue on the mainland.

6/19, possession of a controlled substance, Coquina Beach, 2650 Gulf Drive South. The officer responded to a report of possible drug transactions.

The officer spoke with a suspect, and he smelled marijuana inside the car and saw some inside a purse in the car. An inspection of the vehicle found other drugs and paraphernalia. The driver was arrested.

6/21, Baker Act, 100 Gulf Drive S. The officer responded to a report of a naked man in the Gulf, and he found the man talking to himself. The officer sent the man to Gulfcoast Medical Facility.

6/21, criminal mischief, 100 block of 5th Street South.

The victim said somebody stole items from his motorcycle.

6/21, burglary, 2000 Gulf Drive S., Coquina Beach.

Five women hid their purses and possessions in their van and took a beach walk. When they returned, the van had been burglarized.

6/22, trespass warning, 200 Bridge Street, the boat anchorage. A sailboat owner yelled at a charter boat

Holmes Beach Ordinance 16-02 provides the legislative framework for that city’s vacation rental regulations. Working in unison with the comprehensive plan, the ordinance regulates occupancy to two persons per bedroom; addresses rental property certification and fees; rental agents; advertising requirements; swimming pools and hot tubs; the posting of ownership and rental management information; and the posting of occupancy restrictions, quiet hours, parking limitations, sea turtle regulations and trash disposal procedures. see rentals, page 47

captain because the captain’s boat got tangled in the sailboat’s anchor rope due to the sailboat being too close to the charter boat. The sailboat owner threw some coins at the captain, barely missing a customer. The officer tried to talk with the sailboat owner, but he ignored the officer and sailed away.

The officer had a Coast Guard boat stop him and return him. The officer issued the sailboat owner a trespass notice.

6/14, identity theft, 12400 block of Baypoint Terrace. The victim received a letter from a collection agency and she said she had never heard of the company before. A person or persons unknown used her identification to set up the account and use it to make purchases.

6/18, overdose without death, 4300 block of 123rd Street West. The subject went into the bathroom after arguing with his father about his drug use.

When he did not come out, they forced the door open to find him unconscious and blue. They called for EMS and paramedics administered Narcan, and the subject revived. Police are investigating.

Holmes Beach

6/12, theft and recovery, 3700 Gulf Drive. A beach bag with a camera and other objects was stolen at the beach. Everything was recovered when the officer found the bag on a picnic table.

6/12, theft and recovery, 4000 Gulf Drive, Manatee County Beach. The victims’ bags containing phones, ID and credit cards was stolen at the beach. Later, the officer used an Apple app to find out that one of the missing phones was still at the beach. He enlisted a retired New York policeman, who was using a metal detector to search for the items, and he found most of them.

A thief stole items belonging to Venezuelan tourists.

Sailing Camp

Sailing Camp is designed to teach kids the safety, skill and joy involved in the lifelong sport of sailing. Campers will learn the basics of rigging, points of sail, sailing maneuvers, and safety and recovery in a safe, fun environment designed to promote comfort and independence in a boat.

Brain Dahms, with Bimini Bay Camp, will run the camp July 11 through 14 from 9 a.m. to noon. Space is limited.

Camp is for those 8 to 15 years old. The cost is $130 per session for members and $150 per session for non-members.

Cardio flex

The Cardio Flex class emphasizes basic arm, hand, leg and foot movements to increase an individual's heart rate. This format will also encompass a wide variety of exercises with the intention to improve a participant's aerobic ability, coordination, strength, balance, posture, alignment, mobility, flexibility and muscle tone.

This yoga class is a less strenuous hour-long practice consisting of basic postures put together in a conscious, deliberate and secure flow that coincides with your breathing. You'll be guided through postures in a flowing style, beginning with the basic poses, but allowing for more challenging poses based on your practice level.

Props are encouraged to allow the body to fully achieve each pose comfortably. This is a great class for students looking for a gentle experience, those who are new to yoga or those who need a change of pace, yet still have the option to take it to the next level.

Class is on Thursdays and Saturdays at 11:30 a.m. It is free for members and $15 for non-members.

