ANNA MARIA – Hallelujahs are in order – The Center’s mortgage has been paid off!

“I’m over the moon!” Executive Director Kristen Lessig declared. “This is the first win in the 15 months that I’ve been here. It’s a freeing, exciting feeling. Now we can move forward.”

Lessig said negotiations with mortgage holder BB&T Bank have been ongoing, and the deal was sealed on Monday morning, Feb. 29. Funding came through the Manatee Community Foundation allowing Center officials to pay $300,000 on the $1.1 million they owed on the building. The deal will save the Center $100,000 per year.

HOLMES BEACH – In a project where patience is a virtue, Waterline has finally received a building permit.

Waterline, located near the intersection of Marina and Gulf drives, will be the Island’s first full service hotel. Mainsail Lodging and Development, of Tampa, is developing the project.

“It’s very exciting,” Mainsail President Joe Collier declared. “Everybody will be pleased when they see it rise from the ashes. It’s been a long time coming. I think people will be impressed by the product.

City responds to rental lawsuit The first court hearing will take place Friday, April 1.

ANNA MARIA – City Attorney Becky Vose has filed a response to the vacation rental ordinance lawsuit filed last month on behalf of Florida Gulf Coast Vacation Homes LLC.

In defense of the vacation rental ordinance adopted last fall, Vose filed her motion for final summary judgement and memorandum of law with the 12th Judicial Circuit Court on March 1.

Her motion focuses primarily on the plaintiffs’ claim that the occupancy limits contained in the city’s vacation rental ordinance (VRO) act as a de facto prohibition of vacation rentals.

In her motion, Vose wrote, “Plaintiff

does not allege that the VRO regulates the duration or frequency of rentals, and in fact, the VRO does not do so.

Instead, the plaintiff alleges that the occupancy limits on vacation rentals constitute a prohibition of vacation rentals. Plaintiff states that it is self-evident that the ordinance forbids vacation rentals with more than eight persons, and therefore prevents, precludes and severely hinders vacation rentals.

“The ordinance that is being challenged specifically exempts from its application rentals pursuant to rental agreements that were entered into before the enactment of the VRO. Therefore, the number of persons in a vacation rental that is regulated by the VRO is totally dependent upon the number of overnight guests the owner of the vacaSEE CITY, PAGE 29

Attorney files Bert Harris claim The city has 150 days to respond to the claim with a written settlement offer.

HOLMES BEACH – Aaron Thomas, representing 306 Clark LLC has filed a Bert Harris claim against the city.

According to the letter from Thomas, construction on the home there began

in 2015, the same time the city imposed a moratorium on remodeling or construction of homes with four or more bedroom/sleeping rooms.

“In an attempt to mitigate their damages, as a Bert Harris claim was not immediately available, the owner began construction on a three- bedroom, per unit duplex structure,” Thomas wrote.

In September, commissioners approved an ordinance establishing a maximum of four bedrooms in single-family homes

and two per side in duplexes in the R-2, R-3 and R-4 zoning districts.

Thomas said the ordinance ‘imposes an inordinate burden on my client’s vested rights in this property, which prevents it from attaining its reasonable investment backed expectations, a four-bedroom per side duplex structure,” and claimed damages of $84,600.

He further noted that construction is at a standstill “due to the city’s denial of a building permit adding a full bathroom

off the living room, as the city believed this essential converted the living into an impermissible fourth bedroom.”

He said the owners agreed to construct half bathroom, however, if they prevail in the Bert Harris claim and be permitted to construct a fourth bedroom, they plan to convert the half bathroom into a full bathroom.

The city has 150 days to respond to the claim with a written settlement offer.

Chappie won’t seek re-election Former Bradenton Beach Mayor John Chappie has withdrawn his name for re-election to the Manatee County Board of Commissioners.

The Republican is serving his second four-year term on the board as the District Three representative and had filed to run for re-election.

But in a statement released Monday, Chappie said, “I’ve been in Chappie public office for the last 20 years, the last seven and a half on the Manatee Board of County Commissioners. It’s been a wonderful experience, and I want to thank my family, friends and supporters. After careful consideration, it’s simply time to go in a different direction, and I look forward to the future.”

Prior to serving on the county commission, Chappie served three two-year terms as mayor of Bradenton Beach and three terms as a city commissioner. Matthew Bower, who has no political party affiliation, has filed to run for Chappie’s seat.

BRADENTON BEACH – Earlier this year, Anna Maria Oyster Bar President John Horne inquired whether dogs could be allowed on the restaurant patio that abuts the city’s Historic Bridge Street Pier.

After last week’s Pier Team meeting, Horne asked Police Chief and Pier Team Chair Sam Speciale for an update on the matter.

At the request of Speciale and City Clerk Terri Sanclemente, Treasurer Shayne Thompson conducted some research into any liability concerns that might pertain to dogs on the restaurant patio.

On Thursday, March 3, Thompson shared his findings in an e-mail he sent to Horne, Speciale, Sanclemente, Mayor Bill Shearon and the four city commissioners.

“I placed a call to our insurance carrier, FMIT, and determined that language to prohibit pets on the patio does not exist. Therefore,

Later that day, Shearon responded with an e-mail that said, “Shayne, This is a pier team responsibility, I don't recall it being discussed yesterday. I would like to

know who directed you to research this issue and give an opinion regarding pets on the pier and communicate with Mr. Horne? Pets are not currently allowed on the pier. I look forward to your response.”

Because he is legally blind, Shearon is allowed to take his guide dog Reese on the pier and also inside the AMOB restaurant, which would remain offlimits to non-service animals.

EDITORIAL A win is a win is a win

S

core a big win for the home team this week, in this case the Island Community Center (now the Center of Anna Maria Island), which paid off its mortgage Feb. 29, saving about $100,000 a year in the process.

The negotiated agreement with mortgage holder BB&T Bank is arguably the biggest thing to happen to The Center since construction of the new building several years ago.

The deal will allow The Center to pay $300,000 on the $1.1 million still owed on the building, with the Manatee Community Foundation providing funding for the rest.

In today's Page 1 story in The Sun, Center Executive Director Kristin Lessig colorfully expressed the collective sigh of relief felt by many in the community at this beneficial turn of events.

"I'm over the moon," Lessig exclaimed, adding that this is a "freeing, exciting feeling."

For The Center, this deal comes at an opportune moment, as finances have been tight, to say the least, and expected income from new programs has not materialized. With this debt burden removed, Center officials hopefully will be able to right the ship, buying time for new plans and fundraising efforts to grow.

Personally, I'd like to extend my congratulations to Center officers and the board for getting this done. I have the fondest of memories about that place, having coached my son and the children of friends and friends-to-be for 15 years there. It was a wonderful and rewarding experience, and one I will never forget.

Congratulations also are due to the Manatee County Library System for being named the top-rated system in the state by the Florida Library Association. This is the second time in three years. System administrator Eva Ehde came to the area from Minnesota to run the Island Branch Library and was appointed to head the whole system by the county commission. Her goal is to make sure kids use a library for learning and entertainment. Keep up the good work.

The AMI Community Center has made enormous progress in turning around a long-term money losing operation. We have, by hook and crook, paid off the mortgage, reduced overhead and installed money making programs. We are still not in the black but should be

by May. The Center is in need of cash to keep operating until April, when their money making programs kick in.

I am interested in two things: Does Anna Maria Island want or even need the Community Center or have they discarded it as an Albatross? And secondly, funding The Center until it gets on its financial feet in April or May. To answer these two queries I am offering a challenge fund of $50,000 to the citizens of Anna Maria Island and any one else that has an interest in preserving the Community Center.

I will match every dollar that is given to The Center by noon Friday each week from March 12 until May 15 up to $50,000.

This secures their operating expenses for two critical months and will tell us a lot about how valuable The Center is in the minds of the residents ( and visitors) or if we are simply wasting time and money on something nonessential.

Whether it is a dollar or a thou-

Island steps up for library Once again the Friends of the Island Library Book Sale at Roser Community Church was an enormous success, with more than a thousand people stopping by to browse and buy our books. This year was even better than 2015, taking in more than $5,000.

