Water taxi service starting soon The new service is scheduled to start on Sunday, March 26.

BRADENTON BEACH – Captain Jeff Stephens is launching a new water taxi service, and last week he took a dozen passengers out for a shakedown cruise.

On Friday afternoon, invited guests gathered on the Historic Bridge Street Pier in Bradenton Beach while waiting to board the Island Hopper, a 27-foot, 20-passenger Carolina skiff that will provide the water taxi service known as the Gulf Islands Water Shuttle.

Stephens plans to begin regular service on Sunday, March 26, and the skiff will provide service four times daily to and from the north end of Longboat Key, with stops at the Mar Vista restaurant and the Whitney Beach Plaza.

Stephens said he has an arrangement with the plaza that will allow passengers traveling from Longboat Key to park there. The canal and seawall behind the Longbeach Café will serve as the plaza’s point of arrival and departure.

BRADENTON BEACH – City commissioners support a funding request for the installation of exercise equipment along the paved trail at Coquina Beach, but they disagree on how the request should be presented to county officials.

HB 425 moving forward State legislators hold contrasting views on the need for local vacation rental regulations and restrictions.

TALLAHASSEE – The vacation rental bill (HB 425) filed

by State Rep. Mike La Rosa (R-St. Cloud) has cleared its first legislative hurdle.

On Tuesday, March 14, the Agriculture and Property Rights Subcommittee ruled the bill favorable by a 9-6 margin.

The house bill’s next stop will be the Careers and Competition Subcommittee. As of Friday, that session had not been scheduled.

Filed as a companion to Sen. Greg Steube’s Senate Bill 188, La Rosa’s bill is a parallel attempt to enact state legislation that prevents local governments from adopting new vacation rental regulations or enforcing regulations adopted after June 1, 2011.

When presenting his bill to the subcommittee members, La Rosa said “Treat vacation rentals the same as all other properties, whether it be a trash issue, a noise issue or too many cars parked in the street. Create that ordinance and restrict the activities not the use.”

La Rosa said at least 25 Florida cities have enacted new vacation rental ordinances since 2014, when the state legislature gave back to the cities and counties some of the home rule authority lost when HB 883 was adopted in 2011.

La Rosa feels some of those local ordinances have gone too far in restricting property rights, and he cited as an example

the city of Miami Beach fining property owners $5,000 to $20,000 for violating local rental regulations, including those who rent their properties using Airbnb, HomeAway and Booking.com.

La Rosa mentioned a letter received from an Island resident who objects to special assessments being levied on vacation rental properties – something the cites of Anna Maria and Holmes Beach are pursuing.

The staff analysis included in the meeting packet mentioned Anna Maria’s vacation rental ordinance and the Bert Harris claims filed in objection to its occupancy limits.

Representing Holmes Beach, lobbyist Cari Roth expressed opposition to the bill. She said the Holmes Beach Commission feels its regulations are a reasonable attempt to prevent problems that arise from the conflict of uses that exist between residences and rentals.

“They think they’ve worked it out and would like to keep the law the way it is,” Roth said.

Rep. George Moraitis Jr. (R-Fort Lauderdale) said adoption of the bill would eliminate local governments’ ability to address vacation rental concerns.

“There’s a great outcry to do something,” he said.

Ben Diamond (D-St. Petersburg) mentioned the number of different people that occupy a vacation rental home over the course of a year and the impact this can have on a neighborhood.

“Don’t you think that fairly presents a different set of regulatory challenges than a permanent resident?” he said.

Armando Ibbara, president of the Greater Miami & the Beaches Hotel Association, said La Rosa’s bill would benefit billion dollar companies like Airbnb, VRBO and HomeAway,

Voicing a different concern, Rep. Katie Edwards (D-Sunrise) said the increase in vacation rentals is creating a shortage of affordable housing in certain locales.

Representing HomeAway, lobbyist Jennifer Green said large families and groups of friends often prefer to share a vacation rental home rather than stay in separate hotel rooms.

“Do you want to stifle tourism in Florida by picking one owner over another?” she said.

Representing the Florida Vacation Rental Managers Association, lobbyist Lori Killinger echoed La Rosa’s sentiments regarding the adoption and enforcement of local legislation that addresses noise, parking and other quality of life issues across the board.

“At the end of the day it’s not the use, it’s the people,” she said.

Elected officials and residents are working together in hopes of defeating two vacation rental bills.

Street vacation ruling appealed

An appeal arguing against Holmes Beach’s decision to deny a street vacation application in 2016 has moved to the Florida Second District Court of Appeals.

City attorney Patricia Petruff told commissioners March 14 that she received notice just before the commission meeting that the appeal had been filed with the state district court.

Petruff said the plaintiff, Bryon Zinober, owner of AMI 105 39th LLC., is pursuing the complaint in the state district court after the Manatee County circuit court upheld the city’s decision to reject the application to vacate a section of right of way. The right of way, located at the southern end of Second Avenue, is adjacent to the applicant’s multi-unit rental property at 105 39th Street and a picnic area at the Manatee Public Beach.

The matter was not yet scheduled for a hearing by press time for The Sun.

ANNA MARIA – Mayor Dan Murphy traveled to Tallahassee on Sunday as part of the city of Anna Maria’s continued efforts to defeat Senate Bill 188 and House Bill 425.

Lobbyist Chip Case arranged for Murphy to meet with some state senators on Monday who are members of the Regulated Industries Committee that was scheduled to discuss, debate and rule favorably or unfavorably on the vacation rental bill filed by State Sen. Greg Steube (R-Sarasota).

Murphy also hoped to meet with some of the state representatives that serve on the Careers and Competition Subcommittee that will soon review and rule on HB 425, the companion bill filed by Rep. Mike La Rosa (R-St. Cloud).

If adopted by the state Legislature that is now in session, the ensuing law crated by the passage of both bills would prevent local governments from enacting new vacation rental regulations or enforcing any ordinances and regulations enacted after June 1, 2011

Golfers get ready The Anna Maria Island Chamber of Commerce will be holding its 18th Annual Golf Tournament on May 19, at the IMG Academy and Golf Club.

This is a best ball scramble with a dinner to follow, which is open to non-golfers. The Chamber will be giving away raffle prizes. Members should consider sponsoring the tournament, which is a great promotion, or members might want to put some goodies in the raffle, just let the Chamber know by calling 941-778-1541.

Pension board reappointments Sean Murphy and Dan Hardy will be returning to serve on the Holmes Beach Police Department’s pension board for two more years.

City commissioners voted unanimously March 14 to reappoint Murphy and Hardy, both veteran members of the pension board.

Hardy served as chair of the board for the 201617 year.

“They’ve been on this board for a long time, and we appreciate their hard work,” Chair Judy Titsworth said.

“We appreciate their service and commitment to the department,” HBPD Chief Bill Tokajer said.

A united front

Murphy is by no means going it alone in his attempts to derail the vacation rental bills. Commissioner Nancy Yetter contacted several elected officials around the state and asked them to join the city of Anna Maria in hiring a lobbyist. She also encouraged them to engage their citizens in communication campaigns that express their opposition to the vacation rental bills.

Commissioner Carol Carter has been distributing a newsletter to Island residents as a means of keeping them abreast of the ongoing efforts to defeat the bills.

Anna Maria resident Ruth Uecker assisted Yetter in reaching out to the other cities, and last week she appeared before the Bradenton Beach commissioners and encouraged them to urge their constituents to join in the fight.