Drama Camp

The Center of Anna Maria Island and the Island Players are partnering for Drama Camp. Children will have the opportunity to be on a theater stage with all practices and performances at The Island Players Theater. Pam Sikkema will direct the play, and performances will be on July 21 at 1 and 7 p.m.

Camp runs July 11 to 21 with registration by July 7. Class is 9 a.m. to noon Monday through Friday the first week and Monday through Thursday the second week. Space is limited. The cost is $150 for members and $160 for non-members.

“I want to become a dermatologist,” she said.

BRADENTON BEACH – Ella Bisio slept in Monday morning, but her parents didn’t mind. The King Middle School graduate spent most of Sunday trying to get home from winning a national award for a project to promote oral hygiene among Anna Maria Elementary School students last school year.

Ella, Tamara Clemann and Alyssa Ely finally arrived late from their trip to Nashville after stopping to refuel in Orlando and avoiding thunderstorms in the area.

Ella, who will attend Manatee High School next year with her two companions, said winning the Health Occupation Students Association Leadership Council award was very exciting.

“I didn’t think we would make the top five, but we won it all,” she said. “We chose Anna Maria Elementary to use for the program because the teachers are nice and they liked the idea.

The girls’ teacher, John Syre, said he is happy for the three young ladies.

Fishing with Captain Joe Harley

I

was ready, but frankly surprised, when a tarpon rolled in the slue 50 feet ahead of the boat. Captain Joe Harley instantly cautioned me to hold my cast, but then gave me the nod to make a presentation just seconds later.

I made the cast and stripped two times before the line came tight. At the same instant I set the hook, a baby tarpon made a classic head shaking jump high into the air, scales rattling as water shower from its body.

Moments later, the tarpon made a second and then third jump, each one as spectacular as the first. As the fish made a short but strong run, I realized that I had all the tarpon my eight-weight fly outfit could handle and hoped my bite tippet would hold until I got the fish to the boat. I had rigged with a 40-pound fluorocarbon bite tippet expecting a much smaller fish. This tarpon, at close to 25 pounds, was having nothing to do with my attempts to get it quickly to the boat. On three or four occasions, just as Harley reached for the fish, it again leaped from the water showering both of us.

It seemed like we would never get the tarpon to the boat for a photo when it rolled over and allowed me to guide

After getting a firm grip on the fish, we realized our good luck that the red and yellow Seaducer was wedged perfectly in the corner of the fishes’ mouth, protecting the fragile bite tippet from coming into contact with the raspy jaws of the tarpon. After a few quick pictures Harley revived the tarpon, and we watched as it swam away, occasionally surfacing for a gulp of air. Harley looked at me with his affable smile, gave me a high five and commented, “She’ll take the afternoon off, but she’s fine” This was our second stop of the morning, one that began just after eight and ended before lunch. We had fished a back country cove, chasing rolling fish for a couple of hours before we moved to the second and last stop.

Although we threw at numerous rolling fish at the first cove, we got only one bite before moving.

Tarpon action still strong Captain Rick Grasstett

Anglers fishing with me, out of CB's Saltwater Outfitters on Siesta Key, continued to have action with tarpon in the coastal Gulf in Sarasota during the past week. Fly and spin fishing anglers both got in on the action, hooking up several times and bringing a couple of tarpon to the boat.

Joel Morsch, from Bradenton, fly fished for tarpon in the coastal Gulf in Sarasota several days with me early in the week. He had several eats and hooked up a couple of times. He fought one fish through numerous jumps and a long run before bringing the fish to the boat.

Terry Notari, from Longboat Key, son Craig, from Chicago, and grandson James, from Austin, Texas, tarpon fished a couple of days in the coastal Gulf in Sarasota with me at the end of the week. Craig and James used both spin and fly tackle, getting some shots with a fly, and James hooked up and landed a tarpon with spinning tackle on a live crab. He fought the fish through numerous jumps and runs before bring the fish to the boat.