Again, we have such wonderful volunteers from this Island area community that put their hearts and time into sorting, pricing and setting up; all showing their support for our small Island Library, thank you so much, and thanks to so many in our community who donated wonderful books throughout this past year and of course to everyone who attended the sale.

Grateful thanks to Roser Memorial Community Church, and the Church staff, who worked around us with kindness and goodwill.

Get out and vote I see a glimmer of hope. For the first time in my life during an election cycle, people and even some candidates are talking about the Constitution. Further hope comes because the discussion is not about amending the Constitution, but actually living it and adhering to its principles. The Constitution does not belong to politicians, lobbyists, or capitalists; it belongs to We the People. The Constitution is easy to read but much harder to understand.

Fortunately, in my quest to better understand the Constitution a librarian directed me to the Federalist Papers, a series of letters written by several Founding Fathers in the 1780s. The first thing that struck me was their grammatical use of the language despite limited educational opportunities and no smart phones or Google. The second revelation was a déjà vu moment; over 200 years ago the Founding Fathers weren't so divided over what SEE LETTERS, PAGE 7

Tortilla Bay burglar caught on video A burglar who stole an undetermined amount of money from a Holmes Beach restaurant last week may get the chance to be the star of his own video.

Security cameras appeared to have recorded most of the crime, which happened at 3:17 a.m. on Monday, Feb. 29, at Tortilla Bay in the Island Shopping Center, according to owner Zoe Witcomb.

Witcomb said the video showed the intruder walked to the restaurant from the north and might have had a car parked near the True Value Hardware Store. She said the burglar, who appeared to be a male, also had a key but had difficulty getting the door unlocked, although he finally did get it to work. She said it was also clear he knew the location of the safe, its combination and exactly where the security cameras were. He got away with “a considerable” amount of money, she said.

Witcomb is asking other businesses in the Island Shopping Center to help out by providing any information they may have.

Detective Brian Hall, of the Holmes Beach Police Department is investigating the case.

Policy clarification continues Further clarification was expected at the Tuesday, March 8, commission work meeting.

BRADENTON BEACH – Clarification of the policies that determine the mayor and city commissioner’s roles and the supervision of city department heads continues to be the subject of discussion and debate.

These matters were discussed at the Thursday, March 3, City Commission meeting and are scheduled for continued discussion at the Tuesday, March 8 commission work meeting.

These topics were previously discussed at a commission work meeting that took place Tuesday, Feb. 23. During that work meeting, the four attending commissioners reached consensus that they would like a resolution prepared clarifying the terms “executive head” and “administrative oversight,” as referred to in a city charter description of the mayor’s responsibilities.

The agenda for the March 3 commission meeting called for a mo-

tion to formally direct City Attorney Ricinda Perry to draft the clarification resolution the four city commissioners requested during the Feb. 23 work meeting. Mayor Bill Shearon did not attend that meeting due to a death in his extended family.

A document included in last week’s agenda packet summarized the commission’s interpretations of these terms as they appear in the city charter.

Prepared by Perry, the summary says, “No elected official, mayor included, may direct charter officials or department heads without commission approval.”

Charter officials include the police chief, city clerk, city attorney, building official, city planner, public works director, building official and city treasurer. City Treasurer Shayne Thompson was hired by City Clerk Terri Sanclemente and currently reports to her, rather than serving as a department head that reports directly to the commission.

Although discussion ensued, no formal action was taken on the requested resolution to be further discussed at the previously-scheduled March, 8 work meeting.

After listening to a recording of the Feb. 23 work meeting, Shearon sent an e-mail to each of the commissioners prior to last week’s regular commission meeting. Shearon’s e-mail included his interpretations of the terms executive head and administrative oversight.

“The mayor is the supervisor of the department heads and the liaison for department heads and the commission,” he wrote.

“Department heads communicate current and future activities of their department to the mayor on a regular basis, and to the commission at department head workshops. The mayor has the responsibility to be proactive addressing concerns for compliance issues; a reactive approach fails to see policy, page 11

provide accountability," he added.

During last week’s meeting, Shearon said, “The intent of this was to resolve the issues and get closure. Things can’t keep going this way, and that’s the reason why I took the time and effort to write out a summary of what I feel I was elected to do. This, I believe, is how every mayor has done it before.”

When Shearon asked the commissioners to review his e-mail interpretations point-by-point, Commissioner Jan Vosburgh suggested they wait until Tuesday’s work meeting.

“With all due respect, why? You guys discussed it for two hours,” Shearon said, in reference to the work meeting he missed.

Vice Mayor Ed Straight and Commissioner Jake Spooner agreed with Vosburgh’s suggestion to continue the discussion at the work meeting.

It was also agreed that the workshop would be the proper venue to further discuss the recent discovery that commission term limits may have been unknowingly eliminated during the charter review process that took place last year.

Opinions divided on mayor’s role Questions remain as to how much authority the city charter gives the mayor of Bradenton Beach.

BRADENTON BEACH – Last week’s City Commission meeting gave citizens and commissioners an opportunity to opine on Mayor Bill Shearon’s role as the city’s executive head.

Former Mayor Jack Clarke said, “I applaud the commission in their efforts to reestablish a workable government structure for our city. You are on the right track, using our charter as a guide. I call upon the mayor to work with commissioners and senior staff in a more positive manner.”

Citing the city charter’s references to the mayor, David Vincent said, “The first sentence says the mayor is the executive head of the city government. In addition to his duties as a voting member of the

commission, he is responsible for administrative oversight of the city government. This is appears to be just one more power grab, and I implore you to get back to the business of the city.”

Priscilla VonAhnen said, “I really would like to see the mayor be the executive head. If we have everybody doing their own thing, it’s not going to work well. Somebody should have their finger in all the pies so they know what’s going on. I don’t want you to take that power away.”

Former City Commissioner Janie Robertson said, “To tie his hands, saying you can’t do anything unless you have our permission, you’re asking for trouble.”

She said restricting the mayor’s authority would result in commissioners being less informed about the daily operations of the city.

John Metz alleged the commission, as the city’s legislative branch, does not have the right to interpret the city charter.

“If you want an interpretation of the charter then go to court,” he said.

“You’re not only getting to this mayor, you’re going to get to all the future mayors. We’re going to have chaos if everyone is running their own show and nobody’s in charge,” he added.

LeeAnn Metz said she found the efforts to chip away at the mayor’s power to be shocking and distasteful.

When she criticized the commission for conducting the Feb. 23 work meeting without Shearon, who was attending a funeral, Vice Mayor Ed Straight called point of order.

“I don’t think that has anything to do with this. The meeting was scheduled before that,” Straight said.

Metz said she was not aware the work meeting had been scheduled before it was known that Shearon would be absent.

“If you proceed with removing the authority of the mayor, which is illegal, there will be consequences,” she threatened.

HOLMES BEACH – Easter is the holiday when Christians come together to celebrate the resurrection of Jesus Christ. It is also the holiday when the Island’s churches come together to celebrate the resurrection with the sound of waves breaking and seabirds calling at Manatee Public Beach.

It begins at 6:30 a.m. on Sunday, March 27.

Holmes Beach burglary suspect tells all

HOLMES BEACH – One of three suspects arrested after a Feb. 8 burglary is cooperating with authorities concerning a burglary last month on the Island and others in Manatee County.

Zachary Stein, 21, spoke with investigators at the Manatee County Jail near Port Manatee on Feb. 23. He was arrested along with Jimmy Harris, 20, and Austin Hale, 22, after police identified them from surveillance video at one of the Holmes Beach houses that was burglarized. The video also captured images of the getaway car.

On Feb. 8, Manatee County Sheriff’s Office deputies reported finding the car with Stein and Harris in it. The suspects tried to flee, deputies said, but eventually gave up. The deputies found the four flat-screen televisions taken in the burglary and other items from other burStein glaries in Stein’s house.

At the jail, Stein agreed to talk after being informed of his Miranda rights, and he volunteered to take authorities to the other houses they broke into.