She provided the commissioners with 20 pages of supporting documents that included contact information for state legislators, sample letters and newspaper editorials and articles.

“We in Anna Maria and Holmes Beach have embarked on rather strenuous letter writing, e-mail and phone call activities to notify the legislators that are involved with these bills that we do not want to lose our home rule,” Uecker told the Bradenton Beach commissioners.

“Please write these letters. An e-mail is effective, a phone call is effective, but a letter is a piece of paper that they have to put on their desk and they can’t make it go away or delete it,” she added.

The contact information Uecker provided is already posted at the city of Anna Maria’s website (www. cityofannamaria.com), and Uecker encouraged Bradenton Beach officials to do the same.

Petition to Tallahassee

Anna Maria resident Amy Tripp created an online petition as part of her opposition activities. When the legislative session began on March 7, she e-mailed a copy of the petition that contained more than 500 signatures to several key legislators and committee members.

Owner asks city to classify property Commissioners want to ensure the Lay-By doesn’t become a motel.

HOLMES BEACH — The owner of a unique Holmes Beach property is seeking the city’s help to classify it.

While attempting to sell the property at 105 White Avenue, the owner, Norfolk Southern Railroad, ran into a snag.

The property, commonly known as the Lay-By, sits on 1.96 acres of beachfront property with 14 units in the R-1 zoning district, which only allows single family structures. The property was erected in 1963 and received a special exception from the sitting commission at the time because it was only used as a private retreat for employees of the railroad.

With the property listed for sale at $10.9 million and the sunset for grandfathered weekly rentals in the R-1 district drawing near, the company employed local attorney Scott Rudacille to ask city commissioners March 14 exactly what could be done with the property going forward.

Commissioners unanimously agreed to allow the property to continue operating as-is until the property is sold.

However, they also decided the new owners of the property would need to appeal to the commission to change the use, other than to develop single-family homes on the property.

Chair Judy Titsworth said she would love to see the property remain in the hands of a corporation to be used pri-

vately as a perk for employees.

“I don’t feel like it’s a rental,” she said. “It never has been.”

City attorney Patricia Petruff said units on the property are not leased to third parties. If the property is sold and the existing structures torn down, Petruff said she and city planner Bill Brisson estimate that up to five single family homes could be built on the property.

“I do not want to lose the Lay-By,”

Commissioner Carol Soustek said. “It’s an asset to this island.”

Commissioners asked Petruff to work on the rewording of the approved usage agreement provided by the railroad company to ensure any new owner would know the property could not be used as a motel or for other short-term rental uses. Petruff agreed to bring the document back before commissioners at a work session.

EDITORIAL Going Irish

S

unday’s Beach Bistro St. Patrick’s Day Parade looked like it was a record for numbers of vehicles participating and for people watching it.

If you’ve read his columns in The Sun, you’ll agree Sean Murphy has a unique sense of humor and he tells endearing stories of his Irish ancestors. When he first started these parades, he said it was the result of late night conversations with Bradenton Herald columnist Vin Mannix, lubricated by alcohol (Irish whiskey?) and a question that started out with “What if…”

The populace quickly caught on, mainly because it gave them a chance to dress like leprechauns, drive decorated golf carts and throw or catch beads.

W

e are convinced that Murphy feels life is too short to not have fun with almost everything he does and it’s a good place to be. Add to it the thought that we’re in paradise and there is no place for frowns in paradise.

The annual parade has a unique history. Once he convinced a trainer called Mr. Bones to bring his elephant named Judy, she was set as a parade regular. Unfortunately, after a great run, she passed away and we all grieved. Murphy got two camels from Mr. Bones to walk this year but they’ll never take the place of Judy.

Then Murphy’s crew got a blow up elephant and pulled it along the parade on a trailer. Unfortunately, the rubber elephant suffered a tear in its skin and by the time the parade ended, the poor elephant looked like Lee Marvin riding his horse in the movie “The Legend of Cat Ballou.”

Thanks for a great parade on every Irishman’s “holy holiday,” Sean.

Nothing can replace Judy, but a whimsical reminder and two humpyback camels are good for a start.

LETTERS TO THE EDITOR Shore fishing concerns Greetings, just read the letter from Katie Pierola in your March 15, 2017 issue of the Sun. We heartily agree with her opinion regarding the Cortez Bridge solution proposed by her friend, Jim Kissick. We witness the traffic coming onto the Island every day, all day long and it appears to us that most of the cars turn south onto Gulf Blvd. and continue over the bridge to Longboat. A 53rd Ave extension with a new bridge to the Longboat pass area seems like an obvious solution to us!

There you go again Three years ago the citizens of Holmes Beach elected a new mayor, Bob Johnson, who ran on the platform, "This is your city." We all understood this to be a city for the residents, but quickly learned that he meant tourists.

We also elected two commissioners, Judy Titsworth and Marvin Grossman, who ran on the resident platform.

Then Carol Soustek, also supporting the resident platform, was appointed.

The residents got some much-needed relief with the new building codes.

At the same time, citizens felt strongly about curbing density issues with allowing one pool per lot. However, the commission ultimately voted to have two pools per lot. The two pools per lot clearly promote vacation rentals and more negative impact for the residents.

So, here we go again. Now the city has hired a firm to investigate/ design the installation of an 8-foot bike path in place of the existing sidewalks through what residential neighborhood we have left on Holmes Boulevard, Marina Drive and Second Avenue. Apparently, this is being encouraged by the powers to be in Manatee County and will be a continuation of a bike path throughout the state.

This will inevitably lead to more congestion on our island, as well as disruption in our residential neighborhoods The rationale is that this will be a safe way for bike traffic. The problems will be: 1. You will have bike traffic going both ways. 2.

You will have pedestrians going both ways, some of whom are walking their pets on leashes per HB laws. 3. It creates an unsafe scenario. Does this proposed bike path promote safety? Absolutely not. The city needs to be more concerned with the safety of our neighborhoods rather than promoting entertainment of tourists.

It would be interesting to know if some of the $1.5 million bond money that the city wants to borrow for the purchase of the lots at Grassy Point will be diverted for installation of the unsafe bike path.

Please email your commissioners and attend the special meeting, Wednesday March 22 at 6:30 p.m. at Holmes Beach city hall. Concerned citizens need to be there.

Thanks for supporting AMICCO The Gulf Drive Musical Combo presents two performances each season for the benefit of the Anna Maria Island Concert Chorus and Orchestra.

The 14th Annual Anna Maria Island Jazz Fest was held on February 7 and the Seventh Annual Anna Maria Island Oldies Beach Dance was held on March 14. Both events were at the Sandbar restaurant wedding pavilion, whose use was donated by owner Ed Chiles. There were record crowds at both performances and much needed funds were raised for AMICCO. I am writing to express heartfelt thanks to all those folks who attended one or both of these events. Thanks also goes to Jeanie Pickwick, Nancy Ambrose and their assistants from AMICCO, The Sun newspaper for its unwavering support and performers Judy Lynn, Koko Ray, Karma, Dana Cohen and Ted Young.

Traffic study costs mount The pending barrier island traffic study may cost close to $1 million in state taxpayer funds.

BRADENTON BEACH — A contract hasn’t been signed yet, but the cost of a proposed traffic study is mounting.

During the March 13 Island Transportation Planning Organization meeting, held at Bradenton Beach City Hall, Florida Department of Transportation representative Jesten Abraham said the cost of the proposed barrier island traffic study is growing.