Tarpon fishing in the coastal Gulf should be good next week depending on conditions as we head towards a new moon on July 4. Outgoing tides in the afternoon should be good. Trout, bluefish and more should also be good options on deep grass flats of Sarasota Bay. Snook season is closed now on the west coast of Florida, but catch and release night snook fishing around lighted docks and bridges in the ICW with flies and DOA Lures should be another good option.

As if they were taking a cue from Tropical Storm Colin, sea turtles are making a longer trek from the water to a nesting place to ensure nests aren’t deluged with water like earlier nests, according to Anna Maria Island Turtle Watch and Shorebird Director Suzi Fox. Because of that, they are having a problem with furniture, tents and beach toys left on the beach overnight.

Fox asks beachgoers to bring in their equipment for the night so mother turtles can get to a nesting place

without the threat of getting tangled in something. Remember, these turtles are far more graceful in the water than on the land, especially since the only time they come on land is to lay eggs.

Fox also suggests you make an effort to keep lights turned off on the beach and in windows facing the beach so turtle hatchlings don’t get confused and come inland toward the manmade lights rather than into the Gulf toward the moonlight and stars.

BRADENTON BEACH – A year after Turtle Watch volunteers found two dead seabird chicks and one fatally injured chick, all apparently run over by an ATV on the beach, the case remains cold.

The $3,000 reward money provided by Bradenton Beachbased Anna Maria Island Turtle Watch and Shorebird Monitoring to CrimeStoppers of Manatee County will be returned to Turtle Watch, Director Suzi Fox said, adding that the volunteers will decide how to use it.

Beachgoers still ask Fox, “Why didn’t they get them?” as she patrols the beach, she said.

Two black skimmer chicks that could not yet fly were killed and one was injured and later died, while five loggerhead sea turtle nests were run over.

No one knows whether the nests hatched because storms washed them out to sea shortly after the crime was committed, Fox said.

Loggerheads are a federally threatened species, and black skimmers are a state species of special concern, all protected by local, state and federal laws. The crimes are violations of the U.S. Endangered Species Act and the U.S. Migratory Bird Treaty Act and range from a first-degree misdemeanor to a third-degree felony.

Investigators tracked the vehicle’s tire marks to Cortez Road, where it left the beach.

The only vehicles allowed on the beach are law enforcement, lifeguards, beach renourishment crews and Turtle Watch.

Security cameras up and down the beach revealed no helpful clues, with only one showing something that looked like it could be two indistinct people on a vehicle, police said.

“It’s a few steps forward and a few steps back” in educating the public about imperiled species, Fox said. “Volunteers and residents and visitors will never, ever forget this. We will always be watching.”

Turtle Watch volunteers will be monitoring the beaches over the Fourth of July weekend, which is dangerous to wildlife, with people setting off illegal fireworks that can disorient nesting and hatching sea turtles and frighten shorebirds off their nests. Fireworks and other trash left on the beach and in the water can injure turtles and other marine life if ingested.

State law prohibits setting off fireworks

displays with exploding, launching or projectile fireworks on the beach.

This year, the BeachHouse restaurant in Bradenton Beach will not host its annual Fourth of July fireworks display to avoid disturbing the black skimmer colonies nesting about 100 feet south of its location, Fox said.

Home financing not getting easier W

ill the interest rates ever go up?

Maybe yes, maybe no. Only the Federal Reserve knows for sure, and they’re not talking. Then again, maybe they don’t even know.

The Federal Reserve seems to have us on a string. One month they’re suggesting that the prime interest rate could go up affecting short term loans, credit card debt, home equity loans and car loans; and then the next month they’re saying well maybe not this month. We all know that mortgage rates are tied into treasuries and are not always directly affected by an increase in the prime rate, but since the system is really codependent, at some point mortgage rates will reflect the increase.

So what do you do in the meantime? If you’re going to be purchasing a property that requires financing, the best thing you can do is get your credit score up. Credit scores are used not only for home financing but also for preferential rates on every

Castles in the Sand Louise Bolger other type of loan as well as premiums on homeowners and auto policies. In an Experian survey released in April, 40 percent of respondents who earn $100,000 a year or more worry that their credit score will hurt their home buying ability.