Stein told officials that he had known Harris for years, and Harris introduced him to Hale in January of this year. He said they got an “adrenHarris aline rush” while committing the burglaries.

He said they would check mail boxes and if they were full of mail, it meant the houses were unoccupied. They also picked houses with garages that had windows or doors so they could see if there was a car inside. He said they would kick in a door or window and wait for an alarm.

Hearing none, they would go inside. They Hale would then open the garage door and move their car inside to load up the stolen items.

Stein said he was looking for drugs, money or gold. Hale and Harris looked for electronics. They would take everything back to Hale’s house, and they would sell the televisions to drug dealers.

Stein took the detectives to a house in Palmetto where the suspects kicked in the door and somebody inside started yelling, causing the suspects to flee. They also tried to get into a house in east Bradenton, but a neighbor thwarted their attempt.

Stein faces five charges of burglary, Hale faces two charges of burglary and one charge of drug possession after police found marijuana plants growing at his house, and Harris faces one count of burglary.

As of Monday, March 7, the three were still in jail.

edical costs are rising, which means that Medicare Part B premiums have increased for the first time in over three years. Higher earners are more likely to be affected by the change. In 2015, most people paid $104.90 a month, unless their adjusted gross income on their 2013 tax return was above $85,000 for singles and married people filing separately or $170,000 for those filing a joint return. In 2016, most people will continue to pay the same amount. However, premiums will change for the following people: • Those who enroll in Part B for the first time in 2016; • Those who are not receiving Social Security benefits; • Those who are directly billed for their Part B premiums; • Those who have both Medicare and Medicaid, where Medicaid pays their premiums.; • Those who are subject to income-related monthly adjustments, because their modified adjusted gross income as reported on their IRS tax return from 2014 is above $85,000 for singles and married people filing separately or $170,000 for those filing a joint return.

The mayor’s gavel can be used to silence speakers who violate the pledge of public conduct.

Gavel silences pledge offenders Commissioners and the mayor are holding those who provide public input to a higher standard of personal conduct.

BRADENTON BEACH – The mayor’s gavel got a workout during public comment given at last week’s tension-filled City Commission meeting.

By bringing down the gavel, the mayor, as meeting chair, can silence a speaker that violates the city’s pledge of public conduct.

The pledge states: “We may disagree, but we will be respectful of one another.

We will direct all comments to the issues. We will avoid personal attacks.”

A commissioner can silence a speaker by calling “point of order.”

This practice is now being utilized as a result of the Feb. 4 meeting, during which city resident Michael Harrington was allowed to continue speaking after he suggested the city clerk and city attorney should be fired. Harrington also threatened to initiate recall proceedings against the four commissioners because he felt they were acting against the mayor.

Before general public comment was given at the Thursday, March 3 meeting, Shearon said, “Please remember our pledge of public conduct. This is a warning. I will reach for the gavel; if the gavel goes down, please stop speaking, and I’ll make a ruling.”

Former Mayor Jack Clarke was the first to speak, and the first to be gaveled down.

Citing lyrics from a Beatles’ song, Clarke said “I read the news today,” in reference to comments Shearon made in reaction to the Feb. 23 work meeting that featured discussion on the mayor’s supervisory authority of department heads.

“Our mayor is willing to let the city crash and burn. These are not the words of an individual who wants to make the system work and move the city forward,” Clarke said.

When Clarke said, “All here recall that Mayor Shearon did not win the election last November,” he saw Shearon reach for the gavel.

The enigmatic feline died last July, reportedly after being attacked by another animal. Speculation was it might have been a predatory bird such as an osprey or bald eagle.

Prince roamed the parking lots and stores of the Island Shopping Center and S&S Plaza for years, and he was the subject of several articles in The Sun. Some of the business owners paid for vaccinations and food, and when Prince got sick and had to be treated

by Island Animal Clinic, the money poured in. Recently, business owners decided to honor the Island’s star vagabond cat by naming the small park at 300 52nd St., in Holmes Beach, Prince Park. The group acquired a monument that is being covered in tile and some tile turtles and birds will be installed plus a statue of an angel holding a cat.

We’re going to miss El Niño The Weather Network predicts more storms and hurricanes following the warmest Florida December ever.

ANNA MARIA ISLAND – Make sure your survival supplies are up to date because it might get busy this spring and into hurricane season. That’s the word from Michael Carter, of The Weather Network.

Carter said following the unseasonably warm weather in December, El Niño weakened in January and February and temperatures dropped, but there was some severe weather in the form of storms moving in and causing tornadoes.

“We expect spring to come in on time,” Carter said. “We might have more rain than normal through spring.”

Carter said as summer approaches, the storm track will lessen, but when hurricane season starts,everyone should be alert.

“We have the potential for a more active season because El Niño is going away,” Carter said. “While we’ve had some quiet years, expect a bigger chance that it will be more active.”

El Niño is a recurring climate phenomenon, characterized by unusually warm ocean temperatures in the equatorial portion of the Pacific Ocean, that increases the odds for warm and dry winters across the northern United States and cool, wet winters across the south. El Niño is the warm phase of the ocean cycle known as El NiñoSouthern Oscillation, or ENSO for short. La Niña is the cool phase.

The pattern can shift back and forth every two to seven years, disrupting weather patterns across the globe.

When we have a strong El Niño. It tends to disrupt storms forming in the Atlantic and Caribbean oceans with wind shear. When El Niño goes away, those storms have a better chance of forming and becoming a hazard.

Hurricane season runs from June 1 to Nov. 30.

HOLMES BEACH – City Attorney Jim Dye has responded to a motion by tree house attorney David Levin regarding the petition for referendum filed by tree house owners Richard Hazen and Lynn Tran in 2013.

In 2013 the Code Enforcement Board found Tran and Hazen in violation of the land development code and ordered them to remove the violations or demolish the tree house.

The couple then filed an initiative petition to put an ordinance on the ballot for voters to decide if the tree house is legal. The city alleged that the election is invalid under state law and requested a declaratory judgment.

In his motion, Levin argued that the prohibition in state law applies to a development order and that the tree house is an accessory structure. He said that according to the definition of accessory structure in the city’s code, that “the Florida Legislature did not intend accessory structures incidental to residential structures to be included within the definition of the term development.”

Commission authority

He further argued that even if a permit was required for the tree house, the city commission has the authority to approve the initiative ordinance.

He cited the city’s code that states, “No building or structure shall be erected and no existing building or structure shall be moved, altered or enlarged until a permit therefor has been issued by the building official. Except upon written order of the city commission, no such permit shall be issued for any building or structure where said construction, addition, alteration or use thereof would be in violation of any provision of this ordinance.”

He asked that the court require the city to act on the initiative petition and enjoin the city from enforcing the code board order until the conclusion of the initiative petition process.

Dye’s motion claimed that Levin’s motion should be struck because “defendants are relying upon evidentiary material from other cases and legislative history of statures, thereby going outside the record in this case” and that “there has been authorized procedure or motion to introduce this material into evidence by the defendants and the use of this material at summary judgment is illegitimate.”

He further maintained, “ … the motion and its affidavit are so intertwined with material from outside the record, and in violation of basic summary judgment standards that it is impossible for plaintiff to respond to it.’

Pedestrian control tests at St. Armands Circle The Florida Department of Transportation (FDOT), District One, is conducting a pedestrian traffic management program for St. Armands Circle on St. Armands Key south of Longboat Key. The traffic program’s goal is to document and measure the effectiveness of controlling and metering pedestrians at the crosswalks in regards to improving vehicular traffic and pedestrian flow around the circle.

Uniformed and trained Pedestrian Traffic Managers (PTMs) will stand at the curb of selected crosswalks and meter pedestrian activity from 11:30 a.m. to 6:30 p.m. Wednesdays through

Sundays starting Wednesday, March 9, and ending Sunday April 3. The PTMs will periodically hold back pedestrians from entering the crosswalk in order to create gaps for vehicles to exit the circle freely.

After a short time, PTMs will step out and stop the vehicles, while allowing pedestrians to enter the crosswalk.