While early cost estimates for the study came in at about $670,000, as the DOT begins contract negotiations

with Stantec, the contractor selected during a bid process for the job, the cost is now estimated somewhere near $945,000 plus additional fees for filler contractors used to gather data while negotiations are coming to a close.

“It was controversial when it was $650,000,” Anna Maria Mayor Dan Murphy said.

“This is taxpayer money. It’s not free. This is a 50 percent increase. That’s almost unconscionable.”

Sarasota/Manatee Metropolitan Planning Organization representative Dave Hutchinson had a different take on the increase, saying part of the additional cost could be additions to the scope of work.

“I think spending more state money to address issues in our area is a positive,” Hutchinson said, adding the study could lead to the completion of more proj-

ects in the area which would be beneficial to residents. He also said the finalized scope of work was still under negotiation with Stantec and not yet available for the island mayors to review.

“So we’re getting a $1 million study, and we don’t know the scope?” Murphy asked.

Bradenton Beach Mayor Bill Shearon said he is concerned the study won’t address issues particular to the barrier islands during high tourist season.

Abraham said the finalized scope of work will be distributed to the mayors as soon as it is available and that FDOT has pulled from its roster of filler contractors to begin collecting valuable data during this year’s high season.

“We don’t want to wait for next year to begin the study,” he said.

Center poised to rededicate baseball diamond The Center of Anna Maria Island is celebrating the completion of improvements to its baseball diamond with a rededication of the field.

The community is invited to gather at 4:30 p.m. Wednesday, March 22, at the Center, 407 Magnolia Ave., Anna Maria, to celebrate the rededication of the diamond as the Scanio-Hutchinson Baseball Diamond.

Pittsburgh Pirates Manager Clint Hurdle is scheduled to be the special guest

Renovations to the baseball diamond, including updates to the irrigation system, improvements to the clay area and the addition of sod were all funded by a grant from The Pirates Charity for field maintenance in August.

BRADENTON BEACH – Based on suggestions presented by Vice Mayor John Chappie, the city commission has provided its newly hired lobbying firm with a list of proposed state legislation that it collectively wishes to oppose or support.

At the top of the list is commission opposition to a pair of vacation rental bills, Senate Bill 188 and House Bill 425, that would eliminate the city’s ability to regulate vacation rentals. The commission has also asked its lobbying firm to express support for HB 6003, a bill that would allow local governments to prohibit vacation rentals – although City Attorney Ricinda Perry acknowledged during last week’s commission meeting that it is highly unlikely that the current state legislature would support that bill.

Two bills that would restrict, prohibit or eliminate Community Redevelopment Agencies (CRA), HB 13 and SB 1770, were also cited as top legislative priorities to be lobbied against. Among other things, the house bill states that existing CRAs would not be allowed to initiate new CRA projects or issue new debt after Oct. 1.

When discussing these bills at the March 16 commission meeting, Perry said it was imperative for the CRA members and the city commission to adopt an updated CRA plan as soon as possible in case any new CRA-related legislation is adopted during the legislative session that will end in May. Perry said the CRA plan that will expire in 2022 needs to be extended

CRA chair and City Commissioner Ralph Cole said the adoption of the proposed CRA bills would be “catastrophic” regarding the agency’s ability to fund future projects, improvements and additional policing actions for the CRA district that encompasses all properties located between the Cortez Bridge and the Fifth Street South.

The Bradenton Beach CRA received approximately $330,000 in CRA funds from the various taxing authorities for the current fiscal year and the current fund balance is approximately $1.6 million, with more than $400,000 already budgeted for CRA projects, city staff time and additional police patrols.

Later in the week, a special CRA meeting was scheduled for Wednesday, March 22. The agenda for the special meeting calls for a final review of the proposed CRA projects.

It also calls for an updated CRA plan to be approved and submitted to the Planning and Zoning Board, the City Commission and the associated tax-

ing authorities for their review.

Later in the week, while serving in her new role as liaison between the commission and the lobbying firm headed by Dave Ramba, Perry sent commissioners an e-mail that said SB 1170 would be reviewed by the Senate’s Community Affairs Committee on Wednesday, March 22, at 1:30 p.m. This will be the first committee review of the Senate bill.

Other matters

The commission also opposes HB 17, a bill that would essentially strip local governments of the ability to impose new business regulations; and SB 330, which would cap annual business tax receipt license fees at $25.

The commission opposes SB 596 and HB 687, bills that would bar local governments from prohibiting or regulating the placement of micro wireless cell phone transmission equipment in municipal right of ways.

The commission supports SB 1590, a bill that would appropriate $50 million a year for beach renourishment projects; and the commission supports SB 80, a bill that would allow judges to determine whether attorney fees are awarded in association with public records lawsuits.

Big changes take effect at Ugly Grouper The owners of The Ugly Grouper are following through on a plan to bring major changes to the restaurant.

One of those major changes recently implemented is a full bar. The Ugly Grouper recently obtained a liquor license, allowing staff to sell hard liquor in addition to the previously licensed beer and wine sales.

Due to state regulations, only limited numbers of liquor licenses are released by the Florida Division of Alcohol, Beverages and Tobacco, making it difficult to obtain one except through resale from another business owner.

One of the more visual

changes to the property is the addition of a large metal grouper statue.

The grouper towers more than 10 feet over diners and features large glowing eyes to make it visible at night.

Tropical landscaping also is being installed around the property.

The overall plan presented to city commissioners by project manager Bob Dwyer also included a redesigned stage area to help direct sound away from neighboring properties.

The Ugly Grouper is at 5704 Marina Drive, Holmes Beach.

Irene's celebrates 60 years

Bert Harris claims mount in Holmes Beach

HOLMES BEACH — Bert Harris isn’t quite ready to loosen its hold on the Island cities.

A claim for 401 80th St., owned by Michael and Cynthia Kluiber, arrived at Holmes Beach City Hall March 13, bringing the total number of claims to 37 with a combined value of more than $6 million for 28 properties. Four properties submitted two claims each, one concerning the city’s occupancy limit of two per bedroom or six total, whichever is greater. The second claims concern development limitations on the properties, such as the number of bedrooms allowed for new construction and expansion.

In all residential zones where short term rentals are allowed, the city has limited expansion and new construction of duplexes to two bedrooms per side or four bedrooms for a single-family dwelling.

Another concern cited in at least one claim concerns the city’s stance on size and location of recreational water features, including pools.

The Bert Harris Jr. Private Property Rights Protection Act allows property owners who are unduly burdened by ordinances passed by a government entity which restricts use of the property to request financial compensation from the government entity.

For its part, the city has opted to take a strong stance on Bert Harris claims, responding to several of the claims with

letters stating the city commission’s intent to not revisit any of its ordinances.

Commissioners voted unanimously March 14 to send out three more of the letters to Bert Harris claimants, each stating the city’s intent to not budge from its ordinances.

Two of the claims, both concerning 306 Clark Ave. and filed on behalf of the owner, 306 Clark Ave., LLC., were voluntarily dismissed without prejudice March 6, according to Manatee County Circuit Court records.

A case concerning 626 Key Royale Drive, filed on behalf of owners Kathleen Morgan and Leah Marie Enterprises, is still pending with the county circuit court.

Party in the park gets warm reception

ANNA MARIA – Palm trees swayed in the park where Home Sweet Home celebrated its first anniversary of promoting Anna Maria Island as a great place to live.