Your credit score should be reviewed regularly so there is no surprise when you actually need to use it. Per a federal regulation you can get free credit reports from all of the three credit reporting agencies, Experian, Equifax and TransUnion annually. Mine is actually part of my online American Express invoice. Credit scores range from 300 to 830, anything below 600

is considered poor and anything above 750 is considered excellent.

If you think you might be purchasing a home soon don’t make any drastic changes that could lower your credit score.

Don’t take out a car loan before or during the mortgage approval process and leave your credit cards as they are, with no new ones and no closed ones. It’s also good to have credit available so increasing your credit limit could give you a higher score.

That doesn’t mean that you should go out and run up a lot of credit card debt. To the contrary: credit cards with little or no balances and higher credit limits boosts the credit score. Seniors in particular need to be careful not to decrease their credit score because they may have stopped using credit cards, their homes may have been paid off and they don’t purchase new cars. It’s good to have some debt as long as you pay everything in a timely fashion since 35 percent of the credit score is

judged on payment history and another 30 percent on the amounts owed.

As a last resort to borrowers with low credit scores, you could look into private equity lenders who will charge you as much as triple the interest on your mortgage, but it will give you time to repair your credit rating; and then you may have the option to refinance with a lower rate.

Private equity lending has increased substantially in the last few years since government regulations have made traditional bank loans backed by Fannie Mae and Freddie Mac more difficult to qualify for especially for buyers who can’t document income or have a poor credit history.

It’s a little scary when the government bureaucrats don’t have a clue when to raise interest rates. Nevertheless, every homeowner and potential homeowner’s fate rests with Federal Reserve Chair Janet Yellen. Why does that keep me up at night?

City to enhance docks at T-ends and Sunrise Basin The first improvements would be funded in the city’s budget at $17,500.

HOLMES BEACH – Commissioners agreed in consensus at their June 14 meeting to proceed with enhancements to the city’s docks.

“The city has some wonderful assets located at the T-ends and Sunrise Lane, but there have not been a lot of capital improvements,” City Engineer Lynn Burnett told the board, adding that the city should make sure they are safe and maintained properly.

She said there are 60 T-end docks between 72nd and 77th streets. Currently 32 are leased for an annual fee of $425 each. Existing amenities include signage, piling caps and dock numbers.

“The T-end docks need some cleanup,” she noted. “People have installed their own improvements such as fish cleaning stations, water services and bumpers.

“Obviously, there’s a need for those things, so rather than be reactive, let’s be proactive and make sure everybody has what they need.”

There are 16 docks at the Sunrise Basin between 28th Street and Avenue B and all are leased for an annual fee of $425 each. Existing amenities include water service hook ups with hose hangers and dock numbers.

Dock enhancements

She proposed the following enhancements and said the city has a budget of $17,500 for them: • New bumpers and cleats to secure boats at all docks; • Florescent dock numbers installed

on pilings facing the both the road and the canal; • Piling caps at Sunrise Basin to protect the pilings; • Trash cans.

Future enhancements include: • Install water service at T-end docks; • Install fish cleaning stations with butt holders and fishing line recycle tubes; • Install designated pervious parking areas; • Install picnic tables and benches;

• Install bike racks, dog waste stations and planter boxes.

She said the projected cost for these enhancements would be $50,000, but some could be grant funded.

“Should we look at opening them up to other Island residents?” she asked.

Commissioner Carol Soustek said they could be available to all Island residents, while Chair Judy Titsworth favored only city residents.

Commission reverses HUD decision County officials sought the Island city’s support to qualify for Community Development Block Grants.

ANNA MARIA – Last week, the Anna Maria City Commission reversed a previous decision regarding the renewal of an interlocal agreement that allows the county to receive United States Department of Housing and Urban Development (HUD) funds.

Mayor Dan Murphy presented the request at the June 9 meeting.

“It’s not an interlocal agreement that the city of Anna Maria would ever benefit from, but it’s an agreement with the county to be able to include our population so they qualify for Community Development Block Grants. They need a large population to be included in the federal program so they can do home renourishment, street improvements, remodeling of houses and the development of affordable houses for people in Bradenton and Palmetto,” Murphy said.