Once pedestrians are safely through the crosswalk, the PTMs will step back onto the curb so they can hold back pedestrians again. In this regard, the PTMs will act like crossing guards and will reduce conflicts between pedestrians and vehicles.

Speciale responded to Shearon’s e-mail with an e-mail of his own later that day.

“Mr. Horne had requested at a previous Pier Team meeting if he would be allowed to have dogs on the patio deck. He stated that he was interested in having a pet-friendly restaurant.

He advised me of the state regulation regarding dogs in a food service facility

and was asking if there were any liability issues that would affect the city,” Speciale’s e-mail said.

“As Pier Team facilitator, I requested the clerk’s office to ask our liability carrier if there was an issue regarding this issue. Shayne was given that task and asked to get back to me with an answer.

"We are aware that pets are not allowed on the pier but he had no intention of allowing dogs past the patio deck area and out on the pier structure.

So if there is an issue with who directed Shayne to do the research and notify Mr. Horne, that would be me, and I take full responsibility for any action that you feel was out of line,” Speciale’s e-mail concluded.

Heritage Day brings out a crowd V

isitors from Maine to Minnesota joined locals at the annual Island Heritage Day at the AMI Historical Museum Saturday.

A cloud filled sky early in the day, kept visitors comfortable, then the sun shone through in the afternoon. One of the most popular booths was the Historical Society’s collectible booth, where bargain hunters found antiques and treasures. Visitors enjoyed fresh produce and herbs from Geraldson’s Farm Market, barbecue from KCB, old-fashioned arts and crafts and music by the Howies. The Privateers delighted the crowd by breaking one of their own out of the Old City Jail and passing out beads, and visitors filled the renovated museum to learn about the the Island’s rich history.

A few minutes later, after uttering a single sentence, JoAnn Meilner was the next speaker silenced, “I think it’s time to get rid of Ricinda Perry as city attorney,” Meilner said, which prompted Vice Mayor Ed Straight and others to immediately call point of order.

When Meilner said, “Alright, I’ll change the pace a bit,” Shearon asked the commission if they wanted to allow her to continue. The commissioners said they did not.

Clarke and Meilner were allowed to speak later when addressing a specific agenda item that pertained to clarification of the mayor and commission’s duties and powers.

During the consent agenda discussion, Harrington voiced objections to two members of the clerk’s office attending a national convention in Omaha, Nebraska later this year. After erroneously stating the conference would take place in Kansas City, Harrington cited Shearon’s previous statement that only five clerks from Florida attended last year’s conference.

Shearon reminded Harrington that the commission majority approved the clerks’ conference attendance at a previous meeting and said, “It’s not on this agenda, so any further discussion is inappropriate.”

Center’s murder mystery earns five alohas The sellout audience gave a standing ovation to the cast when the performance ended.

ANNA MARIA – It was a full house that watched “Island Five-O,” a funny spoof of a classic Hawaiian detective show at The Center Saturday night.

Despite inherently bad acoustics and some mic failures, the cast was up to the humor, which was sometimes ribald. There were some local references to people and places and the audience reacted with laughter and applause.

The play centered on a death by poisoning, and as the night progressed, the detectives were busy trying to get information from the zany cast. Nobody knew who the culprit was until after the final break, when members of the cast were given their final scripts.

The author of the play, Beth Schaughnessy, was also the director, and there were four Schaughnessys in the cast, and the play's bartender, Caleb Roberts, is engaged to Brianna Schaughnessy, making it a family affair.

Some of the character’s names were adapted from the TV show. Mike Schaughnessy played Detective McCarrot (McGarrett) and Don Purvis played Detective Drano (Dan-o). Other names of note, Amanda Cornett played a rich divorcee by the name of Ivanna Hump, Amanda Sugg played Anita Dover and Will Schenerlein played

The colorful cast of characters was watching Monica Simpson, as Mamma Puple, who stole many scenes with her energetic bongo playing. her husband, Ben. The name of the resort was a play on Hawaiian words – Kammana Eiy Waiona Leiya.

Monica Simpson, a six-time veteran of the annual mysteries, played Mamma Puple, a very funny Hawaiian woman who runs around pounding on a bongo and screaming. She would follow other characters, hitting the drum as the characters ended their sentences, and when someone would glare at her, she would scream, hit the bongo and

run off the stage. Other characters were Andrew Carbone playing Richard Goldbottom, Tim Schaughnessy playing Ace Paine, Alexandra Schaughnessy played Lily and Leah Purvis as Blossom.

Rainia Lardas played the host and she held things together as the first act ended and the audience headed for the buffet line. The dinner, provided by Danny’s Pizza, was rice with chicken and pork, popular Hawaiian dishes.

“Island Five-O” was well written and kept the audience in stitches. The night was made more festive when Center Director Kristen Lessig announced before the show that The Center had paid off its mortgage, taking a big chunk out of its monthly expenses.

The audience got to guess “who done it” and Saturday night, it was the bartender, Blaze Burner. Watch for a new play next year and get your tickets early.

Tourism slogans, logos evolving

How many ways can you say “Come visit” over 35 years?

Turns out, quite a few.

Manatee County tourism officials

have long promoted the county and the communities of Bradenton, Palmetto, Anna Maria, Bradenton Beach, Holmes Beach, Longboat Key and Lakewood Ranch with slogans like “Florida Like It Used to Be” and “The Closer Caribbean.”

1989 – “Crystal Blue Persuasion” was controversial; some

opposed the slogan, speculating that the 1968 song title referred to the drug methamphetamine. The period’s logo was “Manatee County - where Tampa Bay Meets the Gulf of Mexico,” giving free publicity to Tampa.

1981 – “Our little secret” made itself obsolete, working so well that

The tourism logo used at the time was “Manatee County and the gulf beaches around Bradenton on the West Coast of Florida,” irritating copy editors and linguaphiles.

As Bradenton Mayor and Tourist Development Council member Wayne Poston said, “Pittsburgh Pirates fans don’t know where Allegheny County is.” But the logo didn’t specifically name the city of Anna Maria, and wrongly implied that Palmetto is a Gulf Island beach. The city was left out of future logos.

1995 –

“Florida’s quiet side,” not quite a slogan, according to the Bradenton Area Convention and Visitors Bureau (which changed its name from the Manatee County Convention and Visitors Bureau), appeared on some publications with the logo, “Bradenton & The Gulf Island Beaches Of Longboat Key & Anna Maria Island.” The side referred to the southwest coast of Florida, compared to the more densely populated southeast coast of the state.

The logo was changed in 1999 to “Bradenton & Florida’s Gulf Islands of Anna Maria & Longboat Key,” and changed again in 2000 to “Florida’s Gulf Islands – Anna Maria & Longboat Key, The Bradenton Area.”

2005 –

“Take me away,” another mini-slogan, appeared on some brochures with the logo, “florida’s Gulf Islands – anna maria, longboat key, bradenton,” which was grammatically problematic because the city of Bradenton is not an island, and prompted objections to lower-case letters on state and city names.

Meanwhile, the slogan avoids mislabeling or leaving out any of the area’s communities, has no grammar, and hence no grammar problems, eliminates annoying ampersands and seems to have pleased just about everyone.

The world’s best lure

O

n the shelf of any tackle shop today you’ll find an array of lures that will dazzle you and make it hard to make a successful choice.

There are holographic patterns, photo realistic shapes and designs, rattles, spinners, swimmers, divers and everything in between abound. There is no doubt that there are some very effective new patterns and designs on the market today, but if I had only one lure in my tackle box it would be a jig.

The jig is one of the oldest and most effective lures ever made, which explains why they have a prominent place in most anglers’ collections. Today’s jigs also come in a breathtaking array of shapes, sizes and colors with realistic patterns and live bait scents.

And while there have been many advancements in design, the basic jig with a lead head and buck tail body is still effective and the go to lure for many anglers. That’s because if you have faith in the jig and vary the action, it's possible to elicit a strike from any game fish (fresh or salt) that swims local waters.