The group is composed of residents who are concerned about the growth in the tourist rental home business, which has resulted in the loss of residential neighborhoods. They are taking a positive stand by promoting Anna Maria Island as a great place to live.

The Sweet Home Celebration drew a number of people. Organizer Jean

Peelen, a Holmes Beach city commissioner, said she was happy about the turnout, and the group is already planning next year’s celebration.

Several volunteers wearing T-shirts that read “Ask me about living here” sat in a booth passing out information and answering questions as the celebration continued. There was ice cream and cookies from local merchants and entertainment by a groups of Hawaiian dancers enticing people, including Holmes Beach Mayor Bob Johnson, into donning grass skirts and following the real dancers. There was also live music from 88 -year-old honkey-tonk pianist Bob Seeley and local musician

and singer Larry Stokes.

Two new residents of Anna Maria were there. Remy Champt and his wife, Dr. Martha Norris, recently moved into a house. They came from Traverse City, Mich., by way of Sarasota.

“We moved onto the Island because it is the most beautiful location to live,” Champt said. “We plan on enjoying the things that go on here, including this celebration.”

Also present were representatives of all three police agencies on the Island and West Manatee Fire Rescue, which gave tours of department’s firetruck.

Commissioners agree to employ financial services to seek a $1 million or more loan to acquire green space in Holmes Beach.

HOLMES BEACH — Commissioners are making financial plans to continue acquiring land to provide green spaces within the city.

During the March 14 commission meeting, City Treasurer Lori Hill asked commissioners to consider entering into an agreement with Dunlap and Associates for financial services in securing up to a $1.5 million loan to purchase property.

Commissioners agreed in a 3 to 1 vote with Commissioner Marvin Grossman dissenting. Commissioner Jean Peelen was absent.

Hill said if a loan is acquired, she estimates annual loan payments to be about $160,000 for 10 years. By moving funds in the coming years from other land projects to the land acquisition fund, such as those planned for additions to Grassy Point Preserve, Hill said she doesn’t see the loan causing an increase to taxpayers.

“That’s a big obligation, $160,000 a year,” Grossman said.

Hill said the funds would be loaned on an as-needed basis, not as a line of credit. The financial services agree-

ment also includes a clause allowing the city to back out without spending any money unless commissioners agree to enter into a loan agreement.

If commissioners vote to enter into a loan agreement, the total cost for financial services could be as much as $30,000.

“This gives us the ability to move the process forward,” Mayor Bob Johnson said of the financial services agreement. “We may or may not need the loan.”

“I think it’s advisable to be prepared,” Commissioner Carol Soustek said.

Chair Judy Titsworth and Grossman both expressed concerns about the agreement, saying they would like to identify potential acquisitions prior to engaging a service to scout loans.

“The whole thing scares me,” Titsworth said, adding the reason she voted for the agreement was because of the “get out clause.”

Commissioners voted unanimously to move $160,000 from unrestricted funds to an asset account to help fund the purchase of two 50 x 100-foot lots neighboring Grassy Point Preserve on Avenue C. The lots are planned to be used for parking and facilities for the preserve.

Soustek said she believe the lots will provide much-needed additional space for the growing preserve.

“It’s a win-win as far as I’m concerned,” she said.

Local wrestlers soar to state

Always a standout athlete at the Island community center, Jake Ross, now 17 years old and a junior at Saint Stephen’s Episcopal School, shifted gears a year ago from football to wrestling for the Falcons. What was once a new sport to try has become a yet another athletic achievement for Ross.

by Jake Manning, a sophomore, and Max Manning, a junior. The Manning brothers, who moved to the area in 2014 from Pittsburgh, Pa., has the support of their father Patrick Manning, statistician for the team. P. Manning has protected and served the city of Anna Maria for the Manatee County Sheriff's Office since coming to Florida.

The Manning boys and Ross worked their way from last year’s building season to success at the state championships in Kissimmee on March 3 and 4.

Last year, the Mannings and teammate Parker Lansberg made it to regionals, but did not qualify for the state tournament. In his first season wrestling, Ross finished at the district level.

At the end of last season, Ross, the team, and coach Bobby Latessa set goals for the future. Over the next several months, Latessa

Saint Stephen's wrestlers Jake Ross, Jake Manning and Max Manning took their hard work all the way to the state championships in Kissimmee, Florida. and assistant coach Jeremy Nance worked with the boys developing their wrestling skills, improving their physical abilities, and mentally preparing them for the season ahead.

The hard work and dedication paid off.

J. Manning made the school record books by winning the county championship in the 106-pound weight class. In just his second season in the sport, Ross made school history by taking first place at both the district and regional championships. In the 160-pound weight class, Ross had 39 wins, going 8-0 through regionals, pinning all four of his opponents at the district meet.

For the first time in the school’s history a wrestler went to the state tournament. Not one, but four, Saint Stephen’s athletes went to Kissimmee to compete with the best in the state: Alan Morano, 120-pound weight class; M. Manning, 132-pound weight class; Ross, and Lansberg, 170-pound weight class.

Ross’ achievements at states put him in the top eight, with a record of 2-2, losing to the third and fourth ranked 1A wrestlers in Florida.

Latessa, a former Holmes Beach resident, brought his wrestling experience to Saint Stephens to help develop and grow the pro-

gram. The two-time state champion wrestled for Manatee High School and went on to compete for Harvard.

Keeping it local, Nance grew up on the Island, wrestled for the Hurricanes and works with the city of Bradenton Fire Department.

His wife Shawna is a teacher for the Manatee County School District.

The Falcon student-athletes traveled for 14 weekends competing throughout the state while maintaining an average team grade point average of 3.59. The small team of seven wrestlers went up against larger teams with twice as many athletes.

Together, Latessa and Nance took the Saint Stephen’s wrestling team to the next level, consistently placing in the top five throughout the year. Ross and the Mannings, along with the rest of their teammates, put in the extra hours on the mat and in the gym with their eyes on the prize.

Next season the goal is not just to qualify for the state championship meet, but to take home the top prize. As seniors, M. Manning, Ross and Lansberg also will work to achieve the gold standard in high school wrestling with 100 career wins.

The wrestling achievements of Ross and the Saint Stephen’s team has put the sport on the map at the school and has made the Island proud of accomplishments on and off the mat.

Moss Builders victorious over Beach to Bay

With the late winter cold spell, the Island’s gridiron saw football excitement Thursday night with the adult co-ed flag football league.

Moss Builders and Beach to Bay, currently both in the middle of the rankings, faced off at The Center.

Both teams with exceptional speed, strong quarterbacking arms and fierce wide receivers sought out the coveted win. It was the athleticism and skill of Lexi Braxton Sato and the height, speed, agility and height of Eric Gledhill that ultimately set Ryan Moss’ team apart.

The action started slow for Moss Builders, immediately giving the ball to Tim Shaughnessy, captain of Beach to Bay, after only three snaps of the football. Shaughnessy made quick work of the offensive possession, giving the ball to this season’s surprise player dentist Jacob Berger.

Berger, a newcomer in the league, took the football the length of the field for a touchdown.

His extra point catch moved Team Beach to Bay ahead early in the game with the score 7-0.

Not to be outmatched, Moss marched his team down the field with three well-executed plays after a first down boo boo, with Nick Sato passing the ball past the line of scrimmage. On second down N. Sato gained short yardage taking the game to third down.

The husband and wife team paired up for the first time in the game. N. Sato threw the ball to L. Sato for the much-needed first down, giving Moss Builders three more chances to score.