Commissioner Dale Woodland remained steadfast in his opposition to an interlocal agreement that provides funds for low-income housing.

“There’s no benefit to the city of Anna Maria, but there’s no detriment.

We are precluded from applying for small city community block development grants, but we wouldn’t qualify anyway. We don’t have any slums. The county’s asking if we wish be included because they need our numbers,” he added.

“I would slightly disagree that there’s no benefit to the city. We may not get anything financially out of it, but the fact that the county and the cities become stronger is a benefit to all of us,” said Commission Chair Doug Copeland.

to commissioners in reference to the federal government recently mandating that affordable housing be built in affluent Baltimore neighborhoods.

“I don’t trust the federal government and I don’t trust HUD. I don’t want to enable HUD and the federal government to dictate to us how we’re going to populate our city, and I think this makes us vulnerable,” Woodland said.

“I agree with Commissioner Woodland. I don’t see any need to renew this. Quite frankly I’m tired of doing things that benefit the county, and we don’t get any benefit back,” Commissioner Nancy Yetter said, not taking into account the county’s recent offer to provide $1 million for the rehabilitation of the Anna Maria City Pier.

“I was thinking about Home Sweet Home, but I don’t see us applying for any grants for anything other than the going rate for an annual rental, so I don’t see any reason to renew it,” Commissioner Carol Carter said.

Island are doing fine economically. These resources go to the poorest neighborhoods in our county. At no cost to us, we’re supporting a larger community, which I think ethically we have a responsibility to do. It’s not going to help the city to see us not being cooperative with the county on an issue that supports the poorer neighborhoods.”

Yetter then made a motion to deny the request and the vote was 3-1, with Copeland in opposition and Commissioner Chuck Webb absent.

After the meeting, Murphy said he was surprised and disappointed, but he hoped the decision would get reversed.

Decision reconsidered

At the June 23 meeting, which Yetter did not attend, Murphy said, “I had a discussion with Commissioner Carter and she would like to reconsider the vote.”

After making a motion to reopen the discussion, Carter mentioned the sense of cooperation that now exists between the Island mayors and she said, “I think it’s really important that we go along with the other two cities and approve this.”

Weighing in for the first time, Webb said, “It has no impact on us and we’re not talking about any low-income hous-

ing out here. They’re using federal funds to help people that need help and this way the county can get more funds.

When I found out the commission voted against this I was a little surprised.”

Copeland said he too was surprised that a community as fortunate as Anna Maria would hesitate to assist others.

He then referred to the four barrier island mayors standing in unison at a recent county commission meeting and said, “We may be entering into a new phase of cooperation with the county.”

He said not supporting the county’s request “would be not only an ethical mistake, but a politically stupid thing to do.”

Woodland again referred to the Baltimore mandate and expressed his opinion that HUD’s long-term efforts have failed.

“It has turned out to be a complete and total disaster. It’s created more of a problem in the long run by enabling people rather than helping people get on their feet. If our attorney can show me where there’s anything to protect us from them mandating something to us, I would look at this differently,” he said.

The commissioners then voted 3-1 in favor of approving the county’s request.

ANNA MARIA – Holmes Beach Commissioner Jean Peelen asked island elected officials to act on her suggestion that the county install beach mats at the two public beaches for mobility impaired beachgoers.

Beach mats are nylon, carpet like runners that are 6 to 8 feet wide and long enough when rolled out to reach from a hard surface to the shore. They allow wheelchair users, mothers with strollers and people with canes to access the beach.

“This is a very easy thing to do,” she said. “As a caring community, I believe we want to make our beaches more accessible.”

She said only one wheelchair is available at each of the public

beaches, and it must be requested and reserved. They are limited to those who use wheelchairs, while the beach mats are usable by all those who have mobility impairments or disabilities.

She said after consulting with AMI Turtle Watch, the mats would be used only from November to May to avoid turtle season. This also matches with the Island's high season.