Jigs are often used half-heartedly by anglers who substitute them for live bait. If you take the time to really give them a chance, you’ll find that they will often outperform live bait. This may be

First you gain an advantage by not having to catch or keep live bait, you don't have to constantly re-bait a hook, and can cast and retrieve continuously, covering a greater area.

While you’ll need to vary your retrieve given the situation and fish you’re targeting, in general the best presentation is made by allowing the lure to sink completely to the bottom.

Using a slow retrieve, bounce the jig across the bottom. This method is effective for a large majority of species including trout, redfish, grouper, tarpon, flounder and snook. A fast, jerky retrieve will produce better results on Spanish mackerel, Jacks, bluefish and ladyfish.

When fished properly, the retrieve should be smooth and effortless. Fatigue is reduced by holding the rod at about a 45 degree angle to the water, imparting action with the wrist and forearm. Don't allow much slack to

Try for tripletail in coastal Gulf Captain Rick Grassett

Anglers fishing with me on my Action Craft flats skiff the Snook Fin-Addict, out of CB's Saltwater Outfitters on Siesta Key, caught and released trout, bluefish, Spanish mackerel, pompano and ladyfish in Sarasota Bay; trout and redfish in Gasparilla Sound, tripletail in the coastal Gulf; and snook at night in the ICW near Venice on CAL jigs with shad tails and flies during the past week. With the water temperature up into the mid 60s, there was good action on deep grass flats of Sarasota Bay with trout, bluefish and more, tripletail in the coastal gulf and snook at night in the ICW. Martin Marlowe, from New York, fished a couple of days in Sarasota Bay with me on Monday and Saturday. He was joined by his son, Bruce Marlowe from Rhode Island, on Saturday. They had good action with trout to 18 inches bluefish and ladyfish on CAL jigs with shad tails and Ultra Hair Clouser flies fishing deep grass flats of Sarasota Bay. Martin also snook fished with me in the ICW near Venice on Sunday evening and had great action catching and releasing snook on my Grassett Snook Minnow fly.

Joe Polidoro and his father-in-law, Murray Bring, both from Sarasota, fished Sarasota Bay with me on Tuesday and had good action catching and releasing trout, ladyfish and a pompano on Ultra Hair Clouser flies. Keith McClintock, from Lake Forest, Ill., fished Gasparilla Sound near Boca Grande with me on Wednesday. We worked edges of bars and backcountry areas where he had some action with trout and a red on CAL jigs with shad tails.

Steve Kost, from Lakewood Ranch, and his guest, John Makovitch, from Pinehurst, NC, fished Sarasota Bay and the coastal Gulf with me on Thursday. John caught and released his first tripletail on a DOA Shrimp in the coastal Gulf and his first fish on a fly in Sarasota Bay! They also had good action with trout and a Spanish mackerel on Ultra Hair Clouser flies and CAL jigs with shad tails on both shallow and deep grass flats of Sarasota Bay. Shane Nichols, from Massachusetts, fished the coastal Gulf with me on Friday and had good action catching and releasing several tripletail and getting some shots at others with DOA Shrimp.

Tripletail should be a good option in the coastal Gulf when conditions are good. Trout, bluefish and more on deep grass flats of Sarasota Bay and night snook fishing around lighted docks and bridges in the ICW with flies and DOA Lures should also be good options. Look for reds and big trout mixed with mullet schools or cruising shallow flats and edges of bars in Sarasota Bay and backcountry areas of Charlotte Harbor and lower Tampa Bay.

them often. especially when fishing structure like rocks and oyster beds which can dull a hook.

One of the most productive areas to fish jigs is on and around the grass beds that carpet the bay. Make repeated casts in a 180 degree arc with about 10 feet between casts. This will allow you to cover a lot of water. Make casts to sand holes and the edges of slues. Cast beyond holes and let the jig bounce across the sandy bottom. Start at one end of the hole in the grass and then make the same spaced casts across its width to completely cover the pot

hole. Don’t neglect the deep grass area’s often found at the ends of these holes.

Another excellent area to fish jigs is along the beaches, right up against the shore break and around any structure. Species like flounder, permit and pompano often key in on the puffs of sand that jigs produce when they strike the bottom.

The best spinning and bait casting outfits for jigging have a tip that can telegraph a subtle strike and enough backbone to set the hook. Jigs will take 100 plus pound tarpon, 20 pound snook or a four

pound trout, so line and leader should be rigged accordingly.

Like other lures, there are a vast number of jig types to choose from. All of them can be effective, but color may be the most important characteristic. Fish can better locate darker colors in cloudy water and a light or clear color in clear water. Tailor the color of the jig to condition of the water. If you haven’t discovered the magic of jigs, you’ll find them efficient, inexpensive, and very effective.

Test them on your favorite fish, and I’m guessing you’ll soon be hooked on jigs.

City officials discuss pier use with FDEP The written confirmation coming from FDEP will assist in the city’s defense of a pier-related lawsuit.

BRADENTON BEACH – City officials are awaiting written confirmation from the Florida Department of Environmental Department (FDEP) in the wake of a pier-related conference call that took place last week.

On Monday, Feb. 29, Police Chief Sam Speciale and Building Official Steve Gilbert spoke with multiple FDEP representatives about the submerged land lease FDEP issued the city many years ago and renewed last May. Mayor Bill Shearon also listened in on the conference call that pertained to the uses allowed by the state-issued submerged land lease that regulates the use of the state-owned land below and near the Historic Bridge Street Pier.

Speciale provided an overview of the conference call during the Wednesday, Feb. 2, Pier Team meeting. He said the information provided came collectively from multiple members of the FDEP supervisory staff and was reviewed by FDEP’s legal staff.

“I can tell you that as far as the use of the pier, the dock and the upland buildings, we’ve been in total compliance,” he said.

Speciale and Gilbert confirmed previous FDEP statements that indicated the city-owned day dock is for the temporary use of all vessels on a first-come, first-served basis. This includes tour boats and other vessels operated for commercial purposes.

cannot stay there for an extended period of time. It was also made known to FDEP that the city receives no financial compensation from day dock users.

“We’ve confirmed a lot of things we believed about the use of the pier. We are awaiting an official document from DEP. We requested that from them,” Speciale said.

“Until we get that document, we are not going to take any action as far as what’s going on with the pier. Once we do that, then it’s going to be more of an issue of the lease agreement between AMOB and the city as far as Mr. Maguire’s tenure on the pier.”

Speciale has stated numerous times that John Maguire would be asked to discontinue the use of the public day dock for his floating bait sales operations when Sherman Baldwin’s Paradise Boat Tour activity center began selling bait upland, which is now the case.

During Thursday’s City Commission meeting, Shearon echoed the overall message Speciale delivered at the Pier Team meeting, and he said the city would take no further action on the Bazzy’s pierrelated, Sunshine Law-based lawsuit until the FDEP letter was received.

Speaking as a citizen during general public input, Holmes Beach City Commissioner Jean Peelen praised Baldwin’s tour boat services, which she and her friends have used them many times.

vacation rental allows pursuant to a rental agreement entered into only after the adoption of the VRO,� Vose wrote.

This was a reference to the grandfathering clause that allows existing vacation rentals two occupants per bedroom, regardless of the number of bedrooms, for the next five years. The grandfathering provisions then expire and occupancy is limited to no more than eight guests. “There is no such thing as a vacation rental that necessarily must be rented to more than eight persons.

The restriction to eight persons is a regulation, not a prohibition.

There is not one vacation rental in Anna Maria that cannot continue to operate as a vacation rental after the effective date of the VRO due to the limitation on occupancy,� the motion states.

Vose’s filing also says vacation rental owners are not without remedy in regard to their investments and can file a Bert Harris claim in an attempt to obtain compensation for perceived lost revenue.

Expressing her own legal opinion, Vose wrote, “The statute only restricts local governments from imposing three types of restrictions: outright prohibitions, regulations as to the duration of vacation rentals and regulation of the frequency of rentals.�

Vose included numerous examples of case law she feels support her arguments.