On first down, the long pass went right into the hands of Gledhill finding the end zone. N. Sato was hit by Moss for the point after, tying the ball game 7-7.

Shaughnessy moved the ball well down the field with Caleb Roberts making his first catch of the game to gain 10 yards. Beach to Bay gained 15 yards on the next play with penalty yardage for the holding call to boot, giving the team an automatic first down.

Roberts gained short yardage with Joe Ball getting into the end zone with the football on

the next play. Ball’s touchdown was called back with the passer past the line of scrimmage before launching the ball.

Third down put the pressure on Shaughnessy. The pass was batted down by Moss on the critical play, giving the ball back to Moss Builders and denying the score to Beach to Bay. Five plays later Moss Builders score again.

After the side snap from L. Sato to N. Sato, Brianna Shaughnessy Roberts was the lone defender against L. Sato who made the catch before stepping out of bounds.

With the 10-yard gain, L. Sato was the target again with another nice catch stopped only by the flag pull of Ball. Feeling the hard pressure of T. Shaughnessy as the rusher, Moss got rid of the ball just a fingertip catch by Gledhill, just shy of the touchdown.

Using his height as the perfect advantage, Moss got the football over the heads of all the defenders right to Gledhill in the end zone.

With Gledhill’s extra point catch, Moss Builders took the lead 7-14.

A repeat of their first play put the football in

the hands of Berger again for a touchdown.

The missed extra point left Moss Builders at the top of the game by one point.

Back on offense with less than two minutes left in the game, Moss drove the ball back into scoring position.

Bleeding on the sidelines, the mid-game injury to Moss Builder’s Clay Spangler, brought added drama to the field. The game continued play intermittently between basic first aid being administered by community center staff and the arrival of the ambulance.

Through the excitement, Gledhill caught the ball for a first down. Scott Rudacille made a receipt at the two-yard line, followed by the touchdown catch by N. Sato. Adding six points on the scoreboard, with the extra point denied

by Berger, the score moved to 13-20.

The time on the scoreboard was just enough for two plays for Team Beach to Bay, enough time for T. Shaughnessy’s team to possibly score and move ahead in the game. The first see sports, page 53

Tour of Homes thrills guests A lineup of waterfront homes delights Tour of Homes attendees.

ANNA MARIA — The 24th annual Center of Anna Maria Island Tour of Homes list of homes brought visitors from near and far to view five waterfront homes.

Delighted tour attendees called the annual event the best one ever as they moved from house to house, enjoying the waterfront views available from each of the five residences.

The homes varied from homey, casual bayfront properties to sprawling beachfront elevated structures with views of the Gulf of Mexico.

The Shaw/Beggs home

At House #1, the Shaw/Beggs house at 630 Dundee Lane in Holmes Beach, visitors were wowed by the open floorplan and canal views.

The home was purchased in 2016 by Uta Shaw and Mark Beggs. After a one year complete remodel, Shaw was happy to open the home’s doors to visitors for the tour.

Shaw greeted visitors to the home on the lanai, discussing the changes made to the home since she and her husband purchased it. One of the most visible changes was the addition of a swimming pool that wraps around three sides of the lanai. The idea when building the pool, one of the largest on the Island, was to give the feeling of being on your own private island, surrounded by water.

The Tilelli home

House #2, owned by Valerie Tilelli at 651 Key Royale Dr., Holmes Beach, was another complete remodel.

One of the most noted architectural details by visitors were the high ceilings and oriental furnishings, all primarily overseas thrift store finds by Tilelli.

“The whole house just has the total beach feel you’d expect out here,” one visitor said.

Visitors to the spacious chef’s kitchen were enthralled by the expansive Tampa Bay views through a wall of windows above the countertops and kitchen sink.

“How would you like this view while doing your dishes?” volunteer Pricilla Seawald asked visitors.

The Steinbock home

House #3 at 785 North Shore Drive in Anna Maria held visitors captive with its beautiful Bean Pointe views.

The kitchen at the Tilelli home is spacious and has an expansive view of Tampa Bay.

“The view is exquisite,” was a commonly heard phrase around the multilevel property. Both the first and second floors of the elevated structure allowed visitors to take advantage of the views with multiple balconies and walls of windows open to the natural landscape.

The home, nicknamed La Bella Bean and owned by Allan and Sharon Steinbock, features a second floor master suite with a sitting room, reading room and large bedroom and bath.

The Puskas home

The light fixtures were a hot topic at House #4, a single level elevated home at 108 Gull Dr., Anna Maria.

The home, owned by Rick and Lyn Puskas, is new construction with its interior designed by Adrian Griffin.

Visitors to the home spent a lot of time looking up to admire the hand blown glass pendant lights over the kitchen island and custom jet engine blade fan in the living room, along with chandeliers in the bedrooms.

Visitors to House #5 were greeted by Griffin who also served as the interior designer on the home at 830 South Bay Blvd., Anna Maria.

The house offered a more modern take on island living with a black and white kitchen and large silver light fixtures.

“I try to do something different with every house,” Griffin said. “I always have fun clients to work with.”

Many visitors commented positively on the strong colors evident in every room.

More than 4,000 tickets were put into the drawing but only one was a winner March 18 for the annual tour quilt, “The Mermaid’s Journey.” The quilt was created by the Eyeland Needlers, sponsored

by Green Real Estate and went home with Michelle Green, who was not present at the drawing.

The owner of a personal watercraft left it on the beach overnight and the next morning, it was gone.

3/12, battery on a law enforcement officer, 103 Gulf Drive S. The defendant was intoxicated and yelling for the officer to arrest her. She came toward him, and he warned her not to touch him. She poked him in the shoulder and he placed her under arrest. She was verbally abusive on her way to jail.

Holmes Beach

3/9, alcohol violation, 4300 Gulf Drive at the beach. Lifeguards were told that young people were drinking on the beach and called police. They were cited.

3/11, alcohol violation, 4000 Gulf Drive. Manatee Public Beach. Manatee County Marine Rescue personnel told officers patrolling the beach that young people were drinking on the beach by the volleyball nets.

The officers observed four individuals drinking beer.

They were cited.

3/11, dog bite, 500 block of 71st Street. The victim was attacked by a dog while in a golf cart.. Animal control was called.

The officer on patrol saw the suspect’s vehicle and the tint on the windows appeared too dark. A computer search showed the owner’s license was suspended and the tag was not registered to the vehicle. The officer turned on his emergency lights, and the suspect fled in his car and turned into a dad-end street. He abandoned the vehicle and ran into the Gulf. The officer and two backups convinced him to come out.

Marie Elaine Vandeman Marie Elaine Vandeman, of Holmes Beach, passed away peacefully on March 1, 2017, at the age of 91.

Elaine grew up in St. Clair, Mich., the daughter of Theo and Myra Rose Southworth Eddy and sister of Ruth Eddy Harris and brother Paul, who preceded her in death.

Elaine, who graduated from Western Michigan University in 1947, was honored to have been the first woman selected as student body president. After becoming the widow of Stuart Drum in 1968, she raised their three young sons while working as a social worker. In 1978, Elaine met and married Ron Vandeman. Throughout their many years of happy marriage, Elaine continued to be guided by her passion to help economically and socially challenged children through her work as a children’s advocate with the Green County, Ohio, Child Protection Agency and director of programs in Dayton and Cincinnati, Ohio.

Her goal was always founded in the desire to lead youngsters to a better life.