Peelen told officials she drafted a letter to Manatee County commissioners asking them to purchase the mats for Coquina and Manatee beaches using beach concession income. Anna Maria Island officials can request that the concession money be used for a specific project if all three mayors agree on it.

Officials disagreed on using the concession money and felt the county should pay for the mats.

They agreed to send the letter if the language regarding the concession money were removed.

In the initial discussion on the ordinance, Commissioner John Chappie said the island mayors’ concerns merit discussion and noted, “Due to tourist impact, they are struggling to meet the basic needs of the population. The effect on the islands is disproportionate as compared to the mainland.”

Commissioner Betsy Benac said she was concerned about challenges to the ordinance if it were changed. County Attorney Mitchell Palmer said in order to change the distribution, there would have to be an interlocal agreement with the largest municipality, the city of Bradenton, but Benac said Bradenton city officials are not in favor of that change.

Benac and Commissioner Charles Smith said they understand that the island cities are hurting from the impact of tourism and that the county could fund a specific island project.

Chair Vanessa Baugh pointed out that through a sales tax, everybody, including tourists, pay, and Commissioner Larry Bustle stressed, “To stop now and negotiate an interlocal agreement would drag this down. Its passage is so important we need to keep moving.”

Commissioner Carol Whitmore said there are many projects on and near the islands on the list for funding through the sales tax including lifeguard towers, bathrooms at Coquina Beach, boat ramps at Kingfish and boardwalks at Leffis Key. Commissioner Robin DiSabatino, who was absent, said in an e-mail, “With the population shifting between homesteaders, snow birds, part timers and tourists, there may need to be different means of calculating a fairer distribution of future resources.”

Bustle made a motion to approve the ordinance, and Benac seconded it.

Island officials speak

Longboat Key Town Manager Dave Bullock said while the four island mayors support the tax and understand the county’s needs, to base the tax distribution on population does not recognize the unique situation of the barrier islands, which only represent 2.5 percent of the total population of Manatee County.

He said the island cities generate almost 60 percent of the tourist development tax, but “when it comes to funding infrastructure in the island cities, most of that revenue is generated by property taxes, so that 2.5 percent of the population is paying for infrastructure supporting many more thousand people than reside there.”

Longboat Key Mayor Jack Duncan said, “We’re trying to get a stake in the ground and make this issue something you become aware of.”

The population of Anna Maria Island is dropping 20 percent a year, while the tourist population continues to grow,” Holmes Beach Mayor Bob Johnson pointed out.

“This was a way to moderate that based on the needs,” he said, and encouraged all “to work together to get some rebalancing done.”

Anna Maria Mayor Dan Murphy stressed, “You know what we are and what our needs are and hope you take it into consideration in the future.”

“This is an opportunity for the county commission to work with us. We’re getting overwhelmed,” Bradenton Beach Mayor Bill Shearon added.

Holmes Beach Commissioner Jean Peelen said a third of the year, the islands support four to five times as many tourists as residents, so the distribution based on population doesn’t make sense.

Island cities submit sales tax project lists The four island cities have submitted their project lists for use of the half-cent sales tax proposed by Manatee County commissioners. The tax will be on the Nov. 8 ballot for voters to decide.

• Anna Maria: roadways, 83 percent; public safety, 2 percent; park improvements, 15 percent.

• Bradenton Beach: roadways, 53 percent; month in tourist tax dollars for the county and said, “We are contributing greatly to the county’s financial situation.”

Public comment

Barbara Hines, of Holmes Beach, said there is a party house next to her where people yell and scream in the pool at all hours of the night and stressed, ‘We’re spending our money on infrastructure that is destroying our way of life. Our problems are the result of your actions.”

She supports the mayors’ request, said Nancy Deal, of Holmes Beach, Palmetto Mayor Shirley Groover Bryant, said she supports the population distribution and urged all to work together because “the public doesn’t need to see us in disagreement.”

“The largest population cites would get the most money because more of the tax would be collected there,” Bradenton Mayor Wayne Poston pointed out.

“The island mayors want more of the money than their population would allow them. They want a cut off the top.”

He said all need to speak with one voice and that using population gives it the best chance of getting approved by voters.