In conclusion Vose wrote, “Wherefore, defendant, city of Anna Maria, respectfully requests

that this honorable court enter final summary judgement in favor of the city of Anna Maria.�

The first hearing in this case is scheduled to take place at 1:30 p.m. on Friday, April 1, at the Manatee County Judicial Center in downtown Bradenton. Among the items expected to be addressed is the plaintiff’s request for a temporary injunction that would delay the implementation of the vacation rental ordinance scheduled to take effect that day.

Bottlenose dolphin saved from tangled trap line A 10-year-old, long-term Sarasota Bay resident male bottlenose dolphin is now swimming freely after rescuers saved him from a life threatening entanglement in a crab trap line.

The rescue took place Tuesday, March 1, and highlights why the public should alert trained responders immediately upon noticing marine animals in distress.

Capt. Dove Barratt of Sail Venice first spotted the entangled dolphin just north of Venice Inlet, about a half of a mile offshore just before 6 p.m. on Tuesday, Feb. 29.

“The good news is that Mote and the Sarasota Dolphin Research Program did a great job responding to this animal in distress and rescued it,” Barratt said. “It was terrible and sad to see an animal caught in a crab trap line like that, just helpless. We're thankful for what this organization does.”

Barratt gave Mote coordinates to where the dolphin was spotted. However, nightfall precluded a safe rescue effort.

The next morning, a rescue team from the Sarasota Dolphin Research Program (SDRP), a program of the Chicago Zoological Society (CZS) in partnership with Mote, led by staff member Aaron Barleycorn, successfully located and disentangled the dolphin. Once the gear was removed, the dolphin slowly swam away.

The rescue team was able to remove the line wrapped around the dolphin’s tail before it caused serious injury to the dolphin. Dolphins entangled in crab trap lines, monofilament line and other gear can suffer serious injuries and are often killed if gear is not removed. In some

cases, a dolphin entangled in a crab trap or other gear on the bottom can become anchored and can drown as the tide comes in, or sharks can attack them while they are immobilized.

The rescue came six years to the day after the nine-month-old younger sister

of this dolphin was rescued to remove an entangling strap that was becoming embedded in the skin behind her head.

“Entanglements of dolphins in all kinds of gear are becoming all too frequent throughout much of the southeastern United States, including the central west coast of Florida,” said Gretchen Lovewell, manager of Mote’s Stranding Investigations Program.

The boating public, including marine business operators, can help by removing trash from the waters, and they can be the first line of notification when these incidents occur.

“The sooner these cases are reported to the proper, appropriately trained organizations, the better the chances for the animal to survive. For the central west coast of Florida, Mote is the first responder,” Lovewell said.

In regard to a resolution commissioners discussed at their work meeting, Meilner said, “As a citizen, I resent that resolutions are written to diminish the mayor’s power.�

Commissioner Ralph Cole said, “My father was the mayor here, and I do know what our form of government is. It is a weak mayor system; it’s not a strong mayor system. We have since

1952 had the same form of government we have right now. We’re not trying to diminish the mayor’s spot in any way, shape or form because it is what it is.

When my father was the mayor, he could not direct any department head to do anything other than what was mandated by the commission. We are the executive branch and the legislative branch�

He also said, “If Jack Clarke was mayor, I still would have brought this meeting forward so we could clarify our system of government. It’s not the same as Holmes Beach. We’re not the same as Anna Maria. Our mayor votes; he can’t be a strong mayor.�

Holmes Beach and Anna Maria have non-voting mayors and their city charters are more specific in regard to staff supervision.

In regard to the work meeting that took place without Shearon, Cole said, “I wanted him to be there. I’m disgusted that somebody actually brought that up.�

Commissioner Jan Vosburgh said she thought people were blowing the entire issue out of proportion.

Everybody wants to be a Florida resident W ith the population of Florida growing everyday by a thousand people, you would think that becoming a Florida resident is as easy as crossing over the Georgia-Florida border.

But there is a long list of criteria that has to be met and if you plan on living out of state part of the year, be careful.

There are many benefits to being a resident of Florida, especially if you own property. Tax benefits to legal residency are – no state income tax, no state gift tax, no state inheritance tax and no separate estate tax. And if you own real property you also have the benefit of the first $50,000 in value being exempt from city and county taxes under the Homestead Exemption.

In addition, Florida places strict limits on the amount by which any reassessments of the taxable value of homestead property can increase. The annual increase of the assessed value of homestead property is capped at 3 percent, a very advantageous

However, if you also own property in another state and plan on spending part of your time there, you will need to be certain that you reside in Florida at least six months and a day, which do not need to be consecutive. And you would be making a mistake if you think how would anyone know. The answer to that is one of the mysteries of part time Florida residents. All I can say is states without a state tax are

vigilant about verifying their residents are actually here six months and a day, and the IRS also plays a hand in this if you happen to be employed in either of the two sates you’re living in. To be on the safe side, you should keep a travel log with receipts in the event you are ever challenged on the legality of your full time residency.

So how exactly do you become a Florida resident? There are several steps you can take to keep the state of Florida happy. You won’t need to do all of them but the major ones are obtain a Florida driver’s license, register your vehicle in Florida, apply for the homestead exemption on your Florida residence, transfer out of state accounts to a Florida bank, arrange for direct deposits such as Social Security and pension benefits to a Florida bank, register to vote in Florida, file your federal income tax return with the IRS processing center in Atlanta with your Florida address, change address with all credit card companies, open a safe

deposit box in Florida, change your address on passports, declare Florida as your permanent residency in your will, and, finally, file a declaration of domicile in the clerk of circuit court’s office in the county courthouse and send a copy to the appropriate taxing authority in your former state.

Filing a declaration of domicile is more important for individuals who still maintain another home in a different state. If you only own property in Florida and plan on living in it full time, it may not be necessary.

However, always check with an attorney or tax consultant to verify your position relative to the Florida property and personal tax regulations, and check out www.myflorida. com for more information.

This sounds more intimidating than it actually is. Most people navigate through the process with relative ease. The end result is, of course ,residing in one of the country’s premier states in which to live,. Just keep an eye on the stampede coming across the border.

Faces at Artspace Artspace Gallery is hosting a free, public reception for artist John Hampshire’s exhibit, “Inside My Heads,” on Saturday, March 12, from 5 to 7 p.m. at 101 South Bay Boulevard, Anna Maria. An associate professor of studio art at the State University of New York, Hampshire will discuss his work, a mesmerizing world in which maze-like structures emerge as faces.

Three artists exhibit at The Studio The public is invited to an opening reception for “Paintings by Jean Blackburn, Cheryl Moody and Evelyn McCorristin Peters” at The Studio at Gulf and Pine on Thursday, March 10, from 6 to 8 p.m. In addition, Linda Hunsaker, of Santa Fe, N.M. will feature her linocuts of animal prints.

Blackburn, who will display her paintings of Florida springs, was born and grew up on the Island. She received a BA from the University of Florida, an AS degree in biological parks technology from State College of Florida, Gainesville and an MFA from the University of Oregon.

Moody’s paintings depict her impressions of what she saw on a cross county trip and

she said, “I’ve tried to capture the feeling of the trip, the long stretches of highway, the vastness of the continent, the incredible changing sky.”

Peters said she derives “inspiration from the natural environment both flora and fauna. By depicting the wild around us I share what is left of our ecosystem. In portraying our pets, I strive to show their dependence upon us and our responsibility to provide for their well being.”

The exhibit will be in place through March 29. The Studio is located at 10101 Gulf Drive in Anna Maria. Hours are Wednesday through Sunday from 11 a.m. to 5 p.m.

“And the community foundation officials felt they wanted to support The Center because we’re on the right path.

“Everything is a win-win since this building is paid off, and Anna Maria Mayor Dan Murphy has acknowledged that the building is now ours.”

The Center’s treasurer, Jim Froeschle added, “The Community Center is grateful for the support that has enabled us to pay off our mortgage. It is indicative of a positive view of the future of the Center that many people hold.

“This is a crucial first step in strengthening the financial condition of the Center that will put it on a solid financial path. But there is still work to do in diversifying our revenue base to bring in new sources of funding that will ensure the financial health of the Center for the long term.”

Building for the future

Lessig said officials plan to build the donor base and partnerships and slowly and deliberately build the program offerings.