Elaine and Ron moved to Henderson, Kentucky in 1981 where she immediately began volunteering. She was a hospice volunteer, president of the Henderson Methodist Hospital Auxiliary, docent at the Evansville, Ind., American Indian Culture Museum, Presbyterian Church elder and an elementary school volunteer. Her volunteering continued upon retiring to Holmes Beach, Fla., where she enjoyed her role as a Turtle Watch volunteer. She was also active in Roser Memorial Community Church, chairing and participating on several committees and boards. Elaine became interested in water color painting and was known for her hand painted water colored Christmas cards. She will be missed not only by a multitude of friends, but also by several great blue herons and egrets who stood watch on her patio daily as they waited to be greeted by Elaine with fish especially selected for her feathered friends. Elaine rejoiced in their presence, an emotion truly shared between her and her birds.

Elaine is survived by her devoted husband Ron Vanderman; her dear sister Margaret Eddy Zimmer, Clive, Iowa; her sons and daughter, Jim Drum (Nanci), Midlothian, Va., Dave Drum (Kate), Newport, Wash., Steve Drum (Diane), Burlington, Ky., Julie Vandeman Woeste (Ron), Springboro, Ohio, Steve Vandeman (Emilie), Vandalia, Ohio; 11 grandchildren and 11 great grandchildren. There was a memorial service Saturday, March 18, 2017, at Roser Memorial Community Church, Anna Maria. Uncle George’s zipper parade

T

he Beach Bistro hosted another St Patrick’s Day Parade last Sunday.

The parade was huuuge. The crowd was in the millions. It was the largest parade crowd in history.

The lying press fixed the pictures so it looked like the crowd was smaller.

I come from a long line of parade enthusiasts. My family’s favorite was what we called Uncle George’s zipper parade.

It all started with George’s baked beans.

My Uncle George loved putting rum in his cooking. His beans were particularly lethal.

George got the beans and pork and brown sugar going in a huge iron crock on the stove. Then he turned it down low and loaded in the rum. He built a hardwood fire in a hole in the backyard. When the fire turned to coals he took the cast iron pot from the stove and put it in the hole and covered it with gravel and sand. The pot would bake all day and then cool through the night.

It was the original Nova Scotian slow cooker.

Losing the rum’s alcohol in the cooking drove George crazy. It seemed a terrible waste.

The last time he cooked his beans, he decided to try to seal the alcohol in by wrapping the crock in a space age aluminum blanket he bought to keep warm at hockey games. He sealed the whole thing up with duct tape and put the crock in the hole with the red hot coals.

George washed down all that cooking and digging with a

The entire population of the state of Florida turned out for the St. Patrick's Day Parade on Sunday. couple of beers. The beers necessitated taking relief through the back fence into McGuillicuddy’s yard. Uncle George and McGillicuddy had been bickering all of their lives. He and McGIllicuddy were forever peeing back and forth through the fence.

When the beans exploded, the blast scared the bejeezuz out of George. He zipped up real fast and caught a bit of his equipment in the zipper. No amount of cussing or jiggling or dancing around could get him uncaught.

Reluctantly, George called cousin Mike, the doctor. Doctor Mike was in charge of the emergency room at the hospital.

Doctor Mike immediately appreciated the gravity of George’s dilemma. He called about a dozen cousins over

to the house to evaluate George’s condition and consult on a course of action. Cousin John was appointed to keep me abreast of developments by phone.

After some considerable rum-sipping and muffled giggling, the boys resolved to transport Uncle George to the emergency room by ambulance.

Because of the urgency of the situation, Cousin Tommy, the police sergeant, called in a couple of squad cars to act as escort.

Cousin Glenn, the fire inspector, got a pumper.

Uncle George and his zippered appliance moved off in a parade of sirens and flashing lights and horn-hooting cousins.

Because of the sensitivity of George’s condition, the parade proceeded at a cautious pace – past all of the family’s houses on the way to the hospital.

My grandmother had 10 kids. It was a longish parade.

When George finally got to the hospital, cousin Mike had arranged a greeting by the entire emergency room staff.

Cousin Tommy, the cop, had called his dad, the press photographer, so the papers were in attendance.

Uncle George was safely extracted from the zipper. The celebration of this medical miracle went on into the wee hours.

The parade was appropriately covered in the home town papers.

The parade crowd was reported to be in the millions. Huuuge.

Now or Neverglades campaign to 'save' the Everglades

T

he Everglades earned the nickname River of Grass because of the shallow water that courses through the sawgrass marshes and hammocks from the Kissimmee River to Lake Okeechobee and south to Florida Bay. At one time the rich soil was almost completely covered by water. That all changed in the early 20th century when settlers and farmers lured by the promise of inexpensive land moved south to Florida. When they found the land covered by water they began to construct canals and dikes to drain the land for agriculture.

In 1905, Gov. Napoleon Broward began an intensive effort to make the land suitable for agriculture and development by draining large areas of the Glades. This created vast tracks of farmland and stimulated the growth of Miami and Ft. Lauderdale. As a result, flood control was needed to protect these interests. In 1948, Congress authorized the largest water management system in the world to protect agriculture interests and create a source of drinking water to supply the rapidly growing Gold Coast.

Reel Time RUSTY CHINNIS It included an extensive system of levees, canals and dams that channeled nearly two billion gallons of water to the coasts.

The subsequent loss of water changed the Everglades in a profound way, impacting native animals, fish and wading birds.

This loss of water and the run-off from agriculture paved the way for exotic plants to take hold and fueled the growth of algae.

As a consequence, the Everglades is now one half its original size.

Fast forward to the 21st Century and the negative impacts of this grandiose plumbing project are having a profound, negative effect on the estuaries on both the west and east coasts as well as Florida Bay to the south. It’s also threatening the drinking water supply of one third of Floridians.

The excess water that is discharged from Lake Okeechobee is funneled via the Caloosahatchee River to Pine Island Sound and the St. Lucie River, which supplies water to the Indian River Lagoon. The water, overloaded with nutrients, loses vital oxygen,

is clouded and reduces the salinity of the brackish waters it enters. Worst of all, the nutrients feed algae blooms that remove more oxygen from the water and prevent see reel time, page 47

Despite the pretty extreme cold front we experienced at the end of last week, we here at Anna Maria Charters have still managed to find good fish.

Prior to the front, I was finding good concentrations of snook and having a lot of fun with trips of 20 to 30 snook days. There were trout, ladyfish, Jack crevalle and redfish mixed in there as well. I know as soon as the water temperature climbs back up, we'll see these conditions again. You don't need much experience when the fish are chewing good.

The last couple of days, with the temperatures low, I've focused my efforts on the sheepshead bite. Despite the cold and very windy conditions,

You should also find larger trout in shallow water along with snook and reds when conditions are good.

Look for action in the coastal Gulf to take off with king and Spanish mackerel, cobia and tripletail. Fishing lighted docks and bridges in the ICW for snook with flies and DOA Lures continues to be a good option.

The algae bloom was so bad last year it was dubbed “Mean Green 2016.”

The reduced water flow to the south is also having a negative effect on Florida Bay, one of the state’s richest fisheries, where increased salinity is changing the complexion of the whole ecosystem.