Commissioners reply

Whitmore said she represents 360,000 people, and her constituents on the mainland support the distribution by population, but added, “I’ll do whatever it takes to make sure the island voices are heard.”

Chappie amended the original motion to use the language provided by the island mayors regarding the tax distribution, but it failed.

“Any effort to derail the motion on the floor would throw the baby out with the bath water,” Bustle claimed.

“We can’t continue to put the most of the burden on the island property owners,” Chappie stressed. “The stress is building and building, and we need your help.

“It’s important that we continue not just talking, but with actions. The islands are part of your community.”

Commissioners unanimously approved the original motion.

Chappie then made a motion “to direct the county administrator to schedule a joint work session with the four island mayors and the county commissioners to work with them to develop an understanding of the infrastructure and programs the mayors believe to be impacted by tourism.”

Smith seconded the motion, and Baugh attempted to add the cities of Bradenton and Palmetto to the motion, but was unsuccessful.

Duncan pointed out, “We want to make it clear that we are very supportive of this referendum. We wanted to open the discussion. We want to have a serious conversation about this. We want your help. This is a great thing you’re doing and the right thing to do” Chappie’s motion was approved unanimously.

Harrison would also like to see the Bradenton Beach Commission consider an ordinance similar to Holmes Beach Ordinance 15-12, which works in unison with the city’s land development code in regard to allowing a maximum of four bedrooms in certain areas.

Shay supported Harrison’s suggestions and questioned the need to even review the quality of life ordinance. She also suggested the board

meet more often than once a month while addressing these issues.

City Commissioner Jan Vosburgh repeated her previously-stated opposition to the quality of life ordinance and reiterated her concerns that it would negatively impact smaller rental operations.

Police Chief Sam Speciale said the final version of the quality of life ordinance adopted by the commission was nothing like the origi-

nal draft he supported. He said the adopted ordinance went far beyond the original intent of creating a registration process that would have provided the police department with the number of occupants allowed at a specific property and contact information for the property owners and rental agents.

He said this would assist in the enforcement of the existing noise ordinance and parking regulations.

Art at the museum “Living by Water,” featuring sculptures by local artist Steve Humphrey, is on display this summer at the Florida Maritime Museum, 4415 119th St. W., Cortez.

Chiles to co-chair World Rowing Championships Staff members with the 2017 World Rowing Championships have selected Ed Chiles, of Anna Maria Island, and Rod Hershberger, of Sarasota County, as the two chairmen for the event, scheduled for September 2017.

Chiles was selected to the position

by Manatee County Administrator Ed Hunzeker. Hershberger was selected

by Sarasota County Administrator Tom Harmer. Both will be rallying the community together prior to and during the Championships. Chiles and Hershberger will also lead quarterly meetings attended by members of the event’s local organizing committee.

Chiles is the owner and CEO of the Chiles Group, operating the Sandbar, Beach House and Mar Vista restaurants on Anna Maria Island and Longboat Key. He is also the managing partner for the Pine Avenue Restoration project in the city of Anna Maria and serves on numerous boards in Manatee County.

“This event will showcase our world class location and the incredible rowing facility at Benderson Park to thousands

of premier athletes, sponsors and attendees,” Chiles said. “The economic development that this will provide to our area will be substantial, as will the Chiles long-term impact in reinforcing our area as a premier international sports destination.”

Hershberger is a co-founder of PGT Industries Inc. in Venice. He has served the company since its founding in 1980. Appointed in 2005 as chief executive officer, Hershberger led the company's IPO in 2006. Previously, he served as executive vice president and chief operating officer overseeing PGT’s Florida and North Carolina operations. Hershberger also serves as president for the Argus Foundation “My family and PGT have been involved in the sports industry for a long time. It’s an honor to be a part of this particular sporting event,” he said.

“To have Ed Chiles on board is great, and I’m looking forward to getting to

work.”

The World Rowing Championships, an international rowing regatta organized by FISA (the International Rowing Federation), will be held at Nathan Benderson Park in Sarasota.