“It’s been a huge dark cloud looming over our heads,” she said. “To have that burden off our shoulders allows us to focus on building for the future.

“With partnerships, more support from the Island cities and the county, tapping into our visitor population and focusing on local families, we’re on the right track. This is a key year for us – a rebuilding year.

She said partnerships are currently being cultivated with the Bradenton Gym Rats, the Manatee County

Center challenge issued Rex Hagen, member of the board at The Center of Anna Maria Island, has issued a challenge of $50,000, and will match every dollar that is given to the Center by noon Friday each week from March 12 until May 15.

“The AMI Community Center has made enormous progress in turning around a long term money losing operation.,” Hagen said. “We have by hook and crook paid off the mortgage, reduced overhead and installed money making programs.”

He said The Center should be in the black by May, but needs cash to keep operating until then.

“This secures their operating expenses

for two critical months and will tell us a lot about how valuable The Center is in the minds of the residents (and visitors) or if we are simply wasting time and money on something non essential,” he said. “Whether it is a dollar or a thousand, we need your vote of confidence in our efforts.”

Board chair Bill Shuman said, “I would like to thank Rex for his ongoing financial support of the Center. Rex's $50,000 challenge to the Island community is just the beginning of our efforts to strenthen the financial condition of the Center. We need the full support of the community to maintain this important island asset.”

Beach To Bay built a solid offense on the field

With a 2-2 record, Team Truly Nolan went into Thursday’s game looking for the win with a new quarterback at the helm. Jon Bell was picked up by the team and proved to be a strong offensive threat as QB. Facing a Kaletaless Beach to Bay Construction, Truly Nolan’s 220 passing yards and 45 rushing yards just was not enough for the victory.

The difference was the pass completions by Beach to Bay. The Shaughnessy family comprises just under half of the team roster.

Lead by Mike Shaughnessy, who played for the Kent State Golden Flashes in the late 1970s, played quarterback Thursday night with a perfect passing record of seven passes and seven receptions for 80 yards. His youngest son, Tim Shaughnessy, hit nine of 13 passing attempts for 110 yard in the game.

The Shaughnessys completed passes and yards gained after the catch earned their team the 33-19 win in the adult co-ed recreational league at the Center.

Team Truly Nolan played with four players on the field for the entire game, giving them a one-player disadvantage on the gridiron. The team’s athletic powerhouse, Matt Morgan, had 165 receiving yards, two touchdowns and an extra point. Morgan and Bell’s combined 11 flag pulls kept the game close in the first half.

Both team’s first offensive possessions came up short. With no points on the scoreboard, Truly Nolan QB Bell hit Morgan for a first down catch on second down.

Back-to-back catches by Amy Talucci and husband Nate took the ball to the one-yard line. On third down, the critical touchdown pass was caught by Morgan. The one point attempt was a hard pass off the hands of A. Talucci keeping the score at 0-6.

T. Shaughnessy quickly moved the field downfield with a catch and long run after the reception.

On second down, the catch was made by Caleb Roberts. Beach to Bay’s third down play showed the depth and diversity of the

team. M. Shaughnessy tossed the football behind the line of scrimmage to T. Shaughnessy, who also attended Kent State and played football for Delta State University.

T. Shaughnessy patiently waited for the open player and found Brent Moss for the team’s first touchdown of the game. The extra point pass was caught by T. Shaughnessy, moving Beach to Bay ahead 7-6.

Chris Culhane applied defensive pressure for Team Beach to Bay Construction with the hot pursuit of Bell. On the rush, Culhane forced Bell to get rid of the ball throwing an incomplete pass to A. Talucci. Brianna Shaughnessy, sister of T. Shaughnessy, applied good man coverage on A. Talucci.

On the third down play, Bell spotted Morgan all alone in the middle of the field for the first down. T. Shaughnessy raced across the field to pull Morgan’s flag, saving the touchdown.

Bell hit the hands of veteran Center player N. Talucci with an immediate flag pull by Moss, his first of four for the game. On the play, an impeding the rusher penalty was called on A. Talucci who plays center for Team Truly Nolan moving the ball back for second down.

Finding his favorite target Bell threw to Morgan for another long gain before the flag pull by Clay Spangler. Rushing pressure by Beach to Bay’s Culhane caused the Bell interception by Moss who ran the ball back to the 20-yard line.

Roberts, fiancé of B. Shaughnessy, rushed for 10 yards, moving the ball to the five-yard line. T. Shaughnessy took the option to run the ball after getting it behind the line of scrimmage.

His nine-yard gain put Beach to Bay in the perfect position for a quick pitch just over the goal line to B. Shaughnessy for the team’s second touchdown. Moss caught the point after throw taking the score to 14-6.

Missing teammates Drew Mitchell, Mark Boltwood and Adam Mott, Truly Nolan could not make the first down on its next offensive possession.

Beach To Bay’s next play was controversial. Discussion among other league players and on-field comments by N. Talucci ensued.

In the Center’s league, quarterbacks will often handoff the football to the center with their hands behind the back to take possession of the ball. This trick play gives the center the ability to run the ball or gives the quarterback the option to take the ball back for an offensive play.

T. Shaughnessy, in the quarterback position, placed the ball on the stooped over back of B. Shaughnessy. With the ball literally balancing on her back, B. Shaughnessy’s hands never touched the ball. T. Shaughnessy took the ball off the back of B. Shaughnessy and ran ball to the two-yard line.

N. Talucci was called for unsportsman like conduct for impassioned argument with the referee. The penalty placed the

football right short of the goal line for Team Beach to Bay. With 12.7 seconds left on the clock and first down, Roberts was wide-open in the end zone. The extra point took the score to 21-6 with 8.5 seconds left in the first half of the game.

The quick legs of N. Talucci and resurrection of his swivel hips moved the ball to just short of mid-field before the football fell out of his hands. Culhane’s flag pull on the second down play ending the first half.

Truly Nolan started the second half with a quick throw to Morgan for a 10-yard gain.

A running grab by A. Talucci earned the team important yardage five yards short of the first down in the pass only zone.

N. Talucci caught the first down catch. Moss earned another defensive statistic with the flag pull. First down for Truly Nolan matched up former teammates T. Shaughnessy and Morgan. With

T. Shaughnessy on defense, Morgan caught the ball. Just missing the flag, T. Shaughnessy allowed Morgan to get into the end zone and score six points. Morgan scored the point after closing the point gap to eight with a score of 21-13.

Looking to put more points on the scoreboard, T. Shaughnessy threw to Moss for a completed pass. M. Shaughnessy pitched a short dump pass to Roberts. After a missed flag pull by N. Talucci, Bell made the flag pull preventing the touchdown.

After a loss of yardage by Team Beach to Bay, M. Shaughnessy went under center and handed off the ball to T. Shaughnessy. The fake handoff to Moss allowed him to wheel down the sideline for a touchdown reception. Morgan batted the extra point throw down before it could reach B. Shaughnessy.

With the score 27-13, Truly Nolan’s offense struggled to gain yards and complete passes. Turning the ball over on downs, Beach to Bay took over with 10 minutes left on the clock. Three quick downs later, N. Talucci found himself the offensive receiver again with a 10-yard gain. The defensive pressure of Culhane continued causing two incomplete passes by Bell.

Team Beach to Bay made handy work of the football field with catches by Moss and T. Shaughnessy. On third and short, the offense line up fooled the Truly Nolan defense. Expecting the short first down toss across midfield, the defense lined up shallow, allowing Roberts to go deep with only one defender to beat before scoring the touchdown. Uncharacteristically, B. Shaughnessy dropped the extra point throw leaving the score 33-13.

Team Truly Nolan continued to fight for points with two minutes on the clock. N. Talucci gained yardage just short of the first down. Morgan gave his team another set of downs with the first down before Moss’ flag pull.

It will be a good center of commerce. People will see the marina become a much more robust operation. We’ll make it all come together and look great.”

“We’re thrilled,” Mainsail partner Brian Check added. “There’s been a lot of work put into it to try and make the grand entrance into Holmes Beach for residents and guests to appreciate. It fits in well with the old Florida community.”