Everglades restoration has had a long history of challenges, but it also has passionate allies. On January 26, 2017, Senator Rob Bradley introduced Senate Bill 10, which, if passed, will create two reservoirs south of Lake Okeechobee that will provide 120 billion gallons of extra storage, which will drastically increase the amount of water moving through the Everglades to Florida Bay. This will also result in close to a 50 percent decrease in water that is

released to the St. Lucie and Caloosahatchee estuaries. The bill is supported by Senate President Joe Negron who is a resident of Stuart, situated on the St. Lucie River and Indian River Lagoon. The bill will direct the South Florida Water Management District to find willing sellers of land suitable for the reservoir project. If willing sellers are not found, the bill will charge the District to acquire the necessary land, according to language of a contract signed in 2010 by U.S. Sugar that authorized the sale of 153,000 acres. Money to cover the states’ commitment will be provided through funds from Amendment 1, passed by voters in 2014. This bill is the most promising indication of the need for change and the support of Florida voters.

A grassroots organization, bullsugar, founded by Stuart residents, is spreading the word and the Now or Neverglades message that the solution to this crisis is neither an engineering or a scientific one. They realize that it requires a political solution and that Senate Bill 10 is the best hope to address the destructive discharges and to restore clean water to the Everglades and Florida Bay. Concerned citizens are encouraged to contact their representatives to voice their support for the bill. Oldies stir up the crowd

ANNA MARIA –The Oldies Dance at the Sandbar attracted a record number of people, according to musician-singer Bil Bowdish, and they were ready to dance. From the first song to the last, couples were up and swinging to the music. There weren’t enough men to go around so the ladies made do, dancing with each other, and a fun time was had by all.

Dana Cohen, from New England via Colorado replaced Judy Lynn for the concert, and Ted Young was back at the keyboard after missing the Jazz Fest a month earlier. Koko Ray returned as guest star playing flute

and saxophone plus two saxes at the same time.

The weather was perfect with temperatures falling toward the end, and when the music stopped, the crowd wanted more, but they had to put their dancing shoes away for another concert next year.

The Oldies Dance and the Jazz Fest are the only time Bowdish and Young, as Gulf Drive, perform with Koko Ray. Proceeds from those events go to the Anna Maria Island Concert Chorus And Orchestra (AMICCO). Sponsors include AMICCO, the Chiles Group and The Anna Maria Island Sun.

St. Paddy's parade: Bigger, better, best This year's Beach Bistro St. Patrick's Day parade appeared to be bigger and better than ever, as dozens of vehicles, many of them decorated golf carts, rolled north. Parade organizer Sean Murphy had an inflatable elephant to replace Judy, the real elephant who died. By the end of the parade, the new elephant had gone a little flat but, on the brighter side, cleaning up after it was a lot easier.

ooking and love of food in my family goes way back. I think the first time I remember being in an institutional kitchen was in the Polk County Stockade in the ‘60s. I know me being in a cell doesn’t surprise anyone that knows me, but in the ‘60s?? I was born in ’61, so did I start my criminal record before my 10th birthday?

No, not exactly, I am named after my grandfather, John Washington Senn, and everyone in Bartow called him Capt. Jake, as he was the warden of stockade. Granddaddy died when I was 7, but before that, I spent many a day in the stockade as Little Jake, the pride of my grandfather. I had the run of the place because none of the prisoners wanted the wrath of Capt. Jake if anything happened to Little Jake. So I could go anywhere, do anything.

I remember throwing horseshoes with many of them, boxing lessons, you name it. Obviously, not exactly hardened dangerous convicts in a county stockade, but I didn’t know the difference between that and Raiford State Prison at 6 years old. So where did I spend most of my time? In the kitchen helping the trustees cook meals. I can still remember standing ON the prep table stirring huge batches of cornbread with my whole arm – it was smaller than the spatulas we use today! Maybe that’s where I got the bug for cooking

Ingredients:

6 select oysters 2 oz. butter 4 oz. heavy whipping cream 1 oz. oyster liquor (juice) Salt and pepper to taste

Preparation:

Place butter, cream and oyster liquor in skillet and bring to slow boil. Cook for approx 4 minutes, letting cream reduce.

Reduce heat, add oysters and cook for 1 minute. Serve in a soup bowl. submitted

On second down and the last play of the half, T. Shaughnessy got the ball taking it down field only to be stopped by Rudacille to end the half.

Starting the second half with the football, Team Beach to Bay came out ready to score. After catches

by Ball and Berger, with stops by Gledhill and L. Sato, C. Roberts got the first down.

C. Roberts took the snap and handed it off to T. Shaughnessy. T. Shaughnessy found Berger open for a big gain only to meet up with the flag pulling skill of L. Sato.

Under pressure by Moss, T. Shaughnessy launched the ball right into the hands of Gledhill who ran it back for a touchdown. With the point after, Team Moss Builders spread the score to 13-27.

Getting the ball back after being denied the score, T. Shaughnessy tried to get his team back into the ball game. Getting the call, T. Shaughnessy took the ball down the sideline gaining good yardage before being stopped by Ed Moss.

E. Moss became the thorn in T. Shaughnessy’s side with an interception and run to the Team Beach to Bay 30-yard line.

Beach to Bay’s defense came out strong to stop Moss Builders from capitalizing on the interception.

Giving their opponents a challenge with their never quit attitude, Team Beach to Bay took the offensive helm and moved the football in four plays into the end zone. The first play went to Berger, who was just short of the first down. Berger was the go to guy again with a huge run being chased by L. Sato only to be stopped by Rudacille.

Ball took the ball to the 15-yard line. The second down touchdown play was negated by an impeding the rusher call on B. Roberts. But Team Beach to Bay would not be denied. C. Roberts passed the ball to Berger in the end zone, moving the score to 19-27.

After the failed extra point attempt, Moss Builders went back to work with five minutes on the clock, Moss’ first throw was incomplete.

With immense speed and pressure

third down pass was to Spangler, who returned to the game after being treated by the paramedics, was incomplete, giving the football back to Shaughnessy’s team.

With two minutes to tick off of the game clock, the game was too close to call. T. Shaughnessy had plenty of time to work his magic. Berger’s run after the catch was only stopped

by Rudacille. Short catch by C. Roberts gave his team much-needed yardage. But the defensive rushing pressure of Moss was too much, forcing the incomplete pass.

Less than a minute remained with Moss taking over on offensive with the eight-point lead. After the short pass to N. Sato, Beach to Bay called their first time out. The complete pass to L. Sato took the football close to midfield and T. Shaughnessy call his team’s second and final timeout.

On third down, N. Sato played the role of the QB with all the time in the world to find an open receiver, and hit Spangler for the first down.

With both of their timeouts, three snaps of the football and 45 seconds on the clock, Captain Moss called the game with the final score 19-27.

omeone recently shared an experience they had while traveling in India.

Their tour group came upon a toll booth, not unlike ones in this country, only this toll booth accommodated more than just vehicles, it accommodated elephants.

What does this have to do with selling your home? Only that it emphasizes that all creatures have to pay the toll, the buyer the seller and the elephants.

If you’re one of the fortunate ones and you’re sitting on top of a mountain of equity, don’t think that you’ll end up with all of it when your property closes. Just like buyers, sellers are subject to fees and expenses they frequently don’t think about when they’re on top of that mountain.

The largest expense for sellers who have listed and sold their property with the help of a realtor is, of course, the commission.

Realtor commissions are negotiable and generally run between 5 and 6 percent in our area. When you consider that properties on Anna Maria Island are almost at

an all-time high this can be a big chunk; 6 percent of even a $500,000 sale is $30,000.