This weeklong event is held at the end of the northern hemisphere summer, from September 23 to October 3, and in non-Olympic years it is the highlight of the international rowing calendar. Rowing takes place in 21 different boat classes for both men and women, apart from during Olympic years when only the non-Olympic boat classes race.

In the 48 years of the event’s existence, the United States has hosted only one world championship: in 1994 at Indianapolis. Twenty-three years later, Sarasota-Bradenton will represent the U.S. as the host of the 2017 World Rowing Championship.

The goal is to attract athletes, families, friends and fans from around the world and here in the states to attend this world-class event to help grow the rowing following in America.

Dine out fund-raiser for Orlando On Thursday, June 30, The Seafood Shack in Cortez will be one of hundreds of restaurants throughout the state of Florida participating in Dine Out for Orlando United. Led by the Florida Restaurant and Lodging Association in partnership with VISIT FLORIDA, the fund-raiser lets restaurants, their employees and guests donate their time and a portion of proceeds to make a difference in the lives of those affected recently in Orlando.

Brennan leading preservation efforts One of the goals is to prevent older homes from being demolished and replaced with newer, larger homes.

ANNA MARIA – Anna Maria resident Jack Brennan is leading an Island-wide effort aimed at preserving historic buildings, sites and objects.

At Mayor Dan Murphy’s request, Brennan is serving as point man for the new AMI Historic Preservation Group that also includes Holmes Beach residents Nancy Deal and David Cheshire and Bradenton Beach representative Janie Robertson.

During the June 9 City Commission meeting, Murphy said these efforts sprang from recommendations contained in the Urban Land Institute study.

The goal is to encourage the renovation and preservation of older homes, rather than demolishing them and replacing them with larger modern structures that are often less expensive to build and provide easier compliance with flood

plain and insurance regulations.

“We’d like to change that so there are benefits to keeping that house and restoring that house,” Murphy said.

Joining the meeting by phone, Brennan noted that Anna Maria already has a historic preservation ordinance in place that was adopted in 2013. He is now in the process of revising that ordinance, and he hopes it might also serve as a template for Holmes Beach and Bradenton Beach, which he said do not have preservation ordinances.

“What we don’t have is a historic preservation board to write an administrative program,” Brennan said.

He and Murphy are now seeking three to five Anna Maria residents and business owners willing to serve on a historic preservation board. Volunteers would ideally have some degree of expertise in architecture and historic preservation, but those who do not also would be welcome. At some point, Brennan will ask the commission to help create the Anna Maria Local Register of Historic Places. This would be an unofficial listing of neigh-

borhoods, sites, properties, buildings objects throughout the city that have architectural and historic significance and are at least 50 years old. Each site survey would cost approximately $100, and grant money could be used to help fund an ongoing endeavor that would see new sites qualifying each year.

“The preservation of historic resources has been determined in court to be a legitimate government objective. That’s why our local registry of historic places is so much more important that the national or state registries,” Brennan said.

He also is assisting in the efforts to obtain a Florida Certified Local Government (CLG) certification that would ensure Anna Maria’s local preservation program serves as the city’s strongest preservation tool. The CLG program is a national preservation program administered in Florida by the Division of Historical Resources.

On Wednesday, June 22, Michael Zimmy, the head of the CLG program, gave a presentation at Anna Maria City Hall. Zimmy said the CLG program can be a major source of support and guidance to a community’s historic preservation efforts by creating local, state,

and federal partnerships.

CLG certification would make the city eligible to receive matching state grants in addition to non-matching federal grants sought. CLG grants provide funds for publically owned sites and those owned by non-profit organizations, but do not provide direct financial benefit to private property owners.

Zimmy said prestige is the primary advantage for a private property being designated as a historic site, but there is a federal tax credit that allows for 20 percent of historic renovation costs incurred by private or commercial property owners to be deducted directly from any income tax owed.

Zimmy said the potential downside to having one’s property designated as a historic site is that the property would be subject to regulations developed by the historic preservation board. Brennan said the key is to make sure those regulations are not too restrictive. It was noted last week that there are no plans to create a historic district and participation from individual property owners would be voluntary.