The process to approve the project took 21 months after city commissioners objected to various aspects of the site plan. Over that period of time the company reduced the area of the buildings by 20 percent, removed 2 ½ buildings and added parking to satisfy commissioners.

While the company submitted building plans last year, Building Official Jim McGuinness reported to commissioners in January, “The project was filed a number of months ago prior to the building code change. It was under designed at that point.

“On Dec. 21 we received a new set of revised plans. Everything was revised, including the foundation system. It had to be completely re-reviewed.”

Check explained, “We used the time while that process was going on to get our drawings and contractors ready to go. In the next two weeks the foundation work

Initial plans were to complete the project by November 2016, but that has been revised to early 2017, said Check, who added that they plan to be vertical by the end of the year and working on interiors.

“A book could be written about this,” Check quipped.

The project includes a lodge that will feature two-bedroom suites with gourmet kitchens, an 80-seat restaurant and meeting rooms; a second building with two-bedroom lodging units and a 50-boat slip marina with day slips for guests.

Bradenton. Ralph and Claire were loyal fans of the Tampa Bay Rays and Tampa Bay Buccaneers. Ralph was named Citizen of the Year by the Kiwanis Club of Sarasota Keys in 1990, and he was honored as Business Man of the Year by the Longboat Key Chamber of Commerce in 1986.

Memorial donations may be made to the American Red Cross, for whom Ralph’s mother worked during World War II, traveling to Europe and the Far East setting up officers’ clubs and rest and recreation centers for servicemen and women. Donations may also be made to the American Heart Association and the Boy Scouts of America.

Memorial services were planned for Christ Church of Longboat Key at 2 pm on Saturday, March 5, 2016, and at Westminster Communities at a later date. Arrangements by All Veterans-All Families Funerals & Cremations.

Marguerite is survived by her beloved family, including three children, Judith (Paul), Kendall (Melinda), and David (Gay); six step-children; four grandchildren (Tyler Cole Wellman Chandwel, Travis Wellman, Mark Malo-Wellman, and Amaliya Malo-Wellman); her beloved cousins from the Lydia and Stanley Butts family; nephew Thomas Wellman; niece Doris Wellman; her much-loved cat Mattie; and many, many friends. We are grateful for the love she gave to all of us and for the loving kindness of her many caregivers at Freedom Village and Tidewell Hospice.

A service of celebration for Marguerite Matteson’s life will be held March 17, 11 a.m., in the lounge at the Landings in Freedom Village, 6406 21st Ave. W., Bradenton.

Ralph Blomeley Hunter, of Bradenton, passed away on Feb. 26, 2016. Born on March 29, 1920, in Brooklyn, N. Y., the son of Dr. George Henry Vincent Hunter and Emily Blomeley Hunter, Ralph was

looking forward to celebrating his 96th birthday.

Predeceased by his wife Claire Anderson Hunter in December 2013, Ralph is survived by his son, George Bruce Hunter, of Miami, Fla.; daughter Janet Emily Hunter, of Sarasota; sister-in-law Katherine Anne Stoffel, of Sarasota; nephew Jeffrey William Stoffel, of Bluemont, Va.; niece Allyson Stoffel Roe, of Montclair, N. J.; and cousin Walter Scott Blomeley, a Korean War veteran, of Bradenton.

Ralph grew up and attended schools in Scarsdale, N. Y., was proud to be an Eagle Scout, and graduated from Wesleyan University in Middletown, Connecticut. He served in World War II, first in the Army Air Corps as an instrument flying instructor, as a graduate language specialist in French and then as a commissioned officer in the U.S. Army and a combat platoon leader. Following the end of the war, Ralph’s unit was called to be in the army of occupation in Japan, where he received orders transferring him to the office of General Douglas MacArthur, the Supreme Commander of Allied Powers. During his time in Japan, Ralph worked for several years in charge of Japanese radio stations. Returning from Japan, Ralph attended Syracuse University for a graduate degree before relocating to New York City, where he worked in the radio and television industry for major networks. A move to Cape Cod followed, where he founded and managed two radio stations – WVLC-AM and -FM in Orleans, Mass.

In 1975, Ralph settled in Florida on Longboat Key, where he founded, and with his wife Claire, ran the Longboat Observer weekly newspaper from 1978 to 1995. During his years as publisher and editor of the Observer, Ralph gathered extensive information and knowledge about and photographs from, the early days of the Key, and he served as president of the Longboat Key Historical Society. Ralph authored and published “From Calusas to Condominiums: A Pictorial History of Longboat Key” in 2002. When the Hunters sold the Longboat Observer and retired, they remained active in the Longboat Key community, including as founding members of Christ Church of Longboat Key. In 2010, the Hunters moved to Westminster Communities in

Mark J. Buba, of Holmes Beach, passed away on Feb. 10, 2016. Mark was born on Feb. 2, 1952, to Emile and Jennie Buba in Woonsocket, R. I. As a boy, it was clear early on that Mark possessed great talent in the sport of baseball. He was fortunate enough to play as second baseman for the Pawtucket Red Sox in the 1970s.

He was awarded numerous accolades for his accomplishments in the sport.

Mark relocated to Anna Maria Island with family in 1990 and began his career at the Longboat Key Publix. He retired from the company in 2014.As a longtime AMI resident, Mark met many people and made numerous friends that he held very dear, often referring to them as “his family.” Those who knew Mark would agree that to know him is to love him. His rare character and giving nature is what make him so unforgettable. He is truly one of a kind and will be spoken of by those who loved him for years to come. Emily Theaman Gross Emily Theaman Gross, of Holmes Beach, Fla., passed away peacefully at age 67 on Feb. 29, 2016, after courageously battling cancer for over six years.

Born in Brooklyn, N.Y., she loved the color purple, walking the beach for turtle patrol, her weekly massages and dark chocolate with a glass of red wine.

She was an award-winning quilter who always chose tea over coffee, and proudly said her favorite recipe was making reservations. Her energy and positive outlook was infectious. She touched everyone she met, accumulating a wonderful group of friends who she loved dearly. A devoted wife and mother, she spent mornings at swim meets, evenings at band competitions and weekends at NASCAR races.

She leaves behind he husband, Pete; son and daughter-in-law, Matthew and Jenny; a soon-to-arrive grandson; father, Milton; brother, Josh; and stepson and daughter-in-law, Richard and Kimberleigh.

She was an active member of numerous groups, including Vienna and McLean Quilters Unlimited, Vienna Night Owls, Sarasota Friendship Knot Quilters, Anna Maria Island Turtle Watch and Shorebird Monitoring, Manatee Patchwork Quilters and Sunshine Stitchers of Holmes Beach.

A public celebration of life will be held on April 30, 2016, at 10 a.m. at the Seafood Shack, 4110 127th St. W. Cortez. In lieu of flowers, please make a contribution to the V Foundation for Cancer Research (www.jimmy.org) or Tidewell Hospice (www.tidewellhospice.org.

Marguerite Matteson, beloved mother and friend, born June 22, 1918, died peacefully on Feb. 27, 2016.

Raised on a farm in Blockville, N. Y., on land that had been in the family since 1811, Marguerite had strong roots in upstate New York. She married Silas Harold Wellman, a pilot in the Army Air Force, in January 1942.

After the war, they lived in Maine and elsewhere, where Harold worked with light planes, before settling in North Tonawanda, N. Y. There, they raised their three children, and Marguerite worked as a school librarian.

After Harold’s death in 1963, Marguerite married Norman Matteson.

They moved permanently to Bradenton, Fla., in 1972, where Marguerite enjoyed birding, shelling, writing, and traveling around the U.S. in their RV. After Norman’s death, Marguerite married Paul Cushman. They lived on Anna Maria Island until Paul’s death in 2008, when Marguerite moved to Freedom Village. Marguerite wrote three books: her autobiography, "From Sentinel Elm to Florida Pine;" an edited book of correspondence with her husband during World War II, "From Wifelet to Hubby;" and a book of family letters, "Better Than Strangers."