Then there’s repairs, show me a property and I’ll show you 10 things in 10 minutes that should be taken care of. These could be minor inexpensive fixes like painting and repairing bathroom leaks or it could be requiring a new roof or electrical update which has been put off.

A sure way to know exactly what a buyer’s home inspector is going to get you on is to hire your own inspector before listing the property, I promise you this is money well spent. Not only will this give you a heads up on what your home really needs instead of spending money on insignificant items.

It is also something you can provide to a potential buyer to show your confidence in the property and what repairs may have been made.

Not everyone has an eye for decorating or even an objective eye to clutter in our own homes, but buyers can get distracted by funky decorating and especially by clutter. This is where a staging professional can make a difference, especially in more upscale properties. A 2015 National Association of Realtors' study reported that the median cost for staging was $675, again money well spent, particularly at the luxury home level.

If you have a mortgage on the property, the payoff will likely be more than what is on your monthly statement. Prorated interest is calculated at the time of payoff, as well as any prepayment penalties you may be responsible for.

Finally, there is a long list of closing costs and fees that the seller may be responsible for or may assume responsibility for dur-

ing the negotiating process. Homeowner association fees are prorated sometimes in the seller’s favor depending on closing date, same for property taxes. However, the seller’s attorney fees and transfer taxes are generally the cost of the seller, but the seller will probably get some of their homeowner’s insurance and/or flood insurance premium refunded.

Title insurance can be paid by either the buyer or seller, and sometimes buyers will ask the seller to absorb some of the points or additional interest costs on their mortgage. Again, all of this is negotiable and is usually worked out during that process, but be aware that everything is on the table.

Real estate creatures may not be as large as elephants, and, for the most part, are better behaved, but the elephants may have the edge on remembering the cost of doing business. Get your elephants in a row before sitting down at that closing table and avoid the elephant size toll.

Alternate ferry dock discussed

The water taxi schedule will resemble a bus schedule and offer scheduled trips four times a day, starting around 11 a.m. Stephens said the Bradenton Beach to Longboat Key loop will take about 90 minutes.

A one-way pass from Bradenton Beach to Longboat Key or vice versa will cost $10. A round-trip pass will cost $20. A three-day pass will cost $55 and a sevenday pass will be $100, with discounts for children.

“The schedule will be evolving and changing. It’ll be expanding both north and south,” Stephens said, noting that he hopes to expand service to Holmes Beach.

Stephens also owns the Island Pearl, the 50-foot former Navy launch he uses for sunset cruises, dolphin cruises and private parties. He said the Pearl is too big to navigate the smaller spaces required of a water taxi.

He has been considering a water taxi service for five years, and he feels that now the right time to do it – in part because city and county officials frequently mention the need for alternative transportation on and around the Island. Stephens sees his water taxi service as one element in the greater alternative transportation hub concept being developed by Adventure Away owner Walter Loos and others.

Bradenton Beach Mayor Bill Shearon and Vice Mayor John Chappie were on hand for the launch, but did not take the 20-minute cruise to Mar Vista, where complimentary soft drinks and hors d’oeuvres awaited.

Robert Wiltz piloted the Island Hopper from the pier to Mar Vista, which allowed Stephens to serve as tour guide and business promoter. When the Island Hopper arrived at Mar Vista, Chappie was there to greet it.

While seated on restaurant’s outdoor patio, passenger and Holmes Beach Commissioner Carol Soustek said, “We’ve been working toward something like this for quite a while, and it’s a pleasure to see that private entrepreneurs have put together such a beautiful plan.

I think it’s going to spearhead others that have been thinking about doing the same thing.”

SARASOTA – Sherman Baldwin is working on a revised plan that may allow his Sarasota to Bradenton Beach ferry service to begin operations sooner rather than later.

Last week, Baldwin met with Sarasota Parking General Manager Mark Lyons and discussed the possibility of leasing seawall space directly from the city, rather than subleasing a city-owned dock from the local branch of the Coast Guard Auxiliary.

The conditional water taxi permit approved last month by the Sarasota City Commission stipulated that Baldwin still needed to come to an agreement to share and sublet the city-owned dock. The commission also stipulated that Baldwin’s ferry service needs the support of the various parties that make up the Bayfront 2020 initiative.

The seawall is part of the 10th Street Boat Basin and public boat ramps at Centennial Park in Sarasota, near the Van Wezel Performing Arts Hall. This general location was preferred by the Sarasota Commission because it provides approximately 900 parking spaces. see ferry, page 58

City seeks hike in business tax In reaction to proposed state legislation, the Bradenton Beach City Commission has approved on first reading a 5 percent increase to the annual business tax receipt fees paid by those who operate businesses in the city. The fees currently range from $27.56 to $165.38.

State Sen. Greg Steube has filed a bill that if adopted would cap the fees at $25 and take effect July 1. The city last increased its fees in 2014. The second and final reading of the fee increase ordinance will be on Thursday, April 6.

In February, Vice Mayor John Chappie suggested the funding request be formally submitted to the county in the form of a commission-approved resolution that would also be signed by the Anna Maria and Holmes Beach mayors. Chappie said the fund-

ing request should come directly from the three Island cities and not from an appointed committee member. The commission then directed City Attorney Ricinda Perry to draft the resolution.

It was learned later that Chappie had incorrectly interpreted the county resolu-

tion that pertains to the expenditure of beach concession funds. The county simply requires a joint letter of support signed by all three mayors.

When the requested resolution was presented at last Thursday’s meeting, Mayor Bill Shearon said he met with Anna Maria Mayor Dan Murphy and Holmes Beach Mayor Bob Johnson earlier in the week and was told they would not sign a formal resolution, but they would sign a joint letter of support.

Perry questioned whether Murphy and Johnson’s reluctance stemmed from a March 10 e-mail they received from Shearon, which she then read aloud.

“I am attaching a copy of the joint resolution prepared by the city attorney for commission consideration March 16. Commission was led to believe a joint resolution was necessary. It was later confirmed by (County Administrator) Ed Hunzeker the resolution was not necessary,” Shearon’s e-mail said.

Perry questioned why the mayor sent the resolution to the other mayors before its final language was approved by his own commission.

“It is shocking to me that you would go to the other Island mayors first,” she said.

Chappie acknowledged that a resolution is not required by the county, but since it had already been requested by unanimous commission vote, he felt the mayor was obligated to carry out that directive. Shearon then took exception to Chappie’s suggestion that he

was not fulfilling his mayoral duties.

The commission eventually voted 4-1 in favor of the resolution being signed by Shearon and sent to the other two mayors.

Shearon cast the opposition vote and after the meeting he refused to sign the resolution. On Friday afternoon, he acquiesced and signed it.

After Thursday’s meeting ended, it was learned that Shearon had already obtained Murphy and Johnson’s signatures on a joint letter of support. Their signatures were dated that day. Shearon’s signature was dated one day earlier.

The signed letter was an altered version of an unsigned letter addressed to County Commission Chair Betsy Benac that Perry submitted for inclusion in the meeting packet. The commission never authorized Shearon to alter the letter, sign it or forward it to the other two mayors; and the signed letter must still be approved by the commission before it can be submitted to the county.

In an e-mail sent to Perry on Sunday, Shearon explained how the letter language was altered by the three mayors.

“We reviewed the county resolution and determined the resolution was not necessary or acceptable for their two cities. We changed some wording in your letter to Chair Benac and the county commissioners,” he wrote.

Shearon was scheduled to meet with county staff Monday to discuss the project.
